AbstractFew studies on the legacies of the Chinese Civil War have examined its effects on state consolidation in the borderland area between China and mainland South-East Asia. This paper empirically examines the impact of the intrusion of the defeated Kuomingtang (KMT) into the borderland area between China, Burma and Thailand. In the People's Republic of China (PRC), the presence of the US-supported KMT across its Yunnan border increased the new communist government's threat perceptions. In response, Beijing used a carrot-and-stick approach towards consolidating its control by co-opting local elites while ruthlessly eliminating any opposition deemed to be in collusion with the KMT. In the case of Burma, the KMT presence posed a significant challenge to Burmese national territorial integrity and effectively led to the fragmentation of the Burmese Shan State. Finally, in Thailand, Bangkok collaborated with the Americans in support of the KMT to solidify its alliance relations. Later, Thailand used the KMT as a buffer force for its own border defence purposes against a perceived communist infiltration from the north. This paper contextualizes the spill-over effects of the Chinese Civil War in terms of the literature on how external threats can potentially facilitate state consolidation.

Abstract:
Abstract Ketogenic Metabolic Therapy (KMT), by the proposed Warburg effect, has been shown in animal studies to augment responses to chemotherapy in laboratory models of high grade gliomas. Anecdotal responses in human patients have also been reported. We advised patients in our clinic to adhere to a low-carbohydrate, high-fat diet to obtain a state of nutritional ketosis while undergoing temazolamide (TMZ) chemotherapy for recurrent high-grade gliomas. A registered dietitian, specifically trained in KMT was utilized as a consultant for all of these patients. Blood ketone levels were checked frequently to assure ketone levels above 0.5 mmol/L. Nine patients have documented a near-continuous state of ketosis for at least 3 months while on TMZ therapy and have shown significant radiographic resolution of recurrent disease based on serial high resolution MRI surveillance imaging. All of these patients had shown progressive recurrent disease on serial MRI imaging prior to initiation of KMT. 4 of the 9 patients obtained a complete response, while the other 5 experienced a partial response. None of the patients failed to show any improvement in their imaging follow-up while on KMT. Three of the 9 patients also had salvage radiation therapy to some local area of recurrence prior to initiating KMT. There were no adverse effects related to the KMT diet. Most patients stated that they felt an overall improvement in quality of life while on the diet and embraced the diet as a means of feeling more in control of their disease. The diet was well tolerated and not felt to be a hardship or burdensome after an initial learning curve transition period was overcome. Based on these highly positive preliminary results, we suggest that KMT be included in larger prospective randomized trials for up-front and recurrent high-grade glioma trials to augment standard and experimental therapies.

After World War II, the colonial rule imposed by the Kuomintang (KMT) in Taiwan was symbiotically connected with its project of nation building. This project of “national colonialism” initially spurred the KMT to build an extensive public education system and to marginalize private schools. Financial concerns after 1954, however, forced the KMT to allow more private schools to open. As the role of private schools expanded, the state limited their resources and required that they follow state curricula, leading many private schools to come under the control of agents tied to the regime. Thus, schools that the colonizers initially sought to subdue ended up spreading ideologies that served the KMT. The case of Taiwan provides a perspective on colonialism and private schooling that suggests that private schooling under national colonialism differed from that under nonnational forms of colonial rule.

The KMT’s electoral defeat in 2016 was not a case of a dominant party crashing to defeat due to mismanaging its factions or ineptly allocating state resources. This article illustrates a third path by which dominant parties can lose power. The KMT lost because the underlying cleavage structure slowly shifted and eroded the KMT’s political foundations over a quarter century. Indeed, the KMT had ceased to be a dominant party long before 2016; that election was merely a particularly dramatic step in what was actually a long decline. Taiwan has a single dominant political cleavage defined by national identity. Since the early 1990s, exclusive Taiwanese identity has gradually increased and eventually replaced both Taiwanese and Chinese identity as the majority disposition. As the cleavage line gradually shifted, the KMT tried to develop other appeals, but these were only successful as long as they did not directly clash with the dominant national identity cleavage.

