Abstract:
This study examines crime and corruption among Russian law enforcement agencies after 2009 Police Reforms (henceforth referred to as Reforms). These Reforms sought to curb corruption at all levels of the Russian civil service and among uniformed law enforcement personnel. Many law enforcement officers thought that the rebranding of the militsiya as “politsiya” would have a transformational effect within the organization as well as how others perceived it. Ultimately, the rebranding effort failed; the only concrete changes were the organization's name and its personnel's uniforms. In fact, the Reforms seem to have contributed to even more corruption and abuse of power, as well as an expansion of the Ministry of Interior's ties to corrupt networks.

AbstractIntroduction:Many emergency medical services (EMS) providers wear badges with their uniforms. This study was undertaken to determine whether emergency medical technicians (EMTs) who wear badges with their uniforms are more likely to be mistaken for law enforcement personnel than are those who do not wear badges.Hypothesis:Emergency medical services providers who wear badges are more likely to be mistaken for law enforcement personnel than are those who do not wear badges.Methods:High school students, college students, civic organizations, and church groups were shown slides of different uniforms and badges/insignia and asked to identify the person portrayed. Responses were categorized as “EMS,” “law enforcement,” or “other.” Frequency of responses for each uniform and insignia were compared with chi-square analysis.Results:Fifty-nine percent of the uniforms with badges were identified as law enforcement personnel. Only 5.5% of the uniforms with badges were identified as “EMS,” compared with 74% of the uniforms with a Star of Life (p<0.001).Conclusion:Individuals wearing uniforms with badges are more likely to be identified as law enforcement personnel than are EMS personnel. Emergency medical services providers who do not wish to be mistaken for law enforcement personnel should wear the Star of Life, not a badge, with their uniform.

Abstract:
The aim of the article is to analyse the foreign experience of the social security system of law enforcement personnel, to distinguish the features of establishing the rates and types of remuneration for law enforcement personnel in foreign countries, to determine the interrelation between the standard of social security and work experience and professional competencies. The subject of the study is the foreign experience of the social security system for law enforcement officials. Methodology. The study is based on a comparison of the social security system for law enforcement officials in Ukraine and in foreign countries. The analysis of the features of social security for law enforcement officers enabled to determine the advantages and disadvantages of different social security systems. A comparative legal study of certain provisions of Ukrainian legislation enabled to reveal the possibilities and limits of the application of positive foreign experience in this sphere. The results of the study revealed that in Ukraine the solution of problems on the performance improvement of law enforcement is interrelated with the issues of social security for personnel at work. Therefore, nowadays one of the main objectives is the development of a clear system of social security for law enforcement officers, including police officers, formation of an effective system of remuneration, based on performance indicators. Practical implications. In developed countries, the practice of social policy has formed several areas of its implementation. These include wage policy, social insurance, including medical, pension insurance, housing policy, as well as allowances and social benefits. Some aspects of social security for employees should be studied as a positive example for Ukraine in the course of social reforms. However, the application of foreign experience does not mean a mechanical transfer of certain forms of social security of foreign countries to Ukrainian reality. It should be considered that some aspects of reforming social security for law enforcement officers are universal; other aspects can be applied only under certain conditions related to the political situation in the country, the level of economic development, traditions, as well as the level of crime and criminalization of society. Relevance/originality. A comparative analysis of the ratio of social security systems for law enforcement officers is the basis for developing the most promising areas of domestic legislation in this sphere.

Abstract:
The existence of violating public order, as well as violation activities in accordance with article 480 of the Criminal Code are the characteristics of Kokrosono traders. The provisions of the article refer to criminal relief measures in terms of helping perpetrators of theft crimes obtain benefits from the results of their actions. The uniqueness of merchandise on Jalan Madukoro is that some traded goods are stolen goods. Capital of confidence in the thief makes the stock of stolen goods from the perpetrators of theft is always there. In this case, thieves and stolen merchants can automatically be subject to criminal penalties because there is an intentional element in them, different from the buyer who must be investigated first. This behavior can only be overcome with two channels, namely legal channels and non-legal channels. The legal route leads to regulations related to the detention activities in criminal law and to the extra-legal channels only as countermeasures before the event occurs. Significant differences regarding countermeasures between after and before are in their aftermath.

This research explores the law enforcement view of serious organised crime in Scotland set within a framework that explores organised crime in terms of its history, definition, group structure, violence and its capacity for corruption. While the focus of the work is on organised crime groups operating in Scotland, organised crime is a global phenomenon consequently, the research draws upon both national and international sources, exploring the literature, research, legal rules, conventions and protocols. The research is however centered upon law enforcement perceptions of serious organised crime as it is manifest in Scotland. Therefore, this dissertation reports the views of Scottish law enforcement personnel obtained using both quantitative and qualitative methods.

