The Koninklijke Bibliotheek (KB) had been functioning as the national library of the Netherlands for some time before it was designated as such in 1982. In 1987 the library was given more autonomy. The appointment of the present National Librarian in 1991 coincided with severe budget restrictions, which necessitated a drastic reorganization; this involved the establishment of new departments, for library automation and new technology, for library research and for policy development. Pica has developed new library automation products to meet KB's requirements, including interlibrary connections; in 1993 the transition to the new systems was completed. A strategic planning process has been initiated; difficult choices have to be made, but the main thrusts are likely to be the promotion of a single national infrastructure for access and delivery of information in printed and electronic form, maintaining a broad collection in the humanities and social sciences (cooperating especially with three other major Dutch libraries), setting up new facilities for the retrieval and desktop delivery of electronic documents, building and managing a repository for electronic material, and preserving the Dutch cultural heritage (including a coordinated microfilming programme). The KB is actively involved in several European projects.

Abstract:
The KB, National Library of the Netherlands, is not just another national library. Besides the fact that it holds the IFLA Headquarters and that it is partner to many international organizations, it aims to be a frontrunner in library innovation. Driven by the power of the written word, the KB furthers intellectual development, proficiency and creativity and seeks collaboration with partners in the domains of public libraries, cultural heritage institutuions and academia. We do this by creating, innovating and sharing knowledge in a strong network and bringing the latest technology to the use of the widest possible audience. In this article on the technological future of libraries Martijn Kleppe, Lotte Wilms and Erik Boekesteijn show how the KB employs two strategies to implement innovations on both the local as well as the national level. On the one hand the KB supports innovation in local public libraries with their “From Idea to Initiative” program. On the other hand the KB aims to integrate state-of-the- art computer science techniques in their services for the users of the National Library. They describe a concrete example of such an implementation and will conclude their article with reflections on the lessons learned from both initiatives and outline next steps.

In recent years a lot of research has been undertaken to ascertain the most suitable preservation approach. For a long time migration was seen as the only viable approach, whereas emulation was looked upon with scepticism due to its technical complexity and initial costs. In 2004, the National Library of the Netherlands (Koninklijke Bibliotheek, [KB]) and the Nationaal Archief of the Netherlands acknowledged the need for emulation, especially for rendering complex digital objects without affecting their authenticity and integrity. A project was started to investigate the feasibility of emulation by developing and testing an emulator designed for digital preservation purposes. In July 2007 this project ended and delivered a durable x86 component-based computer emulator: Dioscuri, the first modular emulator for digital preservation.

In 2007, the Koninklijke Bibliotheek, the Dutch National Library (KB-NL), started the project ‘webarchiving’ based on a selection of Dutch websites. The initial selection of 1000 websites has currently grown into over 12,000 selected websites, crawled at different intervals. Although due to legal restrictions the current use is limited to the KB-NL reading room, it is important that the KB-NL includes the requirements of the (future) users in its approach to creating a web collection. With respect to the long-term preservation of the collection, we also need to incorporate the requirements for long-term archiving in our approach, as described in the Open Archival Information System (OAIS) Model ISO 14721: 2012. This article describes the results of a research project on webarchiving and the web collection of archived sites in the KB-NL, investigating the following questions. What is webarchiving in the Netherlands? What are the selection criteria of KB-NL and how are these related to what can be found on the Dutch web by the contemporary user? What is the influence of the choice of tools we use to harvest the final archived website? Do we know enough of the value of the web collection and the potential usage of it by researchers and how can we improve this value? This article will describe the outcomes of the research, the conclusions and advice that can be drawn from it and it is hoped will inspire broader discussions about the essence of creating web collections for long-term preservation as part of cultural heritage.

In the last couple of years, scholars in the Humanities have started to explore the possibilities of the large-scale analysis of images. This development can be linked to the increasing availability of large visual datasets, the increase in computing power, and the development of new techniques, such as convolutional neural networks. However, there are no one-size-fits all researchers that are able to gather the right data, apply the new techniques, and analyze the results in meaningful ways. In this paper we present the collaboration of a Humanities researcher, a Research Software Engineer and Digital Scholarship Advisor to explore how new computer vision techniques can be used to automatically classify images extracted from a large collection of digitized historical newspapers. We will present the outcomes of our research and share the lessons we learned from our collaboration. First we will discuss the experiences of the Humanities researcher. Second we will discuss the lessons we learned from a technical perspective. Third, we will elaborate on the institutional perspective of the National Library of the Netherlands (KB) as a data provider but also as full partner of the research project. We will end with a reflection on the broader strategic role of heritage institutes as research partners to stimulate, collaborate and to preserve results of research projects in a sustainable manner.

