Abstract:
As for as India is concerned many Indian languages have become threatened and even endangered because of globalization. In India, English is thriving and is used widely by the young generation, and this is one of the reasons leading to the extinction of native or regional languages. Today Hindi is also expanding and because of this many regional languages will become extinct. In the State of Meghalaya there are three basic tribes known as Khasi, Garo and Jayantia. They speak either Khasi, or Garo, but their dialects differ. Even the Khasis who are living in East Khasi Hills, especially in Shillong have different dialects as compared to the other Khasis. These languages are used by many but they do not have their own scripts. That is why these languages were not placed in the Eighth Schedule of the Constitution of India. A speaker of any language which is not in the Eighth Schedule, cannot be awarded the Jnanpith Award and furthermore their languages cannot be the medium of the UPSC. Article 29 of the Constitution of India mandates that no discrimination would be done on the ground of religion, race,, caste or language and Article 30 mandates that all minorities, whether based on religion or language, shall have the right to establish and administer educational institutions of their choice. In addition, the Legislature of a State may by law adopt any of the languages to use in the state. Article 350 B of the Constitution says that there shall be a Special Officer for linguistic minorities and he/she has to be appointed by the President. It shall be the duty of this Officer to investigate all matters relating to the safeguards provided for linguistic minorities under the Constitution and report to the President upon those matters. Protection of the regional languages has been provided in the Constitution and it is the duty of the educational institutions to provide basic education to the children in their own vernacular languages should they want to be educated in their vernacular language.

Abstract:
Part-of-speech (POS) tagging is one of the research challenging fields in natural language processing (NLP). It requires good knowledge of a particular language with large amounts of data or corpora for feature engineering, which can lead to achieving a good performance of the tagger. Our main contribution in this research work is the designed Khasi POS corpus. Till date, there has been no form of any kind of Khasi corpus developed or formally developed. In the present designed Khasi POS corpus, each word is tagged manually using the designed tagset. Methods of deep learning have been used to experiment with our designed Khasi POS corpus. The POS tagger based on BiLSTM, combinations of BiLSTM with CRF, and character-based embedding with BiLSTM are presented. The main challenges of understanding and handling Natural Language toward Computational linguistics to encounter are anticipated. In the presently designed corpus, we have tried to solve the problems of ambiguities of words concerning their context usage, and also the orthography problems that arise in the designed POS corpus. The designed Khasi corpus size is around 96,100 tokens and consists of 6,616 distinct words. Initially, while running the first few sets of data of around 41,000 tokens in our experiment the taggers are found to yield considerably accurate results. When the Khasi corpus size has been increased to 96,100 tokens, we see an increase in accuracy rate and the analyses are more pertinent. As results, accuracy of 96.81% is achieved for the BiLSTM method, 96.98% for BiLSTM with CRF technique, and 95.86% for character-based with LSTM. Concerning substantial research from the NLP perspectives for Khasi, we also present some of the recently existing POS taggers and other NLP works on the Khasi language for comparative purposes.

Abstract:
The Khasis like any other tribe or nation has its own civilization, different, unique and peculiar. Though it is an oral tradition in absence of writings, yet it had been manifested in the permanent objects of nature, this civilization is as old as that of Babylonian, Egyptian and Greek. The present world today with the progress of science and technology can be compared with the Khasi thought in the aspects of his religion (traditional), his social ways of life and the political aspect of regulating his people with a democratic essence of the highest order which the British as late as 1826 only admired without understanding the language. ‘Sohpetbneng’ literally means the navel between heaven and earth. However, in the philosophical thought of our ancestors, the word carries a different connotation. This can be seen and adjudged from the various ways of life of the Khasis as a race or tribe which cannot be effaced from the surface of the universe. The hillock (Lum) ‘Sohpetbneng’ is a divine manifestation of the essence of the Khasi thought which should be protected and preserved as a historical relic before any harm can come to it. The paper will further highlight the importance of the hillock to the Khasi Community and the kind of ritual rites and activities that are being perform on this place till date and the Architectural built components designed and supervised by the author in connection with the ritual rites and activities performed and the need to protect, conserve, preserve and recognized this hillock as one of the Heritage site.

