Celem opracowania jest ukazanie strategii tłumaczeniowych zastosowanych wobec stylistycznie nacechowanych wyrażeń wyekscerpowanych ze słoweńskiego przekładu powieści Potop Henryka Sienkiewicza dokonanego przez Rudolfa Molè z 1970 roku. Obserwacji poddano: latynizmy, analityzmy i frazeologizmy, ekspresywizmy oraz nazwy realiów. Wybór ekwiwalentu skutkował niejednokrotnie zatratą lub osłabieniem nacechowania stylistycznego danego fragmentu, por. fatigatus wielce SI166 – zelo utrujen MI181; — Ni pary z gęby! SI40 – Niti besede več!... MI44; synalka SI365 – sina MI394; Daj no waćpan pyska! SI203 – Daj, da te objamem! MI220. Liczne są jednakże translaty z zachowanym nacechowaniem stylistycznym, np. psubratom SII442 – pasjim bratom MII476; psiajuchy SII442 – pasje duše MII476. Nazwy historycznych realiów przetłumaczono przy pomocy generalizacji rajtar vs jezdec lub aproksymacji rapier vs meč. Przeprowadzona analiza dowiodła różnic między stylistycznym ukształtowaniem oryginału a przekładu, choć odnotowano też podobieństwa w tym zakresie. Najważniejszym celem podjętych badań było jednak wskazanie odrębności stylistycznych i semantycznych badanego przekładu wobec oryginału.

Abstract:
Številne raziskave ugotavljajo, da so neodpuščanje, zamera in jeza tesno povezani s slabim telesnim in psihičnim zdravjem. Psihični obrambni mehanizmi izolirajo bolečino od ostalega doživljanja, toda s tem razcepijo notranji svet človeka in mu onemogočijo, da bi se dotaknil bolečih plasti doživljanja, ki so pod jezo. Terapevtski model odpuščanja poskuša odpraviti vlogo jezne žrtve in vsebuje dva koraka: razgradnjo jeze oziroma zdravljenje krivice ter sočutje do storilca. Koraka sta med seboj povezana s tremi pogoji: spomin na lastno krivičnost, izkušnja odpuščanja ter spoznanje o viru dobrega. Te tri momente najdemo tudi v krščanski viziji odpuščanja, v kateri lahko odpušča samo nekdo, ki mu je bilo prej odpuščeno. Kristjan v molitvi Oče naš izraža svojo odprtost do vira, od katerega prejema sočutje in tolažbo, ter ju posreduje naprej.

Za gorska jezera v Sloveniji je dolgo časa veljalo, da niso izpostavljena onesnaževanju tako kot nižinska jezera. Podrobnejše raziskave v zadnjem desetletju pa so pokazale, da je vpliv človeka močan tudi v tako oddaljenih predelih. Gorska jezera pri nas ogroža turizem, prenos škodljivih snovi po zraku ter naseljevanje rib. V treh jezerih so bile opravljene tudi analize sedimenta, s katerimi so se ovrednotili vnosi nekaterih snovi v jezera v preteklih desetletjih.

Abstract:
Background/Aims: 3, 4, 5-trihydroxy-N-{4-[(5-methylisoxazol-3-yl) sulfamoyl] phenyl} benzamide (JEZTC), synthesized from gallic acid (GA) and sulfamethoxazole (SMZ), was reported with chondroprotective effects. However, the effects of JEZTC on osteoarthritis (OA) are still unclear. The goal of this study was to investigate the anti-osteoarthritic properties of JEZTC on interleukin-1-beta (IL-1β) stimulated chondrocytes in vitro and a rabbit anterior cruciate ligament transaction (ACLT) OA model in vivo. Methods: Changes in matrix metalloproteinases (MMPs) and apoptosis genes (bax, caspase 3 and tnf-α) and OA-specific protein (MMP-1) expression in vitro and in vivo were detected by real-time quantitative reverse transcription-polymerase chain reaction (qRT-PCR) and immunohistochemistry. The production of reactive oxygen species (ROS) were investigated upon the treatment of JEZTC in chondrocytes processed with IL-1β in vitro and OA in vivo. Effect of JEZTC on OA was further studied by the macroscopic and histological evaluation and scores. The key proteins in signaling pathways inMAPK/P38, PI3KAkt and NF-κB also determined using western blot (WB) analysis. Results: JEZTC could significantly suppress the expression of MMPs and intracellular ROS, while meaningfully increase the gene expression of tissue inhibitor of metalloproteinase-1 (TIMP-1). Moreover, there was less cartilage degradation in JEZTC group compared with the phosphate-buffered saline (PBS) group in vivo. Results also indicated that JEZTC exerts effect on OA by regulating MAPKs and PI3K/Akt signaling pathways to activate NF-κB pathway, leading to the down-regulation of MMPs. The chondro-protective effect of JEZTC may be related with its ability to inhibit chondrocyte apoptosis by reduction of ROS production. Conclusion: JEZTC may be a possible therapeutic agent in the treatment of OA.

