The Komi-Permiaks and Their HomelandAccording to the Soviet 1989 census, there was a total of 496,600 Komis in the USSR. The nationality is composed of two main groups, closely related to each other ethnically, culturally and linguistically: the Komi-Zyrians and the Komi-Permiaks. The former are numerically larger, amounting to 344,500 in 1989, while the latter numbered 152,100. The status of the two as distinct ethnic groups is still debated, but in terms of territorial administration the two groups have been treated separately. The Komi-Zyrians have the Komi Republic as their titular unit, whereas the autonomy of the Komi-Permiaks is of lower rank, an autonomous okrug (area) within the Perm’ province. In line with the administrative separation, Soviet language planners classified the two groups’ languages as distinct ones.

Abstract:
The Komi Republic is a region with a low population density. The radiology service in the republic is provided by121 general radiologists and 78 ultrasound diagnosis specialists. Thus, the staffing level of radiologists and ultrasound specialists is significantly lower comparing to the rest of the Russian Federation. Structure of radiology examsin Republic almost coincides with the rest of the Russian Federation: the first place take ultrasound examinations —53,2% (Russia — 56,8%), the second place takes plane film radiology — 40,8% (Russia — 39%), the third — computed tomography — 5% (Russia – 3,3%), magnetic resonance imaging is in fourth place — 1% (Russia – 0,9%).The optimal modes of low-dose computed tomography of the chest are identified with an average effective dose of0,575±0,160 millisievert (mSv) with minimal loss of quality. Digital mammography, ultrasound elastography andintroduction of the Bi-RADS scale, as well as digital fluorography and introduction of low-dose computed tomography of the chest to the annual preventive examination of the population at risk of lung cancer are considered as priority areas in improving the quality of early cancer diagnosis among the population of the republic. The radiologicalsociety of Komi Republic was created with 61% (123) radiologists as members. Respectively, the main objectives forthe radiology in the Republic of Komi for 2018–2019 are: increased availability of perfusion methods of acute andchronic cerebral ischemia diagnosis, implementation of the pilot project «Low-dose computed tomography organs ofthe chest», increasing the availability of magnetic resonance tomography in pediatric practice, implementation anddevelopment of telemedicine technologies in the Komi Republic and continuous advanced training of radiologists,development and improving the activities of the Komi Republican Radiological society.

Abstract:
Studying the competitiveness of potato production in the Komi Republic is important for a deeper understanding of ways to ensure a stable financial state of the region's agriculture and an uninterrupted supply of local food to the population of the region. Purpose of the article: identification of the strengths and weaknesses of potato production in the Komi Republic, determination of market opportunities for the development of potato growing as a branch of specialization of agriculture in the region. Research hypothesis: there are four types of suppliers (agricultural organizations, farmers, personal subsidiary plots, importers) and five types of consumers (retail market, education and health care, public catering, wholesale trade, export) in the potato market of the Komi Republic. Market equilibrium is determined by the choice of win-win strategies by market participants. The article analyzes the main groups of potato producers in the Komi Republic, identifies the main groups of relations between them. A SWOT-analysis of potato production in the region was made. The main trends in the potato market in the Komi Republic are formulated. A decrease in consumption of fresh potatoes determines the development of its processing in the region and to complement the animal husbandry, logging etc. with potato growing. The authors recommend improving and creating new types of products and medicinal plants in the region for integration with potato growing. The article shows that in the potato market of the Komi Republic relations of cluster interaction, market division, mutual displacement, creation of value chains, strengthening of interaction and coordination on the part of local municipal and regional governments are formed. The practice of organic technologies and the brand of local products have a positive effect on the competitiveness of potatoes produced in the Komi Republic. The scope of the research results: state authorities and administrations of the Komi Republic, enterprises and organizations that sell and buy potatoes on the market of the Komi Republic.

