Abstract:
This study presents an evaluation of the Anchorage Coordinated Agency Network (CAN) program. The program combined the capacities of both the Anchorage Police Department and the Anchorage Office of Juvenile Probation to enhance the overall levels of supervision that juvenile probationers received. Consistent with research from intensive supervision literature, the CAN evaluation found that juveniles participating in the program were more likely to have new technical violations but no more likely to have new charges when comparedto juveniles on regular probation. These findings support intensive supervision probation literature suggesting that increased supervision and surveillance lead to increased levels of probation violations.

Resumo: Esta dissertação de mestrado investiga o gênero da divulgação científica para crianças tendo como recorte (corpus) livros de astronomia. Temos como objetivo construir uma análise comparativa acerca das condições de produção de seis títulos, seus gestos de leitura e efeitos. Para tanto, consideramos primeiramente o gênero (e subgênero) ao qual pertencem, salientando sua linguagem, normas e finalidades específicas, sem contudo admitir que exista uma única (e unívoca) divulgação científica. Em seguida, fazemos uma rápida incursão ao âmbito da astronomia, a fim de melhor delinearmos a influência e presença dessa área do saber no dia-a-dia contemporâneo, em especial na literatura. Como pretendemos demonstrar, esta é uma área que flui tanto no imaginário popular quanto na objetividade de pesquisas e investimentos em Ciência e Tecnologia. Finalmente, no terceiro e último capítulo descrevemos os livros selecionados a partir de três prismas: os funcionamentos pedagógico, lúdico e poético/artístico. Com esta pesquisa, gostaríamos de oferecer uma visão crítica das múltiplas maneiras pelas quais o cosmos figura hoje em livros de divulgação científica para o leitor infantil. Assim, esperamos proporcionar uma leitura que revele que, ao abrir um livro, uma criança pode conhecer o céu não apenas com termos científicos e dados numéricos, mas também com um discurso ¿ i.e. um efeito de sentido entre locutores ¿ que alimenta dúvidas, sonhos e profundo fascínio pelo universo
Abstract: This Master¿s thesis investigates the dissemination of scientific knowledge for children as a genre, with Astronomy books as our corpus. The aim of this research is to provide a comparative analysis concerning the production conditions of six titles, its reading gestures and effects. In order to do so, we firstly consider the genre (and subgenre) to which the books belong, pointing out its language, norms and specific purposes, without admitting that there is a single (and unanimous) dissemination of scientific knowledge. Subsequently, we engage in a fast incursion through the field of Astronomy, in order to understand its influence and presence in the contemporary daily routine, especially in literature. Our purpose is to show that this field of knowledge flows both in the popular (folk) imagination and in the objectivity of researches and investments in Science and Technology. Finally, in the third and last chapter we describe the selected books from three prisms: the pedagogical, recreational and poetical functioning. With this research, we would like to offer a critical view of the multiple manners in which the cosmos is presented in books for children. Thus, we hope to provide an interpretation that reveals that a child opening a book can get to know the universe not only via scientific terms and data, but also with a discourse ¿ i.e. an effect between speakers ¿ that cherish doubts, dreams and a profound fascination for the universe

A investigação aqui apresentada se inscreve no campo da História da Educação e procura dialogar, preferencialmente, com os aportes teóricos da História Cultural, em especial com os contextos de pesquisa envolvendo a história do livro e da leitura. É, pois, através da interlocução entre estes dois campos do conhecimento - história e educação - que o estudo procura compreender os dispositivos de controle da literatura infanto-juvenil, isto é, as ações que intentavam controlar, coibir, taxar e interditar determinados impressos, notadamente periódicos infanto-juvenis, em circulação no Rio Grande do Sul no decorrer da década de 1950. Ou ainda, as estratégias de regulação impostas na tentativa de governar a leitura da maioria. Ao mesmo tempo, compreender as práticas discursivas sobre a literatura e o leitor jovem, bem como as condições de possibilidade de emergência e proliferação de tais práticas naquele contexto histórico. Procurou-se compreender, ainda, como o controle da leitura e da literatura infanto-juvenil é construído discursivamente, de modo a ser justificado e autorizado como verdade.
