Russian Foreign Minister, Sergei Lavrov, once said that Kosovo’s independence could be the beginning of the end for Europe, and that official recognition of its sovereignty would threaten global security. It was feared that Kosovo’s unilateral declaration of independence, and its recognition by European countries in particular, would open up a Pandora’s Box. In fact, as it is claimed in this article, Kosovo may be treated a precedent by other separatist republics and autonomous regions, which might one day demand similar recognition and the same rights that the Kosovars can now possibly enjoy

CEL NAUKOWY: Naczelnym celem badawczym niniejszych rozważań jest ustalenie, w których z państw pojugosłowiańskich w obliczu śmiercionośnej pandemii COVID-19 zdecydowano się na ogłoszenie stanu wyjątkowego. PROBLEM I METODY BADAWCZE: Stan wyjątkowy ma chronić: bezpieczeństwo obywateli, ustrój państwa, porządek publiczny. W okresie stanu wyjątkowego zmieniają się proporcje między prawami człowieka a uprawnieniami państwa – na korzyść władz państwowych. W obliczy pandemii COVID-19 nie wszystkie rządy państw pojugosłowiańskich ogłosiły stan wyjątkowy. Zrobiły to: Serbia, Bośnia i Hercegowina, Macedonia Północna oraz Kosowo. W przypadku każdego z wymienionych państw ogłoszenie stanu wyjątkowego wiązało się ze sporami politycznymi, dzieląc zarówno gremia polityków, jak i społeczeństwo. Spór toczył się głównie wokół przesunięcia terminu wyborów parlamentarnych Artykuł powstał przy wykorzystaniu metod badawczych właściwych dla dyscypliny nauki o polityce i administracji: case stady (wąskie ujęcie), analizy źródeł pierwotnych i metody komparatystycznej PROCES WYWODU: Artykuł składa się z wprowadzenia, w którym uzasadniono wybór tematu badawczego i ustalono istotę stanu wyjątkowego. W czterech kolejnych punktach zwrócona została uwaga na reakcję na COVID-19 tylko tych państwa pojugosłowiańskich (Serbię, Bośnię i Hercegowinę, Macedonię Północną, Kosowo), w których ogłoszono stan wyjątkowy. W rekapitulacji dokonano podsumowania, akcentując konflikty, które wynikły z ogłoszenia stanu wyjątkowego w państwach poddanych analizie. WYNIKI ANALIZY NAUKOWEJ: Tylko w czterech spośród siedmiu państw pojugosłowiańskich ogłoszony został stany wyjątkowy. W Serbii, Macedonii Północnej i Kosowie przesunięte zostały wyznaczone kalendarzem wyborczym wybory parlamentarne, w przypadku każdego z tych państw wywołało to ostre spory polityczne, a w Macedonii Północnej wzbudzona na tym tle eskalacja konfliktu spowodowała dymisję rządu. WNIOSKI, INNOWACJE, REKOMENDACJE: Omawiana problematyka jest innowacyjna, jak dotąd nie została przedstawiona w politologicznej literaturze przedmiotu. Intrygującym pozostaje pytanie, dlaczego nie wszystkie rządy państw (nie tylko pojugosłowiańskich) w obliczu tak groźnej dla zdrowia i życia ludzkiego pandemii, jaką jest COVID-19, nie zdecydowały się na ogłoszenie stanu wyjątkowego, który nadrzędne akty prawne (konstytucja) zwykły gwarantować.

