Abstract:

Karl Marx's relationship to republicanism proceeds in three stages: he began his political career as a republican, he subsequently transitioned to communism, and then he finally reconciled his republicanism and communism. Marx's early political writings reveal his commitment to central republican ideas, including popular sovereignty, widespread political participation and universal suffrage. These commitments led him to reject absolute and constitutional monarchy. But they also led to a critique of the modern republic, which Marx argued gave insufficient space for citizens to participate publicly for the common good. He thus gives a republican critique of the republic. Marx's disillusionment with the ability of a modern republic to deliver human emancipation eventually led him to transition to communism. He now argued that the republic would be a bourgeois republic, which would subject the proletariat to the capitalist. He attacked republicans for neglecting social depredation in favour of political reform. However, his transition to communism also carried with it several republican commitments. Unlike the many apolitical versions of communism at the time, Marx insisted that the workers had to establish the republic before communism could emerge. He also extended key republican political ideas, including the objection to arbitrary power, to the social sphere. But what was absent was an account of a more participatory and accountable political alternative to the modern republic. However, the experience of ordinary workers carrying out the legislative and public administration of Paris during the Commune, led Marx to return to many of those early republican themes. He celebrated ordinary citizens' capacity for self-government and advocated popular control over the state and transforming representative democracy into popular delegacy. He came to realise that these political structures were essential to achieving the social goals of communism. He thus came to a synthesis of his early republicanism and later communism.

Este trabajo de investigación se propone, en primer lugar, exponer el contexto en el que emergen las categorías marxianas de “actividad sensible” (sinnliche Tätigkeit), de “relación práctica” (praktische Verhältnis) y de “fuerzas humanas esenciales” (menschlichen Wesenskräfte), para a partir de aquí presentar el modo en que ellas se traman a un pensamiento de lo “común” o del “comunismo”, inseparable de la idea de una “emancipación plena de todos los sentidos humanos (vollständige Emanzipation aller menschlichen Sinne)”. Respecto a esto último, nuestra investigación, en segundo lugar, se plantea el problema de los posibles vínculos entre la primera fase de la obra de Marx y la estética del idealismo alemán, particularmente el lazo entre la concepción marxiana de una revolución estética más profunda que la revolución política y la idea en Schiller de una “revolución de la sensibilidad”. Se trata, finalmente, de indagar sobre las relaciones de continuidad y de discontinuidad que hay entre aquel conjunto de categorías en la obra marxiana temprana y la emergencia de los conceptos de “fuerza de producción” y de “división del trabajo”, con el objetivo de esclarecer la problemática de la obra de arte en el marco general de una crítica de la economía política.