The investigation here presented enrolls itself in the field of the History of the Education and it tries to dialogue, preferentially, with the theoretical contributions of the Cultural History, especially with the research contexts involving the history of the book and the reading. It is, therefore, through the dialogue among these two fields of the knowledge -history and education - that the study searches for understanding the devices of control of the infanto-juvenile literature, that is, the actions that attempted to control, to restraint, to rate and to interdict certain printed papers, mainly infanto-juvenile newspapers, the ones which was circulating in Rio Grande do Sul, during the 1950s. Or still, the regulation strategies imposed in the attempt of governing the reading of the majority. At the same time, to understand the discursive practices on the literature and on the young readers, as well as the conditions of emergency possibility and proliferation of such practices in that historical context. In addition, to understand, still, how the control of the reading and the infanto-juvenile literature is built discoursively, in a way to be justified and authorized as a truth.

Abstract:
Este trabalho visa a apresentar um estudo investigativo do processo de construção e desconstrução das representações da infância da classe trabalhadora na literatura infantil e juvenil inglesa e brasileira. Para tanto, estabelecemos, a priori, no Capítulo I, as bases conceituais de nosso trabalho, bem como tratamos das esferas culturais, econômicas, políticas, ideológicas que propiciaram o surgimento do conceito de infância da classe operária durante a Revolução Industrial, e investigamos de que forma interesses de formação da mão de obra trabalhadora e movimentos sociais e filantrópicos, assim como obrigações legislativas fizeram com que a jornada de trabalho infantil fosse paulatinamente diminuída e os diversos tipos de ensino fossem instaurados, de acordo com o contexto socioeconômico em questão. A seguir, a tentativa de traçar um perfil literário histórico e social que demonstre as diversas representações da infância da classe trabalhadora na Inglaterra e no Brasil ou a ausência delas --, procedemos à análise de obras literárias representativas da condição da criança que fosse filha de trabalhadores ou ela mesma trabalhadora. Assim, no Capítulo II, iniciamos nossa exploração através da análise de Kim, de Rudyard Kipling, e O Jardim Secreto, de Frances Hodgson Burnett, bem como de Os meninos e o trem de ferro, de Edith Nesbit, para discutirmos representações de classe e infância entre as personagens, bem como sua relação com o espaço habitado e a relação dialética entre base e superestrutura existentes tanto na literatura relativa à colônia inglesa quanto ao território inglês, e então partimos para a análise de Saudade, de Tales de Andrade, como obra exponencial do projeto político-pedagógico de uma República ainda em construção e carente da formação de uma identidade nacional, e colocamos em evidência as relações entre o protagonista e as demais personagens e o espaço do campo e da cidade, como forma de ressaltar a visão utópica e idílica da comunhão da criança com a natureza como base formadora ideal de uma civilização. No capítulo III, avançamos na história para abordarmos Ballet Shoes, de Noel Streatfeild, primeiro livro de uma série das irmãs Fossil, adotadas por um arqueólogo na Londres dos anos 1930 e que, diante do desaparecimento deste, se vêem forçadas a trabalhar para garantir a subsistência. Neste contexto, exploramos questões de cunho social e histórico e discutimos representação de classe, infância e trabalho, numa tentativa de estabelecermos um ponto de diálogo com o conto Negrinha, de Monteiro Lobato, e aí retomarmos, no contexto nacional de uma república herdeira de uma tradição escravocrata, a relação entre família, trabalho e infância na existência da protagonista. Ainda na discussão da relação de infância, classe e trabalho, o Capítulo IV apresenta uma análise de A fantástica fábrica de chocolate, de Roald Dahl, e Açúcar amargo, de Luiz Puntel, para contrapor as visões do modo como a criança da classe trabalhadora volta a ter sua infância cada vez menos idealizada e mais inserida na realidade adulta do trabalho, da desestrutura familiar, da falta de recursos materiais e da necessidade de garantir sua subsistência. O Capítulo V apresenta não obras emblemáticas ou definitivas sobre o tema, mas novas possibilidades de leitura social inglesa e brasileira da infância da classe trabalhadora e do crescimento de jovens em tais contextos, e a forma como a descoberta de cada um se dá em tais ambientes. Para tanto, apresentamos uma análise de Reviravolta, de Damian Kelleher, e Jardim do céu, de Edison Rodrigues Filho. Com este caminho percorrido, compreendemos que houve, de fato, um processo de construção de uma infância da classe trabalhadora, que ora foi maquiado pelo discurso rousseauniano do bom selvagem e da inocência, ora foi calado em detrimento da expansão de uma literatura infantil e juvenil mais centrada na figura da criança sacralizada, nos termos de Viviana Zelizer (1985), para então voltar a figurar, a partir principalmente dos anos 1980, não como representação de uma classe, mas como ser constituinte de uma sociedade multifacetada que já não comporta, há muito, mascaramentos sociais ou políticos em favor da propaganda de um ideal inexistente
