Abstract:
Human use of land has altered the structure and functioning of ecosystem. The most spatially and economically important human uses of land globally include cultivation in various forms; livestock grazing, settlement and construction, reserves and protected lands and timber extraction. The patterns of land use give us insight into the factors that have caused the land cover to change. A better understanding of the determining factors of land use changes is of crucial importance to the study of global environmental change. This paper theoretically strive to evaluate the contributions of government policies and programmes in transforming the various land uses in the urban centers of Ogun state with a view to provide better understanding among the stakeholders in real estate investment. The paper recommended that although landuse changes is an inevitable consequences in the developing nations, there is the need to consider the positive and negative aspect of the policies in order not to jeopardize the available environmental resources for sustainable development. The paper concluded by emphasized the need for government to carry the citizen along in the various policies and programs for even development.

Abstract:
Land parcels fragmentation problem in different agriclimatic zones of Ukraine is reviewed; general pattern, as well as regional specific is outlined. Land management of fragmented parcels in agricultural use is discussed, including land ownership and jurisprudence issues of land consolidation. Three key plots were chosen to analyze issues of land fragmentation, geospatial data shown demonstrate need for land consolidation to optimize agricultural land-use of such territories. Specificity fragmentation of land for agricultural companies, located in the mountainous regions of Ukraine, is noted. Gaps in the legal regulation of relation connected with land fragmentation were disclosed. Problems of land inheritance in the context of fragmentation, exchange of land resources as a tool for effective functioning of land market, the small and medium producers, economic development and agriculture in general; the creation of a land bank is regarded as a factor in reducing fragmentation of land were examined.

Abstract:
In this paper we analyzed the relationship between the farm size and economies of scale in the extensive and intensive use of land. We found that the defmition of farm size in terms of linear aggregation of the irrigated and unirrigated lands leads to the misspecification bias, resulting in the under-estimation of the degree of homogeneity of the functions. The implications of the above analysis are fairly obvious. First of all, the one-dimensional defmition of farm size in terms of total land size without distinguishing between the irrigated and the unirrigated lands not only mis-specifies the functional relationships between farm size, on the one hand, and land use and other economic variables, on the other hand; but, more importantly, it also under-estimates the returns to scale value, thereby leading to over-estimation of possible benefits from the re-distribution of land. Secondly, the division of lands into irrigated and unirrigated brings out the importance of irrigation in determining the levels of the extensive and intensive uses of land and goes a long way in explaining the inter-farm size as well as the intra-farm size variations in land use intensities. Thirdly, explicit estimates of the positive impact of irrigation on land use and productivity clearly indicate that there is an alternative policy for radical land reforms to bring about significant changes in the distribution of agricultural income and assets. That alternative policy is to use irrigation development and distribution, which are predominantly under the direct or indirect control of the government, as policy tools to help the small and marginal farmers.