Abstract:
The main aim of this work was to compare the results of the water storages obtained in the experimental basins in the Jizerské hory Mountains before the time of snowmelt with the total outflows, which were measured in the hydrological stations during the snowmelt period in two winter seasons with extraordinary snow depths (2005 and 2006). The snow water equivalent (measured in weekly steps), daily precipitation amount, and runoff in hourly values were the input data; the calculated runoff coefficients were the output values. The runoff coefficients from the snowmelt periods of 2005 and 2006 were compared in the Uhlířská and the Jezdecká Basins. The runoff coefficient in the Uhlířská Basin increased in 2006 from 0.636 to 0.688 (increase by 4%) and in the Jezdecká Basin it increased in 2006 from 0.660 to 0.749 (increase by 9%). It may have been the result of a bigger volume of precipitation during the snowmelt period 2006. The calculated runoff coefficients, which express the differences between the water storage obtained and the total outflow, can describe the specific characters of the experimental basins. It may be useful for the estimation of the expected inflow into water reservoirs and also for the hydrological forecasting in the foothills of the Jizerské hory Mountains. The measured data of snow cover also serve as a check, and also for the possible adjustment of the snow water equivalent generated by the model SNOW 17 – which is a part of the forecasting modelling system Aqualog. This system is in everyday use for the Elbe river forecasts in the Forecasting Centre of CHMI. The usefulness of this procedure was proved especially during the floods arising from snowmelts in last years. The model SNOW 17 has been calibrated for the catchment of the Černá Desná Stream with the Jezdecká closing profile (one of the experimental basins in the Jizerské hory Mountains). The results obtained demonstrate a very good capability of the model to duplicate the dynamics of the snow cover accumulation and thaw, if quality input data are available.

W artykule przedstawiono przegląd różnych metod i urządzeń diagnostyki i monitoringu trakcyjnych odbieraków prądu oraz sieci trakcyjnej, stosowanych przez zarządy transportu kolejowego. Omówiono strukturę i wyniki eksploatacji wdrożonych rozwiązań krajowych oraz wybranych układów eksperymentalnych i projektów badawczych. Przedstawiono wdrażany aktualnie skomputeryzowany i działający w pełni automatycznie system monitoringu odbieraków prądu, oparty na bezstykowych metodach pomiaru.

W artykule autorzy przedstawiają założenia nowej metody bezkontaktowego pomiaru położenia przewodów jezdnych sieci trakcyjnej, a także pokazują jakie znaczenie w tej metodzie ma komputerowa analiza obrazu pozyskiwanego z kamery. Problemem technik wizyjnych jest zmienność parametrów obrazu wejściowego (jasność, kontrast, zakres widma, krzywa gamma i in.), które są zależne od zmieniających się warunków oświetlenia zewnętrznego związanych z aktualną pogodą i porą dnia. Tymczasem parametry obrazu poddawanego analizie powinny być zawsze takie same lub bardzo zbliżone. Autorzy omawiają opracowaną aplikację komputerową, której zadaniem jest doprowadzenie parametrów pozyskanego obrazu do wymaganych wartości wyjściowych, niezależnie od ich poziomów w obrazie wejściowym.

Gondwanoscurus Jezek (Psychodidae: Psychodinae) is revised to include seven species. Gondwanoscurus cruciferus sp. nov. and G. ornithostylus sp. nov. from Thailand are described. Three described species are transferred from Telmatoscopus Eaton to Gondwanoscurus: G. ejundicus (Quate), G. eximius (Quate) and G. praecipuus (Quate). The adult male and female of G. ejundicus and G. mcclurei (Quate) and the adult male of G. eximius and G. praecipuus are redescribed. Keys to adult males of the seven known species and females of the four species for which they are known are provided, and the relationship of Gondwanoscurus to other Paramormiine genera is discussed.

Za razliko od dobro raziskane pleistocenske poledenitve so periglacialni pojavi v Sloveniji slabo preučeni, saj zaradi prevlade karbonatnih kamnin v visokogorju niso posebno opazni. Drugače je na Pohorju, zgrajenem iz magmatskih in metamorfnih kamnin, ki zaradi premajhne višine ni bilo poledenelo, pač pa so bili aktivni periglacialni procesi. V članku so prvič predstavljene nekatere periglacialne oblike na Pohorju, predvsem nivacijske kotanje v vršnih delih, in krnica Jezerc, v kateri je ob višku poledenitve obstajal doslej nepoznan manjši ledenik.

Impedancja wejściowa elektrycznego pojazdu trakcyjnego jest parametrem decydującym o stopniu przenoszenia się zakłóceń elektrycznych z sieci jezdnej do obwodu powrotnego. W celu ograniczenia wpływu tych zakłóceń na obwody torowe, parametr ten powinien być utrzymany na odpowiednio wysokim poziomie. Najlepszą metodą oszacowania impedancji wejściowej pojazdu na etapie projektowania jest wykorzystanie symulacji komputerowych. W artykule przedstawiono wyniki wyznaczania impedancji wejściowej falownikowego układu napędowego z zastosowaniem metody symulacji komputerowej. dla przypadku bez modulacji napięcia wyjściowego jak również z modulacją PWM. Wykazano, że istnieją warunki, w których (dla określonych parametrów filtru wejściowego) impedancja pojazdu trakcyjnego nie jest stałą wartością, a w istotny sposób zależy od punktu pracy przetwornicy.