In totaal wordt in 15.569 verschillende Wikipedia-artikelen informatie uit Delpher gebruikt. Het artikel Lijst van rampen in Nederland bevat met 182 de meeste URL&rsquo;s naar Delpher, gevolgd door het artikel Lijst van historische Nederlandse netnummers, met 175 Delpher-links. Het artikel over de Franse wielrenner Jacques Anquetil sluit met 130 verwijzingen de top 3 af. (Grafiek 1) Naar welke informatie in Delpher wordt het vaakst verwezen? Als we homepages buiten beschouwing laten blijft de illustratie <em>Afstandsaanduidingen langs Rijkswegen</em> in de <em>Nieuwe Tilburgsche Courant</em> van 12 februari 1937 de winnaar, met verwijzingen vanuit dertien Wikipedia-artikelen. Sommige Wikipedia-artikelen steunen bijna volledig op Delpher. Er zijn 61 artikelen die hun bestaan grotendeels aan Delpher (en de Wikipedia-gemeenschap) te danken hebben. Zo zou het artikel Vuilnisman zonder Delpher waarschijnlijk niet hebben bestaan. <strong>DBNL</strong> Een andere bron die intensief voor Wikipedia-artikelen wordt gebruikt is DBNL, een digitale collectie teksten uit de Nederlandse letterkunde, taalkunde en cultuurgeschiedenis, van de vroegste tijd tot heden, die het hele Nederlandse taalgebied representeert. Eind 2024 waren er 30.768 verwijzingen naar deze dienst in 18.458 verschillende Wikipedia-artikelen, waarbij iets meer dan de helft (54 procent) van deze URL&rsquo;s naar informatie over auteurs verwees. De grootste &lsquo;DBNL-hubs&rsquo; zijn de artikelen De groote schouburgh der Neder&shy;lantsche konstschilders en schilderessen (442 links) en Schilder-boeck (70 links). Populaire DBNL-pagina&rsquo;s zijn onder andere de inhoudsopgave van het&nbsp;Algemeen letterkundig lexicon (met verwijzingen vanuit 229 Wikipedia-artikelen) en <em>De eerste Surinaamse sportencyclopedie (1893-1988)</em> van Ricky W. Stutgard (met links vanuit 147 artikelen). (Grafiek 2) Er zijn zeventien Wikipedia-artikelen die grotendeels of volledig op DBNL-inhoud zijn gebaseerd, bijvoorbeeld dat over schrijver Jozef van Walleghem of het artikel over Drogon, de debuutroman van Arthur van Schendel. <strong>Onmisbare schakels</strong> Delpher en DBNL voorzien in verschillende behoeften: waar Delpher vooral wordt gebruikt voor historische feiten vermeld in krantenartikelen, levert DBNL literaire en biografische context. Beide collecties zijn stevig verankerd in de Nederlandstalige Wikipedia en vormen inmiddels een onmisbare schakel in het ecosysteem van vrije kennis.

Library collection development is directly related to the issues of placement, storage and delivery of documents. The eternal storage of the totality of documents that make up the national heritage is one of the functions of national libraries (NL), which solve the problem of placing materials with consideration to their financial and other capabilities.An overview of the successful national libraries’ practice in solving the lack of storage space problem is presented (Library of Congress, British Library, German National Library, National Diet Library of Japan, National Library of France, Royal Library of Sweden, Austrian National Library, National Library of the Czech Republic, Royal Library of the Netherlands). The experience of the Russian State Library in solving this problem is also analyzed.Finding place for growing collections with a tight of storing conditions is a challenge that requires not only constant attention, but also a flexible approach. Various options for solving this problem are being considered: construction of new (including remote) storage facilities; efficient use of existing premises (for example, an implementation of high density storage systems or co-opting of premises built for other purposes — idle exhibition centers functional conversion, etc.); lease of rentable areas.The research is based on the analysis of information from official websites of the national libraries.The appendix presents the results of the NL survey on the following issues: withdrawing of certain categories of materials, dispatching them to depositories; construction of new storage buildings; statistics concerning active use and actual availability of collections.

