Full textBackground: In the early 1990s, the public sector was influenced by New Public Management and embraced management control tools that were initially used in the private sector. One of those tools that came into use was transfer pricing. Transfer pricing is a managing control tool that, among other things, is used to allocate resources in a divisional organizational structure. There are many ways you can work with transfer pricing and there is no overall optimal pricing system, however different pricing models can be used in different situations. Since transfer pricing is a topic that is relatively unexplored in Sweden’s municipalities, we found an interest in studying how transfer pricing as a control tool can be used in the municipal sector. Purpose: The purpose of this study is to create a theoretical model explaining how a municipality can work with transfer pricing. At the same time, the purpose is to map how Växjö municipality works with transfer pricing, after which, based on the developed model, see how their transfer pricing system can be improved. Method: The study has been conducted as an evaluation study on Växjö municipality transfer pricing system. This in order to see how well the transfer pricing system actually works and to see how they can achieve desirable changes and improvements. The construction of the theoretical model is based on theory of transfer pricing that was collected through non-fiction and scientific articles. The empirical material was collected through qualitative interviews of a semi structured nature. Conclusion: The developed theoretical model begins by explaining what purposes a municipality have with working with transfer pricing. Consequently, the model identifies the price models a municipality can work with, how the transfer pricing can be administrated and linked with the municipalities budget and finally, what different positive and negative effective outputs you can expect when working with transfer pricing in a municipality.

Full textVarious research initiatives have highlighted the importance of learning both in and between projects, which means that the entire organization will benefit from learning experiences ultimately. Learning in and between projects is therefore a critical success factor for successful projects in the future. This paper is aiming to examine knowledge conversion within and between municipal projects, with em-phasis on whether these processes differ between successful or unsuccessful pro-jects. With the methodology consisting of qualitative - deductive thematic analy-sis, conducted as a case study, - with triangulation as a validation tool – the study revealed some differences in the formalization based on a project's result. The successful project is more likely to result in explicit, rather than tacit, knowledge. This knowledge dimension is achieved through internalization, externalization and combination-processes – whereas the unsuccessful project can consist of so-cialization as well as internalization, as a result of differences in the externaliza-tion of knowledge between projects.

Full textGlobalisering och teknisk utveckling bidrar till att organisationer ständigt är i behov av förändring för att kunna bibehålla sin konkurrenskraft. Detta aktualiserar behovet av formella ledningsmötenmed uppgift att leda och utveckla organisationen. Syftet med studien är att undersöka hur åtta mötesdeltagare upplever en svensk kommuns ledningsgrupper. För att förstå vilka funktioner ledningsmötet har för organisation, arbetsuppgiften och individen används Robert Mertons funktionalistiska analys med manifesta och latenta funktioner samt dysfunktioner. Studien analyserar dessutom hur ledningsmötet kan förstås utifrån Erving Goffmans begrepp främre och bakre regioner samt teamframträdande. Studiens resultat visar att det går att se att ledningsgruppen skapar såväl manifesta som latenta funktioner och manifesta och latenta dysfunktioner vilka påverkar flera av organisationens nivåer. Ledningsmötet leder bland annat till en utveckling av organisationen, samt att en levande vision skapas och upprätthålls, att organisationens arbete följs upp och att organisationsmedlemmarnas förståelse för den interna verksamheten ökar. Mötesdeltagarna får med hjälp av ledningsmötet ett annat förhållningsätt för sina arbetsuppgifter, både en ökad förmåga att genomföra sina uppgifter och en ökad motivation. De funktioner som ledningsmötet skapar på individnivå är att mötesdeltagarna utvecklas som individer. Dessutom skapar ledningsmötet förväntningar på att deltagarna ska prestera, men är också en plats där de kan få hjälp och stöd. Resultatet visar att ledningsmötet är betydelsefullt för organisationen och leder till många relevanta funktioner, men också att det finns ett behov av att kartlägga dysfunktionernaför att skapar förutsättningar att ledningsmötet ska genomsyra verksamheten så effektivt som möjligt. Resultatet som framkom utifrån analysen av Goffmans begrepp visade att ledningsmötet erbjuder deltagarna en bakre och en främre region och att de växelvis befinner sig i de olika regionerna. Resultatet visar därmed att de olika regionerna inte enbart behöver ses som tydligt uppdelade utan i stället kan existera i samverkan och överlappa varandra.