Abstract:
The article analyzes the process of enforcing the peoples’ constitutional right to ethno-cultural identity, which is especially relevant in the conditions of multinationality and polyethnicity of the Russian Federation. The Constitution of our country guarantees the ethno-cultural development of the peoples of Russia. The choice of the study region is due to the fact that the Komi Republic is one of the most multi-ethnic national-territorial entities within the Russian Federation. The norms of the Constitution of the Russian Federation and the Constitution of the Komi Republic in the field of national life are successfully implemented in practice. The diverse national life of the Komi Republic, as a historically formed multi-ethnic community, found its direct reflection in 12 out of 103 articles of the Komi Republic Constitution that is currently in force. The constitutional norms analyzed in the study have been successfully working and implemented in the diverse national life of the Republic for a quarter of a century. The region has created a developed infrastructure in the field of interethnic and inter-confessional relations. At the expense of the republican budget, subsidies are allocated to support the activities of social movements and national-cultural autonomies. The state language policy is aimed at cultivating the traditional values of the Russian language, of the native languages of the peoples living in the Republic. Based on the Constitution of the Russian Federation, the model of state national policy is aimed at serving the peoples’ interests in a multinational region in its composition. Thus, the main importance of this model is that it enables the authentic culture of Komi people to develop; it is aimed at meeting ethno-cultural needs and the needs of other nationalities, as well as contributes to the formation of an All-Russian civil identity.

Abstract:
The Conference was organized by the Northern Flora and Vegetation Department of the Institute of Biology Komi SC RAS with support of the Ministry of Industry, Natural Resources and Transport of the Komi Republic, The Federal Supervisory Natural Resources Management Service in the Komi Republic, Komi Branch of Russian botanical society and Russian Foundation for Basic Researches (project No17-04-20591). The aims of the Conference were to discuss and generalize the results of study of plant and animal world and soils of the Far North, to expand scientific contacts between specialists and to outline a program for further researches within the Arctic sector of Russia. The Conference was attended by 256 participants from 65 scientific and environmental organizations and educational institutions from 27 cities of the Russian Federation. 74 oral lectures (including 13 plenary ones) and 10 poster presentations were made at the Conference. Their main topics were the various characteristics of the biota and ecosystems of the Far North: the diversity, structure and dynamics of vegetation, its classification and cartography; cryptogam and vascular plant floras, lichen- and mycobiota, animal populations; rare species and communities; national protected areas; soils and their role in the functioning of the terrestrial ecosystems. Three panel discussions were held at the Conference: the overview and analysis of available information on the vegetation of Russian Arctic and the prospects for the realization of a collective monograph on its classification; the relevance of a full-scale assessment of changes in Arctic ecosystems under different scenarios of global climate change; the issues of environmental education in the northern regions of Russia. The Conference recommend to: 1) start preparation and publication of the book about the classification of Russian Arctic vegetation; 2) organize work on the standardization and archivation of relevés of the Russian Arctic vegetation in form of web-archive open for wide range of users; 3) develop international cooperation on the inventory of biological diversity, monitoring and protection of Arctic ecosystems; 4) intensify the work on creating new protected areas in the subtundra forests area at the Northeast European Russia; 5) The Government of the Republic of Komi to develop and approve an interdepartmental plan for the implementation of the Concept of Environmental Education and Public Education in the Komi Republic for the period up to 2025, approved by the Decree of the Government of the Republic of Komi of December 29, 2016 No. 570-r; 6) The Ministry of Natural Resources and Environmental Protection of the Komi Republic should a) initiate the development of the Development Plan for the Komi Republic’s protected areas in 2018–2022; b) together with FSC Komi SC, UrB RAS, develop a draft monitoring system for protected areas at the regional level and include relevant measures in the State Program of the Republic of Komi «Reproduction and use of natural resources and environmental protection»; 7) Institute of biology Komi SC UrB RAS up to the end of 2017 should publish the Conference Proceedings Book with a circulation of 200 copies; 8) organize the IV Russian scientific Conference «Biodiversity of the Far North ecosystems: inventory, monitoring, protection» in 2021. The participants noted the high level of the researches carried out by the scientists of the Institute of Biology Komi SC UrB RAS and expressed gratitude to administration of the Institute and to Organizing Committee for the high level of the Conference organization.

Abstract:
Background. Seasonal allergic rhinitis (SAR) presents a great problem of public health all over the world, being widespread among allergic diseases. SAR considerably impacts on social and economic aspects of life. The prevalence rate of SAR and it’s etiology need to be studied to develop the preventive measures and qualified medical attendance. There is limited knowledge concerning the prevalence rate of SAR in Russian Federation. This article presents the results of epidemiological study of pollen allergy, including SAR, in Komi Republic (KR) among adolescents and adults. We found out that SAR is the most widespread pollen allergy, and it’s prevalence rate is 12%. The most frequent etiological factors of SAR are tree pollen and cereals, but the polyvalent sensitization to all kinds of pollen is the most prevalent. The results of studying of epidermal and domestic allergens etiology role are also presented. Objective. To evaluate the prevalence rate and main etiological factors of SAR in KR. Methods. The epidemiological study was carried out in KR within the framework of international program GA2LEN. During questioning we included 2002 respondents, 1038 of them with mentioned allergy reactions in questionnaire underwent allergological examination, including skin scratch tests (men 49,3% and women 50,7%; rural dwellers 18,5% and city dwellers 81,5%). Results. Of the 1038 patients surveyed, 253 were diagnosed with SAR, with a total prevalence rate of 12,6%. There was no significant difference in sex between rural and city dwellers. In 50% of cases allergic conjunctivitis accompanies SAR. The most prevalent sensitization was to tree pollen and cereals. In 44% of SAR we estimated polyvalent sensitization to tree pollen, weeds and cereals. About 50% of patients with SAR were also diagnosed with perennial allergic rhinitis and 20% of them had sensitization to epidermal and domestic allergens. Conclusion. We evaluated the prevalence rate of SAR in KR, that is considerably higher than official data. The most prevalent etiological factors of SAR were also revealed.