The present study aims to investigate the construction and deconstruction of the representations of working-class childhood in English and Brazilian children\'s and juvenile literature. We depart from the presentation and discussion, in Chapter I, of the conceptual bases of the investigation, and of the cultural, economic, political and ideological spheres that led to the emergence of the concept of childhood in the working class context during the Industrial Revolution. In this Chapter we also discuss how the interests involved in the training of working class manpower, in social and philanthropic movements and in legislative responsibilities that gradually imposed the reduction of childrens working hours imposed the implementation of several forms of school education according to the socioeconomic context involved. The following step is a tentative historical literary and social survey pointing out the various representations of working-class childhood in England and Brazil - or their absence thereof; we, then, proceed to the analysis of literary works representative of the condition of the children who were either born to working class families or were themselves workers. Our exploration begins, in Chapter II, with the analyses of Kim, by Rudyard Kipling, of The Secret Garden, by Frances Hodgson Burnett, and of The Railway Children, by Edith Nesbit, aiming to discuss the representations of class and childhood among the characters, their relationship with the living space and the dialectical relationship between base and superstructure both in the context of the English colonial literature and of the English mainstream literature, and then we proceed to the analysis of Saudade, by Tales de Andrade, an exponent of the political-pedagogical project of a Republic still under construction and lacking the formation of a national identity; we intend to highlight the relationship between the protagonist and the other characters and between the space of the countryside and of the city as a way of emphasizing the utopian and idyllic vision of Child communion with nature as forming the basis of an ideal civilization. In Chapter III, we apply the historical approach to the analysis of Ballet Shoes, by Noel Streatfeild, the first book of a series about the Fossil sisters, adopted by an archaeologist in London in 1930 and, as a result of his disappearance, forced to work to ensure livelihood. In this context, we discuss issues of a social nature and history and of class representation and child labor, in an attempt to establish a parallel with the short story Negrinha, by Lobato. Then, in the national context of a republic heir to a slave tradition, we examine the relationship between family, work and childhood in the protagonists life. Still in the realm of the discussion of the relationship of childhood, class and labor, Chapter IV presents an analysis of Charlie and the Chocolate Factory, by Roald Dahl, and of Açúcar amargo, by Luiz Puntel, thus showing how the working class children have their childhood less and less idealized and more and more embedded in the adult reality of work, family dysfunction, lack of material resources and need to secure their livelihoods. Rather than canonical or definitive works on the subject, Chapter V discusses new possibilities for English and Brazilian social readings of working-class childhood, for the growth of young people in such contexts, and for the discovery of how each one of them develops in such environments. For this purpose, we present an analysis of Life, Interrupted, by Damian Kelleher, and of Jardim do céu, by Edison Rodrigues Filho. Having thus completed this analytical and investigative trajectory, we conclude that the construction of a working-class childhood was sometimes disguised by Rousseau\'s noble savage and innocence discourse, and sometimes silenced in detriment of the expansion of a child and youth literature more focused in the sacralized figure of the child, as discussed by Viviana Zelizer (1985). The construction of a working class childhood re-appears mostly from the 1980s on, not exactly as a representation of a class, but as a component of a multifaceted society that no longer admits socially or politically concealing propaganda in favor of non-existent ideals

A presente pesquisa tem como objetivo perceber qual seria o “projeto” de nação – compreende-se nação como um projeto político social – na obra destinada ao público infantil de Monteiro Lobato (1882-1948), conhecida também como uma literatura pedagógica. Neste sentido, acreditamos na possibilidade de o autor ser visto como integrante da galeria dos nossos pensadores sociais, pois nossa hipótese é que em seu gênero literário infantil ressoa uma visão de país, um diagnóstico e um projeto de futuro para o Brasil. Desta forma, colocamos em discussão a possibilidade de tomar esta literatura como um elemento de compreensão da realidade social brasileira a partir da qual foi composta (nos anos 20 e 30 do século passado). Assim, pretendemos ver na obra de Lobato uma crítica à sociedade em que vivia, enquanto escritor que além de estar preocupado com as questões estéticas e lingüísticas do seu tempo, sempre esteve atento também em formular críticas à nossa “parasitia intelectual”, aos intelectuais e a elite que, segundo ele, assistia de braços cruzados aos diversos problemas de ordem social política e econômica, sem propor alternativas de mudanças.
