Abstract:
In his first term as president, George W. Bush was confronted with one of the worst national attacks in United States history: the September 11 terrorist attacks of 2001. Through the devastation, however, President Bush triumphed in unifying and guiding this nation during what would become the height of his rhetorical leadership. Following his reelection in 2004, President Bush faced one of the worst natural disasters in the nationâ s history: Category 4 Hurricane Katrina. In its aftermath, Katrina became known as "one of the worst mishandled disasters ever." Utilizing Kenneth Burkeâ s pentad, this study analyzes the presidentâ s rhetorical response and the primetime network news coverage following each crisis in an attempt to determine how President Bush could fare so well in one instance, consoling and leading the American people, while falling short in his second major crisis during his term as president.

Abstract:
Objet de fascination et sans doute plus que jamais de suspicion, le président américain cristallise sur sa personne toutes sortes de fantasmes. Cibles obsédantes des médias, sa personnalité, sa performance présidentielle et dans une moindre mesure son épouse constituent autant d'éléments qui jouent un rôle déterminant dans la représentation que tout un chacun se fait de celui qui occupe les plus hautes fonctions. Le traitement médiatique dont fait l'objet le chef de l'exécutif fixe indéniablement une image dans l'opinion qui résulte à la fois de la relation singulière que ce dernier noue avec les journalistes mais également de sa virtuosité à faire usage de la chaire magistrale. Il convient toutefois de relativiser quelque peu une influence qui, si elle est souvent avérée, peut dans certains cas se révéler largement exagérée. Alors que l'avènement au pouvoir de Kennedy consacre le rôle de l'image comme valeur dominante de la société, notamment du fait de la télévision qui devient un média de masse sous sa présidence, il semble qu'à la révérence et l'admiration portées au chef de l'exécutif américain se sont substitués méfiance et cynisme. L'image de l'homme politique en général mais plus spécifiquement de celui qui incarne l'autorité suprême apparaît en effet comme altérée. De fait, Kennedy est à la charnière entre deux époques : entre une ère qui a plus que jamais exalté la grandeur présidentielle et une autre qui signe sa désacralisation. La guerre du Vietnam qui deviendra emblématique des excès d'une présidence devenue impériale sonne en effet le glas d'une période dorée pour l'institution. Outre les souffrances qu'elle engendre, elle est à l'origine d'égarements en tous genres qui vont précipiter les successeurs de Kennedy dans une spirale de discrédit à laquelle Ronald Reagan mettra un terme sans réussir à inverser la tendance de manière pérenne. Le scandale du Watergate est sans conteste le plus calamiteux pour l'image de la fonction, même si la guerre d'Irak de Bush II ne semble pas loin de le détrôner dans ce funeste palmarès. Ainsi la présidence de George W. Bush matérialise peut-être plus que toute autre la faillite de l'institution à se prémunir des affronts d'hommes qui ont personnalisé l'exercice du pouvoir à l'extrême et qui l'ont enfoncée dans une médiocrité dont elle ne semble guère pouvoir ressortir indemne, même si certains éléments permettent toutefois de conserver un relatif optimisme
Never has the American president been regarded with such fascination and deep suspicion. His personality, performance, and to a lesser extent, the influence of the first lady, are the many elements that play an important role in the way people perceive the chief of state. The media's coverage of the president results from the unique relationship he establishes with journalists and his ability to master the bully pulpit. However, if the influence of the press cannot be challenged, its power is sometimes overestimated. Kennedy's rise to power establishes the triumph of image as a perennial feature of American society, notably due to the fact that television became a common means of communication during his tenure. While the presidency under Kennedy was an object of deference, the misdeeds of his successors have spawned profound distrust and cynicism among the American people. Indeed, the image of politicians is tarnished but primarily the image of he who represents the supreme authority. Kennedy embodies a turning point between two eras : a time period that praised presidential greatness and another that has removed the sacred aura surrounding the presidency. The Vietnam War led abuse of a presidency which had become imperial, and put an end to the golden age of the institution, not to mention the sufferings it engendered. Although, the Watergate scandal was and remains the most damaging event for the image of the president, the Iraq War during the Bush Administration nearly surpasses Nixon's disreputable standing. Indeed the presidency of George W. Bush has struck a devastating blow at the institution and has compounded the collapse of trust in government that had begun with the deeply traumatic episodes of Vietnam and Watergate. Nevertheless in spite of this gloomy picture some elements enable us to remain optimistic
