The University of Calgary's Faculty of Medicine and the Calgary Regional Health Authority understand that telehealth is an evolving field requiring both academic enquiry and operational readiness. Both parties are committed to quality educational programmes — the Faculty through its commitment to excellence and the Authority with its charge to maintain and enhance such programmes. There are shared applications, multi-learner user groups, shared strategies to overcome distances and shared infrastructure—technologies, communication pathways and resources. Having embarked on a joint telelearning venture, we have learned a number of lessons. Central to progress has been an appreciation and respect for unique mandates, a spirit of trust and flexibility, an agreement on a set of principles, ongoing communication between and participation from the users and, at times, redirection. Questions being answered include the following. How well is this collaborative model working? How functional is it at this time of health reform and restructuring? Can one meet complementary telelearning goals within a faculty–health authority relationship? These all have implications for future success.

Abstract:
The sea and inland hinterland of Baltic Europe form a unique macro-regional unit. Strong collaboration links, and competition in the Baltic Sea region, are an inherent feature of the region from the beginning of its civilization development. Since 2004, the Baltic Sea has become an internal sea of the European Union. This fact no doubt strengthened the cooperation of the countries in the region. In many spheres, these ties take the form of networking. The EU Strategy for the Baltic Sea Region is an important stimulus for further integrations. The objective of the article is to identify changing trends and the structural transformation in the Baltic integration process instigated by the implementation of this strategy. The document contains common goals, which strengthen cooperation and draw on the Baltic Sea potential. Three main pillars are outlined in the Strategy: marine protection, better interconnection of the region and growing prosperity. The essence of cooperation involves joint development plans on various levels: governmental, regional and local with the participation of research institutions, regional cooperation infrastructure, operational programmes, as well as the private sector. Political stabilisation and economic development may transform, in a longer time span, the emerging transnational Baltic Europe into a new economic and cultural European centre. The choice of research methodology applied in the study derives from the nature of collected data, i.e. literature regarding scientific accomplishments in the Baltic cooperation, analysis of working documents and reports drawn up by public institutions, the European Commission, and EU national and regional strategic documents.

Abstract:
Ice albedo feedback amplifies climate change signals and thus affects the global climate. Global long-term records on sea-ice albedo are important to characterize the regional or global energy budget. As the successor of MODIS (Moderate Resolution Imaging Spectroradiometer), VIIRS (Visible Infrared Imaging Radiometer Suite) started its observation from October 2011 on S-NPP (Suomi National Polar-orbiting Partnership). It has improved upon the capabilities of the operational Advanced Very High Resolution Radiometer (AVHRR) and provides observation continuity with MODIS. We used a direct estimation algorithm to produce a VIIRS sea-ice albedo (VSIA) product, which will be operational in the National Oceanic and Atmospheric Administration’s (NOAA) S-NPP Data Exploration (NDE) version of the VIIRS albedo product. The algorithm is developed from the angular bin regression method to simulate the sea-ice surface bidirectional reflectance distribution function (BRDF) from physical models, which can represent different sea-ice types and vary mixing fractions among snow, ice, and seawater. We compared the VSIA with six years of ground measurements at 30 automatic weather stations from the Programme for Monitoring of the Greenland Ice Sheet (PROMICE) and the Greenland Climate Network (GC-NET) as a proxy for sea-ice albedo. The results show that the VSIA product highly agreed with the station measurements with low bias (about 0.03) and low root mean square error (RMSE) (about 0.07) considering the Joint Polar Satellite System (JPSS) requirement is 0.05 and 0.08 at 4 km scale, respectively. We also evaluated the VSIA using two datasets of field measured sea-ice albedo from previous field campaigns. The comparisons suggest that VSIA generally matches the magnitude of the ground measurements, with a bias of 0.09 between the instantaneous albedos in the central Arctic and a bias of 0.077 between the daily mean albedos near Alaska. The discrepancy is mainly due to the scale difference at both spatial and temporal dimensions and the limited sample size. The VSIA data will serve for weather prediction applications and climate model calibrations. Combined with the historical observations from MODIS, current S-NPP VIIRS, and NOAA-20 VIIRS observations, VSIA will dramatically contribute to providing high-accuracy routine sea-ice albedo products and irreplaceable records for monitoring the long-term sea-ice albedo for climate research.

The IOSC and other triennial-series conferences are great opportunities to share knowledge and learn of new developments from our peers in the response community. But with such high societal expectations in the post-Macondo world it is now incumbent upon all stakeholders to use every available platform to ensure we are all working on the same page. The wide range of measures and actions demanded by industry work groups such as the API and the OGP/IPIECA Joint Industry Projects on Oil Spill Response needs to be shared effectively with a broad church of organisations which may have direct responsibilities arising from these programmes. Other organisations such as governmental bodies, academia, the oil industry, and OSROs may need to be consulted or simply informed of technical enhancements in the oil spill world. With this in mind Oil Spill Response Ltd. (OSRL) re-launched the Industry Technical Advisory Committee (ITAC) in 2012 with the aim of providing the platform to bring together a broad group of invited stakeholders to share knowledge and good practice in the (non-commercial) spirit of enhancing response. ITAC now convenes a face-to-face meeting every year at different regional locations which reflect its global membership. All participation is self-funded and the hosting and the minor administration costs are borne by OSRL. The agenda is typically shaped by the members and will include a round-up of the many of the industry-funded R&D projects being undertaken by research institutions and relevant universities. The two-day meeting will typically include a social event, recognising that some of the most effective networking occurs informally in the margins of the formal programme. For OSRL there is an added benefit from facilitating and hosting these meetings through integrating many of its own “grass-roots” operational responders into the very heart of the technical debate which shapes the response community. This interface not only helps the individual responders develop their own network of contacts of technical expertise but more generally can influence the strategic technical direction of the company as a whole. This poster illustrates the stakeholder mapping supporting the current model under which ITAC operates, graphically depicting the different relationships between the constituent parts of the response community from the perspective of OSRL. It shows the various linkages and flow of information to and from the various parties as the impacts of the post-Macondo technical revolution are communicated and disseminated to the wider response community.

