Abstract: The main problem of this research is the Government's Strategy to Increase Community Economic Empowerment in the Bara Subdistrict of Palopo City with the following problems: 1. What is the socio-economic condition of the Bara sub-district community? 2. What is the government's strategy in empowering the community of Bara sub-district? 3. How does the impact of government empowerment on economic improvement? This research aims: a. To find out and analyze socioeconomic conditions b. To find out and analyze the government's strategy in increasing community empowerment in Bara sub-district c. To find out and analyze the impact of government empowerment on economic improvement. To obtain data, the authors use the field research and library research methods which then analyze the data using qualitative methods then draw conclusions with analysis techniques (SWOT) Strengths Weaknesses Opportunities and Threats. Based on the results of the study show that: 1. In developing the community economy in the District of Bara by seeing the efforts made by the government to increase the potential for every community is very positive response to the government's efforts to motivate the community to be able to develop in addition to being a good training , the community will be considered capable of increasing the potential and opportunities in the community's economy. 2. With the strategy carried out by the government through business assistance, it is very proven that the business is able to increase the level of income for the community while the businesses that have been implemented include: the business of selling stalls, selling chips, fish selling businesses, sewing machine businesses, vegetable farming businesses , the business of a thousand chicken coops, and workshop business. 3. An increase in business in empowering the community has a very positive impact and the government is considered capable of improving the welfare of the community so that business assistance carried out by the government can change every community's life towards a better one. Abstrak: Permasalahan pokok penelitian ini adalah tentang Strategi Pemerintah dalam Upaya Meningkatkan Pemberdayaan Ekonomi Masyarakat di Kecamatan Bara Kota Palopo dengan masalah sebagai berikut: 1. Bagaimana kondisi sosial ekonomi masyarakat kecamatan bara? 2. Bagaimanakah strategi pemerintah dalam pemberdayaan masyarakat kecamatan bara? 3. Bagaimana dampak pemberdayaan pemerintah terhadap peningkatan ekonomi?.Penelitian ini bertujuan: a. Untuk mengetahui dan menganalisis kondisi sosial ekonomi b. Untuk mengetahui dan menganalisis strategi pemerintah dalam meningkatkan pemberdayaan masyarakat di kecamatan bara c. Untuk mengetahui dan menganalisis dampak pemberdayaan pemerintah terhadap peningkatan ekonomi. Untuk memperoleh data, penulis menggunakan metode field research dan library research yang kemudian menganalisa data dengan menggunakan cara kualitatif kemudian mengambil kesimpulan dengan teknik analisis (SWOT) Strengths (Kekuatan) Weaknesses (Kelemahan) Opportunities (Peluang) dan Threats (Ancaman). Berdasarkan hasil penelitian menunjukkan bahwa: 1. Dalam membangun perekonomian masyarakat yang ada di Kecamatan Bara dengan melihat adanya upaya yang dilakukan pemerintah untuk meningkatkan potensi bagi setiap masyarakat sangatlah memberikan respon positif dengan adanya usaha pemerintah dapat memotivasi masyarakat untuk mampu berkembang disamping dapat menjadi pelatihan yang baik, masyarakat akan dianggap mampu untuk meningkatkan potensi dan peluang dalam ekonomi masyarakat. 2. Dengan adanya strategi yang dilakukan pemerintah melalui bantuan usaha sangat terbukti bahwa usaha tersebut mampu untuk menambah tingkat pendapatan bagi masyarakat adapun usaha yang sudah terlaksana diantaranya yaitu: usaha warung jualan, usaha penjualan keripik, usaha penjualan ikan, usaha mesin jahit, usaha petani sayur, usaha seribu kandang ayam, dan usaha perbengkelan. 3. Adanya peningkatan usaha dalam memberdayakan masyarakat sangat berdampak positif dan pemerintah dianggap mampu dalam meningkatkan kesejahteraan masyarakat sehingga bantuan usaha yang dilakukan pemerintah dapat merubah setiap kehidupan masyarakat kearah yang lebih baik. Aydat est un petit lac eutrophe et dimictique du Massif Central (France), en environnement volcanique. L'étude de la diagenèse des sédiments actuels (trappes) et récents (carottes) de ce lac, a été abordée selon les méthodes classiques de la sédimentologie, de la géochimie minérale, ainsi que par l'analyse d'une famille de constituants organiques majeurs : les polysaccharides. Les sédiments actuels ont été collectés mensuellement d'octobre 1995 à septembre 1996 à l'aide de 3 trappes réparties dans la colonne d'eau, dans la partie centrale du lac. Les carottes sédimentaires, de 50 cm de long, ont été prélevées à l'aplomb de la ligne de trappes. La fraction minérale des sédiments est dominée par des particules authigènes. Les frustules de diatomées, qui représentent plus de 80% des sédiments, contribuent de façon stable à l'enregistrement sédimentaire. En revanche, des minéraux autochtones tels que la calcite et les oxy-hydroxydes de fer et manganèse, sont