Abstract:
Adult probation evolved in the United States as a result of the suspended sentence concept. As a result of a lack of follow through when an individual obtained a suspended sentence, there was no “checks and balances” to monitor whether an individual completed the guidelines set forth. As time progressed, it became apparent a more cohesive and monitored system was needed. Thus, an energetic and motivated individual, John Augustus, started the concept of probation by taking it upon himself to assist in the rehabilitative process of individuals charged with criminal behavior. Subsequent to his death, the concept of probation was embraced by his advocates who lobbied legislatively in order to enact probation laws that would oversee the success of probationers. It wasn’t until the 1950’s that the counties in the state of Texas took it upon themselves to enact their own system of monitoring of probationers. Over time the states have guided their probation concepts from evidence based research. Juvenile probation in the United States didn’t gain a solid foundation until the end of the 19th century with the development of the first juvenile court in Illinois. It took this country time to understand that juveniles were different than adults mentally; therefore, there would need to be a separation of juveniles from adults from being subjected to the same punishments as adults. The approach in dealing with juveniles was more grounded in treatment rather than in punishment. In the state of Texas, the focus for juvenile probation was based on different approaches based on the areas within the state. The juvenile system has gone through the due process era to its current state of the evidence based research. This thesis will provide the reader an overview of the history of the development of probation in the United States and in the State of Texas, specifically in the two largest counties in Texas. This thesis will go into detail in how probation came into existence to where it is in its current state.

The juvenile justice system was established as a result of an unprecedented movement pioneered by the child savers. Child savers strived to protect America's children from physical and moral harm. Since the juvenile justice system's inception, research has focused extensively on the effectiveness of the juvenile system. Numerous studies have observed the perceptions of the general public, juvenile probation officers, and juvenile correctional staff regarding the juvenile justice system. The current study examined actual participants in the juvenile justice system to assess their opinions of the system that was designed to serve, protect, and rehabilitate them into active members of society. A survey was conducted with juvenile offenders who had been placed on court mandated juvenile probation, and their responses were analyzed and compared with previous research regarding the effectiveness of the juvenile justice system.

Abstract:
The high recidivism rate of Black male juvenile offenders is a problem in the United States that continues to be of great concern. Probation has gained popularity as being a means of addressing and reducing the high recidivism rates of juvenile offenders. However, there is a lack of research regarding Black male juvenile probationers' perceptions of their probation officers' role in reducing their recidivism. This study examined the following: a) the predictive relationships between Black male probationers' perceptions of their probation officers, their perceptions of the probation officers' job, and their recidivism within 3 years of being place on probation; and (b) Black male probationers' perceptions of their probation officers, their perceptions of the probation officers' job, and their ratings of the probation officer's effectiveness in deterring their recidivism. Ecological systems theory was used as the theoretical foundation for guiding this research. Results from a logistic regression analysis showed that Black male probationers' perceptions of their probation officers and the job of their probation officers did not predict their recidivism. The study has implications for social change because the results provide empirical evidence regarding Black male probationer's perceptions of their probation officers and recidivism. Human services professionals, leaders in the criminal justice field, and policy makers could use findings from the study to advocate for the need to develop training programs for probation officers that foster positive relationship building between probationers and probation officers. The positive relationships may subsequently bring social change by reducing recidivism among Black juvenile male offenders.

Abstract:
Each year, hundreds of thousands of youth move through juvenile justice systems in the United States, and the number of female offenders is increasing. At the probation level, there appears to be a lack of services, such as mentoring, mental health services, sex education, and counseling, to meet the gender-specific needs of female juvenile delinquents in rural settings. The purpose of this study was to discover county probation officers' perceptions of girls' needs and the officers' decision-making processes related to recommending services. This case study was based on feminist criminology theory. The research questions sought to learn how probation officers working with female juvenile offenders in a rural county describe their roles in the supervision process and how they decide which gender-specific services are most appropriate. Three probation officers in a rural jurisdiction in a northeastern state were interviewed, and the responses were coded and analyzed using thematic content analysis. Findings indicated that the officers neither viewed girls differently nor felt the need to treat the genders differently, even though their responses revealed that female youth are more often subject to truancy, promiscuity, and running away than male youth. The primary recommendation resulting from the study is to implement gender-responsive programs to meet the diverse needs of delinquent girls. Such programs would offer female youth more guidance and rehabilitation, potentially reducing future offending. This study has implications for positive social change in informing those serving in the youth criminal justice field, and families involved in the system, about the gap in understanding and implementing gender-specific strategies to meet the needs of rural female youth in conflict with the law.

