Models of mass media and democracy, as commonly discussed by media theorists, suggest there is a tight ideological relationship between the dominant discourse of mass media outlets and incumbent governments (Chomsky, 1997; Curran, 2002; Curran and Gurevitch, 2001; Curran and Park, 1996; Curran and Seaton, 1986; Herman and Chomsky, 1986; Herman and McChesney, 2001; Jacka, 2003; Schultz, 1998). This investigation is based upon the old, but popular Chinese Proverb- "one picture is worth more than a thousand words" (Bartlett, 1980, p. 132). This researcher examined presidential campaign photographs in hopes of finding a possible media bias toward political candidates. This thesis develops an understanding of how propaganda entered the realm of journalism and popular culture in the United States during World War I through an examination of materials created by the Committee on Public Information (CPI). The CPI was a US governmental propaganda organisation created during World War I to persuade the nation to mobilise for war. This thesis has replicated a content analysis study conducted by G. Ray Funkhouser in the 1960s. This study concurs with the Funkhouser assertion that some prominent issues in the news do not necessarily merit the attention from the media at the times they receive it. The findings in this study appear to also indicate a "sampling bias" in the media, whereby the amount of news coverage deviates in a systematic way from the actual flow of events.
