Abstract:

The government of Zimbabwe started implementing its fast track resettlement programme in July 2000, the objective being to accelerate both land acquisition and land redistribution. This programme witnessed a massive movement of people from various localities into mainly large-scale commercial farms in search of agricultural land. Under this programme, people were settled under the A1 model (which involves villages and land use pattern similar to those found in communal areas) as well as the A2 model, which involves commercial farming. This study investigates, documents and analyses the opportunities and constraints currently being faced by newly resettled crop production farmers in one example of an A1 model resettlement project (Fair Ranch Estate in Masvingo Province). A questionnaire was used to gather data on livelihood sources, income, assets and also aspects of the associational life of crop production farmers. Seventy households were interviewed, and a number of key informant interviews were undertaken with both government officials and the local leadership. The greatest opportunity that A1 crop production farmers in Fair Range Estate experienced was the fact that they now have access to land that they can call their own, without having to go through the market to try to acquire such land. In terms of crop production, however, farmers in Fair Range Estate face a number of challenges and constraints: they lack adequate access to tillage and livestock
the supply of inputs is inadequate
generally negative socio economic conditions prevailing in the country have led to sharp increases in prices of all basic commodities, including inputs such as fertilisers and seeds
they lack tenure security
the amount of rainfall received in the area is generally not sufficient for crop production
and many lack crop production skills. Measures to reverse this decline must include the availability of foreign currency to buy spare parts for tractors, rebuilding of the national herd, which was greatly affected by both drought and the disturbance of commercial agriculture as a result of the controversial land reform programme. Fuel should also become more readily available, and urgent policy measures be put in place to revamp institutional frameworks in the agricultural sector to make them more farmer-oriented.

Abstract:
The land reform that has unfolded in Zimbabwe since 1980 used different models and had diverse consequences. Since the implementation of the fast tract land reform programme in 2000, Zimbabwe experienced heavy reduction in yield and output at farm level that led to a 70% shortfall in production to meet annual food requirements (Richardson, 2005). The economic crisis in Zimbabwe has been characterized by worsening food insecurity especially in the rural areas where harvests continue to be poor. In the beef sector, Zimbabwe has failed to meet its export quota to the EU. The shortfall in production to meet annual food requirements shows a very grim situation but do not tell us about the performance of resettled farmers who now occupy much of the productive land. The broad objective of the study was to determine and compare the production efficiency of resettled farmers in Zimbabwe across land reform models. In addition, the study determined land use intensity. The study was conducted in the Mashonaland Central Province of Zimbabwe mainly because a wide variety of field crops were grown by resettled farmers. The respondents were stratified into three groups. These were: beneficiaries of land reform before 2000 (resettle scheme), fast track A1 model and fast track A2 model. The three models differ on how they were implemented and supported and this might result in different efficiencies of the models. A total of 245 copies structured questionnaire were administered on the resettled farmers from June to September 2010. Descriptive statistics was applied to the basic characteristics of the sampled households. The effect of model of land reform, gender of the household head, marital status, age of the household head, education, household size, religion, dependence ratio, whether the farmer was fulltime or part-time in farming, experience of the farmers in farming at that environment, total land size owned by the farmers and soil type on revenue per hectare and land use rate were determined using the GLM procedure of SAS (2003). Significance differences between least-square group means were compared using the PDIFF test of SAS (2003). The relationship between Revenue and land utilization was examined using the Pearson‟s correlations analysis. Dependance between response variables that had an effect on either revenue per hectare or land utilization with all the other response variables was tested using the Chi-square test for dependance. To find the effect of arable land used and herd size on revenue per hectare and land use the RSREG Procedure of SAS (2003) was used. Input oriented DEA model under the assumption of constant return to scale was used to estimate efficiency in this study. To identify factors that influence efficiency, a Tobit model censored at zero was selected. The mean land use rate varied significantly (p<0.05) with the land reform model with A2 having highest land use rate of 67%. The A1 and old resettlement households had land use rates of 53% and 46%, respectively. Sex, marital status, age of the household head, education and household size significantly affected land use (P<0.05). Revenue per hectare was not affected by any the factors that were inputted in the model. Results from the DEA approach showed that A2 farmers (large land owners) had an average technical efficiency score of 0.839, while the lowest ranking model (A1) had an average score of 0.618. Small land holders (A1 and the old resettled farmers) are on average less cost-efficient than large land owners, with a score of 0.29 for the former compared with 0.45 for the latter. From the factors that were entered in the Tobit model, age of household head, excellent production knowledge and farmer status affected technical efficiency whereas allocative efficiency was only affected by good production knowledge, farm size, arable land owned and area under cultivation. Factors which affected economic efficiency of the resettled farmers are secondary education, household size, farm size, cultivated area and arable land owned. None of the included socio-economic variables has significant effects on the allocative and economic efficiency of the resettled farmers. Thus, the allocative and economic inefficiencies of the farmers might be accounted for by other natural and environmental factors which were not captured in the model.

Abstract:
The fast track land reform programme resulted in a fundamental reorganisation of rural relations in Zimbabwe, changing the landscape in an irreversible way with people from diverse backgrounds converging on former white-owned farms. This thesis tells the story of how the newly resettled land beneficiaries are organising themselves socially in response to various economic challenges. It makes a contribution towards understanding how redistributive land reforms and local government restructuring influence rural social organisation and agency. Furthermore the study examines local perceptions on the meanings of the „farm‟ and „land redistribution‟. An utterance by one war veteran “what used to be your farm is now our land and you are free to take your farm but leave our land” provides an alternative rendition to contestations of restitution versus a purely farm productionist discourse. The study, through an analysis of primary and secondary data, provides a fresh understanding of the social outcomes of fast track. It traces the evolution of land and agrarian reforms in post-independence Zimbabwe and the political and social economic context that led to „fast track‟. Through an analysis of field findings the thesis is able to define the dominant social groups that were resettled during fast track and the challenges they face in utilising the land. The findings show that the majority of the land beneficiaries were from the customary areas, with limited agricultural experiences. Local cooperation within informal networks and local farmer groups has been identified as one of the ways in which social reproduction is being organised. These groups are responsible for enhancing production capacity but they face a number of constraints. The study derives its theoretical foundation from the post 1980s debates on rural society dominated by Mafeje (1993, 2003), Rahmato (1991) and Mamdani (1996). The debates centred on how institutions of inclusion, authority and cooperation such as the lineage groups, local farmer groups and traditional authority remain relevant in the organisation of post-independent rural African society especially in a context of increased commoditisation of rural relations of production. Using theoretical insights derived from analysing the role of the lineage groups in the allocation of critical resources such as land and the influence of traditional authority (indirect rule) as a form of local government, the study examines how social organisation is emerging in areas where neither lineage nor traditional authority are not dominant. The thesis of rural cooperation through local groups as advanced by Rahmato (1991) and Moyo (2002) provides partial insights into the response mechanisms that land beneficiaries invoke in this instance. It is not necessarily an autonomous space of organisation but rather the state is actively involved through various functionaries including extension officers who invariably advance a very productionist approach. The state‟s monopoly through its local functionaries hides its political cooptation effect by emphasising organisation for production without questioning the manner in which that production is externally controlled through limited rights over land, the state‟s monopoly over inputs supply and markets for commodities. Whilst land reform has been driven by local participation through land occupations, local government reform has been technocratically determined through Ministerial directives. There is however little innovation in the form of local government that is being introduced. It expands the fusion of authority between elected Rural District Councils and unelected traditional authority functionaries. The forms of social organisation and agency that have emerged remain subordinated to the state with no links to other networks of rural producers‟ associations and urban civil society organisations. These developments form part of a longheld tradition within the Zimbabwean state where the legitimacy of local organisation and authority is usurped to service the interests of the state. Thus whilst land reform has to a certain extent accommodated the majority poor, the ensuing local government and agrarian reforms are more focused on limiting their participation in broader processes of political engagement around distribution and accumulation and their own governance.