Research suggests that decision-makers often use demographic characteristics for the purpose of influencing the sanctioning strategy allocated. The research study examines the extent to which the sanctioning strategies allocated are influenced by race and gender. The research is based on data gathered from Jefferson Parish Juvenile Services Department of Probation used to examine how race and gender influence juvenile sanctioning strategy allocation. The results from the discriminant analysis offers support for the argument that due to stereotypical perceptions on the part of decision makers, members of minority groups, in particular females may receive differential treatment than their white male counterparts. Implications of the results, as well as suggestions for future research are discussed.

Satisfied employees are essential to an organization, as they are the primary means for meeting organizational needs. Employees who are more satisfied at work are less likely to leave their job or think about leaving their job, less likely to feel burnt out or stressed, and perform better at work. Job satisfaction is particularly important among criminal justice agencies, specifically probation agencies which largely rely on personnel for the supervision and rehabilitation of offenders. Yet the correlates of job satisfaction among juvenile probation staff are largely unknown. Theory suggests that organizational characteristics are influential predictors of job satisfaction across occupational domains. This current body of research is limited due to its predominant focus on institutional corrections, a deficiency in assessing a diverse variety of climate domains and their influence on job satisfaction, and a lack of standard factor analytic techniques. Accordingly, the goal of this study is to address these gaps within the current body of research and examine the correlates of job satisfaction among juvenile probation staff. First, the psychometrics properties of six perceived organizational climate domains (i.e., innovation and flexibility, communication, agency quality, supervisory support, job–related stress, and organizational support) and job satisfaction are evaluated. Second, salient personal and organizational characteristics which influence job satisfaction are identified. Specifically, the model evaluates both direct and indirect effects of perceived organizational climate characteristics on job satisfaction, as mediated through perceptions of job-related stress. Third, the study assesses whether job satisfaction varies across agencies. Towards this goal, the study uses baseline data from the Juvenile Justice – Translational Research on Adolescents in the Legal System (JJ-TRIALS) initiative, a National Institute on Drug Abuse (NIDA) funded research project conducted in seven states with 36 participating juvenile probation agencies. Data are especially useful in the identification of job satisfaction correlates because they provide information on personal and organizational factors for a large sample of juvenile probation staff. This study used a number of analytic techniques including bivariate analyses, factor analysis, structural equation modeling, path analysis, and multivariate analyses. Findings from the current study expand our understanding of the influence of personal and organizational factors on job satisfaction to an understudied population. Overall, juvenile probation staff reported moderate levels of job satisfaction. Furthermore, results highlight the importance of work-place factors and suggest efforts towards increasing job satisfaction and staff retention should focus on the improvement of organizational characteristics.

Abstract:
The Nevada State Juvenile Justice and School systems do not currently screen or treat juveniles for post-traumatic stress disorder (PTSD). Left untreated, PTSD may contribute to behaviors that can lead to engagement with the juvenile justice system and contribute to high rates of recidivism and possible future engagement with the adult justice system. Using Erickson's theory of psychological development as the foundation, the purpose of this case study was to explore whether, from the perspectives of key stakeholders whether interventions and prevention services for juvenile justice clients in Carson City met the needs of youthful offenders also diagnosed with PTSD. Data were collected through in-depth interviews with 2 mental health counselors, 6 juvenile justice administrators, and 10 parents. Interviews were transcribed and then subjected to Braun and Clarke's thematic analysis procedure. The findings of the study revealed 2 primary findings. First, the juvenile justice system is adequate in terms of identifying youth with mental-health issues and referring to behavioral-health providers when appropriate. Staff, however, may not have adequate training to provide proper intervention when necessary. Second, service delivery by behavioral-health providers fails when health care providers do not accept feedback from stakeholders that may result in inconsistent intervention services. Recommendations to the juvenile justice system decision makers to adopt a validated risk and needs assessment tool to asses all youths' level of care and mental health status and treat youth with mental-health issues separately from other justice-involved youth may lead to improvements in intervention services thereby decreasing youths' involvement with the juvenile justice system.