BackgroundGastrointestinal stasis is a common perianaesthetic complication in rabbits. The objective of this study was to assess the impact on gastrointestinal transit time of ketamine–midazolam (KMZ) versus ketamine–medetomidine (later antagonised by atipamezole) (KMT-A) in rabbits anaesthetised with isoflurane.MethodsThis was a cross-over, randomised, single-blinded, controlled, experimental trial. Seven healthy adult New Zealand White rabbits were used. Gastrointestinal transit time was assessed by contrast radiography in awake rabbits. Presence of contrast medium in the small intestine (gastric transit time), in the caecum (small intestinal transit time) and in faeces in the colon was assessed. One week later, 55 minutes isoflurane anaesthesia was induced with ketamine (15 mg/kg) and either midazolam (3 mg/kg) or medetomidine (0.25 mg/kg) by intramuscular injection. Thirty minutes after discontinuation of isoflurane, atipamezole (0.5 mg/kg) was administered only to rabbits in KMT-A treatment. Gastrointestinal transit time was then assessed in both treatment groups, beginning 30 minutes after cessation of isoflurane administration. Two weeks later, the treatment groups were interchanged.ResultsGastric and small intestinal transit times were significantly longer with KMT-A (92±109 minutes and 214±119 minutes, respectively) than with KMZ (1±0 minutes and 103±6 minutes, respectively) and in the awake state (7±7 minutes and 94±32 minutes, respectively).ConclusionClinicians should therefore be aware of the potential gastrointestinal side effects of KMT-A, particularly in rabbits at risk for gastrointestinal stasis.

In a recent survey of modern China, historian Rana Mitter noted: “The war between China and Japan may have been the single most important event to shape twentieth-century China”. This perspective hasn't been around for very long. The relevance of China's War of Resistance against Japan (KangRi zhanzheng) has been revaluated by historians in recent years, a prime example of this being Mitter's book on the subject and the work of Hans van de Ven. For years, the victory of the Chinese Communist Party (CCP) in 1949 was crystallised into a crucial turning point and the Kuomintang (Nationalist Party/KMT) was seen as corrupt and ineffective, as epitomised by Lloyd Eastman's studies. Eastman's verdict is not entirely contradicted by some of the new scholarship, although important revisionist works have led to a reassessment of the KMT state-building efforts, in particular during their pre-war decade in power, the so-called Nanjing decade (1927–1937). Although the ‘rediscovery’ of the war came later in the English-language than it did in Chinese, it is undeniable that recent years have seen a growing interest in the period, both in academia and in popular culture. The three monographs under review here are, in many ways, illustrative of the best new research on the conflict. They provide comprehensive insight on the impact of the war on the Nationalists' state-building efforts in fiscal policy, propaganda, and justice. All are first monographs, springing from meticulous doctoral and post-doctoral research anchored on a plethora of new primary sources. They make important contributions to our understanding of the impact of the war in China, as well as to economic history, media studies, and legal history more broadly.

The eight essays in this volume represent the research of a new generation of scholars examining historical change in 20th-century modern China, namely Kuomintang party-state development between 1925 and 1970. According to Ernest P. Young in the introduction, these essays describe the “cultural, ideational, and symbolic dimensions” of change in the KMT party-state activities and the response by elites and ordinary people.If we define, as does Nobel prize-winner Douglass C. North, “institutional change” as the beliefs, ideas, rules, laws, norms, and so on that influence the motivation, choices, and actions of individuals and organizations (private and public) in society, we then say the book under review is about institutional reform and its protagonists and opponents.Creating a new society requires at least some degree of institutional change. Those holding power resist change, clinging to old institutions. The ensuing struggle can be ferocious, with many possible outcomes. When the KMT began promoting institutional reform in 1925, it encountered great resistance, and after 1934 the resistance had not only stalled reforms, it had stirred up great social disharmony.