This research aims to discern what would be the project of nation - we understand nation as a social political project - in the work dedicated to Monteiro Lobato's young public ( 1882- 1948 ), also known as a pedagogic literature. Therein, we believe in the possibility of the author be seen as a member of our social thinkers group, since our hypothesis is that in his juvenile literary gender there is a country vision, a diagnostic and a future project to Brazil. Therefore, we take in discussing the possibility of considering this literature as an element to understand the Brazilian social reality that was constituted in the twenties and thirties years of the last century. We intend to see in Monteiro Lobato's work, one critic of the society that he lived, like a writer that besides being worried about the esthetics and linguistics questions of his time was also always ready to formulate critics, to the intellectuals and to the elite that, according to him, were just observing the social, economical and political problems without proposing any changing alternatives.

Resumo: O presente estudo, organizado em dois volumes, analisa seis narrativas juvenis de Pedro Bandeira (1942), organiza a bibliografia completa das obras de Pedro Bandeira desde 1976 a 2010 e agrupa um conjunto de 50 entrevistas concedidas por este autor durante o período ora observado. As narrativas analisadas são: De piolho a garrote (1984); A marca de uma lágrima (1986); O fantástico mistério de Feiurinha (1986); Na colméia do inferno (1991), De punhos cerrados (2005) e Garrote, menino coragem (2009). Estas três últimas narrativas correspondem à reescrita do título de 1984. A análise descritiva destes quatro títulos que correspondem sempre a uma mesma história possibilitou a discussão das diferenças e semelhanças entre as quatro versões e permitiu levantar algumas das razões pelas quais nenhum deles obteve o sucesso de mercado e a crítica favorável alcançados pelos dois títulos lançados em 1986, apesar dos esforços do escritor para que isso ocorresse, reescrevendo continuamente a história original. A análise das narrativas foi realizada com base em conceitos de teóricos da literatura como: Gerard Genette, Claude Brémond, Algirdas Julien Greimas, Vladimir Iakovlevich Propp, Tzvetan Todorov, dentre outros
Abstract: The present study was categorized in two volumes which analyze six juvenile narratives of Pedro Bandeira (1942), organize a complete bibliography from Pedro Bandeira's work from 1976 to 2010, and group a pull of 50 interviews granted by this author during that same period of time. The scrutinized narratives were: De piolho a garrote (1984), A marca de uma lágrima (1986), O fantástico mistério de Feiurinha (1986), Na colméia do inferno (1991), De punhos cerrados (2005), and Garrote, menino coragem (2009). These last three narratives are a rewriting of the title from 1984. The descriptive analysis of these four titles, which always keep up a correspondence to the same story, enabled a discussion between differences and similarities among the four versions, and allowed to raise a few reasons why none of them achieved the market success or the favorable critique accomplished by the two titles released in 1986, despite the writer's effort for that to happen by rewriting the original story repeatedly. The narratives analyses were performed based on literature theoretical concepts such as: Gerard Genette, Claude Brémond, Algirdas Julien Greimas, Vladimir Iakovlevich Propp, Tzvetan Todorov, among others

A proposta desta dissertação é analisar e interpretar o livro Corda bamba (1979), de Lygia Bojunga Nunes (1932, - ), com o objetivo de observar como se dá a recepção pelo público jovem. Para alcançar seus objetivos, o trabalho prevê duas partes: uma análise e interpretação do texto, verificando a constituição literária da obra; depois, o estudo de sua recepção. A análise de Corda bamba limita-se aos recursos literários que mais se destacam na composição do livro. Em relação à recepção, privilegiou-se um estudo de caso, em que se analisou uma pesquisa realizada com duas turmas de oitava série de uma escola pública de Cornélio Procópio, Paraná, no ano de 2000, após a leitura de Corda bamba. Procurou-se, na análise das entrevistas, valorizar o leitor histórico, enfatizando sua prática de leitura.