In the modern digital society, innovative technologies are coming to the fore in the activities of libraries; with their help the libraries can focus on the value of their role in culture and education, meet information needs in the context of digital transformation. At the same time, libraries try to facilitate the work of their employees as much as possible and simplify the efforts of readers in obtaining the necessary literature. This can be achieved by automation of the process of delivery and return of library materials ordered by users within the premises of the library. As a rule, for such purposes there is used telelift — an automated monorail handling system designed for the delivery of goods up to 50 kg (documents, books, magazines, etc.) inside buildings and premises. Telelift is installed in many large libraries, including national libraries in many countries. In addition to telelifts, national libraries use some other document delivery systems. So, the national library of the Netherlands, which is located in one building, has three reading rooms and several storages in the same building, uses the automated storage and retrieval systems of Swisslog company. The article is based on studying the materials of websites of the national libraries, the appeals to the library virtual reference services Ask a Librarian, correspondence with employees of the departments of storage and library and information services of national libraries, as well as additional questionnaire surveys of libraries on the issues related to the storage of library materials. The questionnaire covered the following topics: conducting complete or partial audit, types of audit, use of RFID tags, delivery of material to reading rooms, including, from the remote repositories, the preferred format for issuing a document to the user if this document has a copy (microfilm, microfiche, electronic copy, etc.), as well as statistics of binding and restoration work, ordering necessary materials by readers, etc. The article presents the questionnaire survey responses of the national libraries of Switzerland, Korea, the Royal Library of Netherlands, the British Library, as well as the the Library and Archives of Canada.

The Memory of the Netherlands programme was created by the Koninklijke Bibliotheek (the National Library of the Netherlands) in cooperation with the Dutch Ministry of Education, Culture and Science to present a major national database of images of cultural heritage objects on the Internet. The article describes the background to the project, the collections that it contains, and the partnerships with other institutions that have been forged. Particular issues highlighted by the programme have been open access and copyright, contextualizing the content of the database, and the challenges of evolving Information Technology and the standardization of metadata. Memory of the Netherlands has been successful in creating a freely accessible database of more than 400,000 digital objects from 70 different cultural heritage institutions. However, the Dutch government, which financed the programme for its first ten years, has decided to end its funding and the Koninklijke Bibliotheek now has to consider how best to ensure the continued existence and accessibility of the project.

Many countries have deposit collections, which aim to be comprehensive for national imprints. It is desirable to find out how far they attain this aim. The deposit collection of the Koninklijke Bibliotheek in the Netherlands, unlike most countries, has no legal basis; publishers send voluntarily one copy of each publication. A study was conducted in 1995/1996 to assess its coverage, focusing on books with ISBNs, academic publications (dissertations etc.), grey literature and periodicals. For each of these categories, samples were taken from sources that offered a complete or the most comprehensive overview of Dutch imprints. Titles that did not meet the selection criteria of the library and titles that had not actually been published were removed from the samples, and the remaining titles were sought in the catalogue of the deposit collection to determine whether they were held, on order, or neither. The findings of the study indicate that coverage is not only good but has improved since the previous study in 1983. They also suggest that a legal basis for deposit is not a necessary condition for high coverage, although such a basis is currently being sought in the Netherlands. In the future, improvements in coverage can be made by applying some of the sources used for the study to daily practice. Other countries planning to embark upon a similar project may be able to use the experience gained.

Launched in March 2005, The European Library is the operational result of a 3-year European Union funded project to create a cooperative framework and specify a system for integrated access to the major collections of the European national libraries. The project included the rudiments of a business plan and, unusually for a European Union project, intended from the beginning to try to make an operational service. The project gave proof of concepts in both technology and cooperative working across national boundaries. At the end of the project the Conference of European National Librarians (CENL) adopted The European Library and an Office was set up within the Koninklijke Bibliotheek in The Netherlands in May 2004. From June 2004 work was undertaken to turn the project and the experimental technology into a fully fledged robust service. The European Library will give access to digital and non-digital records and items from nine European national libraries. This numbers around 15,000,000 at launch, of which half a million are digitized objects. This paper covers the technological innovation, cooperation and business development required to launch and run this collaborative pan- European service. It also gives some examples of how research and discovery has benefited from this collaboration.

It summarizes the results of a survey conducted in 2005 by the Koninklijke Bibliotheek, national library of the Netherlands, on best practice in digital preservation, which involved 15 national libraries. As well as the essential technical solutions, the need for the creation of preservation policy plans emerged from the survey as crucial to the whole digital preservation process. The article also describes important developments since the survey was conducted. It shows how best practice is evolving into de facto standards and identifies the beginnings of commercial interest in the marketing of tools for digital preservation.