This study aims to understand how the philosophical issue of liberty is challenged by exposition dialectic of The Capital . With reference to the interpretation of Benoit, understand that the exposition method of The Capital can only be understood in light of the philosophy of Hegel and the dialectical tradition. The exposition moves from abstract to concrete. The concepts presented are developed from their simplest form and apparent, and continue advancing through a negative movement to more complex forms and concrete. The exposition route developed in The Capital is a path of ascent, which is part of abstract shapes to overcome them, deny them and reach the reality which hides behind the mystifying ways, unveiling the myths of bourgeois society and bringing to the surface the contradictions immanent in capital. This exposition is the dialectic methodological tool that enables Marx to try to overcome the form merely analytical and empirical research, reconstructing the totality of the tangible real and alive, from the negative force of dialectics. Marx build a unity between the logical and history form of representation, a synchronic and diachronic structure, a contradictory unity between being and becoming. A unit that includes a concrete representation of reality, able to overcome the abstract forms by the motion of denial from an adversarial logos. The exposition seeks to unveil the dialectical contradictions within each category of capitalist society. The negative movement of the exposition puts the categories on the move, becoming permanent. The categories are transformed, are denied and yet still preserve a truth value. This means that categories put to negative dialectics of exposition, and may be non-being at the same time and in the same relation. Based on these principles, this research develops the thesis that the concept of liberty in The Capital Marx's theory is thought of as a positive-negative liberty. The exposition method reveals that under the capitalist mode of production liberty is contradictory, the man appears as free and non-free at the same time. In a society dominated by capital, Marx speaks of liberty and unliberty. The positivity liberty in capital is revealed by analyzing the market and the movement of goods that require relationship between men formally free and equal. Moreover, the negativity liberty is expressed in the capital area under the relations of production, fetishism, the autocracy of capital under Labour. Liberty and unliberty coexist in capitalist relations, appears as a prerequisite for another. Marx shows that the process of capitalist exploitation is mediated by the principles of liberty which govern and regulate the market. That means it is Liberty itself that appears as a legal prerequisite for unliberty and domain of capital under men.<br>O objetivo central dessa dissertação é analisar a problemática em torno da liberdade, em O Capital de Karl Marx. O presente trabalho busca compreender como a questão filosófica da liberdade é posta pela exposição dialética de O Capital . Tendo como referência a interpretação de Benoit, compreendemos que o modo de exposição de O Capital só pode ser compreendido a luz da filosofia de Hegel e da tradição dialética. A exposição caminha do abstrato ao concreto. Os conceitos apresentados são desenvolvidos a partir de suas formas mais simples e aparentes, e seguem avançando por meio de um movimento negativo para formas mais complexas e concretas. O percurso expositivo desenvolvido em O Capital é um caminho de ascensão, no qual se parte das formas abstratas para ultrapassá-las, negá-las e alcançar a realidade que se esconde por trás das formas mistificadoras, desvelando os mitos da sociedade burguesa e trazendo para a superfície as contradições imanentes ao capital. Tal dialética expositiva é o instrumento metodológico que possibilita a Marx tentar superar a forma meramente analítica e empírica da pesquisa, reconstruindo a totalidade concreta e viva do real, a partir da força negativa da dialética. Marx constrói uma unidade entre a forma de representação lógica e histórica, uma estrutura sincrônica e diacrônica, uma unidade contraditória entre o ser e o devir. Uma unidade que compreende uma representação concreta do real, capaz de ultrapassar as formas abstratas mediante o movimento de negação, a partir de um logos contraditório. A exposição dialética busca desvelar as contradições presentes no interior de cada categoria da sociedade capitalista. O movimento negativo da exposição coloca as categorias em movimento, em devir permanente. As categorias se transformam, são negadas e ainda assim, preservam um valor de verdade. Isso quer dizer que as categorias postas ao movimento dialético negativo da exposição, podem ser e não-ser ao mesmo tempo e na mesma relação. Partindo desses princípios, a presente pesquisa desenvolve a tese de que o conceito de liberdade em O Capital de Marx é pensado como uma teoria positivo-negativa da liberdade. O movimento expositivo nos revela que sob o modo de produção capitalista a liberdade é contraditória, ou seja, o homem aparece como livre e não-livre ao mesmo tempo. Na sociedade dominada pelo capital, Marx fala em liberdade e não-liberdade. A positividade da liberdade do capital se revela mediante a análise do mercado e a circulação de mercadoria que exigem relações entre homens formalmente livres e iguais. Por outro lado, a negatividade da liberdade se expressa no domínio do capital sob as relações de produção, no fetichismo, na autocracia do capital sob o trabalho. Liberdade e não-liberdade coexistem no interior das relações capitalistas, uma aparece como pressuposto da outra. Marx revela que o processo de exploração do capital ocorre mediado pelos princípios de liberdade que regem e regulam o mercado. Isso significa que é a própria liberdade jurídica que aparece como pressuposto para a não-liberdade e domínio do capital sob os homens.

