Abstract:

El gobierno de Cristina Fernández de Kirchneren Argentina experimentó agudos conflictos políticos. Uno de los núcleos de los argumentos dela crítica opositora se centra en la “forma” de gobernar y en la consecutividad de candidaturas entre Cristina Fernández y Néstor Kirchner. En este contexto, Cristina Fernández de Kirchner intenta construir una subjetividad política predicada sobre la base de una tradición femenina que el “matrimonio político” con Néstor Kirchner menoscaba. Desde un enfoque posestructuralista este artículo problematiza la intersección entre matrimonio político y heteronormatividad genérica. Se analizan diversos discursos políticos (de Néstor Kirchner y Cristina Fernández de Kirchner, de dirigentes, de medios de comunicación, de intelectuales), destacando las fronteras inestables entre lo político y el género, y teniendo en cuenta en particular los antecedentes al respecto en la historia del peronismo.

Walka o wpływy. Konflikt między rządem Cristiny Fernández de Kirchner a Grupo Clarín w Argentynie Niniejszy artykuł przedstawia konflikt pomiędzy Grupo Clarín, największym konglomeratem medialnym w Argentynie, a rządzącą w Argentynie w latach 2007–2015 prezydentką Cristiną Fernández de Kirchner. W trakcie trwającego przez całą kadencję Kirchner sporu obie strony powoływały się na argumenty dotyczące wolności słowa i demokracji. W rzeczywistości jednak konflikt między rządem Fernández de Kirchner a Grupo Clarín postrzegać należy w szerszym kontekście. Artykuł formułuje hipotezę głoszącą, że faktyczny spór na linii Kirchner–Clarín sprowadzał się do walki o utrzymanie wpływów politycznych i biznesowo-politycznych w kraju. W tekście zastosowano metody jakościowe, wykorzystując szereg źródeł pierwotnych i wtórnych. This paper discusses the conflict between Grupo Clarín, the largest media conglomerate in Argentina, and the government of Cristina Fernández de Kirchner (2007–2015). In the course of the dispute, both sides have invoked arguments of free speech and democracy. In fact, the conflict between the Kirchner’s government and Grupo Clarín should be seen in a broader context. The paper formulates a hypothesis that the actual Kirchner – Clarín dispute boiled down to the struggle for maintaining political and business-political influence within the country. The article uses qualitative methods, with multiple primary and secondary sources.

El artículo se propone abordar las principales disputas que tuvieron lugar en Argentina frente al involucramiento del Estado en la formulación de “políticas de memoria” durante los gobiernos de Néstor Kirchner y Cristina Fernández de Kirchner (2003-2015). Para ello, nos detendremos en las discusiones que tuvieron lugar en el Congreso Nacional en ocasión de la construcción de un Museo en el ex Centro Clandestino de Detención ESMA. Analizaremos las principales críticas formuladas por la oposición partidaria en clave de “ilegitimidad”, “apropiación” y “banalización” de la memoria. La reconstrucción de estos argumentos y las respuestas esgrimidas por el oficialismo nos permitirán dar cuenta de los términos en que se desarrolló la disputa política por el pasado e introducir algunas consideraciones en torno del papel otorgado al “consenso” como modo de legitimación de la acción estatal en la materia.¿Who is entitled to remember? Memory conflicts during Kirchner and Fernández de Kirchner’s administrations in Argentina (2003-2015).The articleanalyses the main memory conflicts that took place in Argentina vis- à-vis the State involvement in memory politics during Néstor Kirchner and Fernández de Kirchner’s administrations (2003-2015). To this effect, it examines some of the debates held in the national parliament concerning the construction of a museum at the ex- clandestine detention center ESMA. It goes over the main critiques made by the political opposition (expressed in terms of “illegitimacy”, “appropriation” and “trivialization of memories”) and the responses held by the government. Abstract During 1916 Ernst Ludwig Kirchner created a group of landscape paintings, based on his experiences at the Kohnstamm Sanatorium in Königstein, which were more symbolic in character than his previous landscapes. This essay shows that contact with Carl and Thea Sternheim, who encouraged a reengagement with Vincent van Gogh’s paintings and letters, played a role in this change. Kirchner’s recognition of how Van Gogh could express an affect through his painting was reinforced by Dr. Kohnstamm’s writings about empathy’s role in artistic expression. Artistic practice and aesthetic theory were joined in representations of Jena done during Fall 1916 in which Kirchner transformed the landscape through formal means into symbols of his emotional relationship to that space.

