Abstract:
This thesis analyses the contribution that the Joint Intelligence Committee (JIC) made to British policy concerning Germany (both West and East) during the early Cold War. The question of control over war-ravaged, but strategically significant Germany was critical to the security of Europe. As such, Germany and Berlin in particular, became the most important Cold War battleground in Europe. By combining recently released JIC archives with both existing research on intelligence, foreign and defence policy and records from the other government departments, this research adds to the understanding of one of the central themes of the Cold War. It reveals how ministers, senior officials and military officers made use of the assessmentps roduced by the JIC in formulating their policies towards Germany and the developing threat from the Soviet Union and its allies. This research takes a chronological approach, in order to trace both the development of policy and of the role of the JIC within central government. It explores the major crises of the period: the Soviet blockade of Berlin in 1948, the riots in East Berlin of June 1953 and the 1958-61 Berlin Crisis. Away from these crises, the thesis examines the picture that the JIC painted of Soviet intentions and capabilities in Eastern Germany and of the development of the two German nations. It also looks at the JIC's contribution to British attitudes towards German rearmament. The developing role of the intelligence apparatus, both within central government and in Germany is a major theme running through the thesis. By improving its sources, its product and its administration, the JIC ensured that it became an essential tool for successive governments, and within Whitehall, became the interface between intelligence and policy.

Abstract:
With the growth experienced in the Building Industry, it is increasingly important to have a contract document that can be used on projects that is reasonably acceptable to all parties concerned. The objective of the research was to determine the effectiveness of the Joint Building Contracts Committee Series 2000 Principal Building Agreement (JBCC 2000 PBA)(Edition 4.1, March 2005) currently used in the Building Industry. The literature reviewed and results of quantitative research amongst contractors formed the basis of this study. The study revealed that the JBCC 2000 PBA is the most favourable contract document used by contractors in the Building Industry. With the inclusion of a range of construction guarantee alternatives in the contract document in lieu of the retention clause, more than half of the respondents have indicated that they are in favour of a retention clause to be included in the contract document as an alternative security option. The study also showed that there are still areas of concern with regards to the difficulty in interpreting and implementing numerous clauses of the document and that amendments were made to the document without legal advice, resulting in disputes. The research further also revealed that developing building contractors experience difficulties in general where the JBCC 2000 PBA is used as contract document on projects. There also seems to be no balance of risk between the employer and contractor in most cases where this contract document is used. The research concluded with proposals on revisions to some clauses to ensure a better contract document that will be acceptable to all contractors in the Building Industry and ultimately to be an internationally acceptable document.

Abstract:
This research essay examines the emergence and development of the Joint Standing Committee on Foreign Affairs, Defence and Trade and its attempts to influence foreign policy. Established as the Joint Committee on Foreign Affairs in 1952, it was the first committee to have a specific portfolio alignment. The purpose of the committee was to ensure that a considerable number of parliamentarians could become informed about foreign affairs issues. The establishment of a committee for such a purpose was surprising in that proponents of parliamentary reform at that tune were strongly advocating that a comprehensive system of committees be created for the purposes of financial scrutiny of government expenditure and consideration of legislation. Against this background it is interesting that the new committee was not given - and indeed showed no intention of assuming - the role of scrutinising the activities of the Department of External (and later, Foreign) Affairs. It is also interesting that Prime Minister Robert Menzies instigated the committee despite the fact that the government - and particularly the Minister for External Affairs R G Casey - feared the committee might go beyond its terms of reference and attempt to exert influence on government policy. Consequently the government imposed severe restrictions on the committee's activities which resulted in the Opposition steadfastly refusing to participate in the work of the committee for 15 years. Once some of these restrictions were removed, the committee began to operate as a bipartisan committee in 1967 and promptly set about attempting to influence government policy in foreign affairs. Casey's worst fears were realised. Over the years the brief of the committee expanded into the areas of defence and trade. Eleven of the committee's reports address significant defence issues and since 1987 the committee has conducted extensive inquiries into trade matters. For the purposes of this research essay however I have focused on the development of the committee's interest and influence in the area of foreign affairs. Chapter One of this essay describes the background of parliamentary reform which resulted in the establishment of a comprehensive system of committees within the Australian Parliament. Against this background the emergence of the Joint Committee on Foreign Affairs is outlined in Chapter Two. Chapter Three identifies the major trends in the work of the committee while Chapter Four examines the influence and some of the mechanisms through which the committee has exerted pressure on foreign affairs policy. The conclusions of my research are addressed in Chapter Five. This research essay is based on an analysis of official committee documents which address foreign affairs issues from 1967 to the present. The major sources for the essay therefore are the reports of the committee, government responses to those reports and parliamentary debates. Other works consulted include academic journals and monographs. I have also gained numerous insights into the powers and limitations of committees through informal discussions with members of various committees and colleagues. To these people I am indebted for their thoughtful and provocative remarks. In particular I thank Professor John Halligan of the University of Canberra for his assistance and encouragement in bringing this research essay to its conclusion.

We introduce and study the class of egalitarian variants of committee scoring rules, where instead of summing up the scores that voters assign to committees---as is done in the utilitarian variants---the score of a committee is taken to be the lowest score assigned to it by any voter. We focus on five rules, which are egalitarian analogues of SNTV, the k-Borda rule, the Chamberlin--Courant rule, the Bloc rule, and the Pessimist rule. We establish their computational complexity, provide their initial axiomatic study, and perform experiments to represent the action of these rules graphically.