Tem como objetivo principal contribuir, do ponto de vista teórico-interpretativo, para a compreensão da importância que podem assumir as experiências cooperativistas para os trabalhadores em termos de luta de classes. A emergência de várias iniciativas autogestionárias, sobretudo a partir de 1990, reacende o debate sobre as alternativas ao capitalismo. Num contexto adverso para os trabalhadores, marcado pelo fim da experiência social-democrata e stalinista-soviética na Europa, ressurgem formulações inspiradas nos precursores do cooperativismo da primeira metade do século XIX, em geral, negligenciando a crítica de Marx. Reconhece a importância das experiências autogestionárias para a manutenção de uma significativa parcela da população e do debate no campo teórico sobre suas possibilidades e limites. As referências às cooperativas operárias em Marx, não obstante a ausência de um tratamento sistemático, insere-se na sua perspectiva mais ampla sobre a transição do modo de produção capitalista ao modo de produção associado ou comunista. Na busca par compreender a relação dos trabalhadores com o cooperativismo, na perspectiva de Marx, revisa sua crítica aos socialistas utópicos e a Proudhon, ao mesmo tempo em que explora a relação das fábricas cooperativas com a luta de classes e com as contradições do modo de produção capitalista. O estudo evidencia que a positividade do cooperativismo em Marx está relacionada com a classe trabalhadora em sua luta contra o capital, necessitando, porém, atuar sobre as modernas forças produtivas e, dessa forma, não mantém correspondência com as propostas utópicas e reformadoras do capitalismo. Discute o trabalho associado no interior das fábricas cooperativas, o qual, além de negar o trabalho assalariado, aponta para um novo modo de produção. Conclui que os limites das fábricas cooperativas, enquanto formas de transição dentro do sistema capitalista, relacionam-se com a luta de classes, de forma que o trabalho associado não pode abranger a totalidade das forças produtivas sem que os trabalhadores assumam o poder político.<br>This dissertation involves a study of the cooperative movement. Its theoretical reference is one specific author, Karl Marx. Its principal objective is to contribute from a theoreticalinterpretive perspective to understanding the importance cooperative experiences can have for workers in terms of class struggle. It discuss the emergence of various self-management initiatives, above all since 1990, wich triggers new debate about alternatives to capitalism. In an adverse context for workers, marked by the end of social-democratic and Stalinist-Soviet experiences in Europe, formulations arise inspired in the precursors of the cooperative movement of the first half of the 19th century in general neglecting Marx#s criticism. Reconize the importance of self-management experiences for the maintenance of a significant portion of the population and of debate in the theoretical field about their possibilities and limits. The references to workers cooperatives in Marx, notwithstanding the absence of a systematic analysis, are inserted in his broader perspective about the transition from the capitalist mode of production to the associated or communist mode of production. In an effort to understand the relationship of workers with the cooperative movement, from Marx#s perspective, it reviews his criticism of the Utopian Socialists and Proudhon; explores the relation of the cooperative factories with the class struggle and with the contradictions of the capitalist mode of production. The study revealed that the positivity of cooperativism in Marx is related to the working class# struggle against capital, requiring action on the modern productive forces and, in this way, does not correspond to the utopian and reformist proposals of capitalism. It concludes that the associated work within cooperative factories, in addition to rejecting salaried labor, point to a new mode of production. But points out that the limits of the cooperative factories as forms of transition within the capitalist system are related to the class struggle in that associated work cannot encompass the totality of the productive forces without the workers assuming political power.

Abstract:

RESUMO: O presente trabalho tem por objetivo geral compreender a gestão/planejamento enquanto ferramenta de trabalho para fazê-lo profissional do assistente social. Para isso, têm-se os objetivos específicos: identificar a gestão enquanto processo histórico e suas interfaces com o Serviço Social, bem como mapear as “novas” demandas para fazer do profissional dos assistentes sociais a partir desses instrumentos nos espaços sócio ocupacionais. O Método foi a Teoria Social crítica de Karl Marx, e como recurso metodológico a pesquisa bibliográfica de caráter exploratória e abordagem qualitativa. Os principais resultados a serem elencados, demostraram através do levantamento do estudo da arte, o diferente conceito entre “gestão do social” e “gestão social” enquanto planejamento das ações propositivas. Esta última é a aquela que melhor se alinha com o Projeto Ético e Político do Profissional Assistente Social, de modo, elementar para se chegar a uma Gestão Social é imprescindível às operacionalizam por intermédio do Serviço Social. Abstract:

