AbstractThis article documents the history of judicial professional associations (the Judges' Association of Serbia, Prosecutors' Association of Serbia, and Magistrates' Association of Serbia) in Serbia from their early development in the mid-1990s through the present day. With a close focus on the associations' relationship with USAID implementing partner American Bar Association/Central Europe and Eurasian Law Initiative (ABA/CEELI), the article identifies the challenges to establishing sustainable judicial professional associations. These challenges include a lack of secure funding, low organizational and administrative capacity, a high turnover rate of volunteers and employees, reliance on foreign-generated 'copy-and-paste' activities that do not take local needs into account, and uneasy relationships with the local and central governments. Successes of the fledgling judicial professional associations are also noted, including the implementation of continuing legal education (CLE) seminars.

Abstract:
One of the aims of education is the integration of students in the culture or cultures of society. However, western society presents a complex, ambiguous picture that is full of paradoxes. Three aspects of western society, the process of modernization, the influence of religion and church in society, and the social integration of minority groups in society illustrate this ambiguity. The politics of recognition implies a right to the preservation of identity. On the basis of the principle of equality, students of minority groups deserve recognition both as individuals on the basis of their human dignity, and as members of a cultural group on the basis of the principle of non-discrimination. Recognition of cultures is based on the principle of distinctiveness, which implies the value of distinct cultural characteristics. The consequences of this politics of recognition for education are discussed. In the context of a discussion of liberalism and communitarianism, a communicative design is developed that avoids the Scylla of educational neglect and the Charybdis of indoctrination and manipulation. Finally, the politics of recognition in Christian education is discussed. Different models of religious education are described and evaluated on the basis of three criteria.

Abstract This article reviews the causes, contours and potential consequences of President Donald J. Trump’s 234 appointments to the federal judiciary. The causes will be familiar to political scientists who are fond of reminding people that “elections have consequences” and that the “Supreme Court [and by extension entire federal judiciary] follows the election returns.” The contours of the Trump Judiciary are congruent with Trump’s campaign promise to appoint judges “in the mold of Justice Scalia,” the conservative legal icon who died suddenly in February 2016. We show how Trump and Senate majority leader Mitch McConnell made good on this promise with the help of the Federalist Society for Law and Public Policy Studies, appointing ideologically conservative, young, and mostly male and white judges to lifetime appointments on the federal bench. In laying out the potential consequences of Trump’s remaking of the federal judiciary, we outline three areas where these judges are likely to make an impact on law and politics in the coming decades: rolling back liberal and progressive victories in the culture wars, likely in more subtle ways that align with Alison Gash’s concept of “below-the-radar” legal change; extending the federal deregulation campaign that began in earnest with the Reagan Administration; and issuing rulings in the areas of voting rights, campaign finance, and redistricting that tip the scales of democracy in favor of Republican electoral outcomes.

Abstract:
The article restates the theory of Nationalism, which it links to the transition from agrarian to industrial or industrializing society. In an agrarian society, culture is used to underscore a complex and fairly stable system of statuses. Political units themselves are complicated and overlapping and ill-defined, and culture does not demarcate their boundaries. In an industrial society, work ceases to be physical and becomes semantic, and society itself is highly mobile. Under these circumstances, a shared and standardized, codified culture, inculcated by formal education, becomes a precondition of social participation and employability. When shared, literacy-linked culture is very important, people identify with it and thus become ‘nationalists’. The article also traces the five stages which Europe has passed in the course of this transition: the perpetuation of the old dynastic/religious political system in 1815, the century of nationalist irredentism, the setting up of a political system in 1918 based on nationalities which was weak and self-defeating, the most intensive period of ‘ ethnic cleansing’ in the 1940s under the cover of war-time secrecy and post-war retaliation, and finally a certain demolition of the intensity of ethnic feeling during advanced industrialism, thanks to the partial convergence of industrial cultures and the softening impact of affluence.

Abstract:
In an earlier essay in the Reviewing Policy section of this journal, I documented the importance of the work of Stuart Hall in the development of critical theories in education, in our understanding of “race,” and in the development of much more nuanced analyses of cultural politics. I focused on two books: Familiar Stranger, Hall’s personal memoir of political and cultural commitment; and Cultural Studies 1983, his lectures that provided the conceptual and political basis for a good deal of critical and nonreductive social and cultural analyses of the relationship between economic dynamics and structures and the rest of society. The two new books I discuss in the current essay provide us with a selection of many of the core reasons why he has been so influential in an entire range of critically oriented work in sociology, cultural studies, theories of race, “multiculturalism,” and identity, and increasingly in education.