In the following paper the authors provide an analysis of the possibility of implementing by the State Forests National Forest Holding (PGL LP) a multifunctional, sustainable forest management based on the principles of environmental protection, co-financed from EU funds and national programs in the 2007–2013 funding perspective. The following national programs were taken into account: Regional Operational Programmes, Infrastructure and Environment Operational Programme, Rural Development Programme, European Territorial Cooperation Programme. The programmes were analysed to the extent where the State Forests units (Forest Districts, Regional Directorates of National Forest, State Forests of National Forest) were beneficiaries of financial funds. The analysis of the use of funds by the State Forests units, accompanied by a general statement and selected projects was performed. The issues related to direct payments in the study were not taken into account.

In the frame of Action 2.1. “Sustainable urban transport” of the II Priority Axis of the Eastern Poland 2014-2020 Operational Programme, the community of Kielce submitted two applications of investment projects of the total value of 295 mln PLN, 220 mln out Submissions of the total amount are going to be covered by programme funds. The main aim of submitted projects is to support complex investments in ecological and integrated public transportation system. Eastern Poland Operational Programme includes five voivodeships in the area of Eastern Poland macroregion : lubelskie, podkarpackie, podlaskie, świętokrzyskie i warmińsko-mazurskie. As an additional territorial instrument of financial support, programme is oriented on complementing implementation of regional and national operational programmes. Programme is also based on the main aims and priorities of “The Strategy of Social and Economic Development of Eastern Poland to 2020” approved by the Council of Ministers in Poland on 11th of July 2013 and is one of the instruments of strategy implementation..

Abstract:
This article aims to assess the effects of the implementation of infrastructural investments within the Regional Operational Programme for the Podkarpackie Province for the years 2007-2013. The article was prepared based on the examination method of documents that included the Regional Operational Programme for the Podkarpackie Province for the years 2007-2013, the Annual Report (for 2014) and Periodical Report (for the second half of 2015) on the implementation of the Programme, Monitor Regionalny, The report – the situation at the end of July 2015. The conducted analysis shows that most assumed material project indicators, i.e. output and result indicators, were achieved. As a result of the implementation of the Programme 924 km of regional roads were modernized, 76 km of regional roads were built, 107 units of municipal transport fleet were purchased and modernized, a 58 km broadband network was built, 13 406 entities have gained access to the broadband Internet, 157 units of fire engines were purchased within the projects in the field of the protection against forest fires and other threats, 190 369 persons were connected to the water supply network, 78 343 persons were connected to the sewage system, 59 educational facilities were modernized, 20 lifelong learning schools were supported, 26 health care centres were modernized, 19 social welfare institutions were modernized, and 40 sports and leisure facilities were built. It is worth noting that by the end of July 2015, projects using all available allocation of funds were contracted and the beneficiaries of the Programme were paid more than 94% of the funds within the available allocation, which puts the Podkarpackie Province on the third place on the background of the country. Training activities are mainly addressed to National Meteorological and Hydrological Services of Partner-Countries and/or to other Specialized Centers in the frame of Cooperation Programmes promoted by the Italian Ministry of Foreign Affairs mainly in favour of the Less Developing Countries (LDC) of World Meteorological Organisation (WMO) Regional Association I (Africa). The Institute, as a branch of the WMO-Regional Meteorological Training Centre for Region VI (Europe), organizes also international training courses of high-level in Meteorology, Climatology and Remote Sensing applied to environment and agriculture fields. Moreover, considering the increasing evolution of the GIS functions for meteorological information users, IBIMET has promoted in 2005 the EU COST Action 719 Summer School on "GIS applications in meteorology and climatology''. Mid-term evaluation of grant programmes always aims to assess the efficiency of programme implementation. An important aspect of assessing efficiency is the lead times of the application mechanisms. A detailed and objective analysis of lead times may set the scenes for an in-depth evaluation of the relevant entities in the application process in terms of capacity,competences or the process itself. The Bulgarian regional operational programme (OPRD) and the Maltese ESF operational programme (OPII) mid-term evaluations offer an opportunity to see application of this method on the ground with a view on results and comparisons. This article attempts to provide an overview on lead time analysis, being a simple but powerful tool for evaluation with great benefits and also great potential pitfalls in terms of use and interpretation.

Abstract The aim of the research paper was to analyse the distribution of education support financed by the European Union. We focused on the evaluation of the regional distribution of the primary education support within the less developed NUTS 2 regions in Slovakia which were eligible to receive a support through two selected political measures. Particularly, we analysed the Regional Operational Programme, particularly the Measure 1.1 Education Infrastructure that was aimed at modernizing the primary school buildings and equipment. On the other hand we examined also the Operational Programme Education, particularly its measure 1.1 Transformation of traditional to modern school that was focused on the modernization of content of education process. The analysis pointed out the main differences between the mentioned two support measures. It was also showed the territorial distribution of these EU funds at the NUTS 2 level, regional level and at the levels of particular districts and supported municipalities. These results were confronted with a selected indicator of development, through which the fulfilment of the principle of territorial concentration was examined.