Ideja komunističkog pokreta u Jugoslaviji je bila od početka da se Kosovo izuzme iz sastava Srbije zbog navodnog većeg broja Albanaca od Srba na Kosovu i njihovog tretiranja kao nacionalne manjine. Spletom istorijskih okolnosti tu ideju su počeli da ostvaruju od 1944. zaključno sa Ustavom 1974. godine. Problem Kosova faktički postoji od 1944, kada komunističko rukovodstvo počinje njegovo izdvajanje kroz autonomiju iz već osakaćene Srbije i srpskog naroda. Dalje se to urušava pripajanjem delova tzv. Centralne Srbije i pravnim državnim ingerencijama Kosova umesto autonomije, posebno Ustavom iz 1974. Srpsko rukovodstvo marta 1989. poništava državne ingerencije Kosova, ali tada dolazi do raspada Jugoslavije, separatističkih tendencija na Kosovu, koje su kulminirale intervencijom NATO 1999. godine i nasilnim izdvajanjem Kosova iz Srbije sa još uvek nejasnim posledicama tog pitanja.

Mity stale ewoluują i podlegają transferowi, w ten sposób przekraczają linię podziału między epokami, obszarami geokulturowymi i gatunkami sztuki. Ten dynamiczny system symboli, archetypów, obrazów i schematów został zintegrowany przez kulturę i stymuluje twórczość artystyczną w XXI wieku. Ma to miejsce także w przypadku dramatopisarzy i realizatorów scenicznych aktywnych w krajach byłej Jugosławii. Na uwagę zasługują przykłady szczególnego przetworzenia mitów autorstwa Ivany Sajko (Chorwacja), Ljubomira Ðurkovicia (Czarnogóra) i Jetona Neziraja (Kosowo). W wyniku strategii takich jak m.in. prefiguracja, transpozycja i reinterpretacja dochodzi do konfrontacji treści antycznych i nowoczesnych oraz do wytworzenia się nowej jakości. Spektakle teatralne, które powstają na podstawie tych tekstów są kolejnym przykładem transferu i transformacji w zależności od okoliczności performatywnej ekspozycji. Ponadto, realizacje te mają charakter transgresyjny i wymiar transkulturowy.

Artykuł dotyczy szeregu wybranych antagonistycznych konsekwencji ostatnich jugosłowiańskich wojen domowych (wojny serbsko‑chorwackiej, wojny w Bośni oraz wojny o Kosowo). Tekst jest pokłosiem badań terenowych przeprowadzonych w latach 2014 (badania pilotażowe) – 2019 (badania właściwe) na terytorium Serbii i Czarnogóry. Ich celem było ukazanie materialnych i niematerialnych (psychicznych i psychologicznych) skutków wojny domowej w postaci różnego rodzaju negatywnych doświadczeń: traumatycznych przeżyć (występowanie syndromu PTSD) oraz strat materialnych (ekonomicznych). Celem pracy jest zobrazowanie skomplikowanych relacji i zjawisk z perspektywy Serbów i Czarnogórców, którzy niewątpliwie ucierpieli w trakcie trwania ostatnich konfliktów w krajach Bałkanów Zachodnich. Rzecz jasna, nie jest to kompleksowa analiza, ale jedynie drobny wycinek tej zawiłej, trudnej i nade wszystko bolesnej postwojennej i postjugosłowiańskiej rzeczywistości wielkich mocarstw, uwikłanych w międzynarodową, bezduszną politykę, i bałkańskich mieszkańców południowej Europy. „Landscape after battle” – selected negative (criminological) consequences of the recent conflict in the Western Balkans. Field research report The article deals with the selected antagonistic consequences of the recent Yugoslav civil wars (the Serbo‑Croatian civil war, the civil war in Bosnia and the war for Kosovo). The text is the result of field studies carried out in 2014 (pilot studies) – 2019 (specific studies) in Serbia and Montenegro. The main topic showed the material and immaterial (psychological and psychological) effects of the civil war in the form of various negative experiences: traumatic experiences (occurrence of the PTSD syndrome) and material (economic) losses. The aim of the study illustrated the complex relations and phenomena from the perspective of Serbs and Montenegrins, who undoubtedly suffered during the last conflicts in the Western Balkan countries. Obviously, this is not a comprehensive analysis, but only a small fragment of this intricate, difficult and above all painful post‑war and post‑Yugoslav reality of the great powers, entangled in international, soulless international politics, and the Balkan inhabitants of southern Europe.

