Rural electrification is a critical tool for accelerating and enhancing development throughout Sub-Saharan Africa. The challenge for modern policymakers is to identify and implement programs that will effectively facilitate rural electrification. This analysis develops a model for comparing the performance of nations' electrification policies using a fixed effects regression model based on World Bank data from 1990, 2000 and 2010.