Abstract:
The paper presents results of study aimed at assessing an absorption of European Union funds intended for investments in renewable energy in the Lubelskie province. Source of the data was the Department of Regional Operational Programme in the Marshal’s Office for Lubelskie province in Lublin and the Department of Euro­pean Funds in Ministry of Energy. With the funds from the Regional Operational Programme of the Lubelskie province and the Rural Development Programme (3.2.1) over 34 thousand renewable energy installations with capacity of 189,2 MWt and 4,1 MWe, were build. Most of them were solar collectors (95.8%), biomass boilers (2.3%) and photovoltaic panels (1.9%). Such significant share of solar energy projects proves the hypothesis of the Renewable Energy Development Program for the Lubelskie province that it is possible for the Lubelskie region to become a national leader in the use of solar energy for the production of heat and electricity. As a result of implemented projects the consumption of conventional fuels in rural areas dropped by around 4% per year, what is equal to the energy value of 19 thousand tons of bituminous coal. Furthermore, actions taken with the help of above mentioned programs resulted in a reduction of CO2 emissions by around 1,7 thousand tons of primary greenhouse gas, dust and other pollutants.

Abstract Within the previous programming period, the Operational Programme Enterprise and Innovation represented the main tool of the EU cohesion policy in the Czech Republic for the support of businesses in manufacturing and related services. The article analyses sectoral structure of realised projects and financial subsidy allocated through the programme at the level of Czech regions. A significant part of branches strongly represented by realised projects in particular regions belongs at the same time to branches considerably concentrated within the same regions. Nevertheless, besides these regionally traditional branches of manufacturing industry and related services, a number of other branches were identified with an above-average representation on projects or financial subsidy within particular regions. In the last part of the text, results of the sectoral structure analysis are looked at from the perspective of smart specialisation areas which form a binding support framework for the area of entrepreneurship, innovation and research in the current programming period. Certain continuity in the importance for regional economies can be noticed in the case of many traditional regional industries - their position strengthened by the investment in the last programming period has been confirmed by inclusion of these branches into the list of smart specialisation areas for the current programming period.

Human papillomaviruses (HPV) are the most common type of sexually transmitted infection in men but also related to high-risk cancers. This article considers the epidemiology of HPV in the male military population, the UK vaccination programme and the current UK Joint Committee on Vaccination and Immunisation recommendations. Military men may not benefit from HPV herd immunity and may have a different risk profile; vaccination may in turn reduce the operational burden of HPV-related disease within this population. Military men may benefit from a targeted vaccination programme, and the paper calls for urgent consideration of approaches that could protect them from acquiring HPV.

Scaling of projects from inception to establishment within the healthcare system is rarely formally reported. The Victorian Stroke Telemedicine (VST) programme provided a very useful opportunity to describe how rural hospitals in Victoria were able to access a network of Melbourne-based neurologists via telemedicine. The VST programme was initially piloted at one site in 2010 and has gradually expanded as a state-wide regional service operating with 16 hospitals in 2017. The aim of this paper is to summarise the factors that facilitated the state-wide transition of the VST programme. A naturalistic case-study was used and data were obtained from programme documents, e.g. minutes of governance committees, including the steering committee, the management committee and six working groups; operational and evaluation documentation, interviews and research field-notes taken by project staff. Thematic analysis was undertaken, with results presented in narrative form to provide a summary of the lived experience of developing and scaling the VST programme. The main success factors were attaining funding from various sources, identifying a clinical need and evidence-based solution, engaging stakeholders and facilitating co-design, including embedding the programme within policy, iterative evaluation including performing financial sustainability modelling, and conducting dissemination activities of the interim results, including promotion of early successes.

ABSTRACTNottingham is one of 23 local authorities designated as ‘programme authorities’ under the Inner Urban Areas Act 1978. Between 1983 and 1985 the authors carried out research into the formulation of inner city policy, its application to the Radford area in particular and the opinions of residents there about its impact. Interviews with a wide range of those involved with policy including local authority officers and members and representatives of the police, the health authority and regional Department of the Environment (DoE) revealed considerable institutional and political barriers to a joint inner city strategy in a shire district, even where the same party holds political control. Structures set up to liaise are cordial but clumsy, slow and very much removed from daily service delivery. As elsewhere, the local authorities are critical of lack of central government commitment to this part of the Urban Programme, but nevertheless work well with regional DoE. Paradoxically, however, despite their criticisms of a lack of central funds and of inappropriate spatial and other parameters, the local authority and health authority respondents are anxious for the Programme to continue as it provides both the resources and the justification for innovatory and redistributive projects which would otherwise have been financially and politically impossible.

Increasing concern over the deterioration of the Mediterranean sea as a result of increasing pollution by untreated sewage and industrial wastes, agricultural pesticides and fertilizers and oil discharges, led to a series of meetings between 1970 and 1974, and finally to the UNEP-sponsored Mediterranean Action Plan, adopted by governments of the region in 1975 and ongoing since that time. The legal component of the Plan includes a framework Convention and four protocols; the environmental assessment component (the MED POL programme) consists of national pollution monitoring programmes, and research projects conducted by Mediterranean institutions; the environmental management component consists of the Blue Plan (a prospective study combining socio-economic development with environmental preservation) and the Priority Actions Programme (a series of sub-region sectoral projects in defined areas). The Plan has been financed by Mediterranean States since 1979, and is managed by UNEP with the cooperation of other competent UN Agencies. During the last ten years, activities undertaken have improved knowledge of the state of pollution of the Mediterranean sea, and facilitated joint regional action in the form of preventive and control measures.

