Abstract:
Mixed-member electoral systems embrace two views of representation by electing some legislators in single-member district elections and others in a proportional representation election. This can potentially create a “mandate divide” in legislatures, because single-member district legislators have an incentive to embrace parochial issues and proportional representation legislators have an incentive to center on national issues. Previous studies of this question have only found limited evidence of its existence. The author argues that the level of party system institutionalization will fundamentally determine whether a mandate divide will exist in a mixed-member legislature. Using roll-call voting data from the Hungarian National Assembly, the Russian Duma, and the Ukrainian Rada, the author analyzes patterns of party discipline in each legislature. The empirical results show that a mandate divide only existed in the legislature with the most weakly institutionalized party system, the Russian Duma.

Abstract:
AbstractEdmund Burke's Reflections on the Revolution in France is most famous and controversial for Burke's opposition to the philosophy behind the Revolution. This essay examines Burke's more practical criticisms of the French National Assembly which pervade the pamphlet, and shows their connection to his earlier arguments about corruption in the House of Commons. Burke's insight into the future course of the French Revolution is based in his distinctive approach to thinking about the pathologies of legislative assemblies, which he initially developed in the House of Commons, and later applied to the French National Assembly.

Abstract:
Having an efficient production is vital for companies that are facing highly demanding customers along with tough competition. In addition, the production layout has a significant impact on the production efficiency hence it the choice of production layout is an important question to consider. A common production layout is the assembly line whereas companies with products that are not adequate for assembly line production; are seeing advantages of working with assembly lines. An example is the modular house manufacturing industry. Therefore, the purpose of the study was to investigate how an assembly line for modular house manufacturing and the related material supply may be designed in order to increase the overall efficiency of the manufacturing process. A single case study has been conducted at Zenergy AB, Skillingaryd. Empirical data has been collected through various sources; interviews, observations and document studies. In addition, a literature review has been conducted. The theoretical framework and empirical data has been established by the means of pattern matching and further on data analysis was done thus the results of the study were acquired. To conclude, it is shown in the results that implementation of an assembly line for modular house manufacturing can be beneficial despite the fact that its products are not adequate for assembly line production. Further on, there are three main critical factors to consider during the assembly line design process for modular house manufacturing. The critical factors are; line balancing, dry time and bulky materials. The critical factors will in turn have a significant impact on the choice of the assembly line production layout and the related material supply.

Hasler, Arthur Richard Patrick. ""Us" and "them": disagreement over the meanings of terms, ambiguity, contestability and strategy in the Zimbabwean House of Assembly." Thesis, Rhodes University, 1989. http://hdl.handle.net/10962/d1001600.

Full text
Abstract:
This is a study of how certain value loaded political terms are used in Zimbabwean Parliamentary debate. Before 1980 it is argued that aspects of lexical choice and an individual's sociopolitical position were extremely closely related, especially in the case of "white Rhodesians". There was also a marked lack of ambiguity in the use of value loaded terms at this time. In contemporary Zimbabwean House of Assembly, however, terms which became popularized when the new government came to power in 1980 are used with considerable ambiguity and contestability in order to further specific strategies. Though correlations between the choice of lexical units and individuals' positions in the social structure have been identified as "sociolinguistic variables" (Downes 1984, 75), it is argued that an analysis of this type of correlation should lead us to an analysis of how these lexical units or "terms" are used by individual speakers in a micro-political process. I hypothesize that the ambiguity and contestability which encompass certain key terms used in the Zimbabwean House contribute to their being used as strategies to achieve individual or party goals. I show that the terms are manipulated by individuals in various contexts, and that the normative connotations of terms, that is what the terms "ought" to mean, is not consistent with the ways in which they are used. This, in turn, has an effect on how people think the terms should be used. This process of language change exposes the interface between language usage and social life. Though not reducible to a single "correct" interpretation, it does provide rich material for the analysis of culture.

Marumahoko, Sylvester. "Constitution-making in Zimbabwe : assessing institutions and processes." University of the Western Cape, 2016. http://hdl.handle.net/11394/5470.

