Abstract:
The article states the necessity of existence for a new format of dictionaries – a usage one. Such a necessity is explained with sufficient changes in language reality where the contemporary language functions and is formed. The prerequisites for appearance of this idea are, firstly, a long-existing need to create the so-called topical dictionaries which would reflect the speech, not the language; secondly, the change of prior resource for the language transformation: the main source of renewal and supply for the language system is media discourse nowadays; thirdly, the increase of information flow and, as a consequence, the speed of emergence of word which are called current key words; fourthly, the appearance of a technological foundation which is able to create and support such a dictionary. The authors incorporate their project – Media Dictionary of Current Key Words – into the history of existence and development of the Russian lexicographic system. They also prove that this work absolutely corresponds to the traditions of the Russian lexicographic thought because the Media Dictionary is based on the basic achievements of the lexicographic science, with new functions which appeared due to the technical progress and the renewal of the technological foundation: electronic storage of information, immediate input of information about new connotations, feedback from the scientific and professional community and so on. The detailed review of literature and the description of methods for creating the dictionary entry in the dictionary of a new type are accompanied with practically focused explanations of single key word representations within a dictionary entry in the Media Dictionary of Current Key Words project as a practice for corresponding theoretical statements. The article presents the structure of the dictionary entry, analyzes the supporting data presenting the word’s definition. Special attention is paid to the innovations connected with the development of dictionary entry metalanguage: representations of phatic overtones within the lexical meaning of the word as well as a cultural and historical note which transforms an edition linguistic in its nature into a culturally and socially significant project. The conclusion is made about the relevance of the usage lexicographic project, as well as about the unique features of the presentation of the linguistic description of current key words as part of a mental map of modernity.

Project finance is enjoying renewed attention as a financing technique in which the lenders look primarily to the cash-flow of a project as the main source of loan reimbursement, whereas assets represent only collateral. Owing to the general misunderstanding of the terms used in respect of project finance, the purpose of the paper will be to provide clear definitions, drawing attention to different project finance transactions that can be placed on a continuum, with recourse to project sponsors ranging from non-recourse to almost complete recourse. Several characteristics of project finance will also be addressed.

PurposeThis project set out to explore information scholars’ perceptions of the influence of their keyword selections and the implications of their linguistic choices on possibilities for and perceptions of the field of Information Science. We trialed a narrative methodological approach to investigate the multiple stories told with specific keywords, how they relate to larger discourses within the field and the impact they have on the lives of information researchers.Design/methodology/approachThis paper draws on Arthur Frank’s narrative analysis to consider keywords as stories, which shape one’s sense of professional identity and belonging. The analysis, which is informed by insights from multi-disciplinary scholars of keywords, employs data from a keywords-oriented workshop with Information School faculty and students, as well as an online questionnaire sent to heads of Information Schools.FindingsWe did not find a singular definitive story of information science scholars’ experiences with keywords. Rather we identify tensions surrounding common and contested understandings of discipline, canon and information, engaging the complexity of interdisciplinary, international, intellectual and moral claims of the field. This research offers insight into the experiential factors that shape scholars’ engagement with keywords and the tensions they can create.Originality/valueA wealth of bibliometric analyses of keywords focuses on finding the “right” words to describe the scholarship you seek or the work you want others to discover. However, this study offers information researchers a novel approach, creating space to acknowledge the generative tensions of keywords, beyond the extractive logic of search and retrieval.

Abstract:
Objective: The purpose of this study is to investigate on the project management theories on project delivery. Project Management Theories has been underlined as one of the key diagnosis among businesses and economic growth with project delivery.
 Methods: A comprehensive review was carried out with the aid of online research journal websites as well as other in-context articles. While conducting this study, the key words in the search query were directed towards project management theories and project delivery in Ghana. Areas noted in relation to this study was use of project management theories among businesses and Ghana’s economic growth. Therefore, there was linkage of papers pointing out the effects on project management theories on project delivery.
 Results: The findings indicate that corporations have little to no say over project performance metrics and are unable to take on responsibilities outside of their core competencies. Managers' decision-making improves when they have access to reliable data. Having clear project goals in mind is crucial for making informed investment decisions. 
 Conclusion: This comprehensive review provides an in-depth understanding of project management theories on the project management deliveries among businesses and the growth of the economy in Ghana.