Türk savunma sanayiinin gelişim süreci Osmanlı Devleti’nin yükselme döneminde başlamaktadır. Yeniçağ ile birlikte Avrupa’da yaşanan aydınlanma süreci ve 18’inci yüzyıldan itibaren başlayan teknolojik gelişmeler Osmanlı Devleti’nin bu alandaki üstünlüğünü sona erdirmiş ve 19’uncu yüzyılda bu üstünlük Avrupa devletlerine geçmiştir. Cumhuriyetin ilk yıllarında savunma sanayii çalışmaları İmalat-ı Harbiye’den devr olan ve 1921 yılında kurulan Askerî Fabrikalar Umum Müdürlüğü vasıtası ile yürütülmüştür. İkinci Dünya Savaşı sonrasında Türk Ordusu’nun ihtiyaçlarını karşılamak maksadıyla savunma sanayii alanında yeni bir yapılanmaya ihtiyaç duyulmuştur. Bu ihtiyaçlar sonucunda 15 Mart 1950 tarihinde Makine ve Kimya Endüstrisi Kurumu kurulmuştur. İkinci Dünya Savaşı sonrasında, Türk Ordusu’nun modern bir donanıma kavuşturulması için birçok plan ve çalışma yapılmıştır. Bu çalışmalar askeri yardımların oluşturduğu olumsuz şartlar nedeniyle planlandığı gibi sürdürülememiştir. Kıbrıs Barış Harekâtı sırasında uygulanan ambargo neticesinde tek kaynaktan silah sağlamanın sakıncaları yakından görülmüş, alternatif kaynaklara gitmenin ve millî savunma ihtiyaçlarının mümkün oranda yerli kaynaklardan sağlamanın gereği açıkça anlaşılmıştır. Bu çerçevede Kara, Deniz ve Hava Kuvvetlerini Güçlendirme Vakıfları kurulmuş ve bu vakıflar için gerekli fonlar oluşturulmuştur. Bu vakıflar Türk Silahlı Kuvvetleri Güçlendirme Vakfı” adıyla yeniden teşkilatlandırılmış, ordu - millet bütünleşmesinin en önemli göstergesi olarak günümüze kadar faaliyetlerini sürdürmüştür. Bu bildiride Türk Savunma Sanayiinin kırılma evreleri ele alınarak günümüzde gelinen nokta ile karşılaştırmalı olarak değerlendirilecektir.

Abstract:

Türk ordusunun kuruluş tarihi olarak kabul edilen M.Ö.209 tarihinde ilk defa disiplinli askerî birliğin temeli kabul edilen 10’lu sistemin oluşumu söz konusudur. Mete Han ile ortaya çıkan bu teşkilatlanma modeli, devlet güçlerinin kabile, soy vb. ayrıcalıklarına bakılmaksızın 10’lu sisteme göre teşkilatlanarak, merkezden tayin edilen komutanlar aracılığı ile en üstte bir sevk ve idare makamına bağlanması ile gerçekleştirilmiştir. Bu usul ile taktik seviyeden itibaren başlayan askerî hiyerarşi, stratejik seviyede bir başkomutanlık karargahına dönüşmüştür. Tarihi süreç içerisinde Türk devlet ve ordu teşkilatında gördüğümüz bu yüksek askerî sevk ve idare