Abstract:

Background & Problem discussion: Recently, there has been an increased interest in topics such as immigrant entrepreneurship. Considering that most of the research until now is done in America with American examples, it would be beneficial if such results are verified or refuted in other countries as well, such as Sweden (Brundin, Bögenhold and Sundin, 2001). Overall, businesses ran by immigrant entrepreneurs are creating job opportunities and encouraging Europe’s economy, even though exposed to limited immigration policies and unpleasant public opinion (Halkias et al., 2007). Immigrant entrepreneurs are not a new phenomenon in Sweden and according to Hammarstedt (2004) immigrant self-employment compared to native small-businesses has increased throughout the years, and therefore an important role in the integration of immigrants was made possible by the self-employment sector as a source of employment.

Rather than that, most of the research done in this topic by many researchers has been focused in factors triggering immigrant entrepreneurs to start a business, but less researchers were focused in understanding the challenges they face and strategies they adopt in order to survive.

Purpose: The purpose of this thesis is to identify challenges that immigrant entrepreneurs face while starting and running their businesses and analyze how they are interrelated and how do immigrant entrepreneurs cope with them in the setting of a medium-sized town in Sweden. Jönköping as a medium sized town in Sweden is our context.

Theoretical framework: The literature used in this study covers studies conducted in different context such as: American, European and Swedish. The conducted studies involve case studies in different context done with immigrant entrepreneurs are mainly about the challenges they face and the strategies they adopt as solutions to those challenges. Such theory helped us identify common challenges among immigrant entrepreneurs. Nevertheless, considering that the existing literature does not explicitly discuss the role of the context (metropolitan, large city, medium-sized town, small (rural town), local community etc), we have to inquire especially into that and use our own data to build a supplementary theory.

Method: The method used in this study is a qualitative approach but also with some minor elements of a quantitative approach (the use of the questionnaire during the interviews asked from the respondents to rank the challenges and therefore helped to find out the most significant challenge among them). Considering that generally our study followed a qualitative approach, we have conducted ‘face-to-face’ interviews. There were eight semi-structured interviews. All of the interviews were tape recorded.

Conclusion: The findings of this study showed that challenges faced by our respondents were: start-up finance, finance for growth, access to markets, lack of language skills, lack of marketing/sales skills, lack of management skills, access to technology, lack of education, lack of visitors to Jönköping, maintaining customers, Swede’s negative views on immigrant businesses, awareness of food among customers, and competition. However, the four most significant challenges among them were: access to markets, start-up finance, lack of language skills and finance for growth.

Besides that the findings show that the strategies that are adopted by immigrant entrepreneurs that we interviewed include the following: use of personal savings, use of personal networks, bank loan, enter low market barriers, scanning the market beforehand, asking help from their customers about language barriers or taking a language course before starting, among others.

The findings showed that the context is important to a great extent but besides context, in order for the immigrant venture to occur it matters to a great extent, who the individual entrepreneur is and what business idea he/she develops. In addition, they are key factors contributing not only to the immigrant venture occurrence, but also to the success of the business.

Abstract:
Syftet med denna studie var att se om samverkansavtalet mellan Vetlanda kommun och Polismyndigheten i Jönköpings län har lett till en minskad brottslighet. Genom granskning av statistik visade utvärderingen att samverkan mellan kommun och polis är en central brottspreventiv åtgärd. Rent generellt har totalt antal brott i Vetlanda kommun minskat, men inte inom de tre av fyra huvudområden som fokusen låg på.
The purpose of this study was to evaluate the cooperation agreement between Vetlanda municipality and the police in Jönköping to see if it has led to a reduction in crime. Through different statistical examinations the evaluation shows that cooperation between Vetlanda municipality and the police in Jönköping is an important arrangement for crime prevention. Overall the total number of crimes in Vetlanda municipality has decreased, but not in the three of four main areas we have focused on.

