Abstract:
Příspěvek je věnován premise, že v moderní, stále propojenější společnosti dochází k rostoucímu obsahovému překryvu ohlašovacích povinností na základě právních rámců ochrany osobních údajů a kybernetické bezpečnosti. V obou případech jde o odraz chytré regulace, kdy stát využívá možností nabízených informačními a komunikačními technologiemi pro shromažďování aktuálních informací o situacích, které mohou vyžadovat reakci ze strany dozorových orgánů. V případě povinnosti ohlašovat porušení zabezpečení osobních údajů dle článku 33 obecného nařízení č. 2016/679, o ochraně osobních údajů, vůči Úřadu pro ochranu osobních údajů je směrodatný zásah do zpracovávaných osobních údajů. Povinnost hlášení kybernetického bezpečnostního incidentu dle § 8 zákona č. 181/2014 Sb., o kybernetické bezpečnosti, vůči příslušnému bezpečnostnímu týmu CERT pak vzniká při zásahu do prvků informační infrastruktury povinných subjektů. Vzhledem k postupné digitalizaci přibývajícího množství činností a souvisejícím všudypřítomným zpracováváním osobních údajů dochází k rostoucímu prolínání těchto perspektiv. Autor tento vývoj vnímá jako příležitost pro úpravu de lege ferenda, kterou lze zvýšit přínos z takto sdělovaných informací pro dozorové orgány, chráněné fyzické osoby, i povinností vázané subjekty.

Abstract:
Penelitian ini bertujuan untuk mengetahui proses pelaksanaan program CSR Bina Lingkungan Komunikasi (BILIKOM) pada masyarakat desa binaan Gunung Putri CSR PT. Indocement Tunggal Prakarsa Tbk Citeureup Bogor. Penelitian ini menggunakan metode penelitian deskriptif kualitatif, dengan melakukan wawancara dan observasi secara langsung. Key Informan dalam penelitian adalah Section Head CSR PT Indocement Tunggal Prakarsa Tbk dan Informant masyarakat desa binaan Gunung Putri. Hasil dari penelitian ini adalah Program yang dibahas oleh seksi Community Development (CD) dari CSR dalam Bilikom yaitu membahas lima pilar yaitu pilar pendidikan, pilar kesehatan, pilar ekonomi, pilar Sosial, Budaya, Agama, Olah raga (SOSBUDAGOR), pilar keamanan. Proses Pelaksanaan Bilikom di CSR PT. Indocement Tunggal Prakarsa Tbk yaitu dengan cara penyampaian pesan dari komunikator, pihak CSR PT. Indocement Tunggal Prakarsa Tbk menyampaikan pesan kepada pihak komunikan yakni masyarakat desa binaan. Penyampaian pesan tersebut melalui forum Bilikom. Pihak CSR PT. Indocement Tunggal Prakarsa Tbk mempunyai program lima pilar dan akan dilakukan merata di desa binaan Gunung Putri. Program Infrastruktur yang berhasil dilaksanakan Bilikom di desa binaan Gunung Putri yaitu Pembangunan sarana posyandu, selanjutnya pilar Sosbudagor yaitu pembangunan sarana ibadah di desa binaan Gunung Putri yaitu rehab MTS Al-Mutaqin dan pembangunan majelis Talim Al-Barokah kegiatan Sosial, Budaya, Agama dan Olah raga. (Sosbudagor), CSR PT. Indocement Tunggal Prakarsa Tbk, selanjutnya betonisasi jalan desa binaan Gunung Putri dan bantuan program rutilahu (bantuan rumah untuk orang yang kurang mampu). Abstract:
The thesis deals with selection of infrastructure virtualization platform focusing on containerization with sandboxing support and with following examination of its difculty. The work begins with an explanation of the basic technologies such as: virtualization, cloud computing and containerization, along with their representatives, that mediate the technology. A special scope is defned for cloud computing platforms: Kubernetes, OpenStack and OpenShift. Futhermore, the most suitable platform is selected and deployed using own technique so that it fullflls all the conditions specifed by thesis supervisor. Within the difculty testing of the selected platform, there are created scripts (mainly in the Bash language) for scanning system load, creating scenarios, stress testing and automation.

Abstract:
Claiming that the state of transport infrastructure is an important indicator of country´s competitiveness, not many would polemicize. The question of an appropriate method of ensuring the infrastructure financing can, however, raise disagreement. The reality of regular deficit financing of public expenditure, combined with a view of gradually declining support for transport infrastructure from the EU funds, provides space for alternative forms of infrastructure provision also in Central Europe. The aim of this work is to point out the financing via public-private partnerships (i.e. PPP), which is currently not very used form in the region. I will highlight the advantages, disadvantages and risks associated with this form by evaluating the cost side of concrete implemented PPP project in Slovakia (R1 expressway) and validate the hypothesis that despite the method of funding transport infrastructure through PPP projects is more expensive than the public procurement case, the "value for money" factor compensates the higher price.

Abstract:
This PhD thesis analyzes the current situation in appraisals of technical infrastructure easements created by the Road and Motorway Directorate of the Czech Republic in the process of transport infrastructure development. The thesis explains the basic concepts, identifies the relevant legisla-tion and examines the appraising methods used for these easements as described in the literature. It then discusses and critically assesses, based on existing legislation and best practices, the indi-vidual appraising approaches used in expert opinions prepared for the Road and Motorway Di-rectorate of the Czech Republic. Drawing on this assessment, it makes recommendations for a standardized approach for establishing the fair market value of easements and demonstrates its application on a model example.

Abstract:
Diploma work deals with current aspects of information systems in public administration. The thesis assesses impact of introduction of the data box system on effective communication in public administration and evaluates to what extend the data boxes are beneficial to citizens of this state. After definition of terms used in this field, first part of the work is focused on the e-Government project and its four pillars. Further, thesis evaluates effect of the e-Government project on reduction of administrative burden for businessmen and on the lives of citizens in the information society. The following part of the work highlights gaps in the legislation, which creates rules for the data box system and has got an immediate impact on the efficiency of their operation. The work also surveys effects of the data box system introduction on effective communication between state and local governments on the citizens of our country. Diploma work points out the problems of the data box system, analyses their causes and offers possible solutions.
