Hlavním cílem článku je pomocí unijního konceptu vnějšího aktérství analyzovat energetické vztahy EU vůči současným (Angola, Gabon a Nigérie) a potenciálním dodavatelům (Mosambik, Tanzanie a Keňa) v subsaharské Africe v období let 2007 – 2017 s důrazem na možnosti posílení energetické bezpečnosti. Smyslem článku je zjistit, zda je EU vnímána jako svébytný aktér mezinárodních energetických vztahů, nebo zda jsou tyto energetické vztahy stále doménou jednotlivých evropských států. Článek v rámci unijního aktérství dále analyzuje cíle, zájmy a nástroje, jež EU ve své energetické politice sleduje a využívá vůči těmto zemím subsaharské Afriky. Článek používá modifikovanou podobu vnějšího energetického aktérství EU založeného na třech kritériích, jimž jsou: (1) vnímání aktéra třetí stranou, (2) cíle a zájmy politiky, a (3) zdroje a nástroje politiky.

Abstract:
Kema merupakan salah satu kecamatan di Kabupaten Minahasa Utara yang berada di pesisir selatan Sulawesi. Saat ini Kema dikenal sebagai perkampungan nelayan padat penduduk yang terbagi menjadi Kema I, Kema II, dan Kema III. Riwayat sejarah Kema sudah dikenal semenjak abad XVI oleh pelaut-pelaut Eropa yang singgah untuk mengisi air minum, kemudian berkembang hingga menjadi sebuah kota pelabuhan. Penelitian ini bertujuan untuk mengetahui pasang surut keberadaan pelabuhan kema dalam perdagangan global Laut Sulawesi masa kolonial berdasarkan data arkeologi dan sejarah. Penelitian ini menggunakan pendekatan arkeologi kesejarahan yang memadukan data arkeologi dengan data sejarah. Tahapan penelitian meliputi tahap pengumpulan data, analisis data, dan penarikan kesimpulan. Hasil penelitian menunjukkan adanya bukti-bukti arkeologis yang mengindikasikan Kema dahulu merupakan sebuah permukiman yang sudah maju, meliputi pola permukiman dan jaringan jalan, pelabuhan dan saran pendukungnya, rumah ibadah, bangunan perumahan, pasar, dan jaringan komunikasi. Bukti arkeologis dan data sejarah mengungkap bahwa Kema dikenal sebagai pelabuhan laut yang memegang peranan penting dalam perdagangan global pada masa Kolonial. Pelabuhan Kema bahkan ditetapkan sebagai salah satu pelabuhan bebas di perairan Laut Sulawesi. Peran pelabuhan Kema saat ini mengalami kemunduran, hanya sebagai pelabuhan perikanan tidak lagi sebagai pelabuhan samudera.Kema is one of the districts in Minahasa Utara Regency located on the southern coast of Sulawesi Utara. Currently, Kema is known as a densely populated fishing village which is divided into Kema Satu, Kema Dua, and Kema Tiga. Based on historical data, Kema has been known since the 16 century by European sailors who stopped to fill drinking water, then expanded into a port city. This study aims to determine the rise and fall of the existence of Kema in the global trade of the Sulawesi Sea in the colonial period based on archaeological and historical data. This study uses a historical archeology approach that combines archaeological data with historical data. Research stages include data collection phase, data analysis, and conclusion. The results indicate archaeological evidence shows that Kema was an advanced settlement, covering the settlement patterns and road networks, ports and supporting facilities, houses of worship, residential buildings, markets, and communications networks. Archaeological evidence and historical data reveal that Kema is known as a seaport that plays an important role in global trading during the Colonial period. Kema is even designated as one of the free ports in Sulawesi Sea. The role of Kema is currently declining, only as a fishing port no longer as an ocean port.

Kera is an Eastern Chadic language spoken by about 50,000 people in southwestern Chad, south of the town of Fianga, and in major towns of Cameroon and Chad. Most Kera speakers would claim to speak a standard variety of Kera although there is some variation depending on gender and location. The differences involve the relationship between tone and voicing, the number of contrastive tones and the presence or absence of a voicing contrast. Women are more conservative than men in the use of tone in rural settings and more innovative than men in urban settings (Pearce 2009). Previous literature on Kera includes Ebert (1975, 1976, 1979) and Pearce (1999, 2006a, b, c, 2007a, 2008, 2009).