Abstract:
The purpose of this essay is to examine why some countries in the world decided to support Kosovo’s declaration of independence in 2008, while others did not. The essay is a type of case study, with Kosovo’s independence as the main focus. For the purpose of the essay, main focus will be on the United States of America, Russia, China and Serbia. The countries’ actions will be examined through the theoretical perspectives presented in the book Essence of Decision: Rational Actor Model, Organizational Behavior and Governmental Politics. The conclusion drawn is that countries put their own interests before the good of the international community, sometimes putting other countries at risk of conflict or war, to achieve their own goals. This can be seen in the cases of Russia and China especially, as they did not accept Kosovo’s independence partly because they have similar conflicts in their own states to that of Serbia’s with Kosovo.

Abstract:
The purpose of this study is to present if it is the EU’s dissemination of norms or other factors that affects Kosovo’s accession as a candidate country to the EU. The purpose was answered by finding out to what extent Kosovo can meet EU standards and values in terms of the Copenhagen criteria first criterion of stable institutions. Furthermore, what forms of dissemination the EU have used in trying to spread these standards. The study has used a main theory called Normative Power Europe, by Ian Manners, which describes the EU as a normative force and its mechanism of spreading values towards third-party countries. The conclusion in this study is that the biggest factor in why Kosovo isn’t a candidate country to the EU is because of the state’s infected conflict with Serbia.The conflict with Serbia is the basis of all the factors that keeps Kosovo to fail to meet EU requirements. Although, the EU have made improvements constitutionally since its increased commitment after 2008, the constitution hasn’t been implemented in practice by the Kosovan regime. The conflict needs to be resolved before Kosovo can take the next step and adapt to the rest of Europe.

Abstract:
Corruption is a global phenomenon were countries get involved socially, politically and economically.1 Corrupted actions in one country don’t need to be seen as corruption in another country, the law on what is considered corruption differs. The empirical analysis which I used is a qualitative theory-consuming research design with Kosovo as case in center. The essay’s research question is Which corruption syndromes does Kosovo get affected by? The essay explains in which way corruption affects Kosovo by Johnston corruption syndrome. Johnston uses influence markets, elite cartels, oligarchs and clans and official moguls as different corruption syndromes, to explain diverse corruption. Influence markets handle uses of wealth to search influence within political and administrative institutions. Elite cartels consist of politicians, bureaucrats, military and ethnic leaders who distribute the benefits of corruption among themselves. Oligarchs and clans handle organized crime, officials and corrupted politicians who use political power and violence to get their will through. Political figures within official moguls “set the frame” for which direction societies shall strive. Kosovo, I find is undergoing official moguls-syndrome corruption because of its occurrences which show that those who are involved in corruption cases have connections to senior politicians.

Abstract:

The security sector of a state is supposed to deliver a secure environment for its citizens. Security Sector Reform (SSR) are reforms aiming to develop the security sector of a state in order to guarantee human security. In Kosovo SSR is in operation to create a more secure society with greater civil control.

The aim of this essay is to examine how Kosovos’ security sector is organized year 2007 and how its development should progress in order to facilitate security and civilian control of the security sector, with focus on three central actors: the Kosovo Police Service (KPS), the Kosovo Protection Corps (KPC) and the security service. The theoretical framework used, with a descriptive purpose, pinpoints Human security, Post- conflict reconstruction, Intrastate Security Dilemma, SSR and Implementation theory for networks as important elements for the study and understanding of SSR.

The main findings are that a holistic approach is needed when addressing SSR and that all further SSR in Kosovo are dependent of the future status of Kosovo and a good economic development. Currently, one of the main problems facing the security sector in Kosovo is the lack of civil oversight.