The purpose of this research is to analyse and interpret the book Corda bamba (1979), by Lygia Bojunga Nunes (1932, - ) and has the objective to observe the way it was received by young readers. In order to achieve such an aim, the work was developed into two parts: firstly the analysis and interpretation of the text itself, checking the characteristics of the literary composition and, afterwards, the study of its reception. The analysis of Corda bamba is primary focussed on the literary resources which are noteworthy in the composition of the book. As far as the reception is concerned, it was privileged a case study and it was made an analysis of a research of two groups of students from the eight grade of a public school, in Cornélio Procópio, Paraná state, during the whole year of 2000, after the reading of Corda bamba. All through the analysis of the interviews, it was attempted to give the due value on the historical readers as well as to emphasize their reading practices.

This thesis examines representations of Indigenous and non-Indigenous children that circulated through various reports, magazines, and fictional stories that were produced for and about children in Canada’s settler colonial context. Particularly, I focus on the archives of two related institutions, the interdenominational Canada Sunday School Union’s annual reports (1843-1876), and the Shingwauk Industrial Home’s monthly juvenile magazine, Our Forest Children (1887-1890), as well as two juvenile adventure narratives, Canadian Crusoes (1852) by Catharine Parr Traill and “The Shagganappi” (1913) by Emily Pauline Johnson (Tekahionwake). Through the nineteenth century, childhood emerged as a stage of development in the making of a racialized adult identity; I find that these archives and texts record uneasiness about racialized systems of feeling and reveal the colonial management regime’s preoccupation with strengthening certain affective bonds of relationality in order to naturalize dominant, Eurocolonial practices of kinship. My argument through this thesis follows and extends critical approaches to discourses of kinship from scholars interested in deploying Indigenous and postcolonial critiques of Western kinship traditions (Gaudry 2013, Justice 2018, Morgensen 2013, Rifkin 2010). These scholars variously draw on Michel Foucault’s theory of biopower, which they find to be central to the production and proliferation of the institution of settler colonialism in North America, and query how the biopolitical management of Indigenous people was constructed through particularized institutions (such as the residential school) and discourses (such as blood quantum). My project builds on this work by focusing on the representation of child-centered affect in Canada’s settler-colonial context. While kinship figures as a dominant narrative through this thesis, I argue that the figure of the child emerged as the node through which the colonial management regime worked out competing forms of kinship in Canada’s settler-colonial context. In the first chapter, I close read the content of the annual reports that were published by the Canada Sunday School Union. I focus specifically on the “technologies of transparency” that reveal the kinds of investments that were made in the lives of real-life settler children in Canada. The Union’s interest in tracking the circulation of Sunday school libraries, for instance, reflects an impulse to inculcate Christian feeling within the nuclear family. The second chapter builds on the colonial management regime’s investment in the emotional lives of children, but shifts the focus to the lives of the Indigenous children who attended the Shingwauk Industrial Home in Sault Ste. Marie through the late 1880s. I demonstrate how Reverend Edward F. Wilson utilized the generic codes of popular British juvenile magazines of the period to showcase how the home’s Indigenous students learn how to articulate appropriate expressions of Christian feeling. In chapter three, I draw attention to Catharine Parr Traill’s undertheorized juvenile adventure novel Canadian Crusoes. I argue that Traill represents vignettes of an Indigenous kinship practice in order to stage the incorporation of a young Kanien’kehá:ka woman into the Euro-Canadian family. Finally, the fourth chapter examines how Emily Pauline Johnson represents the incorporation of mixed-race children into the Canadian nation in her juvenile adventure novel, “The Shagganappi.” While scholars read “The Shagganappi” as a tale of successful racial-intermixture, I argue that such readings only serve to reinscribe the fantasy that Canada is comprised of a “mythical métissage” (Gaudry 85).