Full textThe purpose of this study is to with a qualitative method and from a management perspective, identify important factors for municipalities in their work with implementing and maintain a long-term Lean methodology. The study was conducted in two Swedish municipalities. We have studied why and how municipalities are working with Lean and what Lean so far generated in. A total of six semi-structured interviews were conducted with key-people who has a managing- or supporting function. The result found that the aim of introducing Lean in the municipalities is to improve the quality for the customer, reduce waste, and make the organization more efficient so that it can meet future increased demand. Their main focus is to create a Lean culture where Lean is a natural part of the daily work. The main tools used are 5S, value stream-mapping, visual control. Some departments also use the PDCA wheel. What Lean work so far generated in is that some tasks and processes have changed which resulted in a reduced waste. In one case has the value for the end customer increased by reducing waiting time. The study establishes the following factors as crucial to creating a long-term Lean work: focus must be on creating value for the end customer, the organization must possess a great knowledge of Lean as a method, and the leadership must at all levels be engaged and supportive. Lean must be adapted to each individual organization, the focus should be on culture rather than tools, and have a reliable approach to reduce any resistance.

Full textIntroduction In 2014, the Council for Municipal Accounting issued an explicit requirement that Swedish municipalities have to implement component depreciation of tangible fixed assets. Previous studies show that municipalities' compliance with accounting regulations is inadequate and that new regulation takes a long time to implement, while the principle-based regulatory framework gives rise to differences in assessments. Purpose The purpose of the study is to explore how the Swedish municipalities have handled the new explicit requirement for component accounting, and explain differences in estimates and assessments regarding component classification and useful lives. Method The study is of a quantitative nature with a deductive approach, where 18 hypotheses regarding municipalities' accounting choices have been formulated. A cross-sectional design has been used, and data collection has mainly taken place through surveys. The class of assets included in the study has been limited to roads. Conclusions The analysis showed that 39.4% of the municipalities studied had not yet implemented component accounting of roads at the end of 2016. The size of the municipality proved to have a significant positive relation to the implementation of component accounting. A large spread in both the number of reported components and the length of the estimated useful life was shown in the municipalities studied. The size of the municipality and the existence of a minority rule proved to have significant positive correlations with the number of components reported by the municipalities.

Full textPurpose: The purpose of the following study is to investigate and problematize what motivates managers and leaders within an administration at a municipal level to continue their employment. The study´s questions at issue are: Which motivating factors are most outstanding among the managers and leaders within an administration at a municipal level in the question of continued employment? How important is the individual development for the managers and leaders within an administration at a municipal level when it comes to continued employment and work motivation? How do the managers and leaders within an administration at a municipal level maintain their work motivation? Method: The study is based on qualitative research with an abductive approach. The study is based on semi-structured interviews with seven respondents. The empirical material has been analyzed and compared with previous research, Herzberg's two-factor theory and the theory of internal and external factors in relation to motivation. Main result: Common to the respondents is the importance of freedom, having fun at work and the aim to develop the school in a positive way. All respondents also have a stronge motional bond that is seen as both positive and negative. The respondents truly care about individual development but believe that too much energy is put into education that is only repetitive for them. They would rather have taken part in a more individualized education plan. Furthermore, salary is not a driving motivating factor among the respondents. Today, the respondents are satisfied with their salaries but believe that it was a major motivating factor at the beginning of their careers. At present, there are other motivating factors that are more important, including those described above.

