Abstract:
In this paper, we propose an automated video surveillance system for kidnapping detection using featurebased characteristics. The localization of moving objects in a video stream and human behavior estimation are key techniques adopted by the proposed system. Some motion characteristics are determined from video streams, and using metrics such as a feature vector, the system automatically classifies the video streams into criminal and non-criminal scenes. The proposed system is called an intelligent security camera. We consider many types of scenarios for the training data set. After constructing the classifier, we use test sequences that are continuous video streams of human behavior consisting of several actions in succession. The experimental results show that the system can effectively detect criminal scenes, such as a kidnapping, by distinguishing human behavior.

Abstract:
The incidence of kidnapping peoples in Nigeria has taken an alarming dimension for reasons not well addressed by successive governments in Nigeria. This unlawful act has increase despite the various legislations prohibiting kidnapping both the international level and at the three tiers levels of government. The law against kidnapping has been passed almost a decade since 2013 by the federal government of Nigeria with some states in the country domesticating law from 2017-2021. The purpose of this paper is to design a software program that uses a smartwatch and is dubbed as blower. It can help the users (victim) to alert the security personnel’s or relatives for help. When the report button on the smartwatch is clicked, the geolocation and the SMS application interface(API) are triggered, and SMS will generate with details of the current coordinates of the device location and sent to a predefined number. This message is sent continuously whenever the location changes. Is an innovative software suite (Web, Mobile, API, and Database) that can be used to help the victim, in curbing kidnapping issues in our society.

Abstract:
Background.Although interventions exist to reduce violent crime, optimal implementation requires accurate targeting. We report the results of an attempt to develop an actuarial model using machine learning methods to predict future violent crimes among US Army soldiers.Method.A consolidated administrative database for all 975 057 soldiers in the US Army in 2004–2009 was created in the Army Study to Assess Risk and Resilience in Servicemembers (Army STARRS). Of these soldiers, 5771 committed a first founded major physical violent crime (murder-manslaughter, kidnapping, aggravated arson, aggravated assault, robbery) over that time period. Temporally prior administrative records measuring socio-demographic, Army career, criminal justice, medical/pharmacy, and contextual variables were used to build an actuarial model for these crimes separately among men and women using machine learning methods (cross-validated stepwise regression, random forests, penalized regressions). The model was then validated in an independent 2011–2013 sample.Results.Key predictors were indicators of disadvantaged social/socioeconomic status, early career stage, prior crime, and mental disorder treatment. Area under the receiver-operating characteristic curve was 0.80–0.82 in 2004–2009 and 0.77 in the 2011–2013 validation sample. Of all administratively recorded crimes, 36.2–33.1% (male-female) were committed by the 5% of soldiers having the highest predicted risk in 2004–2009 and an even higher proportion (50.5%) in the 2011–2013 validation sample.Conclusions.Although these results suggest that the models could be used to target soldiers at high risk of violent crime perpetration for preventive interventions, final implementation decisions would require further validation and weighing of predicted effectiveness against intervention costs and competing risks.

Abstract Using the example of three films – Kandidát (The Candidate, 2013, dir. Jonáš Karásek), Pirko (Little Feather, 2016, dir. Lucia and Petr Klein Svoboda), and Únos (Kidnapping, 2017, dir. Mariana Čengel-Solčanská), the present study deals with distrust in the systemic elements of society in Slovak feature films in the period following the establishment of the Audiovisual Fund (2009). By means of a thematic and stylistic analysis, it points to the similarities between the selected films. It shows their rootedness in the established trends of Slovak cinema as well as their diversion from them, which is mirrored in their dialogical work with the phenomenon of reality, by creating an illusion of anticipation or influencing future events.

This article examines whether a terrorist group’s ideology has a meaningful impact on its involvement in kidnapping. On a global level, incident data (1970-2010) indicate that in the past decade the number of kidnappings by terrorist groups has increased, while Muslim extremists have replaced left-wing/Marxist revolutionaries as the world’s leading kidnappers. However, when we incorporate data about the attributes of terrorist organizations and their operating environments, this analysis indicates that ideology does not play an important role in determining the likelihood of a group’s involvement in kidnapping. The article concludes with implications and suggested topics for further study.

