Abstract:
Musical settings of lyrics from Latin plays written by Englishmen during the Caroline period are extremely rare. Only two such songs survive: ‘Dulcis somne’ from William Johnson's university play Valetudinarium, and ‘Astrorum iubar’ from Joseph Simons's school play Zeno sive Ambitio Infelix. Unusually, both songs are known only from copies bound into the play-texts themselves rather than from exclusively musical sources. This article sets out to evaluate both the songs themselves and their dramatic functions.

Abstract:
In October 2004, I edited Theatre Journal's special issue on Latin American theatre. In addition to five essays on subjects ranging from sixteenth-century Amerindian performance to a twenty-first-century Mexican adaptation of an Irish play, that issue included a forum on the state of Latin American theatre and performance studies in the United States today. Even though the thirteen respondents resided, independently or as affiliates, in different disciplinary homes (theatre, performance, languages, and literature) and took multiple points of departure, a common thread ran throughout their comments: the need for the U.S. academy to study and teach the diversity that is known as Latin America.1 Tamara Underiner succinctly notes that “Latin America has never answered easily as an object of inquiry for theatre studies.”2 Indeed, studying Latin American theatre and performance poses very specific challenges: the region encompasses some twenty countries whose national borders obscure larger geographical, cultural, religious, political, and socioeconomic networks; a multiplicity of languages—European, dialectal, and indigenous to the hemisphere—are still spoken, written, and performed; and numerous intersecting histories extend back far beyond the five hundred years since the Europeans arrived and precipitated what today we euphemistically refer to as “contact.” Latin America does not terminate at the U.S.–Mexican border; thus although I'm cognizant of the attendant complications when including the U.S. latino/a communities in a discussion of Latin American theatre, the cultural network is such that I consider any arbitrary separation counter to the purposes of this reflection. Otherwise, how can we take into account the larger networks navigated by such U.S.-based playwrights as Guillermo Reyes (born in Chile but raised in the United States and the author of plays about Chilean history as well as specifically U.S. identities) or Ariel Dorfman (born in Argentina, raised in New York City and Santiago, Chile, now a professor at Duke, and author of English-language plays whose subject matter is frequently authoritarian Latin America)?

Abstract:
What games do the characters in Latin American literature play? The “open text” concept allows us to look at the literary work through the prism of the game which an author plays or could potentially play with a recipient. However, in my article I would like to show what games literally! play the fictional characters created by authors from Latin America, namely: board games, games involving physical stimulation, group games, video games, etc. Regardless of the origin and social status, the characters in Latin American literature enjoy playing games, as we shall see by analyzing selected texts.

The purpose of this culminating project is to start translating quality Mexican and Latin American dramatic literature in order to provide to educators and theatrical directors a fundamental collection of plays. The author worked with her San Gorgonio High School students to conduct a dramaturgical study of the setting and political background of Rojo Amanecer by Xavier Robles, a play which outlines the events leading to the 1968 student massacre at Mexico City's Plaza de Tlatelolco. The author then directed the play in her role as San Gorgonio High School's new theater teacher.

Abstract:
In Head Start, 28.8% of the children enrolled are Dual Language Learners (DLLs), and 84.4% of those speak Spanish as their home language. However, there are limited studies involving DLLs. Using the Ecological Model of Human Development framework with current revisions with culture as part of the microsystem (Bronfenbrenner, 1994; Vélez-Agosto et al., 2017), the current study aimed to identify maternal level factors that may relate to Latinos' classroom peer play while controlling for classroom quality. Forty-five Latino DLL children attending Head Start, their mothers, and their teachers participated in the study. Head Start administrators provided their most recent vocabulary subtest scores of VPK Assessment and their Classroom Assessment Scoring System (CLASS) scores. Child participants’ mothers completed the Bidimensional Acculturation Scale for Hispanics (BAS), the Parenting Styles and Dimensions, and the Quick Inventory of Depressive Symptomatology (QIDS16). Additionally, teachers rated the children's play behaviors with the Penn Interactive Peer Play Scale. None of the models were statistically significant, suggesting that maternal level of acculturation, parenting style, or depression do not predict peer play. Yet, there were significant negative correlations between acculturation to the Hispanic culture, permissive parenting style, and maternal depression with children’s VPK scores on the oral language/vocabulary subtest. Future studies should consider ecological and cultural approaches to allow for a broader view of Latinos' development.

