This publication of documents from the Archive of Foreign Policy of the Russian Federation highlights the Soviet-Latvian peace negotiations, and issues related to the implementation of the peace treaty on August 11, 1920. These are transcripts of plenary meetings of the delegations of the RSFSR and Latvia, minutes of meetings of the Soviet-Latvian commission on the determination of the border, note correspondence (notes of the NKID to the Latvian diplomatic mission in Moscow, the notes of the Latvian diplomatic mission to the NKID, the RSFSR embassy in Latvia to the Latvian Foreign Ministry, the Latvian Foreign Ministry to the RSFSR embassy in Latvia, the Latvian peace delegation to the RSFSR). The published documents make it possible to highlight such issues as the development of a decision on the establishment of the Soviet-Latvian border, the exchange of refugees, the re-evacuation of property and the mutual holding of hostages. The archival materials are supplemented by an appeal to the materials of the Latvian press, which comprehensively covered the course of the peace negotiations and the solutions being developed.

Abstract:
Abstract Among the political changes brought about by the First World War was the formation of new countries, including Latvia. This in turn resulted in a strong need for the first national legislative acts and thus a substantial amount of effort to develop Latvian legal terminology which dates back to the beginning of the 19th century. The purpose of the paper is to study the development of Latvian terminology of marriage in the 20th century through analysis of the relevant body of laws. The paper focuses on marriage-related terms extracted from the major legislative acts governing the institution of marriage in the 20th century. The present study adopts the qualitative research approach which constitutes data collection (selection of the relevant legislative acts, term extraction) and data analysis (qualitative analysis of extracted terms). For the purposes of a comprehensive and efficient analysis of the extracted legal terms, marriage terms are divided into the following five thematic groups: 1) engagement; 2) entering into marriage; 3) nullity of marriage; 4) dissolution of marriage (divorce); and 5) consequences of dissolution or nullity of marriage. The paper suggests that the core of the Latvian terminology of marriage has remained stable, as entering into marriage is a solid procedure where two interested parties give notice to a public or religious institution in order to officially register their relationship. Similarly, both parties often feel the need to terminate this relationship just as officially. This stability of fundamental processes contributes to terminological continuity.

The Polish language at the Latvian University in RigaThe history of teaching of Polish language in the University of Latvia (LU) starts soon after its establishment in 1919. In the 1930s thanks to such famous scientists as Julian Krzyżanowski and Stanisław Kolbuszewski, the number of subjects connected with the Polish culture has increased at the Faculty of Philology and Philosophy and the Latvian society was introduced to the numerous works of these professors, published in different publications in Latvia. After the Second World War, Polish language has been taught within Russian philology with the aim of comparison Eastern and Western Slavic language groups. At the same time scientific works on the state of Polish language of local Poles started to appear. Since the 1990s students of Russian Philology of the LU study Polish language as the foreign language by acquiring not only the structure of it for comparative purposes, but also by acquiring communicative skills. Due to the intensive cooperation with the Polish institutions, exchange programmes and the interest of the students, Polish language as the foreign language occupies a stable place among the courses of Bachelor programme of Russian philology in the LU.

Abstract:
The article presents the results of the international study of the professional identity (PI) of schoolteachers of Russia and Latvia. The six component model of the content of the PI is used in the study. According to this model, the questionnaire “School Teacher Professional Identity” was created and international survey organized in 2017, in which 433 schoolteachers from Latvia and the Smolensk region of Russia participated. The aim of this article is to analyze the data of two national samples for the first component of the schoolteacher PI: Philosophy of the Profession. The data in both samples show very high support for the basic values and beliefs of the profession. The answers of the teachers of the two countries are well agreed, however certain differences in the data of Latvian and Russian teachers are observed. Some problems of the schoolteacher PI are identified that require attention of teachers, school administrators and education officials.

Abstract The research problem concerns the sphere of relationships with the environment and an individual's awareness in the aspect of satisfying the need for belonging. This research aims to determine the conditions of relationships with the environment and an individual's awareness in the process of personality formation. The research is constituted by an analysis of literary sources in education, psychology, philosophy and folklore studies as well as by a study of the formation process of a sense of belonging in Latvian folk songs or dainas. This research shows that a sense of belonging is associated with harmony between an individual and the surrounding environment. It is developed in the space of conditions for an individual's self-realisation that balances individual and social interests. For the development of inborn gifts, a natural environment of upbringing is needed. For the development of a sustainable education model in Latvia, the ideas found in Latvian dainas that have ascertained their sustainability may be of importance.