The use of computers in libraries in Pakistan is expected to increase as the government realizes the possibilities of new information technology. Outlines the basic elements of the computerization of library operations and discusses the problems of using and developing library software in Pakistan. Libraries have automated individually without exchanging experience; most libraries cannot afford library automation, and librarians are not trained in library automation. Although foreign software is not suitable for Pakistan's libraries, some foreign software is being used, including: dBase III+ and IV; Foxpro; INMAGIC; Mini-micro CDS/ISIS; MINISIS; and Sci-Mate. Attempts have been made to develop library applications software in Pakistan. The most successful has been the Library Automation and Management Program (LAMP), developed by the Netherlands Library Development Project-Pakistan using CDS/ISIS. Recommends that a National Centre for Library Software Development be established and a MARC format for Pakistan should be developed. Library software should be developed to deal with materials in local languages.

The National Library of the Netherlands inititated a research project that aimed to assess the coverage of the aggregate collection of Dutch libraries. Their collections of foreign publications of an academic nature in some 20 subjects were compared with the collections of several authoritative German libraries. A sample of recently published monographs and current periodicals in various subjects that were owned by the German library with special collection responsibility in each subject was searched in the shared cataloguing system developed by Pica. On average, the coverage was c.50% for recently published monographs as well as current periodicals. In the second stage, two subject specialists were asked to judge the relevance for academic research in the Netherlands of the missing titles in each subject. After excluding non-relevant titles, the coverage was still rather low, on average 70%. Some disciplines in the humanities score substantially lower. As a solution for shrinking collections, coordinated collection development, international library loan and information technology, important though they are, are inadequate in the short or medium term. To break the current impasse, additional financial measures are imperative

Abstract In the Netherlands, and elsewhere, too, Laurens Janszoon Coster of Haarlem, and not Gutenberg, was long thought to have been the inventor of the art of printing. The myth—for that is what it was—was only definitively repudiated at the end of the nineteenth century, though some continued to believe in Coster until their dying breath. The Coster myth was deployed to give the history of the Netherlands status and international prestige. This article concerns the extent to which Coster’s supposed invention was known in the Dutch East Indies—today’s Indonesia, a Dutch colony at that time—and what its significance was there. After all, heroes, national symbols and traditions, whether invented or not, are the building blocks of cultural nationalism. Is this also true for Laurens Janszoon Coster in his colonial context?

In 1996 the national libraries of Australia, Canada, France, Germany, Ireland, Malaysia, the Netherlands, New Zealand, Singapore, the UK and the USA took part in a study of their experiences with strategic management. A literature review had identified 15 key aspects of strategic management. Respondents were asked their views of the importance of each aspect, and how satisfied they were with the library's achievement of it. In every case the importance attached to the aspect was greater than the library's satisfaction with achievement. Each library was also asked to nominate from a checklist the reason or reasons why it had produced its first strategic document. The centrality of the digital information environment to the core functions of national libraries has been highlighted by the study.

After World War 2 defence considerations led to a great upsurge in the study of science and technology, a consequent emphasis on scientific literature, and a belief in the power of information technology to solve problems of information access. This led to a serious distortion in library collections, with disastrous consequences for provision in the humanities and social sciences. A report by the Royal Dutch Academy of Sciences on the imbalance of literature provision in the research libraries of the Netherlands is the first clear articulation of a post-Cold War national library policy. While the establishment and growth of the network Pica has widened access, it has had no effect on the basic distortion in Dutch collections. National acquisition plans in several other countries having been dismissed as inappropriate in the Netherlands (as well as ineffective), the German Verteilungsplan is recommended as a model, with various adaptations. The system proposed would involve sixteen existing Dutch research libraries sharing the collection burden fairly equally; some libraries in Flanders would join in later. The Royal Library's role would be to take responsibility for recording, maintaining and preserving the Dutch cultural heritage in print, wherever located. Remote supply, electronic or otherwise, is not regarded as a substitute for direct access to large collections. It is suggested that knowledge production depends on the browsing function, which information technology works against, and calls for an end to prioritizing ‘access’ over ‘holdings’. The report, particularly its diagnosis of the present situation, has considerable relevance for other countries.

