Abstract: This study is about the meritocracy system of bureaucracy and the neutrality of civil state apparatus (ASN) in the face of elections to the elections. In various regions there is always a problem of bureaucratic professionalism issues. Despite the various regulations to regulate ASN to be neutral and independent so that the democratic process in this case direct election of the head of the region can run well. However, this issue is always repeated with different schemes for the lust of power and bureaucrat positions that can be facilitated or lifted / accelerated to occupy positions in the bureaucracy. Various rules and regulations were hit or forced only because they became part of the susceptibility when the pilkada was implemented. A regulation about ASN 2014 is expected to filter spoil system problems or promote a bureaucrat in certain positions only because of proximity or for being a successful team during the electionsKeywords: meritocracy system , bureaucracy, election Abstrak: Kajian ini tentang system meritokrasi birorkasi dan netralitas aparatur sipil negara (ASN) dalam menghadapi pilkada sampai dengan pilkada usai. Diberbagai daerah selalu muncul persoalan permasalahan profesionalisme birorkasi. Walaupun sudah lahir berbagai regulasi untuk mengatur agar ASN bisa bersikap netral dan independen agar proses demokrasi dalam hal ini pemilihan langsung kepala daerah bisa berjalan dengan baik. Namun, persoalan ini selalu berulang dengan skema yang berbeda untuk syahwat kekuasaan dan jabatan birokrat yang bisa dimudahkan atau diangkat/dipercepat untuk menduduki posisi dalam birokrasi. Berbagai aturan dan regulasi ditabrak atau dipaksakan hanya karena menjadi bagian suskesi saat pilkada dilaksanakan. Abstract:
The objective of this research is to observe reproductive biology of Indian mackerel in Takalar coastal waters through gonad maturity development, the first size of mature gonad, spawning, gonado somatic index (GSI), and fecundity. Sampling was done for eight months started from March to October 2015. Gonad maturity stage was observed morphologically, spawning season focusing on direct observation result toward gonad by identifying Indian mackerel which has spawned.GSI was analyzed based on comparison between gonad weight and Indian mackerel weight while fecundity was observed by gravimetric method. Analysis result shows that Indian mackerel gonad maturity throughout the year with peak occurring in July and August. GSI was around 0,928-4,490. The first size of gonad mature of female Indian mackerel is 21,18 cm and male Indian mackerel is 21,31 cm. Spawning occurs after peak of gonad maturity so next month, value of maturity index decreases slowly and gradually. Indian mackerel has total fecundity around 11.235- 40.878 granule. AbstrakPenelitian ini bertujuan untuk mengamati biologi reproduksi ikan kembung lelaki di perairan pesisir Takalar melalui perkembangan kematangan gonad, ukuran pertama matang gonad, musim pemijahan, indeks kematangan gonad (IKG), dan fekunditas. Pengambilan sampel dilakukan selama delapan bulan mulai Maret sampai Oktober 2015. Perkembang-an kematangan gonad diamati secara morfologi. Musim pemijahan mengacu pada hasil pengamatan langsung terhadap gonad dengan mendata ikan kembung lelaki yang telah memijah. IKG dianalisis berdasarkan perbandingan antara bobot gonad dan bobot tubuh ikan kembung lelaki, sedangkan fekunditas dihitung dengan metode gravimetrik. Hasil analisis menunjukkan bahwa ikan kembung lelaki mengalami kematangan gonad sepanjang tahun dengan puncak terjadi pada bulan Juli dan Agustus. IKG berkisar 0,928-4,490. Ukuran ikan kembung lelaki betina kali pertama matang gonad adalah 21,18 cm dan jantan adalah 21,31 cm. Pemijahan terjadi setelah puncak kematangan gonad sehingga pada bulan berikutnya terjadi penurunan nilai indeks kematangan secara perlahan dan bertahap. Ikan kembung lelaki memiliki fekunditas total berkisar 11.235-40.878 butir.