Abstract The Baltic States – Estonia, Lithuania and Latvia – are democratic states of law that respect human rights. As members of the Council of Europe, they implemented into domestic law the Convention on the Protection of Human Rights and Fundamental Freedoms (known as the European Convention on Human Rights) – an international document for the universal protection of human rights adopted by the Council of Europe. The aim of the paper is to analyze whether and to what extent did Estonian, Lithuanian and Latvian citizens file individual complaints to the European Court of Human Rights over the past thirteen years (2006–2018). The paper is to answer the question if the Baltic Sates’ systems of human rights protection are effective. One of the indicators of effectiveness is the number of complaints brought from the Baltic States to the ECtHR in relation to the number of inhabitants and also in comparison with the total number of complaints from the 47 member states of the Council of Europe as whole. The analysis will cover statistics on the number of judgments in Estonian, Lithuanian and Latvian cases before the Court in Strasbourg issued between 2006 and 2018. This will be helpful in determining the degree and the type of violations by the Baltic States of the human rights protected by the European Convention on Human Rights.

Abstract Teacher is a key figure in the implementation of reforms in higher education. Pedagogical research of the professional identity (PI) of teacher, her/his priority values, self-evaluation of performances and professional knowledge and the way how she/he conceptualises the profession at an individual level can lead to the most appropriate strategies to manage the educational reforms successfully. This article presents some results of the Latvian-Russian project ‘Professional Identity of Contemporary Pedagogue’ implemented in 2014-2016 by researchers of Riga (Latvia) and Smolensk (Russia). In the realisation of project, a hypothetical model of the content of Higher Education Institution (HEI) teacher’s PI was created, and HEI teachers’ survey was carried out. In total, 198 teachers were surveyed in Riga and Smolensk. The aim of this article is to examine the relevance of the proposed model and analyse the indicators of the first two components of the model: Philosophy of the Profession and Professional Knowledge. The results show that, on the whole, the answers of the Russian and Latvian teachers in the questionnaire are fairly well agreed; however, some differences and peculiarities in the data of Riga and Smolensk were observed. The relevance of the proposed model has been confirmed, and some problems of PI of HEI teachers have been identified. To improve the educational process, executives of the reform and teachers should pay due attention to these problems.

This paper is based on reflections after an emotional discussion on the word and term medijs(i) (‘medium’) in Latvian that broke out during the yearly conference The Word: Aspects of Research at Liepāja University, in November 2019. The aim of this paper is not to blame or replace the broadly spread two-word term plašsaziņas līdzekļi with an anglicism mediji. In Latvia, there are many titles and documents where this term has a permanent and stable place. Such as, for example, The National Electronic Mass Media Council. At the same time, it is time to recognise the use of the word medijs(i) as an entirely accepted synonym of plašsaziņas līdzeklis(ļi) and even as a semantically more broadly usable term in the context of developing information and communication technologies. As this short insight into the research of the word shows, the term is already currently used not only among professionals but also on the level of state institutions, public and private organisations, and companies. On the other hand, especially in the contexts of communication science, arts, and philosophy, the spectrum of meanings of the word medijs(i) in the vocabulary of modern Latvian must be broadened.

Abstract:
Theodors Celms (1893-1989), a prominent Latvian philosopher, was one of Husserl's best students. Intersubjectivity was an important theme in the "psychological" reading of phenomenology when Celm turned to the problem of the transcendental "I" and to a living-rather than logically defined-subject. Celms concluded that Husserl's phenomenology could not address the question of intersubjectivity because in the course of its development it merely substituted pluralistic solipsism for monistic solipsism. What is most essential in phenomenology-the process of sense (or meaning) formation-remains hardly noticed in Celms' work. Contemporary phenomenology has developed as a philosophy of new thinking-a phenomenology of life that can be applied in different ways toward solving various problems of intersubjectivity.