Abstract:
The thesis seeks to understand how emerging communities borne out of the Fast Track Land Reform Programme in Zimbabwe have been able to ensure social cohesion and social service provision using farm level institutions. The Fast Track Programme brought together people from diverse backgrounds into new communities in the former commercial farming areas. The formation of new communities meant that, often, there were 'stranger households'living next to each other. Since 2000, these people have been involved in various processes aimed at turning clusters of homesteads into functioning communities through farm level institutions. Fast track land reform precipitated economic and political crisis in Zimbabwe characterised by a rapidly devaluating Zimbabwean dollar, enormous inflation and high unemployment figures. This economic crisis has impacted heavily on new farmers who find it increasingly difficult to afford inputs and access loans. They have formed social networks in response to these challenges, taking the form of farm level institutions such as farm committees, irrigation committees and health committees. The study uses case studies from small-scale 'A1 farmers‘ in Mazowe district which is in Mashonaland Central Province. It employs qualitative methodologies to enable a nuanced understanding of associational life in the new communities. Through focus group discussions, in-depth interviews, narratives, key informant interviews and institutional mapping the study outlines the formation, taxonomy, activities, roles, internal dynamics and social organisation of farm level institutions. The study also uses secondary data collected in 2007-08 by the Centre for Rural Development in the newly resettled areas in Mazowe. The major finding of the study is that farmers are organising in novel ways at grassroots levels to meet everyday challenges. These institutional forms however are internally weak, lacking leadership with a clear vision and they appear as if they are transitory in nature. They remain marginalised from national and global processes and isolated from critical connections to policy makers at all levels; thus A1 farmers remain voiceless and unable to have their interests addressed. Farm level institutions are at the forefront of the microeconomics of survival among these rural farmers. They are survivalist in nature and form, and this requires a major shift in focus if they are to be involved in developmental work. The institutions remain fragmented and compete amongst themselves for services from government without uniting as A1 farmers with similar interests and challenges.

Abstract:
This thesis is a detailed account of Zimbabwe's controversial fast-track land reform programme. Zimbabwe's land reform history has been discussed extensively, with a focus on land redistribution. The fast-track land reform programme transferred eleven million hectares of land from 4 000 white commercial farmers to 51 543 landless peasant families. The thesis begins by offering some land reform theories and gives an overview of the land question in Southern Africa. This is followed by a discussion of Zimbabwe's land question from a historical perspective. Next is a periodised account of the successes and failures of land reform attempts made by the Zimbabwean government from independence in 1980 to 1998 when the fast-track land reform programme was conceived. Zimbabwe's political and economic situation at this time is significant. The context for fast-track land reform includes a discussion about the national question in Zimbabwe and the deteriorating status of white citizenship; the rise of Zimbabwe's liberation war veterans as a formidable force and the formation of the Movement for Democratic Change as a strong political party that was challenging, among others, the dominance of the ruling Zanu-PF party and its policies. The blueprint for fast-track land reform is discussed in order to contrast it to how the reform unfolded in practice. In this regard, the response of the international community to the violence and lawlessness that characterised fast-track land reform is worth mentioning, especially since it has bearing on how Zimbabweans are trying to cope with life in a radically altered physical and social environment, following the land reform exercise. The consequences of fast-track land reform are analysed in terms of development and the plight of Zimbabwe's farm workers; the internal displacement of hundreds of thousands of farm workers, white commercial farmers and others in Zimbabwe's countryside and whether or not fast-track land reform beneficiaries can successfully engage in agriculture to improve their standard of living. The Vumba and Burma Valley case study is illustrative of how fasttrack land reform was implemented and its socio-economic impact on Zimbabwe's poor and marginalised groups, for instance, female farm workers. The case study offers valuable insights about the survival strategies that ordinary people affected by the land reform exercise are adopting in order to cope with their new circumstances. Data was gathered from a focus group discussion (pilot study), in-depth semi-structured interviews and observation on three farms, as well as interviews with a few government officials, government documents and newspaper reports. The study is useful to countries that are planning or already implementing land reform, for example, South Africa.

Land reforms are back on the development agenda. Different types of land reforms have been adopted globally in recent years, but by far the most controversial and most radical has been the fast track land reform pursued by the Government of Zimbabwe from 2000. There is general scholarly agreement that the fast track process has been accompanied by various socio-economic and political challenges, including an increase in levels of food insecurity. This thesis examines fast track reform in specific relation to the livelihoods of smallholder households and household food security amongst land beneficiaries. It argues that the problem of food insecurity in Zimbabwe is a complex social, political and economic issue, which cannot be simplistically reduced to the failures of fast track. Understanding household food insecurity post-2000 needs to go beyond the notion that the nation‟s food security hinges on overall levels of production alone. In particular, livelihoods and food security need to be conceptualised at community and household levels. Therefore, while addressing the broad macro-level analysis and discourse around the process of fast track, the study also adopts a micro-level analysis to look at the varied impact of fast track on the actual beneficiaries. The research focuses on small-scale beneficiaries in the Goromonzi District of Zimbabwe and, through the use of the sustainable livelihoods framework, looks at how their local contexts have been influenced by the wider socio-economic and political processes, and how beneficiaries have sought ways of coping with the challenges they face.

Once the breadbasket of Southern Africa, Zimbabwe has undergone a radical transformation presently characterized by ever increasing rates of HIV and AIDS, low population growth, acute food shortages, radically decreasing life expectancy, hyperinflation, and insecurity of life and property. Additionally, the growing brutality of political and electoral oppression has engendered significant domestic, regional, and international condemnation of the Zimbabwean government. News media, human rights organizations, and foreign governments have all voiced their concern for the rapid deterioration of Zimbabwe. This thesis analyzes the course of Zimbabwe's economic, political, and social decline between its independence in 1980 and 2005. While popular interpretations place blame predominantly upon President Robert Mugabe and the Zimbabwe African Union-Patriotic Front, this thesis offers a more nuanced explanation for Zimbabwe's current crisis. This view contends that the structural adjustment policies of the Bretton Woods institutions, in concert with the breakdown of democratic institutions and the implementation of radical land reform policies led to Zimbabwe's current economic, political, and social decline.

