Abstract:
This thesis is focused on the subsidies that flow to the Czech Republic from the EU budget. The text describes the mechanism by which funds from the EU budget financial resources go to the Czech Republic. In my thesis I also bring an overview of funds and operational programmes that can be used for project financing in a current programming period. The key issue is reporting (monitoring - according to the terminology used in the field of EU funds). The second issue is assurance or audit. Since the entire area of subsidies is constantly evolving (and in the case of the Czech republic it is a relatively "new matter"), there is still a big number of training workshops and information that would support quality and "correct" management of these resources. These activities will support the recipients in completing of monitoring reports.

Abstract:
Since software and hardware is well available for automated text analysis and since a large data that describes real projects submitted to grant program is opened up, there is a possibility to follow phenomena of behavioral economics and psycholinguistics which evidence particularities in textual descriptions may be statistically associated with a reader's behavior or with a reader's decision-taking, which, in this case, involves an influence on final allocation of grant funds. The thesis uses forenamed areas as a starting-point and also employs quantitative indicators from the field of forensic linguistics in order to perform a computer-aided quantitative text analysis. The main goal is to evaluate from correlation perspective, if there in real operational programmes were present any associable relationships between the quantitative features of a proposed project's textual description and the amount of grant allocated to a project. The thesis is divided into four chapters, where it introduces basis, describes analyzed data and used methods, comments on made analyses and found relations, and all the performed research is summarized and evaluated in the last chapter.

In the first part of the theoretical section of the diploma work the structural politics between years 2000 and 2006 is defined, specifically it concentrates on European fund of regional development, the conditions of the utilization as well as its part in the development of small and medium enterprises in the Czech Republic. Furthermore, the proceedings that can be used by SME are analyzed as well as their orientation. Finally I limited and described the chosen area within the Czech Republic, namely the Central Bohemia. The practical part deals with those measures of OPIE and JROP that are related to this area. Then, a brief view on existing realization and results of programmes OPIE and JROP is introduced, the determination date being 14th January 2007 - approximately two years after the first appeal for submitting of proposals. Subsequently I evaluated the chances to utilize funds of projects within operational programme that meet the EFRD criteria. Based on the results I rated the performance of SME{\crq}s in the Central Bohemia. For describing the existing situation, the descriptive method was mainly used, whereas the analysis of available informational sources and following synthesis of results was done by analytic-synthetic method.

Abstract:
The subject of my diploma work is the {\clqq}EU Structural Funds and priorities of financing South Bohemian Region``. The thesis are focused on the South Bohemian Region and its unused potential and primary objectives that need to be targeted and that could be funded from actual programme period 2007 - 2013. Obtaining these financial sources should lead to further developement of the region as a whole and finaly improve the life of the South Bohemian citizens. The theoretical part of the thesis define the basis and main purpose of the economic policy and social cohesion in its entire context. Programme tools that can help to implement projects supporting the development a strengthening the competitiveness of the region are further defined. The aim of this study is to evaluate the possibilities that the South Bohemian Region can use for obtaining financial sources from structural funds alocated by the EU for the Czech Republic on individual priorities, which were evaluated as important and were stated in the basic, medium-term document - Regional Development Programme (PRK). The evaluation shows that the South Bohemian Region in its basic document (PRK) has defined a priority, which corresponds with the intentions of the European Community, which can be documented by the fact that especially in these areas European Union intend to provide its help. This is a good chance for the Region to fulfill the strategic goals and measures of the region. These goals are met largely through thematic operational programs that are available in current programming period and that correspond with the area of the financial support in the Czech Republic. Solving environmet problems can be given as good example how the EU funds are used. It was confirmed that priority issues can be successfully financed from the operational program for selected areas of environment according to priority axes. Programs in the total volume of 50,6 milliards CZK have already been approved for Czech Republic, 4 milliards CZK were allocated to the South Bohemian Region., It is apparent that the proportion is equivalent to the size of the region. Sufficient use of European financial sources significantly helps to fulfil the goals of the Regional Development Programme.