Abstract:
The marginal fringe region of Canada is an agricultural area which is near the environmental and economic limits for commercial agricultural production. Combinations of physical factors and social and economic influences result in an area that experiences dramatic shifts in land use and agricultural development. Government policy is, however, a potentially significant controlling and stabilizing factor in the region's development. It is therefore fundamentally important that government plan its diverse functions and responsibilities in the marginal fringe to ensure an effective, equitable and efficient allocation of society's scarce resources. This thesis analyses existing planning programs for the development of agriculture on Crown land in Canada's marginal fringe region. It seeks to determine whether these programs have the potential to ensure the efficient and equitable development of agricultural land. This thesis also addresses the problem of how we should effectively develop our shrinking supply of undeveloped arable land and whether existing planning programs adequately address the major issues in the development process. The methods of investigation include a series of three case studies: St. John's, Newfoundland; Fort Nelson, British Columbia and; Fort Vermilion, Alberta. The case studies are analysed using a framework based on an idealized planning process developed in-the first chapter. This framework is applied to representative planning exercises in each case in order to illustrate the overall planning program's strengths and weaknesses. Based on this broad analysis, I present, in conclusion, the most crucial questions for developing effective planning programs in the marginal fringe and apply these questions to the cases studied. Official reports and surveys, detailed correspondence, personal and telephone interviews, and first-hand experience form the basis for analysis in the case studies. A literature review is the basis for the contextual elements developed in Part I of this thesis. The results of this study raise a number of concerns about existing planning programs for the agricultural development of Crown land in the marginal fringe, particularly in British Columbia and Newfoundland. The crucial issues for developing effective planning programs in the marginal fringe include the need for a clearly articulated, stable yet flexible, program focussing on the marginal fringe region. The agricultural lead agency's involvement is crucial for these programs. Further questions consider how well environmental factors are inventoried, evaluated and communicated to decision-makers; whether adequate socio-economic assessments are permitted; if alternative resource development options to agriculture are considered; whether government programs related to agricultural development are effective or whether they are inconsistent with planning program objectives, and whether the public understand and support the planning program. Planning the agricultural development of Crown land in the marginal fringe is in its infancy. Sudden changes to programs, as in British Columbia, and funding deadlines, as in Newfoundland, are harmful to the efficient and effective development of frontier resources and they erode government credibility. Some jurisdictions, such as Alberta, are making rapid strides in applying many of the traditional planning techniques, although social and economic assessment is very weak or absent altogether in each of the programs studied. Usually, decisions are based on a narrow assessment of environmental factors and there are often significant gaps in essential data, especially climate. Alternative resource development options to agriculture are seriously considered only in British Columbia. Only in Alberta has the vital element of public support begun to be appreciated. Elsewhere, public involvement is, more or less, neglected or mishandled. In conclusion, this thesis raises a number of issues requiring future research, related mainly to socio-economic assessment and planning program development. As is natural for many theses, "development" here is defined in a range of ways. The first essay considers the long-run effects of historical land concentration on agricultural investment and productivity in the frontier United States. The second essay considers how disruptions to agriculture in the US South, in the form of the boll weevil pest, changed the political economy of the Jim Crow South. The final essay considers the long run in the future, using agronomic microdata to assess the impact of climate change on agricultural productivity. The first chapter provides new evidence on the old question of how concentrating land into the hands of large landlords affects economic development. Despite their popularization as bastions of pioneer equality, America's frontier regions often exhibited highly concentrated patterns of land ownership.<br>A patchwork of policies opened some areas to large-scale farming by absentee landlords but reserved others for settlement by small farmers. This paper studies the impacts of land concentration on the long-run development of the frontier United States using quasi-random variation in these allocation procedures. I collect a large database of modern property tax valuations and show that historical land concentration had persistent effects over a span of 150 years: lowering investment by 23%, overall property value by 4.4%, and population by 8%. I argue that landlords' use of sharecropping raised the costs of investment, a static inefficiency that persisted due to land market frictions. I find little evidence for other explanations, including elite capture of political systems.<br>I use my empirical estimates to evaluate counterfactual policies, applying recent advances in combinatorial optimization to show that an optimal property rights allocation would have increased my sample's agricultural land values by $28 billion (4.8%) in 2017. The second chapter, joint with James Feigenbaum and Soumyajit Mazumder, studies the role of Hirschman's threat of "exit" in the Great Migration in the Jim Crow South. How do coercive societies respond to negative economic shocks? Since before the nation's founding, cotton cultivation formed the politics and institutions in the South, including the development of slavery, the lack of democratic institutions, and intergroup relations between whites and blacks. We leverage the natural experiment generated by the boll weevil infestation from 1892-1922, which disrupted cotton production in the region.<br>Panel difference-in-differences results provide evidence that Southern society became less violent and repressive in response to this shock with fewer lynchings and less Confederate monument construction. Cross-sectional results leveraging spatial variation in the infestation and historical cotton specialization show that affected counties had less KKK activity, higher non-white voter registration, and were less likely to experience contentious politics in the form of protests during the 1960s. To assess mechanisms, we show that the reductions in coercion were responses to African American out-migration. Even in a context of antidemocratic institutions, ordinary people can retain political power through the ability to "vote with their feet." The third chapter, joint with Arnaud Costinot and Dave Donaldson, looks at the long run effects of climate change on agricultural productivity and land use.<br>A large agronomic literature models the implications of climate change for a variety of crops and locations around the world. The goal of the present paper is to quantify the macro-level consequences of these micro-level shocks. Using an extremely rich micro-level dataset that contains information about the productivity--both before and after climate change--of each of 10 crops for each of 1.7 million fields covering the surface of the Earth, we find that the impact of climate change on these agricultural markets would amount to a 0.26% reduction in global GDP when trade and production patterns are allowed to adjust.<br>by Cory Smith.<br>Ph. The article discusses the use of former agricultural lands for afforestation. The fertility of these lands is reduced, low biological activity of soils is noted, the content of substances inhibiting the growth of woody plants is observed. The presence of a compacted subsurface layer contributes to the fact that the root systems of trees are formed by surface and do not reach groundwater. Created forest plantations usually experience a water supply crisis, they die off in dry years, they are easily exposed to diseases and pests. Possible ways of solving problems associated with afforestation in this category of land are suggested.