Jsou však regiony připraveny využít nabízenou příležitost, mají dostatečné lidské zdroje na obsazení vzniklých pracovních míst novými výzkumníky a jsou místní ekonomiky schopny chytit se lana spleteného z evropských peněz a posunout se díky novým výzkumným infrastrukturám blíže znalostně založené ekonomice? První krok nutně podmiňuje ty další. Detailní pohled na dosavadní vývoj regionální zaměstnanosti ve VaV ukazuje, že v některých krajích nejsou v příslušném vědním oboru přítomny dostatečné lidské zdroje pro obsazení vznikajících center novými zaměstnanci, a hrozí tak částečné oslabení tohoto impulzu formálním přesunem stávajících výzkumníků z jedné instituce do druhé. V porovnávání se stávající strukturou zdrojů mateřských institucí se navíc ukazují jako neúměrně vysoké odhady podílu smluvního výzkumu a zahraničních grantů u budovaných center. Snížení některého z těchto zdrojů může mít za následek výrazné utlumení činnosti centra, neboť státní rozpočet nebude pravděpodobně schopný tento výpadek kompenzovat.

The important part of the increase of regional potential is the farming of the land fund. The economic conditions for its utilisation have been already prepared. They are based especially on the drawing of funds of the European Union, namely for the period after the accession of the Czech Republic to the European Union and for the years 2007–2013. The measures concerning the land are included in the prepared programme documentation, especially in the Horizontal Rural Development Plan (HRDP) and in the Operational Programme “Agriculture”. The farmers will obtain the direct payment per area (SAPS) in addition to supports on foregoing measures. The requirements for environment-friendly farming of land will be increased in the future. The economic conditions for next period will concentrate on these priorities. It will concern the securing of public benefit contributing to the sustainable development of rural areas. The project assurance of these trends and their regional monitoring and evaluation will be important.

The conditions essential to the development of such a culture have been established and tested in terms of goals, cognitive tools and operational factors, and these are discussed and analysed in this paper. These factors were applied to a joint programme undertaken in Mexico by the Department of Education of the National Commission for Energy Efficiency and the General Direction of Technological and Industrial Education under the Ministry of Education. After describing this programme and assessing the results, the author concludes with more general remarks concerning the planning, development and evaluation of educational projects in the context of technology efficiency.

Abstract Since the late 1980s, the UK Civil Aviation Authority (CAA) has been leading a programme of research aimed at improving the safety of offshore helicopter operations. The motivation for this initiative came from a major joint CAA/Industry review of helicopter airworthiness, commissioned in 1982. This study led to a number of research projects and other reviews which, in turn, led to further research projects. A total of over 20 projects have been undertaken covering airworthiness and operational issues, and covering helicopters and helidecks. This programme of work has been jointly funded and monitored by the UK CAA-run Helicopter Safety Research Management Committee (HSRMC). This paper provides a top-level summary of current activities on the seven main ‘live’ research projects.

We determined the prevalence and nature of joint programmes.MethodsWe sent an online survey to 125 paediatric cardiac surgeons in the United States in November, 2009 querying the past or present existence of a joint programme, its mission, structure, function, and perceived success.ResultsA total of 65 surgeon responses from 65 institutions met the criteria for inclusion. Of the 65 institutions, 22 currently or previously conducted a joint programme. Compared with primary institutions, partner institutions were less often children's hospitals (p = 0.0004), had fewer paediatric beds (p = 0.005), and performed fewer cardiac cases (p = 0.03). Approximately 47% of partner hospitals performed fewer than 50 cases per year. The median distance range between hospitals was 41–60 miles, ranging from 5 to 1000 miles. Approximately 54% of partner hospitals had no surgeon working primarily on-site, and 31% of the programmes conducted joint conferences. Approximately 67% of the programmes limited the complexity of cases at the partner hospital, and 83% of the programmes had formal contracts between hospitals. Of the six programmes whose main mission was to increase referrals to the primary hospital, three were felt to have failed. Of the nine programmes whose mission was to increase regional quality, eight were felt to be successful.ConclusionJoint programmes in paediatric cardiac surgery are common but are heterogeneous in structure and function. Programmes whose mission is to improve the quality of regional care seem more likely to succeed. Joint programmes may be a practical alternative to regionalisation to achieve better outcomes.

Abstract Resilience has in recent decades been introduced as a term describing a new perspective within the domains of disaster management and safety management. Several theoretical interpretations and definitions of the essence of resilience have been proposed, but less work has described how to operationalise resilience and implement the concept within organisations. This case study describes the implementation of a set of general resilience management guidelines for critical infrastructure within a Swedish Regional Medical Command and Control Team. The case study demonstrates how domain-independent guidelines can be contextualised and introduced at an operational level, through a comprehensive capability development programme. It also demonstrates how a set of conceptual and reflective tools consisting of educational, training and exercise sessions of increasing complexity and realism can be used to move from high-level guidelines to practice. The experience from the case study demonstrates the value of combining (1) developmental learning of practitioners’ cognitive skills through resilience-oriented reflection and interaction with dynamic complex open-ended problems; (2) contextualisation of generic guidelines as a basis for operational methodological support in the operational environment; and (3) the use of simulation-based training as part of a capability development programme with increasing complexity and realism across mixed educational, training and exercise sessions. As an actual example of a resilience implementation effort in a disaster medicine management organisation, the study contributes to the body of knowledge regarding how to implement the concept of resilience in operational practice.

