Das Interview mit Josef Richter wurde von Johann Bacher und Werner G. M\"uller am 28.3.2019 durchgef\"uhrt.Es beleuchtet die Entwicklungen in der amtlichen und angewandten Statistik insbesondere der Input-Output Analyse und Richters Rolle in der Österreichischen Statistischen Gesellschaft und bei der Entstehung des aktuellen Statistikgesetzes. Außerdem wird auf aktuelle Debatten eingegangen und ein Ausblick für das Fach Statistik gegeben. \\ Josef Richter war von 1967 bis 2003 in der Abteilung für Statistik in der Wirtschaftskammer tätig; 1979 bis 1990 auch Konsulent des Statistischen Zentralamts für methodische Fragen der Volkswirtschaftlichen Gesamtrechnung. Seit 1983 Lehrtätigkeit an der Universität Innsbruck und an der Universität Linz. Nach 2003 freiberuflich vor allem in Projekten für Eurostat tätig, darunter auch geblockte Vorlesungen für Mitarbeiter von Eurostat. Zahlreiche Forschungsarbeiten, vor allem auf dem Gebiet der Input-Output Analyse; mehr als 100 einschlägige Publikationen. Im Zentrum seines Interesses stehen derzeit vor allem Basiskonzepte der Statistik und die Möglichkeiten und Grenzen der empirischen Verankerung der Wirtschaftsforschung.

A conceptual evolution is traceable from early modern classifications of libido nefanda (execrable lust) to early nineteenth-century allusions to ‘perversion of the sexual instinct’, via pluralizing notions of coitus nefandus/sodomiticus in Martin Schurig’s work, and of sodomia impropria in seventeenth- through late eighteenth-century legal medicine. Johann Valentin Müller’s early breakdown of various unnatural penchants seemingly inspired similar lists in works by Johann Christoph Fahner and Johann Josef Bernt, and ultimately Heinrich Kaan. This allows an ante-dating of the ‘specification of the perverted’ (Foucault) often located in the late nineteenth century, and appreciation of pygmalionism and necrophilia as instances of ‘perverted sexual instinct’. In this light, Kaan’s early psychopathia sexualis was less innovative and more ambivalent than previously thought.

Resum: Aquest article analitza la polèmica generada en la premsa valenciana l’any 1961 entre Joan Fuster i Josep M. Bayarri, arran del cinquantenari de la mort de Teodor Llorente. Mentre que Fuster reclama un debat intel·lectual al voltant del líder de la Renaixença valenciana i, de retop, dels referents propis, Bayarri en té prou amb commemoracions i celebracions, com misses, lectures de poemes o articles de diari. Aquest enfrontament dialèctic amaga dues maneres totalment oposades d’entendre el valencianisme de postguerra: d’una banda, un valencianisme que proposa l’autocrítica i la reflexió; d’una altra, un valencianisme o «regionalisme» irracional, de caire sentimentalista i antiintel·lectual. L’article analitza, doncs, el posicionament i l’abast de la defensa de Llorente per part d’aquests dos autors.Paraules clau: Teodor Llorente, Joan Fuster, Josep M. Bayarri, valencianisme, postguerra..Abstract: This paper analyses the controversy that Joan Fuster and Josep M. Bayarri create on the Valencian press in 1961, as a result of the fifty years after Teodor Llorente’s death. Whereas Fuster demands an intellectual discussion about the leader of the Renaixença in Valencia and the Valencian writers, Bayarri settles for commemorations and celebrations, masses, poetry readings or journal articles about him. This dialectic confrontation conceals two totally opposed ways of understanding the Valencianism of the postwar period. On the one hand, there is a Valencianism that proposes a self-criticism and a reflection; on the other hand, we find a Valencianism or an irrational «regionalism» that is sentimentalist and anti-intellectual. There are questions thatarenot asked, and answers that are given too glibly. In both cases we are deprived of valuable information.

The years 1934-37, during which Dos Passos undertook three film projects, were critical in Dos Passos’s literary career and political thought. He believed that capitalism was another of the monolithic forces of the machine age, like the military, that could eradicate individual self-determination. But he saw increasing danger in Stalin’s repressive regime and what he considered American Communists’ subordination of workers’ interests to Party ideology. His nascent political ambivalence emerges in the first two volumes of U.S.A., The 42nd Parallel (1930) and 1919 (1932). By 1934, when he accepted a short-term contract as screenwriter for Paramount, he was engaged in work on the third volume, The Big Money (1936), and his experiences while working on a film vehicle for Marlene Dietrich, The Devil Is a Woman (1935, dir. Josef von Sternberg), solidified his conviction of the complicity between the Hollywood “dreamfactory” and capitalism to stoke American consumer culture. While the manuscript of the Paramount film shows signs of Dos Passos’s aesthetics, it is The Big Money’s film-inflected narrative representation of the corruption of the industry that articulates the impact of both the formal and the cultural dynamics of film on his work.

Abstract:
International law feeds on preconditions which it cannot guarantee itself. International scholarship, too, must come to grips with pre-conditions and existing parameters over which it has no control itself. But such scholarship must not ‘succumb’ to these factual and ideational realities by adapting its methods and findings to any given political, social, and economic climate. It is the job of international legal scholars to produce ideas in a spirit of realist utopianism (John Rawls). Depending on the existing parameters, these ideas are apt to shape attitudes and actions, or not. Such scholarship also needs to distance itself from its object of study in order not to lose its capacity to criticize the law and the practice. How far exactly scholarly writing should transcend or keep aloof from the prevailing political climate and from concerns of feasibility depends on the research questions under discussion and is a matter of judgment. The style of scholarship suggested here is illustrated by the work of three eminent scholars whose careers continued through different political eras more or less favourable to the international rule of law: Hersch Lauterpacht, Antonio Cassese, and Josef Kunz.

Abstract:
During the high-level opening session, John Bell, European Commission Director, Directorate General Research & Innovation, European Commission, and Josef Aschbacher, ESA Director praised the cooperation between the EC and ESA, in the context of the Earth System Science Arrangement. They confirmed their willingness to advance towards a better coordination and integration of EC and ESA activities in Polar research. The European Union has been funding a significant number of Polar projects as part of the Framework programmes for Research and Innovation. In 2015, the funding of the EU-PolarNet project was instrumental as it enables stakeholders to coordinate activities across Europe. EU-PolarNet has delivered a number of key outputs among which the Integrated European Research Programme (EPRP). This report is the result of a process involving many players identifying key research and knowledge gaps, feeding into European Commission’s policy making. The launch of the new EU-PolarNet 2 project during the conference showed the willingness of the EU to sustain these coordination efforts. EU-PolarNet 2 will play a key role to reinforce the science to policy interface and to increase coordination of polar research activities at European level, with a better understanding of what is done at national level. EU-PolarNet 2 will also lead the coordination of the EU Polar Cluster in close cooperation with the ESA Polaractivities. The EU Polar Cluster, launched in 2016, has been extending in terms of number of projects (21 projects and 2 initiatives) and it confirmed its objective to reinforce cooperation across projects on a number of areas of common interest. Transnational cooperation of all involved actors (researchers and stakeholders) and European-wide coordination of Polar research efforts are decisively important, particularly in tackling major societal challenges such as climate change. Scientific knowledge has to be appropriately disseminated to inform policymakers with a high level of expertise and to support evidence-based policy making. The projects from the ESA Polar Cluster confirmed the need to work closer with the EU funded projects. This is fully supported by ESA, which launched a call for tender to facilitate innovative scientific developments through collaborative research and networking opportunities in the Polar research domain and in particular between the ESA and EU Polar Clusters.