Abstract The central stock of northern anchovy (CSNA; Engraulis mordax), the most abundant small pelagic fish in the southern California Current, is key to ecosystem functions. We review drivers of its population dynamics in relation to management. Springtime upwelling intensity lagged by 2 years co-varied positively with CSNA biomass, as did the abundance of Pacific sardine (Sardinops sagax; weakly negative). CSNA population dynamics indicate the need for a multi-species stock assessment, but given serious challenges with modelling population collapse and recovery dynamics, and its moderate fisheries, we suggest that sensible management could be a simple 2-tier harvest control rule designed to emphasize the key trophic role of CSNA in the ecosystem while maintaining moderate socio-economic services. We recommend a monitoring fishery of no more than 5 KMT year−1 split between central and southern California when the stock falls below the long-term median abundance estimate of 380 KMT across the California portion of its range, and a catch limit of 25 KMT year−1 when the stock is above this reference point. This rule would be precautionary, serving to maintain the most important small pelagic forage in the ecosystem, various fisheries interests, and information streams when the population is in a collapsed state.

Abstract:
This article examines the relationship between democratic and media reforms and political corruption in Taiwan. Has liberalization resulted in increased corruption or has it created a cleaner political system? I argue that the Taiwan case reveals the potential positive effects of multi-party democracy for tackling political corruption, as opposition parties have exploited a liberalized media to challenge and alter accepted but corrupt norms of governance. Pillars of the KMT party state such as its party assets, vote buying and the corrupt patron–client relationship with local factions were until the 1990s either openly or tacitly accepted as legitimate. The Taiwanese opposition parties took a latent political issue, corruption, and progressively broadened the scope of what is publicly acknowledged as corruption. By exposing cases of KMT government corruption and establishing new norms of clean governance it is possible that in the long term opposition parties can contribute to the creation of a cleaner political system.

Abstract This paper investigates the rhetoric of the state in South Africa and Taiwan for installing neoliberal regimes. The ANC promotes a theory explaining why “tightening the belt” in the spirit of fiscal austerity is necessary for the post-apartheid economy. In Taiwan, the KMT state advances an argument that mobile capital free of border constraints promises favorable growth. The cognitive roadmaps the two states have crafted to influence people’s conceptions of a “general interest” play a critical role in obtaining wider approval for the deepening of market institutions. By using a narrative method to anatomize the “economic stories” of these two middle-income states, our study contributes to seeing through the details of ideal structures and exposing their potential weaknesses in inducing a neoliberal order.

Cette thèse livre une lecture macro-régionale du processus d'urbanisation à Taïwan depuis ses origines, soit sur une durée de quatre siècles Les caractéristiques de la croissance des villes sont saisies en lien avec les stratégies de développement des divers régimes qui se sont succédés sur l'île. La méthode croise une approche historique avec des techniques d'information géographique (logiciel QGIS) permettant de spatialiser les processus historiques. Le territoire taïwanais a été essentiellement dominé par des pouvoirs exogènes ou coloniaux, tout en étant le support d'intenses brassages ethniques, notamment par l’afflux de migrants issus du continent chinois. Le développement de Taïwan s'est trouvé à ! 'interface de stratégies spatiales de domination occidentale et orientale. Les puissances occidentales ont développé des villes portuaires dans le cadre d'une stratégie coloniale inscrite dans un commerce, tandis que les pays orientaux ont poursuivi une stratégie plus continentale. La capitale du pays, Taipei, a connu un processus de macrocéphalie moins prononcé que ses consœurs d'Asie orientale. Cela trahit une croissance urbaine plus équilibrée, concentrée cependant dans la partie occidentale de l'île, le long d'un axe de transport continental nord-sud reliant deux grands pôles portuaires. La thèse démontre que Taïwan répond aux critères d'une stratégie productiviste «d'État développeur» (Johnson, 1982) au cours de la période autoritaire du KMT, mais que ce n'est plus le cas à l'ère démocratique en raison de l'affaiblissement de l'agence de pilotage économique et de la délocalisation d'une grande partie de l'appareil industriel taïwanais en Chine
This thesis provides a macro-regional reading of the urbanization process in Taiwan since its origins, over a period or four centuries. The characteristics or city growth arc captured in relation to the development strategies of the various regimes on the island. The method intersects a historical approach with geographic information techniques (QGIS software) to spatialize historical processes. The Taiwanese territory has been essentially dominated by exogenous or colonial powers, while al the same time being the support of intense ethnic mixing, notably by the influx of migrants from the Chinese mainland. Taiwan's economic and urban development has thus found itself at the interface of Western and Eastern spatial strategies of domination. The Western powers developed port cities as part of a colonial strategy embedded in world trade, while the Eastern countries pursued a more continental strategy. The country's capital, Taipei, experienced a less pronounced process or urban primacy than its East Asian counterparts. This betrays a more balanced urban growth, concentrated however in the western part of the island, along a north-south continental transport axis linking two major port hubs. The thesis shows that Taiwan met the criteria or a "developmental state" (Johnson, 1982) productivist strategy during the authoritarian period of the KMT, but that this is no longer the case in the democratic era due to the weakening of the economic pilot agency and the relocation of a large part of the Taiwanese industrial apparatus to China