In the last decade, a number of methods based on the theories of linear and dynamic programming were developed for the scheduling of linear projects. However, these methods are only capable of handling sequential or serial activities. In this paper, a dynamic programming formulation for the scheduling of nonsequential or nonserial activities is presented. The objective of the current formulation is to determine the project time–cost profile, which determines possible project durations and their minimum project total costs. The formulation considers the effects of crew formations, interruptions, and lags for production activities in determining the minimum project total cost, minimum project direct cost, and minimum project duration. In addition, the approach presented is capable of handling activity durations and interruptions described by continuous and discrete functions. The formulation is also capable of handling both serial and nonserial linear projects. An example project is provided to illustrate the computational steps, validate the calculation algorithm, and show the capabilities of the proposed method. Therefore the pupils were involved and they took part in various ecological projects. A project “Plant your own tree” is one of such kind of projects. During this project pupils visited the local State Forests. They were making some applications. The pupils were using natural materials such as acorns and conkers. They also planted their own trees in the school garden and collected some information about these plants. Nontraditional teaching methods enabled the pupils to learn much more about nature and its wildlife. The pupils improved their behavioural skills in the nature. A two-state-variable, N-stage dynamic programming approach to scheduling and control of linear projects is presented. This approach accounts for practical considerations related to work continuity, interruptions, and lags between successive activities. In the dynamic programming formulation, stages represent project activities and state variables represent possible activity resources and interruptions at each location. The objective of the dynamic programming solution is to provide for the selection of resources, interruptions, and lags for production activities that lead to the minimum project total cost. In addition, the presented system produces a graphical presentation of the optimum project schedule and updates the original schedule based on update information input by the user. The updated schedule determines the new completion date, and forecasts the project new total cost based on the current project performance. A small linear project is provided as a numerical illustration of the system. Key words: dynamic programming, linear projects, scheduling systems, optimization of cost and scheduling durations.

This paper provides the results from Western Europe of a wider project (Envisaging the Future of Policing and Public Health Globally) for the Global Law Enforcement and Public Health Association (GLEPHA) which aimed to identify policing and public health alternative initiatives to provide community safety and well-being. A desktop review of projects that included evaluation evidence and/or impact of innovative delivery were selected for the study. The criteria allowed the inclusion of international, national, regional, and local initiatives that fit the broader aims of the global “envisaging the future” GLEPHA project. In total, 41 projects were reviewed with varying levels of information on approach and evaluation. Data capture recorded the country, location, funder details, themes (e.g., violence, mental health, drugs), key words, program descriptions, and any links and key findings from evaluation studies. A number of key themes, drivers, and challenges were identified in collaborative work between policing and public health. These included elements of communication and generating a shared language, the need for evaluation to be embedded in the project plan and mobilisation, and the problems with “hot-topic” issues and short-term funding. This paper also outlines two case studies of projects within Western Europe: Violence Reduction Units in the United Kingdom, and the Stockholm prevents Alcohol and Drug Problems (STAD). Key aspects of these projects are presented and the successes and potential challenges discussed. Key recommendations regarding the future of law enforcement and public health–related initiatives are discussed.

ABSTRACTObjectives: To review the history and goals of the US Department of Defense's largest civilian assistance program, the Overseas Humanitarian, Disaster and Civic Aid Program and to describe the number, geographic regions, years, key words, countries, and types of projects carried out under this program since 2001.Methods: Using the program's central database, we reviewed all approved projects since 2001 and tabulated them by year, combatant command, country, and key word. We also reviewed the project descriptions of projects funded between January 1, 2006, and February 9, 2008, and examined how their activities varied by combatant command and year.Results: Of the 5395 projects in the database, 2097 were funded. Projects took place in more than 90 countries, with Southern, Pacific, and Africa Command hosting the greatest number. The most common types of projects were school, health, disaster response, and water infrastructure construction, and disaster-response training. The “global war on terror” was the key word most frequently tagged to project descriptions. Project descriptions lacked stated goals as well as implementation and coordination strategies with potential partners, and did not report outcome or impact indicators.Conclusion: The geographic reach of the program is vast and projects take place in a wide variety of public sectors. Yet their security and civilian assistance value remains unclear given the lack of stated project goals, implementation strategies, or measures of effectiveness. To facilitate transparency and policy discussion, we recommend project proposals include hypotheses as to how they will enhance US security, their relevance to the public sector they address, and outcome and impact indicators that can assess their value and effectiveness.(Disaster Med Public Health Preparedness. 2010;4:66-73)

