Os Estados laicos são os responsáveis por implementarem a tolerância e as liberdades no âmbito interno do Estado Democrático de Direito. Contudo, o que se percebe, na prática é que o Estado somente é laico na proporção de sua própria intolerância. Assim, se questiona a neutrali¬dade do Estado laico e, principalmente, o papel do Estado no cenário in¬ternacional da proteção das liberdades em conformidade com o sistema internacional de Direitos Humanos desenvolvido pela Organização das Nações Unidas ao qual os Estados Laicos são signatários.

¿Quién es una persona laica?, ¿Cuándo podemos decir que alguien piensa y actúa de conformidad con las premisas que dan sustento al sistema de pensamiento laico?, ¿Cuándo decimos que una persona promueve el proyecto institucional, político, de la laicidad? son preguntas que no puede quedar sin respuesta si queremos abordar el tema de la laicidad con seriedad. La primera cuestión, así planteada, puede zanjarse<br />con facilidad: las personas laicas son todas aquellas que no pertenecen a clero. Simple y llano: los laicos son los no-clérigos. Pero, esta acepción de la laicidad, que evoca con tino la etimología griega del concepto (laos, pueblo), es demasiado genérica y débil: afirmar que un laico es alguien que no pertenece al clero —que no forma parte de una orden religiosa— supone reducir el concepto a un status social y olvidar que la laicidad es un sistema de pensamiento y una postura política.1 Por ello esta respuesta es insatisfactoria.

La acusación que cada vez con más frecuencia se le hace a la ética laica es la de ser relativista y, por lo tanto, sustancialmente incapaz de defender con coherencia a sus mismos principios. Ella carecería, en ese sentido, de sólidas bases de veracidad sobre las cuales fundarse, de valores<br />fuertes capaces de motivar a la acción, de certezas capaces de satisfacer plenamente la conciencia individual y de reglas adecuadas para promover la solidaridad social. Frente a los dramas de nuestro tiempo, la referencia de la ética laica a una racionalidad miope y a una tolerancia obtusa resultaría ineficaz y renunciataria. Recordando la afirmación de Freud, según quien “la razón es una pequeña llama, pero ¡maldito sea aquél que la apague!”, la ética laica haría un papel miserable frente al “resplandor de la verdad” revelada por Dios e interpretada por las Iglesias. El recurso al veritatis splendor parece sobrentender que quien no es capaz de verlo está, teórica y moralmente, ciego, daltónico o actúa de mala fe.

Abstract:
Este artículo trata sobre la subjetivación de la creencia, que apunta a la diversificación de formas de ser, representarse y actuar de los católicos que participan en los nuevos movimientos eclesiales laicos. Para seleccionar los casos se diseñaron tipos ideales que responden a los siguientes criterios de contraste cualitativos: a) los procesos de conversión; b) la forma en que los laicos se perciben y se relacionan con la estructura eclesial desde su grupo de adscripción religiosa; c) la forma en que perciben y se enfrentan a la transformación de los ambientes sociales, y d) la forma en que conciben el ser y el deber ser del laico católico en el mundo desde su propia historia de vida (conversión, militancia, logros y obstáculos). Se analizan comparativamente los estudios de caso sobre líderes de diferentes movimientos laicales: las Comunidades Eclesiales de Base; Barrios Unidos en Cristo, Renovación Carismática y de un grupo esotérico católico llamado Misioneros Azules. Estos casos fueron seleccionados como tipos ideales para representar la amplia gama de interpretaciones teológicas y doctrinales, los distintos grados de compromiso y las maneras desniveladas de relacionarse con la jerarquía institucional, y por ultimo, las diversas pastorales que promuevenpara resacralizar el mundo secular.

Pretendemos, com este trabalho, discutir sobre Estado laico e sua relação com o Escola sem Partido (ESP) levando em consideração a interferência da memória e tradição religiosa. Para tanto, utilizamos das falas do deputado e pastor Marco Antônio Feliciano, em Comissões de defesa ao ESP, que demonstram a interferência de inclinações religiosas sobre decisões de leis ou projetos de leis que devem seguir o rigor laico. Neste sentido, para compor esta pesquisa, utilizamos vídeos disponíveis na plataforma eletrônica YouTube em que Marco Feliciano discursa e demonstra seu posicionamento frente ao ESP, ao Estado e a sua religiosidade. Ademais, embasamo-nos em teóricos que dissertam sobre laicidade, tradição e memória religiosa e entendem que, compreender o Estado como laico, implica não impor qualquer interferência de cunho religioso na tomada de decisões sobre leis civis. Ao mesmo tempo, isto não indica que a religiosidade não esteja impregnada e que não exerça influência sobre a vida social. Portanto, é imprescindível analisar rigorosamente tanto os discursos religiosos quanto os laicos, a fim de investigar à quais demandas estes estão atendendo.