Abstract:
This article presents an issue of the assessment of pedestrian crosswalks safety, based on the example of actions undertaken in Norway and Australia. In Oslo, the criteria for safety assessment on pedestrian crossings and the audit results were presented in the TØI Report 1231/2012. In Australia, a draft methodology for pedestrian crosswalks safety assessment, which, according to the authors, needs an improvement at multiple levels, has been developed at Monash University. The examples presented in the article indicate a significant problem with the elaboration of safety assessment methods of unprotected pedestrians and their applications within the framework programs implemented in large urban agglomerations. Despite the difficulties mentioned above, there are undeniably some possibilities regarding the elaboration of an objective pedestrian safety assessment method, which may be the subject to scientific studies.

Triglavski narodni park je od ustanovitve dalje na svojem območju namestil številne informacijske table in izdal tudi veliko publikacij. Po več kot petindvajsetih letih obstoja parka se sprašujemo, zakaj v vsem tem času ni bila dosežena zadostna kakovost ponujenih informacij na področju interpretacije reliefa oziroma geomorfologije parka, namenjenih različnim vrstam obiskovalcem. Glede na nekatere dobre primere posredovanja korektnih geomorfoloških informacij na učnih poteh v bližnji tujini nas torej čaka še veliko dela. Drastičen primer v tem pogledu strokovno zanemarjenega območja je Dolina triglavskih jezer.

W 2019 r. przeprowadzone zostały badania wpływu rozwiązań infrastrukturalnych na przejściach dla pieszych i przejazdach dla rowerzystów na zachowania kierowców. Celem ramowym przeprowadzonych badań była weryfikacja trafności zapisów zawartych w dokumentach strategicznych i planistycznych województwa mazowieckiego odnoszących się do bezpieczeństwa ruchu drogowego. Lokalizacje w Warszawie i Radomiu zostały dobrane w taki sposób, aby uwzględnione zostały wszystkie wymienione w Planie zagospodarowania przestrzennego województwa mazowieckiego rodzaje uspokojenia ruchu mające służyć poprawie bezpieczeństwa i dotyczące bezpośrednio przejść dla pieszych. Jednocześnie pod uwagę brane były takie czynniki jak przekrój jezdni, układ skrzyżowania i sygnalizacja świetlna. Podczas badań obserwowano zachowania kierowców względem niezmotoryzowanych oraz te, które determinowały możliwość szybkiego zareagowania na pojawienie się niezmotoryzowanego uczestnika ruchu. Badania były prowadzone z punktów obserwacyjnych oddalonych od skrzyżowania, by nie wpływać na zachowanie uczestników ruchu. Na podstawie co najmniej trzydziestominutowych obserwacji w terenie oraz późniejszej analizy nagrań notowano, czy: kierowca zatrzymuje się przed przejściem, wjeżdża przed lub za niezmotoryzowanego, zatrzymuje się na przejściu, wjeżdża szybko na przejście. W wybranych lokalizacjach analizowano również, czy kierowca rozgląda się przed wjazdem na przejście, jednak w większości miejsc nie było to możliwe ze względu na duże natężenie ruchu i/lub nieodpowiednią widoczność. Obserwacje w Radomiu zostały przeprowadzone przez Sebastiana Pawłowskiego i Łukasza Zaborowskiego z Mazowieckiego Biura Planowania Regionalnego, Oddziału Terenowego w Radomiu. Wyniki badań wskazują, że na niebezpieczne zachowania kierowców mają wpływ: przekrój jezdni na przejściu dla pieszych, obecność przejazdów dla rowerzystów i zasady pierwszeństwa, fizyczne środki uspokojenia ruchu oraz sygnalizacja świetlna. Wykazano, że nieskutecznym rozwiązaniem jest powierzchnia wyłączona z ruchu jedynie za pomocą oznakowania poziomego oraz czerwone światło z dopuszczonym warunkowym prawoskrętem (zieloną strzałką), które traktowane jest jako zielone światło. This paper presents preliminary analyses carried out in order to assess the possibility to treat a small simple catchment as linear reservoir when modeling the runoff from a precipitation event. This analysis was carried out for the catchment of Černá Desná stream to the profile Jezdecká. The applicability of linear reservoir concept was tested by calculating the recession constant values for hydrographs falling limbs which were then evaluated in a statistical way. Specifically, five events were selected for the detail analysis. The results indicate that the linear reservoir concept can be applied in this case to predict relatively well the discharges in next 48 h. However, the results also show that there are limitations in the application of linear concept and that the introduction of non-linear reservoir could improve the prediction results.