Abstract:

The issue of unemployment among immigrants in Sweden started from 1980s when a large amount of immigrants had no access to the labour market (Sördersten, 2004). Many foreign born citizens who could not find any jobs have to live on social welfare. Some of them have found a way to solve their unemployment by becoming self-employed. In 2003, Swedish Integration Board reported that the proportion of self-employment in Sweden was 7.4 percent. This proportion was higher among foreign-born (8.8 percent) compared to native Swedes (7.3 percent).

It is of great academic interest for our group to conduct research on immigrant’s business entry decisions. This thesis specifically focuses on identifying and understanding the factors that influence immigrants’ decision to start up their business. This research was conducted in Jönköping municipality by doing a case study on nine ethnic entrepreneurs who come from Non-EU countries, namely: China, Iraq, Iran, Lebanon, Nigeria, Sri Lanka, Uganda and Vietnam.

Many studies have been carried out on the topic of ethnic entrepreneurship by researchers such as Waldinger et al. (1990), Basu (1998), Curran and Blackburn (1993), Najib (1999) and Ram (1994). Previous studies will be treated in this thesis as a source of evidence and theoretical framework.

Qualitative method was used in this thesis. Case study is particularly chosen as the most appropriate tool in qualitative method to conduct this specific research. In order to obtain information for this case study, semi-structured interview with guideline questions was used. Nine cases including: five restaurants, one clothing store, one cosmetic shop, one assembling company and one carpet shop were selected in this study.

The results of this study showed that, the factors that motivated ethnic entrepreneurs’ decision to start their own business were: selective immigration, entrepreneurial traits, blocked mobility, opportunity recognition, level of education, desire for independence and autonomy, financial betterment, business background and previous business experience, business culture values, interests and hobbies.

However, opportunity recognition, level of education, desire for independence and autonomy and financial betterment were the factors that played a significant role in immigrant business decision making process.

The result also shows that positive (pull) factors outweighed negative (push) factors in immigrants’ decision to enter self-employment.

One alternative to unemployment is to become self-employed. It is highly possible that self-employment will lead to lower unemployment among immigrants (Hammarstedt, 2001). It should be in interest of the Swedish government to support self-employment since it will contribute to the growth of the Swedish economy.

This thesis may be of interest to Jönköping municipality and other governmental organizations as well as policy makers. It might help them to improve the integration level of immigrants into Swedish society, unemployment level or encourage self-employment by understanding the factors affecting immigrants to start up their own businesses.