Abstract:
Rationale: Vernal Keratoconjunctivitis (VKC) is a recurrent bilateral chronic allergic inflammatory disease of the ocular surface affecting mainly young children in first decade of life. As per Ayurveda, the disease VKC bears resemblance to the kaphaja abhishyanda which is one among four types of abhishyanda (conjunctivitis). The line of treatment of abhishyanda is langhana (fasting), lepana (anointing with medicated paste), swedana (causing perspiration), siravedhana (venesection), virechana (purgation), anjana (collyria application) and ashchyotana (guttae application) respectively. Based on this principle, the present case was managed with amapachanayoga and ashchyotana as per classical guidelines. Background: An Indian female aged 23 years presented in December 2020 with complaints of severe itching, watering, redness, papillae on upper palpebral conjunctiva, gelatinous opacification (approx. 2 mm in size) around the limbus and Tranta’s dots for 11 years. The patient had recurrent episodes of this illness since last 11 years. Intervention and Outcome: The patient was treated on prescribed line of treatment i.e. langhana (amapachana) and ashchyotana as described in Ayurveda for abhishyanda disease. Before treatment, the severity score determined by the 5-5-5 Exacerbation Grading Scale in VKC was 145. After the therapy, the severity score reduced to 0.00. Hence, 100% improvement in disease severity. Key words: abhishyanda, ashcyotana, amapachana, spring catarrah.

Sumber daya ikan tuna di Samudera Hindia dikelola oleh 2 Regional Fisheries Management Organization yaitu Indian Ocean Tuna Commission dan Commission for the Conservation of the Blue Fin Tuna. Dengan pengolahan ini, maka sumber daya ini tidak lagi bebas dimasuki untuk dimanfaatkan, kecuali oleh negara atau entitas yang menjadi anggota ke-2 Regional Fisheries Management Organization ini. Sumber daya tuna ini telah dimanfaatkan sejak tahun 1950, dan mungkin akan terus menjadi daerah penangkapan utama di masa mendatang. Jenis-jenis tuna ukuran besar sudah cenderung ditangkap secara berlebihan. Sementara jenis tuna ukuran kecil cenderung belum tinggi intensitas penangkapan. Indonesia sudah saatnya mengembangkan perikanan tuna di Samudera Hindia ini secara besar-besaran, mengingat posisi geografis Indonesia yang relatif lebih dekat dan berbatasan langsung dengan Samudera Hindia.Indian Ocean tuna resources are managed by two Regional Fisheries Management Organization; the Indian Ocean Tuna Commission and Commission for the Conservation of the Blue Fin Tuna. Under this management regime, the fishery is not an open access. It can only be utilized by member countries and entities of the those Regional Fisheries Management Organization. The tuna resources have been extensively caught since 1950, and may be kept on being exploited in the future. The large tuna species tended to have been fully utilized, while the small species may be considered under fished. Indonesia should develop its capacity to the best use of the existing resources, considering its relatively shorter distance to the fishing ground.

Penelitian profil batimetri, salinitas, suhu, dan densitas telah dilakukan di Perairan Teluk Tambelan, Provinsi Kepulauan Riau. Tujuan dari penelitian ini adalah melakukan pemetaan terhadap kondisi kedalaman, salinitas, suhu, dan densitas di perairan tersebut. Pengukuran batimetri, salinitas, dan suhu dilakukan secara langsung menggunakan metode random sampling. Hasil dari penelitian digambarkan dalam bentuk peta kontur kedalaman ISLW (Indian Spring Low Water) berkisar antara 0,2 – 24,3 meter dengan nilai rata-rata 8,1 meter. Salinitas di kedalaman 0,2d berkisar antara 30 – 35 ‰ dengan nilai rata-rata 34,5 ‰ dan di kedalaman 0,8d salinitas berkisar antara 30 – 35 ‰ dengan rata-rata 34,42‰. Suhu di lapisan 0,2d berkisar antara 28,5 – 31 °C dengan nilai rata-rata 30 °C dan suhu di lapisan 0,8d berkisar antara 28 – 31 °C dengan rata-rata 29,5 °C. Albakora adalah salah satu spesies tuna yang berupa hasil tangkapan beku bernilai