makamı, Osmanlı Devleti’nin geleneksel döneminde “Serdar-ı Ekrem/Serdar-ı Âzam”, Tanzimat döneminde “Seraskerlik”, “Bab-ı Seraskerî” ve “Erkân-ı Harbiye-i Umumiye Riyaseti” olarak adlandırılmıştır. Bu komuta yapısı vatanın savunmasıyla ilgili bütün şartlar ve olayları göz önünde tutarak barışta ordunun eğitim ve donatımını, savaşta ise başkomutan salahiyetiyle ordunun yönetiminden mesul olmuştur. Türk ordusunun komuta ve teşkilat yapısında 23 Nisan 1920’de TBMM’nin açılması ile birlikte yeni bir düzenlemeye gidilmiştir. Buna göre 03 Mayıs 1920’de oluşturulan İcra Vekilleri Heyeti Riyasetine bağlı olarak “Erkân-ı Harbiye-i Umumiye Vekâleti” adıyla bugünkü Türk ordusunun komuta ve teşkilatının temeli atılmıştır. Bu komuta ve teşkilat yapısı ile Osmanlı ordu teşkilatından farklı olarak Erkân-ı Harbiye-i Umumiye Vekâleti ve Müdafaa-i Millîye Vekâleti adıyla iki ayrı bakanlık tesis edilmiştir. Bu düzenleme 1924 yılına kadar devam etmiş, 03 Mart 1924 tarihli yeni bir düzenleme ile Erkân-ı Harbiye-i Umumiye Vekâleti’nin “Bakanlık” statüsü kaldırılarak “Riyaset/Başkanlık” olarak kabinenin dışına çıkarılmıştır. Cumhuriyet’in ilk yıllarındaki yasal ve anayasal düzenlemelerle idari, mali, teşkilat ve eğitim hususlarındaki düzenlemelerle Türk ordusunun sevk ve idare makamının yetki ve salahiyetleri ile teşkilat yapısı oluşturulmuştur. 1928 yılında ise Kara, Deniz ve Hava Müsteşarlıkları teşkil edilmiş, idari ve lojistik açıdan Milli Müdafaa Vekâleti’ne, harekât ve eğitim açısından ise Erkân-ı Harbiye-i Umumiye Riyaseti’ne bağlanmıştır. 1944 ve 1949 yıllarındaki yasal düzenlemelerle Genelkurmay Başkanlığının bağlantı yapısında meydana gelen değişikliklerin yanında, müstakil kuvvet komutanlıklarının teşkil edilmesi Türk ordu teşkilatında önemli bir gelişme olmuştur. Devamında yaşanan gelişmelerin sonucunda Türk ordusunun ana komuta ve teşkilat yapısını Genelkurmay Başkanlığı, kuvvet komutanlıkları ile Jandarma ve Sahil Güvenlik Komutanlıkları meydana getirmiştir. Genelkurmay Başkanlığı sorumluluğunda etkin bir sevk ve idarenin sağlanması, modern harp silahları ve nitelikli personel ile teçhiz edilmesi, harbe hazırlığın tam sağlanması ve demokrasi prensibi içinde siyaset/ordu ilişkisinin anayasal ve yasal olarak düzenlemesi T.C. Cumhurbaşkanlığı Devlet Arşivleri Başkanlığı ve Millî Savunma Bakanlığı arşivlerinden faydalanılarak bu çalışmada anlatılacaktır.

