Though public policy continued to be dominated by the COVID-19 pandemic, restrictions began to ease as the vaccine rollout progressed. The volume of secondary legislation barely slackened, however, and the lack of parliamentary scrutiny was a cause of concern both to academic commentators and to parliamentarians. On 10 June, the House of Lords Constitution Committee published its third and final report on the constitutional implications of coronavirus and was clearly very unhappy with the course of events: ‘The Government has introduced a large volume of new legislation, much of it transforming everyday life and introducing unprecedented restrictions on ordinary activities. Yet parliamentary oversight of these significant policy decisions has been extremely limited.’

This documentation is designed to give the reader insight into the activities of our department. The teaching activities of the department are mainly in the fields of measurement and process technology. In research we are concentrating on the material system aerosol, liquid and / or solid particles suspended in a gas. Of equal interest for us are unwanted aerosols emitted from technical processes and distributed in the atmosphere and wanted product aerosols. The work related to emission and immission of aerosols is mainly concentrating on the implications of the introduction of new EU particulate matter (PMx) Standards. Nanostructured materials and devices can be made using several synthesis technologies. We are concentrating on the synthesis of particles in the gas phase as a very promising route. We develop nanostructured materials with exiting properties, e.g. quantum dots in semiconductors and sensor materials. As the application of aerosols are manifold the research activities of our department have been directed towards various other fields of application. Research priorities at our department are to be found in clean technology, filtration, aerosol measurement technology, physical and chemical characterization of aerosols, synthesis, transport behavior as well as characterization of properties of particles. I would like to acknowledge and convey my gratitude to all those who contributed to the aerosol research work over the last year enabling the successful work of our department.

In terms of remaining profitable, being competitive and keeping up with technological advances, change is a familiar occurrence in the global business environment. From a business perspective, changes can take place because of, for example, new products on the market, competition, mergers of companies, different needs of clients and hostile take-overs. In order to survive and remain profitable in this dynamic business environment, companies must be able to adapt. In many cases, adaptation entails the restructuring of the company. Restructuring can coincide with, for example, the flattening of the organisational structure of a company, measures to become more cost effective and the acquisition of a larger share of the market. It is therefore required of any company to have an effective plan in place when change in the internal and external environments necessitates restructuring. Elements of restructuring are: effective planning; communication; management and leadership. At Samancor Manganese Mines (now known as Hotazel Manganese Mines), a restructuring process took place as a result of an international merger between Broken Hill Productions (BHP) and Billiton International (the company is now known as BHP Billiton International). As a sub division of the former Billiton International, Samancor Manganese Mines had to restructure in order to remain profitable and become more cost effective. In terms of these criteria, it is accepted that the restructuring process was successful. The flattening of the organisational structure of the mine, however, led to mass retrenchments that resulted in the low morale of employees. Although the whole process of restructuring was a legitimate and familiar business practice, the basic assumption of this research is that the restructuring strategy should have been communicated differently to employees. If communicated timely and effectively, the restructuring process would have been less painful. In this regard, the research intends to firstly analyse and describe a restructuring process; secondly compare that process with the process that took place at Samancor Manganese Mines; and thirdly make recommendations in regards to how the restructuring process at Samancor Manganese Mines should have been managed, with specific reference to communication from the perspective of employees.<br>Thesis (M. Anfang Juli 2012 haben wir auf dem Südfriedhof in Leipzig von Ernst Eichler fur immer Abschied nehmen müssen. Ganz in der Nähe von August Leskien und Wilhelm Streitberg hat er seine letzte Ruhestätte gefunden. Mit Ernst Eichler ist ein Genius der historischen Sprachforschung von uns gegangen. Fur den Wissenschaftsfächer von Akademie und Universität in Leipzig ist das ein grosser und schlimmer Verlust. Der Wissenschaftler Ernst Eichler hat zu seinen Lebzeiten viele Anerkennungen, Würdigungen und Auszeichnungen für sein bewundernswert breites Lebenswerk in der Sprachforschung erfahren. Seine Leistungen und Verdienste sind in Zeitschriften, Festschriften und Sammelbänden in ihrer Vorbildbedeutung dargestellt worden. Sie sind auch in unserer Fachzeitschrift zur Onomastik zuletzt zu seinem 80. Geburtstag in einer von mir gegebenen Würdigung nachlesbar. Es muss daher heute nichts wiederholt werden, was wohl den meisten in guter Erinnerung ist.

Master of Arts<br>Department of Geography<br>John Harrington, Jr<br>Nighttime rainfall has long been thought of as an important component to the central Great Plains hydroclimate during the wettest three-month period known as the “late spring -early summer precipitation maximum.” Research has suggested that nocturnal rainfall in the region results from a phenomenon known as the nocturnal Great Plains Low-Level Jet (GPLLJ). The jet, which originates in the Gulf of Mexico, transports moisture into the Great plains during the nighttime hours and often provides fuel for nighttime convection. The climatological characteristics of nighttime rainfall, as well the configuration of the low-level winds and the mechanisms behind its formation during this three-month wet period, however; are not well understood. Using hourly rainfall data from Topeka, KS, the nighttime rainfall characteristics are examined Topeka, KS and other Kansas stations for a 63-year period from 1950-2012 for May-July. Additionally, using the NCEP/NCAR Reanalysis data, the structure and configuration of the southerly wind phenomenon was analyzed based on its horizontal and vertical characteristics for nighttime rainfall events in May, June and July. A subsequent analysis also analyzed the larger synoptic-scale environment in place for six half-month periods from May to July. The results indicate that nighttime rainfall is a major contributor to the overall moisture budget in the Great Plains, contributing close to 50% of the overall rainfall total for the three-month period. The percentage of nighttime rainfall increases from west-east across the state, as well as temporally from May to July. The southerly winds are at their strongest during May events, tends to reach its peak at 850 mb at 6z (0000LST) near south-central Oklahoma, and forms as the result of both synoptic and thermal mechanisms. The synoptic mechanisms in place that generate the a southerly wind component change by month, leading to incredible variation in terms of its characteristics during nighttime rainfall events.