The urgency of the research topic is due to the need for rapid response of regions to changing environmental processes in the context of the spread of digitalization and active introduction of innovative technologies. It has been determined that in the modern market economy project management becomes a necessary factor in ensuring the competitive advantage of many regions. The purpose of the article is to substantiate the need for a project approach to the management of economic development of territories. Based on the use of methods of analysis, synthesis, scientific abstraction and logical generalization, trends in the evolutionary development of project management have been identified. It has been substantiated that project management forms advantages and unique competencies that are necessary for highly efficient and successful functioning of territories in a competitive market environment, in the realities Науковий вісник Мукачівського державного університету, 2020 140 of the new economic situation, which is characterized by significant speeds and dynamics of change in certain areas. It has been proved that one of the new alternative directions in the development of project management is flexible project management. It is determined that at the level of regional management the project approach can be used both for the implementation of individual projects and in the implementation of targeted programs. It has been proved that an integral part of the successful implementation of regional projects is the formation of a system of training methods and tools of project management. The foreign experience of project management application at the regional level has been analyzed and three key models have been revealed: american, european, canadian. The key principles of using the project approach to the management of economic development of territories have been identified, namely: systemicity, integration, balance, dynamism, decomposition, competence. The practical significance lies in identifying the features of the project approach to regional development management, which must be taken into account: openness and publicity of regional projects; increased control over the targeted use of local budget funds for regional projects; the complexity of assessing the effectiveness of the regional project; difficulties in setting priorities and differentiating regional projects. Abstract:
The issue of project failure is alarming in Ghana and this experience has persisted for a long time. However, some projects undertaken by private organizations are able to chalk successes more often. This study therefore examines the causes of low success rate of project completion in both the public and private sectors in Ghana, study area of Greater Accra Region. The research intends to analyze how the setting of project goals, project scope, project budget, monitoring and feedback, meeting stakeholders’ expectations and project management practice influence completion of projects in both public and private sectors. Both qualitative and quantitative techniques were used for collecting and analyzing the data. The stratified sampling technique was employed and out a total of 200 questionnaires administered to respondents. 158 questionnaires representing 79% were retrieved. Regression and correlation analysis were used in analyzing the data collected, based upon which conclusions were drawn. The findings of the research were that setting project goals, monitoring and feedback and project management practice are the most influential factors in successful completion of projects in both sectors. The study has made recommendations in the article to guide project implementation

Abstract:
Findings of this paper is drowned from a study conducted in Rusasa sector, Gakenke district. This study was conduct Rusasa sector where it looked at the level of participation of expropriated people and the impact it may bring to the issue of reducing complaints during expropriation projects. The participation can have in impact on the number of the landowners who do not agree with the valuation provided. To conduct this research, researchers used purposive sampling technique and sample size of 79 respondents and primary data collected through questionnaires and interviews while secondary data was collected through reading the existing material. Result results from Rusasa sector suggested that there were positive and negative impacts of expropriation and it revealed that there was a great awareness of landowner’s participation during expropriation as many respondents said that they have participated in the expropriation process and this reduced the number of people who complained. The research findings indicated that the public meetings attendance (52%), submission of land titles of expropriated properties (27%) and participation in valuation (21%). The research findings gathered from the expropriated persons confirmed that Gakenke district introduced to the local people in Rusasa sector about how expropriation process should be carried out. Findings revealed also the benefits gained by expropriated people during their participation in expropriation process where that 26 respondents (33%) confirmed that there was an intervention in land valuation, 22 respondents (28%) said that there was fair compensation was at 28%, 18 respondents (23%) confirmed that level of satisfaction was increased and 13 respondents (16%) said that corruption in expropriation process was reduced and these benefits changed the standard of living conditions of project affected people. The results of this research have shown that expropriated people have were involved in the whole process of expropriation as it was noticed from the attend public meetings. People were aware of what is going on and people benefited from their involvement and this increased the level of satisfaction as it was indicated by the study findings.

