Abstract:

Uppsatsens övergripande syfte är att studera fenomenen ledarskap och delaktighet i en kommunal verksamhet, mer specifik avses att undersöka ledarskapets betydelse för medarbetarnas delaktighet. Avsikten med föreliggande studie är således att studera vad i ledarskapet som ledarna och medarbetarna uppfattar påverkar delaktigheten, och hur dessa faktorer påverkar delaktigheten, stödjande eller hindrande. Den teoretiska referensramen presenterar en forskningsöversikt över ledarskapsforskning, delaktighetsbegreppets komplexitet samt faktorer i ledarskapet som påverkar medarbetarnas delaktighet.

Empirin har inhämtats genom tio kvalitativa intervjuer på två enheter inom en kommun belägen i Östergötland. Resultaten visar fler olika faktorer i ledarskapet som påverkar medarbetarnas delaktighet. Faktorerna som framkommit i studien som verkar stödjande är; visa intresse, förtroende, tillgänglighet, tillåtande, belöning och engagemang. De faktorer som påverkar både stödjande och hindrande är; relation och kommunikation. Även hur de intervjuade definierar begreppet delaktighet påverkar delaktigheten. Vi kan härleda alla faktorer förutom tillgänglighet till befintlig forskning. Undersökningen visar således att fler faktorer i ledarskapet har betydelse för medarbetarnas delaktighet.

Abstract:
The focus of this thesis is on labour-management relations in the Nigerian National Petroleum Corporation (NNPC), Nigeria. The study explores current managerial practices in the corporation and their effects on the intensification of work, and how the management sought to control workers and the labour process. The study explores the experiences of workers and their perception of managerial practices. Evidence suggests that managerial practices and their impacts on workplace relations in NNPC have become more subtle, with wider implications for workers’ experience and the labour process. Using primary data obtained through interviews, participant observation, and documentary sources, the thesis assesses how managerial practices are varieties of controls of labour in which workers’ consent is also embedded. This embeddedness of the labour process generates new types of worker subjectivity and identity, with significant implications for labour relations. The study suggests that multiple dimensions of workers’ sense-making reflect the structural and subjective dimensions of the labour process. In NNPC, the consequence of managerial practices has been an emergence of a new type of subjectivity; one that has closely identified with the corporate values and is not overtly disposed towards resistance or dissent. While workers consent at NNPC continues to be an outcome of managerial practices, the thesis examined its implications. The thesis seeks to explain the effects of managerial control mechanisms in shaping workers’ experience and identity. However, the thesis shows that while workers remain susceptible to these forms of managerial influence, an erasure or closure of oppositions or recalcitrance will not adequately account for workers’ identity-formation. The thesis shows that while managerial control remains significant, workers inhabit domains that are ‘unmanaged’ and ‘unmanageable’ where ‘resistance’ and ‘misbehaviour’ reside. Without a conceptual and empirical interrogation, evidence of normative and mutual benefits of managerial practices or a submissive image of workers will produce images of workers that obscure their covert opposition and resistance. Workers ‘collude’ with the ‘hubris’ of management in order to invert and subvert managerial practices and intentions. Through theoretical reconceptualization, the thesis demonstrates the specific dimensions of these inversions and subversions. The thesis therefore seeks to re-insert “worker-agency” back into the analysis of power-relations in the workplace; agency that is not overtly under the absolute grip of managerial control, but with a multiplicity of identities and multilevel manifestations.

I arbetslivet blir det mer och mer viktigt att företag och organisationer rekryterar rätt person. Den nyrekryterade måste ha rätt kompetens och samtidigt vara den person som passar in i företagets kultur. I det här arbetet har vi behandlat rekryteringsprocessen med inriktning mot anställningsintervjun. Uppsatsens syfte är att belysa rekryterares syn på anställningsintervjun och dess betydelse i rekryteringsprocessen. För att kunna besvara vårt syfte har vi valt att göra kvalitativa intervjuer med fem rekryterare. I vår studie beskrivs rekryteringsprocessen och anställningsintervjun ur rekryterarnas perspektiv. I intervjumanualen finns frågor om hela rekryteringsprocessen för att kunna sätta in anställningsintervjun i sitt sammanhang och ge en bild av dess betydelse. Frågeställningar som studien bygger på är: hur genomförs rekryteringsprocessen, hur genomförs anställningsintervjun för att få fram relevant information om den sökande samt vilken typ av information söker rekryteraren i anställningsintervjun och varför är den viktig. I vårt resultat har vi kommit fram till att rekryterarna har i stort sett samma syn på rekryteringsprocessen och anställningsintervjuerna. Samtliga rekryterare genomför alltid någon form av anställningsintervju och intervjun är en viktig del av rekryteringsprocessen. I vår studie har vi sett att rekryteringsprocessen följer i stort sett samma mönster: arbetsanalys, annonsering, urval, intervju, eventuellt olika tester och referenstagande. Anställningsintervjuerna genomförs ofta som panelintervjuer och den sökande får svara på nutids/dåtidsinriktade frågor. Rekryterarna söker information om den sökandes personliga egenskaper, sociala situation och i viss mån kompetens. Rekryterarna vill förvissa sig om att den potentiella medarbetaren ska passa in i arbetsgruppen och organisationen.

Abstract:

Studien har genomförts på ett stålföretag som startade friskvårdsprojektet 55+ för anställda som är 55 år eller äldre. Syftet med denna studie är att få en bild över vad äldre anställda har för föreställningar om att arbeta till 65 och diskutera hur friskvårdsprojektet 55+ kan påverka deras förutsättningar att vara kvar i arbete till pensionsålder. I studien användes kvalitativ intervju som metod och undersökningsgruppen bestod av tio anställda på företaget.