BACKGROUND: Despite a strong association of schwannomin/merlin gene mutations with vestibular schwannoma formation, the regulatory mechanisms and biologic pathways involved are still largely unknown. The hypothesis of this study is that the genesis and growth characteristics of neurofibromatosis type 2 (NF2)-associated vestibular schwannomas are determined by genetic alterations that vary in gene transcript expression; this transcript expression includes oncogenic gene products that may be identified by construction and sequencing of a cDNA library from NF2-associated vestibular schwannoma. METHODS: Approximately 3 mL of fresh tumor was obtained during resection of a 4-cm vestibular schwannoma from a patient with NF2. Poly(A)+ mRNA was isolated, synthesized into double-stranded cDNA, and unidirectionally inserted into Uni-Zap XR (Stratagene, La Jolla, CA) bacteriophage vectors. Bacteriophage vectors containing cDNA inserts were processed into phagemids according to Uni-Zap XR protocol, and inserted vectors were sequenced and analyzed using BLAST software (National Institutes of Health, Bethesda, MD) with GenBank, EMBL, DDBJ, and PBD databases. RESULTS: The cDNA library contained 2.4 million primary plaques. Inserts averaged 1.8 kilobases (kb) in length, with a range of 0.8 to 3.0 kb. BLAST multi-database comparison of the sequence data obtained from 50 randomly selected clones yielded identification of 13 sequences representing known human genes and 17 sequences representing cloned sequences with unknown function. Three clones represented sequences not previously described in vestibular schwannomas but strongly implicated in oncogenesis within other tissues. CONCLUSIONS: These data have implications for understanding the molecular mechanisms of vestibular schwannoma tumor biology. Identified genes may provide future diagnostic/prognostic markers and therapeutic targets.

Two deep-coverage Bacterial Artificial Chromosome (BAC) libraries of Citrus sinensis (L.) Osbeck ‘Cara Cara’ navel orange and Citrus reticulata (L.) Blanco ‘Egan No. 1’ Ponkan mandarin, which belong to the two most important species of the Citrus genus, have been constructed and characterized to facilitate gene cloning and to analyze variety-specific genome composition. The C. sinensis BAC library consists of 36 000 clones with negligible false-positive clones and an estimated average insert size of 126 kb covering ~4.5 × 109 bp and thus providing an 11.8-fold coverage of haploid genome equivalents, whereas the C. reticulata library consists of 21 000 clones also with negligible false-positive clones and an estimated average of 120 kb covering ~2.5 × 109 bp representing a 6.6-fold coverage of haploid genome equivalents. Both libraries were evaluated for contamination with high-copy vector, empty pIndigoBAC536 vector, and organellar DNA sequences. Screening has been performed by Southern hybridization of BAC filters, which results in &lt;0.5% chloroplast DNA contamination and no mitochondrial DNA contamination in both libraries. Eight and five positive clones harboring the gene encoding Phytoene synthase (Psy (EC 2.5.1.32)) were identified from the C. sinensis and C. reticulata libraries, respectively, using the filter hybridization procedure. These results suggest that the two BAC libraries are useful tools for the isolation of functional genes and advanced genomics research in the two important species C. sinensis and C. reticulata. Resources, high-density filters, individual clones, and whole libraries are available for public distribution and are accessible at the National Key Laboratory of Crop Genetic Improvement, Huazhong Agricultural University.

Great expectations are placed on the capacity of heritage institutions to make their collections available in digital format. Data driven research is becoming a key concept within the humanities and social sciences. Kungliga biblioteket’s (National Library of Sweden, KB) collections of digitised newspaper can thus be regarded as unique cultural data sets with information that rarely is conveyed in other media types. The digital format makes it possible to explore these resources in ways not feasible while in printed form. As texts are no longer only read but also subjected to computer based analysis the demand on the correct rendering of the original text increases. OCR technologies for converting images to machine-readable text play a fundamental part in making these resources available, but the effectiveness vary with the type of document being processed. This is evident in relation to the digitisation of newspapers where factors relating to their production, layout and paper quality often impair the OCR production. In order to improve the machine readable text, especially in relation to the digitisation of newspapers, KB initiated the development of an OCR-module where key parameters can be adjusted according to the characteristics of the material being processed. The purpose of this paper is to present the project goals and methods.

