Abstract: After the Iraqi Republican Revolution of 1958, the resultant government commissioned two parallel projects for two great Stadiums in Baghdad, with similar complementary features: one to the Swiss architect Le Corbusier – who had developed a previous project (1955-1958) for the monarch Faisal II –, continuously designed in his Paris studio until his death in 1965; another to the Calouste Gulbenkian Foundation, in Lisbon, entirely funded and supervised by this institution, and designed by two prominent Portuguese architects at the time: F. Keil do Amaral and Carlos M. Ramos. Facing a progressive administrative and financial chaos in the country, the Iraqi authorities opted for the Gulbenkian Foundation’s solution – built between 1962-1965 and inaugurated in 1966, after an intriguing diplomatic process -, postponing Le Corbusier’s proposals yet without breaking their contract with him. This essay presents an explanation for this mysterious “affair” based on a recent research conducted at the Presidency Archive of the Calouste Gulbenkian Foundation, but also at the Canadian Centre for Architecture (CCA) where different documents reveal the continuous mismatch between Le Corbusier’s will and the Iraqi authorities procedures. Resumen: Después de la Revolución Republicana iraquí de 1958, el gobierno resultante encargó dos proyectos paralelos para dos grandes estadios en Bagdad con características similares: uno a lo arquitecto suizo Le Corbusier - que había desarrollado un proyecto anterior para el monarca Faisal II (entre 1955 y 1958 ) -, diseñado de forma continua en su estudio de París hasta su muerte en 1965; otro a la Fundación Calouste Gulbenkian, en Lisboa, totalmente financiado y supervisado por esta institución, y diseñado por dos destacados arquitectos portugueses de la época: F. Keil do Amaral y Carlos M. Ramos. Frente a un caos administrativo y financiero progresivo en el país, las autoridades iraquíes optaron por el proyecto presentado por la Fundación Gulbenkian – construido entre 1962-1965 e inaugurado en 1966, después de un intrigante proceso diplomático -, posponiendo las propuestas de Le Corbusier todavía sin romper su contrato con él. Abstract:
This Coastal and Hydraulics Engineering Technical Note (CHETN) documents the development through verification and validation of three instability-suppressing mechanisms in FUNWAVE-TVD, a Boussinesq-type numerical wave model, when modeling deep-draft vessels with a low under-keel clearance (UKC). Many large commercial ports and channels (e.g., Houston Ship Channel, Galveston, US Army Corps of Engineers [USACE]) are traveled and affected by tens of thousands of commercial vessel passages per year. In a series of recent projects undertaken for the Galveston District (USACE), it was discovered that when deep-draft vessels are modeled using pressure-source mechanisms, they can suffer from model instabilities when low UKC is employed (e.g., vessel draft of 12 m¹ in a channel of 15 m or less of depth), rendering a simulation unstable and obsolete. As an increasingly large number of deep-draft vessels are put into service, this problem is becoming more severe. This presents an operational challenge when modeling large container-type vessels in busy shipping channels, as these often will come as close as 1 m to the bottom of the channel, or even touch the bottom. This behavior would subsequently exhibit a numerical discontinuity in a given model and could severely limit the sample size of modeled vessels. This CHETN outlines a robust approach to suppressing such instability without compromising the integrity of the far-field vessel wave/wake solution. The three methods developed in this study aim to suppress high-frequency spikes generated nearfield of a vessel. They are a shock-capturing method, a friction method, and a viscosity method, respectively. The tests show that the combined shock-capturing and friction method is the most effective method to suppress the local high-frequency noises, while not affecting the far-field solution. A strong test, in which the target draft is larger than the channel depth, shows that there are no high-frequency noises generated in the case of ship squat as long as the shock-capturing method is used.

Zwar liegt eine Reihe von Studien vor, die einzelne Teilaspekte der ökonomischen Diskussion um die Förderung von Breitbandinternet beleuchten. Ein umfassender Überblick über den Forschungsstand, der die Ergebnisse der bisherigen Studien gegenüberstellt und der eine umfassende Analyse der deutschen strukturellen Gegebenheiten leistet, fehlt jedoch bisher. Die vorliegende Studie zielt darauf ab, diese Lücke in der deutschsprachigen Forschungsliteratur zu schließen. Der Fokus dieser Studie liegt auf der Angebotsseite und den Determinanten einer flächenmäßigen Verfügbarkeit von Hochleistungsanschlüssen. Das Ziel ist es hierbei, die einem weiteren Ausbau des Netzes zugrunde liegenden Wirkungszusammenhänge auf diesem netz- und infrastrukturgebundenen und von Regulierung geprägten Markt zu analysieren. Telekommunikationsmärkte zeichnen sich vor allem dadurch aus, dass in der Regel kein vollständiger Wettbewerb eintreten kann. Die Gründe dafür liegen insbesondere in hohen Kapitalbedarfen, hohen Fixkosten und technischen Restriktionen, die den Marktzutritt neuer Wettbewerber erschweren. Weiter spielen zum Teil sehr lange Amortisationszeiträume und daraus resultierende versunkene Kosten eine zentrale Rolle. Diese Arbeit untersucht die Anreize zum Netzausbau, die sich angesichts dieser spezifischen Marktkonstellation ergeben, und gibt anschließend Empfehlungen für eine am Netzausbau orientierte Regulierungs- und Förderpolitik.

Abstract:
Internationale Flughäfen sind wichtige Infrastrukturkomponenten mit der Funktion, vielfältige internationale Austauschprozesse zu ermöglichen. Dabei spielen Face-to-Face Kontakte über große Entfernungen hinweg eine Rolle, die für den Austausch vor allem von implizitem Wissen von großer Bedeutung sind. Bei der Realisierung dieser Funktion stehen Flughäfen in Wechselbeziehungen mit zahlreichen regionalen Entwicklungsbedingungen. Sie nehmen diese in Anspruch und entfalten hierbei vielfältige direkte und indirekte Wirkung auf ihr Umfeld. Auf diese Weise entstehen funktionale Räume, die als Flughafenregionen bezeichnet werden. Das vorliegende Working Paper beschreibt den Status quo der Flughafenregion Berlin-Brandenburg. Dem liegt eine Analyse zugrunde, die von einem Regionenverständnis geleitet ist, das system- und akteursbezogene Perspektiven aufweist. Sie geht weiterhin von der gemeinsamen These verschiedener Ansätze aus der Wirtschaftsgeografie und Innovationsforschung aus, die besagen, dass die Bedeutung räumlicher Nähe der Wissenserzeugung und -anwendung sowie des regionalen, interorganisationalen Lernens für Innovationsprozesse vorteilhaft sind. Charakterisiert wird die Flughafenregion deshalb als Wissenschafts-und Innovationsstandort. Gefragt wird darüber hinaus nach Ansätzen für eine Spezialisierung. Im Ergebnis wird deutlich, dass die Region bereits über starke Potenziale in diesen Bereichen verfügt, gegenwärtig eine hohe Ansiedlungsdynamik aufweist, aber noch kein typisches wirtschaftliches Spezialisierungsmuster ausgeprägt hat. Die zukünftige Entwicklung ist diesbezüglich offen. Im weiteren Verlauf der Szenarioanalyse wird daher der Frage nachgegangen, ob sich Spezialisierungspfade entwickeln werden, welche das sein könnten und wie regionale Entwicklungsbedingungen und Akteurskonstellationen beschaffen sein müssten, um einen solchen Profilierungsprozess zu befördern.