Full text
Abstract:
Philosophiae Doctor - PhD<br>Since its conquest by Britain in 1890, Zimbabwe has witnessed a series of constitution-making projects. Spanning over 100 years, the question of constitutional development has continued to dominate public debate. The end of colonial rule did not see an end to the demand for a constitution that is legitimate and durable. The search for an enduring and good constitution continued into the 21st century. With the unveiling of the 2013 constitution-making project, however, it seemed as if a long lasting solution had been 'delivered' on the question of a legitimate and durable constitution. The thesis assesses the questions of institutions and processes in Zimbabwe’s quest to construct a new constitution. It contends that institutions and processes used to make constitutions are as important as the contents of a final constitution. That is why more time and efforts are often spent negotiating the twin questions of institutions and processes of constitution-making than is spent negotiating the content of a constitution. With this in mind, the thesis develops standards for assessing institutions and processes used in successive constitution-making projects in Zimbabwe. A major finding of the assessment is that the twin questions of institutions and processes were neglected in all constitution-making efforts undertaken in Zimbabwe, including that which culminated in the creation of the Constitution of 2013. The thesis maintains that a lot of significance must be attached to the design of institutions and processes of constitution making if a constitution is to be enduring and widely accepted as legitimate.

Lancaster, Jonathan Charles Swinburne. "“Watch-dogs for an Economy” : a determination of the origins of the South African Public Accountants' and Auditors' Board – as the Regulator of the Profession – principally through an analysis of the debates and related reports to the House of Assembly of the Parliament of the Union of South Africa in the period 1913–1940." Thesis, Rhodes University, 2014. http://hdl.handle.net/10962/d1020876.

Abstract:
This thesis concentrates upon a new field of research in South African accounting scholarship – this being, in general terms, accounting history and more specifically an analysis of the origins of the Public Accountants’ and Auditors’ Board as watch-dog in relation to: ● the South African economy in the period 1913–1940; and ● the changing political framework (also in the period 1913–1940). The integration of economy, politics and personal ambition on the part of early 20th Century accounting societies, led to a variety of responses, counter proposals, stalemates and unfocused activity which caused the process of accountants’ registration to extend over 38 years in South Africa. This confusion was in strong contrast to the process of speedy registration of accountants in New Zealand and Australia. The final unification of South African accounting societies in 1951 created the Public Accountants’ and Auditors’ Board. Its creation, at long last, suggested an overarching control and regulation which was mirrored in the final political unification and economic stability of a South Africa dominated by Afrikaner Nationalists. One further element was interwoven into the fabric of the thesis – this being the application of institutional economic theory and its impact upon the accounting concepts of “material irregularity” and “reportable irregularity”.

Abstract:
AbstractWe report on the design, specification and implementation of a situation awareness module used for assistive systems in manufacturing, in the context of Industry 4.0. A recent survey of research done in Germany and Europe, concerning assistive technology in industry shows a very high potential for “intelligent assistance” by combining smart sensors, networking and AI. While the state of the art concerning actual technology in industrial use points more towards user-friendly, speech-based interaction with personal assistants for information retrieval (typically of in-house documentation), the research presented here addresses an enterprise-level assistance system that is supported by a number of specialized Assistance Units that can be customized to the end users’ specifications and that range from tutoring systems to tele-robotics. Key to the approach is situation awareness, which is achieved through a combination of a-priori, task knowledge modelling and dynamic situation assessment on the basis of observation streams coming from sensors, cameras and microphones. The paper describes a working fragment of the industrial task description language and its extensions to cover also the triggering of assistive interventions when the observation modules have sent data that warrants such interventions.

Abstract:
AbstractIn the frame of a statistical tolerance analysis of complex assemblies, for example an aircraft wing, the capability to predict accurately and fast specified, very small quantiles of the distribution of the assembly key characteristic becomes crucial. The problem is significantly magnified, when the tolerance synthesis problem is considered in which several tolerance analyses are performed and thus, a reliability analysis problem is nested inside an optimisation one in a fully probabilistic approach. The need to reduce the computational time and accurately estimate the specified probabilities is critical. Therefore, herein, a systematic study on several state of the art simulation methods is performed whilst they are critically evaluated with respect to their efficiency to deal with tolerance analysis problems. It is demonstrated that tolerance analysis problems are characterised by high dimensionality, high non-linearity of the state functions, disconnected failure domains, implicit state functions and small probability estimations. Therefore, the successful implementation of reliability methods becomes a formidable task. Herein, advanced simulation methods are combined with in-house developed assembly models based on the Homogeneous Transformation Matrix method as well as off-the-self Computer Aided Tolerance tools. The main outcome of the work is that by using an appropriate reliability method, computational time can be reduced whilst the probability of defected products can be accurately predicted. Furthermore, the connection of advanced mathematical toolboxes with off-the-self 3D tolerance tools into a process integration framework introduces benefits to successfully deal with the tolerance allocation problem in the future using dedicated and powerful computational tools.