The study of pediatric spine has been limited due to few experimental and numerical studies. The geometry and the material properties for the pediatric spine are age-specific. The current study develops an anatomially accurate finite element model (FEM) of a (T2/S1 thoracolumbar spine from an 8-year-old’s CT scan. The FEM model has to be validated to study the collapse pattern of a juvenile spine due to discitis. Hence the present model was scaled up to 141% to represent an adult model and adult moment loads were applied. Buckling studies and flexion bending moment were applied on the intact 8-year-old’s spine and for the two stages of discitis. The flexion-extension and lateral bending on the 141% model was found comparable at various levels with the literature. The buckling analysis found the 8-year-old’s model to behave as a straight slender column as curvatures are less defined. The buckling load for the pediatric model was 13.45N and 5N for the extreme discitis model. The flexion study found minimum disruptions in the initial infection but when the disc becomes puss like, the bending stiffness at the infected level reduces drastically leading to high angulations, and a significant degree of disruptions are observed at other locations.

The analytical and practical field of restorative justice is linked to the debates on the new social conflict management that challenge the institutional design of criminal justice and the Brazilian legal system. When starting from the problematization of the Brazilian criminal justice, we assume that the penalty under neoliberalism presents itself as a societal project that is sustained by the paradox of the potentiation of the police and penitentiary State and the minimization of the economic and social areas of action of the State. Thus, restorative justice emerges as an efficient conflict resolution mechanism, mainly because its criminal approach is based on equating relationships and repairing the damage caused to individuals and communities. In this context, this research aims at analyzing the impact of the implementation of the Restorative Justice Program of the General Department of Social and Education Actions (DEGASE, abbreviation in Portuguese) established by Ordinance 441 of September 13, 2017, within the scope of the social and education units, as well as the challenges presented to those responsible for implementing the law in the state of Rio de Janeiro, Brazil (judges, public defenders, members of the Public Prosecution Service and the DEGASE System) inthe management of restorative practices directed at juvenile offenders deprived of freedom. This problematization raises questions about the limits of the definition of crime and punishment; the relationship between criminal law; and the protection of human rights. The research is structured in three stages: systematic review of the academic field of restorative justice and the Brazilian criminal justice system; elaboration of a framework of the experiences of policies developed in the field of restorativejustice in the state of Rio de Janeiro; and the elaboration of the sociodemographic profile of adolescents and their family structure –analyzing the variables:gender, infraction, age group, monthly family income, education, family structure, and territoriality. It is expected to obtain a critical view of the state of the art of literature on restorative justice in the Brazilian criminal justice system and the debate in the field of conflict resolution criminalized by juvenile offenders served by the Restorative Justice Program of the General Department of Social and Education Actions (DEGASE).

Articular cartilage has a limited regenerative capacity, and there exist no methodologies to restore structure and function after damage or degeneration. This has focused intense work on cell-based therapies for cartilage repair, with considerable literature demonstrating that chondrocytes in vitro and in vivo can generate cartilage-like tissue replacements. However, use of primary cells is limited by the amount and quality of autologous donor cells and tissue. Multipotential mesenchymal stem cells (MSCs) derived from bone marrow offer an alternative cell source for cartilage tissue engineering. MSCs are easily accessible and expandable in culture, and differentiate towards a chondrocyte-like phenotype with exposure to TGF-β [1]. For example, we have shown that bovine MSCs undergo chondrogenic differentiation and mechanical maturation in agarose, self-assembling peptide, and photocrosslinkable hyaluronic acid (HA) hydrogels [2]. HA hydrogels are particularly advantageous as they are biologically relevant and easily modified to generate a range of hydrogel properties [3]. Indeed, bovine MSCs show a strong dependence of functional outcomes on the macromer density of the HA gel [4]. To further the clinical application of this material, the purpose of this study was to investigate functional chondrogenesis of human MSCs in HA compared to agarose hydrogels. To carry out this study, juvenile bovine and human MSCs were encapsulated and cultured in vitro in HA and agarose hydrogels, and cell viability, biochemical, biomechanical, and histological properties were evaluated over 4 weeks of culture.

