Beberapa kecamatan seperti Kecamatan Kaliwungu, Undaan dan Mejobo (Kab. Kudus) serta Pati, Margorejo dan Juwana (Kab. Pati) selalu menjadi daerah genangan banjir. Beberapa upaya pengendalian banjir sudah dilakukan seperti upaya normalisasi dan perbaikan tanggul. Namun mengingat kompleksnya sistem aliran banir di Kali Juana, upaya tesebut belum memberikan hasil yang memadai. Kajian ini dimaksudkan untuk menganalisis alternatif pengendalian banjir di Kali Juana menggunakan analisis model HEC-RAS. Analisis dilakukan dengan melakukan simulasi terhadap beberapa bentuk upaya pengendalian, guna mengurangi besaran banjir. Hasil analisis menunjukkan bahwa terdapat 6 model alternatif yang muncul dalam pengendalian banjir Kali Juana. Dari beberapa model tersebut, terpilih model simulasi yang meliputi Normalisasi, Tanggul, Waduk logung, 8 kolam Retensi dan Floodway.</span></span></span></p>

Wilayah hulu DAS Pekalen mengalami perubahan tata guna lahan yang menyebabkan terjadinya sedimentasi pada Kali Pekalen. Dengan adanya sedimentasi tersebut, maka dapat mengakibatkan berkurangnya kemampuan eksisting sungai untuk menampung debit, sehingga menyebabkan masalah banjir di sekitar wilayah Kali Pekalen. Dalam hal ini maka dilakukan analisa kapasitas Kali Pekalen dengan menggunakan aplikasi HEC-RAS untuk mengetahui kemampuan eksisting sungai dan juga mengetahui alternatif penyelesaian dari masalah banjir tersebut. Untuk melakukan analisa tersebut diperlukan analisa hidrologi untuk mendapatkan debit banjir rancangan. Metode yang digunakan untuk mencari debit banjir rancangan yaitu dengan menggunakan Hidrograf Satuan Sintetis Nakayasu dengan kala ulang Q50 th untuk wilayah hulu, tengah, dan hilir Kali Pekalen. Setelah mendapatkan hasil perhitungan debit banjir rancangan, maka dilakukan analisa aliran dengan menggunakan aplikasi HEC-RAS 5.0.7. Berdasarkan hasil analisa yang telah dilakukan, terdapat 163 ruas patok di wilayah hulu, tengah dan hilir Kali Pekalen yang tidak mampu menampung debit. Sehingga ada 163 ruas patok di Kali pekalen yang dipasang tanggul dengan desain Concrete Sheet Pile (CCSP) yang memiliki panjang 12 m, dan kedalaman 6,45 m dari dasar sungai.

Abstract:
This study aims to map the distribution of floods that occurred due to the overflow of the Amasing Kali River on Bacan Island, South Halmahera. The magnitude of the flood as an input in the Watershed (DAS) system was analyzed using the Nakayasu unit synthetic hydrograph (HSS) method, while the morphometric characteristics of the watershed were analyzed by extracting digital elevation model data (Digital Elevation Model, DEM) using a Geographic Information System (GIS) application. The simulation of flood distribution with return periods of 2, 5, 10 and 25 years was carried out by applying the HecRAS 2D application. The mapping of the analysis and simulation results of this study shows that the potential flood-affected areas are on the north and south sides of Amasing Kali village with inundation heights varying between 0.50 m – 1.50 m.

Abstract:
The phenomenon of flooding that occurs in various parts of the world continues to increase, both in terms of frequency and amplitude. Without neglecting the morphology of the region, global climate change and changes in land use as a result of economic growth are the main factors causing this disaster. Understanding flood characteristics, be it discharge, inundation height, and their distribution in an area is very important as a basis for determining flood control efforts. This study aims to analyze the level of flood vulnerability based on the characteristics of the occurred floods. Hydrological and topographical analyzes were performed as the basis for the flow hydraulics calculations performed with Hec-RAS 2D version 5.0.7. The flood distribution simulation results with return periods of 2, 5, 10, and 25 years show that the area of ​​the village that has the potential to be inundated is ± 22.57 ha, ± 37.11 ha, ± 41.81 ha, and ± 47.27 ha, with inundation heights varying between 0.25 m. – 1.50 m, which can be classified as low to high hazard.

