Abstract:
The principle of nonplanar lifting surfaces is applied to the design of modern aircraft wings to obtain better lift to drag ratios. Whereas a pronounced fin or winglet at the wingtip has been developed for aircraft, the application of the nonplanar principle to marine propellers, dealt with in this paper, has led to the KAPPEL propeller with blades curved toward the suction side integrating the fin or winglet into the propeller blade. The combined theoretical, experimental, and practical approach to develop and design marine propellers with nonplanar lifting surfaces has resulted in propellers with higher efficiency and lower levels of noise and vibration excitation compared to conventional state-of-the-art propellers designed for the same task. Conventional and KAPPEL propellers have been compared for a medium-sized containership and a product tanker. In total, nine KAPPEL propellers and two conventional propellers have been designed, and models of all propellers have been examined with respect to cavitation and efficiency in the open-water and behind conditions. Casting procedures, measurement procedures, and stress analysis methods for the unconventional geometry of the KAPPEL propeller have been developed. Furthermore, the KAPPEL propeller has been applied in full scale to the product carrier investigated. Sea trials with the conventional propeller and the KAPPEL propeller have been performed and have proved an efficiency gain of 4% in favor of the new propeller. The improved efficiency was obtained at lower propeller-induced pressure fluctuations. The correlation between the theoretical, experimental, and full-scale results is discussed.

Abstract:
A simple method has been established for the evaluation of the service performance of ships. Input data are easily collected daily on board and transformed to a well-defined condition that makes possible the comparison between ships, for instance, sister ships, and between different time periods of voyages for the same ship. The procedure has been applied to two ships that are identical, with the only exception that one has a conventional propeller, whereas the other one is fitted with a high-efficiency propeller of the KAPPEL type. The results are obtained from a period of 2 years steaming for both vessels. They clearly confirm the increase of propulsive efficiency obtained with the KAPPEL propeller in the order of magnitude of 4%.

In this paper, the monotone submodular maximization problem (SM) is studied. SM is to find a subset of size kappa from a universe of size n that maximizes a monotone submodular objective function f . We show using a novel analysis that the Pareto optimization algorithm achieves a worst-case ratio of (1 − epsilon)(1 − 1/e) in expectation for every cardinality constraint kappa < P , where P ≤ n + 1 is an input, in O(nP ln(1/epsilon)) queries of f . In addition, a novel evolutionary algorithm called the biased Pareto optimization algorithm, is proposed that achieves a worst-case ratio of (1 − epsilon)(1 − 1/e − epsilon) in expectation for every cardinality constraint kappa < P in O(n ln(P ) ln(1/epsilon)) queries of f . Further, the biased Pareto optimization algorithm can be modified in order to achieve a a worst-case ratio of (1 − epsilon)(1 − 1/e − epsilon) in expectation for cardinality constraint kappa in O(n ln(1/epsilon)) queries of f . An empirical evaluation corroborates our theoretical analysis of the algorithms, as the algorithms exceed the stochastic greedy solution value at roughly when one would expect based upon our analysis.

This work concerns the mechanism design for online scheduling in a strategic setting. In this setting, each job is owned by a self-interested agent who may misreport the release time, deadline, length, and value of her job, while we need to determine not only the schedule of the jobs, but also the payment of each agent. We focus on the design of incentive compatible (IC) mechanisms, and study the maximization of social welfare (i.e., the aggregated value of completed jobs) by competitive analysis. We first derive two lower bounds on the competitive ratio of any deterministic IC mechanism to characterize the landscape of our research: one bound is 5, which holds for equal-length jobs; the other bound is $\frac{\kappa}{\ln\kappa}+1-o(1)$, which holds for unequal-length jobs, where $\kappa$ is the maximum ratio between lengths of any two jobs. We then propose a deterministic IC mechanism and show that such a simple mechanism works very well for two models: (1) In the preemption-restart model, the mechanism can achieve the optimal competitive ratio of 5 for equal-length jobs and a near optimal ratio of $(\frac{1}{(1-\epsilon)^2}+o(1)) \frac{\kappa}{\ln\kappa}$ for unequal-length jobs, where $0<\epsilon<1$ is a small constant; (2) In the preemption-resume model, the mechanism can achieve the optimal competitive ratio of 5 for equal-length jobs and a near optimal competitive ratio (within factor 2) for unequal-length jobs.

Abstract:
Im Rahmen des vorliegenden Beitrags erfolgt zunächst eine Erklärung des Verbraucherverhaltens und seiner marktbezogenen Implikationen, wie es sich aus informationsökonomischer Sicht darstellt (Kapitel 2). Hierzu zählen sowohl eine Erläuterung der Auswirkungen unvollständiger Information über die Marktbedingungen auf die Qualität der Kaufentscheidungen von Konsumenten (Kapitel 2.1) als auch die Folgen einer asymmetrischen Informationsverteilung zwischen Anbietern und Nachfragern für die Effizienz der Marktergebnisse (Kapitel 2.2). Eine eingehende Betrachtung der Informationseigenschaften von Gütern und Dienstleistungen vor und nach dem Kauf liefert zudem Einsichten über das unterschiedliche Ausmaß an Schutzbedürftigkeit der Verbraucher (Kapitel 2.3). Die sich daraus ableitenden Anknüpfungspunkte für eine ökonomische Rechtfertigung verbraucherpolitischen Handelns stehen im Mittelpunkt der weiteren Überlegungen (Kapitel 3). Dabei wird zwischen privaten und öffentlichen (Schutz-)Maßnahmen der Verbraucher unterschieden. Erstere resultieren aus der Logik des Marktgeschehens selbst und sind insofern im Vorfeld staatlicher Markteingriffe anzusiedeln (Kapitel 3.1). Dem werden solche staatlichen Regulierungen gegenübergestellt, die erforderlich sind, um bestehende Informationsdefizite der Konsumenten, die nicht durch Marktlösungen abgebaut werden können, auszugleichen (Kapitel 3.2). Den Abschluss des Beitrags bilden Überlegungen, die auf bestehende Beschränkungen in der informationsökonomischen Betrachtung eingehen, um damit auf die Notwendigkeit zu einer Erweiterung der Analyseperspektive von Verbraucherverhalten und Verbraucherpolitik zu verweisen (Kapitel 4).