There is a timeliness to Gilbert Simondon’s call in On the Mode of Existence of Technical Objects (1958) for a technical culture that fosters a ”genuine awareness of technical realities.” Writing in the context of mid-20th century France, Simondon worried about a lack of technological understanding and envisaged a technical culture in which technological education would be considered as essential as literacy to meaningful participation in society. Sixty years on, the need for widespread technological awareness is greater than ever. The aim of this article is to clarify and support this claim by examining it through the lens of a politics of problems that can be found in Deleuze’s Difference and Repetition (1968).

The significant increase in the number of lawsuits in which the school is a party motivated the formulation of this research. In order to analyze the phenomenon that leads the court to intervene in school to solve their problems and how this brings reflexes in school. We sought to analyze the role of the school today, without the authority and responsibility of the educator. And how the meddling of the judiciary in school contributes to the public world taking the place of the private. And how the process of political alienation unfolded, originating the sphere social that supplanted the other spheres. As well as the loss of language through the process of judicialization precarizes, even more, the role of the school. And how this meddling takes the place of thought, judgment, and action. The work of Arendt sheds light on the phenomenon of the judicialization of schoolchildren, as a public concern for private problems and the loss of interest in the common destiny of politics. The analysis of the de-structuring of the public and private spheres and the emergence of the social sphere can lead to possible answers to the difficulty of distinguishing at present what is specific to politics and what should be protected in the private sphere since the Judiciary proposes to offer political answers to social problems, which have neither public nor private characteristics, in the Arendtiana’s perspective. The Arendtiana lines of thought provide us with epistemological content that allows us to refer to the study on screen, with its critique of political alienation, and about science as an ideal of progress that aims to respond to all the evils of the world, the crisis of tradition, authority and responsibility, the mass society and the crisis in education that emerges in modern education as an instrument of politics. The appreciation of the current displacement of politics to the scope of the judiciary, problematizing the political and juridical process that has invaded the school field, shows that the judicialization occurs as an anomalous process and weakens the representative system of the school as a place of thought, reflection, action and the exercise of discourse. These propositions aimed at the construction of the thesis that carried out a bibliographical research documentary with the analysis of the works of Arendt with the use of the historical-legal method.
O aumento significativo do número de ações judiciais em que a escola é parte motivou a formulação dessa tese. A fim de analisar o fenômeno que leva a esfera judicial a intervir na escola e compreender quais os reflexos oriundos da judicialização, no âmbito escolar. Buscou-se examinar qual é o papel da escola hoje, desprovida da autoridade e responsabilidade. E de que forma a intromissão do judiciário na escola contribui para que o mundo público tome o lugar do privado, conduzindo ao processo de alienação política, originando a esfera do Social. Bem como a perda da linguagem por meio do processo de judicialização precariza, ainda mais, o papel da escola. E como essa intromissão tira o lugar do pensamento, do julgamento e da ação. A obra de Arendt, lança luz sobre o fenômeno da judicialização das escolares, enquanto preocupação pública com problemas privados e a perda do interesse pelo destino comum da política. A análise da desestruturação das esferas pública e privada, e o surgimento do social, podem verter em possíveis respostas para dificuldade de se distinguir, atualmente, aquilo que seja próprio da política e o que deve ser resguardado no âmbito privado, vez que o Poder Judiciário se propõe a oferecer respostas políticas a problemas sociais, que não têm características nem públicas nem privadas, na perspectiva arendtiana. As linhas de pensamento da autora nos fornecem conteúdo epistemológico que permite referendar o estudo em tela, com sua crítica sobre a alienação política, e sobre a ciência, enquanto ideal de progresso, que se propõe a dar resposta para todos males do mundo moderno. O fim da tradição, autoridade e responsabilidade, bem como a massificação da sociedade criam o ambiente propício para a crise da educação levando a educação moderna a se tornar um instrumento da política. Desta forma, a apreciação do deslocamento da política para o âmbito do judiciário, problematizando o processo político e jurídico que invadiram o campo escolar, demonstra que a judicialização ocorre enquanto um processo anômalo que enfraquece o sistema representativo da escola enquanto instância do pensamento e reflexão. Lugar da ação, do agir em conjunto e do exercício do discurso. Essas proposições objetivaram a construção da tese que realizou uma pesquisa bibliográfica documental realizando um estudo amparado nos conceitos obtidos nas obras de Arendt.