Abstract:
This chapter examines the relationship between the government and the legislature, in order to develop arguments concerning the doctrines of parliamentary sovereignty and the separation of powers within the contemporary constitution. It argues that, for most of the modern era, the House of Commons has been a body in which party politics is the dominant determinant both in the legislative process and in respect of executive accountability. The house is manifestly now a factional rather than national assembly for most purposes. But it would be premature to conclude that the constitution permits factional concerns to determine both the content of legislation and the parliamentary accountability of government behaviour.

Abstract:
It is well-established that unbalance in tool assembly causes excessive loads on spindle bearings and tool wear and increased vibration levels. However, in the days where high-speed machining (HSM) has become a common practice in the manufacturing industry, methodologies to measure tool assembly unbalance are not developed. In HSM the effects are worse, as the unbalance force is directly proportional to square of the spindle speed. Common practice in industry is to balance the tool assembly either with in-house balancing machines or use third-party balancing services after every batch cycle. This paper describes a data-driven methodology that detects the presence of unbalance in a tool assembly relative to the tools with known balance levels. The unbalance detection prognostic application developed as part of the Smart Machine Platform Initiative (SMPI) checks for the threshold unbalance level in the tool assembly for the given machining requirements before the start of any run. This approach uses statistical tools and a supervised learning algorithm based on the Watchdog Agent® toolbox developed by the Center for Intelligent Maintenance Systems. The proposed research finds high applicability in high-precision manufacturing operations involving high-volume production.

Driven by the green logistics, automated guided vehicle (AGV) has been widely accepted as a new transportation tool for in-house logistics, which enables a timely supply of parts to the designated workstations with less energy consumption. However, the existing scheduling methods for AGV scheduling are designed to minimize inventory or cost without explicitly considering energy saving. To fill the gap, this paper proposes an AGV scheduling model for energy saving in a mixed-model assembly line, where AGVs can have variable travel speeds. A mixed-integer model is constructed and an exact solution procedure is provided. Simulation studies are performed to investigate the main factors that determine the energy consumption and to demonstrate the effectiveness of the proposed method.

The process of microassembly often involves the manipulation and grasping of complex micro-sized objects. These micro-objects are generally initially placed at random orientations in the plane when transferred to an assembly workstation. The part orientations must be corrected in order for the gripper to grasp them. Visual monitoring feedback is commonly used to assist in the re-orientation and manipulation process. However, due to the very limited field of view of imaging systems used in micro-assembly, the target micro-object may not remain within the viewable area during the reorientation processes. This paper presents an integrated controller algorithm to automatically rotate micro-objects to the desired orientation in the plane for grasping. This novel algorithm incorporates the technique of dynamic tracking to prevent the target micro-object from shifting outside of the viewable area during the re-orientation process. As the micro-object is rotated to correct its orientation, the algorithm will evaluate the required translational inputs in order to maintain the micro-object within the field of view. To minimize the delay due to feedback control, the proposed algorithm employs the principle of Kaiman filter estimation to track and project the motion at the next sampling interval. The proposed algorithm was evaluated experimentally with a microassembly operation using an in-house micro-manipulator. Results from the experiments showed that the proposed tracking algorithm was capable of tracking and maintaining the targeted micropart at the specified location with an error of within +/−15 pixels.