Abstract:

Fracture and migration of fragments of a Kirchner wire is a rare but potentially dangerous complication after treatment of clavicle injuries. In the presented clinical case, the fracture of the Kirchner wire occurred 2 months after the fixation of the sternoclavicular joint. The fragment of the Kirchner wire migrated into the anterior mediastinum, penetrated into the ascending aorta with the formation of an anterior mediastinal hematoma and right-sided hemothorax. The fragment of the Kirchner wire was successfully extracted during the operation through median sternotomy. In this case, the Kirchner wire did not damage other structures and was extracted without the use of cardiopulmonary bypass.

Abstract:

In December 2001, Argentina underwent the worst socio-economic crisis in its history. Strong criticisms were raised by society against almost all the social injustices encouraged by the policies promoted by the former governments. Forgiveness of the crimes committed by the dictatorship during the “Dirty War” which took place in the late 70’s, and reconciliation between the members of the dictatorship and society, was the position held by the post-dictatorship governments. However, the official discourse has radically changed since 2003, because of the administration of elected president Nestor Kirchner (2003–2007). The aim of this paper is to explore some of the changes in relation to the creation of two time-frames (TF1/TF2) to represent actors from the past and the present, and reinforce the current exceptionality of Néstor Kirchner’s political stance. To do this, I will analyse four political speeches given by ex- president Néstor Kirchner to commemorate the anniversary of the coup d’état of March 24th, 1976, the date which marks the beginning of the 1976–1983 military dictatorship.

AbstractThis article traces the development of the political controversy in Argentina over the resolution of border issues between Argentina and Chile during the 1990s, examining provincial opposition to the Menem government's proposals for the Hielos Continentales zone in the far southern Andes. It argues that territorial perceptions held by Argentine opponents of the proposals, whilst highly significant, are insufficient to explain domestic opposition to the territorial accords. Instead it suggests that the sensitivity and longevity of the controversy reflected both specific territorial perceptions and anti-Menem dynamics in Argentina. Whilst the article highlights citizen opposition to government policy, it also points to the key role of Néstor Kirchner, at the time governor of the province of Santa Cruz, and subsequently Argentina's president. Kirchner's role in the decade-long controversy highlights two key factors. First, the potential utility of foreign policy issues, and particularly those centred on territory, as a resource in the domestic political environment, and, second, the fact that Kirchner's opposition itself responded at least in part to disputes within Peronism during the 1990s.

The article presents the political portrait of Nestor Kirchner, president of Argentina, elected at the beginning of this century. It was a difficult period in the history of one of the biggest countries of Latin America, caused by ruinous default which entailed heavy consequences in all the spheres of social life. Kirchner was in power for only four years, but he left an ineffaceable trace in the people’s memory. His name is inseparably linked with the overcoming of the critical stage and redirecting of the society towards the left-centric development model.

As eleições na Argentina e as manifestações no Chile em 2019, são acontecimentos históricos que marcam o início do movimento da população para a retirada de governos neoliberais nos países latino americanos. Enquanto que no Chile a população tomou as ruas, reivindicando direitos e melhorias nas políticas públicas, fazendo com que o presidente Piñeda retrocedesse nas decisões, na Argentina, as eleições que levaram ao poder Alberto Fernandez e Cristina Kirchner, foram marcadas por discursos que se assemelharam aos das eleições brasileiras de 2018. A proposta desse artigo é analisar discursivamente fotos que circularam na imprensa: a da bailarina em frente aos tanques do exército, durante a Grande Marcha do Chile, fotografada por Oscar Seguel e Paz Pachy, as imagens do boneco pixuleco, da candidata Cristina Kirchner, nas manifestações durante a campanha presidencial. Nosso objetivo é compreender que memória discursiva é mobilizada no enquadramento da imagem jornalística do pixuleco de Cristina Kirchner nas eleições. Em quais condições de produção circularam as imagens? Para tanto, mobilizaremos noções fundantes da Análise do Discurso franco-brasileira, do discurso artístico e do discurso jornalístico.

El presente artículo analiza la producción discursiva del gobierno de Néstor Kirchner en su intento de sujetar el espectro de la soberanía popular a determinados contenidos, es decir, en su carácter de generadora de hegemonía. Recuperando la perspectiva de la productividad política de la retórica, se reconstruyen los usos de "pueblo" y la elaboración de relaciones sintagmáticas que ha realizado Kirchner con el fin de instituir un orden social luego de la crisis de diciembre de 2001. Al reconstruir el bagaje discursivo del gobierno nacional se pretende comprender mejor el proceso de reconfiguración hegemónica que se ha desarrollado en la Argentina reciente.

El presente artículo aborda los vínculos existentes entre populismo y memoria en la elaboración discursiva durante el ciclo de gobiernos peronistas de Néstor Kirchner y de Cristina Fernández de Kirchner en Argentina. La imbricación entre las huellas de un pasado reciente de carácter traumático y la reelaboración de un populismo que asume nuevas adquisiciones teóricas y conceptuales, en la perspectiva de construir un nuevo antagonismo en contra de la herencia neoliberal en el plano económico y social. El ejercicio de un fuerte liderazgo por parte de ambos mandatarios se refleja en un relato que se construye desde aquel complejo pasado.