Full textKommunal äldreomsorg har under de två senast decennierna genomgått stora organisations-förändringar. Syftet med studien var att få insyn i hur enhetschefer i kommunal äldreomsorg upplever sin yrkesroll och hur den har förändrats i takt med olika organisationsförändringar. Ledarskap och organisationsforskning har bedrivits under lång tid, och mycket litteratur finns på området. Dock finns det få empiriska studier om den renodlade yrkesrollen enhetschef som uppkom i anslutning till att beställar- och utförarmodellens infördes i svenska kommuner un-der 1990-talet. Studien byggde på kvalitativa intervjuer med sex enhetschefer i två kommu-ner. Genomförandet av intervjuerna har haft en fenomenologisk ansats och analysen har skett med ett socialkonstruktivistiskt perspektiv. Studien visade att yrkesrollen som enhetschef i äldreomsorgen har förändrats på olika sätt. Trots en efterfrågan om ett tydligt och starkt ledar-skap i kommunernas verksamheter, har utvecklingen gått i riktning mot ett mer renodlat ad-ministrativt chefskap. Att arbeta i en politikerstyrd organisation uppgavs kunna ge upphov till frustration då förutsättningarna snabbt kan förändras i takt med styrande politikers ställnings-tagande om hur uppsatta mål för verksamheten ska uppnås. För morgondagens enhetschefer krävs flexibilitet för att klara de ständiga organisationsförändringar som den kommunala äld-reomsorgens verksamheter genomgår.

Full textThis is a qualitative study where semi-structured interviews have been conducted on employees and employers in municipal and private occupations in smaller towns. What is investigated is how employers in each sector work with employer branding and to strengthen their employer brand, and how this affects employees' motivation. Theories on which the study is based are motivation theories, communication, employer value proposition, corporate culture, and place branding. The study shows that the employer in municipal occupations is not fully aware of their strategy for strengthening the employer brand. The employees in municipal activities are motivated by making a difference for the municipality's residents, and they thrive in the workplace mainly based on a good connection with colleagues. They think that the human resources department should be clearer in its work to strengthen the employer brand. In private business, the employer thinks that they need to become better at working with the internal communication of the employer brand, in order to strengthen the corporate culture and highlight the benefits of working within the company. Employees in the private sector thrive in their workplace, and are largely motivated by the flexibility of their work and the pride of belonging to the workplace.

Full textIn the public sector, large resources are invested annually on quality-enhancing work. Nevertheless, the outcome is rarely what was intended. The reasons for this are partly known. Bureaucracy, regulatory control and a hierarchical function-oriented organization building, where responsibility and decision-making are distributed among several individuals, lead to a lack of holistic view. The customers are many and as a group heterogeneous, in addition, the perception of their needs may differ within the organization. Furthermore, differences in norms, working methods and methods complicates the interaction between different administrations. Based on the challenges and lack of research, there is a need for increased knowledge of how success can be achieved in quality work involving several administrations. The purpose of the study was to create insight into what constitutes success factors in municipal quality work involving multiple administrations. Semi-structured, strengthbased interviews with seven officials from four municipalities were conducted. All of them had experience of successful quality work which involved more than one administration. The interviews were transcribed verbatim and analyzed with content analysis. In the analysis, five overarching themes were identified: Common image, Structure, Encouraging leadership, Exit the framework and Power balance. The study may be of interest to Sweden's municipalities as it shows what can be success factors in municipal, quality work involving more than one administration.

Full textThe purpose of this qualitative case study was to understand what impedes and/or facilitates for some managers in a public administration body to deal with quality management. Given the extensive research on leadership, the chapter on theories was limited to literature and articles on leadership with a focus on i.a. effectiveness and behaviour; organizational culture, quality and change. Seven managers were interviewed about how they perceive leadership, their working day and quality management. A basic analysis was made of the managers’ calendars as they looked the week of the interview. The structuring of data was done on hermeneutical grounds in a six-step-process by which the initially voluminous material was condensed to the result of this study, from which the analysis was made with the questions and purpose of the study being the point of departure. The author concludes that the conditions for executing quality management, in this particular case, seems greatly confined. Data suggests that reasons for this are found on different system levels such as the individual level (attitudes, knowledge etc); the leadership level (administration and politics); the organizational level (climate/culture) and on the more amorphous level of “circum-stances”. It may be that the reader of this report perceives the conclusion to be rather “dark”. The author comments briefly on this in the discussion chapter

