Abstract:
The year 1924 marked a fundamental turning point in the history of the Weimar Republic. After months of deep crises in 1923, which included foreign occupation, hyperinflation, and attempted coups d'état by both communists and Nazis, the German economy and polity entered a phase of relative stability, and social peace loomed on the horizon. Recognizing the dramatic shift in the sociopolitical landscape, the German Communist Party (Kommunistische Partei Deutschlands, KPD) also underwent a significant transformation. On the political front, the most notable event was the ousting of Ruth Fischer and Arkadij Maslow, under the heavy hand of Moscow, in favor of Ernst Thälmann.

Vorspann Ende der 1980er Jahre erreichte die „Gorbimanie“ in der Bundesrepublik Deutschland ihren Höhepunkt. Der Generalsekretär des Zentralkomitees der Kommunistischen Partei der Sowjetunion galt als Hoffnungsträger für ein Ende des Kalten Kriegs und eine Überwindung der Teilung Europas. Hermann Wentker zeigt auf, warum gerade die Grünen Michail Gorbatschow zurückhaltender begegneten als andere politische Kräfte in der alten Bundesrepublik, er erklärt, weshalb sie in ihrer Einschätzung zwischen Zustimmung und Kritik schwankten, und er fragt danach, welche Rolle die Auseinandersetzungen zwischen den „Realos“ und den „Fundis“ unter den Grünen dabei spielten.

Abstract:
Zusammenfassung Dieser Essay bietet eine vergleichende Analyse (west-)deutscher Friedensbewegungen mit jenen anderer westeuropäischer Länder seit 1945. Er konzentriert sich dabei insbesondere darauf, wie die Friedensbewegungen Fragen von Frieden und Krieg diskutierten und jeweils auf die politische Kultur Bezug nahmen. Der Beitrag argumentiert, dass die Stärke deutscher Friedensbewegungen in Beziehung zur politischen Kultur der Bundesrepublik keine Ausnahme darstellt. Organisationshistorisch betrachtet, erscheint vor allem die französische Friedensbewegung als Besonderheit, da sie sich während des Kalten Krieges nie wesentlich ausserhalb des Kontexts der Politik der Kommunistischen Partei entwickelt hat. Was die bundesdeutsche Friedensbewegung dagegen auszeichnete, war ihre Bezugnahme auf die Gewaltgeschichte des Zweiten Weltkrieges und insbesondere des Holocaust – Friedensbewegungen fungierten in der Bundesrepublik mehr als anderswo als Erinnerungsbewegungen. Vor diesem Hintergrund erklärt sich die gegenwärtig besonders kontrovers geführte Kontroverse über Frieden und Krieg in der Bundesrepublik allenfalls oberflächlich aus der besonderen Rolle von Frieden in der politischen Kultur der Bundesrepublik. Vielmehr speist sich die Kontroverse daraus, welche Rolle die Erinnerung an die Gewalt des Zweiten Weltkriegs für das bundesdeutsche Staatsverständnis gespielt hat.

Abstract:
Abstract This article uses the example of a trilateral network of relationships to offer a critical and much-needed contribution to the history of town twinning across the Iron Curtain through the late 1970s and 1980s. The chosen case studies are Italy and France on the one hand, the two countries with the most influential communist parties in Western Europe – the PCI (Partito Comunista Italiano) and the PCF (Parti Communiste Français) –, and the SED (Sozialistische Einheitspartei Deutschlands, Socialist Unity Party of Germany) on the other, the state party of the German Democratic Republic (GDR). Exploration of such transnational relationships is essential for a better understanding of the Cold War on a regional and local level, as ideological disputes arose regularly despite the supposedly neutral character of municipal ties. What characterized the networking between the French and Italian cities, mostly governed by the PCF and the PCI respectively, and the „real socialist“ Eastern German municipalities, and why or to what extent did they constitute an exception within relations among the three communist parties? The essay critically examines this issue and shows that the translocal scope of the connections potentially enabled the relevant actors to maintain and secure the transsocietal and sociocultural focus of exchange even amidst the most serious tensions of the late Cold War. Nevertheless, countering the assumption that such connections thrived almost automatically thanks to the allegedly shared ideological roots of the participants, it shows that communal ties were virtually always torn between utopian visions of the future and the interests of „Realpolitik“.

Abstract:
This article discusses ambiguous tactics of German Communist resisters in the Third Reich. The official historiography of the German Democratic Republic (GDR) portrayed Communist resisters as unfaltering heroes. By contrast, revisionist studies published after 1990 presented Communists as traitors and renegades. This study transcends these approaches that revolve around legitimation or de-legitimation of the dictatorship, and examines the dubious manoeuvring of three German Communists who strategically collaborated with the Nazis, namely Theodor Bottländer, Friedrich Schlotterbeck and Wilhelm Knöchel. While Knöchel's attempts to outwit the Gestapo failed and could not prevent his execution, Schlotterbeck and Bottländer found ways to survive - largely without betraying their comrades. Even so, the Kommunistische Partei Deutschlands (KPD), as well as its successor in the GDR, the Sozialistische Einheitspartei Deutschlands (SED), reprimanded venturesome, inventive and obstinate Communists, excluded them from the party and brought them to court. The harsh reactions are indicative of the inability of Communist historiography to acknowledge ‘Eigen-Sinn’, and highlight a central shortcoming of the antifascist doctrine. Likewise, more recent revisionist approaches have failed to recognise various attempts of Communists to minimise harm and survive in the grey zone between betrayal and loyalty.