Celem dociekań jest wykazanie skuteczności nieanalizowanych dotąd właściwości zastosowania podłoża strukturalnego do zwiększenia pojemności retencyjnej. Sposób przeprowadzenia badań obejmuje: przeliczenie powierzchni poszczególnych powierzchni występujących na terenie opracowania, przeliczenie objętości potencjalnego podłoża strukturalnego pod wszystkimi obszarami utwardzonymi (poza nawierzchniami asfaltowymi jezdni) przy uwzględnieniu porowatości tego podłoża, co pozwala na uzyskanie wartości objętości, w którą mogą wpłynąć wody deszczowe. Przyjmując parametry maksymalnego deszczu nawalnego notowanego dla zachodniej części Warszawy (stacja opadowa na Bielanch opad nawalny z 2013 roku – 38,9 mm, czas trwania 1,5 godziny) obliczono, że na analizowany obszar spadłoby łącznie około 6 502 m3 deszczu. Przy założeniu, że pod chodnikami i dziedzińcami znajduje się podłoże strukturalne o miąższości 10 cm i porowatości wynoszącej średnio 30%, uzyskalibyśmy ponad 2 218,5 m3. Wnioski sprowadzają się więc do stwierdzenia, że podłoże strukturalne zastosowane pod nawierzchniami pieszymi i dziedzińcami budynków znacząco poprawiło by zjawisko retencji wód opadowych na analizowanym fragmencie dzielnicy Praga Północ w Warszawie i znacząco zredukowałoby zjawisko lokalnych podtopień.

Using the elastic-plastic finite element method and the theory of nonlinear buckling, the impact by initial geometric imperfections on the H-shaped steel member and the square steel tube member under the axial compressive load and the bending moment are analyzed and the numerical solutions of ultimate bearing capacity are obtained. By compared with the values of the finite element method (FEM), it shows that the analytical method in this paper is valid. The results of the example show that the presence of initial imperfections reduces the ultimate bearing capacity of the two kinds of steel members to a great extent. It is also found that the influence of the initial geometric imperfection on the ultimate bearing capacity of members is smaller when the bending moment increases.

Berlińskiego Biennale Sztuki Współczesnej w 2012 roku Prlja zbudowała Peace Wall (‘Mur Pokoju’) w poprzek jezdni na Friedrichstrasse w Berlinie. Zaproponowano, zgodnie z Ustawą z 3 lutego 1995 r. o ochronie gruntów rolnych i leśnych (Dz.U. z 1995 r. nr 16, poz. 78; art. 20, pkt. 9) połączenie wykonywanych od 2013 r. zabiegów rekultywacji wodnej z zabiegami użytkowania terenów rekultywowanych. Dzięki temu nowy zbiornik wodny w wyrobisku pogórniczym stanie się jeszcze przed zakończeniem rekultywacji atrakcyjnym elementem krajobrazu wchodzącym w skład istniejącego na tym terenie Złotogórskiego Obszaru Chronionego Krajobrazu. Akwen powinien pełnić wielofunkcyjną rolę, przede wszystkim rekreacyjną i turystyczną. Zdewastowany krajobraz pogórniczy w stosunkowo krótkim czasie stanie się ostoją przyrody. Kluczową rolę spełni zagospodarowanie docelowe terenu zdewastowanego obejmujące urządzenie plaż oraz pomostów rekreacyjnych z kładkami wędkarskimi. Atrakcją będzie punkt widokowy, dzięki któremu można będzie podziwiać panoramę zbiornika i jego bezpośredniego otoczenia. Na południowej skarpie zaproponowano tarasy pełniące funkcję stabilizacji gruntu oraz siedzisk z pojemnikami na roślinność trawiastą. Z powodu braku infrastruktury jezdnej zaproponowano utwardzenie drogi dojazdowej oraz budowę parkingu tylko z nawierzchni ekologicznej. Ciekawostką, najlepiej widoczną z lotu ptaka, będzie drewniany napis: „WŁADYSŁAWÓW” znajdujący się na granicy części trawiastej i piaszczystej, który również będzie spełniał rolę ławek. Zaproponowana koncepcja wraz z małą architekturą zostanie dopełniona zielenią, która w strefie przybrzeżnej zbiornika zadarni skarpy oraz spowoduje zalesienie północnej i wschodniej linii brzegowej zbiornika. Strefę buforową stworzą drzewa oraz krzewy typowe do umacniania skarp i co bardzo ważne – nadające się na stanowiska ubogie i suche. Na początku będzie to roślinność pionierska, którą z czasem zastąpi roślinność docelowa.

Effects of insecticidal sprays on poppy root weevils (Stenocarus ruficornis, Stephens 1831) were assessed in small plot trials at three localities in the Czech Republic during two years (2011&ndash;2012). In addition, the effects of seed dressing were included into the assessment in one of the localities (Červen&yacute; &Uacute;jezd). The levels of root damage caused by the insect pest larvae (expressed as number of bore holes per root) and yield got from individual treatments were compared. Sprays applied for 18 days after the first record of poppy root weevils in trials showed the highest effects on a decrease of the levels of root damage (40% of untreated control). In general, sprays applied at the date when SATF<sub>14</sub> value exceeded 20&deg;C showed significant effects on decreasing the levels of root damage. The highest effects were usually recorded in sprays which were applied when SATF<sub>14</sub> value exceeded 100&deg;C.