Abstract:
Abstract Purpose: This work presents Internet of Things or IoT in facility management; operation and maintenance. One of the many functions of IoT is making “smart” building components, which can communicate when they break and can be controlled from a distance. Today there are many articles on how you can use IoT in buildings but not as many on how you can use it in operation and maintenance of real estates. Therefore, the aim of this thesis is to investigate the possibilities of IoT in facility management; operation and maintenance work. This is investigated by the questions: (1) How can IoT be used in the facility management; operation andmaintenance work? (2) What are the savings in terms of workhours that can be made by using IoT in facility management; operation and maintenance work? (3) What is the attitude to IoT in the facility management industry? Method: The main strategy for this thesis is a case study in the facility section of the municipality in Jönköping. Approaches include interviews with IoT-consultants and employers at the facility section, document analysis of the workhours for different tasks of a operation technician and a literature study. Findings: The first question is answered by that IoT can be used for almost everything because of the huge amount of sensor types and that new ones are constantly in the making. You can also make unique IoT systems which contributes to the flexibility.The limits today are costs and finding value in the collected data. The second question is answered by that saving possibilities exists. Calculations are made based on attitudes from respondents and what they think are possible savings.This results in savings of about 13 000 workhours/year out of 30 000 workhours/year which equals 40 %. The third question is answered by that both employers at the facility section and IoT-consultants find IoT in facility management interesting. Of the different work-categories, it is interesting to mention that the most positive are the real estate managers and the maintenance engineers and the least positive are the operation technicians. Implications: Conclusions made are that the possibilities of IoT in facility management; operation and maintenance are many. In the future, a lot of savings of workhours can be made by using IoT. Since interest in IoT exists at the facility-section future studies should explore the costs of different IoT-systems. If the municipality of Jönköping chooses to implement IoT in their facilities they can become a role model for other facility managers. Limitations: The limitations in this work are the different costs of IoT-products and how the IoT-systems are built. The work tasks investigated include only supervision-tasks.
Sammanfattning Syfte: Detta arbete behandlar Internet of Things eller IoT inom drift och underhåll i förvaltningsskedet. IoT handlar bl.a. om “smarta” byggnadskomponenter som kan meddela när de går sönder samt att man kan styra dessa på avstånd. Det finns många tidigare undersökningar kring hur man kan använda IoT i byggnader men inte särskilt många undersökningar på hur detta kan användas inom just drift och underhållsarbetet med fastigheter. Därför är målet med detta arbete att utreda möjligheterna till användning av Internet of Things inom drift och underhåll i förvaltningsskedet. Som i sin tur bryts ner i frågeställningarna: (1) Vilka användningsområden finns det för Internet of Things inom fastighetsförvaltning, avseende drift och underhåll? (2) Vilka besparingar i form av arbetstid skulle man kunna åstadkomma genom att tillämpa Internet of Things inom fastighetsförvaltning, avseende drift och underhåll? (3) Hur ser inställningen ut för tillämpning av Internet of Things i förvaltningsbranschen? Metod: Huvudstrategin för detta arbete är en Fallstudie på Fastighetsavdelningen, Jönköpings kommun. Tillvägagångssättet består av intervjuer med IoT-konsulter och med anställda på fastighetsavdelningen, dokumentanalys av enhetstider för olika arbetsuppgifter för drifttekniker i Jönköpings kommun samt litteraturstudie. Resultat: Den första frågeställningen besvaras att det mesta är möjligt med IoT då det finns en enorm mängd olika sensorer och det produceras ständigt nya sensortyper. Man kan även skräddarsy IoT-lösningar vilket bidrar till flexibiliteten i systemen. Det som sätter gränser för IoT i dagsläget är ekonomin samt att hitta värde i insamlade data. Frågeställning två visar att besparingsmöjligheter finns. Beräkningar är baserade på attityder hos respondenterna och vad de anser är rimliga besparingspotential. Detta resulterar i en besparing på ca 13 000 arbetstimmar/år av 30 000 arbetstimmar/år vilket är lika med 40 %. Den tredje frågeställningen ger resultatet att inställningen för att implementera IoT till arbetsuppgifter är överlag positiv hos både anställda på fastighetsavdelningen och IoT-konsulter. Av de olika yrkeskategorierna är det intressant att nämna att störst intresse ligger hos förvaltare och underhållsingenjörer och minst hos drifttekniker. Konsekvenser: Slutsatser dras att IoT kan effektivisera arbetet med drift och underhåll i förvaltningsskedet. Man kan komma att spara in mycket arbetstid genom att använda IoT. Eftersom intresse finns hos avdelningen borde man undersöka vidare vilka kostnader systemet kan komma att kosta om man skulle börja utrusta fastigheterna med sensorer etc. Vid en eventuell implementering kan Jönköpings kommun bli en förebild för andra förvaltare och hamna i framkant i teknikutvecklingen. Begränsningar: Avgränsningarna i detta arbete är kostnader för IoT-produkter och hur systemen i detalj är uppbyggda. De arbetsuppgifter som undersöks i detta arbete är tillsynsuppgifter.