Full textNuvarande studier belyser att en utveckling av controllerrollen har skett där dennes fokus alltmer handlar om att agera i ledningens intresse och vara en ”business partner” för att på så vis skapa mer värde åt företaget. Eftersom de flesta av dessa studier är gjorda inom den privata sektorn ville vi passa på att undersöka den offentliga sektorn för att se om samma utveckling har genomförts där. En utveckling av yrkesrollen innebär att controllern får bredare arbetsuppgifter vilket skulle kunna leda till att rollen blir överbelastad och icke-kontrollerbar. Vi har med hjälp av äldre artiklar kombinerat med nyare artiklar ställt och jämfört controllerns arbetsuppgifter mot vår empiri. Vi valde att avgränsa oss till fyra kommuner inom Skaraborg där vi genomförde totalt åtta kvalitativa intervjuer för att kunna dra en så rättvis analys som möjligt. Syftet med studien var att kunna se hur controllers och även kommunerna har påverkats av denna utveckling som nyare studier tar upp. Efter att ha sammanställt vår empiriinsamling kunde vi dra slutsatsen att majoriteten upplever att arbetsuppgifterna har blivit bredare och därav har även kompetensen blivit allt viktigare. I dagsläget kan vi inte utifrån vår empiri säga att controllers har påverkats särskilt mycket av utvecklingen. Respondenterna upplever att yrkesrollen är under kontroll och inte överbelastad, men samtidigt att utvecklingen måste bromsas. Annars dröjer det inte länge förrän en sådan situation uppstår. Till detta har vi även kopplat hur pass viktig controllerns kompetens är för att kunna hantera denna nu så breda yrkesroll.

Full textThis Master’s thesis research whether managers in Nacka municipality in Sweden consider their employees’ work environment, when implementing new digital systems. The research is written within the framework of a research project called KomDig. KomDig is an acronym in Swedish for Municipal and Digital. The research aims to increase awareness on the digital work environment. A qualitative method has been conducted, to gain a deeper understanding of how management in the municipal sector considers their employee’s working environment, when implementing new digital technology. Empirical data has been collected from twelve interviews with different managers and security officers at various units and departments within Nacka municipality. Empirical data has also been collected from the municipality´s websites, reports and governments documentation. The first three interviews were conducted through physical meetings, and the last nine where conducted through video calls like Teams or Zoom, due to the restrictions during the Corona pandemic. The theoretical framework evolves around the organizational theory, socio-technical approach as well as implementation theory. These theories have been selected to create an understanding of the importance of an organization’s structure when new digital systems are implemented as well as how new systems are implemented. In order to create an understanding of what is essential to maintain manageability and meaningfulness when work environment is changing, such as increased digitalization, the model KASAM has been utilized. KASAM is used to create a sense of coherence to the change of work environment, The research shows that management takes their employees´ work environment into account when implementing digital systems, however, the result shows that there is differences depending on which units that has been reviewed. There are examples of previous implementations where employees and customers have been negatively affected and where costs have radically increased. The newly introduced departments for digitalization along with new strategies for digitalization indicates that they now are on the right track in the way they are implementing new digital systems. Both management and employees are optimistic to continue the implementation together with the strategy for digitalization the result has created a good understanding for the aspects of importance in future implementations, which is promising for the municipality´s future development. The research also shows that NPM contributed to the municipality’s customer focus, results and effectiveness. It also shows that the municipality follows the trend towards increased digitalization in the public sector, which been advocated by the government.

This study is based on the research question: What organizational elements contribute to the sickness absence in the public elderly care? Method This thesis is based on a qualitative and a quantitative research and presumes an abductive approach. The empirical study consist a survey with 56 employees and interviews with nine employees in six departments within three units. Results The empirical and theoretical study has contributed with the result that the sickness absence in the public elderly care is due to organizational elements. Organizational elements, which are affecting the sickness absence, are different views on responsibility of work tasks, low staffing, the degree of community in various working groups and absence culture. There is a wealth ofprivately-owned companies specializing in IoT solutions and application of this to different parts of society.A great example is installing IoT sensors in water pipes so that maintenance can be foreseen, thus reducingsupply deviations and reducing any losses.In this qualitative bachelor thesis, we have investigated how IoT is used in municipalities, what they thinkIoT has to offer the future of Sweden's municipalities and how they see IoT can be used to create utility inmunicipal activities, but also what may be an obstacle in the process of realizing this.After interviewing a few of the municipalities across Östergötland County we have found that currentlythere are few IoT solutions in the municipalities and that it is due to several reasons. One of them is thelack of regulations that deal with IoT, but also the lack of standardisation of IoT, and what the introductionof IoT solutions would entail in municipalities or towns. What to invest in? There is some uncertainty there.If there were concrete examples of direct municipial operation benefit that would probably be a difference.This might possibly be resolved by the Digitaliseringsmyndigheten which will be established in the autumnhowever it seems that their role is not so well-defined, which we noticed when we spoke to respondents.They had different hopes of what the government can assist with or what their work would result in.We have discovered that there is no requirement for the state to provide municipalities with a strategy thataddresses the IoT or a digitization strategy. Nevertheless, a couple of respondents already have a digitizationstrategy or were working on it.Another reason is that the funds the municipalities currently have is not enough for such a venture, thosefunds are necessary to maintain and keep the municipal operation running. A municipality's focus is alwaysthe business and the citizens. If limited funds force a choice between investment in technical capabilities,although they can generate greater profit in the long run, and operational development of other forms ormaintenance, the operation will always come first. As one of the respondents explained, if the choice isbetween building a new preschool or investing in a new technology project, it is obvious where the moneyends up.