El artículo propone el discipulado de las mujeres de Lc 8,1-3 como paradigma de discipulado laical, desde una contextualización de la mujer en el siglo primero. Metodológicamente se realiza una lectura diacrónica que se pregunta por los discípulos que no son discípulos en Lc 8,1-3, a partir de la aproximación al lugar de la mujer y el discipulado en el evangelio de Lucas, la ubicación histórica del discipulado femenino y la desviación social como una propuesta alternativa para el laicado. Como resultado se plantea el lugar de los laicos y su participación en la iglesia actual.

The decision on the Arguição de Descumprimento de Preceito Fundamental (abbreviation ADPF, meaning Accusation of Breach of Fundamental Precept) No. 54, raised by the National Confederation of Healthcare Workers, issued in 04/12/2012, which concerned the decriminalization of therapeutic induction of early deliveries of anencephalic fetuses in Brazil, established jurisprudential paradigm on the matter and possible debates in which were present the issues on the concept of the sacredness of human life, human dignity or the intrinsic worth of human life. This present research aims to analyse the use of the concept of human life sacredness in political, legal, scientific and religious speeches during the course of the trial, thus aiming to identify how the concept is structured and how it was taken over by secular and religious discourses as the ADPF No. 54 unfolded. For that to be accomplished the analysis was performed of the overlapping elements involved, such as the issue of secularization and secularity (laicity), with their respective approaches to the status of religion in the public square, and how these relate with the crucial subject of human rights and the role of religion. Said analysis was followed by a survey of the formation and actualization of the idea of sacredness of the human life, and another analysis of the content on the material related to the mentioned ADPF: Judgment and transcripts of public hearings in which were promoted the discourses of interest to the present work.
O julgamento da Arguição de Descumprimento de Preceito Fundamental nº 54, suscitada pela Confederação Nacional dos Trabalhadores na Saúde, finalizado em 12/04/2012, que versou sobre a descriminalização da antecipação terapêutica do parto de fetos anencéfalos no Brasil, estabeleceu paradigma jurisprudencial para o tema e possibilitou debates nos quais estiveram presentes a temática relativa ao conceito de sacralidade da vida humana, dignidade humana ou valor intrínseco da vida humana. A pesquisa tem por objetivo analisar o uso do conceito de sacralidade da vida humana nos discursos políticos, jurídicos, científicos e religiosos havidos durante o desenrolar do julgamento, visando assim identificar como se estrutura o conceito e como foi apoderado pelos discursos laicos e religiosos quando do julgamento da ADPF n. 54. Para tanto se efetua a análise de elementos imbricados na questão, como a temática da secularização e da laicidade, com a respectiva abordagem da condição da religião em espaços públicos, e destas com o assunto crucial dos direitos humanos e o papel da religião. Seguindo para o levantamento da formação e concretização da ideia de sacralidade da vida humana, e análise do conteúdo do material relacionado ao mencionado julgamento: Acórdão e transcrições das audiências públicas nas quais foram promovidos os discursos que interessa averiguar.