ENGLISH ABSTRACT: Land has been a revolutionary metaphor for wealth and power in the world. Ideally, land reform in Africa should contribute to social and economic progress and ultimately result in social equity, as well as increased agricultural productivity. This study is devoted to the history of the land ownership in Southern Africa, as well as the meaning and explanation of land reform programmes after the transition to democracy. Moreover, it is dedicated to familiarising the reader with the various meanings and issues concerning land reform, particularly in South Africa and Zimbabwe. The outcome of the study is to promote further discussion on the need and about the revival of land reform programmes in the region of Southern Africa. In this study, South Africa and Zimbabwe are discussed comparatively with regards to three main areas of land reform: restitution, redistribution and tenure reform. The goal of this study is to gauge the possibility of South Africa following in the footsteps of Zimbabwe in terms of land invasions supported by the government. Zimbabwe faces the painful reality that its political revolutions have only brought them halfway to true independence. The objective for Zimbabwe is to establish a functional socialist economy where decision-making would be under political control so as to bring about the drastic redistribution of wealth from whites to blacks. The fulfilment of the rule of law must become the first priority of the Zimbabwean government. If the government continues to belittle the rule of law, corrupt decisions benefiting only those in support of the government, will continually be made. The importance of land in Zimbabwe did not so much arise from the social and economic inequalities, but rather the inability to access land, accompanied by a growing overpopulation, landlessness, land deterioration and escalating poverty in the black areas. This was further paralleled with severe under-utilisation of land in the white farming areas. South Africa, on the other hand, did make space at an earlier stage of transition in their constitution, for organised and methodical land reform to occur. Unfortunately, this process has taken much slower than first predicted, which has led to unrest among the landless, and those who have made claims for the land. South Africa very recently made some decisions to speed up the land reform process through expropriation if negotiations fail. With the Zimbabwean situation, the issue may not so much be about land in itself, but may reflect the need for employment, especially regarding infrastructure and investment in industrialisation within the rural areas. This study concludes that South Africa, although showing many similar signs of a downward spiral, will not follow the route which Zimbabwe has taken. It would appear that the government of South Africa would not allow land invasions by the landless, organised under the banner the 'Landless Peoples Movement (LPM), as was seen in Zimbabwe with the war veterans. The reason for this is that the South African government has made continuous statements that land invasions will not be tolerated in South Africa, and that they will abide by the legislation set out, when it comes to land reform and restitution. The government has the power to enforce the rule of law if land invasions do start to occur. Although the LPM have a similar manifesto and goal as to the war veterans in Zimbabwe, they seem a lot less militant and ready to work with the government and the people to ensure the best for South Africa's land reform process. This study thus looks at land reform issues that face South Africa and Zimbabwe, and fleshes out ideas as to creating a regional procedure for the best method of land reform for implementation by the South African Development Community.
AFRIKAANSE OPSOMMING: Gesien in die lig dat grond die revolusionêre metafoor van rykdom en mag in die wêreld is, sal dit ideaal wees as grondhervorming tot sosiale en ekonomiese bevordering in Afrika kan bydra en uiteindelik kan lei tot sosiale gelykheid en toename in produktiwiteit in die Landbou-sektor. Hierdie studie is toegewy aan die geskiedenis van grond-eienaarskap in Suider- Afrika, sowel as die betekenis en verduideliking van grondhervormingsprogramme na afloop van die transisie na 'n demokrasie stelsel. Die studie fokus ook daarop om die leser meer in te lig oor die verskeie menings en uitgangspunte rakende grondhervorming in die algemeen, maar meer speisfiek in Suid Afrika en Zimbabwe. Die doel van die studie is om verdere besprekings oor die behoefte en die heroplewing van grondhervormingsprogramme in Suider-Afrika. Suid-Afrika en Zimbabwe word in die studie op drie gronde met mekaar vergelyk: Die teruggawe van grondeiendom, die herverdeling van grondeiendom en die hervorming van besitreg. Die doel van die studie is om te bepaal of Suid-Afrika in die voetspore van Zimbabwe gaan volg. Zimbabwe staar die pynlike realiteit in die oë dat hul politieke revolusies hulle slegs halfpad tot ware onafhanklikheid gebring het. Die doel vir Zimbabwe was om 'n funksionele sosialistiese ekonomiese stelsel daar te stel waar besluitneming onder politieke beheer sou wees om sodanig drastiese herverdeling van rykdom vanaf blankes na swartes, asook onafhanklikheid van kapitaliste, te bewerkstellig. Die belangrikheid van grondbesit het nie werklik in die sosiale en ekonomiese ongelykhede gelê nie, maar in die onvermoë om grond te bekom tesame met 'n toenemende oorbevolkingsyfer, grondloosheid, grondverarming en toenemende armoede in swart gebiede. 'n Bydraende faktor was die groot mate van onderbenutting van grond in blanke boerdery gebiede. Aan die ander kant, het Suid Afrika baie vroeg in die oorgangsfase voorsiening vir 'n georganiseerde en stelselmatige grondhervormingsproses, in die grondwet gemaak. Ongelukkig het die proses baie langer gesloer as wat aanvanklik beplan is. Dit het tot onrustigheid onder die mense wat geen grondeiendom besit het nie en dié wat grondeise ingedien het, gelei. Suid Afrika het onlangs besluite geneem om die proses te bespoedig deur 'n paar belangrike besluite te neem, om die grondhervormings proses, vinniger te maak Dit word gedoen deur ekspropriasie as onderhandelinge onsuksesvol is. Soos in Zimbabwe, mag die werklike probleem nie slegs oor geondbesit gaan nie. Dit reflekteer die behoefte aan werkverskaffing, veral in die infrastruktuur van arm gebiede en die investering industrialisasie. Alhoewel dit lyk asof Suid-Afrika nie suksesvol in die herverdeling van grond is nie, kom die studie tot die slotsom dat die land nie in die spore van Zimbabwe sal volg nie. Abstract:
In recent years, proponents of 'green and clean fuel' have argued that the costs of overreliance on fossil fuels could be reduced through transition to biofuels such as bio-ethanol. Global biofuel discourses suggest that any transition to biofuel invariably results in significant benefits, including energy independence, job creation, development of agro-industrial centres at local level and high revenue generations for the state with minimum negative impacts on the environment. With many risks and costs associated with traditional 'dirty' fuels, it is likely that many countries, particularly African countries, will move towards the 'green and clean fuel' alternative. However, until recently research has arguably paid limited attention to the local livelihood impacts related to land acquisition for biofuel development or the policy frameworks required to maximise biofuel benefits. With regards to biofuel benefits, some recent studies suggest that the much bandied potential for greater tax revenue, lowered fuel costs and wealth distribution from biofuel production have all been perverted with relatively little payoff in wage labour opportunities in return (e.g. Richardson, 2010; Wilkinson and Herrera, 2010). Based on work done in Chisumbanje communal lands of Zimbabwe (Thondhlana, 2015), this policy brief highlights the local livelihood impacts of biofuel development and discusses policy implications of the findings. By highlighting the justifications of biofuel development at any cost by the state, the study sheds some light on the conflicts between state interests and local livelihood needs.

The problem investigated in this study relates to the socio-economic outcomes that the Fast-Track Land Redistribution Programme (FTLRP) produced. The study focused on the voices of the newly resettled farmers because the socio-economic outcomes of the FTLRP have been analyzed at a high level (government, NGOs and international organisations), thus ignoring the voice of the people at the grassroots. For example, scholars like Moyo (2004) asserted that the land question has generated a lot of emotional debate and there is a general consensus that it represents the dimension to the crisis the country is going through. On the other hand according to Mukamuri (2000) land is a very crucial factor in the eradication of insecurity and rural poverty. The study focused on the socio-economic outcomes of the Fast-Track Land Redistribution Programme (FTLRP) in Kippure-lram Resettlement Scheme, Masvingo province, Zimbabwe. The research employed qualitative research methods which were descriptive. The population of the study was constituted by the beneficiaries of the Kippure-lram Resettlement Scheme. Data collection in this study was done through the use of focus group discussions and secondary data was collected from government (Zimbabwean Government, 2003 and 2005), NGOs (FAO, 2003), international organisations (Oxfam International, 2002 and 2003) and literature from various scholars. The population comprised of all the newly resettled farmers of the Kippure-lram Resettlement scheme. Thirty (30) out of forty (40) respondents were interviewed and the researcher made use of non-probability sampling, which was purposive. Ten (10) of the farmers were not interviewed because they were not true representation of the beneficiaries of the FTLRP because they were not active in the programme. iii The researcher divided the participants into five groups. Each group had six participants. Each group of participants was interviewed on three different sessions; each session had its own thematic question. Totally, fifteen sessions were conducted during the focus group discussions. The discussions were carried out at Kippure-Iram Resettlement Scheme from the 10th to 15th of December 2010. Each session of the interviews lasted for two hours. The researcher made use of pseudo names during the interviews, a way of protecting the identity of the participants. Analysis of data in this study was carried out through the use of content analysis. Seventy-six percent (76%) of the participants observed that the FTLRP’s outcomes in Kippure-Iram Resettlement Scheme were positive to a larger extent, mainly because they can now practise various farming projects to earn a living on their new land and the programme has managed to distribute land to its rightful owners. On the other hand, twenty-four per-cent (24%)) of the participants indicated that the results of the FTLRP were negative because after the FTLRP they were left unemployed.

