Full textNa expetativa de relacionar e solucionar problemas que se nos colocam diariamente na área de “Administração e Gestão Escolar” a que, por questões profissionais, direta ou indiretamente, estamos vinculados, optámos, no quarto semestre, por uma vertente prática – estágio – cuja área específica de intervenção consiste num tema que, pela sua acuidade na escola atual, pretende assumir-se como um espaço obrigatório de ação, diálogo, reflexão e permanente procura de melhoria, de modo a prestar, dia após dia, um serviço de qualidade: a autoavaliação. A par dos gestores da Administração Escolar estão todos os profissionais da educação com especial enfoque os que coordenam o processo de avaliação interna/autoavaliação. Este processo deve ser complementado pela avaliação externa e pelos espaços de autonomia, que apesar de ser de caráter obrigatório, como está disposto na Lei 31/2002 de 20 de Dezembro, e, “sendo um instrumento de desenvolvimento das escolas enquanto instituições com um projecto próprio e mobilizador dos seus recursos e das suas competências” (Avaliação Externa das Escolas, IGE, 2011), ainda não está verdadeiramente implementado nas escolas. O caminho para atingir a eficácia, a qualidade e, consequentemente, a excelência, faz-se com o contributo e forte envolvimento de todos os atores educativos, na certeza de que a autoavaliação permite uma tomada de consciência da escola que temos e das estratégias a adotar para incessantemente a melhorar e ir sempre mais além no processo de ensino e aprendizagem. As escolas têm vindo, lentamente, a aprofundar os seus processos de autoavaliação, abrindo-se cada vez mais a novos grupos e recorrendo a uma maior diversidade de instrumentos com caráter mais estruturado e sistemático. Contudo, ainda há um longo caminho a percorrer…é necessário a criação de uma “cultura de escola de autoavaliação”. O presente relatório reflete a prática vivenciada e adquirida no período de estágio, abrindo lugar à descrição, à análise, a considerações teóricas das temáticas apresentadas e à reflexão crítica das atividades desenvolvidas em estágio, bem como as conclusões acerca do contributo pessoal e profissional que esta experiência teve para nós. O estágio permitiu-nos ter um contacto com os diversos órgãos da Administração e Gestão Escolar, inteirando-nos do seu funcionamento específico, das suas funções e competências: Conselho Geral, Direção, Conselho Administrativo e Conselho Pedagógico. In the expectation of being able to relate and solve problems that place to all of us daily in “Administration and School Management” context to which, by professional matters, direct or indirectly, we are linked in, we opted, in the fourth semester, for a practical slope – traineeship. This very specific intervention area comprises a subject that, for its perceptiveness in the contemporary school, intends to be assumed like a compulsory space of action, dialog, reflection and permanent research of improvement, to delivery and excel, day by day, a quality service: the auto-evaluation. At same time managers of School Administration and all the education professionals are implementing a special approach, mainly those who coordinate the process of internal and auto-evaluation. This process must be complemented by the external evaluation as well as by the spaces given by autonomy, which in spite of having a compulsory bond, disposed in the Law n.º 31/2002, 20th of December, and, “being an instrument of school development, as an institution with its own project and mobilizing its own resources and competencies” (Schools External Assessment, IGE, 2011), is still not fully implemented in the schools. The way to grasp the efficiency, the quality and, thus, the excellence, is only possible with the contribution and strong involvement of all educative actors, convicted that auto-evaluation allows a school awareness with strategies to adopt for improving persistently and always going further more in the process of teaching and apprenticeship. Schools have been, slowly, deepening its own processes of auto-evaluation, opening more and more to new groups and applying to a major mechanisms diversity which have more structured and systematic character. Nevertheless, there is still the long way to be done … It is necessary to create a “culture of school auto-evaluation”. The present report reflects a practice endured and acquired in the traineeship period, opening place to the description, analysis, theoretical considerations of the presented themes and to the activities developed in traineeship critical reflection, as well as the assumptions about the personal and professional contributions that this experience had for us. The traineeship allowed us to interact with several structures of the School Administration and Management, advising us about its specific functioning, about its purposes and competencies: General Council, School Direction, Administrative Council and Pedagogic Council. Dans le but de mettre en parallèle et de résoudre les problèmes auxquels nous sommes confrontés tous les jours dans le secteur de " L’Administration et Gestion Scolaire”, à laquelle nous sommes liés pour des raisons professionnelles, directement ou indirectement, nous avons décidé, dans le quatrième trimestre, pour un côté pratique –stage – de prendre en charge un domaine d’action spécifique qui, par sa pertinence dans l'école actuelle, entend se positionner comme un espace d'action obligatoire, de dialogue, de réflexion et de recherche constante d'amélioration afin de fournir jour après jour, un service de qualité: d'auto-évaluation. Avec les responsables de l'administration scolaire et l’ensemble des enseignants nous mettons en premier lieu ceux qui coordonnent l'évaluation interne et / l’auto-évaluation. Ce processus devrait être complété par une évaluation externe et les espaces d'autonomie, en dépit d'être obligatoire, comme cela est prévu par la loi 31/2002 du 20 Décembre, et “étant un outil pour le développement des écoles en tant qu'institutions d'un projet et de mobiliser leurs propres ressources et competences” (évaluation externe des écoles, IGE, 2011), n'est pas réellement mis en oeuvre dans les écoles. La méthode pour assurer l'éfficacité, la qualité et, par conséquence, l'excellence, passe par la contribution et l'implication forte de tous les acteurs de l'éducation, dans la conviction que l'auto-évaluation permet une prise de conscience de l'école que nous avons et dans la stratégie à adopter pour améliorer constamment et aller plus loin dans le processus d'enseignement et d'apprentissage. Les écoles sont parvenus progressivement à améliorer leurs méthodes d'auto-évaluation, s’ouvrant de plus en plus à de nouveaux groupes et ayant recours à un plus grand nombre d’outils divers et variés permettant une structuration et une systématisation. Cependant, il reste encore un long chemin à parcourir ... il est nécessaire de créer une “culture de l'auto-évaluation" . Ce rapport reflète la pratique et l'expérience acquise dans la période de stage, ouvrant la voie à la description, à l'analyse, aux considérations théoriques des questions présentées et la réflexion critique sur les activités menées dans le stage, ainsi que les conclusions sur l’enrichissement que cette expérience nous a apporté sur le plan personnel et professionnel. Le stage nous a permis d'établir un contact avec les divers organismes de l'Administration et Gestion Scolaire, nous familiariser avec son fonctionnement spécifique, de connaître leurs fonctions et leurs compétences: Conseil Géneral, Directeur, Conseil Administratif et le Conseil Pédagogique. Este trabajo surge por la necesidad de relacionar y solucionar problemas que se presentan a diario en lo que concierne a la Administración y Gestión Escolar, que por cuestiones profesionales y por su acuidad , pretende ser un espacio de acción, diálogo y reflexión, buscando permanentemente mejorar, para poder presentar un servicio educativo de calidad: la autoevaluación. Así como los gestores, todos los agentes de la educación están involucrados en el proceso de auto-evaluación, que sólo estaré completo con la evaluación interna, externa y con el proyecto de autonomía, tal como refiere la Ley 31/2012 diciembre, “siendo un instrumento de desarrollo de los centros escolares con un proyecto propio y mobilizador de sus recursos y competencias” (Avaliação Externa das Escolas (Evaluación Externa de Centros Escolares), IGE, 2011),” La única forma de conseguirse la eficacia la calidad, y por consiguiente, la excelencia, se hace involucrando a todos los agentes educativos en el proceso de autoevaluación, pues éste permite, seguramente, una tomada de consciencia sobre la escuela de hoy y nos hace reflexionar y adoptar las mejores estrategias, para intentar desarrollar y mejorar el servicio educativo a cada día. Los centros educativos están implementado sus propios proyectos de autoevaluación, a medida que se abren a otros grupos, usando varios instrumentos, más sistemáticos y estructurados. Todavía, hay un largo camino que hacer…y es necesario crear una cultura de autoevaluación de los centros educativos. Este trabajo refleja la práctica vivida y adquirida en el periodo de prácticas, abriendo lugar a la descripción, análisis, a las consideraciones teóricas temáticas. Permitió también una reflexión crítica sobre las actividades desarrolladas en las prácticas y sobre las conclusiones, que tienen que ver con la contribución personal y profesional que esta experiencia tuvo para nosotros. Las prácticas nos permitieron tener un contacto más cercano con los órganos de la administración y de gestión escolar, de manera que nos enteramos completamente de su funcionamiento específico y de sus competencias, nos referimos al: Consejo General; Dirección, Consejo Administrativo y Consejo Pedagógico.

