According to policy theorist John W. Kingdon's theory on agenda setting, three streams of problems, politics, and policy alternatives converge to create a window of opportunity that allows an issue to move onto the policy-setting agenda. In 1999 the policy-setting agenda included former President Bill Clinton's class size reduction policy despite many decades of conflict over the policy and inaction at the federal level. It appears that a change in the political stream created a window of opportunity that allowed class size reduction to arrive on the agenda. By examining enrollment data, avera

Privatisation is brought about by coupling three streams or factors in critical moments in time: available alternatives generated in policy communities, high government borrowing needs, and party politics. The findings illuminate the usefulness of Kingdon's model beyond its original application in the United States, and have implications for broader theoretical debates in comparativ

Using a multiple streams model, which is based on work by Kingdon, the study explains the quest to sell British Rail. It argues that privatization depends on the interplay of three streams or factors in opportune moments: problems, solutions, and politics. The key to understanding the process is coupling, the notion that the effects of these factors are not additive; rather, only a combination of all three at the same time can produce the desired outcome. This study aims to answer how the policy formulation process resolves the pandemic's impact in DIY Province, Indonesia, in 2020. DIY is chosen as the case in this study because the governor is also a king in this region. It was also considered the best province in handling the pandemic Covid-19 in 2020. This study used multiple streams proposed by John W. Kingdon to elaborate on the policy formulation process. This research method is qualitative, conducted using an online questionnaire, in-depth interview, documentary from March to October 2020. It found that policy, problems, and political st

This article provides an overview of recent changes to state-level dyslexia legislation. It begins by applying a variant of Kingdon’s multiple streams approach to explain how the dyslexia education “policy window” came to be opened. The article then describes the most likely effects and side effects of the new laws. Likely short-term effects include (a) a greater focus in schools on dyslexia screening and intervention, (b) greater use of multitiered systems of support and explicit instruction, and (c) changes in teacher preparation and training. Abstract Following the Irish general election of 2011, a new ministry emerged which sought to combine public expenditure, industrial relations and public sector reform. The creation of the Department of Public Expenditure and Reform (DPER) represented a major departure in Irish administrative history, not least because it introduced a new actor at the heart of Irish government, but also for the range of tasks with which it was endowed. This article provides an administrative reform context for the creation of DPER before examining its work across three domains: industrial relations, financial

Using two conceptual frameworks from political science—Kingdon’s (2003) multiple streams model and the advocacy coalition framework (Sabatier & Jenkins-Smith, 1993)—this case study examines the detailed history of a major tuition policy change in Ontario in 2004: a tuition freeze. The paper explores the social, political, and economic factors that influenced policymakers on this particular change to shed light on the broader questions of the dynamics of postsecondary policymaking. The study found that the Liberal Party’s decision to freeze postsecondary tuition fees was a function of stake
