Full textThe paper analyzes how citizens and civil servants look at citizens' dialogue and are dividedinto three themes: What is meant by citizenship? What is meant by equal citizenship? Andhow do different actors look at each other? The analysis is based on case studies in threemunicipalities; Ängelholm Municipality, Helsingborg City and Malmö City, where I haveconducted observations of consultation meetings and interviewed civil servants working indifferent ways.Citizens have come to terms from two consultation meetings I observed in Helsingborg cityand Malmö city, where citizens have participated as participants. I have also chosen tointerview with various civil servants such as planner architects, strategists and dialoguedevelopers, representatives from each municipality that have come to speak.As a starting point, Khakees (2000) uses the theoretical framework for community planning inthe analysis of the empirical data. The concepts used in this study are generative planning,advocative planning, communicative planning and rational planning. The analysis is based onvignettes from the empirical data that are further analyzed using the theoretical concepts.The study shows that different actors have different views on what citizenship participation isand that there is inequality in the participation of citizens in all these three municipalities. Inaddition, the results show that there are differences in municipalities as to how different actorslook at each other in the work of citizen participation.

Full textThe study analyses planners’ work on climate adaptation policy, in a Swedish municipal context, by examining planners’ arguments on policy formulation, which operating space it gives planners and challenges that affect municipal climate adaptation work. Based on the planners’ reasoning, which emerged during interview studies, previous research and scientific theoretical anchoring through policy analysis and street-level bureaucracy could applicable policy be identified. Applicable policy guides planners and should consist of several different documents, dealing with different detailed levels of climate adaptation. This since the planners requested both guidelines and supporting knowledge bases to further handle the subject in their work. Applicable policy can be seen as a governing framework which enables planners to involve climate adaption in planning, as well as it reduces their space of operating among climate adaptation issues.

Full textThe aim of this study is to examine and understand how human rights is implemented in local governments today. The goal is to inspire other local governments to increase their systematic work with human rights. Piteå, Lund and Uppsala was interviewed about their work with human rights. Except the interviews the material is official documents, previous reaserch and regulatory documents from the local governments. To analyze the result from the interviewes, theories about the function of law in society were used together with theories of the govenmental organisation and implementation.It is evident from the study that there is a lack of knowledge for the practical work with human rights in the three swedish local governments. The result also illustrates the complexity of problems with a systematic approce to human rights because human rights are undefined.

Full textThe purpose of this thesis has been to examine the presence of trust-based controland management (tillitsbaserad styrning och ledning) and whether, and in that caseto what degree, the swedish trust reform (tillitsreformen) has affected the level oftrust-based control and management being practiced in the highest municipalmanagement groups. The theoretical assumption has been that a committedleadership (engagerat ledarskap) is essential to achieve success in qualityimprovement projects and that the actions of the most senior managementrepresentatives serve as an important role-model that can create trust, but just aswell disbelief, among those who are to carry out the work in practice. An onlinesurvey study has been directed to the most senior professional and politicallyappointed officials in all swedish municipalities. The question asked was to whichdegree those leaders rate each other’s practice of trust-based control andmanagement and how they view the practice of trust-based control and managementin the government’s and state authorities’ relations with the municipalities. Thequestion was also what change in that practice the trust reform has brought. Theresponse frequency has not been sufficient to make the findings generalizable on anational level. The results that have been achieved show that the municipalityleaders rate each other’s practice of trust-based control and management to a higherdegree than the government and state authorities’ dito. The results indicate that it isthe trust-based leadership of the professional municipal officials who overall havebenefited the most from the trust-reform, the professional municipality leaders arealso the most criticising of the state’s practice of trust-based control andmanagement. The state is also where the change in leadership practice based on thetrust reform is considered to have been the least prominent. The principle ofcitizen-focus (medborgarfokus) is the most prominent principle among thepolitically appointed leaders in the municipalities whereas the principle openness(öppenhet) is the primary principe among the professional leaders. The principles ofknowledge (kunskap), citizen-focus, and openness are the primary principles in thegovernment’s and state authorities’ practice of trust-based control and management.The principle of trust (tillit) is the principe with the lowest degree of practise both inthe relationship between professional and politically appointed officials withinmunicipalities and between the municipalities and the state but at the same timetrust is the principle that has seen the most positive change in it’s practice as a resultof the trust reform. The analysis has not been able to determine any correlationbetween the practice of trust-based control and management from the governmentand state authorities and the practice of the same among the municipal leaders.Instead the analytical conclusion is made that the committed leadership from thegovernment and the state in regards to the the trust reform so far has been regardedas relatively shallow by the municipal leaders and that could have had a negativeimpact on the implementation of trust-based control and management in themunicipal management groups as well.