En este trabajo analizamos el êthos femenino que construye Cristina Fernández de Kirchner en el ciclo de entrevistas Desde otro lugar emitido en 2013. La hipótesis desde la que partimos es que el discurso de Cristina Fernández de Kirchner en las entrevistas de este ciclo da cuenta de la constitución de un êthos femenino sincrético conformado por un êthos femenino tradicional y un êthos femenino moderno. La perspectiva teórica que utilizamos para abordar el problema es la del Análisis del Discurso. El corpus de este trabajo lo constituyen las entrevistas periodísticas realizadas por Hernán Brienza y Jorge Rial a la entonces presidenta Cristina Fernández de Kirchner; las dos únicas entrevistas que se realizaron en el marco del ciclo emitido por la TV Pública y el canal América. Los resultados apoyan nuestra hipótesis y nos indican que, si bien se observa esta hibridez, existe una exaltación del êthos moderno en la entrevista realizada por Brienza y la exaltación del êthos tradicional en la entrevista realizada por Rial, lo que le permitió a Cristina Fernández ampliar su capacidad de interpelación y atender a las demandas comunicativas de diferentes sectores.

Abstract:

O artigo proposto tem como objetivo comparar as experiências do Novo Desenvolvimentismo no Brasil, no governo Lula (2003-2010), e na Argentina, nos governos Néstor Kirchner (2003-2007) e Cristina Fernández de Kirchner (2007-2011). O Novo Desenvolvimentismo é uma estratégia de desenvolvimento econômico gestado simultaneamente nos âmbitos da academia e da prática política, que tendem a se influenciar mutuamente. Este artigo se ocupa dos processos políticos em torno da construção de uma estratégia novo-desenvolvimentista no Brasil e na Argentina, afastando-se de análises que estabelecem tipos ideais contra os quais confrontam as experiências dos dois países. Argumentamos que as estratégias de desenvolvimento adotadas pelos governos Lula, no Brasil, e Néstor e Cristina Kirchner, na Argentina, guardam em comum a busca pela promoção do crescimento econômico sustentado, com redução da vulnerabilidade a choques exógenos e inclusão social. Para tanto, promoveram mudanças institucionais consideradas necessárias à reversão do legado de baixo crescimento deixado pelo período neoliberal. Sustentamos também que suas estratégias de desenvolvimento devem ser compreendidas à luz das oportunidades e dos limites impostos por suas trajetórias institucionais particulares, bem como da necessidade de construção de consensos políticos em torno destas novas agendas.Palavras-chave: Novo Desenvolvimentismo; coalizões; mudança institucional.

This article deals with conspiracy narratives regarding two deceased Latin American leaders from Venezuela and Argentina, Hugo Chávez and Néstor Kirchner. These narratives, circulating on the Internet, are supported by allusions to ritualized communications with the dead, such as the supernatural apparition of Chávez as a speaking bird and of Kirchner as a “cosmic kite.” Such symbols are used as argumentative strategies to legitimate political programs, in narratives whose rhetorical construction is based on a synecdochic logic connected with the global threats to local cultures. These discourses show a folklorization process of these political figures, presented as emblematic metaphors of local identities rooted in the traditional past.

Este artigo tem por objetivo analisar a influência da crise econômica sobre a formação de novas coalizões políticas na Argentina dos anos 2000, as quais levaram a uma ruptura em relação à política econômica adotada pelos governos Menem e De la Rúa. Essas transformações permitiram uma mudança na estratégia do governo Kirchner nas relações com o Fundo Monetário Internacional (FMI), levando a uma posição mais dura do governo argentino em rechaço às posições do Fundo. A política econômica sustentada pelos governos Duhalde e Kirchner teve como base o regime cambial competitivo, em substituição ao regime de conversibilidade vigente nos anos 1990, e contou com o apoio dos grupos empresariais voltados para o mercado doméstico, favorecidos pela desvalorização do peso. A proposta desses governos para a promoção do crescimento econômico excluiu atores com vínculos externos, que faziam parte das coalizões de apoio nas gestões Menem e De la Rúa. Entre os excluídos estavam os credores que detinham papéis da dívida em moratória desde 2001 e empresas prestadoras de serviços públicos privatizadas na década de 1990, que recebiam apoio do FMI. Essas razões explicam o fato das negociações com o Fundo durante o governo Kirchner terem sido marcadas por impasses e pela postura firme dos negociadores argentinos. Transformações no contexto internacional também tiveram impacto sobre as negociações do governo Kirchner com o FMI. Com a eleição de George W. Bush nos Estados Unidos, em 2000, enfraqueceu-se o apoio norte-americano à concessão de empréstimos do Fundo a países em desenvolvimento. O governo republicano defendeu ainda a redução do papel do FMI na intermediação das negociações entre países devedores e credores privados. O governo argentino sentia que já poderia, nessa altura, dispensar a intermediação de instituições financeiras internacionais nas negociações referentes à dívida pública.