Abstract:
Kernel entropy component analysis (KECA) is a newly proposed dimensionality reduction (DR) method, which has showed superiority in many pattern analysis issues previously solved by principal component analysis (PCA). The optimized KECA (OKECA) is a state-of-the-art variant of KECA and can return projections retaining more expressive power than KECA. However, OKECA is sensitive to outliers and accused of its high computational complexities due to its inherent properties of L2-norm. To handle these two problems, we develop a new extension to KECA, namely, KECA-L1, for DR or feature extraction. KECA-L1 aims to find a more robust kernel decomposition matrix such that the extracted features retain information potential as much as possible, which is measured by L1-norm. Accordingly, we design a nongreedy iterative algorithm which has much faster convergence than OKECA’s. Moreover, a general semisupervised classifier is developed for KECA-based methods and employed into the data classification. Extensive experiments on data classification and software defect prediction demonstrate that our new method is superior to most existing KECA- and PCA-based approaches. Code has been also made publicly available.

Kernel entropy component analysis (KECA) reveals the original data’s structure by kernel matrix. This structure is related to the Renyi entropy of the data. KECA maintains the invariance of the original data’s structure by keeping the data’s Renyi entropy unchanged. This paper described the original data by several components on the purpose of dimension reduction. Then the KECA was applied in celestial spectra reduction and was compared with Principal Component Analysis (PCA) and Kernel Principal Component Analysis (KPCA) by experiments. Experimental results show that the KECA is a good method in high-dimensional data reduction.

<p>Upanisad merupakan susastra kuno yang sangat kaya akan ilmu konsep-konsep ilmu pengetahuan. Upanisad sendiri, adalah bagian yang tidak terpisahkan dari Weda yang menjadi sumber pengetahuan Agama Hindu. Artikel ini secara khusus akan mengulas tentang Brahma Tattwa dalam Kitab Kena Upanisad. Kena Upanisad sendiri merupakan bagian dari Kitab Sama Weda, yang didalamnya membicarakan ilmu pengetahuan tentang Brahman dan Atman. Data artikel ini bersumber dari hasil kajian kepustakaan terhadak Kitab Kena Upanisad. Berdasarkan hasil studi kepustakaan menunjukan bahwa isi pokok Brahma Tattwa dalam Kena Upanisad ini menjelaskan tentang Brahman yang maha tinggi, Brahman tidak dapat dicapai oleh sembarang orang, Brahman bersifat mesiterius, dan kesadaran terhadap Brahman adalah kesadaran yang mengacu pada diri sendiri. Pada dasarnya ajaran Brahma Tattwa dalam Kena Upanisad ialah tentang pengetahuan dan kesadaran tentang Brahman yang kemudian disebut dengan <em>Jnana</em>. Pengetahuan itu sendiri dalam Kena Upansida terbagi menjadi dua yaitu <em>paravidya </em>dan <em>aparavidya. </em>Dalam Kena Upanisad pengetahuan hanya dapat diperoleh melalui panca indera yang kemudian diolah oleh <em>manas </em>dan pada akhirnya menjadi <em>buddhi </em>atau kecerdasan. Meskipun demikian isi pokok dari Kena Upanisad ini telah melampaui ilmu konsep-konsep ilmu pengetahuan modern yang menjdefisikan bahwa pengatahuan adalah pengalaman indera dan memiliki batasan-batasan tertentu.</p><p><strong><br /></strong><em></em></p>

Abstract:
In this paper, the authors present a novel Gabor wavelet based Kernel Entropy Component Analysis (KECA) method by integrating the Gabor wavelet transformation (GWT) of facial images with the KECA method for enhanced face recognition performance. Firstly, from the Gabor wavelet transformed images the most important discriminative desirable facial features characterized by spatial frequency, spatial locality and orientation selectivity to cope with the variations due to illumination and facial expression changes were derived. After that KECA, relating to the Renyi entropy is extended to include cosine kernel function. The KECA with the cosine kernels is then applied on the extracted most important discriminating feature vectors of facial images to obtain only those real kernel ECA eigenvectors that are associated with eigenvalues having positive entropy contribution. Finally, these real KECA features are used for image classification using the L1, L2 distance measures; the Mahalanobis distance measure and the cosine similarity measure. The feasibility of the Gabor based KECA method with the cosine kernel has been successfully tested on both frontal and pose-angled face recognition, using datasets from the ORL, FRAV2D, and the FERET database.