This complex environment impact middle managers possibility to practice one's own Personal leadership, and therefore demands are places upon managers for adaptability and a consciousness regarding ones personal leadership. Research Question: How do middle managers at different hierarchical positions view their opportunity to practice their own personal leadership? Purpose: The purpose of our study is to investigate, describe and create an understanding for how managers, on different hierarchical levels, practice their personal leadership in a context affected by internal and external influences. Method: To answer our research question we chose to utilize a qualitative methodology. Through a hermeneutic interpretation method and an abductive approach we analysed the six semi structured interviews we conducted. Conclusions: The conclusion we derived to is that the design of the leadership education and the restriction of freedom of movement that exists create a conflict between the goals of the organisation and managers ability to practice their own personal leadership.

Full textLean was first seen in the automotive industry but has since then been applied to a number of different industries, whereof the public sector is one of them. Previous research has shown that lean has a better fit with services when applied to homogeneous services like waste disposal and maintaining parks. Yet an overview of lean in Swedish municipalities has shown that the most frequent use of the concept lean is in elderly care - which is categorized as a heterogeneous customized service. The aim of this case study is to examine the fit between lean and municipal elderly care. The study has investigated what determines the ability of adopting lean thinking based on seven interviews in two Swedish municipalities. The results show that the whole concept of lean thinking cannot be applied, primarily because of the complexity of the customer concept in the public sector. The interviewees identify several customers apart from the end-user of the service. The fact that tax payers and the social welfare board also are considered customers hinders the work with lean, since their interests may diverge from that of the end-user. However, by using lean tools, processes without involvement from the end-user have been improved, for instance services like administration, laundry and storage management. In turn, these improvements made time for value creating activities for the end-user. The results also show that the Social authority regulating the Swedish municipal elderly care, actually enables an approach inspired by lean. This is primarily due to the development towards a service production based on the actual needs of the end-user rather than being limited to the existing services.

Full textBackground and problem: Organizational management is a fundamental aspect of the development of the school sector. The need for multidimensional control is often referred to, where the balanced scorecard is advocated as a good alternative. However, the use of the balanced scorecard is a relatively unexplored topic, and is usually limited to reflecting its implementation and intended results, but not its continued use after introduction. Considering the above, it seems interesting to study how the balanced scorecard is used in a school sector that has already introduced the tool in its business, and what aspects that are important for a successful use. Purpose: The purpose of this study is to create an understanding of how the balanced scorecard can be used as a management control system in a municipal school sector, and what aspects that are important for a successful use from a long-term perspective. Method: The study's approach is based on a qualitative research method, where a case study has been executed in Västerås municipality at three primary schools. The content is divided into three sections, the first of which constitutes the theoretical frame of reference, followed by the empirical frame of reference and analysis. The theoretical frame of reference aims to create an understanding of the subject. Collection of the empirical material has then been carried out through semi-structured interviews, with a goal-oriented sample that has led to five respondents, two from the municipality and three principals from different primary schools. The empirical material has also been supplemented with documents from the municipality and the school. Finally, the theoretical and empirical material has been analyzed on the basis of a comparative method, to highlight similarities and differences between the respondents and between theory and empirical data. Conclusion: The study concludes that the balanced scorecard is useful in a municipal school sector. However, the tool is context-dependent and must therefore be adapted to the specific organisation. The important aspects that have been observed, and that are considered necessary for the successful use of the balanced scorecard, include communication, follow-up and clarity for a common understanding. Possible pitfalls are also highlighted, which may inhibit the usage of the balanced scorecard.