Full textIn the public sector, large resources are invested annually on quality-enhancing work. Nevertheless, the outcome is rarely what was intended. The reasons for this are partly known. Bureaucracy, regulatory control and a hierarchical function-oriented organization building, where responsibility and decision-making are distributed among several individuals, lead to a lack of holistic view. The customers are many and as a group heterogeneous, in addition, the perception of their needs may differ within the organization. Furthermore, differences in norms, working methods and methods complicates the interaction between different administrations. Based on the challenges and lack of research, there is a need for increased knowledge of how success can be achieved in quality work involving several administrations. The purpose of the study was to create insight into what constitutes success factors in municipal quality work involving multiple administrations. Semi-structured, strengthbased interviews with seven officials from four municipalities were conducted. All of them had experience of successful quality work which involved more than one administration. The interviews were transcribed verbatim and analyzed with content analysis. In the analysis, five overarching themes were identified: Common image, Structure, Encouraging leadership, Exit the framework and Power balance. The study may be of interest to Sweden's municipalities as it shows what can be success factors in municipal, quality work involving more than one administration.

Full textTobaksrökning är ett allvarligt hot mot en god folkhälsa i det västerländska samhället. Gällande tobakssnusning är forskningen dock inte enig. Världshälsoorganisationen anser att tobaksprevention ska innefatta policybeslutande samtidigt som Sveriges Kommuner och Landsting rekommenderar kommuner att arbeta strategiskt för att uppnå tobaksrökfrihet bland deras anställda. I Sverige har 67 kommuner antagit policyn Tobaksfri arbetstid. I detta examensarbete har intervjuer genomförts med politiker och tobakspreventivt ansvariga tjänstemän i tre kommuner i Västmanlands län som har påbörjat en arbetsprocess med policyn Tobaksfri arbetstid. Syftet var att undersöka deras uppfattningar om kommunens arbetsprocess med policyn. Genom en innehållsanalys strukturerades och tolkades intervjuerna. Resultatet visade att en av kommunerna har antagit ett förvaltningsmål, och inte en kommunövergripande policy om tobaksrökfri arbetstid och två kommuner har påbörjat en arbetsprocess för att i framtiden anta policyn. Samtliga kommuner hade påbörjat en arbetsprocess med policyn då tobaksrökning upplevdes som ett problem. Somliga ansåg däremot att tobakssnusning möjligtvis kunde inkluderas i ett senare skede. Ingen ansåg att SKL:s rekommendationer har påverkat att de påbörjade en arbetsprocess. Det var samstämmighet både mellan kommunerna och med tidigare forskning, om att politiskt stöd, involverande av anställda, tydlig planering och kombination med avvänjningsstöd är centrala faktorer i den fortsatta arbetsprocessen med policyn.
Tobacco smoking and possibly using smokeless tobacco risk decreasing the public health. The World Health Organization considers that tobacco preventive work shall include policy decisions. Sweden's municipalities and county council (SKL) argue that municipalities shall adopt a tobacco policy for their employees. SKL also recommends municipalities to work in order to become totally smoke free workplaces. Around 70 municipalities in Sweden have adopted the policy Tobacco free working hours and some of these have included smokeless tobacco. In this work interviews with politicians and officials responsible for the tobacco preventive work were accomplished in three municipalities in the county of Västmanland. The aim of the work was to examine their views about the municipalities work process with the policy. The interviews were structured and interpreted by a content analysis. The result showed that one of the municipalities has adopted an administrative aim and not a policy about smoke free working hours, while two of the municipalities have started a work process in order to adopt a policy in the future. All municipalities had started a work process because they found tobacco smoking to be a problem. Some considered that smokeless tobacco perhaps should be included in the policy in a later stage. No one considered that SKL's recommendations had been an influence to why they started a work process with the policy. The communities agreed with each other that political support, involving of employees, clear planning and supporting employees to quit smoking are fundamental factors in the continuing work process with the policy. This also corresponds to recent research.