Abstract:
The aim of the study – to assess the current land use and sustainable farming possibilities in the area of the Žuvintas Biosphere Reserve. Mathematical statistical analysis, graphing, interviews, induction and other methods were used during the research. Agricultural censuses, agricultural land and crop declaration (that had been carried out between the years 2012 and 2014) and some other data were analyzed. Intensive farming was established in the group of agrarian areas landscape management zones: conventional industrial farming in the landscape management zone. In the analyzed Simnas, Krosna and Igliauka subdistricts land is used quite extensively, therefore restructuring, in order to improve the ecological conditions, is possible not reducing the volume of production, but in accordance with the guidelines. In the territory of the Žuvintas Biosphere Reserve the declared crop area increased by 0.4 per cent from 2012 to 2014, perennial grass area increased by 4.01 per cent. Sustainable farming was set in the Amalvas polder and peat soils as well as in areas sensitive to surface and groundwater pollution. In the major part of the polder extensive agriculture is developed, it is mainly natural grasslands and pastures as well as cultivated grasslands. SWOT analysis was performed.

Abstract:
Land is the most important means of production in agriculture. Valuation of agricultural land resources takes into account the acreage and land quality. Changes in the land use structure are stimulated by many factors. It ought to be remembered that the farmland also provide space for purposes other than agriculture or forestry. The paper presents those changes in the land use structure in Poland which took place in the period of 2002–2010. On the basis of the data by the Central Statistical Office [GUS] and its Agricultural Censuses of 2002 and 2010 the authors propose an agricultural holding territorial importance indicator, land location indicator, change indicator for agricultural land turned into non-agricultural land and analyse the total area of agricultural holdings. The major determinants (internal and external factors) of those changes are also described. The aim of the study is to analyse the changes taking place in the Polish agriculture. They were taken into account natural, ecological and urban determinants as well as to the Common Agricultural Policy. The analyses were conducted at the level of voivodships and poviats and were contained agriculture land and non-agriculture land. The area of agricultural land is decreasing as it is being dedicated for other – non-agricultural – purposes, especially for housing purposes.