ekonomis tinggi bagi kapal-kapal rawai tuna. Penangkapan albakora di Samudera Hindia semakin kompetitif, sehingga setiap nahkoda dan nelayan kapal rawai tuna perlu memiliki pengetahuanmengenai tingkah laku ikan seperti kedalaman renang dan waktu makan. Penelitian ini dilakukan dengan metode observasi langsung di atas kapal rawai tuna yang berbasis di Benoa dan Palabuhanratu sebanyak 3 trip mulaiMaret sampai Nopember 2013. Tujuan penelitian ini adalah untuk mengetahui kedalaman renang dan waktu makan albakora di Samudera Hindia. Hasil penelitian menunjukkan bahwa kedalaman renang albakora berdasarkan pengamatan data minilogger berada pada kisaran 57,04 - 325,46 m. Albakora lebih banyak tertangkap pada lapisan renang permukaan hingga pertengahan. Intensitas kebiasaan albakora mencarimakanan dilakukan antara pukul 07:45 - 17:59, dengan frekuensi tertinggi aktifmakan yaitu pada selang pukul 10:00 - 11:00. Untukmendapatkan hasil tangkapan albakora yang berlimpah, maka nelayan rawai tuna perlumenggunakanmetode penangkapan dengan perpaduan tipe rawai tuna permukaan dan pertengahan. Pengaturan waktu setting yang dimulai pagi hari dan waktu hauling mulai sore hari adalah waktu yang ideal dalampenangkapan albakora di Samudera Hindia.Albacore is one of the tuna species and mostly landed as frozen catch on tuna longliner. Albacore fishing in Indian Ocean more competitive, so Fishermans or Fishing Masters of tuna longliner must have knowledge of tuna behavior such as swimming layer and feeding periodicity. Research was conducted with observation on board on tuna longliner based Benoa and Palabuhanratu, totally 3 trips during March until November 2013. The aim of research are to know of swimming layer and feeding periodicity of albacore in Indian Ocean. Theresults showed that the swimming layer of albacore based minilogger data are distributed at 57.04 to 325.46 m The results showed that the swimming layer of albacore at 57.04 to 325.46 m. Albacore mostly catched in surface layer to middle in Indian Ocean. The feeding periodicity of albacore’s are start from 7:45pm to 17:59pm, mostly active at 10pmto 11pm. For the maximum catch of albacore’s, every fisherman of tuna longline must have a good fishing tactics. The combination of surface and middle tuna longline types are the best fishing tactics to be applied. The setting of tuna longline begin morning and hauling begin afternoon are the best time for fishing of albacore in the Indian Ocean.

Abstract:
<p class="Section">West Sumatera Waters have a tremendous dynamic in ocean characteristics. It directly faces the Indian Ocean exactly located below the equator. Consequently, West Sumatera waters are influenced by the tropical climatic factors such as monsoons, climate variability, and the Indian Ocean Dipole (IOD), controlling sea surface temperature (SST) fluctuation in the Indian Ocean. This study aims to review the correlation and coherence of SST distributed by surface wind in the West Sumatera waters. Wavelet method (cross wavelet transforms and wavelet coherence) was used to analyze the correlation and coherency between SST and surface wind. The annual variation of SST for 365 days period is the strongest event throughout the year caused by either monsoon or the changes of wind speed in the surface. Otherwise, the strongest intra-seasonal SST variation of 35 - 60 days observed from December 2012 to March 2013. The highest surface wind speed occurs in the southern and western waters. During the positive dipole mode in October 2015, the surface wind speed is slightly high resulting in the SST declination. Nevertheless, during the negative dipole mode in July 2016, the condition is inversely proportional. The surface wind plays a role in the SST distribution of 35 - 60 days period (intra-seasonal variability). Besides, surface wind with 6 months period (semi-annual variability) influences the SST distribution, identified only in the southern waters and the Indian Ocean regions. These conditions predicted as the influence of monsoon.