Abstract:
Introduction Speech is a overlaid function of respiratory, phonatory, resonatory, articulatory systems . Nasalance can be defined as the relative amounts of oral and nasal acoustic energy in speech done by modification of oral and nasal cativities that is complex activity of the resonator system. Nasometer was developed by Samuel Fletcher, Larry Adams, and Martin McCutcheon at the University is a computer based instrument facilitating accurate analysis of signal yielding nasalance scores. There is no report regarding nasalence score variance in khasi language speakers speaking English. Materials and Methods The study aims at analysing and measuring nasalence score in Khasi speakers reading English passages. A total of 5 female subjects were chosen who were native speakers of khasi language and who had exposure of English language since childhoods were selected. Nasometer II Model 6400 (Software version 2.6) of Key Elemetrics Corporation was used. Three standardized passages (Zoo passage, Rainbow passage and nasal sentences) were used for the study. Results The mean nasalance scores obtained for zoo, rainbow and nasal sentences in female were 19.39± 12.21 SD, 38.13 ± 14.83 SD, 68.33 ± 15.29 SD and 18.26 ± 3.53 SD, 33.13 ± 1.68 SD, 63.20 ± 88 SD respectively. Standard norms show significant differences in nasalance scores obtained for Zoo, Rainbow and Nasal Sentences. Paired t-test was used for comparison among the sentences and computation of data show more significant differences for nasal sentences as compared to zoo and rainbow sentences, that is significant (p>0.05). Rainbow sentences revealed more nasalance scores than zoo sentences (p>0.05) i.e. level of significance. Conclusion The reported normative Nasalance data can be used by several voice clinicians for assessing resonance quantitively for khasi speakers using austrioasiatic language.

Abstract:
The Koch language is spoken in the states of Assam (Goalpara, Nagaon, Dhubri, Kokrajhar, Chirang, Bongaigao, Barpeta, Baksa, Udalguri, Karbi Anglong, Golaghat districts), Meghalaya (West Garo Hills, South-West Garo Hills, South Garo Hills and East Khasi Hills Districts). Koches are found in West Bengal (Northern part) and also in Bangladesh. The speaker strength of Koch in India according to 2011 census is 36,434. Koch community is the bilingual speakers of Assamese, Bengali, Garo, Hindi, and English. Contact situations of Koch with Assamese and Bengali languages have made the language vulnerable to language shift. The UNESCO report mentions Koch as ‘Definitely Endangered’1. Koch has gained the status of a scheduled tribe in Meghalaya in 1987. Kondakov (2013) traces six distinct dialects of Koch, viz., Wanang, Koch-Rabha (Kocha), Harigaya, Margan, Chapra and Tintekiya. He (2013:24) states, “The relationship between the six Koch speech varieties are rather complex. They represent a dialect chain that stretches out from Koch-Rabha in the north to Tintekiya Koch in the south.” This is diagrammatically represented as - Koch-Rabha(Kocha)→Wanang→Harigaya→Margan, Chapra→Tintekiya where the adjacent dialects exhibit more lexical similarity than those at the ends. Nine ethno-linguistic varieties of Koch (also mentioned in Kondakov, 2013:5) have been reported during field investigation. These are Harigaya, Wanang, Tintekiya, Margan, Chapra, Satpariya, Sankar, Banai and Koch Mandai.

Nowadays people get modern education, more security, modern medical facility, better roads and easy transportation. Their perception about tourist and tourism are also changing positively day by day. Core cultural elements like language, dress pattern, house pattern, and food habit are also changing with the interaction with tourist and people with plain land. People are now more aware about environmental conservation. They take part in forest conservation, bio-diversity conservation and forest cleaning. They are knowledgeable about sustainable usages of forest resources. Like positive impacts of Ecotourism it has also few negative impacts on tribal life. After launching eco-park ethnic people loss their land ownership right and they are facing accommodation problem as well. Eco-park officials sometimes show immoral manner with the inhabitants; they force them for giving free labor in the park. Similarly some visitors/tourists do not show proper respect to them. Sometimes travels ruined betel gardens, stole betel leaves and lemons also.