AbstractThe objective of this paper is the comparison of two kriging methods, ordinary kriging and kriging within strata, for calculation of digital elevation models (DEMs) from radar altimeter data, and application to the Lambert Glacier/Amery Ice Shelf system, East Antarctica. Two new DEMs are presented. First, a DEM of the Lambert Glacier/Amery Ice Shelf system is calculated from 1997 European Remote-sensing Satellite-2 (ERS-2) radar altimeter (RA) data using geostatistical interpolation. RA data have high along-track density, but gaps between tracks are several kilometers, depending on the observation mode; this requires interpolation. Because the ice-stream/ice-shelf system is of primary interest in glaciological investigations, in the first approach a variogram characteristic of the Lambert Glacier ice surface is used. The resultant map has low errors for the glacier and the ice shelf. To match the surface characteristics of different morphological units that constitute the Lambert Glacier/Amery Ice Shelf region, a second DEM is constructed as follows: We utilize RADARSAT synthetic aperture radar (SAR) data that were collected in 1997 during the first Antarctic Imaging Campaign and composed into a 125m backscatter-data mosaic by Jezek (1999) and we co-reference the 125m mosaic with the altimetry-derived DEM. The Lambert Glacier/Amery Ice Shelf area is then subdivided into several regions which are homogeneous with respect to characteristic surface-morphological properties identified in the SAR mosaic. For those regions, a problem-oriented complex kriging method known as kriging within strata is performed, and the resulting DEM is compared to the DEM that was derived from kriging without regional subdivision.

Zinc distribution in the main soil fractions and zinc accumulation in potatoes, maize, wheat and barley after different soil treatments (basic sludge rate, triple sludge rate, NPK, NPK + inorganic Zn) were investigated in a&nbsp;field experiment conducted at five localities of the Czech Republic (Červen&yacute; &Uacute;jezd, Hněvčeves, Humpolec, Lukavec, Suchdol) with different soil and climatic conditions. Three soil types were investigated in the experiment: clay-loamy Chernozems, loamy Luvisols, clay-loamy Luvisols and two loamy Cambisols. Sequential analyses provided an overview of soil Zn distribution in the following fractions: exchangeable, Fe-Mn oxide, organic and residual ones. The sludge and inorganic Zn addition supported Zn mobility growth and higher Zn retention in Fe-Mn oxides in all tested soils. The influence of the above-mentioned treatments on higher Zn association with soil organic compounds was not explicitly found. Potatoes, wheat and barley accumulated more Zn after its addition into the soils by sludge and inorganic salt. By contrast, Zn content in maize decreased with higher input of Zn into the soil. The highest Zn concentrations were usually observed in plants grown on both Cambisols.

Palava, Jarka and Vlasta was established in Červen&yacute; &Uacute;jezd (altitude405 m a.s.l., average year precipitation493 mm per year, average year temperature 7.6&deg;C, clay loam orthic luvisol) in the spring with a&nbsp;companion crop (spring wheat) in rows of a&nbsp;space of125 mm, sowing rate 16 kg/ha of germinable seeds in the year 1998. The stands were cut 3 times per year, the control variant was left without a&nbsp;treatment, the rest were cultivated with a&nbsp;spike or a&nbsp;vibration harrow before the beginning of the vegetation season and after the first cut. The numbers of plants and stems per m2&nbsp;and dry mass yields were measured. The results were evaluated by four-factor analysis of variance Anova and by regression analysis. The harrowing of the stands resulted in a&nbsp;significantly lower amount of plants per m2&nbsp;in the end of the fourth year by 23&ndash;29%, on average a&nbsp;lower number of stems per m2&nbsp;(by 13% using double cultivation per year with the vibration harrow). The dry mass yield was significantly influenced only with cv. Jarka (by 5&ndash;11% higher in the cultivated fields). The moderately or relatively strong relationship between the plants amount and the time was exponential.&nbsp;

The effect of sewage sludge application on three soils of different properties (Chernozems &ndash; location Suchdol, Luvisols &ndash; location Červen&yacute; &Uacute;jezd and Cambisols &ndash; location Humpolec) was investigated in pot experiment and the accumulation of Zn in above ground biomass of oat as well as availability of Zn released by 0.01 mol/l&nbsp;CaCl<sub>2</sub>&nbsp;was evaluated. Stabilised sewage sludge was obtained from three wastewater factories in Czech Republic. Sewage sludge has been preincubated with addition of limestone and lime (7% of Ca w/w of sludge dry solid) in aerobic and anaerobic conditions and tested in pot experiment. The highest Zn mobility reduction was found at Humpolec soil. Sludge amended by lime and limestone reduced available Zn content in this soil (at sludge III by 86% after limestone and by 71% after lime application). Considerable reduction of Zn in plant showed in Humpolec soil treated by sludge with lime (by 20% compared with soil treated by nonincubated sludge &ndash; control) and limestone (by 30% after anaerobic incubation compared to control). The positive incubation and treatment effect was not confirmed in the other soils. Available Zn in Humpolec soil showed the strongest correlation among all soils with total Zn content in plant (at aerobic treatment R<sup>2</sup> = 0.66 and at anaerobic R<sup>2</sup> = 0.83).