Full textThe school system in France faces more and more problems, first to become more effective and respond to the teenagers' awkward development, then to settle the uneasy distribution of every actor's responsibility in the school. This system is rather remarkable in the fact that the educational and the teaching functions are obviously separated. Thus the educational staff have their own mission, facing that of the teachers but this position of the two missions keep unconnected relationships that can be tense at time. This is due to the teachers' unwillingness to consider the supervisors, and, on the other hand to the supervisors' lack of collaboration with the teachers. As a matter of fact, when investigating on their stereotyped functions, we must admit that the teachers have the honorary charge of transmitting knowledge whereas the educational staff have to assume the responsibility of discipline. It may though appear illogical to see the quality of the school being more and more based on their good behaviour and on the educational landmarks they are supposed to give the teenagers. Moreover the educational function has evolved so much for the last 15 years that it has experienced a real charge and has turned into an arbitration, assistance, regulation, attention and counselling function. Those behaviours are even more important than the discipline itself. With such an explosion of the educational mission in schools, the question is "should the educational supervisors hold their specific position, couldn't the teachers entirely resume their function which was as much intellectual as it was social, moral, and even sometimes spiritual. " This would be the ideal solution but our school system is not ready to do so at the moment. Consequently the educational supervisor should preferably be preserved and meet their social, human, and disciplinary mission