ENGLISH ABSTRACT: Land has been the revolutionary metaphor for wealth and power in the world and even more so in Africa. Ideally, land reform in Africa should therefore, contribute to social and economic progress and ultimately result in social equity as well as increased agricultural productivity. This study was devoted to the history of colonialism and the meaning and birth of land reform policies after colonialism. Moreover, to familiarise the reader with the various meanings and issues concerning land reform particularly in Kenya and Zimbabwe. The outcome of the study was to provoke further discussion on the need for land reform in other developing countries, especially South Africa, as well as to investigate whether colonialism created certain land ownership patterns that had harmful effects on the political and economic climate after independence in Kenya and Zimbabwe. Kenya has been unable to establish a sustainable land reform programme since independence. Ethnic clashes in the early 1990's were seen as a continuation of a battle to recognise the existence of property rights. The contributing factor to the conflict was the fact that the political leadership in Kenya was the direct beneficiary of land reform policies. Furthermore, the uncontrolled privatisation of public land only resulted in economic and agricultural decay. The Kenyan experience provides no evidence of increase in agricultural production, but inevitably resulted in social and economic inequalities and the emergence of significant landlessness, which was a result of the inadequacy of government, to provide credit as was initially proposed. Zimbabwe faces the painful reality that its political revolutions have only brought them halfway to true independence. The objective for Zimbabwe was to establish a functional socialist economy where decision making would be under political control in order to bring about the drastic redistribution of wealth from whites to blacks and to become independent form capitalists. The importance of land in Zimbabwe did not so much lie in the social and economic inequalities, but rather the inability to access land, accompanied by a growing overpopulation, landlessness, land deterioration and escalating poverty in the black areas parallel with severe under-utilisation of land in the white farming areas. This study concludes that African governmental land reform programmes have had mixed success. The complex nature of the liberation struggles in Africa, created diverse post-independence governmental systems. However, some former colonies illustrate certain common underlying issues such as the fact that years after independence, land remains one of the key unresolved issues in both Kenya and Zimbabwe, as well as in South Africa.
AFRIKAANSE OPSOMMING: Gesien in die lig dat grond die revolusionêre metafoor van rykdom en mag in die wêreld, nog te meer in Afrika is, sal dit ideaal wees indien grondhervorming in Afrika kan bydra tot sosiale en ekonomiese bevordering en uiteindelik kan uitloop in sosiale gelykheid asook toename in landbou produktiwiteit. Hierdie studie was toegewy aan die geskiedenis van kolonialisme en die betekenis en oorsprong van grondhervormingsbeleide na kolonialisme, asook om die leser in te lig oor menings en uitgangspunte rakende grondhervorming, spesifiek in Kenya en Zimbabwe. Die doel van die studie was om verdere besprekings oor die behoefte vir grondhervorming in ander ontwikkelende lande, veral Suid-Afrika, uit te lok. Abstract:
This research appraises the impact of the Fast Track Land Reform Programme at three resettled communities in Kadoma District, Zimbabwe. In particular it assesses the livelihood practices of land recipients and their effects on the natural environment. Two of the communities, Lanteglos and CC Molina were resettled under the A1 villagised and self-contained settlement scheme and are found in the Natural Farming Region III. Pamene, the third community, was resettled under the A2 small-scale commercial settlement scheme and is found in the Natural Farming Region IIb. Multiple research methods including household surveys, interviews, observations, reviews of literature and map construction through the use of Geographic Information Systems, allowed for the collection of empirical, descriptive, and spatial data to provide for the appraisal. The land use practices included dry land crop production, livestock rearing, vegetable gardening and exploitation of the natural environment for a variety of purposes. Farming was mostly subsistence with the use of traditional equipment by all three communities. Tenure was perceived to be insecure by beneficiaries and although a variety of papers to show ownership were held, none provided for leasing or freehold tenure. Despite acquiring natural capital from the resettlement process, the findings of this research show low levels of financial, physical and social capital amongst beneficiaries. Moreover climatic variability, the declining macro-economic and unstable political environment and little support from government have adversely affected the livelihoods of beneficiaries. The implication of all this has been a reduction in livelihoods that are based solely on agricultural production, leading to off-farm practices primarily exploiting the natural environment. The long term effect would be increased degradation of the environment, leading to reduced arable and grazing land, and thereby hindering sustainable livelihoods from farming. Recommendations are proposed based on this research’s findings being typical in Zimbabwe. Central to this is the need for government to revise its present land policy and, provide for a comprehensive and holistic land policy that should be based on the vision of how agriculture should evolve in Zimbabwe

Abstract:
In 1982 the governments of Honduras and the United States signed a contract that established the Proyecto de Titulación de Tierras, or land titling project. This project was initiated primarily to provide titles to small coffee farmers on State-owned land. Among the expected consequences of the project were increased access to resources, especially credit, for small farmers and increased on-farm investment due to this access to credit and increased security. It was hoped that a greater use of credit and investment would increase farm production and therefore the income and well-being of the farmers involved. In this dissertation, the land titling project is placed within the context of the history of agrarian reform in Honduras. The titling project called for a baseline study and final evaluation. These were carried out in 1983 and 1988, respectively. The author was able to obtain these data and re-interview the same farmers in 1993. These farmers are from two regions, one of which was titled and another which was not. The interviews gathered data on production, credit, use of inputs, investments, income and general socio-economic indicators. These data are used to determine the extent to which the goals of the tiding project have been met. A stochastic frontier production function is used to estimate farm-level technical efficiency. Following this, these technical efficiency scores are regressed on various factors such as education, credit and technical assistance to estimate their possible effects on technical efficiency. Finally, simultaneous equations are used to estimate the relationships among these variables. In general, ten years after the start of the project, the original goals have not been achieved. This analysis found that titling does not affect technical efficiency, access to credit, or the use of inputs. Education and technical assistance are the two factors that are consistently the most significant in meeting the project's stated goals. This analysis suggests that basic education and technical assistance, rather than expensive land titling projects, should be promoted to enhance access to credit, the use of inputs and increased technical efficiency.

South Africa’s land redistribution policy (1994-2008) has been widely publicised, and has come under scrutiny of late from the public, private and government spheres, highlighting a need for research in this area. The research examines progress in South Africa’s land redistribution programme in two of KwaZulu-Natal’s district municipalities, Uthungulu and iLembe. Specifically the research investigates whether the government has paid above market prices when purchasing sugarcane farmland for redistribution in these districts. Moreover, it is illustrated how productivity on redistributed farms has been affected with the changes in ownership. To investigate the research questions, reviews of theories pertaining to property rights, land reform and market structures were conducted. Moreover, two cases studies were conducted in the districts of Uthungulu and iLembe, with assistance from the Department of Land Affairs, Inkezo Land Company and the South African Cane Growers Association. The case study data indicate that above ordinary market prices have been paid (2004-2006) by the government for sugarcane farmland in the districts concerned, and further that productivity has been negatively impacted ‘during’ and ‘post‘ transfer, in the majority of cases.

ENGLISH ABSTRACT: Women’s rights to property have still not been recognised in many countries as a basic individual right. Furthermore, women have often been excluded in the policies that govern land reform, that is, the economic restructuring programmes and land distribution policies. It is important to understand how women's rights in and access to land are being addressed, and the ways in which institutional reforms have benefited or disadvantaged women, given the importance of women as agricultural producers in sub-Saharan Africa, as well as the commitment to gender equality adopted by many governments. The determination of the criteria used to target land beneficiaries for land reform in South Africa is largely unclear and undocumented. Furthermore, there is a limited focus in existing literature on the actual impact of land reform on its beneficiaries. Land reform in South Africa is only benefiting a small proportion of the population. The findings of this research also indicate that there is a conscious attempt by the state to address racial injustices of Apartheid, with the majority of recipients of land in South Africa being African/black, and Coloureds following closely. Furthermore, the beneficiaries of land appear to be largely uneducated and unmarried. The research indicates that women in South Africa have equal, if not more opportunity than men to gain access to land through land reform. However, it does appear that males are heading most of the households with access to land through land reform and women in male-headed households have more access to land through land reform than those in female-headed households. This suggests that unmarried women are still at a disadvantage for accessing land through land reform, which further validates the findings of existing literature that customary practices may still be prevalent in South Africa and women’s primary access to land is through marriage. The findings of the research also indicate that generally people with access to land through land reform are more likely to have better household welfare than those with no access to land through land reform. Therefore, with only 2.5 per cent of the population accessing land, there is a significant limitation on the number of households whose welfare can be improved by land reform. The results also indicate that males without access to land have better household welfare than females without access to land therefore implying that women are more vulnerable without land access and they are more likely to face poverty when they are not afforded the opportunity to access land through land reform. Furthermore, it appears that females with access to land have better household welfare than males with access to land, which implies that females are an essential contributor to household welfare, more so than their male counter parts. Similar to existing literature, these findings further validate the need for the state to address gender inequality in land reform and ensure that women are included in the process. Nevertheless, with the majority of the land beneficiaries in this research being female, household welfare in South Africa is expected to improve in the future due to land reform.

ENGLISH ABSTRACT: Drawing on an exploratory case study in agricultural linkages, this report seeks to provide lessons on how the rural poor might engage in more sustainable land refonn in South Africa. The Thandi Agricultural Linkages Project case study is a land reform initiative of the Capespan Group, South Africa's largest fruit exporting company. The study explores how small farmers involved in worker equity-share schemes can benefit from the opportunities from demand-driven changes in high value agriculture in South Africa. The study examines the institutional mechanisms adopted by Capespan to integrate emerging fruit farmers in the supply chain and its effects on farm profitability and sustainability. Six farms were chosen as the object of research for the study. The research argues that, whilst Govenunent have promulgated legislation and made resources avai lable to facilitate land reform in agriculture, its impact and sustainability is questionable. Whilst land reform to date is viewed by many critics in South Africa as a failure, this report argues that there are important, but largely unexplored. cases of success. These will require policy interventions, as well as much greater private sector involvement to overcome the capacity gaps which exists among farmers that have been empowered through land reform. Some of these opportunities call for innovative private sector agribusiness champions that can partner with Government to link emerging farmers in new ways into global and profitable local, value chains. Land reform is unlikely to be economically and institutionally sustainable unless action is taken to improve access to factors of production, strengthen the enabling environment and provide skills development and technical assistance to emerging farmers in a highly competitive global marketplace. This research report compiles a list of 'good practices' that could be replicated. and documents the lessons learned from the Thandi Agricultural Linkages Project. It is hoped that these lessons will be used to inform the policy, design and implementation of future land reform projects in South Africa .