Förutsättningar som de intervjuade tog upp för att arbeta kvar rörde arbetet, hälsan, tajming med partner och ekonomin och många upplevde att de inte skulle kunna arbeta till 65 som de gör idag. Det fanns en besvikelse över att företaget inte längre erbjöd avtalspension i samma utsträckning som tidigare, eftersom de intervjuade mentalt hade förberett sig inför en pensionärstillvaro. Att de intervjuade från början inte var inställda på att arbeta till 65 kan ha påverkat deras upplevda förutsättningar i arbetet. De ställde dock om sina förväntningar och genom jämförelser med andra, såsom utländska kollegor, fann de sig i situationen. En osäkerhet över vad som gäller med pension fanns bland de intervjuade. Friskvårdprojektet kan ha fungerat hälsofrämjande, eftersom det för de intervjuade bidrog till ökad medvetenhet om hälsan. Det enligt oss största bidraget med friskvårdsprojektet var att deltagarna kände välbefinnande i att företaget satsade på just dem. Ett friskvårdprojekt kan därmed leda till ökad motivation hos äldre anställda att arbeta kvar till 65, men eftersom de intervjuade fortfarande upplevde hinder i arbetet skulle insatser även i arbetet kunna öka deras möjligheter och vilja att arbeta till 65.

Процедура оптимизации персонала на предприятии во многом зависит от того, какая методология будет внедрена. Таким образом, классический подход к оптимизации персонала выглядит довольно простым событием, однако он имеет много недостатков и не является актуальной методологией в современном управлении персоналом. Однако многие работодатели прибегают к этому, поэтому каждый участник трудовых отношений должен с ним ознакомиться. Оптимизация численности работников предприятия по стандартной методике предусматривает избавление от тех работников, которые непосредственно не участвуют в формировании прибыли компании или чей вклад в ее формирование минимален. Более того, иногда довольно жесткие меры могут применяться в виде массовых сокращений с учетом чисто экономических показателей. В этом случае негативными аспектами этого процесса могут стать снижение производительности оставшегося персонала, отстранение работников, косвенно положительно повлиявших на производительность труда, снижение имиджа предприятия и другие риски.
The procedure for optimizing personnel in an enterprise depends to a large extent on which methodology will be implemented. Thus, the classic approach to staff optimization looks quite simple, but it has many shortcomings and is not an actual methodology in modern personnel management. However, many employers resort to this, so each employee must familiarize himself with it. Optimization of the number of employees of the enterprise according to the standard methodology provides for the disposal of those workers who do not directly participate in the formation of the company's profit or whose contribution to its formation is minimal. Moreover, sometimes rather stringent measures can be applied in the form of mass reductions, taking into account purely economic indicators. In this case, the negative aspects of this process may be a decrease in the productivity of the remaining personnel, the removal of employees who indirectly positively affected labor productivity, a decrease in the image of the enterprise and other risks.

Abstract:
Organisations can create a competitive advantage through the way they design their human resource systems. High involvement work systems are considered to be a way to increase organisational performance and decrease employee turnover. However, the components involved are difficult and complex to define, and the synergy amongst the different components hard to evaluate. The literature suggests that the research is not uniform in its approach, and most research does not clearly define the variables involved or agree on the expected results of such systems. This research looks at high involvement work systems in the New Zealand organisational context, and relating these systems to employee turnover and organisational performance. The results of the study suggest that there does not appear to be a relationship between high involvement work systems, and employee turnover and organisational performance; but high involvement systems may contribute to increased labour productivity in New Zealand organisations.

Abstract:
Emotional labor has been defined by Hochschild (1983) as “the management of feeling to create a publicly observable facial and bodily display” (p. 7, 1983). Many jobs contain an emotional component that goes beyond the normal burden on feelings caused by work and thus require “emotional labor”. Hochschild (1983) distinguished between two approaches available to the emotional laborer - surface acting and deep acting. This thesis examines the relationships between employee emotional labour (Hochschild, 1983), customer perceived interaction quality and customer intention to continue the private banking service relationships. It also tests the mediating effects of customer expectations of emotional labour on the relationship between employee emotional labour and customer perceived interaction quality. Dyadic data was generated from customer-relationship manager pairs involved in private banking service relationships. Key findings demonstrate that employee deep acting relates positively with customer perceived interaction quality; however, employee surface acting does not relate negatively. At a more specific level, the greater the customer expectations of deep acting - the more positive the relationship between employee deep acting and customer perceived interaction quality and the more negative the relationship between employee surface acting and customer perceived interaction quality. The lower the customer expectations of surface acting, the more positive the relationship between employee deep acting and customer perceived interaction quality. Higher levels of customer perceived interaction quality then relate positively to the customer intention to continue the service relationship. This work helps simultaneously explore the flow of emotional labour from employees to customers and helps understand the service relationship holistically. Findings establish the importance of emotional labour and how it influences customers’ perception of their interactions. This knowledge is useful in building sustainable and fruitful service relationships for the benefit of the customers, employees and organizations.