Full textBackground Demographic changes with more younger and older people and less people in working age, pose a major challenge for the public sector as the need for services will increase, while there will be a shortage of resources, workers and managers. The HR department's critical role in attracting and retaining managers becomes evident. Existing research on management turnover in the public sector with a focus on managers' work situation is scarce and qualitative studies are being sought.Purpose The purpose of the study is to increase the understanding of how HR works to retain managers in municipal operations by identifying and describing important influencing factors.Method The study was conducted with a qualitative research approach and semi-structured interviews to enable an insight into how HR works in practice in retain managers and what influences. The method choice helped to increase the understanding of the complex work HR holds regarding to retain managers in the municipal sector.Results/Conclusion The results of the study show in part, how HR works to retain managers within municipal operations, which include education, create network and traditional HR-duties. Additionally, the study presents factors that influence how HR works in retaining managers within municipal operations, which include municipality size, the HR department's organization, the gender issues for the sectors and the cooperation to higher management functions.

Inom den offentliga sektorn finns det, precis som i den privata, en hel del digitala system, som dessvärre inte är helt integrerade i verksamheterna. Systemen samspelar inte med andra system som medarbetare möter i vardagen. Detta följs av olika konsekvenser i form av onödiga kostnader av licenser eller support, för att inte tala om nedlagd arbetstid. Digitaliseringens syfte att optimera verksamheter fallerar på grund av att det finns en bristande kontroll och struktur på de system som finns i verksamheten, vilka system som köps in och till vad, samt huruvida systemen följs upp och arbetas vidare på. För att säkra systemintegrationen bör kravspecifikationer och upphandlingsprocessen ses över, samt lägga investeringsmedel på att uppföljningen blir gjord ordentligt. Samordning, struktur och kontroll är svaret för att effektivisera och optimera kommunala verksamheter med hjälp av digitaliseringens alla möjligheter.

Full textEn generell uppfattning om mellanchefspositionen är att den är svår att hantera i och med de krav som ställs både från överordnade chefer och underordnade medarbetare. Vårt syfte med uppsatsen har därför varit att öka kunskap och förståelse för den situation en chef i mellanposition befinner sig i. Vi har valt att intervjua mellanchefer inom kommunal sektor för att ta del av hur de upplever sin roll, position och uppgift, relationer till medarbetare samt vilka situationer som upplevs som svåra och problematiska.
Vi ville ta del av mellanchefers subjektiva upplevelser och valde därför en kvalitativ metod i form av en intervjuundersökning. Resultatet visade att många av deras upplevelser var likartade men vissa mindre skillnader kunde vi på visa. Mellancheferna upplevde att de har en bekväm position, men att det ibland kan uppstå situationer då motstridiga förväntningar ställs från överordnade chefer och underställda chefer eller underställda medarbetare.

Full textDigitization is currently considered to be the most important factor of change affecting all parts of society, including the public sector. E-government is used to create more open public administration that supports innovation and participation, facilitates people's daily lives, providing higher quality and efficiency in the activities. In addition, e-government is expected to lower cost and maximize benefits for both citizens and companies as well as society at large. The goal of the Government has since 2012 been to make Sweden the leading country in the world in terms of utilizing the potential of digitization. Sweden has also been at the forefront in comparison with other countries in terms of internet use and citizens' use of e-government services. International comparisons show, for example, that Sweden is in sixth place, see the UN's latest compilation of e-government development in the world (UN-E Government survey 2016). However, in the same year, the Swedish National Audit Office (NAO) in its report (RIR 2016: 14) also found that public actors do not pursue this work according to Government objectives and that more can be done to develop e-government. According to the NAO, work on e-government has been short-term, overly delegated and characterized by a lack of overall responsibility and not managed in a cost-effective way. This case study sets out to investigate these conditions more closely, with a view to provide new knowledge about what is needed for a more successful introduction of e-services. A medium-sized municipality that introduced an e-service for the application for building permission, called "MittBygge", in 2015 was chosen as case study. Like previous research, this study identifies a number of crucial success factors that need to be taken into account when planning, introducing and following up the benefits of e-services. These success factors are: internal and external customer focus, education, leadership, communication, stakeholder response, the importance of measuring and defining success, sufficient resource allocation, employee involvement and commitment. The study's results also show the obstacles and challenges that may appear along the way towards more efficient and high-quality e-services. These are the absence of effective metrics, time constraints, low priority, insufficient educational efforts, difficulties with finding and understanding information, and the overall experience of e-service accessibility by the residents of the municipality. The results also show that the values behind offensive quality development, i.e. putting the customer at the heart of the process, basing decisions on facts, working with processes, continuously working on improvements and creating conditions for stakeholder involvement, not only offers a good theoretical base for development and continuous improvement of activities but it is also an essential prerequisite for successful work.