Darbo laikas – tai laikas, kurį darbuotojas privalo dirbti jam pavestą darbą, bei kiti šiam laikui prilyginami laikotarpiai. Lietuvoje teisės aktais yra įtvirtintas itin griežtas darbo laiko reguliavimo modelis: yra nustatyta maksimali darbo dienos ir savaitės trukmė, viršvalandinis darbas yra galimas tik nustatytais atvejais. Viena iš pagrindinių darbo laiko reglamentavimo problemų yra nesutarimai tarp darbdavio ir darbuotojo. Darbuotojas yra suinteresuotas dirbti kuo trumpiau ir už tai gauti didelį atlygį, o darbdavys nori, kad darbuotojas dirbtų kuo ilgiau ir mokėti jam kuo mažiau. Siekiant užtikrinti saugias ir sveikas darbo sąlygas atskirų kategorijų asmenims, yra nustatytos specialios taisyklės, susijusios su jų darbo laiko trukme. Lietuvoje darbo laiko reguliavimas iš esmės yra panašus į Rusijos Federacijos ir Latvijos Respublikos darbo laiko reglamentavimą, todėl darbuotojams, migruojantiems dirbti į šias kaimynines valstybes, yra užsitikrinamos tokios pačios darbo sąlygos, laiko prasme, kaip ir Lietuvoje.
Working time is any period during which the employee must work carrying out his activity or duties, and other periods equivalent to it. The legal acts of Lithuania establish particularly strict regulation of working time: it is fixed maximum daily and weekly working time and overtime works may be applied only in specified cases. The main problem regarding the regulation of working time is disagreement between the employer and the employee. The employee is interested to work less and to receive high salary whereas the employer is willing to fix longer working hours and to pay low salary. In order to ensure safe and non-hazardous working conditions special rules regarding the duration of working time are established for a specific category of workers. Since the regulation of working time in Lithuania is similar to the regulation of working time in the Federation of Russia and to the regulation of working time in the Republic of Latvia for the employers going to work to these neighbourhood countries the same working conditions, by means of working time, shall be ensured.

Šio magistro baigiamojo darbo tema yra „Poilsio laiko samprata ir jo rūšys“. Darbo tikslas yra išanalizuoti poilsio laiko sampratą bei jo rūšis, pasitelkiant šiuos uždavinius – išanalizuoti poilsio laiko sąvokos reglamentavimą Lietuvos bei Europos Sąjungos teisės aktuose, nustatyti pagrindiniu poilsio laiko požymius, išanalizuoti poilsio laiko rūšių sistemą, pateiktą Darbo kodekse. Rašant šį darbą remtasi Lietuvos bei Europos Sąjungos teisės aktais, Lietuvos teismų bei Europos Teisingumo Teismo praktika, įvairiais darbo teisės vadovėliais, Darbo kodekso komentaru. Šis darbas susideda iš dviejų dalių. Pirmojoje dalyje analizuojama poilsio laiko samprata, atsižvelgiant į jos reglamentavimą Lietuvos ir Europos Sąjungos teisės aktais, nagrinėjamas poilsio ir darbo laiko ryšys, išskiriami pagrindiniai poilsio laiko požymiai. Antrojoje darbo dalyje analizuojama poilsio laiko rūšių sistema, apžvelgiamos atskiros poilsio laiko rūšys bei tam tikros atskirų poilsio laiko rūšių reglamentavimo problemos. Šiame magistro darbe prieita prie išvados, kad rekomenduojama pakoreguoti Darbo kodekse pateiktą poilsio laiko rūšių sąrašą, nustatytos pagrindiniai poilsio laiko požymiai.
The title of this master thesis is “The Concept of Rest time and its Types”. The main purpose of this thesis is to analyze the concept of rest time and its types using the following goals - analyzing regulation of the concept of rest time provided by Lithuanian and EU legal acts, determining the main features of rest time, analyzing the system of the types of rest time as provided in the Labour Code of the Republic of Lithuania. While working on this thesis the following types of information sources have been used – Lithuanian and EU legal acts, the rulings of Lithuanian courts as well as of the European Court of Justice, various textbooks on labour law, the Commentary of the Labour Code. This thesis consists of two main parts. The first part of the thesis is dedicated to the analysis of the concept of rest time, researching the relation between rest time and working time, determining the main features of the rest time. The second part of the thesis is devoted for the analysis of the system of the types of rest time as provided in the Labour Code, the review of different types of rest time and indicating several regulatory problems regarding some types of rest time.