The modern management theories show that workers perform best when they are happily engaged in what they do. The management of human productivity is all about advancing human factors which cause the employees’ welfare and reasonableness at work. These factors combine the context of work suction: the gumption, devote and getting absorbed in work. Single human competencies and human resource development of employees have strong connection not only to the organizational business performance, but also the quality of working life and organizational development, organizational creativity and innovations. The aim of developing personnel management lay in the deepest heart of organizational productivity and business efficiencies. The way in which an organization manages its human resources is also one of the centrally important factors to execution of its business strategy. When optimizing working life and organization’s productivity, the look turns to qualified management. The strategic management of personnel management includes the deep understanding of grounds and consequences of human behavior amongst working context. In optimal circumstances, human will be effective and innovative employee, when the demands and responsibilities as human being, as a family member and as a team member will be in optimal balance with working life. Opportunities for personal and occupational development and experience of success will cause work productivity, product quality and working flow. In my research I have tried to find means to improve the performance of Caritas Palvelut Corporation so, that the corporation’s vision settled for the future can be reached. I’ve tried to find out what are the effective human resources development processes, that focus on the development of organization specific ambition and intrinsic motivation drivers. I have research the aspects of lived workplace experiences including motivation drivers and every day welfare, cognitive participation like ambition stimulus, group coherence and management aspects related. I have found out, that good organizational culture verifies individuals’ willingness and talents to success together, I’ve noticed that workplace stimuli does not cause any occupational ambitions. Ambition and intellectual curiousness seem to be related more on working joy and inner reward of working tasks, than any kind of managerial approach or external factor. My research evidences, that belonginess to a group does not correlate to working joy, but rather management satisfaction and experience of knowledge leverage inside the organization. My research also verifies that the workers of target organization are willing to carry out responsibilities without too much guiding. On the other hand, working demands are seen to be adequate low. Positive managerial approach seems to correlate most favourable outcomes, but according to previous academic studies the level of managerial demands also matter. The occupational self-esteem and preciousness of one’s work relate to knowledge of one’s role in the team and organizational entity. These factors together correlate strongly with expressions of rewarding and gladness among work. Since the spirit of instrinsic motivation seems to be stemming from personal traits, the quality of working life will have only limited means for the enhancement. Still, person’s social environment and organizational culture can have a significant effect on person’s level of intrinsic motivation. In organizational context very small push and moves to the desirable direction may have remarkable outcomes. Therefore, management should be aware of the motivational drivers and existing values among working contexts.

Abstract:
This doctoral investigation explores the area of emotional labour in relation to aggressive customers’ behaviours. In more detail, it is focussing on the way employees engage in emotional labour, which can be done either by surface acting or deep acting, when they are interacting with aggressive customers and the consequences that may arise due to this method. The thematic and narrative literature review conducted by the researcher on the initial stages of this thesis provided the basis and foundations of the creation of the initial conceptual framework on managing the negative consequences of surface acting when interacting with aggressive customers and achieving the desired deep acting during those interactions. The researcher follows the constructivist / interpretivist philosophical approach in her study, and adopts the methodological triangulation for conducting her primary research by using a combination of two qualitative methods, semi-structured interviews and focus groups. The semi-structured interviews were contacted first, and the focus groups, as an additional method, had the purpose of either validating the results or adding to them accordingly. This study revealed that employees are only engaging in surface acting when they are interacting with aggressive customers. This results in a number of negative consequences. The current research has focussed on how to overcome those negative consequences. It further explored the ways that would engage employees in deep acting during those challenging interactions with aggressive customers and the positive effects. The results were presented in the empirically validated conceptual framework that has been created. The findings of this doctoral investigation have contributed both in theory as well as practice. The theoretical contributions include innovative additions to the existing theoretical gaps in the area of emotional labour in terms of how to overcome the negative consequences of surface acting and enhance the use of deep acting during interactions with aggressive customers. Further on, there are also contributions in the literature of the hospitality industry that has been under-researched in regards to this area. In addition, this research is adding to the existing knowledge of how to handle aggressive customers since it is including important findings on how to handle employees’ emotions so that aggressive customers are being treated more effectively. This also benefits the theory of marketing by offering the opportunity for further researchers to use the current empirically tested theoretical framework in order to test the relationship between engaging in deep acting and eliminating customer dissatisfaction. In terms of practical contributions, this research is adding knowledge to the hospitality industry employees, the management and the industry as a whole. While utilising this framework, both management and employees will be able to offer more genuine emotions to their aggressive customers and therefore be able to achieve the best possible results for the organisations they are working for.

Human Resource Management has become one of the most discussed approaches to the practice and analysis of employment relationship in our modern society. In this thesis I present my recommendations that organisations will function more effectively and efficiently if the people who work in them are encouraged to develop professionally and to use that approach to undertake organisational tasks. Increasingly human resource management is being recognised as crucial, not only to the individual but also to the promotion of effective and efficient organisations. In this thesis I will focus on educational management in two ways — from the perspective of the individual and from the perspective of the organisation. Educational management is a diverse and complex range of activities calling on the exercise of considerable knowledge, skill and judgement by individuals, but its practice is dependent on the culture of particular organisational settings. I focus on this constant interplay between individual capability and organisational requirements, which make human resource management for educational managers both challenging and exciting. In this thesis I will examine how the concepts, skills and insights gained through professional development can be applied by educational managers to specific organisational tasks and systems. At best this thesis encourages school managers to ask questions about their own organisations and to develop their own solutions appropriate to their organisations. My research involves a mixture of theory and practical examples, which it is envisaged will spur students of learning and educational managers to apply and refine in the future. In the final phase of my research I reveal how the concepts, skills and insights gained through professional development can be applied bv educational managers to specific organisational tasks and systems in the effective use of human resources.

Abstract:
This thesis investigates the continuing significance of the internal labour market construct for shaping human resource management practices in an international investment banking organisation. By adopting a historical perspective this study departs from existing literature and presents new explanations for understanding internal labour market theory in the investment banking industry. It also adds to existing scholarship on labour markets by considering more human resources indicators than have been previously used to differentiate labour market types. A range of approaches have been adopted. The BZW/ ABN AMRO case study has been investigated using both qualitative and quantitative methods and longitudinal and cross-sectional data. The theoretical framework elaborated has two dimensions. The first involves a model which highlights the importance of the organisational historical context for analysing the origins and functions of internal labour markets. It draws attention to certain recurring interrelated features that ultimately result in the adoption of internalised market arrangements. This aspect of the model also highlights the importance of emerging patterns in internal labour market structures that become evident over time. The second part of the framework involves a typology that establishes the existence of three different labour market types. The study revealed that a historical perspective is extremely valuable for understanding the origins and functions of internal labour markets, and for identifying two internal labour market types, the firm and occupational internal labour market types and also the occupational labour market type or external labour market. It was concluded that despite the claim made by various scholars that internal labour market arrangements are in decline, the dramatic changes experienced by the investment banking industry have proven that these arrangements are very resilient.

