Abstract:
Many of the major issues which confronted the apostolic Church are to be accounted for by the fact that Jesus left loose ends. These include the Torah (food laws, purity laws, circumcision), the inclusion of Gentiles, the order of the Church and its relation to Israel, scripture interpretation and the timing and character of the Kingdom hope. This article looks at some of the ways the early communities grappled with these issues, and at the implications of Jesus’ having left loose ends for an appropriate understanding of the Church. The Church's identity and authority lie ultimately not in the use of scriptural witness and/or community structures as fixed law, but in its solidarity with the past event and future hope of the Kingdom which is good news for the poor.

In the Groundwork of the Metaphysic of Morals' Kant is explicit, sometimes to the point of peevishness, in denying anthropology and psychology any part or place in his moral science. Recognizing that this will strike many as counterintuitive he is unrepentant: ‘We require no skill to make ourselves intelligible to the multitude once we renounce all profundity of thought’. That the doctrine to be defended is not exemplified in daily experience or even in imaginable encounters is necessitated by the very nature of morality which cannot be served worse ‘… than by seeking to derive it from examples’. Thus, the project of the moral philosopher begins with the recognition that the moral realm is not mapped by anthropological data and does not get its content therefrom. Rather, moral philosophy must be ‘completely cleansed’ of everything that is appropriate to anthropology:

Abstract:
The aim of this work is to show that criticisms of Kantian ethics from the field of virtue ethics misfire because they rely on a widespread reading of Kant which centers on the Groundwork and the Formula of Universal Law as the key elements in his moral philosophy. This reading, I argue, is susceptible both to charges of “empty formalism” and moral “rigorism” as well as the complaint voiced by virtue ethicists that Kantian ethics lacks a full-blooded account of the virtues, along with the attendant desiderata of sociality, character and the emotions. In response, I defend the proposal that the Formula of Humanity and the Doctrine of Virtue in the Metaphysics of Morals represent the final form of Kant’s ethical thought. If this is accurate, a rich and novel ethical theory emerges, and many of the criticisms from the field of virtue ethics are subsequently disarmed.

O estudo do princípio da autonomia, conceito central na filosofia moral de Kant, permite compreender a origem da lei moral. A fórmula da autonomia prescreve que a lei moral é fruto da vontade e não depende de fatores externos: nós somos colegisladores de uma lei a que nos submetemos. A tese da unidade do imperativo categórico assevera que o imperativo categórico é uno e apenas um. Portanto, ao aplicar-se o imperativo categórico na política através da fórmula da lei universal estáse efetivamente a aplicar o princípio supremo da moralidade num contexto sócio político. A fórmula do reino dos fins faz com que esta associação seja mais presente, principalmente através da analogia entre súditos e soberanos de uma lei moral, que na política se dá através da relação entre chefe de Estado e cidadãos. Com o conceito de \'reino dos fins\' dá-se um passo em frente e a ideia de co-legislação é aplicada, segundo cremos, por um processo sócio-político na Paz Perpétua. Por sua vez, expõese o pensamento de vários autores que interpretam conceitos morais de um ponto de vista político. No entanto, nos afastamos dessa interpretação por reconhecermos que na Filosofia Moral kantiana não existe uma evidência suficiente para essa asserção. A relação é, por isso, inversa à proposta pela tradição construtivista: a moralidade está presente na Filosofia Política. Ela pode, com efeito, coincidir completamente com a política quando se trata dos princípios fundamentais da política. Ou pode servir como um impedimento a certas ações que, embora não sejam de teor moral, estejam em contradição com ela. Tal como acontece com os imperativos hipotéticos. A razão prudencial, pragmática ou técnica, deve dobrar seus joelhos perante a razão prática pura. Propõe-se, assim, um paralelo com conceitos desenvolvidos na Paz Perpétua, designadamente com a ideia de um modo de governo republicano (constituição republicana), onde os seus membros têm de participar de uma legislação, e com o político moral, considerado o agente responsável por aplicar a moral (razão prática pura).<br>The study of the principle of autonomy, a central concept in Kant\'s moral philosophy, allow us to understand the origin of the moral law. The formula of autonomy dictates that the moral law is the result of the will and does not depend on external factors: we are co-legislators of a law that we submit to ourselves. The thesis of the unity of the categorical imperative asserts that the categorical imperative is one and only one. Therefore, when applying the categorical imperative in politics through the formula of universal law is being effectively applied by the supreme principle of morality in a sociopolitical context. The formula of the kingdom of ends makes this association more present, mainly through the analogy between sovereigns and subjects of a moral law, which in politics is through the relationship between the head of state and citizens. With the concept of \'kingdom of ends\' a step ahead is done and the idea of co-legislation is applied, giving us, we believe, by a socio-political process in the Perpetual Peace. In turn, we expose the thought of many authors who interpret moral concepts from a political point of view. However, we drifted apart this interpretation because we recognize that in Kant\'s Moral Philosophy there isn\'t a strong evidence for this assertion. The relationship is, therefore, reverse to the proposal by the Constructivist tradition: the morality is present in Political Philosophy. It may, in fact, match completely with the politics when it comes to the fundamental principles of politics. Or can serve as a constraint to certain actions that, while not of moral content, are in contradiction with it. As occurs with the hypothetical imperatives. The prudential reason, pragmatic or technical, should double their \'knees\' before the pure practical reason. Therefore we propose a parallel with concepts developed in Perpetual Peace, namely the idea of a republican form of government (republican constitution), where its members have to participate in a common legislation, and the moral politician, considered the agent responsible for applying morale (pure practical reason).