Abstract:
Coordinating and collecting satellite data of changing polar environments is one of the prime activities of International Polar Year (IPY) 2007–08 (Rapley et al. 2004). Within this framework, the requirements to obtain spaceborne snapshots of the Polar Regions and key high latitude processes have been prepared by the international cryospheric community under the auspices of the approved IPY project titled the Global Inter-agency IPY Polar Snapshot Year (GIIPSY). Earlier efforts in manoeuvring Radarsat-1 in a special mode provided radar images with a spatial resolution of 30 m over the entirety of Antarctica during September–October 1997 (Jezek et al. 1998). Limited to their altitude (AL), swath (SW) and pointing capability (PC), however, the operation of optical satellites with high-spatial-resolution sensors is generally restricted to certain latitudes. For example, Landsat (AL:705 km/SW:185 km/PC:0°) mission has been able to provide high-spatial-resolution optical imagery only to ~81°N to ~81°S since the 1980s. The coverage is now extended to ~86° by ASTER (AL:705 km/SW:60 km/PC:24°) (Kargel et al. 2005), but there has been no availability of space-borne optical image of the polar regions with a resolution equivalent or higher than Landsat type sensors with latitudes higher than 86°, until the successful operation of Formosat-2 (AL:891 km/SW:24 km/PC: ± 45° across and along track). Equipped with two-axes high torque reaction wheels, Formosat-2 is able to point not only to ± 45° across track, but also to ± 45° along track (Liu et al. 2007). Figure 1 shows the accessible areas (longer lines: along track ± 0°, across track ± 45°; shorter lines: along track ± 0°, across track ± 30°) and the corresponding ground tracks (solid curves) of Formosat-2 in the Polar Regions. Note that the accessible areas would be even greater if the pointing direction is also set to ± 45° along track. The detailed comparison of Formosat-2 with other similar sensors, including the multi-spectral bands and imaging repeat period, can be found in table I in Liu et al. (2007). To support IPY 2007–08, the National Space Organization (NSPO) of Taiwan launched a Polar Imaging Campaign (PIC) in March 2006. Up to September 2007, a total of 1 131 624 km2 in the North Polar Region and a total of 57 408 km2 in the South Polar Region had been imaged by Formosat-2. All Formosat-2 images taken during the NSPO PIC are available from the authors.