Banjir merupakan masalah yang rutin dialami oleh masyarakat di wilayah Sungai Kali Lamong, khususnya di Desa Jono dan Desa Tambakberas, Kecamatan Cerme, Kabupaten Gresik. Oleh sebab itu untuk mengurangi masalah banjir, diperlukan pembangunan tanggul. Akan tetapi, pembangunan tanggul memerlukan adanya pengadaan tanah pada lokasi yang direncanakan. Tujuan dari studi ini adalah melakukan analisa banjir dengan program HEC-RAS, melakukan studi kelayakan terhadap pembangunan tanggul yang meliputi kelayakan ekonomi, analisa dampak lingkungan, dan memperkirakan pengadaan tanah yang diperlukan untuk pembangunan tanggul. Dari analisa hidrologi dengan menggunakan Hidrograf Satuan Sintesis (HSS) Nakayasu, debit yang digunakan dalam perencanaan tanggul adalah Q10 = 346.81 m3/dt. Lalu dilakukan running dengan HEC-RAS dan didapatkan dimensi tanggul parapet beton yang mampu mengatasi banjir dengan dimensi H = 3,5m. Pembangunan tanggul memerlukan nilai biaya (cost) sebesar Rp. 23.090.600.000,- dan manfaat (benefit) yang didapat dari pembangunan tanggul sebesar Rp. 23.954.706.640, sehingga nilai BCR 1.04, NPV 0.78, dan IRR 17%. Sehingga secara ekonomi, pembangunan tanggul layak untuk dilakukan. Berdasarkan hasil penapisan, pembangunan tanggul ini tidak memerlukan AMDAL secara lengkap, namun hanya perlu UKL dan UPL yang berisi dampak, besaran dampak, tujuan pengelolaan, upaya pengelolaan lingkungan hidup, dan lokasi pengelolaan.