China’s achievement of developing a vigorous market economy is based on Chinese communist party (CCP)’s top-down reform and opening-up policies since 1978. Meanwhile, political reform of the second largest economy in today’s world is continuously delayed. Without an agenda of bringing democracy and regulation-making process into workplaces, China’s state-owned enterprises were swiftly transformed to be profit-oriented economic entities with managerial supremacy. As an authoritarian regime still run by communist party, China has to negotiate with its own socialist tradition, which entails not only restructuring labour relations in workplaces but its national ideology. This study explores Chinese Communist Party’s (CCP) politics of labour management in China’s local state sector. With use of multiple qualitative inquiring techniques, the study selects two state-owned corporations located in Shanghai region as cases, and provides an in-depth analysis on Chinese Communist Party’s (CCP) politics of managing labour force formulation as well as re-shaping employment relationship within those transitioning SOEs. The study is expected to illuminate the diversity within and across regions and industrial sectors in China. Also, these case studies suggest that CCP adopts pragmatic approaches over labour managing matters so as to ensure its sovereign influence. I will argue that the key to understand SOEs’ management rebuilding is CCP’s governing tradition of co-option and elite selection, which is a prolong legacy that has shaped the party’s personnel managing system since revolutionary era. It is also hoped that the findings of my empirical research will lead to theoretical discussion on China’s path of industrial relations in future: if such dynamic managerialism in the state sector is able to guarantee further delays of workplace political liberalisation of labour relation, or not.

The problem of managing discipline in the hotel industry ranges from senior managers failing to manage discipline correctly, to junior/middle managers having insufficient practical experience and confidence to discipline effectively and justify the decisions they have made. Senior managers therefore lack confidence in junior/middle management's ability to manage discipline. The objective of this study is to provide senior management with simple, workable solutions to manage discipline correctly. This will enable senior management to delegate the management of discipline to junior/middle management correctly; to improve the confidence of junior/middle management in the management of practical discipline; to improve the confidence level of senior management in the ability of junior/middle management to manage discipline; and to .improve the ability of junior/middle management to correctly and confidently justify disciplinary decisions they have made. The study recommends that: senior management should take the lead and initiative to allocate time with junior/middle management to plan how to manage discipline effectively; the success of senior management's performance should be measured by how well junior/middle management achieve the performance competence to formally and practically manage discipline; senior management should provide structured feedback, coaching and counselling to junior/middle management on their performance; and senior management should coach junior/middle management on how to justify disciplinary decisions. The cost of this change, namely, coaching and influencing people, is not monetary, but one of commitment. It is the choice senior management should make. The choice is to want control or to coach, namely, to use power to change or influence change, to compel or develop people to take responsibility and ownership for what they were employed to do.

Amidst a considerable body of literature on erotic dance, the voices of third parties, that is, the people who organize, supervise, manage or coordinate the labour of dancers, seldom appear. Yet, these third parties provide a setting and services that are vital to dancers’ entrepreneurial success. Furthermore, perceptions of third parties as exploitative and coercive perpetuate framings of erotic dance – and sex work in general – as harmful, which in turn invisibilize dancers’ work, as well as their skills, labour rights and grievances. Drawing from qualitative interviews with 15 third parties and 15 dancers, as well as regional regulatory texts, this dissertation seeks to trouble these stigmatic assumptions by shedding light on the work of third parties and the organization of labour in Ontario’s erotic dance sector. Mapping the occupational roles and relationships amongst third parties (e.g., managers, bouncers, disc jockeys) reveals the organizational structure and peripheries of the strip club. Through this map, we see how third parties together form the organizational structure, which operates as a parallel entity to dancers who, as independent contractors, are for the most part responsible for their own work activities and income. At the same time, because dancers and third parties must equally provide quality service to their shared customers, they are both interdependent on, and independent of, each other. This relationship ‘plays out’ through occupational and situationally adaptive performances, which reiterate and resist normative gender, racial, and class scripts to produce the ‘party’ environment of the strip club. Simultaneously ambiance and organizational culture, the ‘party’ environment shapes third parties’ and dancers’ occupational performances for, and perceptions of, each other. The continuity of performance required to maintain this environment also results in third parties reproducing certain regulatory discourses and mechanisms in their surveillance and rule enforcement practices, and disregarding and subverting others, which in turn impacts upon dancers’ safety. Third parties’ relationships with each other and dancers are also permeated by stigma, stereotypes and perceptions of risk that echo regulatory and broader social discourses. These findings demonstrate that third parties’ engagement with regulation and normative discourses are deeply inter-related and impact the quality of the services they provide to dancers. On this basis it is argued that the context and conditions of dancers’ labour will be improved by rethinking narrow-minded regulatory frameworks and social norms.