The current study aimed at investigating the contribution of land redistribution programme towards poverty alleviation in Misgund development project. The study was conducted in the Eastern Cape Province within Cacadu District at Koukamma Local Municipality in a rural town of Misgund. The study employed qualitative research method, with a sample of ten project beneficiaries who are both men and women. The unstructured interviews were used to collect data for the study and supplemented by scholarly texts, journals articles, policy documents, reports, newspapers and magazines articles. The data was analysed using coding, listing, categorising and content analysis as data analysis methods. After the data was analysed it was interpreted to obtain information to address problems and come up with recommendations. The study revealed the effects that the land redistribution programme has in the lives of the rural people of Misgund, which include amongst others, poverty alleviation, women empowerment and job creation. The involvement of the project beneficiaries in the conception of the project and their participation in decision making is of importance as it contributes to the sustainability of the project. It is recommended that the Department of Land Reform should consider involving the communities when deciding on the choice of the project that will be funded, so as to obtain information and history of the project to be purchased. It is also important to determine the estimated time of harvesting and when the project will start producing dividends so as to sensitise the project beneficiaries.

New policy initiatives that followed the 1994 democratic elections aim strongly on construction and development, especially in the agrarian sector. Land reform is one of the initiatives that the democratic government has implemented post 1994 to enable the previously marginalised and disposed individuals and families to own land. The aim of the land reform was not only to provide settlement beneficiaries, but to provide post settlement support to them and enable them to live a better life. However, most of the beneficiaries who acquired farms through the land reform programs lack practical experience in commercial agricultural production. In light of the above, the agricultural mentorship programme was implemented to offer a ray of sunshine to smallholder and emerging farmers. However, it is quite evident that although the agricultural mentorship program was implemented, the Kat river valley emerging citrus farmers are still facing challenges such as limited production capacity; limited access to financial capital; limited access to production equipment; and limited post-harvest support. This study aims to review the agriculture mentorship programme of the Department of Agrarian Reform and Rural Development (DRDAR), with a specific focus on citrus at Kat River Valley. Using data drawn from a sample of nine (9) mentees, two (2) mentors and one official from DARDAR who were personally visited and interviewed, the thesis presents the results of an assessment of the program’s outcomes for participant’s experiences and perceptions in order to strengthen the programme. A review of related literature on land and agriculture reform, agricultural policies, emerging farmers and mentorship has been presented. The study employed a qualitative approach for in-depth understanding and verification. Source documents, open-ended questionnaires and semi-structured interviews were used to collect data from participants. The study revealed that the mentorship programme has made an impact since its implementation as can be noted by the increase in production and income levels; sustainability of skills and knowledge attained from during mentorship and also job opportunities from the projects.

South Africa is a new democracy that has had to deal with many historical remnants of apartheid. One of the main remnants has been land dispossession and massive inequalities along racial lines of access to land for agricultural purposes. In countering this, the post-apartheid state has pursued land redistribution programmes since the end of apartheid in 1994, as part of a broader land reform project. Simultaneously, post-apartheid South Africa has been marked by significant state restructuring notably a process of state de-centralisation including the positioning of municipalities as development agents. Amongst other goals, this is designed to democratise the state given the authoritarian and exclusive character of the apartheid state, and thereby to democratise development initiatives and programmes. Land redistribution and state decentralisation in South Africa are different political processes with their own specific dynamics. They have though become interlinked and intertwined but not necessarily in a coherent and integrated manner. Within broader global developments pertaining to state decentralisation and land redistribution, the thesis examines the complex relations between these two processes in South Africa. In particular, I analyse critically the decentralised character of the land redistribution programme in South Africa. In order to concretise and illustrate key themes and points, I discuss a particular land redistribution project called Masizakhe located in Makana Municipality in the Eastern Cape Province.

Past socio-economic and political policies have resulted in a racially skewed and inequitable distribution of land as well as overcrowding, overstocking and poverty in the countryside. It has become imperative that fundamental change is brought about in order to improve economical opportunities of all South Africans to access land for beneficial and productive use. Land reform, as the central thrust of land policy, is not only part of the effort towards the creation of equitable land distribution, but also of national reconciliation and stability. This study analyzed the notion of economic empowerment of farm workers. It looked at historical overview of the evolution of politics in South Africa and contemporary legislative framework pertaining to land redistribution and farm workers in the Western Cape. A case study of Bouwland farm in the Stellenbosch agricultural area was used as an example of how land redistribution can contribute to economically empower farm workers.

This thesis examines the impact of the recapitalisation and development programme on cattle producing farmers in Joe Gqabi and Chris Hani Districts. This research is based on the insight that most of the Eastern Cape cattle producing farmers are facing financial problems and their farms are dilapidated even though there are interventions from the Department of Rural Development and Agrarian Reform and Rural Development and Land Reform through programmes such as CASP and RADP for rescuing the cattle producing farmers. The major challenges faced by the cattle producing farmers into getting the funding will be established in this study. The main focus is on the farms that have already got the funding and also on the ones that are still in the pipeline for being funded by the Department of Rural Development and Land Reform. To a lesser extent, the thesis draws on findings from careful considerations of case studies comprising ten farms, thus five farms from Joe Gqabi and five from Chris Hani Districts. The research methods under this research design yielded data that was descriptive and exploratory based on human experiences and are associated with discovering changes in situations. The research findings show that delays in releasing recapitalisation and development funds for land reform beneficiaries have been recognised as one of the main reasons for the collapse of land reform projects. In most cases the funds are arriving long after they were needed for important faming activities. The delays are also leading to permanent closure of the farms. Therefore, it is essential for the success of land reform programmes to ensure that the production model is designed so as to generate benefits for land reform beneficiaries. This thesis is concluded by making recommendations to the Department of Rural Development and Land Reform in order to address the identified Recapitalisation and Development Funding challenges as well as to identify what can be considered as effective financial support to the land reform projects.

To redress past discrepancies in land tenure, the ANC government acknowledged that land needs to be made accessible to the previously disadvantaged, announcing that commonage would be a pillar of their land reform programme. Municipal commonage is land granted by the state to municipalities for urban households to use. Presently many urbanites in South Africa seek a livelihood from commonage. However, there has been no livelihood valuation of the contribution commonage makes to previously disadvantaged households. Thus there is a need to calculate the benefits of the commonage programme. Through a two phase approach, this thesis investigated firstly, the proportion of township households which use commonage; and the main characteristics of those households. Secondly, the thesis looks at the extent to which commonage contributes to users' livelihoods and the dominant livelihood strategies pursued by user households. Data was collected for three towns in the Eastern Cape province of South Africa; Bathurst, Fort Beaufort, and Grahamstown. Firstly it was found that between 27-70% of households used commonage, with the largest town having the lowest proportion of users, and vice versa for the smallest town. In terms of household characteristics, each study town was unique. Both Bathurst and Grahamstown user households were poorer than non-using households, however all Fort Beaufort households were considered poor. To assess the benefits of the commonage programme, the marketed and non-marketed consumptive direct-use values of land-based livelihoods on commonage were calculated via the 'own reported values' method. Commonage contributions to total livelihoods ranged between 14-20%. If the contributors from commonage were excluded, over 10% of households in each study town would drop to living below the poverty line. Additionally, commonage was being used productively, with the productivity at each study town being worth over R1 000 per hectare and over R4.7 million per commonage. Finally, a typology of subsistence/survivalist commonage users is presented, with four types being identified. Overall, results suggest that commonage use has increased over the last decade. Moreover, due to food inflation and urbanisation the use of commonage is expected to increase further, highlighting the need for holistic commonage management plans to be created, which should include strategies such as sustainable grazing regimes and natural resource management.