Abstract:
The Lamong river is located in East Java Province, the Lamong river watershed covers a number of areas, namely Lamongan and Mojokerto Regencies. The upstream part of the Lamong River is in the Lamongan and Mojokerto Regencies, while the downstream part is located on the border of Surabaya and Gresik City, and empties into the Madura Strait. Lamong river has a length of ±103 km and a width of ±50 m with an area of +720km². During the rainy season, the Lamong river often floods. This flood is due to backwater and the channel cross-section is unable to accommodate the existing discharge. The purpose of this research is to find out the actions that will be taken to overcome the flood caused by the overflow of the Lamong river and need an alternative to overcoming the flood problem, one of which is raising the embankment. The steps to achieve these goals are hydrological analysis and hydraulics analysis. The hydrological analysis consists of calculating the average rainfall, calculating the planned rainfall, testing the suitability of the frequency distribution, calculating the flood discharge, and calculating the cross-sectional capacity of the river. Hydraulics analysis using the HEC-RAS program. The results of the analysis obtained that the Lamong river flood control used a 25-year return period, and planned flood control by adding the height of the embankment at the overflowing point of the river. Segment II Q = 167.68 m³/s with the addition of the right and left embankments as high as 2-5 meters. Segment III Q = 274.65 m³/s with the addition of the right and left embankments as high as 2-5 meters. Segment IV Q = 352.14 m/s with the addition of the right and left embankments as high as 2-3 meters. ABSTRAK Kali Lamong terletak di Provinsi Jawa timur, DAS Kali Lamong meliputi sejumlah daerah yaitu Kabupaten Lamongan dan Mojokerto. Bagian hulu Kali Lamong terletak di kabupaten Lamongan dan Mojokerto, sedangkan bagian hilir terletak di perbatasan Kota Surabaya dan Gresik, serta bermuara ke Selat Madura. Kali Lamong memiliki panjang Kali ±103 km dan lebar Kali ± 50 m dengan luas Daerah Aliran Kali (DAS) ±720km². Saat musim hujan Kali Lamong sering terjadi banjir. Banjir ini dikarenakan aliran balik (backwater) dan dimensi penampang saluran tidak mampu menampung debit yang ada. Tujuan dari penelitian ini adalah untuk mengetahui tindakan yang akan dilakukan untuk mengatasi banjir akibat luapan Kali Lamong , serta memerlukan alternatif dalam mengatasi permasalahan banjir yang tepat salah satunya meninggikan tanggul. Tahapan untuk mencapai tujuan tersebut dilakukan analisa hidrologi dan analisa hidrolika. Analisa hidrologi yang terdiri dari perhitungan curah hujan rata –rata, perhitungan curah hujan rencana, uji kesesuaian distribusi frekuensi, perhitungan debit banjir, perhitungan kapasitas penampang Kali. Analisa hidrolika menggunakan bantuan program HEC-RAS. Hasil analisa diperoleh pengendalian banjir Kali Lamong menggunakan kala ulang 25 tahun, dan direncanakan pengendalian banjir dengan penambahan tinggi tanggul pada titik Kali yang meluap. Segmen II Q = 167.68 m3/dt dengan penambahan tinggi tanggul kanan dan kiri setinggi 2-5 meter. Segmen III Q = 274.65 m3/dt dengan penambahan tinggi tanggul kanan dan kiri setinggi 2-5 meter. Kondisi DAS Kali Lamong cukup memprihatinkan, sebab debit sungai Kali Lamong cenderung besar saat musim penghujan. Dari permasalahan penyebab terjadinya banjir Kali Lamong, maka perlu diadakan penanggulangan teknis berupa pembangunan sudetan, tanggul dan normalisasi sungai. Diharapkan dengan adanya penanggulangan banjir secara teknis dapat memperbaiki kondisi eksisting Kali Lamong. Dalam pelaksanaan teknis penanggulangan banjir, metode yang digunakan dalam penelitian yaitu analisis hidrologi DAS Kali Lamong, analisis hidrolika kondisi eksisting Kali Lamong menggunakan HEC-RAS 5.0.7, analisis hidrolika setelah adanya pembangunan sudetan, tanggul dan normalisasi menggunakan HEC-RAS 5.0.7 serta analisis biaya pembangunan penanggulangan teknis. Setelah dilaksanakannya pembangunan sudetan, tanggul dan normalisasi sungai pada Kali Lamong didapatkan hasil kapasitas tampungan sungai hingga kala ulang 25 tahun dengan kemampuan mereduksi tinggi muka air pada kondisi eksisting 6.877 m menjadi 6.645 m. Adapun keseluruhan biaya yang dibutuhkan dalam penanggulangan banjir ini sebesar Rp. 15.048.091.000,00 (lima belas miliyar empat puluh delapan juta sembilan puluh satu ribu rupiah).

Wilayah Kelurahan Kali Kasin di Kota Malang merupakan wilayah padat penduduk yang rentan terhadap banjir. Wilayah ini hamper setiap tahun mengalami banjir, yang berdampak pada kerusakan lingkungan dan infrastruktur. Oleh karena itu, tujuan penelitian ini adalah melakukan pemodelan banjir yang disebabkan oleh luapan Kali Kasin serta melihat cakupan wilayah genangan banjir. Metode pemodelan banjir menggunakan pendekatan hidrolika dalam mensimulasikan debit air pada setiap penggal sungai menggunakan perangkat lunak HEC-RAS, serta melakukan visualisasi daerah genangan banjir serta area terdampak banjir menggunakan pendekan GIS. GIS juga digunakan untuk mempersiapkan beberapa data spasial yang digunakan untuk pemodelan banjir, seperti data geometri sungai, deliniasi daerah aliran sungai, serta untuk keperluan analisis spasial lainnya. Data hidrologis didapat dari pengolahan curah hujan harian pada stasiun hujan wilayah Kali Kasin. Analisis dilakukan dengan menggunakan model SCS CN pada perangkat lunak HEC-HMS untuk memperkirakan debit puncak pada sungai. Sedangkan, sumber data geometrik didapatkan dari Model Elevasi Digital dari citra ALOS PALSAR. Hasil penelitian menunjukkan bahwa pemodelan banjir dapat dilakukan untuk memvisualisasikan daerah genangan banjir di wilayah Kelurahan Bareng. Wilayah yang terdampak banjir seluas 24.225,63 m2. Hasil analisis menunjukkan ada sekitar 173 rumah yang terdampak banjir.