Abstract:
On February 17, 2008 Kosovo declared its independence from Serbia and the event spurred significant media attention. Countries like Spain, Romania, and Russia feared that the event would engender separatism on their own territories, while the U.S., Germany, France, Italy, and UK regarded it as a democratic step. This thesis uses the framing theory to content analyze newspaper articles in seven languages (N=191) that appeared between November 17, 2007 and May 17, 2008, three months before and three months after Kosovo became an independent state. The thesis uses the five generic frames (responsibility, human interest, consequences, morality, and conflict) developed by Semetko and Valkenburg (2000) as well as the three â macro-framesâ (cynicism, speculation, and metacommunication) established by Constantinescu and Tedesco (2007). Results revealed that media from the countries that supported the Kosovo independence framed the event from the perspective of democracy and were almost twice more likely to discuss the position of the U.S., a key decision- maker in the Kosovo issue, than media from the countries that opposed it. Furthermore, newspaper articles from countries that did not support the event were nearly three times more inclined to present the Kosovo independence from the perspective of a precedent for separatism in Europe and the world. By applying the framing theory in an international study, this thesis sheds light on the discrepancies in media coverage from these different democratic systems.

Abstract:
Syftet med denna studie var att via intervjuer av nyckelpersoner, varav tre inom vårdsektorn och en antropolog, identifiera en del av de faktorer som påverkar arbetet med att förbättra den orala hälsan och i synnerhet införandet av ett förebyggande tandvårdssystem i Kosovo. Kvalitativa intervjuer med fyra nyckelpersoner genomfördes och analyserades enligt Graneheim och Lundmans kvalitativa innehållsanalys. Resultat av intervjumaterialet mynnade ut i följande kategorier: Förebyggande tandvård saknas, Socioekonomiska hinder, Brist på strategi och fakta och God vilja. Kategorierna visar på följande faktorer som påverkar situationen för den orala hälsan i Kosovo. Det finns en hälsoplan där man bland annat planerar att minska kariesförekomst med 10 procent fram till år 2014, men den verkställs inte. Detta får till följd att kariesprevalensen fortfarande är hög och akuttandvården dominerande. Resultat från intervjuerna visar även att sociala bestämningsfaktorer påverkar oral hälsa och tillgången till tandvård, patienter med låg socioekonomisk status undviker tandvården och söker vård endast vid akut värk. Respondenterna uppgav att epidemiologiskt underlag och forskning skulle underlätta utveckling av olika preventiva aktivitetsprogram. Brist på ett sjukförsäkringssystem och korruption anses förhindra utvecklingen av en fungerande förebyggande tandvård. I intervjumaterialet har faktorer identifierats som på sikt gynnar införandet av den förebyggande tandvården. Man har nyligen startat en kurs i förebyggande tandvård vid odontologiska fakulteten i Pristina. Studien visar att avsaknad av ett förebyggande tandvårdssystem försvårar situationen för den orala hälsan i Kosovo. De sociala bestämningsfaktorerna påverkar idag tillgången till tandvården och även utveckling av hälso- och sjukvårdssystemet.
The aim of the study was that through interviews with key persons, including three in health sector and an anthropologist, identify some of the factors affecting the work to improve the oral health and especially the introduction of a preventive dental care system in Kosovo. Qualitative interviews with four key persons was conducted and analyzed, according to Graneheim and Lundmans qualitative content analysis. Results of the interviews fall into the following categories: Preventive dental care is lacking, Socio-economic barriers, Lack of strategy and facts and Good will. The categories show the following factors affecting the situation of the oral health in Kosovo. There is a health plan that includes plans to reduce tooth decay by 10 percent until 2014, but it is not being executed. This has the effect of caries prevalence is still high, and emergency dental care is dominant. Results from the interviews also show that the social determinants affect oral health and access to dental care, patients with low socioeconomic status avoids dental care and seek treatment only for acute pain. Respondents stated that the epidemiological data and research would facilitate the development of preventive activity program. Lack of a health insurance scheme and corruption are considered being barriers for the development of a workable preventive dental care. The interviews also identified factors which ultimately favor the introduction of preventive dental care. Recently the faculty in Pristina started a course in preventive dentistry. The present study shows that the lack of a preventive dental care system complicates the situation for the oral health of Kosovo. The social determinants are affecting the access to dental care and also development of the health care system.