The kidnapping and murder of Steven Sotloff is one of the most horrific examples of brutality against a journalist in memory. Sotloff was captured in 2013, ending up in the hands of the Islamic State of Iraq and the Levant. After remaining in captivity for over a year, Sotloff was executed in September 2014 by beheading a month after another captured journalist, James Foley, was also beheaded. Since Steven Sotloff’s loss, his parents have supported Hostile Environments and Emergency First Aid Training (HEFAT) for young aspiring journalists not unlike their son. The original presentation of this keynote was enhanced by two videos, one describing the HEFAT training, and the other interviewing a recent GJS/2Lives Memorial Scholarship training graduate explaining how he used the skills he learned to survive an attack by drug traffickers in northern Mexico, including applying first aid to his wounded producer who survived.

Abstract:
The following study is an exploratory analysis of intimate partner kidnapping. This research focuses on kidnappings that occur between adult intimate partners only. The purpose of this research is to identify the prevalence rates and demographic patterns of this type of violence as well as make comparisons between intimate partner kidnapping and nonintimate partner kidnapping and comparisons between intimate partner kidnapping and intimate partner assaults (a more commonly studied form of intimate partner violence). This research relies on the National Incident-Based Reporting System (Federal Bureau of Investigation, 2012) not only to identify descriptive characteristics but also to conduct bivariate comparisons of the different types of kidnapping violence and intimate partner violence. The findings from this research find that despite being a fairly rare event, intimate partner kidnapping occurs more often than nonintimate partner kidnapping, although not more often than intimate partner assaults. There are several differences between intimate partner kidnapping and nonintimate partner kidnapping as well as intimate partner kidnapping and intimate partner assault. Victims of intimate partner kidnapping were significantly younger than nonintimate partner kidnapping and intimate partner violence assaults, and females were more likely to be victims of kidnapping compared to nonintimate partner kidnapping and intimate partner violence assaults. There was a higher proportion of Whites and Hispanics who were victims of intimate partner kidnapping. There was also a greater proportion of blunt object/personal weapons (compared to firearms and knives) used in intimate partner kidnapping. Lastly, there was a significantly lower proportion of severe injury in intimate partner kidnapping compared to intimate partner violence assaults. A discussion of the conclusions and implications and directions for future research is also included.

Abstract:
In recent times, Nigeria has been plagued by escalating insecurity, which has culminated in daily cases of kidnapping, banditry, robbery, and indiscriminate killings in nearly all six geopolitical zones. The recurring decimal of these criminal operations has made possible the further extension of attacks to the Country’s correctional centers (Prisons), Thereby, hindering the ability and capacity of the Nigerian correctional service to live up to high public expectations of efficient management of correctional facilities across the country. However, despite the high number of attacks, the government appears powerless to stop this threat due to their inability to convict the perpetrators of these crimes. These terrorists on their own have grown more daring as can be observed with the rising cases of prison breaks across the nation as they aim to free their already captured colleagues without fear of being confronted by the security agencies. This paper therefore examined the effect of politicizing insecurity by political actors and its implication on the proper and efficient management of the Nigerian correctional service within the period under review. Using the instrumental theory of terrorism, the paper investigated critically the underlying issues preventing the Nigerian government from successfully apprehending runaway terrorists. Data for the study was collected through documentary sources and analyzed appropriately using the qualitative-descriptive method of data analysis. The study established that there appears to be a convoluted relationship between certain segments of the government or its security personnel and the terrorists wreaking havoc on the Nigerian state and this has had adverse effects on the efficient management of the Nation’s correctional service. As a result, the research urges a thorough investigation of Nigeria's terrorist sponsors and a complete revamp of the nation's security system.

