Abstract:
How does a free press resist state biopower? This article studies the development and dissemination of KANERE Free Press, a refugee-run news source operating in the Kakuma Refugee Camp, that was founded to create “a more open society in refugee camps and to develop a platform for fair public debate on refugee affairs” (KANERE Vision Statement). The analysis of KANERE and its impact on the political subjectivity of refugees living in Kakuma is framed by Foucault’s theory of biopower, the state-sanctioned right to “make live or let die” in its management of human populations. The author demonstrates the force relations between KANERE, its host country of Kenya, and the UNHCR through two ongoing stories covered by KANERE: the broad rejection of the MixMe nutritional supplement and the expressed disdain for the camp’s World Refugees Day celebration. Using ethnographic and decolonizing methodologies, the author privileges the voices and perspectives of the KANERE editors and the Kakuma residents they interviewed in order to provide a ground-level view of refugee’s lived experiences in Kakuma. As KANERE records refugees’ experiences of life in the camp, they construct a narrative community that is simultaneously produced by and resistant to the regulations and control of camp administration and state sovereignty. In doing so, KANERE creates a transgressive space that reaches beyond the confines of the camp.

Abstract:
“An only son must never die in war until the end of the world.”(Seydou Camara, “Bilali of Faransekila,” 1:396)Discussing the significance of Kande Kamara's oral history of West African experiences in the First World War, Joe Harris Lunn observes that, although historians have begun to examine the effects of that war on west Africa, their studies are mostly based on written sources, “and therefore shed little light on the lived reality of the war for the African masses whose perceptions of their experiences were never recorded.” Of particular value then, is the oral history provided by the Guinean veteran Kande Kamara, offering as it does an opportunity for assessing the European war's impact on west Africans. Lunn finds, however, that west African soldiers who served in France during the First World War have left very few records of either their wartime experiences or its effects on their later lives. The text by the late Malian hunters' singer Seydou Camara that is presented here helps to redress this lamentable deficiency because, although it is a step or two removed from the sort of firsthand eyewitness account offered by Kande Kamara, it provides valuable support for and confirmation of certain elements of Kande Kamara's testimony. Composed and sung by Seydou Camara, “Bilali of Faransekila” provides us with an oral traditional counterpart to Kande Kamara's firsthand account.

Abstract:
*bьrati sьrdьce ~ алан. *zard [?]-varun; псл. *čariti kъrtǫ ~ ср.-иран. (алан.?) *karda kar[n]-; псл. *činiti koranǫ ~ алан. *kar[a]na, согд. vadu-karanāk); б) вероятные аланские заимствования в славянский словарь (*mā-goša ʻлентяйʼ, *ba-kandak или *ba-kandag ʻритуальный хлебʼ, *bārag или *barg[a] ʻпастуший мешокʼ, *barn[a] ʻобязательствоʼ, ʻгарантия попеченияʼ); в) весьма близкие типологические аналогии (псл. The paper views a number of linguistic evidences of contacts of the ancient Slavs and the Alans – an eastern Iranian nomadic ethnos, which, according to medieval chroniclers and evidence from archeology, in VI century A.D. settled Southern Russian steppes, Azov Sea region and partially Crimea. The author makes his conclusions, drawing on the factual basis, formed of a sum of etymological versions, including such categories: a) exclusive Slavic and Alanian etymological parallels on the level of formulaic expressions, related to the poetic and legal language and formed on the patterns, which were common for both languages: (Proto-Slav. *bьrati sьrdьce ~ Alan. *zard [?]-varun; Proto-Slav. *čariti kъrtǫ ~ Middle Iran. (Alan.?) *karda kar[n]-; Proto-Slav. *činiti koranǫ ~ Alan. *kar[a]na, согд. vadu-karanāk); b) probable borrowings in Slavic vocabulary from Alanian dialects (*mā-goša ʻlazybonesʼ, *ba-kandak or *ba-kandag ʻritual breadʼ, *bārag or *barg[a] ʻshepherd’s sackʼ, *barn[a] ʻobligationʼ, ʻguarantee of careʼ); c) quite close analogies. The areal of probable Slavo-Alanica traces, overviewed in the paper, can be limited to the steppe dialects of Ukraine, dialects of Odessa and Kherson regions that are lands, which lay within the boundaries of the contacts between the Aso-Slavic tribe Antae and Alans. Based on what is told in the paper the author makes the conclusion about probable belonging listed lexical and phraseological units to the relicts of Alanian-Antae adstratum, inherited by Slavic languages.

Abstract:

There are many potentials in the sector of silvoagriculture, silvopastura and silvoagrofishery at Kandri and Cepoko district as “green belt” areas of Semarang. Unfortunately, these potentials do not give a significant impact on society yet. This is due to the lack of farmer’s institution system, limited human resource, and infrastructure. The Triple Helix approach involving academician, businessman, and government is found to be less optimal. The study aims to assess the effectiveness of the model used for empowering the farmers at dry land area through the Quadruple Helix approach as the development of Triple Helix one involving academician, businessman, civil society, and government. The locus of the research area is Kandri and Cepoko district at Gunungpati subdistrict in Semarang City of Central Java Province, Indonesia. This research employed qualitative and quantitative approaches. In the qualitative approach, the data are analyzed using an interactive model. While the quantitative approach, Human Development Index (HDI) analysis is employed. The results find that farmers' empowerment program is conducted through the Quadruple Helix approach by involving academicians, businessmen, local governments and civil society groups at the villages. Then, the HDI calculation results show that the index of human development in Kandri has decreased 0.09444. Before the program, it was amounted from 0.82367 to 0.72923. Whereas, the human development index of farmers in Cepoko before the program has increased from 0.83142 to 0.84085. Its increase reaches 0.09425. This indicates that the farmer group at Cepoko district is more resistant to national economic issues such as the weak exchange rate than the farmers in Kandri disctrict. Therefore, this study makes recommendation that farmers should organize integrated farming by establishing integrated economic region so that they can make use of existing resources efficiently and effectively.

Abstract:

Abstract:
This article presents the Kansas Developmental Learner corpus (KANDEL), a corpus of L2 German writing samples produced by several cohorts of North American university students over four semesters of instructed language study. This corpus expands the number of freely and publicly available learner corpora while adding to the depth of these corpora with a unique set of features. It does so by focusing on an L2 other than English, German, targeting beginning to intermediate L2 proficiency levels, and including dense developmental data and annotations for multiple linguistic variables, learner errors, and over twenty learner and task variables. Furthermore, this article reports the procedure and results of an inter-annotator agreement study as well as an in-depth analysis of annotator disagreement. In this way, it contributes to best practices of annotating learner corpora by making the annotation process transparent and demonstrating its reliability.

Abstract:
In most Photogrammetry and computer vision tasks, finding the corresponding points among images is required. Among many, the Lucas-Kanade optical flow estimation has been employed for tracking interest points as well as motion vector field estimation. This paper uses the IMU measurements to reconstruct the epipolar geometry and it integrates the epipolar geometry constraint with the brightness constancy assumption in the Lucas-Kanade method. The proposed method has been tested using the KITTI dataset. The results show the improvement in motion vector field estimation in comparison to the Lucas-Kanade optical flow estimation. The same approach has been used in the KLT tracker and it has been shown that using epipolar geometry constraint can improve the KLT tracker. It is recommended that the epipolar geometry constraint is used in advanced variational optical flow estimation methods.
