Abstract:
According to policy theorist John W. Kingdon's theory on agenda setting, three streams of problems, politics, and policy alternatives converge to create a window of opportunity that allows an issue to move onto the policy-setting agenda. In 1999 the policy-setting agenda included former President Bill Clinton's class size reduction policy despite many decades of conflict over the policy and inaction at the federal level. It appears that a change in the political stream created a window of opportunity that allowed class size reduction to arrive on the agenda. By examining enrollment data, average class size and teacher-pupil ratio trends, national perceptions, developments in policy approaches, and political factors, this study concludes that class size reduction is an example of Kingdon's theory.

ABSTRACTUsing Kingdon's agenda setting model and broadening it to the entire policy formation process, I offer an explanation of why the British privatised their telecommunications authority but the French did not. Privatisation is brought about by coupling three streams or factors in critical moments in time: available alternatives generated in policy communities, high government borrowing needs, and party politics. The findings illuminate the usefulness of Kingdon's model beyond its original application in the United States, and have implications for broader theoretical debates in comparative policy research.

Abstract:
Using a multiple streams model, which is based on work by Kingdon, the study explains the quest to sell British Rail. It argues that privatization depends on the interplay of three streams or factors in opportune moments: problems, solutions, and politics. The key to understanding the process is coupling, the notion that the effects of these factors are not additive; rather, only a combination of all three at the same time can produce the desired outcome. The essential features of the answer to the privatization puzzle, therefore, are the institutional position and strategy of policy entrepreneurs who join the streams together and the effect of policy windows on impeding or enhancing the coupling chances of specific solutions. The study refines Kingdon's argument by specifying the conditions under which a policy may be in search of a rationale.

Abstract:
This paper discusses the agenda setting policy for 2020 simultaneous regional elections which were carried out in the midst of the Covid-19 pandemic. Various rejection that have arisen and facts in the field seem to confirm that continuing to carry out the election is an inaccurate decision. The government decisions are classified and analyzed based on three streams, namely problem stream, political stream, and policy stream. This study uses a qualitative descriptive method with a multiple stream perspective adopted from Kingdon's 2014 theoretical framework. The results of this study reveal that the public's desire to postpone the implementation of regional elections in the midst of a pandemic has been ignored by the government, considering that no one can confirm when this pandemic ends. Strong political stream more dominate because this election contestation is full of various political interests. The enactment of Perppu No. 2/2020 immediately terminate the various policy alternatives that had been offered.

Drawing on interview data from reading policy actors in California, Michigan, and Texas, this study applied Kingdon's (1984, 1995) multiple streams model to explain how the issue of reading became prominent on the agenda of state governments during the latter half of the 1990s. A combination of factors influenced the status of a state's reading policy agenda, including feedback from parents, teachers, and business groups; student achievement data; political pressure from the state administration; regional and national interest; a pervasive belief that reading is a building block for student success; and a widespread perception that the decline in reading achievement was symbolic of the failure of public schools. In addition, governors promoted reading to high agenda prominence by influencing which issues were placed on the decision agenda (agenda setting) and which alternatives were given serious attention (alternative specification). Finally, the findings suggest that the applicability of Kingdon's national-level model to the state level may depend on both the issue being examined and the participation of the state executive branch.

Abstract:
Population growth, coupled with changing weather patterns, is straining water supplies, especially in the American Southwest. A multitude of tools, including additional storage, will be needed to meet water demand and supply gaps. The Animas-La Plata Project, a reservoir in southwest Colorado, provides a case study of how groups worked for nearly 70 years to solve a water problem: insufficient irrigation for agriculture. This qualitative case study addressed a lack of first-person narratives from those most involved. Its purpose was to gather stakeholder narratives and analyze them using Kingdon's three streams theory to address the extent to which the problem, policy, and political streams converged to open policy windows that resulted in a built facility. Purposeful sampling identified 11 organizational stakeholders with the highest seniority and longest association with the project. Transcribed data from structured interview questions were inductively coded and thematically analyzed. Key findings include identification of a major federal policy change in the late 1970s to 1980s that excluded escalated benefits of water projects. Within this same timeframe, necessary elements were present to open a policy window, the Colorado Ute Indian Water Rights Settlement, which resulted in project construction. If strategists can learn to predict the opening of policy windows "when the problem, policy, and political streams join" water resource planning and policy can be improved. Retrospective narrative analysis is a promising ex post audit and evaluation tool that policy analysts can use to assess program performance and lessons learned. Social change implications of the study are that its findings on the need for positive collaboration may prove valuable to those in management who seek to address water scarcity issues.