Abstract:
The aim of this diploma thesis is to describe historical development of Kenya, analyze its current socioeconomic and political situation and characterize major problems and comparative advantages, which are crucial for its future development. The main contribution of the thesis are my own findings and experience gained during cultural internship in Kenya. The first chapter describes historical development from the beginning of the first settlement on its territory to post colonial era. The second part focuses on demographic indicators, sectorial economic structure, development of macroeconomic indicators in the context of east Africa, political situation and on governmental program called Vision 2030. The last part characterizes key Kenyan advantages and problems with focus on tourism, education and political and religious conflicts. The thesis is closed with future economic prognoses for Kenya.

The thesis discusses economic development and fight against poverty in Kenya.The aim is to prove that the development assistance is not the the main incentive for the economic development in Kenya and the kenyan government should focus on alternative development paths. The paper tries to analyze development assistance and to find arguments against it, describes other forms of capital inflow, such as foreign trade, foreign investment and microfinance. The first chapter defines the basic concepts and puts the arguments for and against development aid. The second chapter discusses alternative paths of development. In the third chapter the paper starts with the analytical section where political and economic situation in Kenya, development aid and business environment are analyzed. The importance of foreign trade, foreign investment and microfinance is demonstrated. The last chapter analyzes the selected microfinance institutions in Kenya and it contains a case study from the field.

The aim of my Thesis is to analyze the way how Kenya gained independence, how the process of democratization had conducted and the development in the 21th century. The reason for the focus on Kenya is that it is a country which I am interested in and I want to get the new information. The work is divided into five chapters. The first chapter gives information about the current economic, geographic, demographic and political situation in the country. The second chapter focuses on the historical development till 1944. Includes description of the oldest inhabitants of the planet Earth, the original inhabitants of the country, settlers and colonizers. Year 1944 is chosen deliberately, this is the year when first Kenya had been elected to the National Assembly. The third chapter deals with the situation in the country until 1963, when the country was granted independence. This chapter deals with the rebellion Mau - Mau, congresses at which was discussed the constitution of an independent country, important personal proces sof independence - the first and the second president Jomo Kennyat and Daniel Arap Moi's regime. The fourth chapter gives information about the process of democratization. Here I describe how the process of democratization in Kenya had conducted and all the things that happened in the country since independence. The fifth chapter seeks to answer the question of why we can not say that Kenya is a democratic state. Describe here the notion of tribalism, which has a major impact on what is happening in the country. The members of the nation are loyal to their ethnicity in any case, and therefore it is not possible to develop democracy in the country in the literal sense.

This thesis is focused on the elimination of slums in Kenya. It is currently facing a huge challenge - improving the quality of life of slum dwellers. Despite the large amount of efforts developed to promote the slums in Kenya, the situation remains problematic and local slums has already grown to such proportions that it was not easy efficient and sustainable. Thesis is divided into three subsequent chapters. The first chapter focuses on the economic, political and social situation in Kenya. In the second chapter I explain term slum, it's history, the life of slum dwellers and I also think about causes of their origin and subsequent dynamic urban sprawl. The third chapter is focused on the actual Kenyan slums and projects dedicated to tackle the challenges of their elimination. My goal is to identify the causes that lead to the extension of slums. Further I want to analyze how the issue of slums in Kenya is solved and whether these projects are effective and sustainable.

The first part of this paper presents insight in contemporary academic discussion about deeper determinants of economic growth. In the second theoretical part, the role of state in economic development is discussed from five perspectives -- the perspective of neoclassical development economics, neoliberal approaches, the perspective of providing public services, integration in international trade and the perspective of institutional factors with impact on state structure and functioning. The analytical part compares development experience of Kenya, Uganda and Tanzania (from the mid 60s) from the above mention five perspectives. Then it is concluded which policies and institutions in case of Kenya, Uganda and Tanzania were yielding unsatisfactory results in terms of economic development.