En los primeros meses de 2021 la recuperación que venía registrando el empleo total desde mediados de 2020 se detuvo. Buena parte de este fenómeno habría estado relacionado con las olas de contagio de Covid-19, que involucraron tanto respuestas de autocuidado por parte de los individuos como la implementación de medidas de restricción a la movilidad en varias ciudades para mitigar el contagio. Ambas circunstancias produjeron fuertes caídas mensuales del empleo en enero y en abril. En mayo la prolongación de la tercera ola de contagios y la situación de orden público por la que atravesó el país volvieron a limitar la recuperación del número de ocupados. En medio de este panorama, un hecho favorable lo registró el empleo asalariado y formal que, a diferencia de su contraparte no asalariada e informal, presentó crecimientos sutiles. La expansión en este segmento, que suele ser menos rápida por los mayores costos de contratación, se observa no solo en la encuesta de hogares sino también en los registros administrativos, y está favorecida por un mayor número de vacantes disponibles y tasas de separación en niveles muy bajos. Por ramas de actividad el comportamiento del empleo ha sido heterogéneo, y en la mayoría de los sectores se registran recuperaciones del empleo más lentas que las de la actividad económica, lo que ha implicado, al menos en términos contables, aumentos de la productividad laboral. Por otro lado, la salida de la inactividad se detuvo, por lo que la participación laboral se mantuvo relativamente estable en los últimos meses. Así las cosas, la incipiente recuperación del empleo y la estabilidad de la oferta laboral conllevaron a que las tasas de desempleo (TD) de mayo se ubicaran en niveles similares a lo observado en lo corrido de 2021: 15,2% y 16,5% en el total nacional y las trece ciudades, respectivamente. Al descomponer dichas tasas por grupos poblacionales se observan aún importantes disparidades, en particular en las mujeres y los jóvenes. Además, se registran tendencias ascendentes en el número de desempleados que permanecen varios meses en el desempleo y de los inactivos que transitan al desempleo. Finalmente, por el lado de los ingresos, los del segmento no asalariado urbano, los más golpeados durante la pandemia, se han seguido recuperando, y sus horas trabajadas ya casi se encuentran en los niveles previos a la pandemia. Dado lo anterior, en este reporte se estima que la TD empezará a mostrar reducciones en lo que queda de 2021, aunque moderadas. Se espera que la TD nacional se ubique en promedio en 2021 entre el 13,7% y 15%, con 14,4% como valor central, en cuyo caso cerraría el año alrededor del 13,8%. Las estimaciones de la TD de largo plazo consistente con una inflación estable (Nairu) sugieren una brecha de la TD positiva de alrededor de 2,3 puntos porcentuales (pp) para 2021, por lo que la holgura del mercado laboral continuaría, presionando a la baja la inflación vía costos salariales. Como es usual, este reporte se divide en dos secciones. En la primera se examinan en detalle los principales hechos coyunturales del mercado laboral. En la segunda se estudia la evolución reciente del mercado laboral de los jóvenes, los cuales han sido protagonistas de las manifestaciones registradas en el país durante mayo, y se analizan los efectos que han tenido programas para dinamizar la creación de empleo juvenil implementados en el pasado. En particular, se estiman los efectos de la Ley del Primer Empleo de 2010 y se recopilan los resultados encontrados en la literatura sobre el programa Jóvenes en Acción. Se encuentra que ambas políticas son complementarias y efectivas en reducir el desempleo juvenil, pero conllevan costos fiscales, los cuales requieren estrategias de financiación sostenibles. Adicionalmente, a partir de la estimación realizada, se efectúa una cuantificación aproximada de los efectos de eliminar los impuestos de nómina para los jóvenes. Este ejercicio proporciona un punto de referencia para diagnosticar los posibles efectos que el Decreto 668 de 2021, promulgado recientemente por el Gobierno, y consistente en un subsidio temporal a la nómina de nuevos empleados jóvenes, tendría sobre el desempleo juvenil.