This thesis explores questions of gender equality in social welfare theory; methodologies; approaches and policymaking in the Global South in the context of land reforms. This stems from the realisation that gender equality issues in social welfare are increasingly receiving greater attention in the context of the Global North and less in the South. By adopting a Transformative Social Policy framework, the research departs from hegemonic livelihoods, poverty reduction and the ‘classical models’ of land reforms often designed from the mould of the neoliberal discourse of individual tenure to focus on land reform as a relational question. Empirical data was gathered using a sequential explanatory mixed-methods approach involving survey questionnaires; in-depths interviews; focus group discussions; key informant interviews and field observations. A total of 105 randomly selected households, comprising 56 male-headed households (MHHs) and 49 female-headed households (FHHs) participated in the quantitative component of the study, comprising a control group of nonland reform beneficiaries. Additionally, 30 purposively selected in-depths interviews comprising 20 FHHs and 10 MHHs were conducted in resettlement study sites. Findings from this this study indicates that despite the country’s depressed economic environment and the effects of climate change, transfer of land enhanced the productive capacities of individuals and rural households, including those headed by females. At micro-level, in-kind transfer of land to rural households proved to be a more superior social protection measure compared to either food or cash transfer. However, social relations and institutions proved resistant to change, posing a greater obstacle to social transformation. And more importantly, from a social reproductive perspective, the same land reform that enhanced the productive capacities of women, inadvertently, increased their social reproductive work with implications on the welfare of women relative to men. The thesis makes a contribution to social policy debates in Africa, which hitherto have been dominated by the introduction of cash transfers as witnessed in many countries across the continent. The transformative social policy approach brings novelty to the study of land reforms. By Conceptualising gender as a relational and social construct, the study adds knowledge on the nexus between gender, land reform and welfare using the Fast Track Land Reform Programme (FTLRP) as reference. With the FTLRP––as a leftist policy in a liberalised economy––there is a need for the government to re-align its social and economic policies to avoid inconsistencies in the country’s development path. On the gender front there is need to legislate resettlement areas as outside the jurisdiction of traditional structures; promulgate statutory instruments dealing with land and setting up designated land claims courts linked right up to the Constitutional Court. Specifically, for Chiredzi, there is a need to establish a corporate body to administer the affairs of Mkwasine following the pulling out of the Estate. The thesis focuses on the social policy dimension of Zimbabwe’s Fast Track Land Reform Programme (FTLRP). Interrogating land reform in the context of Transformative Social Policy (TSP) is a critical lacuna in Zimbabwe’s land reform and dominant social policy literature, implying the absence of a wider vision of social policy. This vision emphasises the consideration of the five tasks of social policy (production, redistribution, reproduction, protection and social cohesion); and acknowledges the symbiotic link between social policy and development. The thesis asks, how did the FTLRP and land occupations unfold; what is the new agrarian structure and, forms of social organisation in the aftermath of the fast track land reform; and how has the programme played out in relation to redistribution, production, social protection, reproduction and social cohesion? The thesis is based on a qualitative-dominant mixed methods research approach, and is complemented by predominantly quantitative data gathered by the African Institute for Agrarian Studies (AIAS), now Sam Moyo African Institute for Agrarian Studies (SMAIAS); and a sample of 150 A1 land beneficiaries drawn from Dalkeith, Whynhill and St Lucia Farms. Using grounded empirical data gathered in an eight (8) months-long ethnography in Zvimba district, Mashonaland West Province; and transcending ideological and epistemological debates, the thesis argues that, despite shortcomings, the fast track land reform is a crucial social policy ‘instrument’ with immense potential to transform lives. Across the district, land is a core economic, social and political resource that is central in enhancing wellbeing. The centrality of land reform in transforming lives is hampered mainly by land use and production constraints, and as the study results show, this dimension has the least positive outcomes. Diverse targeted support services that are mainly crystallised around land use and production, value chains and markets, are essential. If the farmers are appropriately supported, the benefits of land reform are potentially immense. Overall, land reform must be understood as a transformative social policy initiative and fast track is the case study for demonstrating this. The thesis contributes primarily to approaches and literature on land reform and social policy.

The study explored the extent of women’s economic empowerment for sustainable livelihoods through the Fast Track Land Reform Programme (FTLRP) in Zimbabwe, focusing on three wards in the Makoni district. The study addressed the paucity of information on the usefulness of land redistribution on women’s improved food security and disposable income. Using a qualitative case study, the researcher purposefully selected thirty female land beneficiaries to participate in focus group discussions and five land officers from government departments to be interviewed as key informants. Findings reveal that the FTLRP generally meant that men accessed more land than women. Women’s livelihood initiatives were hampered by their failure to access sufficient support from the government and external partners. Despite the government signing various charters purported to support women’s empowerment, there is still a lot to be done to achieve it.

The purpose of this research was to quantify the impact of the land reform programme on land use and land cover changes (LULCC) in Chipinge district situated in Manicaland Province of Zimbabwe. The Fast Track Land Reform Programme (FTLRP) of 2000 was selected as the major cause of LULCC in the district. This research addresses the problem of knowing and understanding if there was LULCC in the district before and after the enactment of the FTLRP in the year 2000. The research objectives of this study were as follows: to investigate the impact of the FTLRP of 2000 on land use and land cover in Chipinge district; to test the use of Landsat earth observation data in quantifying the changes on land use and cover from 1992 to 2014 in Chipinge district and to predict LULCCs in the year 2028 in Chipinge district. The methodology for detecting the impact of LULCC was based on the comparison of Landsat MSS, TM, ETM+ and OLI/ TIRS scene p168r74 images covering Chipinge district taken on diverse dates in five different years. In order to prepare the Landsat images for change detection analysis, a number of image processing operations were applied which include radiometric calibration and atmospheric correction. The images were classified using the Support Vector Machine (SVM) and evaluation was done through accuracy assessment using the confusion matrix. The prediction of LULCC in the year 2028 was modeled by the Markov Chain Analysis (MCA) and the Cellular Automata Markov Chain Analysis (CA MCA) so as to show land distribution in the future. The results show that agricultural farmland, estates and area covered by water bodies declined whilst there was an increase in built-up areas, forest land and bare land since the enactment of the FTLRP. The prediction results show that in the year 2028, there will be a decrease in the amount of land covered by water bodies, forest and agricultural farmland. There will be an increase in the amount of built-up in the year 2028 as a result of population growth. It is the recommended in this study that better remedies be put in place to increase forest cover and also the use of high resolution images in further studies. There should be exploration of the relationships between LULCC, socio-economic and demographic variables would develop more understanding of LULCC. The study also recommends the preparation of a proper land use plan to deal with a reduction in the growth of settlement which is vital in the planning and management of social and economic development programs.

This qualitative study presents an onomastic perspective on the changing linguistic landscape of Zimbabwe which resulted from the post-2000 land reforms (also known as the Third Chimurenga). When veterans of Zimbabwe’s War of Liberation assumed occupancy of former white-owned farms, they immediately pronounced their take-over of the land through changes in place names. The resultant toponymic landscape is anchored in the discourses of the First and Second Chimurenga. Through recasting the Chimurenga (war of liberation) narrative, the proponents of the post-2000 land reforms endeavoured to create a historical continuum from the colonisation of Zimbabwe in 1890 to the post-2000 reforms, which were perceived as an attempt to redress the historical anomaly of land inequality. The aim of this study is to examine toponymic changes on the geo-linguistic landscape, and establish the extent of the changes and the post-colonial identity portrayed by these place names. Within the case study design, research methods included in-depth interviews, document study and observations as means of data generation. Through the application of critical and sociolinguistic theories in the form of post-colonial theory, complemented by geo-semiotics, political semiotics and language ecology, this study uncovers the richness of toponymy in exposing a cryptic social narrative reflective of, among others, contestations of power. The findings indicate that post-2000 toponymy is a complex mixture of pre-colonial, colonial and post-colonial place names. These names recast the various narratives in respect of the history of Zimbabwe through the erasure of colonial toponyms and resuscitation older Chimurenga names. The resultant picture portrayed by post-2000 toponymy communicates a complex message of contested land ownership in Zimbabwe. There is a pronounced legacy of colonial toponymy that testifies to the British Imperial occupation of the land and the ideologies behind colonisation. This presence of colonial toponymy many years after independence is an ironic confirmation of the indelible legacy of British colonialism in Zimbabwe. The findings show a clear recasting of the discourses of violence and racial hostility, but also reveal an interesting trend of toponymic syncretism where colonial names are retained and used together with new names.