Darbo tikslas – teoriniu, istoriniu ir praktiniu požiūriu išnagrinėti Lietuvos televizijoje transliuotas ir šiuo metu rodomas kultūros laidas, nustatyti kultūrinių laidų kokybinę ir kiekybinę formų kaitą, remiantis giluminiu pusiau struktūriniu interviu su laidų autoriais, režisieriais, prodiuseriais ir vedėjais bei kiekybiniu statistiniu tyrimu. Pagrindiniai darbo uždaviniai: nustatyti kultūrinių laidų ypatumus ir vietą visuomenėje nuo televizijos atsiradimo Lietuvoje iki 2006 m., nagrinėjant atskirais laikotarpiais sovietinį laikotarpį ir laikotarpį po nepriklausomybės atgavimo; nustatyti kultūros laidų žanrinį pasiskirstymą 2002 – 2006 metais kiekybiniais ir kokybiniais aspektais; nustatyti laiką, kuriuo buvo dažniausiai transliuojamos kultūros laidos; pasiūlyti sprendimus tobulinti kultūros laidas. Magistro mokslo tiriamajame darbe tema „Kultūra ir televizija. Raiškos formų kaita“ kiekybiniu statistinės analizės ir kokybiniu pusiau struktūrinio giluminio interviu metodais nagrinėta kultūros laidų kaita 2002-2006 m. The author‘s Ramune Zvirblyte master's research "Culture and TV. Changes in Forms of Expression“ goal is to consider the Lithuanian television transmitting and currently displaying cultural programmes theoretically, historically and practically; to determine the qualitative and quantitative change of cultural telecasts‘ forms, based on the deep semi-structured interviews with the authors of programmes, directors, producers, and the Department of quantitative statistical analysis. The main tasks are to identify features of cultural telecasts and what place they take in Lithuanian society from the begining of television era in Lithuania until 2006 (this analysis will be based on different historical periods: the Soviet Union period and the period after restoring independence); to determine the cultural telecasts genre distribution in period 2002 – 2006 with reference to quantitative and qualitative aspects; to find out the time, when usually cultural programmes are broadcast; to offer solutions to improve the cultural programmes. Master‘s degree work ,,Culture and TV. Changes in Forms of Expression“ includes research of the cultural telecasts‘ changes during the period 2002-2006. Darbo tikslas – atskleisti, kaip per metus pasikeitė Lietuvos televizijos diskusinių laidų ginčo modeliavimo metodai ir kokią įtaką šie pokyčiai turėjo debatų populiarumui. Pagrindiniai darbo uždaviniai: apžvelgti debatų raidos istorinį kontekstą; susieti retorikos mokslą su televizijos debatų laidomis; apžvelgti, kokią įtaką debatai turi politikai; atlikti Lietuvos televizijos diskusinių laidų analizę; atskleisti, kokie ginčo modeliavimo metodai buvo naudojami prieš metus transliuotose Lietuvos debatų laidose; nustatyti, ar prieš metus Lietuvos debatai vadovavosi realybės televizijos principais; nustatyti, kokiais principais ginčas kuriamas šiandieniniuose debatuose; suformuluoti išvadas. Naudojantis Lietuvos diskusinių laidų aprašomuoju – analitiniu bei lyginamuoju metodais, prieita prie išvados, kad Lietuvos televizijos debatai beveik nesivadovauja senovės debatų tradicijomis. Juose svarbesnę reikšmę turi įtikinimas, o ne problemos analizė, sprendimų ieškojimas. Debatų dalyviai vadovaujasi asmeniniais ir emociniais įrodymais. Darbe nagrinėtose 2005 m. Lietuvos diskusijų laidose ginčas modeliuojamas pagal realybės televizijos principus. Tuo metu rodytose Lietuvos diskusijų laidose - „TV forumas”, „Spaudos klubas”, „Sąmokslo teorija” ir „Visuomenės interesas“ laidos procesas (ginčas, emocijos) užgoždavo nagrinėjamą temą. Television debate: the technique of dispute Debates have an old history, counting from Greek civilization to these days. In television we see different debates. But the same dimension – search of truth – is still important thing. Like our capabilities to express the truth have changed by the birth of every new technology of communication, the truth telling in television by debates have changed to. In antiquity times an argue was the most important instrument to find the true. Politics, judges, soldiery learned how to debate in public ant to prove his true, by using arguments and oratory. Every oratory speaker had to follow the rules of arguing. Television debates use only the rules, which help to please audience. In medieval times arguing becomes a part of science. Speakers are not trying to find the true, but to prove that your propositions are the true. These rules intercept television debates. Television argues don’t have the same lineaments like antiquity or medieval debates. It becomes not the part of science, but borrows some rules of rhetoric. Television creates mixture of rhetorical ant television arguing. In Lithuanian debates the technique of dispute is based on the broadcasts moderator, who create the dispute by his personal tricks, by transferring his functions to invited talkers. Abstract:
Tyrimo dalykas: miško ūkio vadovaujančių darbuotojų darbo laiko naudojimas. Tyrimo tikslas: atlikti miškų urėdijų vadovaujančių darbuotojų darbo laiko naudojimo analizę ir santykinį jų darbo laiko naudojimo palyginimą. Tyrimo objektas: trys iš šiuo metu Generalinės miškų urėdijos organizuotų devynių koordinacinių regionų. Tyrimo metodai: darbe buvo taikyti šie bendrieji metodai: loginės analizės, anketinės apklausos, lyginamosios analizės ir matematinės statistikos metodai. Tyrimo rezultatai: Pateikiami miškų urėdų, urėdų pavaduotojų bei girininkų apklausos metu gautų rezultatų analizė. Rezultatai analizuojami pagal išskirtas klausimų grupes: 1) darbo planavimas; 2) darbo laiko naudojimo struktūra; 3) darbo laikas pagrindinėms valdymo procedūroms; 4) laisvo laiko naudojimas; 5) pasiūlymai dėl vadovų laiko naudojimo gerinimo. Nagrinėjant miškų urėdijų vadovaujančių darbuotojų darbo laiko naudojimą, pastebimos tokios tendencijos: 1. Miškų urėdijos vadovaujantys darbuotojai dirba dalinai reglamentuotą darbo laiką. 2. Darbuotojų darbo laiko naudojimo struktūra pagal pareigybes skiriasi. 3. Daugiausia laiko pagal veikiančius reikalavimus naudojama dokumentų tvarkymo bei nenumatytiems darbams atlikti. 4. Galima didinti darbo laiko naudojimo racionalumą.
The subject of research: work time use of managing employees in forestry. The aim of this study is to exercise state forest enterprise managing personnel on work time use analysis of forest state director, vice directors and forestry officers and to compare their relative work time use. The object of this study: for research have been chosen three Lithuanian State Forests regions abstracted from provided nine Directorate General of State Forests The following methods of analyses were used in the study: logical analyses, questionnaire, comparative analyses and mathematical statistics methods. The result of the study: there are listed the results of forest state director, vice directors and forestry officers obtained during questionnaire. To have more representative results are divided to the groups of the questions: the structure of work time, work planning, work time for the main managing procedures, leisure time use, offers for the better time use of managers. The study reveals the following trends: 1. The managing personnel of forest enterprise are working partly regalemented work time. 2. Work time use structure differs by employees function. 3. The most time looses are on administrating documents and on work time for unexpected jobs. 4. Possible to increase the rationality of time use.