Neste trabalho apresentamos a teoria de Tomita-Takesaki para uma álgebra de Von Neumann M com vetor cíclico separante u. Usamos o caso finito dimensional para motivar a teoria, depois prosseguimos para os argumentos analíticos geralmente empregados para provar o caso infinito dimensional. Também calculamos os operadores modulares da teoria para três exemplos padrão. Na mecânica estatística quântica, os estados de equilíbrio termodinâmico de um sistema físico com um número de partículas e volume finito são modelados pelos estados de Gibbs, enquanto no caso infinito eles são modelados pelos chamados estados KMS através da abordagem de álgebra de operadores. Mostramos como a teoria de Tomita-Takesaki fornece estados KMS naturais e a unicidade da evolução temporal do sistema físico para esses estados.
In this work we present the Tomita-Takesaki theory for a Von Neumann algebra M with cyclic separating vector u. We use the finite-dimensional case to motivate the theory, and then proceed to the analytical arguments usually employed to prove the infinite dimensional case. Also, we calculate the modular operators from the theory for three standard examples. In quantum statistical mechanics, the thermodynamic equilibrium states of a physical system with finitely many particles and finite volume are modeled by Gibbs states, while in the infinite case they are modeled by the so called KMS states through the operator-algebraic approach.We show how Tomita-Takesaki theory provides natural KMS states and the uniqueness of the time evolution of the physical system for those states.

Today media centers are often cluttered with multiple devices each controlled by their own remote control. It is often hard and/or painful to manage and utilize these devices, especially for inexperienced users. Simstream wants to build an innovative smart-TV that as much as possible centralizes functions and controls.  Operating the system should be intuitive and simple, yet experienced users should have access to more advanced operations. This requires acquiring several inputs as well as integrating the communication devices that are necessary to control the attached external devices. Whenever possible, we want to efficiently process every input while minimizing latencies.  As a result, we want all the frequent operation to be as quick and lightweight as possible in order to provide a high quality user experience even under high system loads. This project takes advantage of the widespread availability of touchscreen mobile devices in order to provide an innovative means of control over the television, with remote control mobile applications running on an user’s familiar device. A remote controller will also be sold together with the television, and this remote controller will also have a touchscreen, and will propose the same capabilities as the remote control mobile applications. Finally, this platform will be open to third-party applications, and as a result this thesis project developed a software development kit which is designed to be easy and familiar enough for developers to adopt it and create applications with it. Applications will be developed together with an interface displayed on the remote controllers, in order to tailor the remote control interface to what is currently displayed on the television screen

Det är ofta svårt och / eller smärtsamt att använda dessa enheterna, särskilt för oerfarna användare. Simstream vill bygga en innovativ smart TV som centraliserar funktioner och kontroller så mycket som möjligt. Att använda systemet ska vara intuitivt och enkelt, men mer erfarna användare ska också ha tillgång till mer avancerade funktioner. Detta kräver att förvärva flera indata samt att integrera kommunikationsenheterna som är nödvändiga för att kontrollera de anslutna externa enheter. När det är möjligt vill vi behandla varje indata på ett effektivt sätt oh samtidigt minimera latenser. Det här betyder att en operation som utförs ofta skall vara så snabb och så lätt som möjligt, för att förbättra användarupplevelse även när systemet är hårt belastad. Detta projekt drar fördel av den vidsprädda tillgången till pekskärma mobila enheter för att tillföra användaren en innovativ kontroll över sin TV, direkt från sin bekanta enhet. Slutligen kommer denna plattformen att vara öppen för tredjepartsutvecklare, och som ett resultat har detta examensarbete utvecklat ett software development kit som är gjort för att vara enkelt och välbekant nog för att utvecklare ska kunna använda det och skapa applikationer med det.