This project employs a narrative and counter narrative lens to seek an understanding of the changing roles of traditional leaders in an independent Zimbabwe. A historical context was necessary in order to highlight changes in traditional leadership roles prior to the independence era. This process of using the historical context facilitated a discussion that was divorced from biases associated with colonialism and independence. To achieve this, a study was undertaken of the period prior to the colonial era, within the colonial era and post colonial period. This resulted in a rich discussion of the changing roles within each period together with implications to traditional leadership in an independent Zimbabwe. The study undertook a detailed review that provided the basis for the placement into the historical context that was supported by academic literature. The use of theory further consolidated the placement of the study in an academic context. Data collection and analysis were placed in narrative and counter narrative contexts using a thematic approach to find meaning to the study while addressing assertions that were raised in the study. The findings proved that traditional leaders in Zimbabwe have lost their powers and are partaking of new modern roles slowly divorced from the traditional context of both the pre and colonial era. It also proved that traditional leaders are aware of the changing roles and might be enjoying the benefits of the modern system at the expense of both tradition and culture. The other argument however is that traditional role conflicts with democratic processes and may not really be representative of a democratic government as these leaders are not elected. The findings of this study should highlight to the traditional leaders of the irreversible changing roles which only stand to maintain what could be an oppressive system similar to the colonial era unless it is checked and controlled. The study may also help academics and other interested parties that may be advocating for a separation of African systems in place of Western influenced governance despite the globalised nature of the world that maybe considered a disadvantage to poor countries.

Against a background of declining macro-economic conditions in Zimbabwe, significant challenges confront management in changing the financial performance of debt-ridden parastatals or public corporations. Chronic budget deficits, poor economic policies and mismanagement have ensured that these under capitalised companies post successive losses thus increasing the burden on the tax payer who must pay for their survival. The research study seeks to establish the strategies which management can implement to raise revenue and improve cash flows in preparation for privatisation. If the companies are to be competitive in a deregulated sector, the chosen strategies must offer quick and sustainable solutions. The shareholder's intention is to place these companies in a profitable position in order to gain maximum value from prospective investors. The recommended strategies are intended to improve financial performance of a telecommunications company confronted by a myriad of problems, which include: - • Critical shortages of foreign currency required to implement network development and maintenance programmes as well as payment of traffic handling obligations. • Competition from new entrants, • Government intention to privatise a company weighed down by a huge local and foreign debt. • An economy experiencing negative growth, high unemployment and chronic inflation. The relationship between farmers and farm workers in South Africa in one steeped in controversy, yet this area of study has received little attention. Agrarian history in South Africa is topical especially when considering the interaction between farmers (predominantly white) and farm workers (almost entirely black) in a capitalist economy. Farm workers current social and economic situation is a product of colonialism, segregationist and apartheid policies, as well as capitalist development and post-apartheid development strategy. This study hence analyses the social cohesion within the commercial farming community, placed against the backdrop of the Land Reform Programme – tenure reform. The social relations and labour are highly shaped by the capitalist mode of production and through the control of capital. Total institutions, domestic governance, and paternalism, impedes successful tenure reform. The study reveals a mutual cohesion between farmer and their employees based on a variety of reasons ranging from mutual understanding, good communication, good working relationship, and treating such other fairly. Nonetheless, this does not mean that farm workers are not being maltreated as other studies on farm relations have shown. Without a doubt, land reform particularly tenure reform has clearly tested the patience of farmers. The study further acknowledges that the current land reform programme (especially tenure reform) is deficient, and has not benefited those for whom it was intended. Despite the legislation that have been passed in order to protect the rights of those living on farms, and to secure the labour right of those who work on them, there has been little improvement in securing tenure rights as well as the poverty level of many farm dwellers. Successful implementations of recent interventions to tenure security are the preconditions necessary for the broader land reform programme to reduce poverty levels among farm workers. Hence, securing tenure rights for farm workers must therefore be tired to programmes which aim to reduce poverty level among farm dwellers in general. Tenure reform by itself cannot alleviate rural poverty unless the government take a decisive action to stimulate the rural economy. Equally, farm dwellers (including farm workers and labour tenants) have felt the harshest consequence of the crises facing post-apartheid South Africa’s agriculture sector. This historical process has left its legacy in post-apartheid South Africa, characterised not only by a bimodal agricultural system but also by an unequal relation within (white) commercial farms where farm workers and labour tenants are faced with the harshest reality of poverty in the mist of agrarian wealth. This study therefore explores the disputed labour regime in the farming sector – the mechanisation and casualization of farm labour, as well as farm consolidation, both leading to a drop in rural/farm employment as an immediate consequence; and low unionisation of farm workers.

This thesis explores social policy outcomes of the FTLRP. The thesis comes from an appreciation that there has been a lot of attention that has been given to the process and outcomes of the FTLRP. Various and sometimes antagonistic analytical frameworks have been employed by different scholars who come from different epistemological standings resulting in academic polarity on the subject of the FTLRP in Zimbabwe. This thesis transcends all the analytical frameworks to provide a unique perspective of the extent to which the FTLRP achieved social policy outcomes. Some of the scholars who have written on this subject have grappled with some of the social policy outcomes without however a deliberate focus on social policy outcomes. The main contribution of this thesis to the body of knowledge is its exploration of the extent to which the FTLRP has been a social policy tool that has achieved social policy outcomes. This is important because for a long time land reform has not been generally considered as a social policy tool in the main stream social policy literature. The reason for this is that social policy literature has been dominated by OECD scholars who naturally focused more on social policy tools that are more relevant to their contexts. In the process they have sought to transpose the tools that are more prevalent in their contexts to Africa. Consequently, social policy tools from the global south, such as land reform, have not featured in any significant way in mainstream social policy literature. The thesis used the transformative social policy framework in both the research and analysis of the data. The conceptual framework identifies five functions of social policy namely redistribution, production, protection, reproduction and social cohesion. Using a mixed methods approach, the thesis interrogated the extent to which the five functions of social policy were realised by the FTLRP. Research findings have shown that the major outcome that was unequivocally realised was redistribution. This is so because the country’s agrarian structure dramatically changed from a bi-modal set up where 6000 white farmers owned more than 35 percent of the arable land to a new structure where about 180 000 households of diverse backgrounds, inter alia former farm workers, people from communal areas, civil servants, war veterans, pensioners, government senior civil servants and the unemployed, now work and live on the same land. The other four social policy functions were achieved to varying degrees. Lastly, the research looked at the human development outcomes of the FTLRP by focusing on the state of education in the resettled areas. The research observed that the FTLRP increased both primary (13%) and secondary (31%) education accessibility for the children of land beneficiaries. Due to the abrupt nature with which education services were on demand, the quality was compromised.

