Full textIf, on the one hand, technology makes travelling easier, on the other, economic matters restrict peoples movement around the world. This thesis defends that restrictions on foreign entry cannot be let to the States sole discretion anymore. The reason for this is that international Human rights rules limit that discretion, attaching strings to the State action. Three theories explain how the States face the right of entry. First, the Vitorian theory, developed by Francisco de Vitória, defends peoples total freedom of movement around the world, while restrictions to this right would be possible only if enough evidence is shown that the migrant could cause damages to the receiving State. Second, the State Total Discretion theory holds that there is no such thing as a right of entry, and the States decision cannot be questioned, because it is the expression of its sovereignty. Last, responsive to the world changes, including on sovereignty, the theory of the Control of the States Decisions, here developed, argues that the State decision has to be justified on solid grounds, and cannot ignore the development of Human rights. Therefore, the State must use the tragic choices rational in order to decide about ones right of entry, with no room for total discretion. According to this thesis, States decisions have to be controlled and its actions must be interpreted under the Human rights aegis. Moreover, this thesis argues that there cannot be total discretion on States decision of classifying someone as a national or a foreigner. Supporting this idea are the emblematic cases of Nottebohm, on which the International Court of Justice imposed limits to the granting of nationality, upholding that this granting has to be continuous, and the case of nationality decrees of Tunisia and Morocco, on which the Permanent Court of International Justice has spoken on the subject. This study examines how the issue of foreign entry is treated in some Countries, specially in Brazil. To do so, this thesis uses as source the Brazilian and overseas literature contained on books, scientific articles and Law.

Full textAn important part of the homeland security enterprise is the ability of public officials and leaders to communicate effectively with the public. When a crisis strikes, the public's ability to understand and act upon messages provided by officials is often significantly impinged by anxiety, fear, worry and distrust. In these uncertain and traumatic times, the public looks for a trusted voice and steady leadership. The ability to be trusted and lead during a crisis is determined, largely, by how well an official communicates with those affected. This thesis examines the public information methods used by officials in two high-profile criminal cases that unfolded before live television news cameras over the course of several days in 2013'the Boston Marathon bombings and the nine-day manhunt for former Los Angeles Police Department Officer Christopher Dorner in the greater southern California area. Best practices in risk and crisis communication are identified through a review of the literature and are used as the basis for analyzing each case study. The findings lead to four key crisis communication recommendations for public officials: recognizing the importance of empathy and compassion in trust building, focusing specifically on crisis communication best practices for leadership, emphasizing the importance of building pre-event partnerships, and differentiating the tactics from the strategic.

Full textThe paper looks back at the history of communication analysing this historical issue in the context of social structures and social institutions. In terms of chronological limits, the research attempts to date back to the period of the 16th-17th centuries; in respect of regional borders, it encompasses the Duchy of Biržai (hereinafter referred to as the “DB”), whereas in terms of socio-structural aspects, the study attempts to analyse the society of the Duchy. The subject of the thesis is the society of the Duchy of Biržai in the reign of the Radvilas during the 16th-17th centuries; the issue under analysis is the structure of this society and the social communication maintaining it. It is attempted to identify the types of contacts binding the afore-mentioned local society, the origins of those links, the manner of manifestation of the social contacts within the DB community, which were common to the entire Grand Duchy of Lithuania (hereinafter referred to as the “GDL”), and the specific contacts inherent to this domain only as well as the social formations created by these contacts apart from those determined by the estate-based society. Full textAlthough the number of women participating in organized sport has drastically increased since the passage of Title IX, sport media has not necessarily reflected this change. As well as being underrepresented in sport media, women athletes are also portrayed in gender biased ways. When examining photographic media, many studies investigate Sports Illustrated’s Swimsuit Issue; however, the present study argues that using this magazine is methodologically flawed. Therefore, I explore an emergent source—ESPN the Magazine ’s Body Issue—in order to determine how women are represented in this magazine. Using Goffman’s (1974) framing theory and (1979) Gender Advertisements, as well as Schipper’s (2007) extension of hegemonic femininity, I utilized content analytic methods to analyze all editions of the annual Body Issue from 2009–2014. In total, I studied 143 athletes represented in 146 images, as well as the captions which accompanied these images. Results uncovered that, although women are more highly represented than men in the Body Issue, they are still presented using hegemonically feminine frames. While the Body Issue does occasionally present women in ways which challenge the hegemonic gender structure, these instances are few. Contributions of this study to the body of literature regarding sport media strengthen the suggestion that sport media plays a role in both producing and reproducing the hegemonic gender structure.

ICT application competencies are not described and ICT competence definition in teacher's professional competence schedule does not meet the definition of modern ICT competencies in the international schedule and the requirements of teachers' activities in context of education reform. The military operates through a system of gender and sexuality hierarchies that privilege masculinity and heterosexuality as the ideal category of service member. This symbolic national institution is also conceptually tied to notions of citizenship. For marginalized groups, gaining the ability to freely enlist in the military represents a benchmark toward achieving full and equal status as political subjects. Such has been the case for the mainstream lesbian, gay, bisexual, and transgender rights movement. For much of the past century, military discourses have aided in rhetorically constructing homosexual identities as pathological, deviant, and unfit to serve in the armed forces. A recent shift in this rhetoric from Department of Defense (DoD) officials, which contributed to a repeal of the “Don’t Ask, Don’t Tell” policy, calls into question how changing discourses about gay and lesbian service members rhetorically construct queer citizenship. To answer this question, theories of gender and sexuality performance, corporeal rhetoric, and critical security discourse inform an analysis of the Report of the Comprehensive Review of the Issues Associated with a Repeal of “Don’t Ask, Don’t Tell”, a DoD document assessing potential risks to the military upon repeal. The analysis reveals that despite assertions made in the document that open service by gay men and lesbians poses minimal threat, this claim is ultimately grounded in the presumption that institutional hegemony adequately constrains performative possibilities for LGB identity articulation.

Full textThe object of investigation of master thesis is spread of misleading information to consumers and its impact to the image of organization. Master thesis aims at revealing the impact of misleading information to consumers on the image of the online sales companies in accordance with few cases of analysis in Lithuania. The thesis consists of three chapters: first chapter deals with online business and sales, also the development of organization identity, forming and sustaining image and the correlation of external communication; spread of misleading information and the responsibility of organization are discussed in the second part; whereas in the third part of the thesis the methodology of empirical research is described, also gathered data is analyzed. Research was performed in few stages. Firstly, four of online sales Lithuanian organizations directors were interviewed. During the interviews it was revealed what kind of impact spread of misleading information to consumers does to the image and communication of organizations. Quantitative research has been performed as well. It helped to determine guidelines and trends related to finding out if consumers in Lithuania need spread of adequate and legitimate information concerned with products and services. Full textThe aim of this essay has been to analyze two advertising campaigns made by the Swedish Armed Forces (Svenska Försvarsmakten) with the help of discourse analysis, focusing on the pictures involved and the dialectics between pictures and texts. The first one can be called “Someone will solve the problems” and the other one “What are you doing?” Questions involved are What kind of discourse lies behind these campaigns? What are the differences between the two campaigns? The main discourse can be described through the new security doctrine for the Swedish Armed Forces where they no longer focus on total war but a more complex and at the same time more unpredictable threatening global environment, due to unstable countries all over the world, terrorism and nature catastrophes, often dependent on global warming. Thus this is the present task for the Swedish Armed Forces. The two campaigns differ in the way that “Someone will solve it” focuses on the tasks for the modern defense and the other one, “What are you doing?” points out the defense as offering a meaningful future.
