L’image de l’efficacité militaire kurde renvoie à de courtes périodes historiques du xx e siècle, au mythe des femmes combattantes, et à de réels succès contre Daech. Mais ces succès concernent surtout l’espace syrien. En Irak, le poids militaire kurde est bridé par un défaut de préparation, l’absence d’armements performants, et des divergences tant politiques que tactiques entre les acteurs. Hors soutien occidental, les forces kurdes ne peuvent seules forcer la décision sur le terrain.

La question kurde est le drame sans fin de populations d’ethnie et de culture communes aux prises pour l’essentiel avec les quatre États où elles se trouvent, qui n’acceptent que péniblement la réalité de leur identité distincte et qui refusent absolument l’idée de leur indépendance, qu’elle découle de sécessions segmentées ou d’une unification politique irrédentiste. Dans leurs quatre États de peuplement, les Kurdes ont aujourd’hui des statuts politiques très différents, allant d’une autonomie reconnue officiellement (Irak) à une situation effective extrêmement précaire de leurs droits (Iran), en passant par une autonomie autoproclamée (Syrie) et une sorte de tolérance politique durable (Turquie). Si la fin de la guerre froide a favorisé l’affirmation du fait kurde qui a gagné un fort soutien des Occidentaux, elle a aussi avivé les suspicions à son égard dans un Moyen-Orient très antiaméricain. Depuis octobre 2023, la guerre de Gaza confirme l’ambiguïté de la position des Kurdes, pris entre la nécessité de préserver leur alliance avec les Occidentaux et leur difficulté à exprimer leur solidarité avec les Palestiniens, l’autre nation sans État de la région.

Après neuf ans de guerre, le gouvernement syrien se trouve confronté à une crise économique majeure renforcée par de nouvelles sanctions américaines – le Caesar Syria Civilian Protection Act (ou loi César), adopté le 17 juin 2020, qui interdit tout investissement pour la reconstruction. Depuis les accords successifs d’Astana et de Sotchi, la Turquie a entrepris de conquérir le Nord-Est syrien, pour s’opposer au projet de région autonome kurde. La livre turque circule désormais dans tout le nord du pays, tandis que la livre syrienne s’effondre. Le retrait partiel de l’armée américaine, le 6 octobre 2019, a été suivi, le 9 octobre, de l’opération turque Source de paix destinée à sécuriser la frontière contre des groupes armés kurdes. Mais les États-Unis maintiennent leur base à Tanf dans le sud du pays et des garnisons près des champs pétroliers de Jazîra .

Abstract: The mass banditry that emerged in Turkey's Kurdish regions between 1950 and 1970 was labelled a "national problem" in state discourse. Banditry and bandits were thus an integral part of the Turkish nation-state building process and the politico-moral economy of the region. Turkish state policies with regard to banditry, after the transformation of bandits from "criminal citizens" into "traitors" in state discourse, culminated in massive military operations to disarm and suppress the peoples of these regions. This last period of Kurdish banditry, the result of the destabilization of traditional Kurdish society, was a source of political contention between the state elite and Kurdish communities. Abstract: Le banditisme de masse qui a émergé dans les régions kurdes de la Turquie entre 1950 et 1970 a été qualifié de « problème national » dans le discours de l'État. Par conséquent, ce phénomène et les bandits faisaient partie intégrante du processus de construction de l'État-nation turc et de l'économie politico-morale de la région. Les politiques de l'État en matière de brigandage, après avoir fait passer les bandits du statut de « citoyens criminels » à celui de « traîtres » dans son discours, ont culminé avec des opérations militaires de grande envergure visant à désarmer et à opprimer les populations de ces régions. Cette dernière période de brigandage, résultat de la déstabilisation de la société kurde traditionnelle, a été une source de contentieux politique entre l'élite étatique et les communautés kurdes.

Din punct de vedere temporal, studiul acoperă întreaga perioadă de manifestare a formațiunilor politice kurde în cadrul alegerilor parlamentare din statul turc, din 1965 până în 2018. O atenție specială a fost acordată Partidului Democratic al Poporului, partid care a devenit principala forță politică ce militează pentru afirmarea identității kurde în Turcia. De asemenea, pentru a asigura o analiză cuprinzătoare asupra tematicii, în lucrare au fost identificate principalele impedimente, la nivelul reprezentării politice a minorității kurde, ce au apărut pe parcursul evoluțiilor politico-sociale din Republica Turcia.