Abstract:
The purpose of this qualitative ethnographic study was to explore citizen perceptions of the phenomenon of law enforcement shootings involving an imitation firearm. A secondary purpose was to document knowledge of current imitation firearm policies and thoughts on the effectiveness of said policies. Kingdon's multiple streams approach was used as the theoretical framework. This theory addressed the sources of power that influence policy decisions, the stakeholders involved in agenda setting, and factors that shape policy debates. Data were collected using a combination of secondary data analysis, field observations and semi structured, face-to-face interviews with 23 citizens. Sampling strategies included a combination of snowball, purposeful, and variation sampling to identify interviewees from four specific subject groups: law enforcement, parents of children aged 10-17-years-old, citizens with no law enforcement experience and no children aged 10-17-years-old, and leaders in the community. Results from domain and taxonomic coding revealed the themes of safety, responsibility, and accountability. Specifically, subjects wanted to ensure both law enforcement and citizens were safe in the community, they wanted to see parents take responsibility for their children, and they wanted to see legislation that held people accountable for their actions when using imitation firearms during the commission of a crime. Findings may be used for positive social change by enhancing imitation firearm policies, recognizing ways to improve data tracking, and identifying educational opportunities for both citizens and law enforcement. Enhanced firearm policies can also help mitigate unnecessary shootings and reduce community conflicts between citizens and police.

The thesis examines the Children’s Centre Programme in England and develops an understanding of its development at national and local level by using Kingdon’s (1995) streams model. Central to the thesis is a case study of the Children’s Centre Programme which looks at influential factors in the development at national level and implementation of the programme in one local authority. Traditionally Kingdon’s (1995) model has been used to understand the way that a wide range of factors interact to enable policy change at national level but a small number of authors have also used the model at local level showing that the range of factors that impact on the local implementation of a policy are also many and varied. One of the most well know aspects of Kingdon’s model is in showing how the problem, policy and politics streams come together to create a window of opportunity which allows or drives policy change and or enactment. This thesis will use the model in a broader sense showing that although this window of opportunity is important the interaction of the three streams is ongoing and not only does it lead to significant policy change but it also informs debates and policy development on an ongoing basis.

At the UN Climate Change Conference in Cancun in 2010, all the industrialised countries committed to producing long-term national strategies to achieve low levels of greenhouse gas emissions. The aim was to meet the goal of reducing emissions by 80-95 per cent by 2050, in line with the two-degrees-goal. In February 2011, the European Commission presented a communication on a roadmap for the EU for moving to a competitive low-carbon economy in 2050. Sweden has actively supported the conclusions within the EU that countries should draw up their own roadmaps, but Sweden has not yet produced a national roadmap to 2050. This thesis examines why the Swedish government has not yet agreed on a low-carbon development strategy to 2050 in line with the agreement at the climate conference in Cancun 2010 and the directives from the European Commission. The purpose of this study is to examine why the investigation on a Swedish roadmap 2050 produced by the Swedish Environmental Protection Agency, never reached the political decision agenda, in the Swedish parliament. The objective of the study is achieved by applying the Multiple Streams Model, a theory on policy processes and agenda setting, on the case of the Swedish roadmap 2050. The study concludes that (1) the level of political consensus is too low, especially in terms of the basic assumptions that underlie the roadmap; and (2) the document produced by the Swedish Environmental Protection Agency was too weak to become a bill.

O presente estudo procura discutir a validade, para um determinado caso, da principal tese da bibliografia dos anos 90 sobre os movimentos sociais brasileiros: a de que eles introduzem e ampliam direitos. O caso abordado é o da mudança da política habitacional da Prefeitura de São Paulo para as favelas (1979-1989): de uma política centrada na remoção para uma caracterizada pela urbanização. A pesquisa foi feita com base em um modelo desenvolvido no campo de estudo das políticas públicas (MSM3). Especificamente, a partir das proposições de Kingdon (1984). Desta forma, o estudo intenta verificar se, mesmo quando se parte de outra bibliografia, aquela tese se sustenta. Ou seja, se as conclusões a que se chega são similares, quanto ao lugar do movimento social na explicação dessa mudança da política pública.<br>This study discusses the validity, for a particular case, the main thesis of the literature of the 90s on Brazilian social movements: that they introduce and expand rights. The case discussed is the change of the Municipality of São Paulo favelas to housing policy (1979-1989): a policy focused on removal for a characterized by urbanization. The research was based on a model developed in the field of study of public policy (MSM3). Specifically, from the propositions of Kingdon (1984). Thus, the study intends to verify whether, even when another part of the bibliography, that argument holds up. That is, if the conclusions now reached are similar to previous ones, about the place of social movements in explaining this change in public policy