Abstract:
Hildegard of Bingen's Ordo Virtutum (c.1141), the earliest liturgical morality play, presents in small compass some of the Neoplatonic doctrines which formed the common property of theologians in the twelfth century, the most pervasive of which was that which posited a disparity between the sense-perceptible and intelligible realms, true reality being supposed to belong to the latter. For Hildegard, like her contemporaries, such a world-view is inseparable from symbolist modes of thought, and in this thesis explanations for the form and effect of Hildegard's use of rhetorical devices such as symbol and metaphor in the Ordo will be sought within the framework of a discussion of "medieval linguistic epistemology" (Neoplatonic). The Latin text and English translation of the play are also provided.

Abstract:

Purpose: The purpose of this phenomenological study was to discover and describe how Latina community college administrators utilize the four elements of Cultural Intelligence (CQ) to provide leadership in their organizations.

Methodology: The phenomenological qualitative approach was used to describe the utilization of cultural intelligence of 10 Latina community college administrators to provide effective leadership in their organizations. The researcher conducted in-depth interviews to gain insight into participants’ leadership behaviors outlined in the study’s purpose. An examination of the data collected revealed patterns and themes.

Findings: Examination of study participants’ interviews resulted in 10 themes and 411 frequencies among the 4 elements of Cultural Intelligence. Twelve key findings were discovered based on the frequency of mentions made by the study participants.

Conclusions: The 12 key findings were summarized as four conclusions, one for each Cultural Intelligence element. Latina leaders in this study stressed the importance of knowing your purpose; remembering your personal story and being empathetic; honoring and respecting everyone; asking questions; learning from one another; becoming advocates of change; helping to pave the way for others; checking themselves regularly; knowing your audience and adapting accordingly; practicing self-awareness; and remaining student-centered.

Recommendations: Further research examining the role that cultural intelligence (CQ) plays in Latina leadership within community colleges could provide insight into the positive aspects of culture that possibly influence Latina leadership effectiveness.

Abstract:
In recent years, computer simulation models are increasingly used to study complex phenomena. Such problems usually rely on very large sophisticated simulation codes that are very expensive in computing time. The exploitation of these codes becomes a problem, especially when the objective requires a significant number of evaluations of the code. In practice, the code is replaced by global approximation models, often called metamodels, most commonly a Gaussian Process (kriging) adjusted to a design of experiments, i.e. on observations of the model output obtained on a small number of simulations. Space-Filling-Designs which have the design points evenly spread over the entire feasible input region, are the most used designs. This thesis consists of two parts. The main focus of both parts is on construction of designs of experiments that are adapted to kriging, which is one of the most popular metamodels. Part I considers the construction of space-fillingdesigns of fixed size which are adapted to kriging prediction. This part was started by studying the effect of Latin Hypercube constraint (the most used design in practice with the kriging) on maximin-optimal designs. This study shows that when the design has a small number of points, the addition of the Latin Hypercube constraint will be useful because it mitigates the drawbacks of maximin-optimal configurations (the position of the majority of points at the boundary of the input space). Following this study, an uniformity criterion called Radial discrepancy has been proposed in order to measure the uniformity of the points of the design according to their distance to the boundary of the input space. Then we show that the minimax-optimal design is the closest design to IMSE design (design which is adapted to prediction by kriging) but is also very difficult to evaluate. We then introduce a proxy for the minimax-optimal design based on the maximin-optimal design. Finally, we present an optimised implementation of the simulated annealing algorithm in order to find maximin-optimal designs. Our aim here is to minimize the probability of falling in a local minimum configuration of the simulated annealing. The second part of the thesis concerns a slightly different problem. If XN is space-filling-design of N points, there is no guarantee that any n points of XN (1 6 n 6 N) constitute a space-filling-design. In practice, however, we may have to stop the simulations before the full realization of design. The aim of this part is therefore to propose a new methodology to construct sequential of space-filling-designs (nested designs) of experiments Xn for any n between 1 and N that are all adapted to kriging prediction. We introduce a method to generate nested designs based on information criteria, particularly the Mutual Information criterion. This method ensures a good quality forall the designs generated, 1 6 n 6 N. A key difficulty of this method is that the time needed to generate a MI-sequential design in the highdimension case is very larg. To address this issue a particular implementation, which calculates the determinant of a given matrix by partitioning it into blocks. This implementation allows a significant reduction of the computational cost of MI-sequential designs, has been proposed