We extend the theory of perturbations of KMS states to some class of unbounded perturbations using noncommutative Lp-spaces. We also prove certain stability of the domain of the Modular Operator associated to a ||.||p-continuous state. This allows us to define an analytic multiple-time KMS condition and to obtain its analyticity together with some bounds to its norm. The main results are Theorem 5.1.15, Theorem 5.1.16 and Corollary 5.1.18. Apart from that, this work contains a detailed review, with minor contributions due to the author, starting with the description of C*-algebras and von Neumann algebras followed by weights and representations, a whole chapter is devoted to the study of KMS states and its physical interpretation as the states of thermal equilibrium, then the Tomita-Takesaki Modular Theory is presented, furthermore, we study analytical properties of the modular operator automorphism group, positive cones and bounded perturbations of states, and finally we start presenting multiple versions of noncommutative Lp-spaces.
Apresentamos uma extensão da teoria de perturbações de estados KMS para uma classe de operadores ilimitados através dos espaços Lp não-comutativos. Além disso, provamos certa estabilidade do domínio do Operador Modular de um estado ||.||p-contínuo o que nos permite escrever a condições KMS para tempos múltiplos e obter sua analiticidade junto com majorantes para sua norma. Os principais resultados são o Teorema 5.1.15, o Teorema 5.1.16 e o Corolário 5.1.18. Abstract:
A computationally efficient, lossy, bandwidth compression scheme for hyperspectral imagery is presented. In certain cases, the direct application of the standard KLT algorithm over an entire data set is not practical. The data may be too large for efficient processing by one encoder and so portions of the entire data set may necessarily be sampled by different encoders. The algorithm proposed handles such a limitation by leveraging the standard JPEG 2000 technology. The component decorrelation of the JPEG 2000 (extension 2) is replaced with a two-stage Karhunen-Loeve Transformation (KLT) operation resulting in a reduction in the computational complexity. At the first stage the spectral data is partitioned into sets of adjacent spectral images, which are decorrelated independently of one another. At the second-stage inter-partition correlation is exploited by combining principle component images and performing a second set of KLT operations. It is shown that reconstructed image quality is improved by minimizing partition size at the first stage. The method is evaluated using the criteria of root-mean-square error as well as the performance of a terrain-classification algorithm. A relationship between partition size and minimal inter-partition decorrelation is also proposed and may act as a guide in the tuning of compression settings.

State capitalism, which refers to an economic system wherein the state maintains a guiding role in the economy based on the functioning of a market mechanism that is instrumental to the state, has experienced a rapid proliferation during recent decades. As a typical example of a state capitalist country, China has developed a highly institutionalised economic system characterised by a deep integration between the state and the market. This thesis aims to answer the questions as to how and why the rise of Chinese state capitalism has challenged the existing international economic order. It begins with an exploration of the ways in which Chinese state capitalism functions, submitting that the state simultaneously fulfils a triple role when intervening in the market, namely that of a planner, competitor, and a regulator. This research then doctrinally analyses the legal instruments adopted by China to advance its state capitalist practice, through which it argues that, compared to public law, private law has assumed greater importance in underpinning Chinese state capitalism. Next, by exploring both the world trading system and the international investment regime, the thesis contends that the international economic order has a limited ability to properly respond to the development of China’s state capitalism. The reason behind the limitation results from a failure to understand China’s contemporary state capitalism as an economic model that transcends the traditional market-state paradigm long-held by orthodox capitalism.