Full textThere is a certain amount of confusion regarding the function and role of councils. Even the notion of "collégialité" (opposite of "uniqueness"), as used by the legislator is itself ambiguous. In order to carry out a closer study of these organizations, we referred to as "collectives", it was decided to consider only those relating to school and university administration. Within this relatively coherent group, the purpose of this study is to look for a common law leading to the creation of a statute. The summa divisio of the research makes the distinction between the internal rules of the collectives and those governing the collective organs within the administrative system. Despite the impression of order the system is complex and incompatible with traditional classification and this, in itself, calls for a new approach : the "new comitology"

Full textThe process of an administrative reform is discussed in this dissertation. The reform was initiated in 1989 under the aegis of the then prime minister, michel rocard, with a view to enhaucing individual accountability in the civil service, through greater budgetary flexibility and effective use of skills. It relies on a body of beliefs gradually constituted since the end of the forties around the entrepreneurial world, through business management institutions and scientific validation mechanisms. Inspired by conclusions presented by a senior official's association ("service publics"), reformers around michel rocard defined the main lines of the reform. Its materialization opposed the pro-reform ministry of civil service and the budget ministry, guardian of traditional budgetary rules. Within the reformed administrative services, different degrees of involvement were seen in three different staff categories : the managers, in favor of budgetary flexibility and a symbolic dimension;innovative personnel, often at line management level, seizing reform-related opportunities; and the subdued rank and file who gradually lost interest. The discussion si geared to the notion of change as a result of representations and beliefs, the mobilization of innovative personnel, existing political opportunities and the actual definition of the reform by implementing agents

The analysis stresses signification given to agressive behaviour by the participants themselves as they see it (here and there). In this context i consider that the underlying interactions are significant factors. In fact, in social violence, three actors are usualley involved, the assailant, the victim and, often, a third person. Each of these actors views the situation differently, has his own prospect and strategy. They are all active participants in the construction as well as in the deconstruction of the situation one intention of this study is to analyse the interactions of signigicances and conflits brought forward by the confrontation of siffering definitions of the situation. This analyses brings you beyond the very moment when violent behaviour actually occurs. The agressive interaction is analysed within a larger context of conflictual interactions. The present approach ( multireferencial) is related to a number of references, its target is to multiply the points of view on this single subject