Abstract:
One of the major spheres in which the communal divide in India especially in the north has manifested itself is that of language, around the controversy over Hindi and Urdu. It raged in colonial Punjab as well, despite the fact that neither language was spoken over the larger part of it. In a sense, therefore, it was imported from the then North-Western Provinces (now UP), where the original dialect had given rise to a common language (Khari Boli, Hindustani) with two scripts, around which Hindi and Urdu came to be created as literary languages. Though Urdu remained in colonial times the main print and school language in pre-1947 Punjab, the language controversy continued to play a communally divisive role. In Punjab, the Arya Samaj was the main torchbearer for Hindi, with even nationalists like Lala Lajpat Rai in its camp.

Abstract:
AbstractThis paper charts the linguistic shifts in a popular iteration of the story of Lord Ram, commonly known as the ‘Radheshyam Ramayan’ (composed in the first quarter of the twentieth century), across four versions of the text published in the devanāgarī script, between 1939 and 1969. It argues that the author, Radheshyam Kathavachak, likely revised his text over the course of many years, in large part to bring its language closer to śuddh (pure) Hindi on the Hindi-Urdu spectrum—a labour that was in the service of the Hindi language movement, if not also Hindu nationalism. Whilst the language in the 1939 printing is a mixed register of Hindi-Urdu, by 1959, the language has undergone a process of ‘Sanskritization’. That is, much of the vocabulary of Persian and Arabic origin, and also much vocabulary associated with the Braj tradition, have been replaced with words from Sanskrit. The progressive editing of text also shows a deep concern for the standardization and occasionally, elevation of literary Hindi, and simultaneously, the correction of defects in meter and style. The example of Kathavachak's ‘many Radheshyam Ramayans’ offers insight into the timing and pace of the Sanskritization of Hindi letters, suggesting that for some, the process may have been more protracted and anguished than is often thought.

Abstract:
ABSTRACTStarting from 2016, Indonesia enters the era of the ASEAN Economic Community (AEC). The era of AEC represents the union of the ASEAN economic community that give social, cultural, political, and language impacts. The entry of foreign cultures to Indonesia requires people to be creative and competitive with ASEAN economies. English language development could potentially undermine regional languages because regional language is considered not having much contribution for the era of MEA. However, regional languages have an important function as a tool of regional identity, as well as supporting regional culture. Regional languages should exist in regional communities to avoid their extinction. A form of regional languages’ existence can be seen in traditional foods that are marketed in the ASEAN region. This research used descriptive method. This study describes names of typical traditional food of regions that cannot be translated into English. This study aimed to describe the types of traditional food, traditional beverages, and the existence of traditional Sundanese food in various regions in West Java province. The results show that types kinds of traditional food based on the material: (1) tipung beas rice flour (ali agrem, apem, awug, bubur lemu, cara, cuhcur, nagasari, bibika, papais, sorabi, etc.), (2) sampeu cassava (comro, misro, putri noong, gegetuk, katimus, peuyeum sampeu, etc.), (3) ketan glutinous rice (peuyeum ketan, gemblong, wajit, dodol, opak, raginang, sasagon, téngténg, ulén, etc.), and (4) Beas rice (buras, kupat, leupeut, lontong, etc.). The types of Sundanese traditional beverages consist of bajigur, bandrek, cendol, cingcau, goyobod, lahang, and sakoteng. The Sundanese traditional foods in various areas of West Java still exist. This is evident from the traditional foods that are still served at ceremonies of wedding, circumcision, death, traditional, and they are marketed in a variety of souvenir shops and food stores in West Java.

Abstract:
Purpose – This paper aims to shed light on the process of adopting and accommodating a global language education framework, namely the Common European Framework of Reference (CEFR) for languages, in the context of Vietnam. Design/methodology/approach – The data to develop the argument of the paper are obtained from a doctoral research project that aims to understand the reception, interpretations and responses of key stakeholders in the process of enacting the CEFR in a Vietnam public university. The study was designed as a qualitative case study with data being collected using policy document analysis, classroom observation and in-depth interviews with 21 purposively sampled participants, including school administrators, English language teachers and students over a period of six months. Findings – The paper argues that the adoption of the CEFR, as it currently stands, can be seen at best as a “quick-fix” (Steiner-Khamsi, 2004, p. 58) solution to the complex and time-consuming problem of improving the quality of English language education in Vietnam, which fails to address some critical issues in the practice of teaching and learning the language in the country. Originality/value – The study speaks to the body of literature on the CEFR as a contemporary global language policy borrowing phenomenon in developing countries. It contributes to a better understanding of how a global language policy is adopted and appropriated at the grass-root level.