Abstract:
Abstract This study analyses environmental concern in the Komi Republic from the contextual perspective. The main research data consisted of thematic interviews of industrial workers (n = 114), teachers (n = 30), administration staff (n = 33) in the towns of Usinsk and Vorkuta in the Northern Komi Republic. In addition, the in-depth thematic interviews of state administrators, scientists and NGO actors are analysed as well as the survey study conducted in several regions in the republic. As a broad theoretical frame the study uses the context model, in which environmental concern in everyday life is interpreted at five closely connected levels. The study consists of four previously published articles, one submitted manuscript and a concluding chapter. As the major theoretical and methodological idea the study presents two different environments: a life-world of the individual, where environmental changes are perceived and experienced in a framework of everyday life, and secondly, global environmentalism’s Environment, which is nowadays in Western discourses viewed as a globe. This study focuses on the life-world perspective, and asks how these two environments communicate with each other in the particular contexts of the Komi Republic. In general, environmental issues hold a low profile compared with other social problems in the Komi Republic. However, the citizens of the Komi Republic are concerned about so-called ’brown‘ environmental issues; that is issues of pollution and waste disposal in their immediate environs. The public’s environmental concerns are mostly about ’ecological risks‘ – the health and well-being implications of environmental degradation. Environmental problems are regarded as part societal transformation. This ’brown‘ environmentalism is understandable in Russia since approximately 60 million Russians now live in zones with adverse environmental situations. Green or global issues are not much discussed among the public of Russia. The findings stress that engagement with the surrounding environment, local conditions and socio-political contexts shape perceptions and framings of environmental change. Tiivistelmä Tutkimuksessa tarkastellaan ympäristötietoisuutta ja -huolta Komin tasavallassa kontekstuaalisesta näkökulmasta. Tärkein osa tutkimusaineistosta koostuu teollisuustyöntekijöiden (n = 114), opettajien (n = 30) ja yritys- ja julkisen hallinnon edustajien (n = 33) teemahaastatteluista Usinskin ja Vorkutan kaupungeissa tasavallan pohjoisosassa. Lisäksi työssä on analysoitu valtion virkamiesten, tutkijoiden sekä kansalaisjärjestöjen toimijoiden teemahaastatteluja sekä tasavallan eri alueilla tehdyn kyselytutkimuksen tuloksia. Tutkimuksessa hyödynnetään kontekstimallia, jossa ympäristötietoisuutta tarkastellaan viiden toisiinsa limittyvän tason kautta. Tutkimus koostuu neljästä julkaistusta artikkelista, yhdestä käsikirjoituksesta ja yhteenvetoluvusta. Tutkimuksen tärkein teoreettinen ja metodologinen idea jakaa ympäristön kahtia: ensimmäinen on yksilön elämismaailma, missä ympäristömuutokset havaitaan ja koetaan arkielämän kehystäminä, ja toinen, globaalin environmentalismin ympäristö, minkä nykyisin ajatellaan käsittävän koko maapallon. Tämä tutkimus keskittyy elämismaailmanäkökulmaan ja kysyy, kuinka nämä kaksi ympäristöä kommunikoivat toistensa kanssa eri konteksteissa. Yleisellä tasolla tarkasteltuna ympäristöongelmat ovat taustalla kansalaisten elämässä verrattuna muihin sosiaalisiin ongelmiin. Komin tasavallan asukkaat ovat kuitenkin huolissaan niin kutsutuista ’ruskeista’ ympäristökysymyksistä eli lähinnä saastumiseen ja erilaisiin jätteisiin liittyvistä ongelmista. Kansalaisten ympäristöhuoli kytkeytyy ennen kaikkea ekologisiin riskeihin – ympäristön pilaantumisen terveydellisiin ja hyvinvointiin liittyviin seuraamuksiin. Näin ympäristöongelmat limittyvät muiden sosiaalisten ongelmien kanssa ja koetaan osaksi yhteiskunnallista muutosta. Tämä ’ruskea’ ympäristöhuoli on ymmärrettävä ilmiö Venäjällä, missä noin 60 miljoonaa kansalaista asuu terveydelle haitallisissa ympäristöoloissa. ’Vihreitä’ tai globaaleja ympäristökysymyksiä ei juurikaan käsitellä Venäjän julkisessa keskustelussa. Tutkimuksen tulokset painottavat lähiympäristöön sitoutumisen ja elämismaailman merkitystä ympäristömuutosten havainnoinnissa sekä yhteiskunnallisten kontekstien vaikutusta ympäristökysymysten kehystämiseen. abstract: This dissertation explores how rank-and-file political prisoners navigated life after release and how they translated their experiences in the Gulag and after into memoirs, letters, and art. I argue that these autobiographical narratives formed the basis of an alternate history of the Soviet Union. This alternate history informed the cultural memory of the Gulag in the Komi Republic, which coalesced over the course of the late 1980s and 1990s into an infrastructure of memory. This alternate history was mobilized by the formation of the Soviet Union’s first civic organizations, such as the Memorial Society, that emerged in the late 1980s. However, Gulag returnees not only joined post-Soviet civil society, they also formed a nascent civil society after their release in the 1950s. The social networks and informal associations that Gulag returnees relied upon to reintegrate back into Soviet society after release, also played an essential role in the memory project of coming to terms with the Stalinist past after the collapse of the Soviet Union. As one of the first and most populous epicenters of the Gulag archipelago located in the Far North, from 1929-1958 Komi saw hundreds of thousands of prisoners, in addition to hundreds of thousands more who were exiled to the region from all over the Soviet Union. While some left the region after they were released, many were not able to leave or chose not to when given the choice. Regardless of where they lived when the Soviet Union collapsed, many former prisoners sent their autobiographies to branches of the Memorial Society and local history museums in Komi. For many, this was the very first time they had shared their stories with anyone. While Komi is unique in many ways, it is emblematic of processes that unfolded throughout the Soviet Union and Eastern Europe at the end of the Twentieth Century. This project expands our understanding of how civil societies form under conditions of authoritarian rule and illuminates the ways in which survivors and societies come to terms with difficult pasts.