Political transformations in most developing nations have been accompanied by vast land claims by indigenous communities who were forcibly detached from their traditional land during colonisation and apartheid-like dispensations. In the context of sub-Saharan African countries (including South Africa), the need for land reform has been aggravated by the great scarcity of farmland. However, most of the reclaimed land is in areas pursuing conservation activities. Now, caught between owning the land and pursuing conservation as a land use option to improve livelihood; local communities have tended to form partnerships and collaborations with external stakeholders in managing communally owned natural resources. Collaborative management is perceived as a sustainable route in governing common pool natural resources in re-claimed areas. It is in this regard, that this research aims at establishing the role to which social capital can be instrumental in promoting sustainable governance in co-managed community game reserves in Kwa-Zulu Natal. This study follows a case study approach, with Zondi and Gumbi communities in Umvoti and uPhongolo Districts of KwaZulu Natal, South Africa respectively being used to obtain empirical evidence. Two basic criteria were taken into consideration in selecting appropriate case study areas to attain the aim of the study. Firstly, whether the area had successfully claimed the land and secondly, if there were collaborative efforts from different stakeholders in managing available common resources. To ensure equal representation, research participants were drawn from households, community leaders, conservation organisations and policy makers from the government. This study’s methodological positionality is interpretive in nature, and its operational framework base is qualitative research. It therefore uses a number of qualitative techniques in an attempt to establish the role of social capital in governing Somkhanda (in Gumbi) and Ngome (in Zondi) Community Game Reserves. For instance, systemic-resilience thinking and socio-ecological learning approaches were used to analyse the participatory relationship and effects in managing community natural resources in Gumbi and Zondi communities. It has been revealed in this study that the key to successful collaborative environmental management projects revolves around issues of participation, transparency, reciprocity and effective communication. These elements are important ingredients in building strong social capital. Community social cohesion builds trust between internal and external actors, especially in communities that were once subjected to various forms of segregation and corrupt systems of governance. The presence of trust in managing common pool resources ensures effective stakeholder participation as well as involvement in decision making processes. Furthermore, the evidence from this study suggests that the frequent exclusion of rural populations from participation in processes with a direct influence on their lives, undermines efforts to pursue Community-Based Ecotourism. More profoundly, the study found that, as an analytical tool, social capital seems to provide a dynamic and holistic explanatory approach to the pursuance of Community-Based Ecotourism in land-claimed communities, compared with the dominant evaluative techniques in the tourism field. Another important practical implication is that social capital can be used to promote the analysis of communities as heterogeneous and evolving, as opposed to the assumptions of their homogeneity and static state. There is a strong possibility that social capital can also address power-relations, social exclusion and inequality, through consideration of both structural and cognitive indicators. The findings from this study make several contributions to the body of knowledge. Firstly, they provide a better understanding of social capital variables influencing community participation in conservation activities. This is of use when designing or developing future Collaborative Community-Based Natural Resources Management (CCBNRM) projects. Secondly, from a broader perspective, the study advises policy makers not to ignore related community policies which might impact community participation in CCBNRMs. This is essential in considering the direction of future conservation and rural development policy. Thirdly, they provide a framework for empowering local people and their communities to enhance participation in CCBNRM. In view of this, a binding conclusion can be made that social capital can be a vehicle through which the accumulation of different forms of capital can be achieved and contribute towards sustainable environmental management.

This study explores the land restitution experience of the Amangcolosi Community Trust, to understand what factors have allowed them to build a thriving land reform project in a terrain riddled with dysfunctional community property institutions and under-utilised land. The case of the neighbouring Gayede Trust, with a shared history, is used as a secondary case for comparison. The research considers what factors contribute to effective communal property management, as well as the role of government, the traditional authority, and commercial partners in contributing to or hindering success. It also explores what factors have allowed for alleged co-option of resources by elites, and the role of corruption and mismanagement by government in jeopardising the community’s success. Finally, it discusses the importance of accountability from both the top-down and bottom-up if land reform is to avoid ongoing repetitions of the tragedy of the commons.

This research was undertaken to determine the extent to which share equity schemes have been successful. The research also investigated the possible causes of failure of the established share equity projects and sought to determine the feasibility requirements that may be put in place to ensure success and sustainability of the ventures in support of land reform. The methodology used involved comparing the data gathered from business plans, valuation reports and other project documents from the Department of Land Affairs (DLA) with the information gathered through interviews and observations. The results revealed causes of failure to include the fact that beneficiaries of the investigated equity schemes did not participate in business plan development or implementation and therefore had no sense of ownership in the intended joint ventures. It was also found that none of the business plans included any form of training for capacity building and therefore no mechanism for empowering beneficiaries existed to participate effectively at all levels of the farming enterprise. Furthermore, original farm owners as the majority shareholders tended to re-invest profits into farm assets rather than paying dividends. It was concluded that the inclusion of a training programme in every business plan is crucial to the success of farm share equity ventures as this may enable beneficiaries to be sufficiently empowered to participate effectively at all levels of the business.

Abstract:
The narratives about the postexilic Judean community are an ancient biblical account of the socio-economic and political experiences of the Judeans when they were finally restored back to Judah from Babylonian captivity. Although the Judean restoration was celebrated when they were restored by King Cyrus’ decree, real freedom did not prevail in the Persian province of Yehud; corruption, usury, greed, oppression, enslavement and loss of property impacted negatively on the poor. The leadership expropriated from poor citizens land, vineyards, and houses in exchange for food. In addition, the governors also charged heavy interest on money borrowed by poor members of society. Parents and their children were subjected to enslavement. In response to these corrupt practices, Nehemiah challenged the leadership to stop oppressing the poor. Nehemiah went further to provide food to the starving Judeans and other people from surrounding nations which served as a stimulus to strive towards alleviating poverty and starvation among communities. By employing an approach known as hermeneutics of appropriation, this thesis appropriates the experience of the postexilic Judean community to the post-independence Zimbabwean context. Between the years 1999 and 2008 many people lost their lives due to unemployment and lack of income, shelter, nutrition, and access to health-care facilities because of the economic meltdown following the controversial fast-track land reform programme in Zimbabwe. The majority of people are still experiencing the negative impact of the land reform as people strive to make a living in the absence of jobs and income scarcity. Corruption by the leadership has continued to further exacerbate starvation among the poor until today.This study attempts to employ the biblical Nehemiah’s social justice reforms (Neh 5) to challenge the Zimbabwean leadership to focus on rebuilding the country which was ravaged by a decade of both political and socio-economic crises. Lessons drawn from Nehemiah would be used to stimulate the leadership in the Zimbabwean government and members of society at large, to strive towards helping the poor and alleviating poverty.

The main question of this research which focuses on the role of the Old Testament in the South African context is: If reread from an African liberationist perspective in the context of land redistribution and socio-economic justice in South Africa, could the Israelite Jubilee legislation in Leviticus 25:8-55 offer liberating and empowering possibilities for the poor in South Africa? Methodologically, both the historical-critical method and the African liberationist approach are employed in the present study. The exegesis of Leviticus 25:8-55 in which the historical-critical method is employed lays the foundation for the contextualisation of the issues arising from the exegesis. Furthermore, within the African liberationist framework, the South African context served as a lens to interpret Leviticus 25:8-55. Significantly, this study shows the misuse of power on the part of the rich élites to confiscate productive land from the poor Israelites in the pre-exilic setting. Not only were the rich élites elevated at the expense of the poor, the Levites were equally favoured economically in the Babylonian period. In post-exilic Yehud, of significance is the fact that the Jews were faced with the challenge of loss of land, indebtedness and poverty. The striking parallels between the contexts from which the text of Leviticus 25:8-55 emerged and the context of the modern reader of the Bible in South Africa are shown. It is revealed that African-South Africans who lost their productive land during the colonial and apartheid eras continue to experience indebtedness and poverty. At the same time, the political élites contribute to the present disproportionate benefits from land ownership and socio-economic injustice in the country. Like the context of Leviticus 25:8-55, in South Africa, the rich continue to be richer while many African-South Africans are trapped in the poverty cycle. In the end, it is argued that when re-read from an African liberationist perspective and in the context of the land redistribution and socio-economic justice discourse, Leviticus 25:8-55 can contribute positively to the redress of inequality and consequently to poverty alleviation in South Africa.

This research explores the perception and practice of participatory communication for development. To this end, the study focuses on a leading local Non-Governmental Organisation (NGO) named Organisation for Rehabilitation and Development in Amhara (ORDA), Ethiopia. This qualitative case study was based on the participatory development communication model which has been assumed to bring about sustainable socio-economic change of a country (Melkote & Steeves, 2001; Mefalopulos, 2008; Servaes, 2008). The data were collected using in-depth interviews, Focus Group Discussion (FGD), document analysis and field observation. The collected data were organised and analysed in the form of content and thematic analysis. The results revealed economic oriented and top down approach to development communication as the dominant conceptions, and majority of the research participants perceived the concept ‘participation’ as mere contributions of labour and materials which are not real participation, but co-option. Only a few of the management members of ORDA conceptualized the idea of ‘participation’ as an empowerment process in which the organisation’s official document is also stated. Besides, the results showed no genuine participation of the local community in ORDA’s development process. Generally, these results could lead us to conclude that participatory communication was the missing link in the development process. That is, communication was perceived as a transmission of development information and an image building activity, not a process of empowerment. The major communications practices of ORDA were also best described as one-way top down which could reveal the legacy of modernisation and dependency theories of the development literature. The study further indicated pressing factors such as individual, organisational and environmental related affecting the implementation of ORDA’s participatory development communication. The results of study further indicated that participatory development communication was not used a means of liberation from the chain of poverty, dependency syndrome and other underdevelopment problems which deeply persist in the region. Based on the findings, the study commends the mainstreaming of participatory development communication both at the perceptual and practical level for achieving sustainable development in rural Amhara region, Ethiopia.
