Full textBuilding permit is about to weigh individual interests against the public interest in decisionmaking about how our surroundings should look like. The interpretation of how the law should be observed undertaken by the building permit officer, his or her manager and the board. Dealing with a building permit requires knowledge of both PBL (Planning and Building Act) and BBR (Building Regulations), the relevant instances should be contacted, and referrals and neighborhood hearings should be sent when they are required. An administrator must be able to read and interpret legal texts, maps and detailed plans that are sometimes old and difficult to interpret. This work addresses how the county works with building permit processing and how customers perceive the county’s work. What tasks a building permit officer performs in one day is studied. It becomes apparent that the work varies greatly from day to day. The officer must respond to questions and provide relevant answers that are easy to understand and accept. There are several helpful tools available to assist the officer, such as digital maps, drawings and law texts. During my studies I learned that both Örebro county and Karlskoga county make use of lean models in their efforts to reduce delays and improve customer satisfaction. The counties carry out surveys to get an idea of what needs improvement and what already works satisfactorily.

Full textThe UN Convention on the Rights of the Child became law in Sweden on the first of January in 2020. One way to integrate the Convention on the Rights of the Child into physical planning is to ensure that all children have the right to a good outdoor environment. Previous research shows that access to nature has several positive benefits, such as physical and mental health. Children's possibility to this can vary depending on different background conditions and a way to approach and even out the inequality is to work with the schoolyard's design and planning. Based on the above reasoning, the purpose of this bachelor thesis is to shed light on the schoolyard's current design and development opportunities based on visions and theories about children's outdoor environments. To fulfill the purpose, an inventory project of schoolyards in collaboration with Karlskoga municipality took place in the spring of 2021. The project will result in a current situation description and analysis to support the municipality's planning and prioritization of schoolyards. The following questions have been formulated to fulfill the purpose of the essay: What goals and visions for the schoolyard and children's outdoor environments does Karlskoga municipality have? How are the schoolyards in Karlskoga municipality spatially designed in relation to the vision? The results of the study have been analyzed with the help of a theory based on Grahn's and Berggren-Bärring's (1995) eight characteristics of the park that are important to humans. The theory has been adapted and supplemented with the help of other studies regarding qualities in children's outdoor environments. Karlskoga municipality has a policy regarding schoolyards environments as well as their long-term planning document regarding guidance on how water, land and built environment is going to be used, developed and preserved from 2011, which with the help of a document analysis was examined based on the thesis theory. With the support of the document analysis, the theory has been developed into an observation scheme to enable an inventory and analysis of the schoolyards in Karlskoga municipality. The results have also been analyzed with the help of spatial perspectives as well as children's geographies to gain a deeper understanding of the schoolyard as a place. The conclusion based on the results analysis shows that the surveyed schoolyards overall live up to Karlskoga's vision of children's outdoor environments. The natural environment is a consistent starting point in the analysis of the empirical data and is advocated both by previous studies and the municipality's governing documents. The natural environment has a so-called polymorphic quality, which means that it can have different uses and properties. Examples of these characteristics are recovery, culture, species richness, play value and the opportunity for children to shape their own place. However, there is a paradox when it comes to accessibility and safety. The natural environment can give rise to accessibility as it has several uses, but can also prevent students with physical disabilities and obscure conflicts. Therefore, the design of the natural environment is significant for creating an accessible outdoor environment. The schoolyards that were considered to meet the most criteria according to the observation schedule, were those that had good access to vegetation and forest-like environments.

Full textStöld utan inbrott har ökat markant under det senaste året på bad-, sport- och fritidsanläggningar i Karlskrona, närmare sagt 60%. Skadegörelse i form av klotter är ett annat vanligt förekommande brott. Lösningarna delas upp i social och situationell brottsprevention. Sociala brottspreventionen ägnar sig åt åtgärder som utgår från brottslighetens sociala orsaker istället för motsatsen situationell brottsprevention som istället utgår från att avskräcka med hjälp utav tekniska lösningar och har som primärt mål att försvåra tillgänglighet för t.ex. stöldbegärliga varor. Det huvudsakliga syftet med arbetet är att komma fram till lösningar som förebygger dessa brott, samtidigt som de är kostnadseffektiva och realistiska att implementera. Arbetet är viktigt på så sätt att det skapar säkerhetsmedvetenhet och främjar en hälsosam säkerhetskultur. Dessutom är det framtidsförankrade målet att sänka denna statistik. Målet med arbetet har förutom att utveckla vår kunskap inom det brottsförebyggande ämnet, varit att bidra med hjälp och lösningar åt våra uppdragsgivare. Vi har hela tiden försökt sträva efter innovativa lösningar. Arbetet har haft sin grund i den teoretiska ramen där berörda områden har behandlats. Vidare har resultatet med hjälp av metodiken skrivits i enlighet med den teoretiska ramen. Avslutningsvis har vi kommit fram till att det finns en hel del kostnadseffektiva lösningar som skulle kunna tillämpas i verkligheten och det viktiga är att man samverkar sinsemellan för att skapa en kultur med incidentrapportering som i sin tur dokumenteras och följs upp för vidare utvärdering. Dokumentation är viktigt eftersom det skapar statistik att utgå ifrån. Glöm inte att involvera allmänheten.

Full textCurrently, the whole globe is faced with serious problems which negatively affect people around the world: increased pollution, excessive waste, and weather pattern changes. ‘Left’ and ‘right’ wing political parties alike have embraced ‘green’ politics and for many of these parties, environmental issues have become a top priority that is very much reflected in their manifestos. This study examines the environmental goals of two of Sweden’s largest political parties and how these ambitions are reflected at a local level. The conclusions I have drawn in the study have been achieved by analysing official documents and by the comparison between two Swedish municipalities. As a result of my research, I have learned that the political leanings of a party are substantial in determining the goals and works for long-term sustainability at a local level. However, whether the prevailing parties are of the ‘left’ or ‘right’ political orientation does not seem to be of big importance because both ‘wings’ in Sweden are very liberal and have very similar environmental goals.

Full textAs the industrial based society transitioned into a knowledge based one, so did the process of place branding. Factors like increased globalisation and reduced trade barriers have led to new levels of competition between countries, cities, regions and municipalities. Place branding has become an important tool in local politics to boost economic growth and development in a similar way used in the business world. On the other hand, the transition from government to governance has led to higher levels of cooperation between public and private actors. This means that place branding has started to follow a marketing strategy rather than a democratic one. From a democratic point of view this is problematic as citizens are increasingly losing their voice. The purpose of this study is to demonstrate and analyse how place branding in a post political society, the municipality of Karlskoga, is characterized by a marketing logic rather than a democratic one. The study also aims to describe how the municipality ensures citizens´ democratic rights in the place branding process. The method used in this paper is qualitative, since we wanted to thoroughly investigate Karlskoga municipality’s work with place branding. Our empirical material consists of a document analysis and a semi-structured interview. The results in our study show that Karlskoga municipality extensively uses place branding in a business context, which could have a negative impact on citizens’ democratic rights. While the municipality is aware of this issue and claim that they are trying to prevent it, a concrete plan of action is missing.