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior<br>The current dissertation is the result of an investigation about the semantic of deontic logic. Restricting to the propositional version, the work had as the main objective of study some lectures of the philosopher J. Hintikka which semantic proposal for deontic logic includes a re-interpretation of an important notion in Kant s philosophy: the notion of a Kingdom of Ends. Kant also figures in the Hintikka proposal through the illustration of one of the results of his matter, it means, the distinction between logical and deontic consequence, from which the so called Kant s Principle is an example. Having as the objective the exposition of this proposal, it has chosen to situate it in a discussion about the convenience of formalizations has a tool of philosophical analysis. Therefore, the proposal of Hintikka figures as an example of formalization which the results can have relevant philosophical features. The general exposition of the Kantian formulations of the Categorical Imperative, especially the formulation of the Kingdom of Ends (the subject matter of the first chapter), it has as an aim to point the most relevant features in Kantian practical philosophy for doing the analysis that accomplishes on the third chapter.<br>A presente dissertação é o resultado de uma investigação acerca da semântica para lógica deôntica standard. Restringindo-se à versão proposicional da mesma, o trabalho teve como principal objeto de estudo alguns textos do filósofo J. Hintikka, cuja proposta de semântica para lógica deôntica inclui a reinterpretação de uma noção importante da filosofia de I. Kant: a noção de Reino dos Fins. Kant também figura na proposta de Hintikka pela ilustração de um dos resultados de sua abordagem, a saber, a distinção entre conseqüência lógica e conseqüência deôntica, da qual o assim chamado princípio de Kant é um exemplo. Tendo como objetivo a exposição desta proposta, optou-se por situá-la em uma discussão a respeito da conveniência da formalização enquanto ferramenta de análise filosófica. Sendo assim, a proposta de Hintikka figura como um exemplo de formalização cujos resultados podem ter características filosóficas relevantes. A exposição geral sobre as formulações kantianas do Imperativo Categórico, em especial a formulação do Reino dos Fins (tema do primeiro capítulo), tem como objetivo justamente apontar as características de maior relevância na filosofia prática de Kant para o trabalho de análise que se efetiva no terceiro capítulo da dissertação.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior<br>The current dissertation has as its main objective an exposition and critical analysis of Charles Kielkopf's translation of the Standard Deontic Logic (SDL) into a normal alethic logic, and the resulting construction of a system of deontic logic that captures Kantian fundamental concepts and principles such as the concept of causal necessity and the formulations of the Categorical Imperative concerning Kingdom of Nature and Kingdom of Ends. Since this process results in an interpretation of aspects of the Kantian philosophy, it has been chosen, initially, a presentation in general lines of these concepts and, considering the difficulties regarding the applicability of a translation process between deontic and ontic principles, it was done necessary also an exhibition concerning the problem of the inferential barriers, as well as of his more immediate consequence, i. e., Jörgensen's Dilemma. In a second moment, it was also made a characterization of normal modal systems, deontic ones and alethic ones, as well as of the notions of translation between logics and of Dawson modelling. The final chapter consists of a critical examination of Kielkopf's proposal, which uses Dawson modelling to develop a deontic logic based on the alethic system K1. Such Dawson modelling allows the definition of a deontic modalities in terms of iterated alethic modalities, therefore this model constitutes a way of avoiding the problems regarding inferential barriers. The development of an alternative for attribution of logical status to deontic concepts doesn't constitute, however, in an innovative aspect of this proposal, such aspect can be founded in the use made by Kielkopf of his formal model as a tool for the investigation of philosophical concepts, such as the Kantian concepts already mentioned.<br>A presente dissertação tem como objetivo uma apresentação da proposta de Charles Kielkopf, de tradução da lógica deôntica standard em uma lógica normal alética e de seus resultados quanto à construção de um sistema de lógica deôntica que capture conceitos e princípios kantianos como necessidade causal e as formulações do Imperativo Categórico acerca do Reino da Natureza e do Reino dos Fins. Uma vez que este processo resulta em uma interpretação de aspectos da filosofia kantiana, optou-se inicialmente por uma apresentação em linhas gerais destas concepções e, tendo em vista as dificuldades referentes a aplicabilidade de um processo de tradução entre princípios deônticos e ônticos, fez-se necessária também uma exposição acerca do problema das barreiras inferenciais, bem como de sua conseqüência mais imediata, a saber, o Dilema de Jörgensen. Num segundo momento, também foi feita uma caracterização dos sistemas modais normais, tanto deônticos quanto aléticos, bem como da noção de tradução entre lógicas e dos modelos de Dawson. O capítulo final consiste justamente num exame crítico da proposta de Kielkopf, o qual faz uso dos modelos de Dawson para desenvolver uma lógica deôntica a partir do sistema lógico K1. Tais modelos de Dawson permitem a definição de uma lógica deôntica em termos de modalidades aléticas iteradas, com o que este modelo constitui-se em uma maneira de evitar os problemas referentes às barreiras inferenciais. O desenvolvimento de uma alternativa para a atribuição de um status lógico a concepções deônticas não constitui, contudo, o aspecto inovador desta proposta, tal aspecto encontra-se justamente na utilização por Kielkopf, de seu modelo formal como uma ferramenta para a investigação de concepções filosóficas, no caso, as concepções kantianas já citadas.