Abstract:
Liquidity management and its impact on the profitability of commercial banks are two issues of particular importance in the further development of the business and at the same time two sources of concern for financial managers. For this reason, this study aims to determine the impact of changes in liquidity levels on the profitability of commercial banks in Kosovo. The study is based on secondary data for nine commercial banks in Kosovo over 9 years, respectively for the period from 2011 to 2019, taken from the audited annual statements of these financial institutions. The study measures the relationship between liquidity management and profitability and its impact on profitability. In order to process the data, regression analysis and correlation were used, while the findings determine whether there is a significant relationship between liquidity management and profitability in commercial banks in Kosovo. The current ratio, the quick ratio, the cash ratio and the capital adequacy ratio have been taken as liquidity indicators, while return on assets and return on equity are considered as profitability indicators.

Abstract:
As in the rest of the world, the economy of the Republic of Kosovo has been hit hard by the COVID-19 pandemic. The situation created as a result of the pandemic has mostly affected micro-enterprises and small enterprises. For this reason, this paper has targeted small enterprises, to get a closer look at the impact of the Covid-19 pandemic, the problems it has caused in the economy and in small enterprises in particular. The main purpose of this paper is to identify the problems of small businesses in two periods: Quarantine period MarchMay 2020, when almost everything was paralyzed and only a few businesses were allowed to operate and The period after the removal of most of the restrictive measures imposed by the Government of Republic of Kosovo, namely the removal of quarantine. The results of this paper are derived from the research work, respectively the empirical analysis (questionnaire) conducted with 60 small businesses of the Republic of Kosovo. Data analysis was done with SPSS statistical program. From the 21 Trade businesses surveyed, most were closed in the two-month quarantine period. The largest percentage of Manufacturing businesses have operated with limited capacity. Trade businesses (21)that participated in the survey, 26.7% are facing a reduction in the number of customers. Manufacturing businesses as a more pronounced problem have presented reduced productivity and lack of liquidity.

Abstract:
Competition has been claimed to be a very liberal economic tool where market players are meant to be free in arranging their technologies, production and sales on a particular market. In this paper we are developing a new hypothetical of the functioning of market economies which are in a global sense and considering new markets very different and specific. All the global powers, whose centre of influence might change in time, are trying to gain a bigger share regarding raw materials and potential markets. In post-conflicts societies and in particular in our case study of Kosovo and Serbia we can see the more clear market interests of all local, regional and global powers. The research of post-conflict societies is providing us with some answers regarding the possible future developments in certain societies and regions. The EU made Brussels Agreements in Kosovo has managed to establish new enterprises as a solution of a political compromise where energy, telecommunication and natural resources played a key role. The Washington Agreement has liberalized the infrastructure achievements but in some aspects limited the use of energy and telecommunication infrastructure from certain sources. In this sense we can observe the limited capacity of competition rules application in post-conflict societies and in particular Kosovo in this case. These agreements have therefore limited the influence of economic, strategic and energy related influence from main USA competitors which have not been named in the agreements, but are well known. In both agreements it is visible how economic activities and cooperation is encouraged with various non-economic incentives. Competition is accordingly more of a political will than an economic reality for some in post-conflict societies. The introduction of various companies into the Kosovo legal framework and their control by Serbia is an obvious tool how natural resources could be shared for a benefit of citizens where conflict is resolved using free market and competition rules.

This rapid literature review explores the evidence about social norms, gender, and serious and organised crime (SOC) in Albania and Kosovo. There is limited literature that explores this exact question, as historically, gender has rarely been associated with organised crime (Amerhauser, 2020), therefore beyond a few focussed texts, this query also brings together findings from related literatures on: gender and organised crime (more generally); gender norms in Albania and Kosovo; and organised crime in Albania, Kosovo, and in the broader region of the Western Balkans. This paper is not comprehensive of all of the issues related to this question, but is illustrative of the most commonly discussed issues.