fortement impliqués dans la dynamique biogéochimique lacustre, essentiellement régie par les processus redox induits par l'activité biologique. Ainsi, le comportement des éléments les plus mobiles des sédiments de fond anoxiques, qu'ils soient solubles, échangeables et/ou complexables, a pu être précisé par le biais d'attaques chimiques séquentielles. L'ensemble des données géochimiques acquises sur la phase solide des sédiments, combinées avec les analyses des éléments en solution réalisées par l'équipe du Laboratoire de Géochimie des Eaux (Université Paris VII), a permis d'établir un bilan annuel des éléments chimiques dans le lac d'Aydat. Ce bilan a notamment permis d'identifier 5 types de comportements différents des divers éléments suivis tout au long de l'année d'étude et a également permis de quantifier l'intensité du recyclage des éléments réactifs tels que Fe, Mn, Co, Ba et As, dans le réservoir lacustre. La dynamique de la matière organique, qui est essentiellement régie par les processus géochimiques lacustres via l'activité biologique, a été suivie grâce à l'analyse des polysaccharides, composés ubiquistes majeurs du règne végétal, aisément recyclés. Malgré un flux de matière organique autochtone abondant dans le lac d'Aydat, la composition des sucres neutres reflète mal la production planctonique primaire (diatomées, cyanobactéries), mais plutôt celle de la flore microbienne. L'intense activité bactérienne au sein de la colonne d'eau et surtout au niveau de l'interface eau-sédiment, qui se signale particulièrement par l'abondance d'un désoxyhexose, le rhamnose, empêche les sucres de participer significativement à l'enregistrement sédimentaire. Ainsi, ces composés métabolisables contribuent via les bactéries, aux processus diagénétiques, et donc à l'entretien des cycles biogéochimiques dans lesquels les éléments minéraux les plus réactifs sont périodiquement impliqués.

Cette étude propose une analyse intégrée de biomarqueurs moléculaires de sols, depuis leur site de production jusqu'à leur archivage sédimentaire lacustre. Un inventaire des lipides neutres est d'abord réalisé sur des sols d'usages contrast és : prairies/pâtures et forêts. Globalement, cette approche permet de distinguer (1) des composés linéaires ubiquistes, et (2) des composés (poly-)cycliques, généralement spéci ques. Parmi ces derniers gurent les acétates de triterpényle et les méthoxyserrat ènes, respectivement biomarqueurs d'Astéracées et de Pinacées. La persistance de l'empreinte moléculaire d'un ancien usage des sols est aussi démontrée. Ensuite, l'analyse multi-proxy d'une carotte sédimentaire couvrant les 6700 dernières années révèle l'impact prépondérant des activités humaines sur le fonctionnement hydrologique du lac, depuis l'époque gallo-romaine. Les assemblages moléculaires précédemment dé- nis dans les sols sont globalement retrouvés, associés à un nouveau biomarqueur spéci que du chanvre, d'intérêt paléoenvironnemental. Une tentative de reconstitution des anciennes occupations des sols apparaît conforme aux données historiques et paléoenvironnementales antérieures.

ADIZ merupakan zona bagi keperluan identifikasi dalam sistem pertahanan udara bagi suatu negara, dimana zona tersebut pada umumnya terbentang mulai dari wilayah teritorial negara yang bersangkutan hingga mencapai ruang udara di atas laut bebas yang berbatasan dengan negara tersebut. Penerapan ADIZ oleh suatu negara tidak dimaksudkan untuk memperluas kedaulatan negara pemilik ADIZ tersebut, namun lebih pada kepentingan pertahanan udara bagi negara pemiliknya, sehingga timbul pertanyaan atau masalah ketentuan hukum internasional apa yang digunakan oleh negara-negara dalam penerapan ADIZ. Makalah ini bertujuan mengkaji ketentuan hukum internasional yang dipergunakan oleh negara-negara sebagai landasan hukum dalam menerapkan ADIZ di wilayah ruang udaranya. Metode yang digunakan dalam kajian ini adalah metode penelitian norma hukum (yuridis normatif) yang berpikir secara deduktif. Dari kajian diperoleh hasil bahwa landasan-landasan penerapan ADIZ tidak ditemukan secara formal tersurat dalam hukum internasional. Beberapa Negara menetapkan penerapan ADIZ atas dasar ketentuan hukum kebiasaan internasional (customary international law) yaitu: 1) Asas bela diri (self defence) yang diakui dalam Pasal 51 Piagam PBB yang mengaskan bahwa hak negara untuk menggunakan senjata untuk mempertahankan diri (self defence) dari kekuatan luar (negara lain) didasarkan kepada hukum kebiasaan internasional. 2) Pasal 38 ayat (1) Statuta Mahkamah International yang menegaskan bahwa, hak untuk membela diri yang dimaksud dalam Pasal 51 Piagam PBB pada hakekatnya memang merupakan sesuatu hak yang melekat 3) chapter 3 Document 9426-AN/924 First Edition 1984 ICAO (International Civil Aviation Organization dan 4) Penerapan Control teori Cooper pada penetapan ADIZ negara. Negara-negara menerapkan juga landasan teori hukum yang memiliki kesamaan jiwa dan dasar ADIZ dalam dunia landasan teori, yaitu Teori Penguasaan Cooper (Cooper’s control theory), bahwa kedaulatan negara itu ditentukan oleh kemampuan negara-negara yang bersangkutan untuk menguasai ruang udara yang ada diatas wilayahnya.