The analysis of detailed information was performed using inductive inference. Results: None of the applicants under Priority Axis III. Tourism and culture development ROPPV 2007- 2013 decided to exercise their right regarding the use of the judicial stage of the appeal procedure. Conclusions: It is impossible to clearly determine the degree of effectiveness of the appeal procedure concerning the process of application for the co-financing of tourism projects under the ROPPV 2007- 2013 because the mechanism of verification of the correctness of projects’ assessment was not applied in its full extent.

The Ministry of Finance released the Synergy Program (Joint Program) in 2017, where one of the subprograms is a Joint Analysis between the Directorate General of Tax and Customs. Joint Analysis is intended to optimize state revenue, tax compliance and can be developed by other subprograms. The implementation of Joint Analysis can encompass non-compliant importers and exporters and close the tax avoidance gap by shifting the location of activities or company domiciles between regions of Indonesia. The purpose of this study is to analyze the enabling factors in implementing a joint analysis policy between the Directorate General of Tax and Customs. This study adopts the positivism paradigm with qualitative methods. Primary data sources were obtained through in-depth interviews with selected informants. The results showed that political support and commitment from the leadership were quite good, but equal treatment at the Regional Office level was still a chore to complete. The legal regulations are complete and clear enough to accommodate the implementation of the program even though the technical operational standards at the Regional Office level are not yet rigid. Resources and governance are quite good although it requires time for the joint team to learn about business processes. Understanding between parties is considered quite good with the growing development of trust and joint commitment to secure state revenue. Communication between joint teams is done practically and flexibly, data exchange can be by email or WhatsApp group. The use of data analytics applications is also quite effective even though it has not yet reached all Regional Offices.

After the disastrous flood events of June 2013 in the German Elbe and Danube catchments, the German government together with the federal states decided on the joint elaboration of a nationwide flood protection programme (NHWSP, 2015-2027+). Within the frame of this programme, the government supports the realization of large-scale retention measures for the improvement of supra-regional flood prevention. For scientific monitoring, the Federal Institute of Hydrology (BfG) was mandated to conduct a two-part preparatory ad hoc study (2014-2015) and a subsequent research project (2015-2019) evaluating the collective impact of the planned retention measures on flooding processes and flood peak reduction in the Danube, Elbe, and Rhine basins. Findings from the ad hoc study provided the government with first elements of evidence for taking its decision on the elaboration of the NHWSP programme, and supported the development of a modelling strategy for the accompanying research project. By using extensive sets of hydrodynamic models, the research project takes into account the complex interrelations between supra-regional flood formation, flooding process, and retention control concepts when evaluating flood reduction on catchment level. It is expected to technically substantiate the government's NHWSP programme by refining the criteria for identification and prioritization of measures.

Marine integration with the Navy contributes to meeting vital U.S. naval operational requirements, especially when organized as a Joint Force Maritime Component Command (JFMCC) in the Black Sea against Russian threats. The global operating model addresses integration across escalating levels of competition and conflict called contact, blunt, and surge layers. In the contact layer, Marine integration allows the JFMCC to maintain regional access, assure allies, and counter expanding Russian influence. In the blunt layer, Marine integration supports the JFMCC’s operational objectives of denying Russian sea control and freedom of movement. Finally, in the surge layer, a Navy and Marine integrated JFMCC gains a greater ability to project power against a robust antiaccess and area-denial network and decisively defeat Russian aggression. This article contends that naval integration is also an important component of defense against Russian expansion in the Black Sea region.

IntroductionDespite favourable results from structured face-to-face treatment of osteoarthritis (OA) in Sweden through the Better management of patients with OsteoArthritis (BOA) initiative, only around 20% of people with knee or hip OA receive the primary treatment recommended by international guidelines (ie, information, exercise, weight management). In 2014, a digital treatment programme named Joint Academy was introduced in Sweden, based on the same concept as the face-to-face BOA programme. In line with BOA, Joint Academy follows national and international guidelines and best practice for OA treatment. Results from observational studies suggest that this digital treatment is a valuable alternative to the traditional treatment approach and can positively impact patients’ function and pain. However, conclusions from such studies commonly suggest that more rigorous testing is necessary to ascertain the benefits of digital treatment delivery for people with OA.Methods and analysisA randomised clinical trial will be performed, comparing regular face-to-face care according to BOA with the digital version, Joint Academy. A total of 270 participants with clinically diagnosed knee OA will be recruited at primary care centres and randomised to either standard treatment (BOA) for 3 months, or the experimental group (digital intervention programme). Both groups will receive educational sessions and exercises yet with a difference in programme deliverance. The objective of the trial is to evaluate the effectiveness of the online treatment programme, in comparison with BOA. The two treatment groups will be compared with respect to the number of repetitions of the 30 s chair stand test at 3, 6 and 12 months, using a mixed model repeated measures analysis of variance.Ethics and disseminationEthical approval has been attained from the Regional Board of Ethics in Lund, Sweden (Dnr 2017/719). ABSTRACT The Caspian Sea and Black Sea regions have witnessed a growth in oil exploration, production and transportation activities, over a period of more than 15 years. Significant quantities of Caspian Sea region crude oil are shipped via Black Sea ports to markets in Europe. This development of the oil and shipping industries has brought a focus on ensuring an appropriate level of oil spill preparedness. Working under the umbrella of the ‘Global Initiative’ (GI) programme, the international community continues to support governments' efforts to build and implement national and regional systems to ensure effective response to major incidents. Recent progress in the Caspian Sea is described, notably the signing in 2011 by the five countries surrounding the Caspian Sea (the littoral States) of a regional agreement for co-operation in case of major oil spills - the so-called ‘Aktau Protocol’ to the Framework Convention for the Protection of the Marine Environment of the Caspian Sea (“Tehran Convention”). This Protocol is expected to enter into force in 2014 and will provide the legal basis for co-operation between the countries. A regional plan under the Protocol is in final draft and will provide the operational tool for implementation of regional cooperation and coordination procedures. The draft regional plan will be described, including its alignment to the International Convention on Oil Pollution Preparedness, Response and Cooperation (OPRC) and the promotion of integrated response between governments and industry. National oil spill contingency plans provide the fundamental building blocks for the regional co-operation mechanism. Information will be presented on the recent developments concerning two national plans in the Caspian Sea, i.e. Azerbaijan and Kazakhstan. The role of international organizations and the oil industry in supporting the respective government's development of these plans and the opportunities available to assist their implementation is discussed. The on-going biennial Black Sea regional exercise activity is used to illustrate how such a programme facilitates and encourages sustainable oil spill preparedness at the regional level. Information will be presented concerning the 2011 exercise, the key lessons learned and potential developments of the exercise programme in the future.