Abstract:
Secara etimologis, kata tipologis berarti pengelompokan ranah (classification of domain). Etymologically, the typological word means classification of domain. The definition of typology is synonymous with taxonomic terms. The technical term typology that enters linguistics has the meaning of grouping languages based on their structural characteristics. This study tried to examine the features and characteristics of grammatical languages in the world, and make groupings that correspond to certain parameters. Language typology studies are generally intended to classify languages based on the structural behavior displayed by a language. The purpose of the study of language typology was primarily directed to answer the questions: what is the x language? Typological studies of BPD, as one of the local languages in North Sumatra (including the West Austronesian language group), are quite important and have scientific value to be done. This was due to the fact that until now there are still many opinions about the typological grouping of local languages in Indonesia. Grammatical relations play an important role in natural language syntax, because they are related to a number of concepts and terms of syntax (grammatical) such as S (ubject), O and OBLic. By using the descriptive method through grammatical testing and with the approach of linguistic typology theory, it could be concluded that the relation of S in the basic clause of the BPD always acted as an Agent; The subject in the nasal prefix clause was in the post-Verbal FN2 position which was the Agent argument; meanwhile FN1pos verbs were occupied by Patient arguments. At the BPD, Subject and Object in the zero verb clause could always be relativized; while in the nasal affixed clause, it was only the relation of S that could be relativized. O relation was an FN that directly followed verbs and couldn’t be inserted by any adverb. The position of O relation could be raised to S in the passive of BPD; while the original sentence S was the relation of OBL.

This study aims to show the artistic and literary value of Al-Nahshli poem. The pleasure of the text comes from the presence of its textual standards, highlighting its thematic unity, which is so clear from the general meaning of the texts, without relying on the linguistic links that represent the standard of consistency, which is the first of the seven text criteria for De Beaugrande & Dressler (1981). The poem is a sad contemplation, a complaint about the passing of time, and a tingling twinge of old age that includes judgments and sermons inspired by human experiences on the extent of his historical consciousness; the idea of death dominates the poem from beginning to end, this fate that human thought in all its stages as a state of dilemma; the poet was one of those who felt this fate.

Abstract:
Some of you know that my grandfather was a cook for the British in Kenya, and though he was a respected elder in his village, his employers called him “boy” for much of his life.—Barack Obama, president of the United States, speaking to the Parliament of Ghana, Accra, 11 July 2009How do you say khaki in fourteen languages? assuming that the answer is, in most cases, more or less khaki, what might that word mean? This question occurred to me three years ago as I was sitting in my Minnesota office with a student—a brilliant sophomore economics major from Hanoi—trying to understand a thorny text from Cameroon. The text before us was the Vietnamese translation of Ferdinand Oyono's landmark 1956 francophone anticolonial novel Une vie de boy, which I had been pondering for years. A central figure in the novel, the village's French commandant, was often depicted in “son short kaki” (“his khaki shorts”). Though I don't speak Vietnamese, I could make out enough of its modified Latin alphabet to recognize kaki several times in the 1997 translation. In seeking its Vietnamese meaning, I knew that at least six languages were already in play: kaki came to Oyono's French from English, which got the word in the mid-nineteenth century from Hindi-Urdu (where it means dust-colored), which got it from the Persian (transliterated “khakeh”), meaning dust (“Khaki”). What is more, Oyono's novel purports to be translated from the Ewondo, where kaki certainly meant something too. But in Vietnamese? My instinct was that khaki, at least in Vietnam, would signify what it did in Cameroon: the iconic colonial oppressor's fabric. But when my student, Phuong Vu, saw the word in Vietnamese, she immediately searched for an image on her laptop, then showed me a photo of the great anticolonial leader of Vietnam: the khaki-wearing Ho Chi Minh. Seeking a further data point, I asked my dean, the Somali scholar Ahmed Samatar, what khaki meant in his mother tongue. His reaction, too, was instant: “my grandfather was the first man in our village to wear khaki: it signifies modernity!” Khaki: one word, worldwide. But clearly not a monosignifying word, since it means, at minimum, dust, dust-colored, modernity, colonization, and anticolonial resistance. To paraphrase Langston Hughes, what kind of a translation can you make out of that?