APRESENTAÇÃO Quando demos início ao trabalho da Revista da ESDM, há três anos, realizamos um esforço conjunto para elevar os temas do Direito Municipal a um patamar acadêmico destacado no cenário nacional. Dessa forma, conduzimos a Revista de modo que seja atrativa ao meio acadêmico do Stricto sensu e possa ser instrumento de debate qualificado na área do Direito Municipal, servindo a todos os Procuradores do Município do Brasil, em especial com o relato dos debates científicos dos que se dedicam à pesquisa em nível de mestrado e doutorado. Nesta linha de aprimoramento do conhecimento, é que apresentamos o número 6 da Revista da ESDM. Neste número 6 inserimos sete artigos livres que abordam diferentes temáticas, em uma perspectiva nacional e internacional, com conteúdos que congregam novas contribuições para o debate na área do Direito Municipal e áreas afins. Abre a edição o texto “Analisis económico del terrorismo”, no qual Paulo Roberto B. Oliveira aborda o tratamento jurídico dos marcos internacionais sobre a preocupação com o terrorismo e as consequências nos países que precisam se adaptar a esta violência, especialmente quando se realizam grandes eventos públicos. Francielly Aparecida Pinto Hoffmann e Romulo André Alegretti de Oliveira, no artigo “Aplicabilidade do instituto da guarda de animal de estimação em casos de litígio familiar”, abordam questões de direito civil (familiar) trazendo a discussão sobre a guarda de animais de estimação no momento da separação do casal, sendo reflexo da sociedade complexa que criou estruturas para discussão do tema. O entrelaçamento entre igualdade e tributação, especialmente no que se refere ao dever de pagar impostos, é analisado por Geórgia Teixeira Jezler Campello no artigo “Igualdade, Justiça e Tributação”, pelo estudo da igualdade, da sua relação com a justiça e os seus efeitos na tributação. Emerson de Lima Pinto, em “O ambiente do Constitucionalismo Social: a experiência original do México e seus reflexos depois de um século”, aborda o Constitucionalismo Social a partir da Constituição Mexicana por meio da interseção entre jurídico, político e histórico. Ainda nesta seção, com o texto “Poder de Polícia Ambiental”, Cíntia Schmidt procura mostrar como “o exercício do poder de polícia deve estar em consonância com o direito fundamental à boa administração pública e ao meio ambiente ecologicamente equilibrado”, na visão sistemática do “novo Direito Administrativo Ambiental”. Alejandra Pastorini, Ana Carolina Perdigão, Aparecida Tavares da Silva e Sara Izabeliza Moreira Lima, no artigo “Segurança para quem? Unidade de Polícia Pacificadora e gestão da pobreza”, apresentam reflexão importante para a concretização dos direitos sociais e do Estado Democrático de Direito, com base em pesquisa de campo que permite compreender a complexidade das políticas de segurança pública Fechando a seção, Gabriela M. Lema Icasuriaga, em “Territórios silenciados: segurança e controle numa cidade “pós olímpica”, discute a estratégia de segurança pública após a indicação da cidade do Rio de Janeiro para sede da Copa Mundial de Futebol em 2014 e dos Jogos Olímpicos de 2016, refletindo sobre a iniciativa pacificadora das favelas cariocas. Family relationships remain one of the most valuable and meaningful human experiences, within and outside of the military, and when loss or conflict occurs, this has profound effects on individuals and society. Furthermore, family support can influence occupational outcomes such as recruitment, retention, and military readiness. Family loyalty to the armed services can be transmitted intergenerationally and can influence public support for the military as an institution. The interplay between the family, the military, and broader society are considered throughout this special issue. This special edition on military families in Contemporary Military Challenges provides informative sociological perspectives on “military families” both in Slovenia and internationally. Each article tackles unique and significant issues related to military families and society. The lens of the socio-ecological model for risk and protective factor research, in combination with an implementation science approach and attention to contextual factors, is what is needed to move forward in supporting military families. Taken together, the articles in this special issue highlight the complexity and importance of military families and the related policy implications. In the field of family science, not enough attention has been given to the implementation of science research. To do this, one needs to consider both current and past policies and how they have affected families at different socio-ecological levels. As a basis for considering policies and research agendas, the historical context of the family and its relationship with the military in Slovenia and internationally is a good start (see article by Jelusic, Jeznic, & Juvan 2020). Research on military families in Slovenian Armed Forces is a relatively young field and of increasing importance given the changes in the last three decades, after becoming an all-voluntary force and the professionalization of the military. The authors detail the organizational and policy changes in Slovenia that have developed concurrently with military family research internationally and at home. The relevance of military families is now more widely recognized, yet barriers to the successful implementation of support programmes remain. The articles by Hess 2020, Jakopic 2020, and Kasearu et al. 2020 provide several examples of support programmes that can strengthen military families and bolster military family readiness. To achieve the best outcomes, the focus needs to not only be on the treatment of problems, but also on the primary prevention of risk factors and promotion of resilient families (e.g. through fostering high-quality intimate relationships). Promoting resilient families requires the provision of support at multiple levels of operation including psychological support, social care, legal counselling, and spiritual care. In addition to contextual perspectives and policy review, another fundamental part of military family research is identifying the risk and protective factors for socio-ecological outcomes through empirical research. Vuga 2020 provides an action plan for current research to identify factors at different socio-ecological levels that affect family behavioural health outcomes. The risk and protective factors which are most associated with outcomes in the Slovenian military context can be targeted in future programmes and policies. This public health based approach has been applied in other countries to inform military leaders about the needs of their armed forces. In our own work with the US military, we employed risk and protective factor models to identify unique modifiable factors in predicting behavioural and family health outcomes, which could be targeted in interventions at the individual, family, professional and community levels. Vuga and her colleagues’ expansion of the socio-ecological research model will be useful for the Slovenian Armed Forces and the results could be informative for other military organizations. Intervention derived from the risk and protective factor models from the MilFam project can then be tested in subsequent studies to ensure effective implementation and change in behavioural health outcomes. The MilFam project will serve as an important step in addressing the needs of military families in Slovenia. Several other relevant considerations for military sociological research are raised in the other articles, including cross-country differences, deployment challenges, and demographic changes impacting the concept of “military families”. The article by Kasearu et al. (2020) compares the concept of military families across three different countries. Whether families are seen as part of the military or separate, as is the case for some other professions, depends on how military service is defined in different countries. In some contexts, emphasis has been placed on policies for service members, and civilian family members are not considered. Although similar policies are common in many professions, there are certainly reasons unique to the military that suggest inclusive policies and programmes for civilian family members not only benefit military families but can also improve military preparedness. In the case of deployment, when policies are in place that do not support the significant other/spouse and children left behind it can lead to psychological distress, financial burdens, and impairment of family functioning. In the digital age, deployed service members are often well-informed about the problems at home and may become frustrated by the lack of policies in place to support military family members while they are deployed. Besides the challenges faced by separations, military families also face unique challenges related to being stationed abroad with their families. The importance of the infrastructure and network to provide informal and formal support for family members as they navigate a new environment is critical in these situations. This includes both tangible and emotional support for family members as they adjust to living in a foreign country. Housing, medical care, schooling, language, and job options for family members are some of the concerns facing families while abroad. Depending on the size of the military infrastructure abroad, these concerns may be supported internally through the military. However, in many cases, sufficient internal support infrastructures may not be available and agreements with host countries can fill some of these gaps. An added complexity is raised in the article by Švab (as well as in Jelušič et al. and Kasearu et al.), in that challenges facing military families not only depends on the military infrastructure and policies, but also on the family structure and dynamics. Jelušič et al. point out how the typical family of service members has evolved over time. Švab describes the dynamics of family structure across Slovenia and their interplay with military organizational needs. Family structure has changed significantly over the past few decades and this poses new challenges for military families. The changing family structures introduce diverse risks factors and areas to target with support programmes. The division of labour and family roles continues to evolve in Slovenia and internationally. There is a growing body of research that documents the relevance of gender and work division in the military context. Support for women service members with children varies from that of their male counterparts, and may require more targeted support programmes. In meeting the needs of diverse military family practices, attention to both formal and informal support networks in research and policy is necessary. Throughout this special issue, specific examples of programmes already offered to support military families are mentioned. It is important, however, that programmes are not just implemented, but that effective programmes are implemented with a sound base of empirical support for their implementation. One example of this is the PREP programme (Preparation and Relationship Enhancement/Education Programme), which is offered in several countries to support intimate partnerships among military couples. This programme has evidence to support its effectiveness in reducing relationship distress over time across numerous studies. This special issue makes it clear how important the military family is to effective professional functioning. Despite the clear importance of military families, they are often not supported sufficiently in various ways (e.g. through policies or evidence-based prevention offers). This not only influences professional outcomes such as job satisfaction, retention, days of missed work, and satisfaction with leadership, it also places families at risk of hardship and psychological distress. This in turn can cycle back into worse professional outcomes. Divorce/separations and living alone (i.e. social isolation) are associated with risks of depression and suicide, along with negative professional outcomes. Support programmes need to address changes in family structure that may be particularly stressful, as well as negative stressors that arise within family structures (e.g. family conflict and violence), which also, in turn, impact professional outcomes. This special issue draws attention to this cycle and will serve as a useful reference to generate further research studies and policies that will benefit the military and its families.