Abstract:
A joint experimental and numerical campaign is conducted to provide validation datasets for high-fidelity fluid-structure interaction models of nuclear fuel assemblies during seismic loading. A refractive index matched flow loop is operated on a six-degree-of-freedom shake table and instrumented with non-intrusive optical diagnostics. The test section can house up to three full height fuel assemblies. To guarantee reproducible and controlled initial conditions, special care is given to the test section inlet plenum; in particular it is designed to minimize secondary pulsatile flow that may arise due to ground acceleration. A single transparent surrogate 6×6 fuel subassembly is used near prototypical Reynolds number, Re = 105 based on hydraulic diameter. To preserve dynamic similarity of the model with prototype, the main dimensionless parameters are matched and custom spacer grids are designed. Special instruments are developed to characterize fluid and structure response and to operate in this challenging shaking environment. In parallel to the above experiments we also conducted fully coupled large-eddy simulations, where the equations for the fluid and the structure are simultaneously advanced in time using a partitioned scheme. To deal with the highly complex geometrical configuration, which also involves large displacements and deformations we utilize a second order accurate, immersed boundary formulation, where the geometry is immersed in a block-structured grid with adaptive mesh refinement. To explore a wide parametric range we will consider several subsets of the experimental configuration. A typical computation involves 60K cores, on leadership high performance computing facilities (i.e. IBM Blue-Gene Q – MIRA).

Abstract:
Abstract Fluorine-induced corrosion is one of the well-known failure modes of Al bondpad leading to non-stick on pad (NSOP) issues. Exposure to moisture (H2O) and atmosphere (O2) play an important role in determining the shape and size of the Al-F corrosion defects on the Al bondpad surface. In this paper, we will propose a laboratory simulation methodology that can reproduce F-induced defects observed either at the wafer fab or the assembly house. The methodology, known as SLAT (Shelf Lifetime Acceleration Test), is used to study the relationship between the F-corrosion defects and the relative temperature (T) and humidity (RH %). It is observed that Al-F corrosion defects simulated are similar to the real defects found in wafer fab and assembly house in our previous studies. A relatively higher T and lower RH % results in the formation of the “crystal-like” defects, but if a relatively lower T and higher RH % condition is used, the “oxide-like” defects were formed. In this paper, we will compare the simulation results to the real defects found in the previous cases and discuss the failure mechanism. From the present study, the importance of controlling T and RH % during wafer storage to eliminate F-induced defects will be highlighted.

Abstract:
Talgo’s focus on engineering excellence has helped the group to deliver innovative rail products to the market since 1942. Patentes Talgo S.A. (PTSA) provides passenger rail administrations around the world with high speed cars and locomotives, car maintenance equipment and maintenance services. The paper outlines the US experience of Talgo’s Total Logistics Care (TLC) maintenance program, summarizing Talgo’s maintenance approach, practice and overall results. The preventive and corrective maintenance program, the continuous trainset monitoring and the maintenance &amp; design engineering cycle will be covered among other topics. Rolling assembly maintenance and wheel wear management are the two focal points of this paper. Talgo’s rolling assembly design has evolved over 60 years taking full advantage of the design-maintenance engineering cycle. Maintenance engineers and technicians, wheel assembly design engineers and maintenance equipment design engineers work together on a daily basis to improve the design of the rolling assembly and reduce maintenance costs and wheel wear. Enhanced guidance systems and other design improvements help to reduce flange wear on independent axle wheelsets. Also, five decades of in-house maintenance and wheel turning experience using Talgo pit lathes revealed the cutting parameters and frequencies to maximize wheel life. Both wheel wear management design and maintenance practices will be reviewed in the paper.

Abstract:
Research at the AFRL Space Vehicles Directorate is being conducted to reduce schedule times for assembly, integration, and test, to make satellite-based capabilities more responsive to user needs. Structural Health Monitoring has been pursued as a means for validating workmanship and has been proven on PnPSat-1. Embedded ultrasonic piezoelectric wafer active sensors (PWAS) have been utilized with local and global inspection techniques, developed both in house and by collaborating universities, to detect structural changes that may occur during assembly, integration, and test. Specific attention has focused on interface qualification. It is now reasonable to believe that evaluation of interfaces through the use of such sensors can also be used to indirectly qualify the structure thermally and that tedious thermal-vacuum testing may be truncated or eliminated altogether. This paper focuses on the computational development of extracting thermal properties from ultrasonic transmission records. Methods are validated on simple bolted lap-joint cantilever beams.