Abstract:
Studiens ämne handlar om förståelsen av risk under en hälsokris utifrån lokal riskkommunikation. Covid-19-pandemin utgör en stor hälsorisk för människor över hela världen. Tidigare forskning visar att riskkommunikation behöver nå och påverka människor så att de kan skydda sig själva mot de pågående riskerna. Därför är det viktigt att studera hur människor uppfattat riskerna med covid-19 från deras lokala kommunikatörer.  Syftet med studien är att undersöka hur studenter på eftergymnasial nivå i Jönköpings kommun förstod riskerna med covid-19 och avsåg att agera utifrån sin riskförståelse, utifrån Jönköpings kommuns riskkommunikation under våren 2020. Den specifika perioden som studeras är mellan 15 mars och 19 juni 2020. För att uppnå studiens syfte har fyra fokusgruppsintervjuer med studenter på eftergymnasial nivå i Jönköpings kommun genomförts och analyserats med en teoribaserad tematisk metod. Det teoretiska ramverket som använts för den tematiska analysen består av Uses and Gratifications Theory, Protection Motivation Theory och Theory of Planned Behavior.  Resultaten av studien visar att studenterna uppfattade riskerna med covid-19 som allvarliga, men att de inte haft avsikten att fullt ut ändra sina beteenden för att undvika riskerna. Deras riskförståelse berodde däremot inte på kommunikation från Jönköpings kommun, eftersom få av studenterna hade tagit del av deras kommunikation under våren 2020. Istället hade de använt källor som Folkhälsomyndigheten och nyhetssidor. Dessutom upplevde studenterna kommunikationen från kommunen som oseriös och bristfällig gällande viktig information. Resultaten visar att studenterna upplevde Jönköpings kommuns kommunikation om beteendeförändringar för att undvika risker som vag och svår att förstå, vilket inte bidrog till deras avsikt att ändra beteende
The subject matter of this study is risk perception during a health crisis based on local risk communication. The covid-19-pandemic is a mayor health crisis for citizens all over the world. Prior science has shown that risk communication needs to reach and affect citizens so they can protect themselves from the ongoing risks. Therefore, it is important to study how citizens have perceived the risks of covid-19 from their local communicators.    The purpose of this study is to examine how students on a post-gymnasium level in Jönköping municipality understood the risks of covid-19 and intended to act upon their perception of the risks based on the risk communication from Jönköping municipality, during the spring of 2020. The specific period examined is between the 15th of March and the 19th of June 2020. In order to achieve the aim, four focus group interviews with students on a post-gymnasium level in Jönköping have been conducted and analyzed through theoretically based thematic analysis. The theoretical framework used for the analysis of the focus group interviews consists of the Uses and Gratifications Theory, Protection Motivation Theory and Theory of Planned Behavior.  The results of the study show that the students perceived the risks of covid-19 as severe, but that they did not intend to fully change their behavior in order to avoid the risks. However, their risk perception was not based on the communication from Jönköping municipality since very few of them had seen their communication during the spring of 2020. Instead, they used sources like the national health authority and news channels. Additionally, the students found the communication from the municipality to be too lighthearted and lacking in vital information. The results show that the students found the municipality’s’ communication about behavioral change as vague and difficult to understand, which didn’t have an impact on their intention to behavioral change.