The aim of this study is to explore what the relevant factors of nurses' attitudes to and at work are. These include the separate but related hypotheses - the nature of the profession and changes in terms of management and training; the nature of the work situation including contracts and pay determination; and the nature of work relations as they impinge on nurse status including relations with co-workers and patients. All of which can be understood and compared with other workers in terms of both labour process and industrial relations as Goldthorpe (1968) did in the study of car workers. In the context of the contemporary Chinese social and political economy, the research also evaluates the roles of the government and how it affects nurses' attitudes to the profession. It is grounded in a case study of 330 nurses in a Chinese public sector hospital, using questionnaires, interviews, and documentary evidence on government policies and hospital practices. The findings suggest that nurses at the case study hospital are frequently put under pressure due to the high number of patients they are expected to care for. This was caused by insufficient government funding for public sector hospitals, and the pressure to improve overall efficiency within the health service. The use of different types of employment contracts for nurses has caused strong resentment among nurses because it fails to award 'equal pay for equal work'. In addition, the current system used in many Chinese hospitals for nurse education, recruitment, training and development, and pay have not helped establish realistic expectations of nursing or rewarded nurses for the work they do effectively.

Universities in Libya and in other North African and Middle Easter countries have experienced massive expansion in terms of quantitative growth and geographic distribution in recent years (Al-Badri, 2006; El-Hawat, 2007; Mogassbi, 1984). The labour markets in these countries, on the other hand, traditionally suffer from a shortage of skilled manpower (ILO, 2007). Thus, the main questions of this research are formulated as: In what ways could higher education (HE) skills and changing labour market (LM) needs in Libya be better aligned? The research was conducted by collecting and analysing primary and secondary sources of documented material on the case study of Libya, in particular the second city of Benghazi. The secondary data collection largely focused on the generation of continuous datasets on students and graduate numbers in Libya, a country in which the state controls such sectors as HE, but does not make data on the sectors easily available in the public domain. The empirical data collection comprised semi-structured interviews and the application of the Delphi Technique (DT) to develop future scenarios using a panel of experts. The latter activity generated a final key research question: How can the DT be adapted and applied to the understanding of the relationship between HE skills and LM needs in the context of Libya? This research focused specifically on the graduate skills and attributes of job commitment, competitiveness, desire for excellence and teamwork and problem-solving, due to factors relating to the internal and external environment. The DT has been applied effectively on this topic and has developed the analysis from primary data collection research resulting in four potential strategies for both HE and LM, as follows: 1. Survival strategy: to reduce negative effects of external threats. 2. Defensive strategy: to face threats and strengths as a support. 3. Reorientation strategy: to take advantage of opportunities to decrease weaknesses. 4. Radical strategy: to benefit from opportunities by exploiting strengths. In the light of all that has been said about the strategies for Libyan HE and Libyan LM, three kinds of scenarios - optimistic, possible and pessimistic - have been built for HE and three others for LM.

The aim of this research is to make contributions to knowledge in two areas: first, to explore from an historical perspective the development of personnel management ideas and practices in Britain in the period from 1890 to 1939 (a task which hitherto has not been satisfactorily undertaken) and secondly to assess the implications of the findings to current theoretical frameworks. Very little research has been undertaken into the historical development of personnel management in Britain, in contrast to the United States where anumber of such studies have been published. The main exception is a published history of the professional institute published by MM Niven in 1967. Whilst providing useful insights, its main concerns were with the internal affairs of the institute, not with the development of ideas and practices. Niven traces the development of the institute from its origins in an association of welfare workers established in 1913 and since it stands as the only historical account of historical development in personnel management in Britain, it has been universally cited as the single authority on the subject, together with its main thesis that personnel management in Britain has its origins solely in welfare work. It was a minimally explained, but potentially significant event in the institute’s history that provided the stimulus for this research. Niven recounts that the institute changed its name to the Institute of Labour Management in 1931,suggesting that welfare work had undergone some ‘restyling’ around this time. Significantly, Niven recounts that so called ‘labour managers’were predominantly male, whilst welfare workers were predominantly female. From this, it was hypothesised that labour managers might have entirely separate origins from those engaged in welfare work and if so, this might call into question the sole origins of British personnel management in welfare work. Thus, the thesis has been concerned with a search for the origins of the so called ‘labour management’ movement in Britain, the existence of which has not hitherto been commented upon or even recognised. Drawing from contemporary texts, contemporary journals broadly concerned with the topic of management and case material drawn from company archives,the research endeavours to show that labour management did indeed have entirely separate origins, evolving from works management before 1914,through a ‘labour officer’ role with particular involvement in industrial relations during the First World War, to that of a fully fledged functional labour management specialism in the inter-war years promulgating ideas and practices strongly influenced by scientific management. Moreover, the research will endeavour to show that it was this set of ideas and practices that laid the foundations of modern personnel work, whilst the contributions of welfare workers to this remained minimal, leaving only the legacy of today’s professional institute and an ongoing debate which persists to the present time about what role, if any, employee welfare should play in contemporary human resource management.

Rapid changes in the business environment as a result of globalisation, mergers and acquisitions, skills shortages and demographic changes in the workplace have led to a greater realisation of the importance of talent management and its role in ensuring a sustainable and successful organisation. Attracting and retaining talent has become one of the most important activities for organisations in order to ensure their competitive advantage. Companies must now differentiate themselves from competitors by offering current and potential employees an employment offering that they value. The employee value proposition (EVP) communicates to the internal and external workforce why they should work for and remain with a particular organisation. Identifying the attributes that employees' value is important in attracting and retaining the best talent. The aim of the study was therefore to identify the EVP drivers that a) attract and b) retain employees as well as those attributes that drive both attraction and retention. The influence of demographic variables, such as age and gender, on attracting and retaining employees was also explored. A structured questionnaire, based on the Corporate Leadership Council‟s EVP model, was developed and respondents were asked to indicate the importance they attach to each EVP attribute. A total of 204 respondents from 13 medium-sized to large-sized organisations in South Africa, participated in the study. The results showed that the quality of senior leadership, quality of managers and the organisation's reputation for managing people were the most important EVP drivers of both attraction and retention. The size of the organisation's workforce was the least important attribute for both attraction and retention. In addition, the results revealed there were no significant differences between EVP attributes that attract and retain males and those that attract and retain females. Furthermore, age plays a significant role in attracting and retaining talent. These results have significant implications for companies as they should design their EVP‟s based on what employees' value and deem to be the most important to them. Organisations need to start focusing on the generational differences that are present in today's business and adapt their EVP‟s accordingly.