Bond, Matthew R. "The Power of Municipal Development Plans: An Examination of Their Relevance and Impact in Guatemala." Thesis, Virginia Tech, 2003. http://hdl.handle.net/10919/31000.

Abstract:
Although decentralization is a common ingredient of the third wave of democracy currently underway in Latin America, few investigations have been conducted on the tools used to prepare local actors for increased responsibility. This study begins to fill that void. It examines the ability of municipal development plans (MDP) to effectively achieve the goals that underlay their formulation and, consequently, promote decentralization within Guatemala.

Over the course of my service in the Peace Corps I witnessed and participated in the formulation of various MDPs. This experience provided the foundation for this research. I interviewed representatives of the three organizations most actively involved in the formulation of MDPs and a number of local participants including mayors, community leaders, representatives of community-based organizations, governmental and non-governmental organizations.

This research demonstrates that municipal development plans are an effective tool for the promotion of decentralization. Despite this, the research reveals that the short and medium-term relevance of each process employed in the formulation of MDPs depends on which actor groups are focused upon.

These findings focus attention on the value of formulating MDPs. Although it is impossible to gauge long-term effectiveness at this time, it is apparent that the process of MDP formulation helps to create higher expectations of government by citizens, increases the capacity of local government to effectively assume increasing levels of responsibility, and enhances governance structures at the local level.

Abstract:
Latinos are the fastest-growing minority group in the United States and have higher dropout rates compared to other groups. Moreover, problem behaviors are common in preschool classrooms, and the incidence of these problems is higher for children from low-income families. The purpose of this study was to understand Latino children's problem behaviors in the context of peer play interactions and identify those variables that influence such behavior. 265 five and six-year-old Spanish-speaking children (53.6% female) attending Head Start or kindergarten participated in the study. Additionally, 198 mothers and 78 pre-kindergarten and kindergarten lead teachers participated in the study. Child level data were gathered through the Penn Interactive Peer Play Scale, Teacher (PIPPS-T), the Peabody Picture Vocabulary Test, Fourth Edition (PPVT-4), and the Test de Vocabulario en Imágenes Peabody (TVIP). Maternal data were obtained from the Demographic Parent Interview, the Brief Symptom Inventory (BSI), and the Breve Inventario de Síntomas (BIS). Both correlations and the multilevel models showed play disconnection related negatively to the child’s English proficiency and positively to maternal depression. Results suggest that children with lower English proficiency tend to be more disconnected from their peers as compared to children with higher English proficiency. Similarly, mothers with higher levels of depression symptoms had children with higher levels of play disconnection (internalizing behaviors). The current findings are consistent with previous studies and relevant to both researchers and practitioners.

AbstractIn today’s world, in which the problems that affect us all are interconnected, global problems and global issues require global solutions. Pandemics, climate change, the growing waves of intolerance, inequality and migration are but some examples of the challenges that require a joint response. In a context where global, multiple stakeholders are needed to formulate efficient solutions to these global problems, universities must play a more active role. To this end, the IAU, the only truly global association of universities, offers a unique and important platform to foster that role.