Abstract:
There is little academic research that examines whether there are differences between the ways probation officers and community members perceive the use of force on juvenile offenders. Failure to understand the differences in these perceptions negatively affected a probation department in California, which failed to address public concerns regarding the use of force in the juvenile hall, which resulted in a consent decree and a costly financial settlement. Using socialization theory as the foundation, the purpose of this study was to understand if there is a statistically significant difference between probation officers and civilians regarding their perceptions of use of force against juvenile offenders. Data were collected from a nonprobability sample of probation officers (n = 71) and community members (n = 125) in a Northern California community through an online survey that featured 5 scenarios of escalating behavior from a juvenile offender. Respondents were asked to evaluate whether the use of force was appropriate or excessive for each scenario. Data were analyzed using an independent samples t test and chi-square tests of independence. Findings indicated that, overall, there is a statistically significant difference in the perception of use of force between the 2 groups (p <. -4.04). Specifically, community members are more likely to have a lower threshold of tolerance for use of force than probation officers in 3 of the 5 scenarios in the survey. The positive social change implications of this study include recommendations to probation departments in California for enhanced collaboration and training with community members to better understand the expectations of each group related to use of force and the treatment of juvenile offenders.

The present study focused on male incarcerated youth, ages ranging from twelve to eighteen, in a twenty-four hour care treatment facility. The study attempted to determine what historical factors such as types of crimes committed, length of criminal history, and gang involvement are behavioral indicators of the type of youth who resist treatment. For the study, run away behavior indicated the youth was resistant to treatment.

The phenomenon juvenile delinquency is an enormous concern for communities in the ZFM district, Northern Cape, South Africa. Juvenile offences have increased since 2010 in this area. From existing theories, it is clear that the causes of this phenomenon are complex and interrelated. Some of these contributing factors are rooted in the character of the delinquent and his or her family. Other factors are peer, community or economic related. Against this background, it is clear that each community/area should be individually assessed concerning its contributing factors as these factors can differ from community to community, individual to individual and family to family. Thus, the research question: What are the psychosocial contributing factors of juvenile delinquency in the ZFM district, Northern Cape, South Africa? The research goal of this study was to determine the psychosocial factors contributing to juvenile delinquency in the ZFM region in the Northern Cape, South Africa. The objectives to arrive to the aim were to explore and describe the psychosocial factors contributing to juvenile delinquency in the ZFM region in the Northern Cape, South Africa and to make recommendations for interventions through probation services by probation officers and the Department of Social Development in the Northern Cape, South Africa. A qualitative approach was used, with an exploratory, descriptive design. Non- probability; purposive sampling was used to select probation officers from the Department of Social Development in the ZFM district in the Northern Cape. These Probation officers have each identified a parent of a juvenile in their caseloads. Because both parents of delinquents and probation officer’s perceptions are shaped by their own context, social constructivism was used as theoretical framework. Data was collected by semi-structured interviews with a checklist. The spiral for data analysis was used to analyse data, which was then clustered in themes, sub- themes and categories. Probation officers, participants identified a range of familial and community contributing factors to juvenile delinquency, and emphasises the interplay between these factors. Their also stressed the issue of parental control and guidance. Participants further indicated that harsh and ineffective parental discipline, lack of parental involvement, family conflict, child abuse and/or neglect and rejection by parents have also been identified as important factors related to delinquent behaviour. Another finding was that single parents, especially single mothers and the lack of a father figure are a great risk factor for juvenile delinquency. Parents also stressed the issue of their lack of control due to peer dependence and the juvenile’s involvement in alcohol and drugs. Probation officers also stressed the lack of parental involvement, continuous communication & parental guidance as some of the important contributing factors of delinquent behaviour amongst children. Parents also indicated a general lack of close relationship amongst family members, as well as emotional insecurity, and the inability to control their children. Both parents and probation officers agreed that peer pressure is a mayor risk factor concerning juvenile delinquency.