Abstract:
ABSTRACT The ability to use special expressions in the current English language teaching classroom has become a highly demanded competence for and must be possessed by every professional English teacher. However, the reality on the ground shows that there are still a great deal of English teachers who are unable to accomplish their class using these expressions properly and correctly and appropriately when they are in front of the classroom. These phenomena have frequently been shown since the beginning of the Teacher Professional Education and Training Program (PLPG), which in the last couple of years has transformed into the Teacher Professional Education (PPG) program. The demand that teachers be able to manage all class activities in English, from checking attendance to dismissing the class, is part of their professional duties. For this reason, the community service activity by the English Department of FKIP Unram lecturers with a special theme on “Workshop on the Use of English Phrases for Classroom Teaching for High School English Teachers at Batukliang and North Batukliang Districts - Central Lombok” was carried out, the aim of which is to help teachers improve their competence in the use of classroom language. The activity began with a free lecture on the concepts of classroom language followed by a short video showing examples of the teacher's use of language in class, and continued with small group discussions and hands-on practice activities using these English expressions. The expected impact of this community service, in addition to the English teachers’ classroom language enhancement, is the compilation of materials of special English expressions in the classroom that can be studied again and used as a reference by the teacher when teaching. It was also conveyed to the teachers that knowing how to use good and correct English, even though it was short but meaningful, is the main task of a teacher in the classroom that must be demonstrated to the students as often as they possibly can, so that what is heard by the students could become their communicative interaction model needed both inside and outside the classroom.

Abstract:
Abstract This study aims to analyze the differences between male and female dialects in Arabic. The results obtained were the differences in both, that men tended to speak in high tones, rather sharp voices , to the point, clear, responsive and not afraid to argue and give rebuttal to things that are less suitable for him. Women's voices are sharper and higher (shrill), more clearly in pronunciation, more ambitious to pronounce vocabulary and sentences correctly than In addition, usually, women use a number of vocabulary words that are not used by men, for example, women use a large number of colors, such as muf, tarkawaz, bij, zuhri and bunai which are typical for women and are rarely used by men and men have a distinctive color for men, furthermore male language shows more power ratio while female language reveals the power of race more Sounds (women usually change the sound of letters into other letters that are typical of women), the selection and use of words, the use of the form of the sentence, the form of sentences and the way of delivering the language itself (pragmatic) that is reflected in the use of language limb cues. There is a language that is typical of women and there are men, if it is used not by the right sex it will cause ridicule for others. But of course there are also those who say that what is meant by men is not sex but what in psychological terms is known as a masculine name. Instead the woman in question is feminine. So that difference always arises, and that femininity always gets a position below compared to masculine is almost a fact that occurs in all languages in the world even in countries that adhere to a parental system even like America and Europe. The differences that occur are caused by biological, sociological and cultural factors which overshadow the existence of the language. In learning it is recommended to pay attention to aspects of male and female dialects. Keywords: dialect, language, male, female.

Abstract:
The culinary specialties of an area are part of local wisdom that must be preserved. Central Kalimantan with its cultural customs and local craftsmanship which is still very high has a variety of culinary delights with unique and interesting tastes and appearances. The problem that occurs is that the younger generation now knows more about European-style foreign cuisine and other foreign countries so that when asked about the local cuisine, not many people know about it. The culinary introduction along with its recipes aims to introduce as well as maintain and preserve these recipes so that they can still be passed on by the younger generation, especially the local people of Central Kalimantan. Along with the times, Android-based applications are in great demand among young people because of the various features that make it easy and enough to download the application on the Play Store. This application is named e-Recipe Cullinary KalTeng. The user interface of this application is designed using Figma and developed using the Flutter Platform with the Dart programming language. Features in this application include dishes and snacks typical of Central Kalimantan, each of which is also listed as a recipe. This application is tested using Black Box and the results show that the entire application can run well and is user friendly