Abstract:
Purpose: Vacation house,a part of Sweden ́s history that decreases annually, mainly because existing vacation houses are being extended and permanented and few new ones are being built. One reason why many vacation houses are permanented is that the detailed development plan for the area is insufficient or missing to maintain the area as a vacation house area. In addition to the detailed development plan there is other legislation that is followed at building permits. For vacations houses there is no regulation in the legislation which causes difficulties for building permit management for individuals and authorities. The aim of the survey is to gather material with the aim to establish a definition of vacation houses into the legislation. Method: The survey is conducted as a qualitative study with semi-structured interviews with nearby municipalities building permit departments, equal in size as Jönköping's municipality and with smaller municipalities. The material from the semi-structured interviews was compared and strengthened with document analysis from previous research. The document analysis has reviewed previous researches, studies, judiciary, books and detailed development plans. Findings: The result shows that a definition of vacation houses should be legislated in Plan- och bygglagen and can be applied by Boverket’s building regulations with a clearer explanation of vacation houses. To give municipalities common ground to emanate from to preserve the nature of vacations house areas. How the vacations house areas should be designed and how their design can be preserved is most suitable in the detail development plan. It is in the detail development plan the area of a vacation home can be limited. If the area of the vacation homes is limited, the survey show that it will result in that fewer vacation homes are permanentized as the conveniences which permanent homes require will not fit. Implications: The results of the survey can be used to give municipalities an understanding of how building permits of vacation houses ́ are currently handled by other municipalities. The study contributes with improvement proposals for detailed development plan in the municipality of Jönköping. The conclusion of the result is that a more comprehensive study should be conducted to include municipalities throughout Sweden to ultimately lead to a joint definition for vacation houses.Limitations: The result is based on interviews with six municipalities and document analysis. A more comprehensive survey can interview more municipalities throughout Sweden to obtain a more generalized result, as well as to include authorities such as county administrative boards and Boverket. In a more comprehensive survey, more methods can be used as observations for better understanding of building permit handling of vacation homes and surveys to be able to reach out to all municipalities in Sweden.
Syfte: Fritidshusen, en del av Sveriges historia som minskar årligen, främst på grund av att befintliga fritidshus byggs till och permanentas samt att det byggs få nya. En anledning till att många fritidshus permanentas är att detaljplanen för ett område är otillräcklig eller saknas för att behålla området som ett fritidshusområde. Förutom detaljplan är det övrig lagstiftning som följs vid bygglov. För fritidshus saknas en definition i lagstiftningen vilket medför svårigheter för bygglovhantering för privatpersoner och myndigheter. Syftet med studien är att ta fram material som kan utnyttjas för att införa en definition av fritidshus i lagstiftning. Metod: Undersökningen genomförs som en kvalitativ studie med semi-strukturerade intervjuer med närliggande kommuners bygglovsavdelningar, både i jämnstorlek med Jönköpings kommun och med mindre kommuner. Materialet från de semi-strukturerade intervjuerna bearbetades sedan genom att jämföras och stärkas med litteraturstudie från tidigare forskning. Litteraturstudien har granskat tidigare undersökningar, studier, domar, böcker och detaljplaner. Resultat: Resultatet visar att en definition utav fritidshus bör lagstiftas i plan- och bygglagen och kan tillämpas av Boverket med en tydligare förklaring till fritidshus. Detta för att ge kommuner en grund att utgå ifrån för att bevara fritidshusområdens karaktär. Hur fritidshusområden ska utformas och hur dess karaktär kan behållas görs lämpligast i detaljplaner. Det är även i detaljplanen ytan kan begränsas för ett fritidshus. Begränsas ytan för ett fritidshus visar undersökningen att färre fritidshus kommer permanentas då de bekvämligheter en permanentbostad bör ha inte kommer att rymmas. Konsekvenser: Undersökningens resultat kan användas för att ge kommuner förståelse för hur bygglov av fritidshus hanteras i dagsläget av andra kommuner. Studien bidrar med förbättringsförslag för detaljplaner i Jönköpings kommun. Slutsatsen av resultatet är att en mer omfattande studie bör genomföras för att inkludera kommuner inom hela Sverige för att i slutändan utmynna till en gemensam definition för fritidshus. Begränsningar: Resultatet är baserat på intervjuer med sex kommuner och litteraturstudier. En mer omfattande undersökning kan intervjua fler kommuner över hela Sverige för att få ett mer generaliserbart resultat, samt att inkludera myndigheter som länsstyrelser och Boverket. I en mer omfattande undersökning kan fler metoder tillämpas som observationer för bättre förståelse av bygglovshantering av fritidshus och enkäter för att nå ut till alla kommuner i Sverige.