Abstract:
The rational use of land should be ensured, soil-friendly agricultural branches should be developed as well as attractive environment for work, living and resting in the countryside should be created in promoting rural development in Lithuania. Areas with favourable natural conditions have a high degree of economic activity, farm size, and economic development. However, not everywhere the natural conditions for the development of agriculture are favourable. The research was carried out in the Giedraičiai rural area of Molėtai district, which deals with the factors influencing the use of land, the declared area of land, the problem of land abandonment. The methods of legal analysis, analysis of literature, analysis, comparison and aggregation of statistical data were used during the research. After the fulfilment of the analysis of the declared area of land during the period between the years 2012 and 2016, it was established that the area of agricultural land declared during the five years increased by 655 hectares, the number of farmers who declared agricultural land decreased by 104, and the number of declared parcels declined even to 1729. The process of the growing of farms is likely to occur. The area of abandoned land in Giedraičiai subdistrict reaches 300 hectares, the number of abandoned areas exceeds 800. Estimating the statistical data and solutions of the general plan of the Molėtai district area preliminary solutions for the management of the territory of the Giedraičiai subdistrict for agriculture and rural development are being provided, i.e. it is planned to implement rural development land use planning projects for the management of farms, and to select a farmhouse farm site. To reduce the abandoned land areas, it is advisable to plan forests, expand the areas of meadows and natural pastures, apply organic farming and adapt the areas for recreation.

Abstract:
The article discusses modern legal regulation of land monitoring and necessary changes in appropriate legislation. Land monitoring is divided into monitoring of land use and monitoring of land quality. The problem of land abandonment or non-use of land resources on the example of Samara region, where more than 75 % of territory is agricultural land has been studied. Inverse relationship between remoteness of local municipality from centre of the Samara-Togliatti agglomeration and area of unfarmed agricultural land has been analysed. Since the start of land reform, large areas of abandoned land have appeared in Samara region. The information on unfarmed agricultural land on municipal level of Samara region has been presented and the changes in their quality conditions are characterized. At federal level the program for prevention and elimination of land abandonment has been developed and implemented, the results of this program have been analysed. However, there are significant problems in monitoring of land conditions. It is proved that absence of single authority for land management on national level and fragmentation of this function across different federal ministries leads to uncoordinated actions and lack of reliable information about land quality. As result, land quality continues to deteriorate, degradation processes are going on. At municipal level there are no possibilities and necessary investigation materials for land management and monitoring. The following measures are proposed as main recommendations for solving land use and land abandonment problems: creation of single authority for land stock management, implementation of comprehensive inventory of land on municipal level, improvement of cadastral valuation system according updated materials and technologies, as well as certification of agricultural land for soil quality and properties. The purpose of the research was the study of results of land monitoring in Samara region for analysis of dynamics of land stock and identification of main reasons for formation of unused (abandoned) agricultural land in the region. It is proved that land stock of Samara region mainly consists of agricultural lands, and most part of them (60 %) are owned by citizens. Significant problem of land use is the availability of unused arable land, which is 8 % on average in the region, but in local municipalities it ranges from 0 % to 29 %. The highest proportion of unused arable land is located in areas closer to Samara-Togliatti agglomeration, where most of the land has been privatized by individuals for conversion to other land categories and further resale, as well as problems with uncontrolled urbanization there have been observed.

The Conversion of Land Use and its Effects modeling framework (CLUE) was developed to simulate land use change using empirically quantified relations between land use and its driving factors in combination with dynamic modeling of competition between land use types. Being one of the most widely used spatial land use models, CLUE has been applied all over the world on different scales. In this document, we demonstrate how the model can be used to develop a multi-regional application. This means, that instead of developing numerous individual models, the user only prepares one CLUE model application, which then allocates land use change across different regions. This facilitates integration with the Integrated Economic-Environmental Modeling (IEEM) Platform for subnational assessments and increases the efficiency of the IEEM and Ecosystem Services Modeling (IEEMESM) workflow. Multi-regional modelling is particularly useful in larger and diverse countries, where we can expect different spatial distributions in land use changes in different regions: regions of different levels of achieved socio-economic development, regions with different topographies (flat vs. mountainous), or different climatic regions (dry vs humid) within a same country. Accounting for such regional differences also facilitates developing ecosystem services models that consider region specific biophysical characteristics. This manual, and the data that is provided with it, demonstrates multi-regional land use change modeling using the country of Colombia as an example. The user will learn how to prepare the data for the model application, and how the multi-regional run differs from a single-region simulation.