The study deals with the factors which are believed to be associated with the phenomenon of delinquency in Saudi Arabia. The context for the study was a probation home in the Kingdom of Saudi Arabia and the variables were examined in the light of theories which have been put forward by Western researchers. The main research question which was addressed in this study was "What are the factors associated with juvenile delinquency in Riyadh city?" In order to answer this question, a case study was carried out in a probation home in Riyadh, the capital city of the Kingdom of Saudi Arabia. There are fifteen main questions formulated to cover these factors. Data were collected from two matched groups and consisted of one hundred delinquents from Riyadh probation home and one hundred pupils from the intermediate and secondary schools in Riyadh City. The ages of both groups were between 15 and 16 years of age. The study used a questionnaire completed during interviews carried out with every subject in the study. The data were analysed using the chi-squared test and t-test. The analysis revealed that the following factors may be associated with juvenile delinquency in this Riyadh probation home namely, a low level of school achievement, family size (10 or more members), single parents, paternal supervision, parental punishment, a history of family crime, polygamy, low family income, the father's occupation (unemployed), the level of education (44% of fathers illiterate), the influence of the mass media, leisure and recreation time, negative peer group pressure (deviant friends), and a low level of involvement in religious activities. However, no association was found between juvenile delinquency and overcrowded homes, the mother's occupation, her level of education and maternal supervision, or the age of the delinquent group's friends.

Resumo: A presente intercessão-pesquisa tem como objetivo principal atuar, investigar e problematizar a prática do psicólogo, os saberes e os fazeres no cenário da imbricação entre a Política Nacional de Assistência Social e o Sistema Nacional do Atendimento Socioeducativo (SINASE), tendo como lócus privilegiado o atendimento socioeducativo em meio aberto, executado em um CREAS com atuação específica no acompanhamento de adolescentes em cumprimento de Medidas Socioeducativas de Liberdade Assistida e Prestação de Serviços à Comunidade. Buscamos contribuir na reflexão e na construção de possibilidades de atuação técnica do trabalhador psicólogo, o que fazemos, a princípio, contextualizando o SINASE a partir de sua formação histórico-política, interrogando a sua formação atual e as práticas do trabalho social apresentadas pela literatura acadêmica, bem como discutindo a tecnologia socioeducativa e os modelos que se desdobram dessas práticas. Abstract: The present intercession-research aims to act, investigate and problematize the practice of the psychologist, the knowledge and the practice in the intermingling scenario between the Brazillian National Social Work System and the Brazilian Young Offenders Support System (SINASE), having the supervised socioeducation probation services as our privileged theme, performed in a CREAS that specificlly works in the accompanying off young offenders that are subject to the legal punishments of probation and Community Services. We intent contribute to the reflection and construction of possibilities of technical performance in the psychologist work. At first, we do a contextualization of the SINASE and his historical-political formation, questioning its current formation and the practices of social work presented by the academic literature, ant discussing the socio-educational technology and the models that unfold from these practices. We adopted the Dispositivo Intercessor (DI) methodology, as proposed by Abílio da Costa-Rosa, an ethic of work and research that intent to overcome the division between knowledge and doing. We first developed an intercession work (in the institutional context of the psychologist worker) and, subsequently, we did an research intercession (in the academic context), which, by retrieving part of the knowledge produced in the praxis allows the production of academic knowledge that can mobilizes new intercessor workers. In March 2011, Multnomah County's Juvenile Services Division (JSD) in Portland, Oregon implemented a new program model called Functional Family Probation Services, a case management model based on the principles of Functional Family Therapy. Under this model JSD Juvenile Court Counselors deliver Functional Family Probation Services to medium and high-risk youth on probation; both to the youth and their family in their home. This qualitative case study examined the extent to which the Juvenile Court Counselors and Community Justice Managers implemented Functional Family Probation Service's components and recorded their opinions regarding Functional Family Probation Services as a case management model. The study included observations of consultation meetings and interviews of 17 Juvenile Court Counselors, Community Justice Managers, and Senior Managers. The primary results of the study revealed that the Functional Family Probation Services intervention is well received by the county's youth and families and that Functional Family Probation Services increases family functioning. Additionally, both observations and self-reports from the Juvenile Court Counselors and Community Justice Managers indicate that Functional Family Probation Services requires individual and organizational changes critical for its successful implementation and sustainability.