Abstract:

Ilmatieteen laitoksen Nurmijärven geofysiikan observatorio aloitti toimintansa syksyllä 1952. Observatorion päätehtävä oli ylläpitää jatkuvia magneettisia rekisteröintejä muualla Suomessa tehtävien magneettisten kartoitustöiden tueksi. Ilmatieteen laitoksen johdolla tehty magneettinen kartoitustyö saatiin päätökseen vuonna 1930, mutta yli kaksikymmentä vuotta myöhemmin tarvittiin magneettisen kartta-aineiston päivitys. Työhön saatiin Sodankylän geofysiikan observatorion johtaja Eyvind Sucksdorff (1899–1955) vuonna 1945. Sucksdorff oli jättänyt Sodankylän observatorion sen tuhouduttua Lapin sodassa 1944. Hänet nimitettiin Ilmatieteen laitoksen geofyysikon virkaan. Eyvind Sucksdorff aloitti kartoitustyöhön tarvittavat magneettiset maastomittaukset vuonna 1946 ja samaan alkoi myös Nurmijärven observatorion suunnittelu. Observatorion havaintorakennukset saatiin valmiiksi 1951 ja ensimmäinen kokonainen havaintovuosi oli 1953. Magneettisten rekisteröintien ohella observatorio oli Ilmatieteen laitoksen sääasema. Eyvind Sucksdorffin työt magnetismin alalla jäivät kesken, kun hän kuoli yllättäen vuonna 1955. Töiden jatkajaksi tuli Eyvindin poika Christian (1928–2016). Nurmijärven observatorion havaintojen ylläpito saatiin vakinaisemmalle kannalle, kun observatorioon saatiin pysyvää henkilökuntaa ja päärakennus toimisto- ja asuintilaksi. Observatorion paikallisjohtajaksi nimitettiin FM Matti Kivinen (1924–2010) vuonna 1957. Hänen johtajakautensa kesti vuoteen 1988 saakka. Kivisen jälkeen observatorion johtajuutta hoiti FT Kari Pajunpää (1956–2022) vuoteen 2018 saakka. Kansainvälisen Geofysiikan vuoden (IGY, 1957–1958) aikana Nurmijärven observatorion havaintotoiminta laajeni, kun sinne perustettiin Posti- ja lennätinhallituksen ionosondi ionosfäärin luotauksiin kaukomaille suunnattujen radiolähetyksien tueksi. Luotaukset jatkuivat vuoteen 1987 saakka. Vuonna 1961 Helsingin yliopisto perusti observatorion alueelle seismologisen havaintoaseman osana maailmanlaajuista maanjäristyksien havaintoverkkoa. IGY:n aikana Ilmatieteen laitos käynnisti revontulien valokuvausrekisteröinnit usealla asemalla Lapissa. Revontulikuvaukset jatkuvat edelleen uudemman sukupolven kameroilla. Vuonna 1959 observatoriossa aloitettiin ilma- ja sadevesinäytteiden radioaktiivisuuksien analysointi, kun ilmakehässä suurvaltojen toimesta tehtyjen ydinräjähteiden jäljiltä radioaktiivisen säteilyn määrä oli kohoamassa maassammekin selvästi yli luonnollisen tason. Ilmatieteen laitos piti osaltaan yllä säteilyn valvontaan liittyviä mittauksia ja tutkimusta. Toiminnan alkuaikoina pääosan radioaktiivisuuteen liittyvistä töistä teki FM Rolf Mattsson (1933–). 1960- ja 1970-luvuilla Nurmijärven observatorion operatiiviselle vastuulle perustettiin useita eri maiden rahoittamia havaintolaitteita. Tärkeitä toimijoita olivat Saksan Max-Planck-Instituutti ja Alaskan yliopisto. Edellinen ionosfääriluotaimen kautta ja jälkimmäinen magneettisten pulsaatioiden osalta. Yhteistyö Oulun yliopiston ja Sodankylän geofysiikan observatorion kanssa oli tiivistä. 1970-luvulta lähtien käynnistyi havainto- ja rekisteröintijärjestelmien automatisointi ja siirtyminen digitaalisiin laitteisiin. Observatorion alkuajoista lähtien toimineet analogiset magneettiset rekisteröinnit uusittiin moderneilla digitaalisilla laitteilla 1990-luvulla, jolloin valokuvausperiaatteella toimineet rekisteröinnit voitiin lopettaa. Magneettiset absoluutti-instrumentit korvattiin samoihin aikoihin uusilla ajanmukaisilla laitteilla. Samoja magnetometrejä hankittiin myös magnetometriverkon IMAGE käyttöön eri puolilla Suomea. Nurmijärven magneettiset rekisteröinnit liitettiin vuonna 1991 kansainväliseen INTERMAGNET-verkkoon, jolloin observatorion magneettiset datat ovat reaaliajassa käytettävissä maailmalla esimerkiksi avaruussään monitorointiin. Magnetismin alalla uutena toimintamuotona käynnistyi 1990-luvulla magneettinen testilaboratorio, missä voitiin kalibroida erilaisia magneettikenttää mittavia laitteita. Laboratorio erikoistui myös avaruuteen lähetettävien mittalaitteiden magneettisen puhtauden määrityksiin. Työtä tehtiin muun muassa yhdessä ukrainalaisen avaruustutkimuslaitoksen kanssa. Magneettinen testilaboratorio akkreditoitiin (MIKES) vuonna 2007, mutta sen toiminta on keskeytynyt. Kaikkiaan Nurmijärven observatoriossa on ollut toiminnassa 15 erilaista geofysikaalista rekisteröintijärjestelmää. Niistä osa on ollut ulkomaisten yhteistyötahojen havaintolaitteistoja, mutta merkittävä yhteistyökumppani havaintojen alalla on ollut Sodankylän geofysiikan observatorio. Nurmijärven observatorion rekisteröintien automatisointi ja havaintojen liittäminen tietoliikenneverkkoihin vähensi tarvetta ylläpitää observatoriolla vakinaista henkilökuntaa, koska tarvittavat huoltotoimet ja mittaukset voidaan pääasiassa tehdä Helsingistä käsin. Samalla tarpeettomiksi käyneet asuinrakennukset ja käytöstä poistuneet vanhentuneet mittauskopit voitiin purkaa.