Abstract:

The purpose of this project was to demonstrate the need for a state-wide peer officer support model. Although support services were available, there were inconsistencies in how they were made available throughout the state. A survey was carried out to identify these discrepancies and advise on best practices and recommendations. One major obstacle was the issue of stigma attached to seeking assistance that prevents most officers from seeking services. The survey identified that peer officer support programs have higher rates of utilization over EAPs and mental health professionals. The vast majority of supervisors and officers were supportive of an option for peer officer training and supportive training programs. Smaller departments had fewer services available than larger departments showing a need for a state-wide peer support program. By utilizing the brotherhood of law enforcement personnel, administrators can help to build the foundation of a strong peer support model.

The article is devoted to the analysis of the reasons and conditions for the commission of murders for hire. It is noted that contract killings are becoming a common occurrence in such periods of history, which are characterized by economic or political crises, an insufficiently clear and effective system of government, legal nihilism of citizens, the drain of professional personnel from law enforcement agencies, the fall of moral and ethical foundations in society. The author comes to the conclusion that with all the variety of factors causing contract killings, one of their main reasons is the desire for personal gain and the elimination of competitors.

Tactical officers and military personnel who train in explosive entry techniques regularly put themselves at risk of blast exposure. The overpressure conditions in complex military and law enforcement environments, such as interior doors, hallways, and stairwells, cannot be accurately predicted by standard blast models which were developed from outdoor, free-field blasts. In both training and operations, small, low-cost blast overpressure sensors would provide the benefit of tracking exposure levels of at-risk individuals. The sensors would allow, for the first time, direct determination of safe stand-off distances and positioning for personnel during explosive breaching. Overpressure, impulse, and acceleration data has been captured for a series of interior and exterior blasts, demonstrating the utility of the Blast Gauge system as a training and research tool to quantify blast overpressure in complex environments.

The majority of engineering studies that quantify the biomechanical response of the human head to blunt impacts have been focused primarily on replicating automotive-related trauma [1]. Relatively little biomechanical data exists on head response and skull fracture tolerance due to impacts with small surface area objects moving at high velocity, as can occur with the deployment of less-lethal kinetic energy munitions that are now available to police and military personnel. Law enforcement are trained to direct such munitions away from the head and at body regions least likely to sustain serious to life-threatening injury, such as the legs, however impacts to vital regions such as the head have occurred [2]. Previous research efforts have investigated facial impact response to blunt ballistic impacts however data regarding the temporo-parietal region are lacking and require study under these unique loading conditions [3]. Prior research has indicated that the scalp and soft tissue covering the skull are important factors to consider when studying impact response and skull fracture tolerance [4]. These data however have been limited primarily to impact velocities typical of the automotive crash environment. The purpose of this study is to evaluate the contribution of soft tissue to the biomechanical response and tolerance of the temporo-parietal region under blunt ballistic impact conditions.

Abstract:
Abstract Common quibbles in most homes are the temperature setting. Some family members are comfortable with cooler temperature settings, while other family members prefer warmer temperature settings. Not to mention the fragile elderly and some medical situations require different temperature settings for those individuals than the rest of the occupants of the space. The purpose of this article is to outline a research where we created a working prototype of a portable, effective Peltier cooling/heating system. Peltier, or thermoelectric modules, are devices that use the differences in electric voltages to create a difference in temperature between two flat opposite sides of the thin module. The system can easily be switched between the heating and cooling modes. In contrast to compression refrigeration systems it produces a very low level of noise output. Also, the system is portable, small in size, and light weight. Another advantage of using the Peltier system is it does not employ hazardous substances such as hydrochlorofluorocarbons, but uses water. While a system such as this could be beneficial in the day to day comfort of any individual, it could prove vital to the survival of the elderly and medically vulnerable individuals. This heating/cooling system can enhance the performance of military, particularly in biological warfare suites, and law enforcement personnel who find themselves in less than desirable weather conditions. This uniquely designed Peltier system is compact, and lightweight. Cooling/heating through the system would be achieved by the exchange of heat between the user and a custom designed vest. The system is powered by lithium ion battery pack. Details of this unique design are discussed in the article. Also, the testing and results are reported, and discussed.

The National Institute of Justice (NIJ) and its Forensic Technology Center of Excellence (FTCoE) hosted the National Opioid and Emerging Drug Threats Policy and Practice Forum on July 18–19, 2019, in Washington, DC. The forum explored ways in which government agencies and programs, law enforcement officials, forensic laboratory personnel, medical examiners and coroners, researchers, and other experts can cooperate to respond to problems associated with drug abuse and misuse. Panelists from these stakeholder groups discussed ways to address concerns such as rapidly expanding crime laboratory caseloads; workforce shortages and resiliency programs; analytical challenges associated with fentanyl analogs and drug mixtures; laboratory quality control; surveillance systems to inform response; and policy related to stakeholder, research, and resource constraints. The NIJ Policy and Practice Forum built off the momentum of previous stakeholder meetings convened by NIJ and other agencies to discuss the consequences of this national epidemic, including the impact it has had on public safety, public health, and the criminal justice response. The forum discussed topics at a policy level and addressed best practices used across the forensic community.