</p><p class="Section"> </p><p class="Section"><em>Sumatera Barat merupakan wilayah perairan yang stategis dimana secara langsung berhadapan dengan Samudera Hindia dan tepat berada pada dibawah Garis Katulistiwa. Oleh karena itu, Perairan Sumatera Barat dipengaruhi oleh faktor-faktor iklim tropis seperti monsun dan variabilitas iklim, sangat terkait dengan Indian Ocean Dipole (IOD) yang mengendalikan fluktuasi suhu permukaan laut (SPL) di Samudera Hindia. Tujuan dari penelitian ini adalah menelaah korelasi dan koherensi antara parameter SPL dan komponen kecepatan angin </em> <em> di perairan Sumatera Barat. Metode wavelet (cross wavelet transform dan wavelet coherence) digunakan untuk menganalisa korelasi dan koherensi dari kedua parameter yang diuji. Variasi tahunan dari SPL pada periode 365 hari merupakan kejadian terkuat sepanjang tahun yang disebabkan oleh monsun atau perubahan pengaruh angin dipermukaan. Sebaliknya, variasi musiman terkuat dari SPL pada periode 35-60 hari ditemukan terjadi pada bulan Desember 2012 hingga Maret 2013. Kecepatan angin tertinggi terjadi di perairan selatan dan barat. Selama dipole mode positif pada bulan Oktober 2015, kecepatan angin permukaan sedikit meningkat yang mengakibatkan penurunan suhu perairan. Namun, selama dipole mode negatif pada bulan Juli 2016, kondisinya berbanding terbalik. Angin permukaan memainkan peran pada peningkatan distribusi suhu permukaan laut pada periode 35-60 hari (variabilistas musiman). Selain itu, angin permukaan dengan periode 6 bulan (tengah tahunan) sangat mempengaruhi distribusi suhu yang teridentifikasi pada wilayah selatan dan Samudera Hindia. Kondisi tersebut diperkirakan sebagai pengaruh dari monsun.</em></p>

Abstract:
Indonesia territorial waters are very vulnerable to the impacts of climate change. Research about the variations of sea surface temperature and chlorophyll-a concentration in the southern waters of Java has been undertaken by several researchers. However, the research is still in the scope of regional scale south of Java. This research was conducted to determine the impact of climate change on sea surface temperature and chlorophyll-a concentration in Sukabumi waters. The data used consisted of IOD index anomalies, sea surface temperature and monthly chlorophyll-a concentrations from December 2002 to November 2020. Descriptive analysis was used to determine seasonal and inter-annual variability and linear regression method was used to analyze trends in changes in sea surface temperature (SST) and chlorophyll-a concentration. The results showed that the seasonal variation was influenced by the monsoon, while the interannual variation was influenced by the Indian Ocean Dipole. Climate change causes SST and chlorophyll-a concentrations to increase. In the 2003-2020 time period, SPL increased by 0.08 °C and an increase in chlorophyll-a concentration by 0.03 mg/ m3. ABSTRAKPerairan selatan Sukabumi yang berhadapan langsung dengan samudera Hindia sangat rentan terhadap dampak perubahan iklim. Penelitian mengenai variasi suhu permukaan laut dan konsentrasi klorofil-a di perairan selatan Jawa sudah dilakukan oleh beberapa peneliti sebelumnya. Namun penelitian tersebut masih dalam lingkup skala regional selatan Jawa. Penelitian ini dilakukan untuk mengetahui dampak perubahan iklim terhadap suhu permukaan laut dan konsentrasi klorofil-a di Perairan selatan Sukabumi. Data-data yang digunakan terdiri dari indeks IOD, suhu permukaan laut dan konsentrasi klorofil-a bulanan periode Desember 2002 hingga November 2020. Metode yang digunakan dalam penelitian ini adalah analisis deskripsi dan regresi linier. Hasil penelitian menunjukkan bahwa variasi musiman suhu permukaan laut dan konsentrasi klorofil-a di perairan ini dipengaruhi oleh monsun, sedangkan variasi antar tahunan dipengaruhi oleh Indian Ocean Dipole. Perubahan iklim menyebabkan suhu permukaan laut dan konsentrasi klorofil-a mengalami kenaikan. Dalam periode waktu 2003-2020 suhu permukaan laut mengalami kenaikan sebesar 0,08°C dan kenaikan konsentrasi klorofil-a sebesar 0,03 mg/m3.