Abstract:
In 1843, with the publication of the Greek-English Lexicon of Liddell and Scott, the decision to abandon the scholarly garb of Latin and opt for direct expression in the vernacular was, in its time, a remarkable one. And yet, despite almost every Greek lemma being rendered by Liddell and Scott into English, Latin plays a significant role in their Lexicon. In fact, every single page of the work, at least in its first few editions, contains some Latin. This chapter explores how and why Latin continued to play a significant role for Liddell and Scott, notwithstanding the impropriety of its allegedly ‘feeble and defective’ character. It traces a course through these different roles played by Latin in the Lexicon, before turning to the more protean—and somewhat purposeless—deployment of the language before its time was called by the editors of the ninth edition (1925–40).

Chapter 24 deals with discourse, the way sentences form a coherent text. Coherence of a text is created by various means, apart from the internal semantic coherence. Forms of anaphora and various types of connectors create coherence between sentences. A distinction is made between conjunctive, adversative, and explanatory connectors, all syndetic connectors. However, asyndetic connection plays an important role as well. Some connectors are also used to connect paragraphs.

This chapter begins with the life of the Roman playwright named Terence, who was born a Carthaginian slave but was freed by his Roman master, senator Terentius Lucanus, due to his brains and good looks. It explores Terence's plays, which were all adaptations into Latin of Greek New Comedy called fabulae palliatae or 'plays in Greek dress'. It also looks at the cultural climate in Rome when Terence's plays were produced in the 160s BC, noting certain changes in Rome from Plautus' day. The chapter focuses on Terence's play Phormio, which was adapted from a Greek original called Epidikazomenos (The Claimant) by Apollodorus of Carystus. It cites differences between Phormio and Epidikazomenos, emphasizing on Terence's non-dramatic prologue in his play.

Demaestri, Edgardo C., Cynthia Moskovits, and Jimena Chiara. Management of Fiscal and Financial Risks Generated by PPPs: Conceptual Issues and Country Experiences. Inter-American Development Bank, December 2018. http://dx.doi.org/10.18235/0001470.

Full text
Abstract:
This paper discusses the main issues concerning sovereign fiscal and financial risks from public–private partnerships (PPPs) with a focus on contingent liabilities (CLs). It is based on the presentations and discussions that took place during the XI Annual Meeting of the Group of Latin American and the Caribbean Debt Management Specialists (LAC Debt Group), held in Barbados in August 2015. The main issues discussed include PPP risks assessment, institutional framework for PPP risk management, and accounting and reporting of CLs generated by PPPs. Six country cases (Chile, Colombia, Costa Rica, Honduras, Suriname, and Turkey) are presented to illustrate experiences with different degrees of development regarding the management of risks and CLs related to PPPs. The document concludes that PPP risk management should encompass the whole lifecycle of a PPP project, risks need to be identified and CLs must be estimated and monitored, and the institutional capacity of governments to evaluate and manage PPP risks plays a central role in the successful development of PPP contracts. Although institutional capacities in this regard have improved in recent years, estimations of CLs involved in PPPs are not regularly performed, and there is still room for improvement on the assessment, measurement, registration, budgeting, and reporting of risks and CLs related to PPPs.

Näslund-Hadley, Emma, Michelle Koussa, and Juan Manuel Hernández. Skills for Life: Stress and Brain Development in Early Childhood. Inter-American Development Bank, April 2021. http://dx.doi.org/10.18235/0003205.

Full text
Abstract:
Learning to cope with disappointments and overcoming obstacles is part of growing up. By conquering some challenges, children develop resilience. Such normal stressors may include initiating a new activity or separation from parents during preschool hours. However, when the challenges in early childhood are intensified by important stressors happening outside their own lives, they may start to worry about the safety of themselves and their families. This may cause chronic stress, which interferes with their emotional, cognitive, and social development. In developing country contexts, it is especially hard to capture promptly the effects of stressors related to the COVID-19 pandemic on childrens cognitive and socioemotional development. In this note, we draw on the literature on the effect of stress on brain development and examine data from a recent survey of households with young children carried out in four Latin American countries to offer suggestions for policy responses. We suggest that early childhood and education systems play a decisive role in assessing and addressing childrens mental health needs. In the absence of forceful policy responses on multiple fronts, the mental health outcomes may become lasting.