Abstract:
This thesis considers Kant's departure from moral naturalism. In doing so, it explores the relationship between ethics, naturalism, normativity and freedom. Throughout this exploration, I build the case that Kant's ethics of autonomy allows us to make better sense of ethics than Hume's moral naturalism. Hume believes that morality is ultimately grounded in human nature. Kant finds this understanding of ethics limiting. He insists that we are free - we can critically reflect upon our nature and (to an extent) alter it accordingly. This freedom, I contend, renders the moral naturalist's appeal to nature lacking. Of course, a Kantian conception of freedom - some form of independence from the causal order - is fairly unpopular in contemporary circles. In particular, a commitment to naturalism casts doubt on such a notion of freedom. I argue with Kant that such a conception of freedom is essential to the conception of ourselves as rational agents. The critical turn, unlike naturalism, warrants this conception of freedom, accommodating the point of view of our rational agency. It thus allows Kant's ethics of autonomy to better grasp certain key elements of morality - normativity and our agency - than Hume's moral naturalism.

Abstract:
The European Commission proposed a new regulation related to the law applicable to third-party effects of the assignment of claims. By this regulation the European Commission is aiming at increasing cross-border transactions, investments and market integration. However, the proposal is facing negative positions of member states, especially the United Kingdom. Even though the United Kingdom will not be obliged to follow the rules from the proposal, because it will come into effect after the transition period ends, its approach on this matter will regulate the third party effects of the assignment of claims in case the of cross-border transactions between a person from a member state and from the United Kingdom. Taking into account the difference between the approaches of the European Union and the United Kingdom, persons involved may get into more legal uncertainty than before.

Abstract:
In the past 25 years, laws related to accessibility in general have been enacted worldwide. In the United Kingdom, for example, with the passing of the Disability Discrimination Act (DDA) of 1995 and 2005, a number of regulations and codes of practice have been put in place to provide wheelchair users with greater access and freedom of traveling by public transport, including railway vehicles. This paper aims at contributing to the knowledge gap that exists on how human related factors may influence the safety of a wheelchair occupant in a railway vehicle during deceleration, particularly crash conditions. To achieve this, a socio-technical study on railway vehicle safety was conducted through a disability association called BADGE, acting as the gatekeeper. The research methodology developed applied two data collection research tools. The first was a focus group discussion in which six wheelchair users participated. The second tool was observational, where wheelchair users undertook two baseline railway vehicle trips within the Greater Manchester. Here data was captured through video footage and still pictures. In addition, note taking was applied. The research found that personal preferences and medical conditions greatly influence the way a wheelchair occupant interacts with the wheelchair and the railway vehicle. This could potentially affect the safety of the wheelchair occupant, generally, and particularly during a crash. The paper ends by presenting a flow diagram that postulates how these human related factors identified could ultimately influence secondary collision characteristics during a crash. The findings could help railway vehicle engineers to better design wheelchair accessible environment with improved wheelchair occupant crash safety.

Abstract:
Two full scale burst tests for the assessment of different crack arrestor designs were carried out on the pipes that will be used in the Coastal GasLink (CGL) Pipeline project. The tests supported by LNG Canada and TransCanada Technology Management Program were conducted at the Spadeadam test site of DNV GL, United Kingdom (UK), on 1219 mm (48 inch) outside diameter CSA Z245.1 Category II Grade 550 pipe at a nominal pressure of 13.38 MPa (1,940 psig) with 80% SMYS and temperature of −5°C, and with a gas representative of the richest gas envisaged for transport in the CGL pipeline project. The reservoirs are spaced with a gap between the reservoir ends of approximately 130 m, where the test section, comprising eleven pipe lengths and a tie-in pup, was installed. The centre of the test section consisted of an 18.5 mm thick low toughness initiation pipe. The remaining pipes were referenced as 1E to 5E in the easterly direction and similarly 1W to 5W in the westerly direction. The propagation pipes (1E and 1W) with 18.5 mm wall thickness, used to establish steady-state propagation, were located immediately either side of the central initiation pipe. For the first test, two crack arrestor pipes with 29.6 mm wall thickness were installed adjacent to the propagation pipes in the west and east directions, with a lead-in transition of 18.5 mm wall thickness for a distance of 130 mm then a 4:1 taper running back to the full pipe wall thickness. To the east, the first crack arrestor pipe had an average Charpy Vee-notch (CVN) energy of 246 J and to the west it had an average CVN energy of 341 J at the inboard end. In both directions, the fracture propagated from the initiation pipe, through the propagation pipes (1E/1W) before arresting in the first 29.6 mm thick crack arrestor pipes (2E/2W). In both directions, the arrest resulted in the fracture turning at the toe of the tapered transition on the front end of crack arrestor pipes 2E and 2W. The pipe arrangement for the second test was similar to the first one. In the east direction, in order to optimize crack arrestor design, two 24.7 mm wall thickness pipes replaced the 29.6 mm pipes which were used in the first test. In the west direction, the test section contained four 18.5 mm wall thickness test pipes arranged with a progressively increasing Charpy energy, up to 452 J. A low toughness, 18.5 mm thick pipe (5W), with a 1.8 m long Clock Spring® crack arrestor completed the test section. To the east, the fracture propagated from the initiation pipe through pipe 1E before arresting near the inboard end of the crack arrestor pipe 2E. In the west direction, the fracture was observed to run through all four of the pipes arranged with increasing CVN energy, before being arrested by the Clock Spring® crack arrestor fitted to the fifth pipe.