Full textThe novels of W. D. Howells can be construed as an attempt to look at the world 'with the eye of the economist'. Any inadequate or irrational management of resources (be they material, emotional, linguistic or semiotic) adversely affects the plot and the narrative itself. But the novelist-economist also uses an economic framework to reform reality: his task is to redefine the relationship between art and money, masculinity and femininity, the private and the public sphere. The novel is a rational mechanism which redistributes gains and losses, and balances the accounts. Finally, Howells's aesthetic is informed by economic concepts, and objectivity is defined as an economical treatment of reality. Realism appears as the self-proclaimed gold-standard of linguistic exchange. In "A Hazard of New Fortunes", however, Howells transcends his obsession with profit and frugality, and defines a modern aesthetic based on risk-taking and extravagance

It is based on the randomized experiments of the AGEMAD Initiave through meetings among schools and CPRS for the etablishment of accountable and efficient schools. Its shows the importance of the citizen's participatior in management by the implementation of accountability, transparency, and the participation of the parents in the decision-making and control. Its main objectif is to highlight the impact of the approach on the key variables of school management. After a significant time of observation (from 2005 to 2011), it has been proved that the approach could improve the indicators of school management in a sustainable and significant way. However, any long-term impact on performance indicators has not been proved so far. The analysis of the actor's pratice as well as the context effects allows to propose an improvement

Full textAccording to Standish Group (“Chronicles CHAOS” – 2004) the rate of failure of the projects in various industries varies between 61 and 92%. Why a project can fail? … The historical approach of the project management based on a normative approach showed its limits. From the questions of effectiveness of the current normative approach of the project management, we carried out a review of literature which led us to conclude that the discipline needs a handing-over on epistemological and methodological level. The routine way of the interpretation of the current normative approach tends to darken the deontology of the discipline. Thus, through our first tudy, mobilizing the “grounded theory”, we wished to exceed this instrumentalist vision. Started from an observation on the limits of the current project management, we were brought to analyze a true project (the mission of tramway of Bordeaux) and discovered the importance of the duality for a project, built on dimensions of the structural theory. The research undertaken near the mission of the tram indeed allowed us to highlight the importance of an approach based on the process of the structuring. We thus saw emerging two poles evolving jointly: the structure and the actor. Thus we could, by the means of the grounded theory approach, distinguish some theories which potentially can bring additional options in the exploration, the exploitation and the project management: the theory of conventions; the neo-institutional theory and the structuration theory. The neo-institutional theory refers mainly to the structure, the conventions’ theory refers to the actor. However, the project management represents the management of a particular structure which is subjected to the contextual constraints (time and space). Our final choice was thus made on the structuration theory which we consider as more adapted for investigating the project management with its constraining and habilitating consequences. We then focused ourselves on the applicability of the theory of the structuring in a concrete situation of the management of the project. Our objective was to propose a structuralist approach while veloping the use of an abductive reasoning. Thus we went back again on the ground (Service “Payroll” of the accounting department - University Victor Ségalen Bordeaux 2) to create (and observe) a new service in the accounting department, following the passage of the universities to the responsibilities and widened competences (RCE). This ction-research approach fell under a scientific expedition dissimulated for reasons of objectivity in which our role was that of not-declared observer. By this work, we consolidate our idea that the classical approach (normative) of the project management restricts the analysis with parameters which do not take account of the context in which the project evolves. We lean towards a management of good sense which it calls upon the concept of reflexivity of the actors as evoked by Anthony Giddens in the structuration theory. That corresponds to faculties of the actors to position in a context and to act according to their knowledge and competences, and not necessarily according to the decided objectives. In the case of the project management this becomes a crucial factor

Full textThis thesis focuses on the acquisition and construction of universities professors skills when they manage French university organizations (presidents, vice-president, deans, department head. . . ). In the context of the changing environment and a competitive challenge of the French higher education, managing a university is usually characterized by a multitude of complex tasks, interpersonal quite difficult relations and, often demanding results requirement and restrictive resources. Academic managers in public institutions must reconcile the values of public higher education, performance requirements and good governance. In response, the university managers find themselves required to meet multiple needs and expectations of different universities stakeholders. In this research, we try to show that, when taking these missions of management and governance, university managers acquire and build their skills mainly through practical experiences, logical capabilities, and mimicry. The acquired and constructed skills are formalized, operating and managerial skills. We also show that it is no longer possible to elect university leaders only on academic performance or on professional years of service but mainly on individual and collective managerial performance and interpersonal skills