Hlavním cílem mé diplomové práce je analyzovat současný stav cestovního ruchu v Keni, jeho význam v národním hospodářství a zjistit, zda má země dostatek předpokladů být destinací cestovního ruchu. Stanovila jsem si dva dílčí cíle: 1. Navrhnout, jakou novou strategii by měla Keňa uplatňovat v rozvoji cestovního ruchu, aby z části dokázala zmírnit chudobu svých obyvatel, tzn. jak by cestovní ruch mohl pozitivně ovlivnit životní úroveň keňských obyvatel. Budu se věnovat především alternativním formám cestovního ruchu. 2. Zjistit, jak si Keňa stojí v rámci cestovního ruchu mezi ostatními africkými zeměmi. V diplomové práci pracuji s následujícími hypotézami, které se pokusím potvrdit či případně vyvrátit. Hypotéza 1: Keňa má dostatek předpokladů být destinací cestovního ruchu. Hypotéza 2: Rozvoji cestovního ruchu nejvíce brání nedostatečná suprastruktura a nevzdělané obyvatelstvo. Hypotéza 3: Keňa disponuje dobrými podmínkami pro rozvoj alternativních forem cestovního ruchu. Hypotéza 4: Keňa má před sebou velkou budoucnost v oblasti cestovního ruchu v rámci afrických zemí. Hypotéza 5: Keňa se začíná orientovat na nové formy cestovního ruchu. Záměrům a cíli diplomové práce odpovídá struktura členění.

Abstract:
This diploma thesis focuses on the analysis of the "phenomenon" of politicization of etnicity in Kenya, its impacts on temporary situation and future development of the country. Through the analysis of the sources and development of the phenomenon it makes an effort to explain the motives of the post-election violence in 2007 and review the temporary constitutional reform process focused on its impacts on political ethnization and minimalization of the social conflict. However for a long time, Kenya used to be perceived as a politically stable and prosperous African country, where many European tourists spent their holidays, the post-election violence in 2007 harshly damaged the positive international reputation of the country. Fortunately, an agreement between the two main presidential candidates was promptly reached and finally in August 2010 Kenyans peacefully passed the constitutional reform. There are doubts, whether they manage to reconcile the latent grievances of the past and settle ethnic conflicts of the Kenyan society to become a model to other multiethnical countries in Africa.

The thesis analyses development cooperation in Kenya, including an example of personally realized development project. The goal of the thesis is to find out what is the current state and direction of development cooperation in Kenya, demonstrate some of the problems of Kenya and their possible solutions using an example of personally visited region and realized development project and to determine whether this project corresponds to the current trend of development cooperation in the world and in Kenya. The first chapter characterizes the current political, economic and social situation on Kenya. Following parts analyze the Kenyan development strategies and current trends in the area of development cooperation at the global level and in Kenya. The last chapter describes personally realized development project which is then evaluated from the point of view of new paradigm of development cooperation and concerning the overall impact.

In Abschnitt 7.2 ist auf die Einschränkungen und Unsicherheiten der erstellten Recyclingmodelle und vorgenommenen Auswertungen eingegangen. Eine weitere wesentliche und weitreichende Einschränkung bezieht sich auf die, für die vorgenommenen Auswertungen der KEA-optimierten EoL-RQ unumgängliche, Ein-Metall Betrachtung. Abschnitt 7.3 beinhaltet eine ausführliche Diskussion dieser Einschränkung und gibt Empfehlungen für weitere Forschungen.