The second half of the sixteenth century: a turning point in the organization of the Kingdom of Sardinia defenseIn the second half of the sixteenth century, in accordance with the centralization and reorganization of the administrative and military apparatus desired by Philip II in the States of the Iberian Monarchy, military defense was reorganized in the Kingdom of Sardinia, against the threatened Franc-Turkish invasion of the Island. Until that time, in fact, the defense of the Kingdom was based only on the modernization of the main Royal Cities fortifications. The inspiring principle of this strategy was the medieval one: to defend the Kingdom, it would have been enough to defend the Royal Cities of Cagliari and Alghero. Instead, starting from the Parliament wanted in 1558 by Philip II and summoned by the viceroy Alvaro de Madrigal, attention is also paid to the defense of the coastal perimeter of the whole island. In this Parliament, convened with the sole purpose of providing for the defense of the Kingdom against the looming Franc-Turkish threat, the foundations are laid for the reorganization of the administrative apparatus of the Kingdom, limiting the centrifugal tendencies of local feudalism; but above all, they are laid the foundations for the creation of a homogeneous defense system, abandoning the extemporaneous initiatives taken up to that time. By the end of the century, reports for the construction of a static defense system will be commissioned and the Royal Administration of Towers will be established, with the task of building, arming and maintaining the static defense system.

In this paper, passive cooling strategies have been investigated to evaluate their effectiveness in reducing cooling thermal loads and air conditioning energy consumption for residential buildings in Kingdom of Saudi Arabia (KSA). Specifically, three passive cooling techniques have been evaluated including: natural ventilation, downdraft evaporative cooling, and earth tube cooling. These passive cooling systems are applied to a prototypical KSA residential villa model with an improved building envelope. The analysis has been carried using detailed simulation tool for several cities representing different climate conditions throughout KSA. It is found that both natural ventilation and evaporative cooling provide a significant reduction in cooling energy for the prototypical villa located in Riyadh. Natural ventilation alone has reduced the cooling energy end-use by 22% and the total villa energy consumption by 10%, while the evaporative cooling system has resulted in 64% savings in cooling energy end-use and 32% in the total villa energy consumption. When applying both passive cooling systems together to the villa, the cooling energy end-use is significantly reduced by about 84.2% and the total villa energy savings by 62.3% relative to the un-insulated basecase residential building model. Moreover, natural ventilation is found to have a high potential in all KSA climates, while evaporative cooling can be suitable only in hot and dry climates such as Riyadh and Tabuk.