To make those decisions, several management tools can be found like the fixed assets accounting. Those tools constitute the asset management system. It is what is marked on the research about the asset management. Our study is about the way in which those decisions are made on the level of two malagasy's municipalities: the suburban municipality of Ambohimanga Rova and the rural municipality of Mahabo. The analysis of several decisions implies the potential roles of those tools which does not stop only with the decision-making process but can also constitute elements of legitimation of political decisions

Full textThe ISO 14001 certification for environmental management systems provides businesses with social legitimacy. Since its creation in 1996, this particular standard has experienced an increasing popularity. However, its legitimacy is directly linked with the independence of the audit process, as well as with, among other factors, its direct link with the improvement of the businesses’ environmental practices and performances. Nonetheless, the fact remains that these questions have rarely been explored in the formal literature. Therefore, the goal of this qualitative research is to analyse, on the basis of interviews with professionals in the field of the ISO 14001 certification process, the various perceptions of the auditor’s independence, the ethical issues it raises, and its influence on the environmental practices of Canadian businesses. The social construction of the auditor’s independence is studied through various sensemaking strategies (Schutz, 1967; Weick, 1995), among other elements. These strategies rely on procedural mechanisms, stereotypes and a distancing process to create the illusion of trust and comfort as regards the auditor’s independence. The potential influence of the auditor’s compensation has also been analysed in this study, and the results show that the participants tend to legitimize the current compensation practices by relying on the user-pay principle, on professional conduct and on the existing processes in the field. This qualitative research also shows that, in the absence of formal rules regarding auditor rotation, having the same auditor working through several certification cycles can lead to certain relationship dynamics between auditor and auditee, which increases the client’s influence on the choice of auditors. While such permanence can have positive repercussions, it can also cause a social and technical familiarity which can, in turn, jeopardize the long-term credibility of the certification process. Lastly, the study shows that ISO 14001 certification audits are primarily concerned with procedural questions, and tend to neglect the more important issues linked to improving businesses’ practices and performances. Despite the social desirability biases inherent to the study’s goals and the participants’ answers, this qualitative research reveals true problems of conflicts of interest and lax practices that remain rarely discussed in the formal literature. In closing, the study suggests new avenues of research on the independence of all types of ISO certification audits. Full textRecently public administration, strategic management and organizational behaviour have found an intersection in behavioural microfoundation of dynamic capabilities. This thesis starts by defining this field and keywords of the research question. The aspects are treated through literature reviews and empirical analyses following a positivistic vision. The attention is on public organizations. After discussing the evolution of paradigms, such as New Public Management and Network Governance, the investigation is limited to local governments. Municipalities are characterized by proximity to external stakeholders and the possibility to apply strategic concepts, such as dynamic capabilities, which have been mainly a crucial factor in the private sec-tor. Two dynamic capabilities are relevant: innovation and ambidexterity. The thesis defines these constructs and studies their antecedents. In microfoundation, two major fields are cognitive capabilities, related to psychology, and social capital, connected to sociology. The study highlights knowledge-based relationships within and outside organizations with three elaborations: the development of a model of knowledge management, a review on internal relations, another review concerning external networking. The literature on individual cognitive capabili-ties is vast. The focus is on mindfulness and political skill. Both constructs are defined and links to social capital and dynamic capabilities are elaborated. Individual and multilevel hypotheses are developed for each construct. The following parts answer these hypotheses at the individual level empirically. The multilevel hypotheses are left at the theoretical side. They are useful for future research, having collected data also at the organizational level. The first step concerns a case study in a local government through social network analysis, assessing internal relation-ships through an ego-network data collection. This exploratory research shows links between internal social capital and perceived innovation. Secondly, a section discusses methodological choices and good practices to build a questionnaire. The debate oncommon method biases al-lows an evaluation of the limits and strengths of the survey. The questionnaire includes scales already validated with translation-back-translation. The ambidexterity scale was adapted for public organizations. For external networking, there is not a single scale used identically in academic articles. Empirical studies are analysed and various items related to different external stakeholders are evaluated with a team of scholars in public management and public servants. The survey is administered in Italian local governments. Data collection is significant: 551 municipal employees working in 50 municipalities answered the questionnaire. In particular, 484 employees in 46 municipalities filled in the part about ties with colleagues. Exploratory and confirmatory factor analyses evaluate the structures of measurements and allow to evaluate the reliability and validity of measurements. The microfoundation hypotheses of innovative behaviour and individual ambidexterity are tested statistically with OLS linear regression presented in a hierarchical way and with the option to control for nested effects at the level of municipalities. A second methodology, Hierarchical Linear Modelling confirms results. In order to validate these results and to analyse in-depth mediation hypotheses, a third methodology based on Structural Equation Modeling is conducted. The results confirm that cognitive capabilities, mindfulness and political skills, and social capital, internal and external, may have positive effects on individual dynamic capabilities in local governments. Full textAlphonse of Poitiers, count of Poitiers and Toulouse, brother of the king of France Louis IX, rules the most important principality of the realm in the middle of XIIIth century. Despites this and because of the charisma of his brother, historians were never very interested in studying him. Many sources are available and published for most. Still they are not been used very often or at least barely to study the administration of the prince in detail. These documents had been mostly designed to manage the domain (writs, accounts, feudal registers) and show how worked the different parts of the administration in charge of it. The fact that we have no equivalent in the archives for the royal domain since the accounts burned in 1737 gives to these documents their utmost value.This thesis tries to renew part of what we know about the count of Poitiers, and claims in particulary for a global approach of his administration. The purpose is not only to describe the precise duty of every officers, but to understand the intellectual ground on which the domanial administration is based. The demonstration follows a logicial division between the prince, his local administration and his central administration in order to deal with three aspects of the same question : political or ideological issues, balance between the prince and local elites, the ressources (people and documents) used to rule. Because sources are too abundant, the local administration is mostly studied in Poitou and Saintonge only. A great part is dedicated to the accounts which are at the very heart of this work. Besides the study and the appendices, the thesis is made of a thick edition of almost all the domanial accounts of the prince, except those which concern the southern part of the principality. These archives are the only ones known in France which are complete enough to allow a real understanding of the capetian accounts process. This study gives an interpretation of the mechanisms and conception of this process