Abstract:
Korea Electric Power Industry Code (KEPIC), a set of integrated standards applicable to the design, construction and operation of electric power facilities including nuclear power plants, has been developed on the basis of referring to the prevailing U.S. codes and standards which had been applied to the electric power facilities in Korea. Being the developing and managing organization of KEPIC, Korea Electric Association (KEA) published its first edition in 1995, the second in 2000 and the latest in 2005. KEPIC has been applied to the construction of nuclear power plants since 1997 in Korea. Along with the effectuation of the Agreement on Technical Barriers to Trade (TBT) in 1995, the international trend related to codes and standards is changing rapidly. KEA is, therefore, making its utmost efforts so as for KEPIC to keep abreast with the changing environment in international arena. KEA notified ISO/IEC Information Centre of its acceptance of the Code of Good Practice in the Agreement on TBT. Also the 2005 edition of KEPIC was published to be retrofitted according to the ISO/IEC Guide 21-Adoption of International Standards as regional or national standards. On the other hand, KEA is continuously performing to study on the improvement of KEPIC requirements. Such KEA’s efforts will help KEPIC correspond with international standards such as ISO/IEC standards, and internationally recognized standards such as ASME codes and standards. Furthermore KEA will expedite the publication of the bilingual edition of KEPIC at 2010 as per the globalization plan and KEA hopes that KEPIC can assist Korea Electric Power Corporation (KEPCO) and Korea Hydro & Nuclear Power Co., Ltd. (KHNP) in exportation of Korea Standard Nuclear Power Plant (KSNP) such as OPR-1000 and APR-1400 by the bilingual edition.

KEPIC has been applied to the construction of Ulchin Nuclear Units 5&6 since 1997 as per the endorsement of Ministry of Education, Science and Technology (MEST), and is being completely applied to the construction of Shin-Kori and Shin-Wolsung Nuclear Power Plants (NPPs) in Korea. Although the technical requirements of KEPIC related to design and inspections for pressure vessels have been developed on the basis of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPVC), Korea Electric Association (KEA) that is KEPIC maintenance organization is trying to find and improve unreasonable requirements based on the acquired experiences for the continuous construction and operation of NPPs. In the administrative requirements, KEPIC, unlike ASME, adopted not only mechanical field but also electrical field related to NPPs. Furthermore, the qualifying system for services such as Nondestructive Examination, Heat Treatment, Design and Equipment Qualification Organization was adopted to improve safety and reliability for NPPs. In the technical requirements, KEA has been performing betterment study such as pressures for system hydrostatic test, temperatures for Post-Weld Heat Treatment (PWHT) of P-No. 4 materials, counterbore for Pre-Service Inspection (PSI) of elbows in piping systems. The construction method of Steel Plate Concrete (SC) structure studied by Korea Hydro & Nuclear Power Co., Ltd. (KHNP), has been adopted to KEPIC, recently. In the case of inservice NPPs, KEA is trying to establish the equivalent material tables for ASME unassigned materials to solve problems of material during the Repair & Replacement step. KEA is performing development study for Standard Welding Procedure Specification (SWPS) which can be used for production weld without any specific procedure qualification test performed by manufacturers in order to improve reliability and reduce costs. The SWPS will be adopted in KEPIC-MQW Appendix. KEA hopes to collaborate and grow with other Standard Development Organizations (SDOs) through the above efforts.

In the 80’s and early 90’s, in the Netherlands 11 combi blocks with prefitted gas turbines have been built. This repowering programme increased the efficiency of the units involved by several percentage points. Additionally, the commissioning of the five 335 MWe units at the Eems power station is in progress and plans exist for a farther seven 250 MW heat and power stations. This means that by 2002 the generating industry will be operating seventy-five gas turbines with a total gas turbine power of 5700 MWe. These data serve to illustrate mat gas turbines will be the workhorse of the Dutch generating industry in the coming decades, and that security of supply, efficiency, emissions and generating cost will to a large extent be determined by the gas turbine. However, the introduction of the gas turbine, driven by the possibility of high-efficiency electricity generation in e.g. combined cycle units, the increase in scale of the machines and the fact that they are increasingly being used in base load units have also led to problems and forced unavailability, as will be shown under goals of the project. The problems are related to creep, thermal stresses and fatigue of combustion chambers, turbine rotor blades, rotors etc. Apart from these problem areas, other subjects of interest are optimization of inlet air filtering and compressor cleaning. It is the Dutch Electricity Production industry who realized that a substantial R&D effort is necessary to solve those user related problems and formulated the execution of the target project Gas Turbines.