Abstract:
Purpose: In today's society, several municipalities in Sweden are working towards theintegration of their citizens in order to include them in the future planning of the citiesand regions. Sveriges Kommuner och Landsting (SKL), conducted a survey calledMedborgarundersökning, in which they examined the citizens’ view on the civildialogue which takes place between the municipalities and their citizens. This survey demonstrated a lack of positive attitude towards the dialogue. Jönköping municipalityhad a need to gather information about the function of the citizen dialogue, since theypublished new guidelines in the summer of 2016, and to gather knowledge about thefuture configuration of the dialogue. The study strived towards uncovering how the municipality of Jönköping take advantage of the dialogue today and what the dialogueis lacking of as well as what improvement can be done between the municipality andits citizens. The study also included how well the dialogue were perceived by thecitizens and their perception about the possibility to affect any decisions that weremade. The study performs a comparison between the municipality of Jönköping and themunicipality of Gnosjö, since the latter had a well-functioned citizen dialogue. Method: The study itself depended upon both qualitative and quantitative methods forgathering of data, such as interviews and surveys. The interviews aimed primarilytowards employees in the municipalities and the surveys aimed towards the residents of Bottnaryd. Findings: This study provides with an increased understanding as to how the citizendialogue functions in practice and provides suggestions as to how the dialogue can beimproved and developed. Among other things, it highlights what the dialogue currentlylacks and what improvements could be implemented to make up for that. Implications: Other possibilities of participation needs to be created in order to be ableto include more citizens and the different layers of society. Furthermore, all partieslacks a greater commitment towards the dialogue, as well as the citizens are able toparticipate too late in the process. Limitations: In this study, officials and other parties, who were not deemed experts inthe field or affected in any way, were consciously excluded. The results of this studyare foremost able to be implemented in the municipality of Jönköping, as this was thecenter of focus. However, this study may be used as a comparison in similar, futurestudies and the proposals of improvements may be useful elsewhere.

Jönköpings kommun hade ett behov av att få fram information om hurväl dess medborgardialog fungerade då de gav ut nya riktlinjer för detta undersommaren 2016. Det fanns även ett behov av mer kunskap kring hur den framtidamedborgardialogen skulle utformas. Studien strävade därför efter att ta reda på hurJönköpings kommun jobbar med medborgardialogen idag och vad som saknas samt hurden kan förbättras mellan Jönköpings kommun och dess medborgare. Bland annatstuderades hur medborgarna upplevde att de kunde påverka de samhällsutvecklandebeslut som tas. Studien jämför även Jönköpings kommun med Gnosjö kommun, somhar en välfungerande medborgardialog. Metod: För att få fram data som söktes så användes både kvalitativa och kvantitativametoder i form av intervjuer och enkäter. Intervjuerna riktades främst mot anställda påvarje kommun och medborgarna i Bottnaryd deltog i en enkätundersökning. Avgränsningar: Studien har medvetet exkluderat tjänstemän och andra parter som inteär sakkunniga eller berörda. Resultatet som sådant är främst implementerbart iJönköpings kommun, då det var där studiens fokus låg. Studien kan dock användas somen jämförelse i framtida undersökningar, samt att de förslagen till förbättringar kan nyttjas i andra städer. Resultat: Denna studie gav en ökad förståelse för hur medborgardialogen fungerar ipraktiken och ger även förslag på hur dialogen kan förbättras och utvecklas. Studienger bland annat förslag på hur de aspekter som saknas av både kommunen ochmedborgarna kan implementeras. Jönköpings kommun jobbade medmedborgardialogen i den mån det var behövligt. Bottnaryds medborgare upplevde attdet var svårt att påverka de frågor som diskuterades på samrådsmöten, vilket gjorde detsvårt för dem att se hur deras deltagande skulle göra någon skillnad. För att deltagandetskulle öka, från Bottnaryds sida, skulle kräva bättre tider för möten, större deltagande iaktuella frågor och återkoppling angående det som har diskuterats på tidigare möten. Konsekvenser: Det behövs fler möjligheter för medborgarna att kunna delta och ettaktivt arbete för att inkludera fler av de olika grupper som finns i samhället. Vidareupplevdes det att det saknades ett större engagemang från samtliga parter och attmedborgarna blir delaktiga för sent i dialogen.