Abstract:
In this thesis I explain how Western art music gained a political, social and cultural role in Colombia during the decades that spanned from 1848 to 1910. This analysis engages the different attributes that Colombian political and cultural leaders of the time ascribed to art music in order to integrate it as part of their projects of Nation and confronts them with what is known about traditional music practices. In doing so, I explain discourses and social practices that developed around and because of the integration of art music to urban life in Colombia during the period of research. The purpose of this analysis is to elucidate the processes and contradictions that characterized the social practice of art music in Colombia as well as the limitations of the implementation of art music as an inclusive practice during the second half of the nineteenth century. This last notion underlies cultural policies implemented during present times and highlights the contradiction between art music as an exclusive social practice and the political discourse about art music as a space for learning democratic republican values.

This master thesis deals with history of the city Domažlice in the times of Petr Hana. It means from 1861 to 1905 when he permanently resided there. The thesis is divided into two chapters. The first one is devoted to the period up to 1889 when Petr Hana became a burgomaster. The second one is devoted to the period when he became a mayor. Both parts deal with the political, economic, cultural and social events and point to connection with activities of Petr Hana. It shows importance of this man in their connection with a development of the city and his share on events which took place in the defined period. Specifically in both chapters, I examine elecetions, a governance and city management, unions and their activities, a development of education, an economy and an industry, city institutions and different projects. I try to reveal the character of this period from gathered information. The main sources are, in addition to archival resources available in the Archival of Muzeum of Chodsko and the State Regional Archive in Domažlice, period copies of the local newspaper "Posel od Čerchova" and "Domažlické listy" which enable to capture the atmosphere of the period in this thesis the best.

Abstract:
This research study specifically addressed; how vocational preparedness programs effect the career aspirations of Black youth, within the context of the Middle Tennessee Council Boy Scouts of America’s Exploring program. The goal of this research is to represent Black youth participating in a vocational preparedness program. Interviews, journals, and rich, thick descriptions are utilized in this work. Using the lens of narrative inquiry and cultural studies, I hoped to further the field of career development through the experiences of some of its key players, African American youth. Within the context of their stories five major themes surfaced around the ideas: (1) Advancement via Individual Determination. (AVID), (2) Career Self-efficacy, (3) Roles of significant others in career development, (4) Perceptions of the Exploring program, and (5) what would you like to see happen in the Exploring program? Beyond themes expressed by the research participants, the following underlying factors also came to light; (1) giving voice to Black youth which are part of the marginalized minority population and restoring a sense of narrative power and authority to the youths telling the stories, (2) The Advancement Via Individual Determination (AVID) program as a significant influencer, (3) structure and organization of the Learning for Life program, (4) the role of Black women as significant others in the career decisions of participants, and (5) career choice – trade vs. careers.

AbstractThis chapter explores the actions musician-teachers in the extremely diverse and complex context of the Kathmandu Valley imagine that might hold potential for contesting and altering processes of marginalisation and stigmatisation in Nepali society. The empirical material was generated in 16 workshops involving 53 musician-teachers and guided by the Appreciative Inquiry 4D model (e.g. Cooperrider et al. Appreciative inquiry handbook: for leaders of change. Crown Custom, Brunswick, 2005). Drawing upon the work of Arjun Appadurai, we analysed the ways in which engaging the collective imagination (1996) and fostering the capacity to aspire (2004) can support musician-teachers in finding resources for changing their terms of recognition. We identified five actions that musicians and musician-teachers take to legitimise their position in Nepali society: (1) challenging stigmatised identities, (2) engaging foreignness, (3) advocating academisation, (4) countering groupism, and (5) promoting professionalisation. We argue that these actions suggest the need for music teachers to be able to ethically and agentively navigate both the dynamic nature of culture and questions of legitimate knowledge, which may be fostered through an emphasis on professional responsibility (Solbrekke and Sugrue. Buyannemeh’s 1936 novella ‘Tovuudai the Herder’ (Malchin Tovuudai) as a basis, this chapter examines the social policies that the Party implemented so as to bring Mongolia into line with the Soviet Union. Through an analysis of the literary response to the unsuccessful policy of collectivization and to the more successful policies surrounding education and livestock husbandry, it shows how changes to the traditional nomadic herding culture – not only in the management of livestock, but in education and gender equality – affected society as a whole. Abstract:
Løgstrup firstly argues that the differences between the estate-based society of Luther’s time and our modern society mean that we cannot simply apply Luther to today’s problems. Løgstrup turns to specific political issues: state funding of culture, the influence of non-governmental organizations and pressure groups, and the rules of diplomacy in foreign policy. One particular problem related to Luther concerns the right of resistance, since Luther and the Reformers clearly forbade rebellion. But today, due to the structure of power in democracies, we not only have a right of resistance, but a duty to resist oppressors. Løgstrup discusses the problem of how to maintain high standards (e.g. in education and culture) in a democratic society, because democracy involves the risk that the knowledge of experts will be set aside by the will of the uninformed many. Løgstrup also discusses democracy’s risk of becoming a utopian trust in progress and development.