100 ans après l’instauration de la République en Turquie, 100 après le Traité de Lausane qui partagea le peuple kurde en quatre pays distincts, l’article appréhende ce qu’il est convenu d’appeler la «question kurde » sous un angle nouveau. Il souligne d’abord combien celle-ci revêt désormais une perspective infra et trans étatique, portée par des combats nouveaux, écologistes, féministes ou encore municipalistes. Il donne à voir enfin comment l’art kurde réinterroge la perception de la mémoire de ce peuple en Turquie et dans la diaspora.

Dans les quatre pays dominant le Kurdistan, (Turquie, Iran, Irak et Syrie), la question kurde se traduit avant tout sous forme de visibilité/ invisibilité, autour de la question de la reconnaissance des Kurdes en tant que Nation déniée. Notamment en Turquie, le premier des pays à avoir imposé aux Kurdes son modèle d'Etat-Nation, cette question renvoie aux politiques négationnistes étatiques menées contre la culture et l'identité kurdes, considérées dès 1924, comme des obstacles au processus de création d'une identité nationale turque. Dans ce rapport conflictuel entre le nationalisme turc et le nationalisme kurde, également fruit d'une mémorisation traumatique et d'une longue histoire de résistance kurde dans chaque partie du Kurdistan, l'imaginaire des Kurdes renvoie а une dimension historique devenue spontanément une référence essentielle du traitement cinématographique de la « kurdicité », sous forme d’interaction construite par les Kurdes eux-mêmes ou créée par leurs adversaires politiques.Notre thèse s'efforce de montrer cette influence durable du nationalisme sur le traitement cinématographique de la « kurdicité », principalement dans le cinéma turc traitant les Kurdes sans les designer en tant que Kurdes, puis dans le cinéma kurde au service de la « cause kurde » après les années 1990
In the four countries dominating Kurdistan (Turkey, Iran, Iraq and Syria) the Kurdish question translates first and foremost under the concept of visibility/invisibility, around the problem of the recognition of the Kurds as a denied nation. This is especially apparent in the case of Turkey, the first of the countries which imposed its own nation-state on the Kurds : this question is associated with the negationist state policies on Kurdish culture and identity,which, since 1924, have been considered as obstacles on the path to the creation of a nationalTurkish identity. In this conflictual relation between Kurdish and Turkish nationalisms – the fruit, among others, of a traumatic memory and a long history of Kurdish resistance inrespective sections of Kurdistan – the imagery of the Kurds refers to a historical dimensionwhich has spontaneously become an essential reference of cinematographic treatment of« Kurdishness » under the form of interactions constructed by themselves or by their own political opponents. The present thesis aims at describing that permanent influence of nationalism on the cinematographic treatment of « Kurdishness » in the Turkish cinema which principally treats the Kurds without designating them as Kurds, then in the Kurdish cinema in the service of « Kurdish cause » following the 1990s

Une vingtaine d’années après les premiers textes de Murathan Mungan, grâce à qui la ville de Mardin, située dans le Sud-Est de la Turquie, est entrée dans la littérature, est apparue une nouvelle génération d’écrivains qui, eux aussi originaires des régions kurdes de Turquie, semblent avoir repris à leur compte ce projet de faire entrer le Sud-Est dans les lettres turques. Profondément déterminée par les problématiques des Kurdes de Turquie, la littérature de ces écrivains, qui s’est développée parallèlement à une pacification relative et éphémère de leur région, présente des représentations d’une identité et d’un espace jusqu’alors globalement ignorés par les écrivains. Twenty years after the first writings of Murathan Mungan, thanks to whom the city of Mardin, located in the South-East of Turkey, entered literature, a new generation of writers from the Kurdish regions of Turkey seem to have taken up this project of bringing the South-East into Turkish litterature. Deeply determined by the problems of the Turkish Kurds, their writings, which developed in parallel with a relative and ephemeral pacification of their region, present representations of an identity and a space hitherto globally ignored by writers. As a bearer of dialogue and advocate of peace and recognition, it has brought to the fore authors who are today among the most talented in the literary landscape of Turkey and has helped to decentralize a literature for which Istanbul seemed to be the only one possible literary place