The total attenuation cross section at the K edge, absorption jump ratio, jump factor, Davisson–Kirchner ratio, and oscillator strength parameters for the K shell were determined by measuring the total attenuation cross sections around the K edge for Pr, Nd2O3, and Sm. The measurements were performed in a secondary excitation geometry using the Kα2, Kα1, Kβ1, and Kβ2 X-rays (in the region from 31.817 to 55.293 keV) from different secondary source targets excited by the 59.54 keV γ-photons from an 241Am annular source. It is the first time that the Davisson–Kirchner ratio values have been determined for present samples. The experimental results were compared with the theoretically calculated and other available experimental results.

Based on the analysis of the blog and book by Mariana Eva Perez, Diario de una princesa montonera, this article proposes that memory narratives articulate as a response to current political junctures. Pérez is a daughter of the disappeared during the Argentine dictatorship, and a human rights activist in organizations regarding the terrorism victims’ vindication. The topics, tones and meta-literal allusions that Pérez displays in the blog are sustained in the dialogue that the author maintains with the historical moment of the memory policies enacted by the Néstor Kirchner and Cristina Fernández de Kirchner, and Mauricio Macri administrations. Her literary choices unveil how the relatives of the dictatorship victims’ memory discourses are shaped from the perspective of the present.

Específicamente, el proceso que abarca desde el desendeudamiento externo iniciado por Néstor Kirchner y la vuelta al Fondo Monetario Internacional en el gobierno de la Alianza Cambiemos, la deuda externa se ha transformado en un elemento discursivo que expone la complejidad de los posicionamientos de los actores. En este sentido, se concibe a las presentaciones discursivas de la deuda externa como un mecanismo de construcción de sentidos comunes, representaciones y pertenencias históricas, así como también de concepciones en torno a la política exterior y al rol de Argentina en el escenario internacional.

Durante las presidencias de Néstor Kirchner (2003-2007) y Cristina Kirchner (2007-2015) en Argentina, y de Lula (2003-2011) y Dilma Roussef (2011- 2016) en Brasil, ambos países mostraron tasas de crecimiento relativamente altas, los salarios reales aumentaron y la pobreza disminuyó. En Argentina, la dinámica económica se frenó en 2012 y Brasil entró en una crisis profunda en 2014. Estos fracasos se pueden explicar por dos “pecados originales”: el relajamiento de la restricción externa en Argentina y Brasil y la financiarización en Brasil. El primero generó una apreciación real de la moneda nacional frente al dólar no compensada por un aumento de la productividad del trabajo. El segundo se manifestó en un detrimento de la inversión industrial. Aunque estos efectos se habrían podido controlar su costo ha sido muy alto.

El objetivo de este artículo es presentar las transformaciones producidas en las políticas sociales argentinas durante el periodo del gobierno de Néstor Kirchner (2003-2007) y del primer mandato de Cristina Fernández de Kirchner (2007-2011). No haremos una enumeración de políticas y medidas de modo exhaustivo, pero la descripción y análisis permitirá mostrar, al considerar los programas y sistemas de cobertura poblacional más extendida, la corriente principal de la política social argentina durante estos años. En especial, analizaremos los cambios producidos en el sistema de seguridad social, y mostraremos que la estrategia que inicialmente pareció encaminada a simplemente restaurar la centralidad del seguro social contributivo sobre bases más amplias, innovó planteando rupturas significativas con la lógica del principio contributivo como ar- ticulador del sistema de protección social.

Neste trabalho procuram-se analisar as representações sobre o esporte social presentes nas orientações da política esportiva desenvolvida pela Secretaria de Esporte da Nação em duas gestões específicas, a de Fernando Galmarini, 1989-1992, durante a presidência de Carlos Menem, e a de Claudio Morresi, 2004-2014, durante as presidências de Néstor Kirchner e Cristina Fernández de Kirchner. Privilegia-se o enfoque etnográfico ao compreender as perspectivas situacionais dos atores. Busca-se discutir teórico-metodologicamente com trabalhos locais inscritos dentro dos estudos sociais sobre esporte, onde esse último termo foi abordado como uma arena social para o estudo de distintos tópicos, não se produzindo uma análise dessa categoria em termos sociais. Por isto, propomos uma análise que contemple os sentidos assinalados ao “esporte social” em seus termos sociais, dando conta dos processos de atualização e ressignificação dessa categoria.