Članek podaja pregled organiziranega varstva presihajočih jezer Zgornje Pivke na podlagi predpisov s področja ohranjanja narave od konca šestdesetih let dvajsetega stoletja. Še posebej natančno pojasnjuje sedanje varstvo jezer na podlagi zakona o ohranjanju narave. Poleg varstvenih usmeritev za ohranjanje značilnih lastnosti jezer navaja nekatere z vidika varstva narave najprimernejše možnosti vključevanja območja presihajočih jezer v razvojne načrte. The article presents an overview on organized protection of the intermittent lakes in the Upper Pivka based on nature protection legislation starting from the late 1960s. It includes details on the present protection status of the lakes based on the Act on nature conservation (Zakon o ohranjanju … 2004). Besides protection guidelines to preserve the lakes characteristics some most appropriate possibilities to introduce this area into development plans are also discussed.

V prispevku je podan pregled trenutnega poznavanja favne kopenskih habitatov Pivških jezer. Doslej je bilo na območju ugotovljenih 20 vrst sesalcev in 127 vrst ptic. Od ptic jih 75 vrst tu tudi gnezdi. Izpostavljene so vrst evropske ohranitvene pozornosti kot so kosec, hribski škrjanec, podhujka in pisana penica. Pisana penica, poljski škrjanec, rjavi srakoper in velik strnad imajo na Pivških jezerih ene največjih gnezditvenih gostot v državi. Na območju Pivških jezer je bilo doslej ugotovljenih 8 vrst plazilcev in 9 vrst dvoživk. Večina vrst je uvrščena na rdeči seznam ogroženih živali. Metulji dnevniki so relativno dobro raziskani. Za območje je znanih 106 vrst kar znaša 57% vseh v Sloveniji živečih vrst metuljev. Tudi med metulji je veliko ogroženih in ranljivih vrst. Doslej je znanih prek 210 vrst hroščev. Ocenjeno je, da tu živi med 4000 do 6000 vrst hroščev. Veliko ogroženih vrst je vezanih na močvirne travnike jezer, suha kraška travišča ter kamnite griže. Za gozdove in grmišča je značilnih manj ogroženih vrst živali. Naravovarstveno so pomembni ostanki starih hrastovih gozdov. Na območju Pivških jezer je zaradi opuščanja človekove rabe opaziti hitro zaraščanje travišč, kar vodi v zmanjševanje biotske pestrosti. Poleg pravnega zavarovanja Pivških jezer je zato predlagano aktivno upravljanje, ohranjanje in usmerjanje ter spodbujanje dosedanje ekstenzivne kmetijske rabe. The paper gives an overview of the current knowledge of the fauna of the land habitats around the Pivka lakes. So far 20 mammal species and 127 bird species have been identified. Of the bird species, 75 also nest here. Special attention is paid to European conservation species such as the corn crake, woodlark, nightjar and barred warbler. The nesting density of the barred warbler, skylark, red-backed shrike and corn bunting at the Pivka lakes is among the highest in the country. In the area of the Pivka lakes 8 reptile species and 9 amphibian species have been identified. The majority of these species are on the Red List of Threatened Animals. The butterflies have been relatively well researched. 106 species have been identified in the area, which amounts to 57% of all species of butterflies living in Slovenia. Many of them are threatened and vulnerable species. To the present, 210 species of beetles have been identified, live here. Many of the threatened species are connected with the marshy grasslands of the lakes, dry karst grasslands and barren rocky outcrops. There are fewer threatened animal species in the forests and brush. The remains of old oak forests are scientifically important. Due to the abandonment of land use by humans in the area of the Pivka lakes we can observe the rapid overgrowth of pasturelands, which leads to decreased biodiversity. In addition to legal protection of the Pivka lakes it is therefore also recommend active management and conservation as well as preserving and encouragement of the formerly extensive farming practices.