Full textDuring the recent decades, managers’ working conditions in the Swedish women dominated public sector have undergone important changes. For example, managers’ responsibilities have been expanded to contain more responsibilities of costs and efficiency. Later, it has been found that managers in professions dominated by women have a lack of sustainable working environment, caused by high job demands and a high degree of work strains. In consultation with a dominated municipal function in northern Sweden, I have been commissioned to investigate how first line managers experience their organizational and social work environment (psychosocial work environment) in this study, based on job demands, job control and social support. This study also investigates the work environment out of a gender perspective. The study has an abductive approach and the empiricism have been collected with qualitative semi structured interviews, where the number of interviews was seven. Thematic analysis has been devoted and the results have been analyzed by using Karasek and Theorell’s (1999) job demand-control-support model, Connell and Pearse’s (2015) idea of gender as socially constructed, and Ackers (1990) idea that gender is created in organizations through gender creating processes. The result shows that the first line managers are working in a municipal function that are boundless, which means that the work tasks never run out. Within the frames of the managers’ work there are variations in the experiences of the work environment. The result shows that the ability and possibility of setting boundaries in their work are important. The imagination of differences between male and female behavior are important for how the first line managers experience their work environment. The results also show that the first line managers experience that women are not as god as men to set boundaries in their work, and that women are not respected by the employer equally as men when it comes to set boundaries.

Full textStandardiserade miljöledningssystem (MLS) har utvecklats i den privata sektorn och har nu även börjat användas i den offentliga. Syftet är att undersöka vilka konsekvenser ett standardiserat MLS medför för miljöarbetet inom kommunal förvaltning, analysera om det finnsnågot i den kommunala förvaltningens institutionella logik som sätter gränser för användandet av det samt ge ett omdöme över tillämpligheten av MLS inom kommunal förvaltning. Detta har ndersökts genom kvalitativa intervjuer.
Resultatet blev att förvaltningarnas miljöarbete anses fungerar bättre efter att man har infört MLS. De största fördelarna MLS:et har medfört är tydligare struktur, högre medvetenhet, bättre redovisning och utåtriktade fördelar som enklare kommunikationer mot intressenter. De största nackdelarna var ökat administrativt arbetet, tid- och resursåtgång vilket inte alltid betalar sig samt att systemet riskerade att bli för detaljerat.
Slutsatserna blev att MLS verkar vara ett tillämpbart verktyg inom kommunal förvaltning, men att det passar bättre inom bolagen och de hårda verksamheterna än inom de mjuka. Den kommunala förvaltningens institutionell logik verkar inte sätta några oöverkomliga gränser för användandet av MLS inom kommunal förvaltning.

Full textBudgeting is a central part of planning and controlling municipal finances, where growth is dependent on macroeconomic factors. During 2020 the world was hit by a pandemic that caused an economic crisis across the world, with an exception from Swedish municipalities. Earlier research on municipal budgeting in times of economic crisis suggest that a tight budgeting is an important factor when it comes to managing economic crisis while others suggest that such measures often get avoided. Earlier research also suggests that municipalities spending and dependency on governmental grants increase when the latter increase, which also inhibits tightening measures. The purpose of this study has been to examine if and if so, how the Covid-19 pandemic has affected the budget process, budget as a tool for control and planning for municipalities in western Sweden. To achieve this, we have conducted a qualitative multiple case study in five western Swedish municipalities through interviews and complementary content analysis. The results show that neither the budget process nor the budget as a tool for planning or control has been affected by Covid-19 to such an extent. The results also showed that the governmental grants due to Covid-19 has had a mitigating effect on measures. Moreover, the study shows that the budget methodology has not changed.