Em Moçambique, as cidades de Maputo e Matola têm experimentado também várias formas de manifestação da violência. É neste contexto que em 2011 emergem os sequestros, como uma “nova” manifestação da violência urbana. Uma das características principais era a captura de cidadãos de nacionalidade moçambicana ou não e de origem asiática ligados ao setor empresaria ou comercial. Os sequestro tinham apenas por objetivo, a obtenção de vantagens de natureza econômica com o pagamento dos resgates. O fenômeno atingido o seu pico, em termos de ocorrência sistemática em 2013. Não ocasião, várias reações sociais e institucionais, excetuando a acadêmica foram observadas um pouco pelo país. Daí que o presente estudo é uma das primeiras contribuições de natureza acadêmica sobre o fenômeno. O objetivo da dissertação é analisar e compreender as dinâmicas sociais desse fenômeno e os possíveis determinantes da sua ocorrência sistemática nas duas cidades. Para o efeito, foi adotada uma abordagem qualitativa, com recurso a entrevistas às vítimas e/ou seus familiares e profissionais da polícia investigativa que lidam com fenômeno no seu cotidiano e, pesquisa documental, baseada em documentos institucionais e informações midiáticas. De uma maneira geral, os resultados demostram que o silêncio tanto das vítimas e/ou seus familiares, quanto do poder pública foi evidente nesse período e, uma vez que essa prática criminal em Moçambique é altamente “lucrativa”, os praticantes continuaram se dedicando de forma engajada. Por outro, houve atração de outros criminosos que se dedicavam em outras práticas criminais, como por exemplo, roubos com recurso à arma de fogo. Violence is clearly a phenomenon that affects many Brazilian cities. In Mozambique, the cities of Maputo and Matola also have been experiencing many manifestation ways of violence. It is in this context that in 2011 emerged kidnappings, as a "new" manifestation of urban violence. One of the key features was the capture of citizens from Mozambican nationality or not and from Asian origin linked to business or commercial sector. The objectives of those kidnappings were only to obtain economic advantages through the payment of the ransoms. The phenomenon reached its peak in terms of systematic occurrence in 2013. This period has observed many social and institutional reactions at a little over the country, except the academic. Hence, this study is one of the first academic contributions. The main objective of this work is to analyze and understand the social dynamics of this phenomenon and the possible determinants of the systematic occurrence in both cities. To achieve this purpose, was adopted a qualitative approach, based in interviews with the victims and/or their families and investigative police professionals who daily deal with phenomena and, documentary research based on institutional documents and media information. In general, the results demonstrated that the silence of both the victims and/or their families, and the public power was evident during this period and, as this criminal practice in Mozambique is highly "profitable", their practitioners continued engaged on it. On the other hand, it attracted other criminals who were acting in other criminal practice, such as, robbery with a gun use.

El artículo analiza una supuesta «ola de secuestros» que la prensa escrita limeña reportó entre septiembre y octubre de 2003, y cuyo punto más alto fue el secuestro, por más de un mes, del menor Luis Guillermo Ausejo (LGA). Este evento permite documentar y analizar la forma en que se construye desde la prensa una imagen distorsionada del crimen y cómo puede afectar la percepción del público y las autoridades. En este caso se aprecia cómo la prensa seria de Lima exageró al reportar algunos secuestros producidos en la ciudad, incrementando la emergencia social, además de atraer el interés político sobre el tema.

Abstract:
The central objective of this study is to analyze if there is an effective protection of children’s and teenager’s rights in cases of international kidnapping. Brazil, one of the signatory countries to the Convention on the Civil Aspects of International Child Abduction, better known as The Hague Convention (1980), since 2000, through Decree no. 3.413 / 2000, uses the Convention as a basis for cases of child abduction or kidnapping, which occurs when the child is taken to another country without the consent of one of the parents, triggering a subsequent custody dispute. The aforementioned international legislation establishes that, when verifying the actual occurrence of abduction or abduction of minors, they must be returned as quickly as possible to the country where they habitually reside, and the superior interest of the children should be prioritized. However, the great question that arises is whether the Brazilian Superior Court of Justice (STJ), when assessing the demands in question, has prioritized the protection of the rights of these vulnerable beings. For the development of the present work, a theoretical research was carried out, which served as a foundation for the construction of the second stage, of an empirical nature, in which a mapping of the decisions rendered by the Brazilian STJ in the last ten years was developed, in the assessment of the claims in which the subtraction or abduction of minors is discussed with the application of the aforementioned convention. With the studies concluded, it is hoped to find the balance point between the application of The Hague Convention and the effective protection of the rights of children and adolescents in the demands arising from illegal subtraction at the international level.<br>Analisar a ocorrência da efetiva proteção dos direitos das crianças e dos adolescentes nos casos de sequestro internacional é o objetivo central deste estudo. O Brasil, como um dos países signatários da Convenção sobre os Aspectos Civis do Sequestro Internacional de Crianças, mais conhecida como Convenção de Haia (1980), desde o ano 2000, através do Decreto nº. 3.413/2000, utiliza-a como fundamento para os casos de subtração ou sequestro de crianças ou adolescentes, que ocorre quando o infante é conduzido para outro país sem o consentimento de um dos genitores, desencadeando uma posterior disputa de guarda. A mencionada legislação internacional determina que, ao se verificar a efetiva ocorrência de subtração ou sequestro de menores de idade, estes devem ser devolvidos, com a maior celeridade possível, para o país que residiam habitualmente, devendo-se priorizar o seu superior interesse. Entretanto, o grande questionamento que surge é se o Superior Tribunal de Justiça (STJ) brasileiro, ao apreciar as demandas em apreço, tem primado pela proteção dos direitos desses seres vulneráveis. Para o desenvolvimento do presente trabalho, realizou-se, em princípio, uma pesquisa teórica, que serviu de alicerce para a construção da segunda etapa, de natureza empírica, na qual foi efetuado um mapeamento das decisões proferidas pelo STJ brasileiro nos últimos dez anos, na apreciação das demandas em que se discute a subtração ou sequestro de crianças com a aplicação da aludida convenção. Esperase, com os estudos empreendidos, que seja encontrado um ponto de equilíbrio entre a aplicação da Convenção de Haia e a efetiva proteção dos direitos das crianças e dos adolescentes nas demandas decorrentes da subtração ilegal no âmbito internacional.<br>São Cristóvão, SE