La presente these est une etude systematique, bibliographique et generale des sources de la nouvelle kurde. Ainsi q'une tentative de saisir sa genese pendant la premiere moitie du siecle. Nous avons donne dans notre travail un apercu historique sur les sources de la nouvelle kurde et sa genese. Tout en analy sant les contextes culturels et historiques dans lesquels est apparue et s'est developpe la nouvelle kurde : nous avons etabli simultanement une chronologie avec une bibliographie integrale pour chaque periode et pour chaque nouvelliste. Jusqu'en 1913, annee de l'apparation de la premiere nouvelle dans la revue rojt kurd. Le genre narratif s'est manisfeste dans la litterature classique kurde sous trois formes traditionnelles : mesnewl (roman en vers) hekayet et beyt. Ce n'est qu'en 1925, avec la publication de le xwin a (dans mon reve) de cemil sayib. Que l'on peut reellement parler de la maturite de la nouvelle kurde. L'annee 1926 marque l'apparition du premier recueil de nouvelles kurdes, ainsi que le premier numero du journal zari kim anci (1926-1932). L'annee (1939) va donner un grand elan au developpement de la nouvelle kurde grace a un groupe de jeun es ecrivains qui vont fonder la revue gelawe) 1939-1949 du kurdistan central. Les annees 1926-1939 vont etre occupees a panser les plaies des guerres en meme temps ce sont des annees de reconstructi on et de developpement. Que ce sont dans la vie economique et sociale ou dans la vie litteraire et artistique, de nouvea ux paysages se dessinent. Six grands auteurs emergent de cette generation. The thesis is a general and systematic research concerning the source for the up building and evelotion of kurdish story between the end of the nineteenth century and the first half (20 th) century. We worked on showing a brief hsitory about the birth and evolution of kurdish story, and it is done through the analysis of historical & literary stages of the different cultural context and atmospher in which kurdish story knew and had bee n introduced to its own prosperity. The analysis of some stories and texts has a lions share within my research. The sisty stories written by "mulla mahmudy bayazeedy " in the end of the nineteenth century (1860) which were published in " petrousborg" are considered the first steps for writing stories in our kurdish literature. In "1913" the term of "story" as a literary term for this genre was known and established by " fuad tamo " in "rozhy kur d-the kurds sun " magazine. "peshkawtin-progress" 1920-1921" as a newspaper, which was editted by "majorson" the judge of "sulaimaniyhia" played a great role for publishing the translated stories from other languages into kurdish, and thus the term of "story" and western fiction was known for the kurds and the term as a genre was deep-rooted. The influence of this newspaper made "jamel saeeb" write a novel named "in my dream" in 1925 which was regarded a new stage for the evolution of kurdisd story. "hawar-the call" magazine "1932-1943" which appeared nine years before" galawzh" magazine was an additional step, concer -ning quality and quantity, and it had established"damascus-school" in kurdish fiction. The in " rozhan nu-the new day" &" ronahy-ligh" in damascus and beireute they followed the same way. In "galawezh" magazine (1939-1949) we came in contact with three great story-writers (ibrahim ahmed, shaker fatah and sa jady)

Abstract:
The purpose of this paper is to study the processes of identity and feelings of connectedness among first and second generation of Kurds in the Swedish society. In previous research I assumed that this sense of belonging to a nation includes identity and language. As regards the theory part, I have chosen to use a number of studies to elucidate this issue. The theories used in the study focuses primarily on the understanding of identity. Identity in this context can include linguistic, religious, cultural acts, even nationality or that claiming membership to a particular group. I have implemented twenty-four depth interviews with first and second generation of Kurds in the ages 21–58. Some of these respondents came to Sweden as refugees during the 1980s - either alone or with their families, and some of them started a family after assuming residence in Sweden. The other respondents, called second generation of Kurds, either came as children or were born here in Sweden. The method used in this thesis is a qualitative data study which aims to create a deeper understanding of the underlying causes of the phenomenon or event explored. I chose the qualitative research method because it provides an appropriate framework for performing this type of study where the focus is in a deep description of personal experiences. Results from my research shows that almost all respondents have a sense of belonging to their original homeland (Kurdistan) and their second homeland Sweden. Respondents identify themselves based on how others in society perceive and categorize them. It also appeared that the second generations of Kurds have better opportunities to influence, act, communicate, balance and to create as well as recreate their identity than the first generation of Kurds. The results show that the younger generations of Kurds have a stronger ability and courage to exhibit their chosen existence or identity(s) in the Swedish society. Their curiosity and tolerance are part of this new young generation of Kurds, and they are building a strong identity within their environment. According to the respondents, the first socialization begins in the family. The family's dear and close people is the individual's first contact with the outside world.