This study examines the medieval Tendai Buddhist views on kami, worked out by scholar monks seeking to accommodate the indigenous religious culture of Japan, to incorporate its divinities into Buddhist pantheon, and thereby to reinforce the authority and dominance of their own Tendai tradition. Particular attention is given to Tendai’s elaborate discussions in the voluminous Hiei-Tendai compilation work, Keiran shūyōshū (ca. 1318-48), specifically about the ability of kami to benefit all sentient beings by guiding them to enlightenment. The rationale for the discussions of the role and ability of the kami is explored in relation to the honji suijaku structure and the mechanism of the Tendai concept of original enlightenment. These discussions in Keiran help us to envision what Tendai thinkers discovered and/or invented as ethical ideals in kami worship, which ultimately served medieval Tendai’s own esoteric soteriological view.

China during World War II represented an example of civilizational imagination through a feminized body politic, and also revealed relational empowerment by highlighting a dependency narrative. A metaphor of feminine sovereignty, enacted by an eloquent female speaker, undergirded and strengthened this relational empowerment. The relational empowerment made up for the loss of masculinity in the dependent image of Chinese sovereignty, which Madame Chiang Kai-shek developed and for which she won credit among the members of the US Congress. She herself was a combination of Oriental-Occidental, male-female characteristics, an illustration of a dynamic identity process, and a validation that her original, yet secondary, identity was turning American. Her achievement embodied a celebration of American values in the eyes of her audience.

Mullany (1989, 2003) conducted an empirical study demonstrating this. This study contradicts the findings of Huber (1983) and supports Carey (1991) in her conclusion that cognitive style theory, as applied to IS, should not be abandoned. Mullany’s findings, in fact, are the opposite. Kirton (1999, 2004) supported Mullany’s results. In particular, Mullany made use of Kirton’s (2004) adaption–innovation theory. The emergent instrument, called the Kirton adaption–innovation inventory (KAI; Kirton, 1999, 2004), was used by Mullany as his measure of cognitive style.

According to contextualist theories in metaethics, when a moral term is used in a context, the context plays an ineliminable part in determining what natural property will be the semantic value of the term. Furthermore, on subjectivist and relativist versions of these views, it is either the speaker’s own moral code or her moral community’s moral code that constitutes the reference-fixing context. One standard objection to views of this type is that they fail to enable disagreement in ordinary conversations. Chapter 3 develops a new response to this objection on the basis of Kai von Fintel and Anthony Gillies’s notion of proposition clouds. It is argued that, because we live in a multicultural society, the conversational contexts we face will fail to disambiguate between all the things we could mean. This is why we can at best put into play proposition clouds when we make moral utterances. All the propositions in such clouds are then available for rejection and acceptance on behalf of our audiences. The norms of conversation then guide us to make informative contributions to the conversation—accept and reject propositions in a way that leads to coordination of action and choice.

Dünya Savaşı sonrasında artık savaşın bir an önce bitirilip derhal sulh dönemine geçilmesi arzusunda bulunan Türk milleti ilerleyen dönemlerde, hakiki manada bir sulh döneminin memlekete gelebilmesi için topyekûn bütün ulusun yeniden bir harp sürecinden geçmesi gerektiğini anlayacaktı.