Cell-based phenotypic screening is a commonly used approach to discover biological pathways, novel drug targets, chemical probes, and high-quality hit-to-lead molecules. Many hits identified from high-throughput screening campaigns are ruled out through a series of follow-up potency, selectivity/specificity, and cytotoxicity assays. Prioritization of molecules with little or no cytotoxicity for downstream evaluation can influence the future direction of projects, so cytotoxicity profiling of screening libraries at an early stage is essential for increasing the likelihood of candidate success. In this study, we assessed the cell-based cytotoxicity of nearly 10,000 compounds in the National Institutes of Health, National Center for Advancing Translational Sciences annotated libraries and more than 100,000 compounds in a diversity library against four normal cell lines (HEK 293, NIH 3T3, CRL-7250, and HaCat) and one cancer cell line (KB 3-1, a HeLa subline). This large-scale library profiling was analyzed for overall screening outcomes, hit rates, pan-activity, and selectivity. For the annotated library, we also examined the primary targets and mechanistic pathways regularly associated with cell death. To our knowledge, this is the first study to use high-throughput screening to profile a large screening collection (&gt;100,000 compounds) for cytotoxicity in both normal and cancer cell lines. The results generated here constitute a valuable resource for the scientific community and provide insight into the extent of cytotoxic compounds in screening libraries, allowing for the identification and avoidance of compounds with cytotoxicity during high-throughput screening campaigns.

Abstract This article provides a description and edition of MSS Leiden Or. 14.545 b–c. Radiocarbon dating (14C dating) pinpoints the manuscript to an early period in Islamic history, and this is affirmed by its palaeographical and codicological features. As a result of its dating, it has received considerable attention from scholars and the media. This study confirms the manuscript’s direct relationship with MSS Paris, BnF Arabe 331 and St. Petersburg, National Library, Marcel 3. A verse count analysis was carried out in order to establish its origin. There is evidence that the manuscript journeyed from al-Fusṭāṭ in Old-Cairo to Beirut in Lebanon before finally settling in Leiden in the Netherlands. For several reasons, it was difficult to determine the exact origin of the manuscript.

Sickle cell disease (SCD) can significantly impair the health-related quality of life (HRQOL) of children and adolescents. This review aimed to assess current evidence regarding the HRQOL of children and adolescents with SCD in the Middle East and North Africa region. A systematic search of various databases was conducted to identify relevant articles, including MEDLINE® (National Library of Medicine, Bethesda, Maryland, USA), Scopus® (Elsevier, Amsterdam, the Netherlands), Cumulative Index to Nursing and Allied Health Literature®, Masader (Oman Virtual Science Library, Muscat, Oman) and EBSCOhost (EBSCO Information Services, Ipswich, Massachusetts, USA). A total of 533 articles were identified; however, only 10 were eligible for inclusion in the final analysis. Results from these studies showed that children and adolescents with SCD had compromised HRQOL compared to their healthy peers, particularly in terms of physical, psychosocial, familial, financial and academic functioning. Therefore, interventions are necessary to improve overall HRQOL outcomes for this population. The ambition of the Netherlands, laid down in the National Plan Open Science, is to achieve 100% open access for academic publications. The ambition was to be achieved by 2020. However, it is to be expected that for the year 2020 between 70% and 75% of the articles will be open access. Until recently, the focus of the Netherlands has been on the gold route - open access via journals and publishers’ platforms. This is likely to be costly and it is also impossible to cover all articles and other publication types this way. Since 2015, Dutch Copyright Act has offered an alternative with the implementation of Article 25fa (also known as the ‘Taverne Amendment’), facilitating the green route, i.e. open access via (trusted) repositories. This amendment allows researchers to share short scientific works (e.g. articles and book chapters in edited collections), regardless of any restrictive guidelines from publishers. From February 2019 until August 2019 all Dutch universities participated in the pilot ‘You Share, we Take Care!’ to test how this copyright amendment could be interpreted and implemented by institutions as a policy instrument to enhance green open access and “self-archiving”. In 2020 steps were taken to scale up further implementation of the amendment. This article describes the outcomes of this pilot and shares best practices on implementation and awareness activities in the period following the pilot until early 2021, in which libraries have played an instrumental role in building trust and working on effective implementations on an institutional level. It concludes with some possible next steps for alignment, for example on a European level.

It is no exaggeration to state that the collection places at the disposal of historians an indispensable--and so far underutilized--corpus of documentary source material for reconstructing the political and social history of the eighteenth and nineteenth century Gold Coast.The overwhelming majority of the records are in the Dutch language, though there are several reels containing original correspondence with the English forts on the Gold Coast for both the eighteenth and nineteenth centuries. In general the quality of reproduction is good to excellent; however, a number of reels, particularly those containing eighteenth century material, reproduce documents that have water damage or are otherwise difficult to read. It is important to note that much of this damaged or fragile material is not let out to readers by the Algemeen Rijksarchief staff, and must be consulted on microfilm at the archive.One of the major objectives in putting together the Northwestern collection was to obtain as complete a set as possible of the so-called Elmina Journals, that is, the daily record of events on the coast maintained by successive governors based at the Dutch headquarters at Elmina.