This research study was conducted in an attempt to explore the experience of multicultural communication within a South African organization. To this end employees, representing both Black and White culture, within a South African organization in the throes of transformation, were accessed. A model of managing diversity, focussing on the personal, interpersonal and organizational levels, was utilized in an attempt to uncover the nature of the experience of multi-cultural communication within Company X. A qualitative research design, and more specifically the case study method was employed in this study. Consistent with the case study approach a number of data sources were accessed. The primary data source consisted of a 3-stage interview process. Other data sources included documentary sources and company publications. By accessing multiple data sources, the researcher attempted to gain a holistic understanding of the experience of multi-cultural communication. It was found that the societal context of our post-Apartheid society exercises a profound influence on multi-cultural communication. Under Apartheid cultural separation was promoted. Diverse peoples thus have little common basis for interaction and view each other with skepticism and distrust. This exercises an effect on the personal and organizational levels of the managing diversity model. Influences at the personal level relate to the cultural paradigms of the individuals which provide the rules governing interactions and affect judgements of acceptable and unacceptable behaviours. Issues at the organizational level relate to its structures and policies which are still based on the “white is right ideology”. These issues, in turn, affect the interpersonal level of managing diversity, i.e., where the interactions occur, causing “communication short circuits” within the process of multi-cultural communication. In order to deal with failed multi-cultural communication, the individuals have developed a number of coping strategies. The results of the study indicate that both the organization and its employees share a responsibility for creating an environment that will facilitate effective multi-cultural communication.

South Africa experiences a steady loss of skilled workers, which compromises the provision of healthcare in the country. This study has explored and will outline the main factors that influence the decision of South African healthcare professionals to either remain with or leave their organisations. As migration involves both internal and external movement, the public sector is frequently overburdened as healthcare workers additionally tend to prefer working in the private sector with its offers of better financial incentives and better working conditions. That said, it has become apparent that it is not only financial factors but many other non-financial factors that play a role in employee turnover. From the literature explored for this paper, five main factors were identified and discussed for different groups of healthcare professionals. This study used a qualitative research approach by means of a content analysis, whereby data from secondary sources were reviewed. This study disregarded studies done in other countries and focused only on the South African healthcare sector. Push and pull factors were established and, during this process, HIV/AIDS, crime and human resources were identified as possible push factors that contribute to the movement of South Africa’s healthcare workers. Since the five main retention factors identified for the purpose of this research paper all fall under human resources, the study proposes a retention strategy that involves the revision of the employee value proposition for different healthcare groups, as their demands are not uniform. Financial as well as non-financial factors have been taken into account for the various employee value proposition frameworks. These factors must be dealt with congruently if retention and turnover strategies are to be successful. Factors that push healthcare workers from the public.

As a recently appointed principal, I was confronted with many inherited problems. One ofthe most challenging problems was the management ofa group ofnon CS-educators employed at the school. I knew they played an important role in terms ofthe service they provided to the school and that their daily interactions with educators, learners and parents impact directly on the effective running ofthe school. The difficulty I experienced in optimizing their potential to contribute to improving the general school climate has inspired me to undertake this qualitative research study The aim ofthe research was to explore school stakeholder perceptions ofnon-CS educator's contribution to the orderly and effective operation ofschool processes and to explore the perceptions ofnon CS-educators concerning the contribution they make to the orderly and effective operation ofschool processes. Data was obtained by means ofa focus group interview with six educators, an interview with the school principal and a participant observation with a group ofnon CS-educators. The findings revealed that non CS-educators do make a contribution to the orderly and effective operation ofschool processes and that there are much room for improvement with regards the contribution they make to the orderly and effective operation ofschool processes and the management ofthe group. The study recommends strategies for all the school stakeholders in order to optimize the potential ofnon CS-educators to contribute to improving the general school climate.

The South African government has attempted to find a balance of interests between the employer and the employee by the introduction of the Labour Relations Act in 1995 and the Basic Conditions of Employment Act in 1997. It is critical to the health of the South African economy that these labour laws do not impact small businesses to the extent that the Gross Domestic Product of the country is negatively affected. There are conflicting reports as to how these labour laws affect small businesses. It is therefore important for government to be able to understand, define and measure the impact of its labour laws on small businesses, in order for it to strategise corrective measures, which may include reconsidering the application of the legislative directive, regulated flexibility, if required. The study was limited in the sense that it was solely based on evidence collected from employers. An interpretivist approach was applied as a research methodology to data collected through in-depth interviews. The main findings of the empirical analysis demonstrate that labour legislation does not heavily impact small firms. It was thus determined that extensive measures were not needed with regard to correcting the framework of regulated flexibility.

In an increasingly interconnected economy, organizations are frequently operating beyond national borders. International partnerships, joint ventures, mergers, and acquisitions have expanded the labor market from a domestic to an international perspective. In this environment, multinational organizations demand cost-effective personnel selection tools to help them identify top talent from different countries, geographical regions, and cultures. The purpose of the current research was to evaluate the global utility of biographical data inventories, a standardized self-report selection method that asks job applicants questions about prior behaviors and experiences. Results from two studies involving participants from 7 country clusters, across four continents, and two different occupational groups, managers and manufacturing technicians, provided evidence to support the hypothesis that the validity of biographical data inventories, empirically keyed in the United States, generalizes to all country clusters examined. These results are important because they suggest that multinational organizations interested in deploying a single standardized selection system across geographical boundaries may want to consider including biographical data inventories, in addition to other commonly used instruments such as cognitive ability and personality assessments, to enhance the overall validity of their selection systems. Research suggest that increasing employee commitment and satisfaction impacts on employee productivity and job performance, and has implications for job related behaviours such as absenteeism, turnover and tardiness. Moreover, literature also suggests that downsizing and cost-cutting negatively impacts on the satisfaction and commitment of employees and impacts on the effectiveness of organisations. The contention is that in order to reconcile the need to achieve high quality and organisational effectiveness in an environment of declining per capita resources and change, it will be necessary to secure a high level of commitment and satisfaction from all those employed in the higher education sector. This study sought to investigate the factors that produce commitment and satisfaction in academic and support staff respectively and to understand any important similarities and differences that may exist.