Šiuo metu daug darbo, laiko ir pastangų yra dedama į dirbtinio intelekto technologijas. Straipsnyje aptariamos kelios populiariausios dirbtinio intelekto technologijos ir jų taikymo būdai. Jos galėtų būti konkrečiai taikomos gamybos proceso valdymui optimizuoti.

Radonas – gamtinės kilmės radioaktyviosios inertinės dujos, kurios susidaro skylant 238U skilimo grandinės elementams. Radono ir jo skilimo produktų skleidžiama jonizuojančioji spinduliuotė gali turėti įtakos formuojantis onkologiniams susirgimams. Ypač jautrūs jonizuojančiosios spinduliuotė poveikiui vaikai, senyvo amžiaus žmonės. Pagrindinis radono šaltinis Lietuvoje – gruntas. Ypatingas dėmesys turėtų būti skiriamas šioms dujoms tuose regionuose, kur vyrauja laidūs dirvožemiai, tokie kaip smėlis, žvyras ir pan. Straipsnyje nagrinėjamas radono dujų kaupimasis individualių namų patalpose Utenos rajone, kuriame vyrauja laidūs gruntai, be to, vidutinė radono tūrinio aktyvumo vertė šiame regione pagal skirtingus literatūros šaltinius yra artima (40–60 Bq/m3) arba didesnė (95 Bq/m3) nei vidutinė Lietuvos (54 Bq/m3). Radono tūriniai aktyvumai, išmatuoti 14 namuose, pagal tyrimų rezultatus sudaryti 222Rn tūrinio aktyvumo patalpose, įvertinta gyventojų patiriama apšvita.
