S’inscrivant dans la lignée d’un précédent article, Pasquay propose un aperçu des événements qui se déroulèrent entre juin et novembre 1940, vus sous l’angle de la Kriegsmarine. Les extraits du Kriegstagebuch - journal de guerre - de la Seekriegsleitung (SKL - la Direction de la guerre sur mer) en offrent en effet une vision inédite. À la suite de l’attaque britannique de Mers-el-Kébir, les Allemands observent avec attention l’émergence des forces navales françaises libres. Bien conscient du danger et souhaitant mener des actions navales à l’encontre des Anglais et de la France libre, le gouvernement de Vichy reste toutefois soumis aux décisions germaniques. La méfiance des Allemands envers la marine française, ne sachant pas précisément s’ils sont restés fidèles au maréchal Pétain ou servent les intérêts du général de Gaulle, les contraint à la prudence. L’intervention de la force franco-britannique sur Dakar – en vue d’obtenir son ralliement - témoigne de la visée expansionniste des anglais, puis, la conquête du Gabon à l’automne 1940 par les forces françaises libres marque un tournant. Après des mois de méfiance vis-à-vis du gouvernement de Vichy, la SKL finit par donner son aval au renforcement des moyens militaires en Afrique du Nord.

Abstract:
La marine impériale allemande va connaitre à partir de 1897 sous l'impulsion de l'empereur guillaume II et du nouveau secrétaire d'état à la marine le contre-amiral Alfred Tirpitz un essor considérable. Tirpitz définit lui-même et fit accepter par l'empereur le concept d'une flotte de combat destinée à dissuader par son seul niveau l’Angleterre, dont la suprématie maritime était incontestable, de s'opposer à la conduite par l’Allemagne d'une politique d'ambition mondiale, Weltpolitik. Grace à son exceptionnelle habilité politique il réussira ensuite à faire voter de 1889 à 1912 par le parlement allemand, le reichstag, une série de lois qui, si la première guerre mondiale n'avait pas éclaté, aurait non seulement porté la flotte allemande au niveau estimé nécessaire de soixante grands bâtiments, mais aussi mis son renouvellement planifié à l'abri des vicissitudes politiques. Il parviendra également à maitriser les problèmes technologiques qu'impliquait une telle entreprise. Le "défi" lancé à l’Angleterre ne pouvait cependant rester sans conséquences sur le plan extérieur, à une époque ou les grandes puissances européennes se constituaient en blocs antagonistes
Due to the impulsion given by Kaiser Wilhelm II and the personal action of his new state secretary of the navy rear admiral Alfred Tirpitz, the german imperial navy enjoyed, from 1897 onwards, a remarkable expansion. Tirpitz first established the concept of a german battle fleet and convinced the Kaiser to accept it. The german battle fleet was, by its mere existence, to deter Great Britain, whose supremacy over the seas was unquestionable, from opposing the weltpolitik, the policy of german world-wide ambition. Thanks to his extremely clever political action, Tirpitz then persuaded the Reichstag, the german parliament, to vote, between 1898 and 1912, in favor of a whole series of shipbuilding programs. Had not World War I been declared, this "Tirpitz - plan" would not only have enabled the german fleet to reach the level of 60 large combatant units, which was deemed necessary, but would also have ensured its smooth replacement without further political fighting. Abstract:
This dissertation offers a framework for understanding the strategies of states engaged in competition for regional hegemony. Although international relations literature refers extensively to such competition and obliquely to states' strategies, to date little has been done to show how states' strategies in such competition may be analyzed. Drawing on a variety of strategic literature, this dissertation synthesizes a theoretical approach to analyzing the strategies of states engaged in regional security competition. Employing insights drawn from business strategy, this dissertation argues for an essentially asymmetric understanding of fundamental policy goals for states engaged in competition for regional hegemony, with one state attempting to maintain a dominant position and another attempting, by focusing limited resources, to supplant it. The competition is understood metaphorically (based on an anecdote from the end of the Cold War) as a “race with no finish line,” with the reigning hegemon attempting to extend the race and the challenger attempting to create a finish line and cross it. With homage to realism, liberalism, and constructivism, possible state goals are categorized as belonging to three realms: security, welfare, and intangible goals. These are used as metrics for a state's success or failure in any given competitive scenario, as well as the resources at its disposal. Drawing on military strategic literature, this thesis then applies decision-cycle analysis to state competitive behavior. The conclusions from this analysis are then synthesized into a framework for analysis of similar regional competitive scenarios, the first such framework yet devised for such purposes. A case study: the “Dreadnought Race” between Britain and Germany prior to World War One, is then examined, in which states' performance is analyzed in the competitive scenario in light of the above strategic precepts.

Abstract:
This chapter by G.H. Bennett argues that in the historiography of D-Day there has been a failure to analyze and understand the inability of German coastal forces to contest the invasion more effectively. The outcome of the naval battles off the Normandy coast was not the inevitable result of Allied material superiority. In the the development of German naval strategy since 1870, the Kriegsmarine reached a moment of strategic choice in the spring of 1943. It could either continue to try and fight an oceanic tonnage war, or to pursue a strategy of coastal defense of the German empire in the west. There was a failure to accept, articulate, and imaginatively manage the strategy of coastal defense that might have given the German Army more of a chance on 6 June and the days thereafter. Much of this failure can be put on Admiral Dönitz, although it was also structural. However, the performance of German coastal forces against the Allied invasion flotilla was more significant than has been recognized by historians, serving as an indicator of the greater successes that might have been achieved if a strategy of littoral defense had been adopted.