Abstract:
This graduate report, more than a formal description of the artistic developments I have gradually acknowledged, is a personal and perhaps arbitrary recollection of ideas that might help the reader–and me–understand the nature of the gestures that have evidently influenced the work I have produced in the past two years. These words belong to an inevitable act of introspection that seeks to validate some of the questions that have directed my artistic investigation throughout this time. I believe my work derives from two different and yet relevant positions: on one hand, the need to find meaning out of brutal events that have indisputably marked the course of history, specially in Colombia–my home country–where victims appear to loose their voices in a context ruled by indifference and apathy; and, on the other, the desire to understand what controls the reception of violent imagery as we depend on how social location, collective identification and political affiliation dictate the way we perceive the world. Each project mentioned in this report is a result of studying obsessively the political kidnappings that have been taking place in Colombia in the past twenty years, as a response to an allegedly abuse of power induced by the government against Las FARC, one of the most powerful guerrilla groups in Latin America. However each one is far from being a true document of real events and on the contrary, each one emerges as a naïve interpretation, possibly an illustration, of an ambiguous conflict that has no reasonable explanation but being a natural product of a conservative warfare–which in fact is no less than a reading made by a distant and passive witness like myself.<br>text

AbstractGovernments and development stakeholders pay great attention to issues surrounding international migration because they are of great concern not only to destination countries but also transit and countries of origin. Strategic issues relative to international migration are human loss, insecurity, migrant smuggling, kidnapping, criminal networks, health, integration and border management among others. Noteworthy is the lack of consensus on management approaches and consequences of international migration among stakeholders, particularly migrant sending and receiving countries. There is, however, a measure of agreement that international migrants have the capacity to contribute to development of poor countries and West Africa comes to focus in this instance. Two perspectives exist relative to diaspora’s/international migrants’ contribution to development: the celebratory perspective and the pessimistic perspective. This chapter, therefore, examines the profile of diaspora investments, challenges and coping mechanisms of the diaspora relative to investments and the influence of the diaspora’s investments on development through a Nigerian case study. This chapter is within the intellectual and pragmatic frameworks of intersectionalities of international migration, the diaspora and development in West Africa. Data for this chapter was gathered in Nigeria from 2019 to 2020. The findings suggest that the diaspora engages in many different investments for various reasons but not without nearly prohibitive challenges. They have, however, innovated strategic coping mechanisms with creative contributions to development through investments within critical checkered experiences needing multi-level attention from states and non-state actors for sustainability.

To be a journalist in Venezuela is very dangerous. In the past decade, there has been an increase of attacks against media and their personnel. On the one hand, attacks against journalists include harassment (physical, digital, legal), illegal detentions, kidnapping, and assassination. On the other hand, digital media have experienced blockages (DNS), internet shutdowns and slow-downs, failures in the connection, and restrictions to access internet-based platforms and content. Since 2014, the situation is deteriorating and limitations to exercise the right to freedom of expression have increased. However, this issue remains understudied; hence, this chapter considers primary and secondary data to analyze the types of limitations experienced by Venezuelan digital journalists from 2014 to 2018, explains the effects of ambiguous regulations and the use of problematic interpretations, and describes the inadequacies of national policies to promote freedom of the press.

