Abstract:
Despite debates about emotion artificial intelligence's (EAI) validity, legality, and social consequences, EAI is increasingly present in the high stakes context of hiring, with potential to shape the future of work and the workforce. The values laden in technology play a significant role in its societal impact. We conducted qualitative content analysis on the public-facing websites (N=229) of EAI hiring services. Labor law is recognized as one of the most protected worldwide, although it is also one of the most vulnerable due to the social challenges related to the right to equality for all people, regardless of their condition. In Ecuador, although the Constitution recognizes this right, it establishes specific guidelines for entry and permanence in the public sector, requiring merit-based and competitive examinations as the main requirement to guarantee job stability. However, there are hiring modalities that do not provide this stability. This study analyzes how people with disabilities who enter wi

Bureaucratic behavior in developing countries remains poorly understood. Why do some public servants—yet not others—work hard to deliver public services, misuse state resources, and/or participate in electoral mobilization? A classic answer comes from Weber: Bureaucratic structures shift behavior toward integrity, neutrality, and commitment to public service. Our study conducts the first survey experimental test of the effects of bureaucratic structures. It does so through a conjoint experiment with public servants in the Dominican Republic. Looking at merit examinations and job stability, we

Recent research highlights the benefits of internal hiring––filling a job by hiring a worker currently employed by the organization––and more than half of jobs are filled that way. Yet we know surprisingly little about the processes that facilitate the movement of workers across jobs within firms. I address this gap by first detailing the portfolio of internal hiring processes employed by large organizations, focusing on posting and slotting. Posting is a predominantly market-based process in which a manager posts an open job and invites interested candidates to apply, whereas slotting is a pr

As these positions often require different types of experience than traditional librarian positions, there is an increased interest in hiring professionals from outside the typical library and information science (LIS) pipeline. More broadly, there has also been an increased interest in academic libraries and higher education to incorporate the principles and practices of diversity, equity, inclusion, and accessibility (DEI&A) into their work. To do this, it elaborates on existing conceptualizations of employer engagement and links employer engagement to the aims of strengthening the ability of the disadvantaged unemployed to work. The analysis shows how employer engagement is not set and stable but continually created, developed and maintained at the street level – local employment services. Empirically, the