Klára Popovová English Abstract At present, Islam is a hotly debated issue in the Czech society; however, we still know very little about our own Muslim minority and academic studies only started to focus on it in the last few years. Apart from native Muslims, several hundred converts to Islam live in the Czech Republic. These people discovered their religion as adults and have not been brought up with it. Where do women who have decided to become Muslims look for information and on what basis do they trust their sources? Apart from the above-mentioned questions, this thesis discusses other topics related to conversion of women to Islam, be it their motivation to convert or the response of their families and friends. The main contribution of this thesis consists of original quantitative research in which fifteen young women converts to Islam living in Prague took part. This sample provides an interesting insight into the lives of several Czech Muslim women and also a starting point for further, more complex research. Abstract:
In the late 1960s, a group of scientists of the Komi Scientific Center conceived a national park to undermine the plan of Soviet engineers to divert the Pechora and Vychegda Rivers south to the Caspian Sea. Without guidance or support from central planning ministries, they conceived a national park in the Nether-Polar Urals that they hoped would reorient much of the region’s economy away from extractive industries and toward tourism. As was the case with other national parks, however, the transformative—almost quixotic—vision for Iugyd Va National Park (established in 1994), coupled with political and economic collapse, sowed the seeds for the park supporters’ disappointment. Pointing to the unrealistic vision of the park’s founders, representatives of the mining industry have repeatedly asserted that the national park has prevented the republic from developing its most valuable economic resource as it sought to pressure government officials to redraw its boundaries.

Land Degradation Neutrality Framework (LDN) is an approach currently being developed to address land degradation on a global scale. LDN is one of the key approaches to achieve the UN Sustainable Development Goals (goal 15 «Protect, restore and promote sustainable use of terrestrial ecosystems,sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss»). On the example of the Komi model forest in Komi Republic, Russia, we analyze applicability of the LDN global indicators to the boreal forests of Russia. We also propose options for adapting the LDN international methodology for assessment of boreal ecosystems degradation processes.