Bustelo, Monserrat, Suzanne Duryea, Claudia Piras, Breno Sampaio, Giuseppe Trevisan, and Mariana Viollaz. The Gender Pay Gap in Brazil: It Starts with College Students' Choice of Major. Inter-American Development Bank, January 2021. http://dx.doi.org/10.18235/0003011.

Full text
Abstract:
We herein discuss how college major choice affects gender wage gaps by highlighting the role that STEM majors play in explaining the gender wage gap in a developing country. We focus on a Latin American country where a systematic analysis of the interaction between students choice of college major and the gender wage gap is currently lacking. We take advantage of a very unique dataset of college students from the Universidade Federal de Pernambuco (UFPE), Brazil, to decompose the raw gender gap in hourly wages into one component that can be explained by differences in endowments between men and women as well as a second or residual component that reflects gender differences in the prices of market skills. We implement the commonly applied decomposition approach at the wage distributions mean and a decomposition procedure that considers variations across the wage distribution. Our results reveal that the majors that women and men select explain 50% of the gender wage gap at the mean, and STEM majors contribute to 30% of this difference. When examining different percentiles of the wage distribution, we find that the selection of a major is more important at the middle of the distribution than at the bottom or top.

Phuong, Vu Tan, Nguyen Van Truong, and Do Trong Hoan. Commune-level institutional arrangements and monitoring framework for integrated tree-based landscape management. World Agroforestry, 2021. http://dx.doi.org/10.5716/wp21024.pdf.

Full text
Abstract:
Governance is a difficult task in the context of achieving landscape multifunctionality owing to the multiplicity of stakeholders, institutions, scale and ecosystem services: the ‘many-multiple’ (Cockburn et al 2018). Governing and managing the physical landscape and the actors in the landscape requires intensive knowledge and good planning systems. Land-use planning is a powerful instrument in landscape governance because it directly guides how actors will intervene in the physical landscape (land use) to gain commonly desired value. It is essential for sustaining rural landscapes and improving the livelihoods of rural communities (Bourgoin and Castella 2011, Bourgoin et al 2012, Rydin 1998), ensuring landscape multifunctionality (Nelson et al 2009, Reyers et al 2012) and enhancing efficiency in carbon sequestration, in particular (Bourgoin et al 2013, Cathcart et al 2007). It is also considered critical to the successful implementation of land-based climate mitigation, such as under Nationally Determined Contributions (NDCs), because the Land Use, Land-Use Change and Forestry (LULUCF) sector is included in the mitigation contributions of nearly 90 percent of countries in Sub-Saharan and Southern Asia countries and in the Latin American and Caribbean regions (FAO 2016). Viet Nam has been implementing its NDC, which includes forestry and land-based mitigation options under the LULUCF sector. The contribution of the sector to committed national emission reduction is significant and cost-effective compared with other sectors. In addition to achieving emission reduction targets, implementation of forestry and land-based mitigation options has the highest benefits for social-economic development and achieving the Sustainable Development Goals (MONRE 2020). Challenges, however, lie in the way national priorities and targets are translated into sub-national delivery plans and the way sub-national actors are brought together in orchestration (Hsu et al 2019) in a context where the legal framework for climate-change mitigation is elaborated at national rather than sub-national levels and coordination between government bodies and among stakeholders is generally ineffective (UNDP 2018). In many developing countries, conventional ‘top–down’, centralized land-use planning approaches have been widely practised, with very little success, a result of a lack of flexibility in adapting local peculiarities (Amler et al 1999, Ducourtieux et al 2005, Kauzeni et al 1993). In forest–agriculture mosaic landscapes, the fundamental question is how land-use planning can best conserve forest and agricultural land, both as sources of economic income and environmental services (O’Farrell and Anderson 2010). This paper provides guidance on monitoring integrated tree-based landscape management at commune level, based on the current legal framework related to natural resource management (land and forest) and the requirements of national green-growth development and assessment of land uses in two communes in Dien Bien and Son La provinces. The concept of integrated tree based landscape management in Viet Nam is still new and should be further developed for wider application across levels.