Makalah ini bertujuan untuk menggambarkan dampak dan adaptasi kerentanan pesisir di Kota Padang. Metoda yang dilakukan melalui penelusuran data sekunder dan analisis deskriptif. Dari penelusuran literatur yang ada, adaptasi yang dilakukan oleh pemerintah lokal masih memilih untuk pembangunan infrastruktur perlindungan pantai. Kedepannya pemerintah Kota Padang harus mempertimbangkan pengelolaan wilayah pesisir secara terintegrasi agar pembangunan di Kota Padang dapat berlangsung secara berkelanjutan. The geographical location of the Padang city causes the city to experience the impact of various threats of disasters that occur due to climate change and the movement of the earth's plates. This paper aims is to describe the impact and adaptation of coastal vulnerability in Padang City. The method used were through secondary data research and descriptive analysis. From the search of the existing literature, the adaptation carried out by the local government still chooses to develop coastal protection infrastructure. In the future, the government of Padang City must consider the management of the coastal area in an integrated manner so that development in the City of Padang can take place in a sustainable manner. Abstract:
L’objet de ce travail est de faire une description synchronique de la langue purépecha parlée sur des iles du lac de Patzcuaro (Mexique). Sont étudiées en premier lieu la phonologie et la synthématique. Puis on s'intéresse a la syntaxe. Les deux types de structures prédicatives sont analysés : d'une part, le prédicat verbal et l'organisation de la zone actancielle et, d'autre part, le prédicat nominal avec copule et sa structuration en tant que prédicat complexe. L’inventaire des classes d'unités est ordonné à partir de cette dichotomie. Sont étudies aussi les fonctions syntaxiques ainsi que les différents fonctionnels qui les matérialisent. Ensuite, un éclairage est apporté sur quelques marqueurs transphrastiques qui ont été relevés dans les récits. Enfin, sont analysées des variations d'usage dans les différents domaines (phonologie, morphologie, syntaxe, lexique) qui tendent à montrer que la langue est fragilisée, voire menacée de disparaitre dans certaines communautés
The purpose of this study is to perform a synchronic description of the purepecha language spoken on the islands of patzcuaro's lake (Mexico). The phonology and the synthematic structures are firstly examined and the syntax is later studied. These predicated structures are both analyzed : first, the verbal predicate and the organization of the actantial zone and, secondly, the nominal predicate with copula and its structuration taken as a complex predicate. The inventory of the classes constituted by unities is arranged according to this dichotomy. The syntactic functions are also examined along with the different function unities that give a material form to them. Afterwards, we bring to light a few considerations concerning some transphrastic markers that have been selected from the narrative. Finally, the variations of use in the different fields (phonology, morphology, syntax. Lexicography) are analyzed and these modifications reveal that nowadays the purepecha language is seriously weakening, and even in processus of disappearance in some communities

La deixis précède la dénomination en diachronie et est plus centrale que celle-ci en diachronie. Il s'ensuit que ce ne sont pas les "pronoms" qui se substituent aux noms mais le contraire? Les déictiques sont ceux qui renvoient à des entités concrètes en situation, alors que les noms ne font que dénommer. Ceci est confirmé par plusieurs critères : morphophonologique, syntaxique, diagottique (l'emprunt), ontogénétique et phylogénétique. La classification nominale se fait d'abord par les déictiques. La déictique n'est qu'une parmi d'autres propriétés du langage relevant du non-arbitraire, avec l'iconicité, le phonosymbolisme, la multiplicité du codage, la fixité, la contradictabilité et la tabouicité. L'évolution diachronique est aussi définitoire du langage. Le concept de "langue naturelle" est donc un pléonasme. La langage contient dans sa structure même des éléments qui renvoient à la nature a la fois spirituelle et affective de ses locuteurs, qui ne sont pas uniquement des êtres rationnels

Le plus souvent considérée comme une manifestation colorée rappelant l’histoire tumultueuse des premiers habitants du continent américain, la danse amérindienne dévoile au fil de nos analyses son potentiel signifiant entrant en résonance avec de grandes lignes mythiques caractéristiques d’une vision du monde ancrée dans l’autochtonie. Les figures scéniques et mythiques que sont l’Aigle et le Serpent sont appelées à témoigner des éléments sémantiques qu’elles véhiculent implicitement grâce à leur plasticité de représentation, les rendant tour à tour totalement incarnées ou évoquées en filigrane dans les gestes, les parcours et les paroles prononcées en langue vernaculaire sur la scène. Nous démontrons que la danse, envisagée en synergie avec la langue vernaculaire encore parlée lors des cérémonies et pow wow, révèle une structure de la culture autochtone, profondément enfouie et présentant un caractère fractal. La dynamique et la spécificité de cette structuration fractale offrent aux personnes immergées depuis leur enfance dans l’autochtonie, comme à ceux participant occasionnellement aux pow wow, la possibilité d’avoir accès à des segments suffisant à la perpétuation de leur culture par la danse et la langue en acte. Le mimétisme joue alors un rôle dans l’apprentissage des danses qui respecte l’individualité de chacun, puisque c’est une forme à effectuer qui est transmise et non un façonnage des corps. Cette forme fractale qui s’épanouit dans la pratique des danses et d’éléments de langue vernaculaire sur la scène, dans les artefacts et les récits amérindiens, constitue un potentiel de transmission culturelle en germe pour les Amérindiens contemporains