A Science, Technology, Engineering, and Math (STEM) kit for the assembly of a lamp was created to encourage children's interest in mechanical and electrical engineering. To ensure the lamp was intuitive and fun to use, user testing was conducted. As the user interface (UI) for the lamp was designed and developed, tests were conducted with users using a variety of prototypes ranging from paper, cardboard, and plastic to PowerPoint storyboards on the computer. By incorporating user testing throughout the process of identifying possible button layouts as well as proper lamp proportions, a final intuitive UI with a single panel of buttons was converged upon. This UI utilized one button to switch through the four possible light modes instead of having a separate button for each mode. This UI will be employed in a future prototype that will be further tested with children in the intended age range. These tests will utilize 3D printed pieces for the base and buttons, and will incorporate all the PCBs and LEDs that are intended for use in the final product.

AbstractThe need for tools and technologies for understanding and quantifying invasive species has never been greater. Rates of infestation vary on the species or organism being examined across the United States, and notable examples can be found. For example, from 2001 to 2003 alone, ash (Fraxinus spp.) mortality progressed at a rate of 12.97 km year −1 (Siegert et al. 2014), and cheatgrass (Bromus tectorum) is expected to increase dominance on 14% of Great Basin rangelands (Boyte et al. 2016). The magnitude and scope of problems that invasive species present suggest novel approaches for detection and management are needed, especially those that enable more cost-effective solutions. The advantages of using technologically advanced approaches and tools are numerous, and the quality and quantity of available information can be significantly enhanced by their use. They can also play a key role in development of decision-support systems; they are meant to be integrated with other systems, such as inventory and monitoring, because often the tools are applied after a species of interest has been detected and a threat has been identified. In addition, the inventory systems mentioned in Chap. 10.1007/978-3-030-45367-1_10 are regularly used in calibrating and validating models and decision-support systems. For forested areas, Forest Inventory and Analysis (FIA) data are most commonly used (e.g., Václavík et al. 2015) given the long history of the program. In non-forested systems, national inventory datasets have not been around as long (see Chap. 10.1007/978-3-030-45367-1_10), but use of these data to calibrate and validate spatial models is growing. These inventory datasets include the National Resources Inventory (NRI) (e.g., Duniway et al. 2012) and the Assessment Inventory and Monitoring program (AIM) (e.g., McCord et al. 2017). Similarly, use of the Nonindigenous Aquatic Species (NAS) database is growing as well (e.g., Evangelista et al. 2017). The consistent protocols employed by these programs prove valuable for developing better tools, but the data they afford are generally limited for some tools because the sampling intensity is too low.

The various war or war-related sites discussed in this chapter—the Zhongshan Hall (中山堂‎), the Armed Forces Museum (國軍歷史文物館‎), Chung-hsing New Village (中興新村‎), Military Dependents Villages (眷村‎), and Kinmen (金門‎)—suggest that blue camp historical memory is very much alive in Taiwan. The case of the Zhongshan Hall shows the difficulty faced by proponents to create a memorial space dedicated to the War of Resistance against Japan. The Armed Forces Museum exemplifies a static form of KMT historical memory that seems like a throwback to Cold War times, whereas the Military Dependents Villages and Kinmen attest to the plasticity of memorial sites and their capacity to take on new meanings in a changing world through state and nongovernmental interventions.