Within Saskatchewan, Aboriginal labour market integration has been consistently low, especially in comparison to non-Aboriginal peoples. In 2007, the Government of Saskatchewan created a Labour Market Commission to view labour market trends and challenges, with a focus on improving Aboriginal labour market integration. In 2009, the Commission developed an aggressive policy initiative called the 2009 Saskatchewan Labour Market Strategy. One of the main objectives of the policy was increasing Aboriginal labour market integration in Saskatchewan. The Commission spanned across two different governments, beginning under the Saskatchewan New Democratic Party government and ending under the Saskatchewan Party government. Despite being well received by a majority of invested stakeholders, the Saskatchewan Party government did not implement the 2009 Saskatchewan Labour Market Strategy, and the Commission was subsequently disbanded. It is the objective of the thesis to explore the evolution of the 2009 Saskatchewan Labour Market Strategy to examine why the issue of Aboriginal labour market integration gained traction, how policy makers intended to address it and why this Strategy was ultimately not implemented. John Kingdon’s policy stream theory will provide the theoretical framework for the analysis. Kingdon’s policy stream theory suggests policy development flows through three distinct streams: the problem stream, the policy proposal stream and the political stream. The thesis will use these streams to examine the development of the Strategy and conclude that Aboriginal integration was focused on for economic reasons, rather than solely improving overall quality of life, and that the Strategy was rejected by the Saskatchewan Party government on partisan grounds.

This chapter examines John Kingdon’s bookAgendas, Alternatives, and American Public Policy, considered an alternative to the more technocratic existing theories of policy-making. It begins by summarizing what the book says about American public policy and looking at the interlocking innovations that made it so important. In particular, it analyses two political processes that differ from the better known aspects of politics: agenda-setting and alternative specification. It then turns its attention to the second conceptual innovation inAgendas: the three streams of policy, politics, and problems. The chapter also describes coupling and the window of opportunity as potentially the most theoretically difficult parts of the book. In addition, it discusses potential theoretical directions that would go beyond further replication ofAgendas.

The incorporation of information systems in government agencies is a process that started several decades ago, but it has sped up its pace due to the evolution of information technology and communications. This process could be characterized as being responsive to specific or by-sector requirements without policies or guiding principles. To this date, national and local government agencies obtain, record and process information in order to accomplish their duties. Their ways illustrate a fragmented scheme, noticeably based on the criteria of a self-referenced, bureaucratic state. Accordingly, the state has a myriad of information systems which are frequently disconnected. In spite of this, their remarkable evolution is a valuable asset that policy makers should consider. When the concept of electronic government emerged in the late nineties, it came to bridge the gap in the creation of public policies regarding the use of state information technologies and communications. However, electronic government it is not just limited to technology applications; it also introduces an innovative view on state modernization. The latter is presented from an external point of view that adopts the citizen’s perspective and emphasizes the need for coordination and integration in inter-agency processes. The development of electronic government has two basic approaches: electronic government initiatives and electronic government policies. The first approach resembles the traditional incorporation of information systems in government agencies, where multiple electronic government initiatives respond to specific vertical requirements. The second alternative incorporates a holistic view intended to build a global model of State through an electronic government public policy. This chapter focuses on the political process leading to the development of an electronic government policy, and it is illustrated by the analysis of the political process that led to the development of electronic government policy in Uruguay. The analysis uses John W. Kingdon’s (1995) multiple streams model, a conceptual approach that is intended to explain the mainstreaming of policies in the governmental agenda. The chapter further proposes that the multiple streams model could be extremely useful as a framework to be used on an ex ante basis for advocates of electronic government policy making.

For this study, we applied the multiple streams approach from theories of the policy process (Kingdon, 1995; Zahariadis, 2014) to explain how the COVID-19 pandemic helped open a policy window for the continued use of synchronous online instruction during the implementation of an equity-centered computer science credit recovery option in Chicago.