This chapter provides the political-economic context in which the book takes place. It describes the processes of liberalization and democratization which took place in Mexico from the 1960s and explores the relationship of these processes to crime—specifically, the non-intended consequence of higher crime rates and heightened social volatility. The rise of most types of crime since the mid-1990s is intimately tied to political economic processes that were gripping the country and the Latin American region at the time. They are, as this chapter will show, a by-product of deep economic and political changes—democratization and liberalization—that took place in Mexico from the mid-1980s. The chapter aims to provide the reader with a solid context on which to situate the analyses of kidnapping and trust explored later in the book.

Terrorist events are breaking news for the media whose ethical responsibility can be debatable. Tactics of terrorism vary from kidnapping, hostage-taking, hijackings, and others up to mass destruction, including the use of nuclear weapons. Media responses and coverage strategies of such tactics also vary, with some reluctant to provide terrorists with the “oxygen of publicity.” Some striking similarities have appeared recently between the build-up to the war on Iraq begun by U.S. President George W. Bush's administration in 2002, culminating with the start of war in 2003, and the 2012 push by current U.S. President Barack Obama for action to prevent Iran from acquiring a nuclear weapon. In the earlier case, the presumption was established in the public mind, without adequate evidence, that Iraq possessed or was about to possess weapons of mass destruction, and had the will to use them against the United States. In the latter case, the background presumption is that Iran is actively seeking to produce a nuclear weapon, with Israel as a potential target. This claim also lacks solid evidence at the time of writing, but has come to be accepted in some media as an uncontroversial fact. This chapter looks at aspects of how different English and French Canadian newspapers, as examples, covered the push for war on Iraq. It includes reflections on the use of language in reporting on the war itself. The central concern is with the media role in fear-mongering and propaganda for war.

This chapter introduces the fascinating and multifaceted reclamation of the Barngarla Aboriginal language of Eyre Peninsula, South Australia. In 2012, the Barngarla community and I launched the reclamation of this sleeping beauty. The presence of three Barngarla populations, several hours drive apart, presents the revival linguist with a need for a sophisticated reclamation involving talknological innovations such as online chatting, newsgroups, as well as photo and resource sharing. The chapter provides a brief description of our activities so far and describes the Barngarla Dictionary App. The Barngarla reclamation demonstrates two examples of righting the wrong of the past: (1) A book written in 1844 in order to assist a German Lutheran missionary to introduce the Christian light to Aboriginal people (and thus to weaken their own spirituality), is used 170 years later (by a secular Jew) to assist the Barngarla Aboriginal people, who have been linguicided by Anglo-Australians, to reconnect with their very heritage. (2) Technology, used for invasion (ships), colonization (weapons), and stolen generations (governmental black cars kidnapping Aboriginal children from their mothers), is employed (in the form of an app) to assist the Barngarla to reconnect with their cultural autonomy, intellectual sovereignty, and spirituality.

Abstract In 2018, one thousand, one hundred people were murdered across six states of north- west Nigeria, in 2019, two thousand two hundred people and between January and June 2020, one thousand, six hundred people were killed. In addition, more than 200,000 have been internally displaced [Strife 2021]. These are what we read daily; and further alarming are that the attacks and abductions seem to be more targeted at educational institutions of all levels in recent times, particularly across north-western Nigeria. For example, the abduction of at least 20 college students and two staff from Greenfield University Kaduna in April 2021. In February 2021, gunmen seized 279 girls from a school in Zamfara state and the abduction of 200 students by some reports; from a school in Tegina, Niger state. In early July 2021, more than 100 students were also abducted from Bethel Baptist High School, Damishi, Kaduna. While these attacks are not restricted to girls and women alone, this report aims to explore what the effects and related trauma of this seemingly intractable violent conflict on girls and women in Nigeria are and answer how we can curb the continuous occurrences. We reflect with women activists across the country, on ways to address the violence, and support the healing and rehabilitation. The paper also outlines fifteen major recommendations in response to the key question of how to support recovery and the past everyone can play to halt the menace.