Abstract:
Opening Paragraph‘A translation of the meaning of the Holy Koran into the Hausa language’ – this is the careful wording of the title of the work sponsored by the Jama'atu Nasril Islam (whose President is the Sultan of Sokoto) and signed by Abubakar Mahmoud Gummi, the chairman of its executive committee and former Grand Khadi (Gummi, 1980). It is, in short, as official a Muslim publication as there can be in Nigeria. The Arab text (set in a standard Beirut naskh typeface) is on the right of the page, the Hausa, in roman script (boko), on the left; yet colleagues say that the Hausa still reads as if it was simply part of an oral, abbreviated tafsiri transcribed for printing. Though it is nowhere labelled as tafsiri, it has some footnotes and a sentence introducing each sura; and it is a truly vernacular translation – that is, it is not as awkward to read as, say, the books translated by Haliru Binji into what one could best describe as ‘malamanci’. Lastly, the printed text originally was circulated in sections – in part, it is said, to assess people's reactions to a Hausa translation of the Holy Koran being sold in the streets of Nigerian cities. It is a measure of the public's acceptance of this work – which is in reality no more than a printed version of the various oral ‘translations’ one can hear every year in public, on the radio or on tape – that not merely has it now appeared as a single volume but that it has already gone into a second edition; indeed, Alhaji Nasiru Kabara has now almost completed the process of producing his own version.

Abstract:
The article under consideration dwells on the issue beset with comparative analysis of morphological peculiarities and the level of usage of coordinative compound adverbs (CCAs) on the example of the historical production entitled as “Tuhfat-ul-khani” by Muhammadwafoi Karminagi and “Zafar Name” by Khusravi. The author of the article makes an endeavor to divide CCAs into several sub-groups in terms of their structure and meanings. It is worth stating that one of the most common ways of formation of CCAs in the corpus of our study is reduplication of parts of speech. It is proven that reduplication of Arabic original nouns is more frequently used than Tajik ones in the language of historical writings of the compared periods, upon the whole. It is underscored that reduplication of adjectives and numerals is not used to compose CCAs and reduplication of pronouns and verbs is encountered rarely in the corpus of the study. Adducing the result of a comparative analysis beset with CCAs of “Tuhfat-ul-khani” by Muhammadwafoi Karminagi and “Zafar Name” by Khusravi one can come to the conclusion that in terms of structure and grammatical style they are similar to the correlative works and to MTLL ones.

Abstract:
Hearing loss is a type of disability where people who suffer from it could not hear a sound or can only listen to a sound with certain levels. People with hearing loss use sign language to communicate with others and to help them in their learning process. For this study, an interview and survey were conducted with teachers and students from SK Pendidikan Khas Melaka and few problems have been identified in the learning spectrum of children with hearing disability. They face difficulties in learning due to the lack of exposure about the correct sign language since young, difficulty in interpreting sign language in the conventional teaching material due to the nature of its static image contents, and hearing loss children are also usually less focused in the learning process and are easily distracted by their surroundings when the class is in session. To solve these problems, i-Sign is developed as a learning application that incorporates simple gamification in its development that could help hearing loss children to learn the alphabet and basic words of sign language. The use of gamification and multimedia elements provide a more interactive and fun learning environment for the students instead of using static contents, and are also used to direct students’ attention to the learning activity making them more focused in the learning process. i-Sign was developed using the ADDIE model which includes the Analysis, Design, Development, Implementation, and Evaluation phases. In the evaluation phase, a usability test was conducted on 8 children with hearing loss to test the acceptance of the user towards this application and 91.89% of the respondents found that the application meets their expectation of the application capability in terms of its effectiveness, efficiency and user satisfaction. This shows that gamification can be used as an alternative learning material for hearing loss children and help expose the correct sign language to them. The application can also be used by the public that wants to learn about sign language.