Le projet de la négation de la réalite kurde qui démarre en 1920 en Turquie constitue une entreprise politique totale aux multiples aspects. L'analyse de son aspect linguistique, limité à la désignation du peuple, du territoire et de la langue kurdes dans le discours scientifique et politique turc, fait état du desarroi et des troubles discursifs liés à l'interdiction d'usage du radical kurd. L'examen des principales stratégies de référence employées dans 66 titres d'écrits scientifiques turcs, dans les questions posées dans un ouvrage didactique, ainsi que dans les discours de dirigeants de partis politiques turcs concernant les réfugiés kurdes d'Irak, revèle : 1) l'évitement des termes tabous - kurdes - et - Kurdistan -, remplacés par des descriptions de type géographique ; 2) l'usage du radical kurd pour désigner uniquement le peuple et la langue kurdes ; 3) le recours à des procédés métalinguistiques et redéfinitoires destinés à changer le sens de ce radical
The plan to negate the kurdish reality emerged in Turkey in 1920. It has been an all-encompassing political undertaking involving many elements. The analysis of its linguistic aspects, limited to the designation in Turkish scientific and political discourse, of the people who populate the Kurdish territory and of the Kurdish language, demonstrates the confusion and discursive problems which have accompanied the ban on using the word stem Kurd. Examination of the main reference strategies used in 66 Turkish scientific publications, in the questions raised in a didactic work and in the discourse of Turkish political party leaders when referring to Kurdish refugees from Iraq reveals: 1) avoidance of the taboo terms - Kurds - and - Kurdistan -, and their replacement with geographical descriptions. 2) use of the word stem Kurd exclusively to designate the Kurdish language and people. 3) use of the metalinguistic and redefinition processes intended to change the meaning of this word stem