The algorithm has been developed and optimized via eight different experiments where the results from different model setups have been tested against measurements from the EMEP (European Monitoring and Evaluation Programme) network covering a half-year period, April–September 1999. The best performing setup of the data assimilation algorithm for surface ozone concentrations has been found, including the combination of determining the covariances using the Hollingsworth method, varying the correlation length according to the number of adjacent observation stations and applying the assimilation routine at three successive hours during the morning. Improvements in the correlation coefficient in the range of 0.1 to 0.21 between the results from the reference and the optimal configuration of the data assimilation algorithm, were found. The data assimilation algorithm will in the future be used in the operational THOR integrated air pollution forecast system, which includes the DEOM.

BackgroundReducing costs while increasing or maintaining quality is crucial to delivering high value care.ObjectiveTo assess the impact of a hospital value-based management programme on cost and quality.DesignTime series analysis of non-psychiatric, non-rehabilitation, non-newborn patients discharged between 1 September 2011 and 31 December 2017 from a US urban, academic medical centre.InterventionNYU Langone Health instituted an institution-wide programme in April 2014 to increase value of healthcare, defined as health outcomes achieved per dollar spent. Key features included joint clinical and operational leadership; granular and transparent cost accounting; dedicated project support staff; information technology support; and a departmental shared savings programme.MeasurementsChange in variable direct costs; secondary outcomes included changes in length of stay, readmission and in-hospital mortality.ResultsThe programme chartered 74 projects targeting opportunities in supply chain management (eg, surgical trays), operational efficiency (eg, discharge optimisation), care of outlier patients (eg, those at end of life) and resource utilisation (eg, blood management). The study cohort included 160 434 hospitalisations. Adjusted variable costs decreased 7.7% over the study period. Admissions with medical diagnosis related groups (DRG) declined an average 0.20% per month relative to baseline. Admissions with surgical DRGs had an early increase in costs of 2.7% followed by 0.37% decrease in costs per month. Mean expense per hospitalisation improved from 13% above median for teaching hospitals to 2% above median. Length of stay decreased by 0.25% per month relative to prior trends (95% CI −0.34 to 0.17): approximately half a day by the end of the study period. There were no significant changes in 30-day same-hospital readmission or in-hospital mortality. Estimated institutional savings after intervention costs were approximately $53.9 million.LimitationsObservational analysis.ConclusionA systematic programme to increase healthcare value by lowering the cost of care without compromising quality is achievable and sustainable over several years.

BCTHN distributes naloxone to the five regional health authorities of BC.ParticipantsFocus groups and key informant interviews were conducted with 18 stakeholders, including BC Centre for Disease Control staff, urban and rural site coordinators, and harm reduction coordinators from the five regional health authorities across BC.Primary and secondary outcome measuresTake Home Naloxone (THN) programme activity, qualitative themes and lessons learnt were identified.ResultsIn 2016, BCTHN responded to a 20-fold increase in demand of naloxone kits and added over 300 distribution sites. Weekly numbers of overdose events and overdose deaths were correlated with increases in THN kits ordered the following week, during 2013–2017. Challenges elicited include forecasting demand, operational logistics, financial, manpower and policy constraints. Facilitators included outsourcing kit production, implementing standing orders and policy changes in naloxone scheduling, which allowed for easier hiring of staff, reduced paperwork and expanded client access.ConclusionFor THN programmes preparing for potential increases in naloxone demand, we recommend creating an online database, implementing standing orders and developing online training resources for standardised knowledge translation to site staff and clients.

Aims To monitor the performance of services for developmental dysplasia of the hip (DDH) in Northern Ireland and identify potential improvements to enhance quality of service and plan for the future. Methods This was a prospective observational study, involving all infants treated for DDH between 2011 and 2017. Children underwent clinical assessment and radiological investigation as per the regional surveillance policy. The regional radiology data was interrogated to quantify the use of ultrasound and ionizing radiation for this population. Results Evidence-based changes were made to the Northern Ireland screening programme, including an increase in ultrasound scanning capacity and expansion of nurse-led screening clinics. The number of infant hip ultrasound scans increased from 4,788 in 2011, to approximately 7,000 in 2013 and subsequent years. The number of hip radiographs on infants of less than one year of age fell from 7,381 to 2,208 per year. There was a modest increase in the treatment rate from 10.9 to 14.3 per 1,000 live births but there was a significant reduction in the number of closed hip reductions. The incidence of infants diagnosed with DDH after one year of age was 0.30 per 1,000 live births over the entire period. Conclusion Improving compliance with the regional infant hip screening protocols led to reduction in operative procedures and reduced the number of pelvic radiographs of infants. The South Pole air shower experiment (SPASE), a joint Bartol Research Institute and Leeds University project, has been operational since the austral summer of 1987/88. It is a cosmic ray telescope searching for cosmic gamma rays at energies up to 1000 TeV. Although it has a relatively small area (6800 m2), it is situated at an altitude of 2800 m and has a 24 hour coverage, making it very competitive. The angular resolution of 0.°8 at 200 TeV is state-of-the-art in gamma ray astronomy. The astronomical programme includes searches for gamma ray sources, searches for anisotropy in the cosmic ray sky and measuring the energy spectrum over the range 1014-1016 eV.