Full textSickness absence within the Swedish municipal healthcare organizations is increasing. At the same time, there has been a change in organization and governance within these organizations in recent decades in the form of the introduction of New Public Management (NPM) and its reforms. The study aimed to gain a better understanding of how psychosocial and organizational factors together could have an impact on a municipal healthcare organization's sickness absence, regarding employees in the human service profession and its managers, through a qualitative case study. This to identify what was causing the organization's sickness absence and on proposing measures to prevent future sickness absence. To fulfill the purpose and study questions, semi-structured interviews were conducted with a total of 19 informants representing the working groups with the organization's highest and lowest sickness numbers in 2019 and the management groups with the highest and lowest sickness numbers in 2019. The empirical data was analyzed based on the theoretical frame of reference. This included previous research as well as theories of NPM, structuring theory, psychosocial sickness absence factors, organizational sickness absence factors, psychosocial health factors, organizational health factors and organizational health. The study's results showed three prominent psychosocial sickness absence factors for employees and managers, four organizational sickness absence factors for employees and managers, four psychosocial health factors for employees and managers, four organizational health factors for employees and five organizational health factors for managers. The results showed that the psychosocial and organizational sickness absence and health factors affected each other, that there was a connection between managers and employees perceived work environment and that the sickness absence could primarily be attributed to structures, while work attendance instead could be attributed to individuals' actions. Ten measures to reduce sickness absence within municipal healthcare organizations has been presented based on the results of the study, as well as suggestions for further research.

Full textArbetets syfte är att belysa hur långt den kommunala sektorn i Skåne och Blekinge län har kommit med elektronisk handel. Uppsatsen baseras bl.a. på litteraturstudier om elektronisk handel i allmänhet, dess användningsområden, dess fördelar respektive nackdelar samt Toppledarforums och Svenska Kommunförbundets intresse av kommunernas arbete med denna handel. Jag har genomfört intervjuer med insatta personer från kommunerna i min målpopulation, om de respektive kommunernas ak-tiviteter kring elektronisk handel. I intervjuerna har respondenterna bl.a. berättat om de har implementerat elektronisk handel eller ej, redogjort för hur långt de har kommit med denna handel samt givit insyn i de framtida tankarna kring den elektroniska handeln. Slutsatserna i mitt arbete visar i huvudsak att 6 kommuner av totalt 35 tillfrågade har implementerat elektronisk handel någonstans i organisationen och att knappt 70% av de tillfrågade kommunerna har infört eller arbetar med ett införande av elektronisk handel. Full textIntroduction: The development of mental illness among children and adolescents is a serious public health problem today. Evidence shows that spiritual health is important for mental health and well-being. Snacka om livet (SOL) is a project designed to promote the existential health of children and adolescents. Continued work on the project depends on creating the conditions for the area’s implementation and on policymakers prioritizing the area. Purpose: To investigate the experience of existential health within Skåne's municipal and regional cross-sectoral public health work in the promotion of children and young people's mental health. Methods: The study had a qualitative approach with ten participants with senior positions within the municipality and region. The informants were selected based on a strategic selection. The interviews were conducted with a semi-structured method and with thorough ethical considerations. The empirics were analyzed based on qualitative content analysis. Results: The results showed that the area is new, important and of current interest in relation to mental illness among children and adolescents. The concept was to some extent perceived as complex and taboo but was also described as having great benefits for individuals and society. Spiritual health was perceived to strengthen and equip children and adolescents. A prerequisite for the area’s implementation was meant, among other things, to include the concept in public health work. Conclusion: The study has been able to contribute additional evidence and knowledge to this relatively new and unexplored area. Spiritual health is a resource in both prevention and promotion of public health work. The study has identified that health literacy can be an important tool for the area's integration into public health. The concept needs to be clarified, made aware and given space in the public health perspective.