Appointing ICT project managers is a delicate issue for management; not least since ICT projects are known to be unsuccessful in delivering the required product in time and on budget. Hence, it is even more important to find the “right” individual for the job. According to project management associations, certification in project management is a prerequisite for a project manager’s successful career. The appreciation of project management certifications among Swedish employers was studied using data collected from job advertisements for ICT project managers during four years (2010-2013). Judged on how the advertisements were worded the result indicates surprisingly low interest from the employers’ side, which conflicts with the project management associations statements about the certifications’ indispensable value for successful projects. Furthermore, it conflicts with a common understanding of certifications as essential for appointment as a project manager. The findings identify a possible gap between PM associations’ and employers’ views regarding the certifications’ value, and highlight the necessity of seriously considering whether it is worthwhile for the individuals to strive for, and for the organizations to promote certification, since it is costly in both time, effort and money. The growing number of projects and the key role of project managers in their implementation makes the competencies of managers a subject of many studies. An attempt can be made to determine the project manager competencies that employers appreciate the most through analyses of job advertisements. Due to a very large number of job advertisements, it may be difficult or even impossible to analyze their content manually. A solution may be to fetch and process job advertisements automatically. The main purpose of this paper was to identify the project manager competencies that are the most desired by employers. An analysis of job advertisements was performed to identify the project manager competencies required by employers. Job advertisements were automatically downloaded from online job boards. Fragments of job advertisements that described requirements were analyzed with text mining. The analysis included preprocessing, building of corpora of documents, construction of document-term matrices, application of traditional data mining methods, and Latent Dirichlet Allocation (LDA), which is a popular topic modeling algorithm. After the initial text processing (all characters except letters were removed, uppercase letters were converted to lowercase letters, words deemed useless were removed, and words were converted to their basic form), n-grams were built, and topics identified with LDA were generated. The most frequently used words and n-grams, along with the identified topics, were graphically represented. The meanings of the words and sentences were not analyzed in the text mining analysis of the job advertisements. The analysis did not take into account whether the words appeared side by side in the document-except for the intentional creation of n-grams (such as “communication skill”). The analysis, however, facilitated the identification of certain patterns and regularities in the occurrence of specific strings in the documents (fragments of advertisements describing the requirements). The interpretation of the results is based on the frequency of words and n-grams and frequency of words in topics identified by the LDA algorithm. This paper contributes to science by showing that text mining of job offers can, to some extent, help determine project manager competencies in demand. The method can be used by organizations training future project managers to modify and better adapt curricula to the needs of the labor market. It can be used to monitor the current trends in project manager requirements as well.

This study explores various methodologies and factors influencing budget performance across different sectors, particularly in construction and public budgeting. Construction projects are inherently complex and prone to cost overruns, making cost control a critical aspect of project management. This study investigates the impact of cost control on cost efficiency in construction projects. A neural network model was utilized to identify key management factors affecting project budget performance, focusing on critical aspects such as project manager experience, team turnover, and budget updates. Several monitoring techniques for cost and performance deviations, including Activity-Based Ratios, were also analyzed, revealing their varying effectiveness. In the public sector, performance-based budgeting systems were discussed, with an emphasis on integrating planning and performance metrics for more informed decision-making. Challenges in implementing such systems were highlighted, particularly regarding political and organizational barriers. In construction, various approaches were examined, including cost estimation frameworks and performance-based budgeting tools. The research underlined the importance of accurate budgeting and cost control measures in both construction projects and public administration, suggesting that strategic adjustments, better forecasting, and active stakeholder participation could improve overall budget performance. This research paper presents a comparative analysis of various process-based cost control models utilized in construction projects. The objective is to evaluate each model’s effectiveness, advantages, and limitations to provide insights for project managers in selecting the most suitable approach for their specific project needs. A current challenge for project network scholars is to explain “how history matters”; in other words, how past experiences of collaboration between actors in a project network are transformed into an (informal) organizational format that is replicable in future collaborations. How are project networks formed in the first place? By examining a collaboration under formation between two organizations, this article proposes that project networks can be conceptualized as psychological contracts. In this formation process, critical incidents play a key role as they define “items” in the psychological contract; in project network terms, these items define routines for collaboration.