According to the World Energy Council (WEC) the estimated energy of the wave power in the world is in the range of 8,000 to 80,000 TWh/year to depths of 100 meters or higher and actually the utilization of wave energy resource it is possible because it has been implemented in countries like Australia, Indonesia, Nigeria, United Kingdom, Norway, Portugal and Colombia evaluating different types of marine technologies that take the advantage of the kinetic energy in the ocean waves. Mexico according to the National Institute of Statistics and Information (INEGI) has a land area of 1,972,550 km2 of which has a coastline of 11,150 km having potential for the use of their coasts. Baja California with a land area of 71,445 km2 (3.6% of the country) is located on a peninsula in northwest Mexico and has 720 km of coastline on the Pacific Ocean (6.4% nationally) with a range of depths of 25.6 m to 650 m at a distance of the coastline of 15 km, which makes it suitable to evaluate the use of wave energy at local sites. With the completion of this work will contribute to the characterization of the sites that will present the best technical and economic conditions for its implementation, considering the physical characteristics of the site as well as connection points on the transmission lines operated by the Federal Electricity Commission (CFE). For the preparation of this study was carried out in three stages: a) Site Selection, b) Evaluation of Wave Energy and c) Economic evaluation of sites using RETScreen. Based on the characteristics of the coast of Baja California the results obtained are the following: 1) 18 sites were selected with a sea depth averaged of 50 m, the annual density power was 7.5 kW/m, this represents a potential of 210 MW considering an average length of 2 km in each site, 2) The economic evaluation of this type of project was for a period of 30 years in RETScreen, considers an annual inflation rate of 5% and obtains an investment cost of 9,538 US $/kW for this type of generation. We conclude that this source of energy will reduce dependence on fossil fuels and contribute to the generation of electricity in the state of Baja California diversifying the energetic matrix state by the use of clean and renewable sources, which represents an investment opportunity between the public and private sector.

The Greater Yellowstone Area (GYA) is one of the last remaining large and nearly intact temperate ecosystems on Earth (Reese 1984; NPSa undated). GYA was originally defined in the 1970s as the Greater Yellowstone Ecosystem, which encompassed the minimum range of the grizzly bear (Schullery 1992). The boundary was enlarged through time and now includes about 22 million acres (8.9 million ha) in northwestern Wyoming, south central Montana, and eastern Idaho. Two national parks, five national forests, three wildlife refuges, 20 counties, and state and private lands lie within the GYA boundary. GYA also includes the Wind River Indian Reservation, but the region is the historical home to several Tribal Nations. Federal lands managed by the US Forest Service, the National Park Service, the Bureau of Land Management, and the US Fish and Wildlife Service amount to about 64% (15.5 million acres [6.27 million ha] or 24,200 square miles [62,700 km2]) of the land within the GYA. The federal lands and their associated wildlife, geologic wonders, and recreational opportunities are considered the GYA’s most valuable economic asset. GYA, and especially the national parks, have long been a place for important scientific discoveries, an inspiration for creativity, and an important national and international stage for fundamental discussions about the interactions of humans and nature (e.g., Keiter and Boyce 1991; Pritchard 1999; Schullery 2004; Quammen 2016). Yellowstone National Park, established in 1872 as the world’s first national park, is the heart of the GYA. Grand Teton National Park, created in 1929 and expanded to its present size in 1950, is located south of Yellowstone National Park1 and is dominated by the rugged Teton Range rising from the valley of Jackson Hole. The Gallatin-Custer, Shoshone, Bridger-Teton, Caribou-Targhee, and Beaverhead-Deerlodge national forests encircle the two national parks and include the highest mountain ranges in the region. The National Elk Refuge, Red Rock Lakes National Wildlife Refuge, and Grays Lake National Wildlife Refuge also lie within GYA.

A numerical, two-dimensional hydrodynamic model of the Mississippi River, from Thebes, IL, to Tiptonville, TN (128 miles/206 km), was developed using the Adaptive Hydraulics model. The study objective assessed current patterns and flow distributions and their possible impacts on navigation due to Birds Point New Madrid Floodway (BPNMF) operations and the Len Small (LS) levee break. The model was calibrated to stage, discharge, and velocity data for the 2011, 2015–2016, and 2017 floods. The calibrated model was used to run four scenarios, with the BPNMF and the LS breach alternately active/open and inactive/closed. Effects from the LS breach being open are increased river velocities upstream of the breach, decreased velocities from the breach to Thompson Landing, no effects on velocity below the confluence, and cross-current velocities greater than 3.28 ft/s (1.0 m/s) within 1186.8 ft (60 m) of the bankline revetment. Effects from BPNMF operation are increased river velocities above the confluence, decreased velocities from the BPNMF upper inflow crevasse (Upper Fuseplug) to New Madrid, cross-current velocities greater than 1.5 ft/s (0.5 m/s) only near the right bank where flow re-enters the river from the BPNMF lower inflow/outflow crevasse Number 2 (Lower Fuseplug) and St. Johns Bayou.