Increasing incivility in our society adds another challenging dimension to combating incivility and maintaining a supportive, educational environment. This chapter addresses the challenges of maintaining civility in the online teaching and learning environment that facilitates access 24/7. Specific issues relevant to disruptive actions in distance learning are covered, as well as strategies for preventing and reducing online incivility. Promoting a sense of connectiveness and social interaction is recommended, while also maintaining a professional relationship. Online culture is discussed as a key element in establishing an effective online environment.

The focus in this chapter shifts from the ghetto, politics, and violence in downtown Kingston (Ch. 5 and 6) to concentrate on the development of the plastic and performing arts during the last four decades of Jamaica’s decolonization and the first four decades after independence. Inevitably, it also concentrates on the experience and achievements of two generations of Jamaicans, who, with the help of a handful of Britishers during the 1920s and 1930s, laid the foundations for the flourishing of creole culture (the culture of the brown and black population) as national culture after 1962. However many of the themes that have previously been investigated— colonialism, race, pluralism, class, the ghetto, and politics resurface in this chapter and are bound into the argument. The chapter opens with a brief account of the late-colonial need to forge a national identity in Jamaica instead of relying on the imitative provincialism of white colonial culture. It then looks at the cultural complexity of Kingston, drawing brief attention to distinctions in family, religion, education, and especially language between the three principal social strata, in the lower two of which the modern arts movement has been embedded. The focus is subsequently placed on the plastic arts—sculpture, wood carving, pottery, and painting; poetry, and the novel; pantomime, dance, and plays. The final section concentrates on popular music and the creative role of the Rastafari movement in the development and diffusion of reggae, one of the quintessential expressions of Jamaican national culture. Here low-status black culture has been not only a national unifying focus for all (or almost all) sections of society, but also a vehicle for projecting a Jamaican black identity on to the international stage. However, reggae has been partially eclipsed by dance-hall (and slackness), and this has introduced renewed tensions between uptown and downtown. A major feature of Jamaican national culture (as it emerged around independence) is that it is creole, or local to Jamaica. However, it is also a plural culture, in that virtually all branches of the arts are divided into tutored and untutored versions: Cooper (1993) uses the terms ‘book’ and ‘long head’, reflecting the involvement of the middle and lower strata, respectively.

Globalization has altered multiple aspects of global society, including education, travel, business, social, politics, and policy. Due to numerous factors, citizens of the world are more likely than ever to experience differing cultures and places. Although globalization has a plethora of benefits, second language learners often face difficulties when traveling or living abroad (Lee, 2007). Cultural shock is a phenomenon that second language learners face when relocated to another culture. This chapter reviews culture, in general, culture shock, in general, and the four stages of culture shock. Additionally, the author presents the following S.H.O.C.K. strategy to lessen the culture shock of second language learners: Study personal perspectives, Honor personal factors, Observe language levels, Cultivate accepting environments, and Knock on the door. The S.H.O.C.K. strategy can be utilized in many contexts, including education, leisure, social, and business.

This chapter develops further the Gandhian proposition of swaraj in ideas and culture. There is also discussion of the colonial ‘master system’ of the classification of knowledge that we have inherited from the West. The introduction situates the problem of educational reform within the overlapping contexts of Enlightenment philosophy and revolutionary politics. Discussing the influence of sensationist philosophy and new expectations regarding the political public, it describes education’s place at the heart of debates over the nature, character, and purpose of French politics, culture, and society. It describes the range of sources upon which this study draws, the structure of the work, and the work’s central foci. These are: education’s place at the center of a crisis in Ancien Régime politics, one that was sparked by the expulsion of the Jesuits in 1762 but came to envelope debates about the French nation and nationalism, the state, and the social order; the emergence and nature of “public instruction” as an element in the revolutionary pursuit of a representative and participatory political order; and the reach of the ensuing debates over education, citizenship, and politics beyond the officials assemblies and publications of revolutionary politics, a breadth that suggests a broad engagement with the prospects and possibilities for contributory citizenship after 1789.