Abstract:

The South African social, political and economic landscape has been characterized by profound changes during the past several years. Many organizations and their management are faced with inter alia, downsizing decisions, affirmative action policies to be implemented and a overabundance of other factors which could sway motivation and morale, attitudes and views of employees. The general research aim was to measure work motivation amongst employees in a government department in the Provincial Government Western Cape. Research has shown that motivated and satisfied employees are more productive and there is an improvement in service delivery.

ENGLISH ABSTRACT: The end of apartheid, April 1994 brought the dawn of a new era and the integration of the seven armed forces into the South Afiican National Defence Force. For the first time in the history of South Afiica, former enemies are not only colleagues, but work together to guard the sovereignty of the state and defend the country against foreign invasion. The eradication of discriminatory policies and practices established an environment conducive to the implementation of affirmative action and equal employment opportunities. It also instituted special training and development programmes to accommodate historically disadvantaged employees. The effectiveness of these programmes will determine the extent to which disadvantaged employees will contribute to increased productivity and the effectiveness of the South Afiican National Defence Force. Organisational transformation needs to be externally and internally visible. On 27 April 1994, the South Afiican National Defence Force started a process of change and some of the changes soon affected were m: • language policy, including the use of English as the official medium of communication; • appointing a Secretary of Defence as the accounting officer; • organisational culture, structure and design; and • uniform and rank insignia. This research (1994 to 2001), however, found that the South Afiican National Defence Force is still grappling with the challenge of being productive amist the impediments created by the integration of seven former enemy forces. In addition, the former South Afiican Defence Force entered into the amalgamation as two groups, one with a long history of military experience, the other allowed into the former force much later, still subject to various discriminatory constraints. The dissertation focuses on human resource variables to find solutions. Productivity is defined as the input of resources (material, capital, technological and human) and the output of greater qualitative and quantitative consumable goods and services. It improves the factors of production and benefits all stakeholders (government, entrepreneurs, management and employees). Increased productivity is achieved by a motivated workforce, whose competencies, abilities, skills and advanced technology are used to increase performance. However also, management needs to capitalise on employees' competencies, skills and abilities to optimally utilise them and appoint the most competent employees to the most appropriate positions. Management also needs to accept responsibility for achieving increased productivity and reaching organisational goals and objectives since they manage, command and control organisational resources. The South African National Defence Force can achieve increased productivity by the optimal utilisation of its resources. It now has sophisticated armament, equipment and technology. The South African National Defence Force however also needs competent and professional employees to maximise the use of existing armament, equipment and technology. The diverse workforce should be trained, developed, motivated and optimally utilised to increase their performance and enhance productivity. Professional leaders and managers are needed to manage the resources of the South African National Defence Force during the transformation period and the twenty-first century. Effective leadership results in effective human resource management, which is needed to manage, motivate, train and develop the diverse workforce to be effective, creative and productive, and to achieve increased performance and productivity. This will enable the South African National Defence Force to accomplish increased productivity and to exceed the military professionalism of the former South African Defence Force.
AFRIKAANSE OPSOMMING: Die einde van apartheid, April 1994 was die begin van 'n nuwe era en die integrasie van die sewe magte het gelei tot die totstandkoming van die Suid-Afrikaanse Nasionale Weermag. Vir die eerste keer in die Suid-Afiikaanse geskiedenis is die voormalige vyande nie net kollegas nie, maar mede-beskermers van die soewereiniteit van die staat, en hulle beskerm die Republiek van Suid-Afrika teen enige vreemde inval of bedreiging teen die land. Die afskaffing van diskrimenerende beleid en gebruike het 'n omgewing geskep vir die implementering van regstellende aksie en gelyke werksgeleenthede. Dit het ook spesiale opleiding en ontwikkelingsprogramme ingestel om die histories benadeelde werkers te akkommodeer. Die effektiwiteit van hierdie programme sal bepaal tot watter mate die benadeelde werkers sal bydra tot verhoogde produktiwiteit en effektiwiteit van die Suid-Afrikaanse Nasionale Weermag. Die bewyse van organisatoriese transformasie moet ekstern en intern sigbaar wees. Die Suid-Afrikaanse Nasionale Weermag het reeds begin met die proses van verandering op 27 April 1994, en die veranderinge wat gou aangebring is, was in: • kommunikasietaal en die aanvaarding van Engels as voertaal; • die aanstel van 'n Sekretaris van Verdediging as rekenpligtige beampte; • organisatoriese kultuur en strukture; en • uniform en ranginsignia. Hierdie navorsing (1994 tot 2001) het egter gevind dat die Suid-Afrikaanse Nasionale Weermag steeds worstel met die uitdaging van produktiwiteit te midde van die hindernisse wat uit die integrasie van sewe voormalige vyandelike magte onstaan het. Daarbenewens het die voormalige Suid-Afrikaanse Weermag die samesmelting ingegaan as twee groepe, een met 'n lang geskiedenis van militere ondervinding, die ander veel later toegelaat tot die voormalige mag en steeds onderwerp aan verskeie diskriminerende beperkinge. Die proefskrif fokus op menslike hulpbron veranderlikes om oplossings te kry. Produktiwiteit word gedefinieer as die inset van hulpbronne (materiaal, kapitaal, tegnologie en menslik) en die uitset van beter kwalitatiewe en kwantitatiewe produkte en dienste. Produktiwiteit verbeter die faktore van produksie en bevoordeel alle rolspelers (die staat, bestuurders and werkers). Verhoogde produktiwiteit kan slegs verkry word deur 'n gemotiveerde werksmag, wat hul vaardighede en gevorderde tegnologie gebruik om uitset te verhoog. Om verhoogde produktiwiteit te bereik moet bestuurders kapitaliseer op werkers se vaardighede en hulle optimaal benut. As gevolg van die feit dat leiers en bestuurders organisatoriese bronne bestuur, beheer en kontroleer, aanvaar hulle ook verantwoordelikheid vir die behaling van verhoogde produktiwiteit en organisatoriese doelwitte. Die Suid-Afikaanse Nasionale Weermag kan verhoogde produktiwiteit bereik deur die optimale benutting van hulpbronne. Die Suid-Afrikaanse Nasionale Weermag beskik oor nuwe wapentuig, toerusting en tegnologie. Die Suid-Afikaanse Nasionale Weermag benodig egter ook professionele werkers om die huidige wapentuig en tegnologie ten volle te benut. Daarom moet die veelsydige werksmag opgelei, ontwikkel, gemotiveer en optimaal benut word sodat hulle produktiwiteit kan verhoog. Professionele leiers en bestuurders word daadwerklik benodig om die hulpbronne van die Suid-Afikaanse Nasionale Weermag gedurende die transformasieproses en die een-en-twintigste eeu te bestuur. Effektiewe leierskap het effektiewe menlike hulpbronstuur tot gevolg wat benodig word om 'n veelsydige werksmag te bestuur, motiveer en ontwikkel, sodat hulle effektief, kreaktief en produktief kan wees. Die veelsydige werksmag kan bydra tot verhoogde produktiwiteit en kan die militere professionalisme van die vorige Suid- Afiikaanse Weermag oortref.