" The thesis analyzes these relations within the context of deciding on the orientation of pupils in secondary schools, particularly as regards "high school structure reform" in Korea (1990-1995) and the implementation of the "80% policy" in France (1980-1992). Full textThough researchers currently tend to focus on the pupils’ difficulties in order to help them out, this work concentrates on the success some learners encounter, in mathematics. If this subject deters a large number of individuals, others excel at it nonetheless. The studies that try to explain their success (in mathematics didactic, but not exclusively) offer hypotheses linked with conation, overcoming of obstacles and implementing efficient learning strategies but the teachers are only partially satisfied by those answers. Metacognition and mental management prompt the pupils to become aware of their mental functioning and could by their approach enlighten the phenomenon of success that is observed. Two series of six educational dialogues have been carried out with six “successful” learners. They had to solve arithmetical problems of application – which is a very common category at school – in order to bring out the procedures they used. The analysis of those interviews through metacognition and mental management showed quite a number of invariants in the mental functioning of those pupil – concerning metacognitive knowledge, the setting up of metacognitive skills, evocative activity, assertion of intention, mental gestures – and would suggest the elaboration of a “ mathematics-successful profile”. By connecting and using those two approaches, research can bring a better understanding of the mental mechanisms used to succeed in solving arithmetical problems of application

In view of democratic experience, by now reaching as far back as several centuries, due to concepts providing a theoretical meaning coherent with the generic notion of “power of the people”, local citizenship becomes a concept based on the practice of local, participative democracy – the experience of a participative budget in Porto Alegre is the basis of Town Statute, Law No. 10257/2001 in Brazil, where the participation budget has become federal law. In analysing the performance of this law on the field, participative democracy in progress has been observed for many years. This phenomenon has in the long term generated a different citizenship from the traditional one: here we are referring to the concept of local citizenship