Cette étude, basée sur des enquêtes sociolinguistiques menées auprès des Kurdes des quatre pays constituant le Grand Kurdistan (Turquie, Iran, Irak et Syrie), tend à exposer la complexité de la situation actuelle des communautés linguistiques kurdes. Elle cherche également à comprendre les aspirations des Kurdes par rapport à leur langue. Un ensemble de phénomènes sociolinguistiques sont observés et analysés, tels que : les compétences et pratiques linguistiques, les statuts et fonctions des langues, les attitudes et représentations sociolinguistiques, l’insécurité linguistique, la loyauté linguistique. Différents types d’analyses ont été utilisés : quantitative, qualitative et comparative. L’objectif est de fournir une vision plus claire de la situation sociolinguistique de la langue kurde dans chaque communauté kurde mais aussi pour l’ensemble des quatre communautés kurdes du Grand Kurdistan
This study, based on sociolinguistic surveys conducted among Kurds in the four countries comprising Greater Kurdistan (Turkey, Iran, Iraq, and Syria), aims to illustrate the complexity of the current situation of Kurdish linguistic communities. It also seeks to understand the aspirations of Kurds regarding their language. La présente recherche vise à comprendre les expériences de conflit des femmes dont les maris ont rejoint les forces de guérilla dans les rangs du Parti des travailleurs du Kurdistan (Partiya Karkerên Kurdistan, ou PKK). L'étude est basée sur ma recherche ethnographique de 30 mois à Diyarbakır, la capitale non officielle du Kurdistan, et reflète les récits de 22 femmes. Elle se concentre sur les expériences de celles-ci vis-à-vis de l'État turc, de leurs propres familles et de celles de leur mari, et du mouvement kurde, tout en occupant et en façonnant différentes positions en tant qu'épouses/veuves de guérilleros, activistes politiques et suspectées de terrorisme. S'appuyant sur des approches féministes intersectionnelles et post-coloniales, la recherche cherche à montrer comment les femmes construisent leurs capacités d’agir face à différentes formes de violence à partir de leur vie quotidienne. L'analyse s'articule autour de trois axes. Premièrement, je présente une analyse etnographique de la vie des femmes en tant qu'épouses/veuves, laquelle jette également les bases d'une analyse plus approfondie. Deuxièmement, je me concentre sur les relations des femmes avec le PKK, où celles-ci redéfinissent les normes de genre au sein de l'organisation. Troisièmement, j'explore la manière dont les femmes font avec la violence structurelle et politique. L'étude montre que les femmes élaborent des stratégies pour être les agents de leur propre vie quotidienne ; ces stratégies sont profondément façonnées par la disparition de leurs maris et l'"attente" de leur dénouement. Ces positions, selon moi, ont des aspects habilitants mais aussi restrictifs en raison de la reproduction des relations entre les hommes et les femmes. Enfin, la recherche soutient que ces positions doivent être évaluées face à la violence destructrice de l'État et à l'oppression familiale contre lesquelles les femmes luttent dans leur vie quotidienne
The present research aims at understanding the conflict experiences of the women whose husbands have joined the guerilla forces at the ranks of the Kurdistan Workers’ Party (Partiya Karkerên Kurdistan, or the PKK). The study is based on my 30 months long ethnographic research in Diyarbakır, the unofficial capital of Kurdistan, and reflects the narratives of 22 women. It focuses on the women’s experiences regarding the Turkish state, their own and their husbands’ families, and the Kurdish movement While occupying and shaping different positionalities as wives/widows of the guerrillas, political activists and suspects of terrorism. Informed by intersectional and post-colonial feminist approaches, the research seeks to show how women build their agencies vis-a-vis different forms of violence from within their everyday lives. The analysis has three legs.First, I lay out an ethnographic analysis of women’s lives as wives/widows, which also lays the ground for further analysis. Second, I focus on women’s relationships with the PKK where women redefine gender norms within the organization. Third, I explore how women agentively navigate structural and political violence. The study shows the women craft unique strategies to be agents of their own everyday lives; these strategies are deeply shaped by their missing husbands and the “waiting” for their denouement. It reveals that such waiting creates moral positions that turn the women into representatives of the guerrillas. These positions, I argue, have empowering as well as limiting aspects due to the reproduction of gender relations. Finally, the research contends that such positions need to be evaluated in the face of destructive state violence and family oppression that the women struggle with in their everyday lives

Abstract:
Introduction: Understanding the maturity of organizational governance means verifying whether the organization actually executes and follows the activities established in its governance framework (structures, systems and processes). It is associated with the continuous improvement of an organization's skills and processes, carried out with a view to increasing its productivity in a defined period, which is managed, measured, controlled and effective as a process in organizational evolution. Objectives: It consisted of evaluating the semantic and content quality of the questions on the scale, considering the degree of agreement in understanding, clarity and importance of the proposed items. Methodology: Participation in the study, of seven employees from public institutions in Paraíba, predominantly male and working in the legal, management and teaching areas, with academic qualifications, including doctorate, master's degree and specialization. Kappa, CVI, RVC and Kuder-Richardson indicator statistics were performed. Results: All items were greater than 80% in the degree of agreement in understanding, clarity and importance, the Kappa index ranged from 0.90 to 1.00, in the calculation of the Kurder-Richardson Rhô (KR) it was 0, 89, the CVI and RVC indices were 1.00. Discussion: The instrument revealed that all items reached a percentage of agreement greater than 80% for understanding, clarity and importance of the content assessed by the participating judges in both semantics and content; the IVC and RVC indicated high levels of reliability in evaluating the content of the items and Kappa revealed suitability in the perfect content category. Conclusion: In general, the scale aimed at measuring organizational governance maturity is valid in its semantics and content; revealed, in the judges' opinion, that the items corresponded to the logic and meaning of the questions theoretically raised in terms of understanding, clarity and importance, guaranteeing the robustness of content validation.