Finland's northern location presents operational and logistical challenges to effective oil spill response operation in the wintertime as the northern parts of the Baltic Sea are covered by ice almost every winter. In Finland the Regional Rescue Services (RRS) are responsible for near shore spill response and shoreline cleanup operations. To improve their cold weather response capability four coastal RRS initiated a joint project to develop a shoreline cold weather response plan. This project called WinterSOKO (A32372) focuses on the response options applicable in cold conditions and the spill response logistics on snow- and ice-covered shorelines and near shore waters. This paper presents the logistical approach used in the project. Optimal combination of marine and land based logistical support is a key success factor as the cold weather response requires a holistic management of multiple response strategies with variable conditions in the spill site.

The European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT) Polar System is the European contribution to the European–U.S. operational polar meteorological satellite system (Initial Joint Polar System). It serves the midmorning (a.m.) orbit 0930 Local Solar Time (LST) descending node. The EUMETSAT satellites of this new polar system are the Meteorological Operational Satellite (Metop) satellites, jointly developed with ESA. Three Metop satellites are foreseen for at least 14 years of operation from 2006 onward and will support operational meteorology and climate monitoring. The Metop Programme includes the development of some instruments, such as the Global Ozone Monitoring Experiment, Advanced Scatterometer, and the Global Navigation Satellite System (GNSS) Receiver for Atmospheric Sounding, which are advanced instruments of recent successful research missions. Core components of the Metop payload, common with the payload on the U.S. satellites, are the Advanced Very High Resolution Radiometer and the Advanced Television Infrared Observation Satellite (TIROS) Operational Vertical Sounder (ATOVS) package, composed of the High Resolution Infrared Radiation Sounder (HIRS), Advanced Microwave Sounding Unit A (AMSU-A), and Microwave Humidity Sounder (MHS). They provide continuity to the NOAA-K, -L, -M satellite series (in orbit known as NOAA-15, -16 and -17). MHS is a EUMETSAT development and replaces the AMSU-B instrument in the ATOVS suite. The Infrared Atmospheric Sounding Interferometer (IASI) instrument, developed by the Centre National d'Etudes Spatiales, provides hyperspectral resolution infrared sounding capabilities and represents new technology in operational satellite remote sensing.

Abstract The aim of this paper was to review and evaluate drafts of forest policy documents that have been developed for the purpose of updating the Polish “National Forest Policy” of 1997, but never entered into force. A total of 14 documents were covered in this analysis including 13 Regional Operational Programmes of the National Forest Policy and the draft of the National Forest Programme (NFP) developed in 2000–2005, as well as nearly 300 recommendations for the “second” NFP, elaborated in 2012–2016. Very soon after the “National Forest Policy” came into force, it turned out that it needed to be adjusted to changing legal, social and economic conditions. The first attempts to revise and amend the document were made already in 2000. As a result, until 2004, 17 Regional Operational Programmes of the National Forestry Policy were developed and, on that basis, until mid-2005 a draft for a new NFP was worked out. However, the draft was neither adopted nor did it ever enter into force. The second attempt to work out the NFP was made in 2012 and resulted in the development of nearly 300 recommendations to the programme. However, to date, the NFP itself has not been finished. Most of the documents examined here refer to the current priorities of the European forest policy, and thus they would close gaps in the Polish “National Forest Policy”. In this context, the recommendations to the “second” NFP are of great importance, because they were prepared through a wide participation of various stakeholders and they refer to a wide range of problems, propose specific legal regulations, as well as indicate directions for further development of the Polish forest sector. However, the completion of the NFP is a matter of political decision that rests with the Council of Ministers.

Analysis of regional accident records shows that a country’s national road safety programme does not have the same effect in each of its regions. What may be a serious problem in one region may be of marginal significance in another. Polish and international experience shows that main risk groups and types of accidents related to the level of development and quality of the road network differ from region to region. The conclusion is that a centrally run road safety policy does not always produce the expected outcomes. This suggests that more can be achieved with a combination of strategic (national) road safety management and tactical (regional) and operational (local) road safety efforts. Poland’s regional road safety programmes were found to lack an analysis of the effects of selected factors on safety or fatality forecast based on mathematical models. This calls for a scientific tool to support regional road safety management. The article uses the example of the region of Łódź to present the main road safety problems, analyse safety based on risk assessment, present the effects of selected factors on road user safety and forecast fatalities for different scenarios of treatments.