Full textThis thesis aims to reveal the tensions, but also the probable resources, of a system of regulation of the school system which is based on disciplinary procedures and on the delegation of the responsibility of pupils temporarily excluded within devices outside the school. The stories of school experiences, data from various questionnaires, professional postures, institutional logic, experiments and public policies will be put in perspective, in order to shed some light on this phenomenon of opposition of some students to the school system, especially with regard to teachers, figures of the school institution who will also have our interest.After explaining the context of the research and the methodology used, the issues related to the populations of the disadvantaged territories in the sociology of education will be discussed. From the population to the territorial approach, it will be a question of resituating the existence of the devices on the global political scale, to analyze the functioning and the effects of those of our study. The expected effects will be put into play with the effects actually observed and felt by the different actors interviewed. Thus, the shared school experience of the students and the conceptualization of the difficulties and needs then identified will lead us to question their relations with the teachers. In order to make a coherent comparison, the study of teacher perceptions based on the school's territorial affiliations will allow us to account for significant nuances and with a great potential to harm the report to the student. The teacher-pupil relationship can finally be seen as a receptacle for the various tensions that are playing out on a more general scale of the institution and society. As such, this relationship will be considered as the essential pivot to think resources to mobilize for a better experience of each other within the colleges of these territories. Action tracks will then be considered in the light of the few experiments studied elsewhere

Full textThis dissertation aims to articulate the concept of creative production in terms of what many consider to be its antithesis, bureaucracy. lt emerges from the desire to increase our understanding of creativity by examining it in a type of organization where it is less likely to be observed. ln substantial terms, bureaucracies are considered in light of the rules that regulate them, an idea we articulate further using the concept of organizational routines. Our study is divided in two parts. The first contains the theoretical aspects that culminate with an ecological model of the bureaucratie organization that follows the notion of organizational routines. This section is further subdivided: the fïrst chapter is dedicated to the introduction of the principal concepts, namely bureaucracy and creativity. An in-depth discussion of these concepts follows in Chapter 2, where we further explore the etymology and attributed meanings of the somewhat nebulous term, "bureaucracy". This chapter also lays out the theoretical framework (and its attendant constraints) with which we examine the trajectories of new ideas within public administration. Chapter 3 presents a short history of creativity, followed by a discussion of collective creativity, which we implicitly associate with organizational routines in the bureaucratie context. These routines are considered in their many forms and categories, each of which represents a specific imagination of the bureaucratie organization.The second part features an empirical analysis of the issue of creativity. Our methodology, inspired by the praxeological view of the Austrian School, is distinct insofar as it posits a radical division between theory and empiricism. Chapter 4 clarifies the implications of this standpoint and describes our approach. Chapter 5 presents the case principally from the point of view of secondary documents, and we introduce our case-study, the Council of Europe, with a principal focus on its historical dimensions. This chronological approach helps us describe a number of attitudes, routines, and beliefs that inform the critical approach of Chapter 6. This last chapter describes elements relevant to the circulation of ideas in the context of the Council of Europe, particularly as they pertain to structure and incentives within the administration

Full textThe purpose of this work was to contribute to the explanation of achievement differences between social groups. Several studies have revealed that the reputations of intellectual inferiority that usually target stigmatized group members can alter their cognitive functioning (i. E. Stereotype threat hypothesis, Steele, 1997). Though research has repeatedly demonstrated that the performance of low status group members, (e. G. Blacks in the United states or women) can be disrupted by stereotypes alleging intellectual inferiority when they are made salient, very little id known about the process underlying this pehnomenon. We hypotesized that the suspicion of lower ability faced by low status group members in evalutive settings can lead them to focus on the self-evalutation implications of a potential low performance. This focalization in turns would generate sel-regulation demands that would disrupt performance on the main task. Our first study shows that evaluative situations affect stigmatized individuals' self-esteem and motivation. Moreover, when these individuals have the opportunity to affirm positive aspects of the self, their performance increases (studies 2, 3 and 4). In other words and in accordance with our hypothesis, stereotype threat appears to involve some self-regulation. However studies 5 and 6 did not allow us to determine if individuals's focus on negative self-knowledge iduces a self-regulation activity interfering with performance. Nevertheless, our work suggests that self-image devaluation generated by negative stereotypes applicability in testing situations is responsible for stereotype threat effects. Further research we review and discuss reveals that, when intellectual abilities are not perceived as fixed anymore, or when some low status individuals invalidate negative sterotypes of their group, members of these stigmatized groups perform better in evaluative situations