Företagens konkurrenskraft beror allt mer på förmågan att attrahera, tillvarata och utveckla de mänskliga resurserna. Hur kan då arbetets organisation förändras för att åstadkomma delaktighet, kompetensutveckling och lärande? En del av detta handlar om att hitta, ge utrymme för, stödja och utveckla eldsjälar. Eldsjälar är personer som engagerar sig starkt i en verksamhet. De drivs av brinnande entusiasm. I företag och organisationer spelar eldsjälar ofta en avgörande roll för förändring och förnyelse. Det gäller inte minst i utvecklingsarbeten som berör arbetets organisation. Men vad gör egentligen eldsjälar i ett arbetsorganisatoriskt utvecklingsarbete? Vilka problem möter de? Varför engagerar de sig? Varför agerar de som de gör? Kan de lära av sina erfarenheter och vidareutvecklas som eldsjälar? Denna avhandling redovisar resultaten av en studie av eldsjälar och deras insatser. De eldsjälar som har studerats var huvudaktörer i försök med nya sätt att organisera arbetet i början av 1970-talet. I boken identifieras två grundläggande dilemman som eldsjälar måste hantera för att utvecklingsarbete ska leda till förändring och lärande. De handlingsmöjligheter eldsjälar har, beskrivs i termer av fyra metoder för aktörsskap. I avhandlingen diskuteras hur eldsjälar kan vidareutveckla sitt agerande och sin kompetens för att åstadkomma arbetsorganisatorisk utveckling. För personer som på olika sätt är involverade i organisatoriskt utvecklingsarbete erbjuder avhandlingen både praktisk och teoretisk vägledning. Avhandlingen är av speciellt intresse för chefer, fackliga företrädare, aktionsforskare, konsulter samt personer sysselsatta med personal-, organisations- och utbildningsfrågor.

Magistro tiriamajame darbe nagrinėjamos UAB "Mantera" - personalo valdymo veiklos. Šio darbo tikslas yra išanalizuoti šios įmonės personalo valdymo veiklų problemas ir pateikti jų sprendimo būdus. Tiriamojo darbo pirmoje dalyje nagrinėjami personalo valdymo teoriniai aspektai, personalo valdymo veiklų samprata, aptariamas bendras požiūris į personalo valdymą Lietuvos organizacijose. Antroje dalyje pateikiami UAB „Mantera“ personalo valdymo veiklų situacijos analizės bei apibendrinti anketinės apklausos rezultatai. Trečioje darbo dalyje įvardijamos pagrindinės UAB „Mantera“ personalo valdymo probleminės sritys ir jų sprendimo būdai. Jie apima verbavimo, adaptacijos, kvalifikacijos kėlimo, skatinimo, karjeros planavimo veiklas. Taip pat aptariamos sprendimų įgyvendinimo subjektų alternatyvos, įvertinant jų naudą ir organizacijos išlaidas.
Personnel management activities in JSC “Mantera” are analyzed in the following Master research work. The target of the Master research work – to make the analysis of personnel management problems in JSC “Mantera” and to provide methods of solution. Theoretical aspects of personnel management, conception of personnel management activities, general viewpoint consideration of personnel management in Lithuanian companies, are analyzed in the first part of this research work. JSC „Mantera“personnel management activities situation analysis and the generalized results of inquiries are given in the second part of this work. In the third part of this work are named the main problematical ranges of personnel management activities in JSC „Mantera“and solution methods. These solution methods are including: recruitment, adaptation, improvement of qualification, inducement, and career planning activities. Also the consideration of subject alternatives solutions implementation by assessing profit and costs for the company.