Mainly considered as an entertainment recalling the history of the first inhabitants of the American continent, Native Amùerican dance proves here its high semantic potential evoking the main mythic lines sutaining a characteristic Native American way of seeing the world. The Eagle and the Snake, as principal roles in myths and dances, will testify of the semantic elements they implicate and carry with them while performing, their representational plasticity allowing them to be evoked as soon as they are seen or only suggested in gesture, or in words pronounced on stage. We demonstrate that dance, together with vernacular language still spoken on stage during creremonies and Pow Wow, reveals a deep structure of Native american culture, which happens to be fractal. This structure showing a dynamic fractal aspect allows people who are brought up in native culture, as well as the ones who only perform once a year in pow wow, to access by dance and language in motion to enough components of their culture for its continuation. The way of learning the dances by copying an elder plays also a part in the cultural transmission, while respecting individualities, because it is a pattern to accomplish which is given to acquire and not a body shaping. This fractal pattern featuring on stage in dance and vernacular laguage practices, and also in Native American artifacts and narrations, constitute the latent prospective of cultural perpetuation fo Native american People today

Le roman indien et pakistanais de langue anglaise est habité par le trauma de la Partition à travers des tropes de l’esthétique moderniste comme la fragmentation et l’ellipse. Il est aussi structuré par des métaphores de mutilation, de déracinement, d’exil, ainsi que par la figure symbolique du réfugié. Non exploré jusqu’ici, le trope visuel et poétique des ombres inscrit en creux dans la fiction la violence inexprimable de la Partition. Signes prémonitoires de la rupture cataclysmique de 1947, dans le roman Twilight in Delhi (1940), les ombres dramatisent les conséquences dévastatrices de la modernité coloniale sur la haute culture musulmane de l’Inde. Dans quatre romans publiés après la fracture du sous-continent – Sunlight on a Broken Column (1961), Clear Light of Day (1980), The Shadow Lines (1988), Burnt Shadows (2009) –, les ombres sont les traces-mémoires indélébiles, poreuses, et instables qui imprègnent la cartographie régionale et les psychés individuelles. Associée aux tropes ambivalents du fantôme et du miroir, l’ombre subvertit l’historiographie officielle en ouvrant un espace mémoriel dans lequel les souvenirs d’individus et de familles subalternes, transmis sur plusieurs générations, lient la Partition à d’autres traumas internationaux à travers des nœuds de mémoire multidirectionnelle. Par sa dimension visuelle, l’ombre produit une mémoire corporelle qui implique le lecteur dans une sémiotique empathique et réflexive du regard
Partition inhabits the Indian and the Pakistani novel in English through modernist tropes such as ellipsis and fragmentation, metaphors of mutilation, dislocation and exile, and the symbolic figure of the refugee. The unspeakable violence of this trauma is also embedded within the narrative through the visual and poetic trope of the shadows, which has not been examined yet. In the novel Twilight in Delhi (1940), the shadows are premonitions of the cataclysm of 1947 as they stage the devastating impacts of colonial modernity on the high Muslim culture of India. In four novels published after the division of the subcontinent – Sunlight on a Broken Column (1961), Clear Light of Day (1980), The Shadow Lines (1988), Burnt Shadows (2009) –, the shadows are indelible, porous and unstable memory-traces that permeate the regional cartography and individual psyches. Together with the dual motives of the ghost and the mirror, these shadows subvert the official historiography and open up a discursive space in which the memories of subaltern individuals and families, transmitted over several generations, connect Partition to other international traumas via knots of multidirectional memory. Through their visual dimension, the shadows shape a body memory which involves the reader in an empathic and reflexive semiotics of the gaze

La spécificité de la langue rromani a inspiré très tôt une série de conjectures, passées en revue ici. La (re)découverte de l'origine indienne du rromani s'est accompagnée du mythe de l'intercompréhension entre Indiens et Rroms (ab Hortis). D'autres fictions prennent le relai : d'un côté une unité qui permettrait l'intercompréhension généralisée des Rroms, de l'autre un grand nombre de langues différentes. Aucune ne correspond à la réalité et nous tenterons de dégager la logique – cohérente mais erronée, de chacune de ces approches, chez les locuteurs de base et chez les chercheurs. Le statut (réel ou présumé) de la langue nourrit diverses représentations, de même que son usage effectif et ses capacités d'expression (ćordikani ćhib, invention du diable, jargon de voleurs). L'image du rromani écrit dépend pour sa part de l'ignorance (cf. C. P. Snow) de l'histoire des autres langues écrites par les détracteurs, mais le sujet est en lui-même un instrument de manipulations politiques.