Abstract This paper will discuss the timeline of having a leak on one 2” low point drain (June 2020) that led to multiple inspection projects (2021), the installation of permanent Ultrasonic Testing (UT) sensors (2021) and redesigning the piping at an Enbridge Salt Dome Cavern Egan Storage Facility. The internal corrosion was found downstream of two different pressure reduction stations that are the inlet to Dehydration systems. Based on the amount of internal corrosion found in various deadlegs, a piping redesign to remove the deadlegs was recommended instead of an inspection and corrosion monitoring plan. After the piping was redesigned and installed (May 2022), a significant amount of the old piping was sent out for failure analysis. Solids and liquids found in the legacy piping will be described in addition to test results from the associated samples, and failure analysis of the removed deadleg piping. Additional discussion will include other pieces of equipment where internal corrosion was found in that same system.

Background: Whooping cough is an acute infectious disease caused by the Bordetella pertussis bacteria. Increase in the number of infections caused by this bacterium has been noticed in many countries, even in those with high vaccination rates. Proper diagnostics are crucial for adequate treatment and prevention of further spreading of infection. Methods andObjectives: 2285 nasopharyngeal swabs have been analyzed. All samples were collected in COPAN eSwab media. Sampling was carried out at the Institute of Public Health of Serbia "Dr Milan Jovanović Batut, health centers and hospitals. VIASURE Bordetella Real Time PCR Detection Kit (CerTest Biotec), B.pertussis/parapertussis Genotyping Kit (Anatolia geneworks) (detecting the IS481 insertion sequence region), as well as RealBest DNA Bordetella species/Bordetella pertussis/ Bordetella bronchiseptica Kit (Vector Best) (detecting 16S rRNA and FIM3 genes) have been used. The aim of this study is an overview of the results obtained using molecular tests of three different manufacturers during the epidemic in the period June 2023-June 2024. Results: By analyzing 2285 samples, using the mentioned tests, it was observed that 25.4% of the samples were positive. The largest number of patients was tested in December 2023, with 29% of positive cases detected. Conclusions: Real time PCR tests for Bordetella pertussis enable time-efficient and reliable diagnosis, which is of great importance in conditions of increased number of samples. Increased sensitivity and speed of analysis are crucial for patients with borderline positive values, but also for unvaccinated and newborns, for whom infection can have a lethal effect.

Abstract:
The first part of the study analyzes the precipitations recorded in June over the 1961-2020 period for 22 climatological weather stations over different regions of Romania in order to determine if precipitations in June 2020 were higher than those recorded before 2020. For this, 5 precipitation indices have been used: number of heavy and very heavy precipitation days, 24-, 48- and 72-hours precipitation amounts. The second part is dedicated to precipitations recorded in June 2020, registered at 157 weather stations from Romania, divided in historical regions; it analyzes the number of heavy and very heavy precipitation days, synoptic and mesoscale conditions from different periods of time using the specific methods of investigation (charts of sea level pressure, geopotential height, temperature and humidity, atmospheric soundings, different stability indices, vertical wind shear, infrared and visible satellite images and radar images of convective storms). The main findings are: precipitations recorded in June 2020 at 22 climatological weather stations did not exceed the absolute maximum precipitation recorded between 1961-2019, and precipitations recorded in 24, 48 and 72 hours were higher only at 2 or 3 weather stations; the number of heavy and very heavy precipitation days recorded in June 2020 were higher in the Carpathians, the North and Center, and the West regions of Romania; synoptic conditions were determined by low values of atmospheric pressure at the surface and/or by the atmospheric depressions, while in the middle troposphere, an atmospheric trough or a cut-off low was present; mesoscale conditions presented low or medium values of Convective Available Potential Energy, negative values of Lifted Index, and weak or medium wind shear in the 0-3 km layer.

Abstract:
All in all, the document sadly contains few tangibles on NATO-Russia military risk reduction even on practical issues of obvious mutual interest. At the same time, it has incorporated a new dose of harsh rhetoric against Russia, which in some instances runs counter to the results of the Geneva summit. Some parts of the documents contradict each other. There is an impression that as far as Russia is concerned the task of the document was to strengthen even further its “hard talk” on Russia while keeping a minimal set of formal references about selective engagement. The Communique tilts further in the direction of raising stakes and showing no interest of NATO in playing its own or at least supportive role in military de-escalation in Europe. It seems that in this regard the Alliance’s intention is to wait and see what will happen next in Russia – US relations.