Due to regional and economic shift toward China and India, this sector is facing numerous problems. Only thirteen large-scale automotive organizations are operational by creating collaboration among them many issues can be resolved. Supply chain collaboration has dogged the performance in various industries and in various regions. The aim of this study is to explore the potential benefits of supply chain collaboration toward achieving operational performance.Design/methodology/approach: This is an empirical investigation conducting among supply chain department of automotive industries in Pakistan. Data were collected from 232 members of the supply chain that include suppliers, manufacturers, and distributors. Factor analysis and multiple regressions through SPSS have been used for data analysis.Findings: The finding of this study reveals that two supply chain management approaches information sharing (IS), joint decision making (JDM) significantly effect, while Electronic Data Interchange (EDI) does not have a significant effect on operational performance.Research limitations: This study consists only three approaches, next study should include more approaches. Secondly, this study is limited to the automotive sector. Practical implications: [This study will help the managers of the automotive industry in making their operation smooth by applying information sharing, joint decision making, and electronic data interchange.Originality/value: First novelty of this study is the implementation of supply chain collaboration for developing country especially for Pakistan. Secondly, this study seed collaboration as communication and include all aspects of communication like formal communication, informal communication.

The study evaluates the processes of regional income convergence in Poland. This problem is considered from the angle of the key development gaps separating the regions of Eastern Poland from other more economically developed regions of the country. The EU Structural Funds allocated significant resources in 2004-2014 to re-duce these gaps, including under the Operational Programme Development of Eastern Poland (OP DEP 2007-2013), specially designed for this purpose. It was shown that there has been significant progress in reducing de-velopment gaps during the period in question, including in relation to: expenditure on R&D in relation to GDP, economic activity of the population and the development of road infrastructure. Progress in this area would not be possible without the support of EU funds. Even though the scope and scale of positive changes prevented regional convergence, they contributed to inhibiting the processes of further income polarization between regions.

High quality gastrointestinal (GI) endoscopy improves patient care. Raising standards in endoscopy improves diagnostic accuracy, management of pathology and ultimately improves outcomes. Historical identification of significant variation in colonoscopy quality led to the development of the Joint Advisory Group (JAG) on GI Endoscopy, the Global Rating Scale (GRS), JAG Endoscopy Training System (JETS) training and certification. These measures led to major improvements in UK endoscopy but significant variation in practice still exists. To improve quality further the British Society of Gastroenterology Endoscopy Quality Improvement (EQIP) has been established with the aim of raising quality and reducing variation in the quality of UK endoscopy. A multifaceted approach to quality improvement (QI) will be undertaken and is described in this manuscript. Upper GI EQIP will support adoption of standards alongside regional upskilling courses. Lower GI EQIP will focus on supporting endoscopists to achieve current standards alongside approaches to reducing postcolonoscopy colorectal cancer rates. Endoscopic retrograde cholangiopancreatography EQIP will adopt a regional approach of using local data to support network-based QI. Newer areas of endoscopy practice such as small bowel endoscopy and endoscopic ultrasound will focus on identifying key performance indicators as well as standardising training and accreditation pathways. EQIP will also support QI in management of GI bleeding as well as standardising the approach to new techniques and technologies. Where evidence is lacking, approaches to gather new evidence and support the translation into clinical practice will be supported.

Through an active administration approach, the Local Living Security Commission (LLSC) has provided relief to protect the poor strata and reinforce the distribution of entitlements. However, the absence of a system to monitor operational performance makes it difficult to manage it efficiently. The purpose of this study is to find ways to strengthen and efficiently operate the functions of the LLSC through priority analysis of its operation. To this end, the analytic hierarchy process (AHP) was conducted based on the results of the focus group interview to derive priorities for the operation of the LLSC. The variables used in the AHP analysis included regional conditions, operational performance, organizational method, and network. The result of the analysis revealed, first, that the performance of the committee has increased due to a joint evaluation or verification survey conducted at the end of each year, second, that the creation of a budget for the organization and the operation of an independent LLSC is necessary, and third, that operational performance is the most important, followed by organizational method, network, and regional conditions. Therefore, a system for monitoring performance should be established to improve the operation performance of the LLSC. Additionally, it is necessary to establish an independent LLSC and secure the budget for each city and county. It should be possible to provide feedback on operations through regular priority analysis.

Abstract This paper assesses firm-level effects of the single largest investment subsidy programme in Germany. The analysis considers grants allocated to firms in East German regions over the period 2007 to 2013 under the regional policy scheme Joint Task ‘Improving Regional Economic Structures’ (GRW). We apply a coarsened exact matching (CEM) in combination with a fixed effects difference-in-differences (FEDiD) estimator to identify the effects of programme participation on the treated firms. For the assessment, we use administrative data from the Federal Statistical Office and the Offices of the Länder to demonstrate that this administrative database offers a huge potential for evidence-based policy advice. The results suggest that investment subsidies have a positive impact on different dimensions of firm development, but do not affect overall firm competitiveness. We find positive short- and medium-run effects on firm employment. The effects on firm turnover remain significant and positive only in the medium-run. Gross fixed capital formation responses positively to GRW funding only during the mean implementation period of the projects but becomes insignificant afterwards. Finally, the effect of GRW-funding on labour productivity remains insignificant throughout the whole period of analysis.

This study presents a setup of the wind wave forecasting model WAM working over the Baltic Sea in operational mode. The work is a part of the PROZA project financed from the Polish Innovative Economy Programme and the European Regional Development Fund. The modelling results are verified against observations recorded with a directional waverider buoy. The results of the validation studies are presented in this paper. The agreement between the modelled and observed wave data obtained was quite a good. The model setup is part of the system allowing for operational decision-making based on atmospheric and sea conditions. In the next stage of the project we are seeking for improvement of the modelling accuracy by taking into account wave-current interactions. To this end a new version of POM with embedded wave sub-model has been implemented. Based on cross-comparisons against observed waverider buoy data and the results obtained with WAM, some adjustments of the parameters controlling the coupled circulation-wave POM were applied. They are presented and discussed in this study.