Abstract:
In 2000, Nuvia Limited was contracted to carry out the decommissioning of a former Active Handling Building A59 on the United Kingdom Atomic Energy Authority (UKAEA) site at Winfrith in the UK. This is in support of UKAEA’s mission, which is to carry out environmental restoration of its nuclear sites and to put them to alternative uses wherever possible. Recently UKAEA has been reorganised and responsibility for the site lies with Research Sites Restoration Limited (RSRL) with funding provided by the National Decommissioning Authority (NDA). Following major decommissioning operations the main containment building structure and the two suites of concrete shielded caves were demolished between June 2006 and March 2007 leaving just the base slab for final removal and the site remediation operations undertaken. The base slab contained a quantity of encast, internally contaminated items including more than 100 steel mortuary tubes set up to 6.6m deep into the slab. At the outset it was suspected that some leakage of radioactive contamination had occurred into the ground although the precise location/s of the leakage was unknown. As a result the scope of the work required the underlying soil to be carefully monitored for the presence of radioactive contamination and, if detected, its remediation to an end state suitable for unrestricted use without planning or nuclear regulatory controls. These latter operations form the basis of this paper, which reviews some of the significant tasks undertaken during the process and describes the waste monitoring procedures utilised on the concrete and soil debris. Extensive dewatering was required to support the removal of the deeper mortuary tubes and the impact this had upon the operations and associated excavations will be described. Further, the demolition of an external active effluent tank and excavation and monitoring of the surrounding soils due to the presence of significant local contamination will be a key feature of the paper. A number of significant problems that were encountered during the operations will also be identified with a narrative about how these arose and were subsequently overcome. The use of Nuvia’s Groundhog™ system, a gamma radiation ground surveying and global positioning system, together with a well defined sampling grid enabled the footprint of the base slab to be surveyed and subsequently remediated to an agreed standard by the end of 2008 to allow infilling with non-calcareous soil ahead of final landscaping as the last step for completion of the project. One area of particular significance to the remediation process has been the use of office-based contaminated land assessment tools including ReCLAIM, a Microsoft Excel spreadsheet based tool used to assess current and future impacts of radiological contamination at nuclear licensed sites. This tool is particularly recommended to others working on similar projects.

This paper focuses on the issue of international jurisdiction and enforcement of foreign judgements after Brexit basically until the end of transition period (to 31 December 2020) according to the Withdrawal Agreement, with possible next legal regime. The withdrawal of United Kingdom from the European Union is undoubtedly a significant interference with existing European law. What dimension it takes depends, in particular, on the question of whether or not to complete a comprehensive agreement between the EU and the UK that would establish and direct the future partnership and cooperation in all relevant areas. With the aim of contributing to the discussion concerning EU and UK fundamental rules on jurisdiction and enforcement, this paper provides a view of possible questions and solutions immediately after Brexit until end of transition period. The legal regime of judicial proceedings with an international element initiated before Brexit or during transition period is still relevant under these pre-Brexit rules or Withdrawal Agreement rules. The same situation is with regard to judgements delivered before 31 December 2021. This contribution shall review the state of play immediately after Brexit under Withdrawal Agreement concerning “separation” of EU fundamental rules on jurisdiction and enforcement.

The main recommendations of the panel report can be summarised under five key headings:  Scotland in the Roman world: Research into Roman Scotland requires an appreciation of the wider frontier and Empire-wide perspectives, and Scottish projects must be integrated into these wider, international debates. The rich data set and chronological control that Scotland has to offer can be used to inform broader understandings of the impact of Rome.  Changing worlds: Roman Scotland’s rich data set should be employed to contribute to wider theoretical perspectives on topics such as identity and ethnicity, and how these changed over time. What was the experience of daily life for the various peoples in Roman Scotland and how did interactions between incomers and local communities develop and change over the period in question, and, indeed, at and after its end?  Frontier Life: Questions still remain regarding the disposition and chronology of forts and forces, as well as the logistics of sustaining and supplying an army of conquest and occupation. Sites must be viewed as part of a wider, interlocking set of landscapes, and the study of movement over land and by sea incorporated within this. The Antonine Wall provides a continuing focus of research which would benefit from more comparison with frontier structures and regimes in other areas.  Multiple landscapes: Roman sites need to be seen in a broader landscape context, ‘looking beyond the fort’ and explored as nested and interlocking landscapes. This will allow exploration of frontier life and the changing worlds of the Roman period. To do justice to this resource requires two elements: o Development-control archaeology should look as standard at the hinterland of forts (up to c.1 km from the ‘core’), as sensitive areas and worthy of evaluation; examples such as Inveresk show the density of activity around such nodes. The interiors of camps should be extensively excavated as standard. o Integrated approaches to military landscapes are required, bringing in where appropriate topographical and aerial survey, LIDAR, geophysics, the use of stray and metal-detected finds, as well as fieldwalking and ultimately, excavation.  The Legacy of Rome: How did the longer term influence of the Romans, and their legacy, influence the formation, nature and organisation of the Pictish and other emergent kingdoms?
